      Qiu Yong, President of Tsinghua University,F(xiàn)oreign Minister Wang Yi,Shi Yigong, Assistant President of Tsinghua University,I am truly delighted to be at the Tsinghua University today.You are a world class institution.You are a symbol of success of China’s education sector.You are the foundation for China’s economic miracle.You have produced great leaders, including President Xi.It is not surprising that China’s economic growth and its new leadership in research, science and technology have taken place together.I particularly like the old Chinese saying, If you think in terms of a year, plant a seed;if you think in terms of ten years, plant trees;if you think in terms of 100 years, teach the people.In India, too, the ancient saying is vyaye krate vardhate eva nityam, vidhya dhanam sarva dhan pradhanam

      The wealth that increases by giving, That wealth is knowledge and is supreme of all possessions.This is one example of how our two nations are united in their timeless wisdom.There is much more, though, that links our two ancient civilizations.I began my journey in China in Xian.In doing so, I retraced the footsteps of the Chinese monk Xuanzang.He travelled to India from Xian in the seventh century in search of knowledge and returned to Xian as a friend and chronicler of India.President Xi’s visit in India last September started from Ahmedabad.It is not far from Vadnagar, my birthplace, but important, because it hosted Xuanzang and many pilgrims from China.The world’s first large scale educational exchange programme took place between India and China during the Tang Dynasty.Records talk of about 80 Indian monks coming to China and nearly 150 Chinese monks returning after their education in India.And yes, this was in the 10th and 11th century.Mumbai’s rise as a port and a shipbuilding centre is because of cotton trade with China.And, those who love silk and textiles know that India’s famous tanchoi sarees owe themselves to three brothers from my state of Gujarat who learnt the art of weaving from Chinese masters in the 19th century.And, in an unquestionable evidence of our ancient trade, silk in our classical Sanskrit language is called Cinapatta.So, the centuries-old story of our relations has been of spiritualism, learning, art and trade.It is a picture of respect for each other’s civilisation and of shared prosperity.It is reflected in the human values of Dr.Dwarkanath Kotnis, a doctor from India, who treated soldiers in China during the Second World War.Today, after difficult and sometimes dark passages of history, India and China stand at a rare moment of vast and multiple transitions in the world.Perhaps, the most significant change of this era is the re-emergence of China and India.The world’s two most populous nations are undergoing economic and social transformation on a scale and at a speed that is unmatched in history.China’s success over the past three decades has changed the character of the global economy.India is now the next frontier of the economic revolution.We have the demography for it.About 800 million people in India are below the age of 35 years.Their aspirations, energy, enterprise and skills will be the force for India’s economic transformation.We now have the political mandate and the will to make it happen.Over the past year, we have moved with a clear and coherent vision.And, we have acted with speed, resolve and boldness to implement it.We have taken sweeping steps to reform our policies and open up more to foreign direct investments.This includes new areas like insurance, construction, defence and railways.We are eliminating unnecessary regulations and simplifying our procedures.We are using digital technology to eliminate multiple approvals and endless wait.We are building a tax regime that is predictable, stable and competitive, and that will integrate the Indian market.We are scaling up investments in next generation infrastructure – roads, ports, railways, airports, telecom, digital networks and clean energy.Our resources are being allocated with speed and transparency.And, we will make sure that land acquisition does not become a barrier to growth or a burden on farmers.We are creating the global skill pool to establish a modern economy with a world class manufacturing sector.We are reviving our agriculture sector to restore the fortunes of our farmers and boost our growth.Like China, urban renewal is both a necessity and a means to add energy to our economy.We are combining traditional strategies with modern economic instruments to eliminate poverty and create security for the poor.We have launched major schemes on financial inclusion of all, providing funds to the un-banked, and ensuring efficient and direct transfer of benefits to the poor.And, we are ensuring that insurance and pension schemes reach the poorest.We have set time bound goals for providing access to housing, water and sanitation for all.This won’t just transform lives, but also generate a new source of economic momentum.Above all, we are changing the way we govern ourselves – not just in the way we work in New Delhi, but also in the way we work together with state governments, districts and cities.Because we know, as you do, that our vision may be formed in Delhi, but our success will be determined by state capitals.That is why I am here today with two Chief Ministers, which is a new aspect of our foreign policy.And, for the first time for India, Premier Li and I will sit with provincial leaders and chief ministers to discuss our partnership.I know that rewriting policies can be easier than changing mindsets and work culture.But, we are on the right path.You will feel the change in India.And, you can see it in our growth rate.It has now increased to 7.5%, and we are encouraged by international experts speak in one voice of higher growth rates.In many ways, our two countries reflect the same aspirations, similar challenges and the same opportunities.We can be inspired by each other’s successes.And, in the global uncertainties of our times, we can reinforce each other’s progress.Perhaps, no other economy in the world offers such opportunities for the future as India’s.And, few partnerships are as filled with promise as ours.During President Xi’s visit last September, we set for ourselves a new level of ambition for our cooperation.Partnership in modernizing Indian railways, two Chinese industrial parks in India, commitments of 20 billion dollars in investments into India over the next five years partnership in our Make in India Mission: This is the shape of our future.Tomorrow in Shanghai, we will see the agreements on first of those partnerships between our industries.But, to maintain this partnership over the long run, we must also improve the access of Indian industry to the Chinese market.I am encouraged by President Xi’s and Premier Li’s commitment to resolve this problem.As much as our bilateral cooperation, our international partnership will be important for each other’s success.Our changing world has created new opportunities and challenges.We both face instability in our shared neighbourhood that can threaten our security and slow down our economies.The spreading tide of extremism and terrorism is a threat we both face;for both, its source is in the same region.We must also deal with the changing character of terrorism that has made it less predictable and more diffuse.We source a large part of our energy from the same region that faces instability and uncertain future.India and China conduct their international commerce on the same sea lanes.The security of sea lanes is vital for our two economies;and, our cooperation is essential to achieve it.Equally, we both seek to connect a fragmented Asia.There are projects we will pursue individually.There are few such as the Bangladesh, China India Myanmar Corridor that we are doing jointly.But, geography and history tell us that the dream of an interconnected Asia will be successful, when India and China work together.We are two countries that have gained a lot from an open, rule-based global trading system.Equally, we have most to lose if it breaks down.We both have enormous stakes in the international negotiations on climate change.Our cooperation in these forums will be crucial to shape their outcomes.Today, we speak of Asia’s resurgence.It is the result of the rise of many powers in the region at the same time.It is an Asia of great promise, but also many uncertainties.Asia’s re-emergence is leading to a multi-polar world that we both welcome.But, it is also an unpredictable and complex environment of shifting equations.We can be more certain of a peaceful and stable future for Asia if India and China cooperate closely.A resurgent Asia is seeking a bigger voice in global affairs.India and China seek a greater role in the world.It may be reforms in the United Nations Security Council or the new Asian Infrastructure Investment Bank.But, Asia’s voice will be stronger and our nation’s role more influential, if India and China speak in one voice – for all of us and for each other.Simply put, the prospects of the 21st century becoming the Asian century will depend in large measure on what India and China achieve individually and what we do together.The rising fortunes of 2.5 billion pairs of joined hands will be of the greatest consequence for our region and the humanity.This is the vision that I share with President Xi and Premier Li.This is the impulse that is driving our relationship.In recent years, we have deepened our political engagement.We have kept our borders peaceful.We have managed our differences and not allowed them to impede closer cooperation.We have enhanced our cooperation across the full spectrum of our relationship.Yet, if we have to realise the extraordinary potential of our partnership, we must also address the issues that lead to hesitation and doubts, even distrust, in our relationship.First, we must try to settle the boundary question quickly.We both recognise that this is history’s legacy.Resolving it is our shared responsibility to the future.We must move ahead with new purpose and determination.The solution we choose should do more than settle the boundary question.It should do so in a manner that transforms our relationship and not cause new disruptions.We have been remarkably successful in maintaining peace and tranquility along the border.We must continue to do that on the principle of mutual and equal security.Our agreements, protocols and border mechanisms have been helpful.But, a shadow of uncertainty always hangs over the sensitive areas of the border region.It is because neither side knows where the Line of Actual Control is, in these areas.That is why I have proposed resuming the process of clarifying it.We can do this without prejudice to our position on the boundary question.We should think of creative solutions to issues that have become irritants – from visa policies to trans-border rivers.Sometimes, small steps can have a deep impact on how our people see each other.We are both increasing our engagement in our shared neighbourhood.This calls for deeper strategic communication to build mutual trust and confidence.We must ensure that our relationships with other countries do not become a source of concern for each other.And, wherever possible and feasible, we should work together, as we did in responding to the earthquake in Nepal.If the last century was the age of alliances, this is an era of inter-dependence.So, talks of alliances against one another have no foundation.In any case, we are both ancient civilizations, large and independent nations.Neither of us can be contained or become part of anyone’s plans.So, our partnership in international forums should not be determined by the concerns of others, but the interests of our two countries.China’s support for India’s permanent membership of a reformed UN Security Council, and for India’s membership of export control regimes like Nuclear Suppliers Group will do more than just strengthen our international cooperation.It will take our relationship to a new level.It will give Asia a stronger voice in the world.If we are able to deepen mutual trust and confidence, we will also be able to reinforce each other’s efforts of connecting Asia with itself and rest of the world.Our soldiers face each other on the border, but we should also deepen our defence and security cooperation to address our many common challenges.Above all, as we look ahead, we must build more bridges of familiarity and comfort between our people.About 33% of the world’s population is either Indian or Chinese.Yet, our people know very little of each other.We must seek inspiration from the pilgrims of the ancient times, who braved the unknown in search of knowledge, and enriched us both.So, we have decided to extend electronic tourist visas to Chinese nationals.We are celebrating the “Year of India” in China in 2015.We are launching the ‘Provincial and State Leaders Forum’ today.Later today, we will have the Yoga-Taichi event.It will represent the coming together of our two civilizations.We are starting the Gandhi and India Study Centre in Fudan University and a college of Yoga in Kunming.The second route to Kailash Mansarovar for Indian pilgrims will start in June, for which I want to thank President Xi.These are just some of the many steps India and China are taking to bring the world’s two largest populations in closer contact.For this reason, I chose to speak today at a university.Because it is the youth that will inherit the future of our countries and the responsibility for our relationship.President Xi has spoken eloquently about the inter-connected dreams of China and India and the new type of relationship between major countries.Not only are our dreams inter-connected, our future is also deeply inter-connected.We are at a moment, when we have the opportunity to make our choices.India and China are two proud civilizations and two great nations that will fulfill their destinies.We each have the strength and the will to choose our own paths to success.But, we have the ancient wisdom to know that our journey will be smoother and our future       今天,我非常高興能夠來到清華大學(xué)。這是一個(gè)世界一流的高等學(xué)府,你們是中國教育界成功的標(biāo)志。你們是造就中國經(jīng)濟(jì)奇跡的堅(jiān)實(shí)基礎(chǔ)。

