白處長、各位嘉賓、各位結(jié)業(yè)學員：

Director, ladies and gentlemen, officers on parade,我非常高興出席今天的結(jié)業(yè)會操，再一次以檢閱官的身分，與入境處的結(jié)業(yè)學員見面。還記得十二年前，我曾經(jīng)以署理入境事務(wù)處處長的身分，檢閱當年的結(jié)業(yè)學員。他們跟面前各位一樣，都是步伐整齊、朝氣蓬勃，充分表現(xiàn)出紀律部隊的干勁及團隊精神。各位學員經(jīng)過多月來的嚴格訓(xùn)練，現(xiàn)在學成結(jié)業(yè)，相信大家已經(jīng)做好準備，迎接入境處的工作和新挑戰(zhàn)。

It is my great pleasure to attend the passing-out parade today and meet the

passing-out officers of the Immigration Department once again in the capacity of the Reviewing Officer.I recall that 12 years ago I inspected the then passing-out officers in the capacity of Acting Director of Immigration.Like all of you young officers in front of me, their smart turnout and valiant marches fully demonstrated the vitality and esprit de corps of a disciplined force.Now, with the completion of the induction course after months of stringent training, all of you, I am sure, are well-prepared to take up various duties and meet new challenges in the department.香港雖為彈丸之地，但卻是七百多萬市民的安居之所。入境處時刻守在最前線，為香港、為市民盡心把關(guān)，在各個管制站執(zhí)行有效的出入境管制；在本地打擊非法勞工及違反入境條例的罪行；并且積極與其他地方的執(zhí)法機關(guān)合作，共同打擊跨境偷渡及行使偽證等行為，致力維護香港的治安及穩(wěn)定。此外，入境處亦為市民提供多元化的服務(wù)，包括簽發(fā)高度防偽的身份證和旅行證件；及辦理出生、死亡和婚姻登記等。由此可見，入境處的工作，與香港社會及市民的生活的確息息相關(guān)。

Despite being only a small place, Hong Kong is the home of more than seven million people.Being Hong Kong's gatekeeper, the Immigration Department takes great effort in guarding our control points and enforcing effective immigration control.Besides, the department is tasked with combating illegal workers and immigration offenders, as well as actively co-operating with law enforcement agencies of other places to combat

cross-boundary illegal migration and the use of forged documents so as to safeguard law and order in Hong Kong.The department also provides diversified services to Hong Kong residents, among which are the issuance of highly-secure identity cards and travel

documents, and the processing of registration for births, deaths and marriages.It can be

seen that the work of the department is indeed closely linked with the well-being of Hong Kong society and the livelihood of its residents.在廣大市民的心目中，除了出入境檢查和各項證件服務(wù)外，相信亦日漸熟悉“1868”這條24小時熱線，讓香港居民無論身處境外任何地方，在任何時間，都可以向入境處尋求緊急協(xié)助。在過往多次大型事故，例如南亞海嘯、四川大地震等，入境處的「協(xié)助在外香港居民小組」都迅速派員到海外或內(nèi)地協(xié)助市民。面對大型天災(zāi)的惡劣環(huán)境，在物資與通訊短缺的情況下，入境處人員仍日以繼夜，憑專業(yè)的知識和技能，以堅毅、無私的態(tài)度執(zhí)行職務(wù)，為服務(wù)香港市民而努力。

Apart from immigration clearance and document-related services, members of the public are also gaining familiarity with the 24-hour hotline “1868”.This hotline enables local residents outside Hong Kong to seek emergency assistance from the Immigration Department, wherever and whenever in need.During various major incidents over the past years, such as the tsunami in South Asia and the Sichuan earthquake, the Assistance to Hong Kong Residents Unit of the department never failed to dispatch members abroad or to the Mainland speedily to help our residents.In spite of the grievous conditions in such natural disasters, and the shortage of supplies and unavailability of communication

