同志們，朋友們：

為進(jìn)一步貫徹國(guó)務(wù)院頒發(fā)的《艾滋病防治條例》，適應(yīng)國(guó)際合作項(xiàng)目必須要有非政府組織參與的國(guó)際慣例，充分發(fā)揮非政府組織獨(dú)特的人才匯集、聯(lián)系廣泛、接近群眾、務(wù)實(shí)靈活工作優(yōu)勢(shì)的作用，全面落實(shí)《甘肅省遏制與防治艾滋病行動(dòng)計(jì)劃（2006—2010年）》規(guī)定的各項(xiàng)防治目標(biāo)，把我省性病艾滋病控制在低流行狀態(tài)，在各級(jí)領(lǐng)導(dǎo)的重視和關(guān)懷下，在全省廣大性病艾滋病防治工作者的積極努力下，甘肅省性病艾滋病防治協(xié)會(huì)今天成立了。甘肅省性病艾滋病防治協(xié)會(huì)的成立，標(biāo)志著我省又一個(gè)新的非政府組織性病艾滋病防治機(jī)構(gòu)誕生了，標(biāo)志著我省性病艾滋病防治工作又增添了新的合作力量，將對(duì)我省性病艾滋病防治起到積極的推動(dòng)作用。

甘肅省性病艾滋病防治協(xié)會(huì)的成立，是我省性病艾滋病防治工作中的一件大事，也是我省疾病預(yù)防控制戰(zhàn)線上的一件大事，充分體現(xiàn)了政府重視和發(fā)揮非政府組織及社會(huì)團(tuán)體在預(yù)防控制性病艾滋病工作中的作用。我代表衛(wèi)生廳黨組對(duì)甘肅省性病艾滋病防治協(xié)會(huì)的成立表示熱烈地祝賀。

艾滋病是世界性的重大公共衛(wèi)生與社會(huì)問題，其流行迅速，病死率高，對(duì)社會(huì)經(jīng)濟(jì)破壞性大，對(duì)人類的健康和生存構(gòu)成了嚴(yán)重的威脅，是一類危害極大的傳染病。艾滋病的流行不僅僅和人們的生物學(xué)因素有關(guān)，而且與諸多社會(huì)因素相關(guān)，因而防治難度很大。

與艾滋病防治工作，國(guó)務(wù)院防治艾滋病工作委員會(huì)辦公室等有關(guān)部門在12月1日前后開展一系列宣傳活動(dòng)。2004年以來，胡錦濤總書記和溫家寶總理多次深入基層考察艾滋病防治工作，看望艾滋病病人和艾滋病防治工作人員，使艾滋病病人、艾滋病感染者和廣大戰(zhàn)斗在各級(jí)防治艾滋病戰(zhàn)線上的工作人員倍受鼓舞，極大的推動(dòng)了防艾工作的進(jìn)程。

近年來，在各級(jí)政府的領(lǐng)導(dǎo)下，在廣大艾滋病防治工作人員的共同努力下，我省艾滋病防治工作取得了積極的成效，無論在宣傳教育、咨詢服務(wù)、行為干預(yù)、關(guān)懷救助等方面都取得了較大的進(jìn)展，積累了一定的經(jīng)驗(yàn)。但是，要把我省艾滋病流行的速度控制在較低的水平，仍然有許多事情要做，還存在很多困難。經(jīng)驗(yàn)告訴我們，非政府組織的參與是艾滋病防治工作不可缺少的重要力量。甘肅省性病艾滋病防治協(xié)會(huì)正是為適應(yīng)我省艾滋病防治工作的需要而誕生的。

我在這里就協(xié)會(huì)的主要工作任務(wù)再講幾點(diǎn)意見和要求：

一、協(xié)會(huì)要本著對(duì)國(guó)家、對(duì)民族、對(duì)人民高度負(fù)責(zé)的精神，以貫徹落實(shí)《艾滋病防治條例》和《甘肅省遏制與防治艾滋病行動(dòng)計(jì)劃》為目標(biāo)，以團(tuán)結(jié)、組織廣大艾滋病防治工作者在憲法和有關(guān)法律法規(guī)的范圍內(nèi)，積極開展性病艾滋病防治工作為宗旨，以堅(jiān)持政府組織領(lǐng)導(dǎo)、部門各負(fù)其責(zé)、全社會(huì)共同參與的艾滋病防治機(jī)制和預(yù)防為主、防治結(jié)合、綜合治理的方針為原則，扎扎實(shí)實(shí)開展工作。

二、協(xié)會(huì)要體現(xiàn)群眾性的原則，團(tuán)結(jié)、組織、動(dòng)員廣大衛(wèi)生工作者和社會(huì)各界人士，積極參與全社會(huì)的性病艾滋病防治工作，為保障我國(guó)人民身體健康，加強(qiáng)社會(huì)主義物質(zhì)文明和精神文明建設(shè)服務(wù)。要發(fā)揮從事

同心協(xié)力，為開創(chuàng)我省性病艾滋病防治的新局面貢獻(xiàn)力量。