      中國經(jīng)濟(jì)迅速增長,同時(shí),在研究、科學(xué)和技術(shù)領(lǐng)域也取得了領(lǐng)先地位,這并非偶然。

      去年九月習(xí)主席訪印期間,我們?yōu)樽约褐贫烁叩暮献髂繕?biāo)。合作推進(jìn)印度鐵路現(xiàn)代化工程、在印度建設(shè)2個(gè)中國產(chǎn)業(yè)園區(qū),承諾在今后五年內(nèi)向印度投資200億美元完成“印度制造”的目標(biāo):這就是我們未來的雛形。明天,我們將在上海見證首批合約的簽訂。

      但是,為了保證這些合作能夠長期進(jìn)行,我們也必須加大印度產(chǎn)業(yè)進(jìn)軍中國市場的步伐。習(xí)主席和李總理承諾會解決這個(gè)問題,這讓我很受鼓舞。和我們之間的雙邊合作一樣,國際間的合作對我們兩國彼此的成功也尤為重要。

      首先,我們必須努力迅速解決邊境爭端問題。我們都承認(rèn)這是歷史遺留問題。解決此問題是我們共同肩負(fù)的責(zé)任。我們需懷著新的目標(biāo)和決心前行。我們選擇的解決方案應(yīng)該不僅僅能夠解決邊境問題。它應(yīng)該能夠改善我們之間的關(guān)系,并不會造成新的混亂。