facilities, the Immigration officers drew on their professional knowledge and expertise to discharge their duties round the clock with perseverance and selflessness, striving to serve Hong Kong residents to their best.除香港市民，來自世界各地的游客和商人在進入香港的一刻，亦已經(jīng)接觸到入境處的服務(wù)。因此，為了令他們對香港留下良好的第一印象，入境處人員在處理龐大旅客流量的同時，亦一直肩負香港親善大使的重任，時刻以禮待人，以專業(yè)和熱誠的態(tài)度，致力為訪客提供高效率服務(wù)。我深信大家作為入境處年青的新一代，定能秉承部門的優(yōu)良傳統(tǒng)，為香港的繁榮安定作出貢獻。

Other than Hong Kong residents, people coming to Hong Kong, be they tourists or businessmen from all over the world, will also come into contact with services provided by the Immigration Department the moment they set foot here.To leave them a good first impression of Hong Kong, the department staff, alongside handling heavy passenger flow, have taken up the important role of being Hong Kong's goodwill ambassadors.Bearing in mind to serve with courteousness, professionalism and enthusiasm all the time, they make every endeavour to provide efficient service for our visitors.I am confident that you, being the department's next generation, will certainly carry on the excellent tradition of the department in contributing to the prosperity and stability of Hong Kong.各位結(jié)業(yè)學員，我在三十多年前和你們一樣，選擇加入入境處，在這里開展事業(yè)，我衷心恭賀你們，已經(jīng)找到一份有意義、對社會有承擔的工作。在離開訓(xùn)練學校之后，你們會被調(diào)派到不同的工作崗位，我希望日后你們無論執(zhí)行任何職務(wù)時，都緊記入境處“以人為本”的服務(wù)理念，以公正無私和忠誠的態(tài)度，與部門合力為市民提供卓越的服務(wù)。

Officers on parade, I was just like all of you some 30 years ago, having chosen to join the Immigration Department and set to start a career here.I heartily congratulate you on having entered upon a meaningful career with a commitment to the well-being of society.Upon leaving the training school, you will be deployed to different posts.In the days and years to come, I hope you will adhere to the “people-oriented” value of the Immigration Department when performing all kinds of duties, and work hand-in-hand with your colleagues in providing excellent service to the public with fairness and dedication.最后，我謹祝愿各位結(jié)業(yè)學員工作愉快，前程錦繡。多謝各位。

Since the commencement of the Games, friends across boundaries have come together to witness the legendary moments of the Games.All our athletes have competed fairly and done their best, displaying strong determination, great perseverance and true sportsmanship.You have created the proudest moment of the Games and shown us the unifying power of sport by overriding national, political, religious and language barriers.A tremendous spirit of friendship has also been clearly evident throughout the Games.The exemplary participation of you all has promoted the

The Fifth EAG is the first international multi-sports event ever held in Hong Kong.Without the concerted efforts of all parties involved, our dreams of making the Games a success could not have been realised.Together, we have opened a new chapter of the sporting history of Hong Kong as well as showcased to the world our appeal as an events capital.各位，東亞運的圣火即將熄滅，此刻，讓我們誠摯祝愿，東亞友誼團結(jié)和公平競技的精神將薪火持續(xù)，永放光芒。

Dear friends, at this moment when the flame is about to be extinguished, let us make a sincere wish.May the spirit of the Games, of friendship and sportsmanship, live on in our hearts.我們期盼四年后在天津再相聚，展現(xiàn)更卓越的體育風采。

署理行政長官、各位嘉賓、各位朋友：

Mr Tsang, distinguished guests, ladies and gentlemen,歡迎各位出席民政事務(wù)局庚寅年新春酒會。我代表民政事務(wù)局和轄下部門的同事，向各位拜年，恭祝大家身體健康、心想事成！