      中國支持印度在改革后的聯(lián)合國安理會中成為永久成員,并支持印度在出口控制制度的成員權(quán)限,如核供應(yīng)集團(tuán),這些將有助于更好地加強(qiáng)我們的國際合作。這將促使我們的合作達(dá)到新高度。

      如果我們能夠深化互信,我們也能夠鞏固彼此與亞洲甚至是世界的溝通。盡管我們兩國的士們要在邊境上互相面對,但是我們應(yīng)該深化國防與安全的合作,以應(yīng)對諸多共同的挑戰(zhàn)。尤其是,展望未來,我們必須建造更多互通橋梁,讓兩國人民安心。

      全球大約40%的人口是印度人或是中國人。然而兩國間的人民卻不甚了解彼此。我們需要從古代僧人互訪中吸取靈感,敢于為了尋求知識,突破未知界限,從而互惠彼此。

      因此,我們決定向中國公民開放電子游客簽證。我們即將慶祝2015年中印交流年。今天,我們就將啟動省級和州級領(lǐng)導(dǎo)人論壇。今天晚些時(shí)候,我們還將舉辦瑜 伽-太極活動。此次活動代表兩國文明的相互交融。我們將在復(fù)旦大學(xué)開辦甘地及印度研究中心,并在昆明成立瑜伽學(xué)院。

      這些只是中印兩國為促進(jìn)兩個(gè)世界人口大國更緊密聯(lián)系所采取的部分舉措。也正是出于這個(gè)原因,我今天選擇在清華大學(xué)演講。因?yàn)橹挥心贻p人才能夠繼承兩國的未來,承擔(dān)兩國合作的責(zé)任。

      習(xí)主席已經(jīng)生動地闡釋了中印兩國的互通夢,以及和主要大國間的新型合作關(guān)系。不僅我們的夢想是互通的,兩國的未來也是深深的相互依存的。此刻,正是我們有機(jī)會做出選擇的時(shí)候。

      印度和中國是兩個(gè)值得驕傲的文明大國,兩國必將圓滿完成既定的目標(biāo)。我們都有能力并且愿意選擇自己的道路獲取成功。但是,古代智慧結(jié)晶告訴我們,只有我們攜手共進(jìn),堅(jiān)持互信,步調(diào)統(tǒng)一,才能使我們發(fā)展的道路更加順利,我們的未來也會更加光明!

      This is my fourth visit to the UK as China's premier.During this visit, I have a very different impression from my last visit two years ago, in early 2009.Back then, the UK was hit by both a rare heavy snow and the global financial crisis.Coming to London from Davos, I could sense anxiety and uneasiness in the air.I remember saying during that visit, “Confidence is more important than currency and gold.” But now back in mid-summer London, I can see that people have regained confidence.I greatly admire the UK's efforts and achievements.擔(dān)任中國總理以來,這是我第四次訪問貴國。這一次和上一次時(shí)隔兩年,感覺大不相同。2009年初,貴國遭受一場罕見的大雪,同時(shí)也經(jīng)歷著國際金融危機(jī)的煎熬。我從達(dá)沃斯到倫敦一路走來,感受到一種憂郁不安的氣氛。我當(dāng)時(shí)說,“信心比貨幣和黃金更寶貴”。如今仲夏的倫敦,人們又恢復(fù)了往日的從容和自信。我對貴國應(yīng)對危機(jī)所作的努力和可喜進(jìn)展,表示由衷的欽佩!

      As to my country China, it has emerged from the financial crisis stronger and is now on a steady course of growth.Let me give you an example:

      You may recall that on May 12, 2008, a devastating earthquake hit southwest China.Standing on the rubbles in Wenchuan, the epicenter of the quake, I said to the Chinese and foreign journalists, “Come back in three years' time, and you will see a new Wenchuan.” Over the past three years, while fighting the global financial crisis, we have mobilized the whole country to carry out reconstruction in the earthquake areas.Last month, I visited these areas for the tenth time.I saw decent housing apartments, solid school buildings and modern hospitals, and the local people were pleased with the reconstruction.I hope you will visit Wenchuan, where you will be overwhelmed by the miraculous transformation, and you will personally experience China's vitality.2008年5月12日,中國西南部發(fā)生毀滅性的特大地震。當(dāng)時(shí),我站在震中汶川的廢墟上,對前來采訪的中外記者說,“過三年再來,一個(gè)新的汶川會拔地而起”。三年過去了,我們一邊應(yīng)對國際金融危機(jī)的沖擊,一邊舉全國之力進(jìn)行災(zāi)后重建。上個(gè)月,我第十次來到震區(qū),欣喜地看到:災(zāi)區(qū)最漂亮的是住房,最堅(jiān)固的是學(xué)校,最現(xiàn)代的是醫(yī)院,最滿意的是居民。我邀請?jiān)谧魑慌笥?,有機(jī)會到中國汶川走一走、看一看。如果你們身臨其境,一定會為這里發(fā)生的奇跡感到震撼,也會從中真實(shí)地感受到中國的生機(jī)和活力。

      People outside China see the development and changes in China since reform and opening-up in different ways.There is also an intense interest in China's future path.I wish to take this opportunity to address this subject.對中國改革開放以來的發(fā)展變化,世界上有各種各樣的解讀;對未來中國的走向,人們也非常關(guān)注。我愿意借今天這個(gè)機(jī)會,談?wù)勎业目捶ā?/p>

      In the early 1980s, Mr.Deng Xiaoping, the chief architect of China's reform and opening-up program,proposed a three-step strategy for China's modernization drive.The first step is to ensure adequate food and clothing for the people.The second step is to build a moderately prosperous society in all respects.The third step is to achieve modernization and reach the level of medium developed countries by the middle of this century.The current period from 2010 to 2020 is a crucial one for China to build a moderately prosperous society in all respects.Putting people's interests first and promoting the wellbeing of the entire Chinese people--this is what the three-step strategy is all about.Following this path of socialist modernization, China will embrace an even brighter future.上世紀(jì)80年代初,中國改革開放的總設(shè)計(jì)師鄧小平,曾提出我國現(xiàn)代化進(jìn)程分“三步走”的戰(zhàn)略構(gòu)想。第一步,基本解決溫飽問題;第二步,全面建設(shè)小康社會;第三步,到本世紀(jì)中葉,基本實(shí)現(xiàn)現(xiàn)代化,達(dá)到世界中等發(fā)達(dá)國家水平。2010年到2020年,是中國全面建設(shè)小康社會的關(guān)鍵階段。“三步走”戰(zhàn)略的核心和本質(zhì),都是堅(jiān)持以人為本,增進(jìn)全體中國人的福祉。沿著這條社會主義現(xiàn)代化道路前進(jìn),中國必將會有一個(gè)更加光明的未來。

      Science and technology hold the key to China's economic prosperity and sustainable development.The Chinese government has adopted the National Medium-and Long-Term Program for Science and

      Technology Development.Government R&D investment has reached nearly 100 billion U.S.dollars in the past five years, growing at an average annual rate of 22.7 percent.Under the 12th Five-Year Plan which starts this year, R&D funding as a percentage of China's GDP will rise to 2.2 percent from the current 1.75 percent.At the same time, we will accelerate the development of strategic emerging industries, with priority given to energy conservation, environmental protection, new generation of information technology,biotechnology, advanced equipment manufacturing, new energy, new materials and new energy powered automobile.These efforts will boost our development at present, and provide strong support for our development in the long run.中國經(jīng)濟(jì)的振興和可持續(xù)發(fā)展,根本靠科技。中國政府已經(jīng)制定并組織實(shí)施了國家中長期科技發(fā)展規(guī)劃。我們持續(xù)增加科技投入,近五年,中央財(cái)政共投入近1000億美元,年均增長22.7%。從今年開始實(shí)施的“十二五”規(guī)劃,我們力爭把研究開發(fā)投入占國內(nèi)生產(chǎn)總值的比重從現(xiàn)在的1.75%提高到

      Tomorrow's China will be a country that fully achieves democracy, the rule of law, fairness and justice.The struggles against feudal autocracy in the human history gave birth to the concepts of democracy, the rule of law, freedom, equality and human rights.These ideas have greatly emancipated the human mind, although they may be achieved in different ways and forms in different societies and countries.People's democracy is the soul of socialism.Without democracy, there is no socialism.Without freedom, there is no real democracy.Without guarantee of economic and political rights, there is no real freedom.To be frank,corruption, unfair income distribution and other ills that harm people's rights and interests still exist in China.The best way to resolve these problems is to firmly advance the political structural reform and build socialist democracy under the rule of law.未來的中國,將是一個(gè)充分實(shí)現(xiàn)民主法治、公平正義的國家。在人類歷史上,在反對封建專制斗爭中形成的民主、法治、自由、平等、人權(quán)等觀念,是人類精神的一 次大解放。只是不同社會、不同國家,實(shí)現(xiàn)的途徑和形式有所不同。人民民主是社會主義的生命,沒有民主就沒有社會主義。真正的民

      We are committed to respecting and protecting human rights.Pursuant to the law, we protect the right of all members of society to equal participation and development.We will improve mechanisms for checking and supervising government powers so as to ensure that these powers entrusted by the people are exercised in people's interests.China was long under the influence of feudalism.After the founding of New China, the country went through the turmoil of the decade-long Cultural Revolution.Since China opened itself, some new developments and problems have occurred.To promote democracy, improve the legal system and

      strengthen effective oversight of power remains a long and arduous task for us.We need to create conditions for people to oversee and criticize the government to make the government live up to its responsibility and prevent corruption.With a keen sense of responsibility and democracy, people will spur social progress.The more the people participate in social management and public affairs, the greater the momentum there will be to sustain social progress.我們要尊重和保障人權(quán),依法保障全體社會成員平等參與、平等發(fā)展的權(quán)利。我們要健全對政府權(quán)力的制約和監(jiān)督機(jī)制,保證人民賦予的權(quán)力真正為人民謀 福利。中國曾經(jīng)是封建主義影響很深的國家,新中國成立后曾經(jīng)歷十年“文革”的浩劫,在開放的環(huán)境下又出現(xiàn)一些新的情況和問題。發(fā)揚(yáng)民主,健全法制,加強(qiáng)對 權(quán)力的有效監(jiān)督,仍然是一項(xiàng)長期而艱巨的任務(wù)。我們要創(chuàng)造條件讓人民監(jiān)督和批評政府,使政府不敢懈怠、避免產(chǎn)生腐敗。人民的責(zé)任感和民主精神,將帶動社會 的進(jìn)步。人民參與社會管理和公共事務(wù)越多,推動社會進(jìn)步的能量就越大。

      In recent years, while deepening the economic structural reform, we have actively and steadily advanced the political structural reform.Much progress has been made in making government decision-making sound and democratic and enhancing public oversight of the government.For example, we have made government affairs and budgets more transparent and introduced such practices as e-government, public hearing and expert consulting.During the past three years, before I delivered the Report on the Work of the Government each year, I had an online dialogue with the public.During this year's dialogue with the public in spring on the website of the Xinhua News Agency, I received over 400,000 posts and more than 110,000 text

      messages, and the webpage was visited nearly 300 million times.I opened my heart to the people, and this direct engagement enabled me to learn about what is on their minds and what they want from the government.This helps the government improve its performance.近些年來,我們在深化經(jīng)濟(jì)體制改革的同時(shí),積極穩(wěn)妥地推進(jìn)政治體制改革。在推進(jìn)政府決策科學(xué)化、民主化,加強(qiáng)人民對政府的監(jiān)督等方面,也有許多進(jìn)步。例 如,實(shí)行政務(wù)公開,政府預(yù)算公開,推行電子政務(wù)、聽證制度和專家咨詢制度等。我已連續(xù)三年在作《政府工作報(bào)告》之前,在網(wǎng)上同網(wǎng)民交流。今年春,我在新華 網(wǎng)在線交流時(shí),收到網(wǎng)民來貼40多萬條,手機(jī)信息11萬多條,頁面訪問量近3億人次。同這些普通民眾的交流,是心對心的交流,可以直接體察人民的喜怒哀樂 和對政府的訴求,有利于改進(jìn)政府工作。