Welcome to the spring reception of the Home Affairs Bureau.On behalf of my colleagues in the bureau and our departments, may I wish you all health, happiness and success in the year Gengyin(庚寅年).一元復(fù)始，除舊迎新，我們在過去的一年，成功應(yīng)對了嚴峻的挑戰(zhàn)，香港像其他地方一樣面對歷史罕見的環(huán)球金融危機，但憑廣大市民奮發(fā)努力，靈活應(yīng)變，加上特區(qū)政府積極應(yīng)對，適時采取「穩(wěn)經(jīng)濟、撐企業(yè)、保就業(yè)」的措施，所以較快出現(xiàn)了好轉(zhuǎn)的勢頭，就業(yè)情況逐步改善。我們與全國一起慶祝了新中國成立60周年，又成功舉辦東亞運，激發(fā)了香港人的自信心和自豪感。

The beginning of the Lunar New Year brings about new life.Last year, Hong Kong, like other places in the world, faced a global financial crisis rarely seen in history.With the perseverance and resilience of the community and the Government's active response and timely measures of “stabilising the economy, supporting enterprises and preserving

employment”, Hong Kong has ridden out the storm.The economy has regained its growth momentum rather quickly and the employment situation is improving.During the year, we have also celebrated with the whole nation the 60th anniversary of the founding of the People's Republic of China and have successfully hosted the 2009 East Asian Games.These made Hong Kong people proud and confident.向前展望，充滿希望的新一年已經(jīng)來臨。今年歲次庚寅，生肖屬虎?；⑾笳饔旅蛣倧?。英國詩人威廉布萊克有詩句贊：“虎，虎，火亮”，所以又令人想到光明。來年會有更加錯綜復(fù)雜的問題，但只要我們深入分析，妥善處理，可以推動社會進步。東亞運動會給我們一個啟發(fā)，就是只要勇于面對挑戰(zhàn)、自強不息、團結(jié)齊心，傳奇就能夠創(chuàng)造。在春天萬象更新的時候，我期望大家攜手同心，以理性務(wù)實的態(tài)度，求同存異，讓社會得以向前發(fā)展、不斷進步，為我們下一代創(chuàng)出更多更好的機會。

The year of the tiger is a year of hope.The tiger symbolises bravery and strength.William Blake, the English poet, once wrote in admiration “Tiger, tiger, burning bright”.So tiger

also makes us think of light.In the year before us, there will probably be more complicated issues.Yet, if we give them in-depth thought and address them properly, Hong Kong will move forward.From the 2009 East Asian Games, we have understood that in the face of challenges, we can create a legend with concerted efforts and determination.As we celebrate the arrival of the new year, I hope that we can all work closely together in a pragmatic and rational manner to look for common ground while respecting differences of opinion.Together, we can bring Hong Kong to further development and create greater opportunities for the next generation.最后，我祝香港繁榮安定、生機處處；祝各位事事如意、闔家幸福。多謝大家。

行政長官、各位泛珠省區(qū)領(lǐng)導(dǎo)、中央駐港機構(gòu)領(lǐng)導(dǎo)、中央部委代表、女士們、先生們：

早上好。非常感謝大家出席今天由香港特別行政區(qū)政府主辦的「泛珠三角區(qū)域金融服務(wù)論壇」。這個論壇是香港第一次以泛珠區(qū)域金融合作為主題的論壇，我非常感謝中央和泛珠省區(qū)的領(lǐng)導(dǎo)和企業(yè)代表對這個論壇的高度重視和支持，並且對各位來香港出席今天的論壇表示衷心的感謝和熱烈的歡迎。我們也十分歡迎香港金融服務(wù)界的朋友們參加今天的論壇。

各位法師、各位朋友：

第三屆世界佛教論壇即將落幕，但我們的心依然沉浸其中。這是一次心靈大洗禮。在頂骨舍利的佛光注照下，千僧萬眾的誦經(jīng)聲帶來寧靜與祥和，嘉賓勝友的精彩發(fā)言閃耀出智慧的光芒，讓我們再一次深切感受到佛教的古老智慧和現(xiàn)代魅力。