      Tomorrow's China will be a more open, inclusive, culturally advanced and harmonious country.A country or a nation will grow and progress only when it is open and inclusive.Only an open country can introduce all that is advanced and useful.And only an inclusive society can enrich and strengthen itself by drawing on the strengths of fine foreign cultures.未來的中國,將是一個(gè)更加開放包容、文明和諧的國家。一個(gè)國家、一個(gè)民族,只有開放包容,才能發(fā)展進(jìn)步。唯有開放,先進(jìn)和有用的東西才能進(jìn)得來;唯有包容,吸收借鑒優(yōu)秀文化,才能使自己充實(shí)和強(qiáng)大起來。

      We should not only continue to open up in economic, scientific and technological fields, but also boldly learn from others in promoting cultural progress and social management.In its modernization drive, China has encountered various problems in he fields of energy, the environment, wealth distribution, judicial

      We should create a better political environment and a freer academic atmosphere in which people can pursue truth, exercise reasoning and respect science, in which the mysteries of nature, the laws governing society and the true meaning of life can be fully explored.The spirit of independence and freedom in thinking is particularly important in academic studies and research.It was in an environment of academic freedom that great scientists like Isaac Newton, who had a profound impact on human history, were able to bring out their best, probe issues not questioned by predecessors and blaze a new trail.In my recent conversation with some Chinese scientists, I called for creating an environment which encourages

      Thank you, President Gu, for that most flattering introduction.Ladies and Gentlemen, It is a great honour for me to speak at one of China”s great academic institutions one that is helping to revive and maintain your country“s historic tradition of leading the world in science and technology, and one whose alumni are to be found in positions of leadership throughout the country.Here, as in so many other places in China, no visitor can help feeling the excitement of a great country developing at breakneck speed, and every day opening up new vistas of knowledge and opportunity to its citizens.You can be really proud of your country and what it has achieved in the last 25 years.As I look out over the young faces in this audience I cannot help envying the international students more than a thousand, I am told, from over 50 countries who have the privilege of sharing your learning experience here.It reminds me for a moment of my own student days, when my country, Ghana, was newly independent.We felt we were suddenly reaching out to the world, and making new discoveries every day.But then I also remember that times of rapid change can bring pain and confusion, even destruction, as well as progress and excitement.The more rapid and exciting it is, the more change calls for careful management, and wise, humane leadership.Order and stability have to be preserved, but without choking off the freedom to enquire, and experiment, and express oneself, since as you young researchers know better than anyone knowledge and science have a vital role in national development.And technical expertise needs to be harnessed to the development and security of society as a whole, so that it not only creates greater wealth for the few, but enables all citizens to feel safer and more prosperous.The development of such a great country as China cannot happen in isolation.It affects the whole world, and it draws you into new relationships with other parts of the world.Increasingly, your economy depends on exchanges with other countries both imports and exports, of both goods and capital.Foreign investment plays an essential role in your growth, while your holdings of foreign currencies and your management of your own currency are coming to play a vital part in the international monetary system.This means that you have a stake in the development and prosperity of the wider world.And your security, too, depends on international peace and stability.Your government shows that it understands this, by the role that it plays in the United Nations, and elsewhere.And increasingly, Chinese citizens are called on to take risks,and make sacrifices, in the interests of global security.It was impressive to see, in our newspapers the other day, pictures of Chinese policemen in blue helmets preparing to join the United Nations mission in Haiti an island buffeted by both human and meteorological storms, which is literally on the far side of the world from here.So I am here, in part, to express the world”s gratitude.Clearly you in China have understood, as your saying goes, that we all share the same breath.Human misery knows no frontiers, and nor should human solidarity.Indeed, solidarity was one of the fundamental values solemnly reaffirmed, four years ago, by the political leaders from all over the world who met at United Nations Headquarters, and issued the Millennium Declaration.They declared that global challenges must be managed in a way that distributes the costs and burdens fairly…Those who suffer or who benefit least deserve help from those who benefit most.They promised to spare no effort to free more than one billion of their fellow men, women and children from extreme poverty, and to make the right to development a reality for all.And they set themselves precise benchmarks by which their success in keeping these promises could be measured, in the year 2015.Those benchmarks have come to be known as the Millennium Development Goals, or MDGs.First among them is the pledge to reduce by half the proportion of people in the world living on an income of less than one dollar a day.Others include the pledge to halt, and begin to reverse, the spread of HIV/AIDS;and the pledge to integrate the principles of sustainable development into every country“s policies and programmes, so that our children and grandchildren will not face the threat of living on a planet irredeemably spoilt by human activities, or whose resources are not sufficient for their needs.Will the world reach these goals by 2015? It depends, in great part, on China.Your population is so large, and your economy is growing so rapidly, that your impact on all global statistics is enormous.It is theoretically possible that we might succeed in halving the proportion of very poor people in the world by 2015, simply because China had succeeded in lifting almost all its people out of that category, even if most countries in Africa still had the same proportion.Conversely, many countries might, by 2015, have made great strides in combating HIV/AIDS, or adopting sustainable models of development.But if China had failed to do those things, there would still be terrible consequences for humanity.However, that need not be the path taken, either in this country or in the rest of the world.Both for your national interests and in the interest of the world as a whole, you have a great responsibility to look after your people, and your natural environment.But your responsibility does not end there.The eighth and last Millennium Development Goal is a global partnership for development.This means that developing countries must not be left to develop on their own.They need the help of the richer and more powerful countries through the removal of

      unfair trade barriers and subsidised competition;through the elimination of the debts which oblige so many poor countries to spend more on repaying and servicing their creditors than they can on the social needs of their own people;and through more generous official development aid which the rich countries have repeatedly promised to provide.In practical terms, global partnership means that every country where there is extreme poverty is entitled to expect help in forging and pursuing a national strategy to achieve the MDGs by 2015.For the poorest countries, most of which are in Africa, this will be of decisive importance.Without it, they will not reach the Goals.With it, they are in with a real chance.That places a big responsibility on the rich countries and it is one that China shares.I know you are used to thinking of your country as a developing one, and so it is probably the fastest developing country the world has ever seen.But the more successfully it develops, the more it too will be expected to show solidarity with smaller and poorer countries that still need a helping hand.By the same token, as China”s geopolitical weight grows, so does its share of responsibility for world security.As well as global solidarity, the Millennium Declaration expressed a shared vision of collective security, rooted in the United Nations Charter.Yet the events of the past two years have called that consensus in question.Some have doubted whether Article 51 of the Charter, which reaffirms the inherent right of self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security, is still sufficient in an age when an armed attack may come without warning, from a clandestine terrorist group, perhaps armed with weapons of mass destruction.They have argued that force must sometimes be used preventively, and that they must be free to decide when their national security requires it.Others have replied that that doctrine is in itself a grave threat to international peace and security since it might imply that any state has the right to use force whenever it sees fit, without regard to other states“ concerns.And that is precisely the state of affairs which the United Nations was created to save humanity from.Indeed, the first purpose of the United Nations, laid down in Article 1 of the Charter, is to take effective collective measures for the prevention and removal of threats to the peace.We must show that the United Nations is capable of fulfilling that purpose, so that States do not feel obliged or entitled to take the law into their own hands.That is why, last year, I asked a small panel of distinguished men and women to make recommendations on ways of dealing with threats and challenges to peace and security in the twenty-first century.I am delighted that a very wise Chinese statesman, Mr.Qian Qichen, agreed to join that panel, whose report should be ready in a few weeks” time.I hope that its recommendations will help us to rebuild and improve our global security

      system, so that in future no state feels it has to face global threats on its own, and all can feel confident that others will respect the rules.In short, my friends, there is much to be done to make the world safe in this new century, and to give all its inhabitants a real chance of living prosperous and fulfilling lives.Many bold decisions need to be taken, and taken soon.I hope that some of the most important may be taken in September next year, when world leaders will again assemble at the United Nations to review the progress made, or not made, since the Millennium Declaration.This will be the world“s best chance for a breakthrough to address the joint global challenges of development and security.Yet the task will be much tougher than five years ag instead of setting goals, this time leaders must agree on concrete decisions to achieve them.For 191 nations to agree on a common path forward, many debates will be needed over the coming year, both within countries and among them.Governments will have to work together and reach compromises, sometimes involving the sacrifice of cherished national goals or interests.And they can do so only if their peoples understand what is at stake, and firmly support it

      China, with its remarkable experience in development and expertise in security, can make a leading contribution to this vital global breakthrough.That is why I am so glad to be in Beijing today, and to have the chance to speak not only to your government but also to you here, in one of China”s great centres of innovation and creative thought.You young educated people have so much to contribute to development, and to meeting the global challenges that I have spoken about safeguarding world peace and security, developing friendly relations among peoples of different faith or culture, and achieving the Millennium Development Goals.You already have a well-developed network of solidarity between richer and poorer regions within China, and I know many of you will be serving in poor areas, after you graduate.I hope some of you will think also about serving in other parts of the world, where your skills may be even more desperately needed.I urge you all and your contemporaries throughout China to commit yourselves to finding answers to our century“s great challenges of poverty, disease, and environmental degradation.I say to you, as I have said to students in the United States, and many other countries, go out and make the world better!

      和在中國其他許多地方一樣,凡是來到清華大學(xué)參觀的人,都不能不對偉大中國突飛猛進(jìn)的發(fā)展,每天給人民帶來的新的知識和機(jī)會而感到興奮。各位,你們盡可對自己的國家和國家 25 年來的成就感到驕傲。

      看著聽眾席上一張張年輕的面孔,我不得不對國際學(xué)生充滿羨慕之情。我聽說,來自 50 多個(gè)國家的 1000 多名學(xué)生有幸與大家一起在貴校同窗學(xué)習(xí)。

      這使我想起了我自己的求學(xué)歲月,當(dāng)時(shí)我的祖國加納剛剛獲得獨(dú)立。我們突然感到,我們的國家正在走向世界,我們每天都有新的發(fā)現(xiàn)。

      但是,我也記得迅速變化的年代帶來的不僅是進(jìn)步和興奮,它同樣能帶來痛苦和困惑,甚至是破壞。

      變化越是迅速、越是令人興奮,就越需要謹(jǐn)慎把握,需要明智和以人為本的領(lǐng)導(dǎo)。

      我們必須找出辦法保護(hù)貧窮和弱勢群體的利益不受侵犯,朝氣蓬勃的年輕一代不被剝奪變化帶來的各種機(jī)會。

      我們必須維護(hù)秩序和穩(wěn)定,但也不應(yīng)扼殺探索、試驗(yàn)和表達(dá)意見的自由。作為年輕的學(xué)者,你們比任何人都更清楚地知道,在國家的發(fā)展中,知識和科學(xué)有著舉足輕重的作用。應(yīng)該把科技專門知識用于全社會的發(fā)展和保障,既要為少數(shù)人帶來更大的財(cái)富,又要使全體公民感到更加安全,更加富裕。

      中國是一個(gè)偉大的國家,中國的發(fā)展不可能在孤立中實(shí)現(xiàn)。中國的發(fā)展對全世界產(chǎn)生了影響,而發(fā)展又把中國帶入了與世界其他地區(qū)建立的新型關(guān)系。

      就商品和資金的進(jìn)出口而言,中國經(jīng)濟(jì)對與其他國家交流的依賴程度越來越大。外國投資對于中國經(jīng)濟(jì)的增長發(fā)揮著根本的作用,而中國的外匯儲備以及貴國對本國貨幣的管理,將在國際貨幣體系中發(fā)揮重要的作用。

      這就是說,全世界的發(fā)展與繁榮對中國利害攸關(guān)。中國的安全也離不開國際的和平和穩(wěn)定。

      中國政府通過在聯(lián)合國以及其他場所發(fā)揮的作用表明,中國認(rèn)識到了這一點(diǎn)。中國公民越來越多地被要求為全球安全的利益承擔(dān)風(fēng)險(xiǎn),作出犧牲。前幾天我們看到,我們的報(bào)紙上刊登了中國警察頭戴藍(lán)盔,準(zhǔn)備奔赴海地參加聯(lián)合國特派團(tuán)工作的照片,這給我們留下了深刻的印象。天災(zāi)人禍不斷的島國海地,的確與中國遠(yuǎn)隔重洋。

      因此,今天我來到貴校也是為了表達(dá)全世界對中國的感激之情。中國人民顯然理解,正如。中國諺語所說,應(yīng)該“同呼吸共命運(yùn)”。我們還可以再加一句:在全球化的年代里,一個(gè)人的呼吸,足以使世界另一半球的人打噴嚏。人類的苦難沒有國界,人類的團(tuán)結(jié)也應(yīng)同樣不分國界。的確,四年前世界各國領(lǐng)導(dǎo)人在聯(lián)合國總部對團(tuán)結(jié)的根本價(jià)值作出了莊嚴(yán)承諾,并發(fā)表了《千年宣言》。