這是一次佛法大討論。與會代表全面闡發(fā)佛教慈悲濟世的教理教義，積極探索佛教服務(wù)社會的方法途徑，深入探討佛教面向時代的學修模式，共同展望佛教弘法利生的廣闊前景。

這是一次僧俗大交流。來自三大語系的高僧大德，來自教內(nèi)教外的僧俗兩界，來自不同國家、不同地區(qū)、不同文化背景的智者學人，論和平、談佛法、說行愿、話法誼，感悟身心清凈的智慧，撒播和合共生的法音。

第三屆世界佛教論壇結(jié)出的豐碩成果，必將對世界佛教的發(fā)展帶來廣泛而深遠的影響，讓我們對佛教的美好未來充滿期待。各位法師、各位朋友：

“和諧世界，同愿同行”是本屆論壇的主題。和諧是佛教文化的精髓，也是人類向往的美好境界。首屆世界佛教論壇提出人心和善、1

家庭和樂、人際和順、社會和睦、文明和諧、世界和平的“六和”愿景，上屆和本屆論壇繼續(xù)秉持普度眾生的悲心宏愿，弘揚和合理念，抒發(fā)和諧情懷，共同致力于促進社會和諧、實現(xiàn)世界和平的目標。

愿行是佛教信仰的要旨。愿是理想，是行的指引，發(fā)愿是成就事業(yè)的前提。行是實踐，是愿的落實,行持是成就事業(yè)的基礎(chǔ)。愿行要相應(yīng)，行愿要相資，本屆論壇提出感恩、奉獻、惜緣、包容、尊重、分享的“六行”主張，以愿導(dǎo)行，以行踐愿，難行能行，眾善奉行，必能?；蹐A滿，行愿大千。

當今時代，踐行“人間佛教”，建設(shè)“人間凈土”是佛教徒的大愿。佛教界應(yīng)當帶頭倡導(dǎo)和諧理念，不僅要重視不同語系、不同宗派、不同國家和地區(qū)佛教間的相互學習借鑒，還要重視與基督教、伊斯蘭教等其他宗教的交流對話、兼容并蓄，去除我執(zhí)與成見，化解矛盾與紛爭，在多樣性中尋求圓融，在差異性中達成共識。

各位法師、各位朋友：

佛教是人類歷史上重要的社會文化現(xiàn)象和寶貴的文化財富。我們將更加重視佛教文化的繼承挖掘與弘揚闡發(fā)，更加重視佛教典籍的整理保護與現(xiàn)代詮釋，更加重視佛教教育的傳統(tǒng)繼承和時代發(fā)展，更加重視佛教遺跡與非物質(zhì)文化遺產(chǎn)的切實保護和合理利用。同時希望佛教界呼應(yīng)時代發(fā)展要求，探討內(nèi)修外弘的現(xiàn)代模式，探索慈善理念的現(xiàn)代踐行，探尋佛教智慧的現(xiàn)代價值。只有觀機逗教、應(yīng)機說法，才能普攝群機、饒益有情。

中國政府將繼續(xù)堅定不移地奉行宗教信仰自由政策，重視發(fā)揮包

括佛教在內(nèi)的各宗教的積極作用，促進宗教關(guān)系和諧；將一如既往地支持內(nèi)地佛教界與香港、澳門和臺灣地區(qū)佛教界擴大交流、深化合作；將始終不渝地鼓勵中國佛教界參與世界不同文明、不同信仰之間的對話，與一切熱愛和平、堅持正義的宗教組織和人士一道，共同承擔維護世界和平的歷史責任。

各位法師，各位朋友：

本屆論壇即將結(jié)束，各位代表在交流互動中深化了法誼，在平等參與中凝聚了共識，在對話協(xié)商中增進了合作，論有所獲，滿載而歸。世界佛教論壇已經(jīng)成為世界佛教徒對話、交流、合作的重要平臺。希望各國、各地區(qū)高僧大德，繼續(xù)給予關(guān)心和護持，使世界佛教論壇一屆比一屆辦得更好。