      他們宣布,“必須以公平承擔(dān)有關(guān)代價(jià)和負(fù)擔(dān)的方式處理各種全球挑戰(zhàn)……遭受不利影響或得益最少的人有權(quán)得到得益最多者的幫助?!?他們承諾“竭盡全力”,使世界上為數(shù)十億的男子、婦女和兒童擺脫赤貧,并使發(fā)展權(quán)成為所有人民的現(xiàn)實(shí)。

      他們制訂了精確的標(biāo)準(zhǔn),用以衡量到 2015 年履行承諾的成就。

      人們把這些標(biāo)準(zhǔn)稱作千年發(fā)展目標(biāo)。千年發(fā)展目標(biāo)中的第一條,就是把世界上每天收入不足一美元的人口減少一半。其他目標(biāo)還有:制止并開始扭轉(zhuǎn)艾滋病毒/艾滋病的蔓延:把可持續(xù)發(fā)展原則納入各國的政策和計(jì)劃,以使我們的子孫后代不會面臨居住的地球因遭到人類活動破壞而無法補(bǔ)救、或資源無法滿足人類需要的威脅。

      那么,到 2015 年全世界是么能夠?qū)崿F(xiàn)這些目標(biāo)?這在很大程度上取決于中國。

      中國是一個(gè)人口眾多、經(jīng)濟(jì)迅速發(fā)展的國家,中國對全球所有統(tǒng)計(jì)數(shù)字都有著巨大的影響。即

      使非洲許多國家的問題依然如舊,但在理論上只要中國基本消除了最貧困人口,到 2015 年我們就能實(shí)現(xiàn)把全世界這類人口減少一半的目標(biāo)。

      相反,到 2015 年也許許多國家可能在防治艾滋病毒/艾滋病、或在采取可持續(xù)發(fā)展模式方面取得了巨大的進(jìn)展。但是,如果中國未能采取同樣的行動,那么這仍將會給整個(gè)人類帶來可怕的后果。

      然而,中國和世界其他國家都可以不走這樣的道路。為了中國的利益,也為了全世界的利益,你們應(yīng)該承擔(dān)起改善本國人民生活、保護(hù)本國自然環(huán)境的重大責(zé)任。

      但是,你們的責(zé)任并非僅此而已。

      千年發(fā)展目標(biāo)的第八項(xiàng)也是最后一項(xiàng)是全球合作促進(jìn)發(fā)展。這就意味著不能拋開發(fā)展中國家不管,任其自己發(fā)展。發(fā)展中國家需要較為富裕、較為強(qiáng)大的國家給予幫助,這就需要消除不公平的貿(mào)易壁壘,消除補(bǔ)貼式競爭;需要免除債務(wù),許多貧窮國家為了向債主償還債務(wù),所費(fèi)開支遠(yuǎn)遠(yuǎn)超出了這些國家為滿足本國人民的社會需求所作的開支:還需要更為慷慨的官方發(fā)展援助,許多富裕國家曾屢作承諾,提供這種援助。

      具體說來,全球伙伴關(guān)系意味著每一個(gè)存在赤貧的國家都有權(quán)利期望獲得幫助,以擬定并執(zhí)行到 2015 年實(shí)現(xiàn)千年發(fā)展目標(biāo)的國家戰(zhàn)略。這一點(diǎn)對于大多數(shù)位處非洲的最貧窮的國家來說,具有至關(guān)重要的意義。如果沒有這種幫助,這些國家就不能實(shí)現(xiàn)千年發(fā)展目標(biāo)。如果能夠得到這種幫助,這些國家就真正有機(jī)會實(shí)現(xiàn)這些目標(biāo)。

      同樣,隨著中國在地緣政治方面地位不斷提高,她在世界安全方面也應(yīng)分擔(dān)更大的責(zé)任?!肚晷浴敷w現(xiàn)了全球團(tuán)結(jié)的精神,也表達(dá)了集體安全這一植根于《聯(lián)合國憲章》的共同理想。

      然而,過去兩年來發(fā)生的各種事件使人們對這一共識產(chǎn)生了疑慮。

      《憲章》第八十一條重申“聯(lián)合國會員國受武力攻擊時(shí),在安全理事會采取必要辦法,以維持國際和平及安全以前,行使自衛(wèi)之自然權(quán)利”。而在當(dāng)今時(shí)代,秘密的恐怖主義集團(tuán)可能在沒有任何警告的情況下發(fā)動武裝攻擊,這些集團(tuán)也許持有大規(guī)模毀滅性武器,在這樣一個(gè)時(shí)代,一些人對上述條款是否依然具有足夠效力產(chǎn)生懷疑。

      這些人辯解說,這些時(shí)候必須為了預(yù)防而使用武力,而在他們國家安全需要時(shí),必須有權(quán)自由作出此種決定。

      還有些人則認(rèn)為,這種理論本身就是對國際和平與安全的嚴(yán)重威脅,因?yàn)檫@就意味著任何國家,只要自己認(rèn)為合適,都有權(quán)動武,而不必考慮其他國家所關(guān)切的問題。然而,創(chuàng)立聯(lián)合國恰恰是為了使人類免于遭受這種局面。

      的確,《憲章》第一條規(guī)定,聯(lián)合國的首要宗旨是“采取有效集體辦法,防止且消除對和平之威脅”。

      我們必須表現(xiàn)出聯(lián)合國有能力履行這一宗旨,以使各國不必感到必須或有權(quán)利自行執(zhí)法。

      正是出于這一原因,我于去年請一個(gè)名人小組就如何在二十一世紀(jì)解決對和平與安全的威脅和挑戰(zhàn)提出建議。我感到欣慰的是,一位充滿智慧的中國政治家錢其琛先生同意參加該小組,再過幾個(gè)星期小組的報(bào)告就可以提交了。

      我希望小組的建議將有助于我們重新建立并改進(jìn)我們的全球安全體系,這樣,未來將沒有任何一個(gè)國家會感到必須要單槍匹馬地面對全球性威脅,而所有國家都會充滿信心地認(rèn)為其他國家將會遵守這些規(guī)則。

      簡言之,朋友們,要在這個(gè)新世紀(jì)里使世界變得安全,并賦予全世界所有居民以真正的機(jī)會,欣欣

      向榮,充實(shí)地生活,尚有許多工作要做。需要作出許多具有膽識的決定,而且時(shí)不我待。

      明年九月,世界領(lǐng)導(dǎo)人將再一次在聯(lián)合國聚集一堂,審查《千年宣言》以來有哪些進(jìn)展,或缺乏進(jìn)展,我希望,屆時(shí)將會作出一些極為重要的決定。這將是世界在應(yīng)對發(fā)展與安全這一雙重全球性挑戰(zhàn)方面實(shí)現(xiàn)突破的絕佳機(jī)遇。不過與五年前相比,任務(wù)將更加艱巨,這次領(lǐng)導(dǎo)人不是制訂目標(biāo),而是為實(shí)現(xiàn)這些目標(biāo)商定具體的決策。

      要使 191 個(gè)國家就共同的前進(jìn)道路達(dá)成協(xié)議,還需要在未來的一年進(jìn)行許多討論,在一國之內(nèi)和各國之間都要開展辯論。各國政府必須共同努力,并且還要達(dá)成妥協(xié),有時(shí)甚至要對寶貴的國家目標(biāo)或國家利益忍痛作出犧牲。但要做到這點(diǎn),就必須使本國人民懂得利害相關(guān)所在,贏得他們的堅(jiān)定支持。

      中國在發(fā)展方面有出色經(jīng)驗(yàn),在安全方面也獨(dú)具專長,因此,可以為這一至關(guān)重要的全球性突破作出主導(dǎo)性貢獻(xiàn)。

      因此,我今天來到北京非常高興,能夠有機(jī)會不僅同貴國政府交談,而且來到中國著名的學(xué)府,這個(gè)發(fā)明與創(chuàng)新思想的搖籃,與在座各位交談。我剛剛談到了各種挑戰(zhàn),包括保衛(wèi)世界和平與安全,在不同信仰或文化的人民之間發(fā)展友好關(guān)系,實(shí)現(xiàn)千年發(fā)展目標(biāo)等等,為應(yīng)對這些全球性挑戰(zhàn),為實(shí)現(xiàn)發(fā)展,你們這些有教育的青年可以大有作為。

      在中國,你們在富裕和貧困地區(qū)之間已經(jīng)建立了十分發(fā)達(dá)的互助網(wǎng)絡(luò),而且我知道你們許多人將在畢業(yè)之后去貧困地區(qū)服務(wù)。我希望你們中的一些人也會考慮到世界的其他地方去服務(wù),在那里,也許更加迫切的需要你們的技藝。

      我鼓勵你們?nèi)w,全中國各地的你們這一代人,立志求索,為解決貧窮、疾病及環(huán)境退化等我們這個(gè)世紀(jì)所面臨的各種巨大挑戰(zhàn),尋求途徑。我曾對美國的學(xué)生,對其他許多國家的學(xué)生說過,現(xiàn)在也對你們說:“走出去,把世界變得更美好!”

      當(dāng)我被上帝造出來時(shí),上帝問我想在人間當(dāng)一個(gè)怎樣的人,我不假思索的說,我要做一個(gè)偉大的世人皆知的人。于是,我降臨在了人間。

      我出生在一個(gè)官僚知識分子之家,父親在朝中做官,精讀詩書,母親知書答禮,溫柔體貼,父母給我去了一個(gè)好聽的名字:李清照。

      小時(shí)侯,受父母影響的我飽讀詩書,聰明伶俐,在朝中享有“神童”的稱號。小時(shí)候的我天真活潑,才思敏捷,小河畔,花叢邊撒滿了我的詩我的笑,無可置疑,小時(shí)侯的我快樂無慮。

      “興盡晚回舟,誤入藕花深處。爭渡,爭渡,驚起一灘鷗鷺?!鼻啻旱奈胰缤恢恍▲B,自由自在,沒有約束,少女純凈的心靈常在朝陽小,流水也被自然洗禮,纖細(xì)的手指拈一束花,輕拋入水,隨波蕩漾,發(fā)髻上沾著晶瑩的露水,雙腳任水流輕撫。身影輕飄而過,留下一陣清風(fēng)。

      可是晚年的我卻生活在一片黑暗之中,家庭的衰敗,社會的改變,消磨著我那柔弱的心。我?guī)缀鯇ι罱^望,每天在痛苦中消磨時(shí)光,一切都好象是灰暗的?!皩ひ捯捓淅淝迩迤嗥鄳K慘戚戚”這千古疊詞句就是我當(dāng)時(shí)心情的寫照。

      最后,香消玉殞,我在痛苦和哀怨中凄涼的死去。

      在天堂里,我又見到了上帝。上帝問我過的怎么樣,我搖搖頭又點(diǎn)點(diǎn)頭,我的一生有歡樂也有坎坷,有笑聲也有淚水,有鼎盛也有衰落。我始終無法客觀的評價(jià)我的一生。我原以為做一個(gè)著名的人,一生應(yīng)該是被歡樂榮譽(yù)所包圍,可我發(fā)現(xiàn)我錯了。于是在下一輪回中,我選擇做一個(gè)平凡的人。

      我來到人間,我是一個(gè)平凡的人,我既不著名也不出眾,但我擁有一切的幸福:我有溫馨的家,我有可親可愛的同學(xué)和老師,我每天平凡而快樂的活著,這就夠了。

      天兒藍(lán)藍(lán)風(fēng)兒輕輕,暖和的春風(fēng)帶著春的氣息吹進(jìn)明亮的教室,我坐在教室的窗前,望著我擁有的一切,我甜甜的笑了。我拿起手中的筆,不禁想起曾經(jīng)作詩的李清照,我雖然沒有橫溢的才華,但我還是拿起手中的筆,用最樸實(shí)的語言,寫下了一時(shí)的感受:

      人生并不總是完美的,每個(gè)人都會有不如意的地方。這就需要我們靜下心來閱讀自己的人生,體會其中無盡的快樂和與眾不同。

      “富不讀書富不久,窮不讀書終究窮?!睘槭裁磸墓诺浇穸寄敲纯粗赜袑W(xué)識之人?那是因?yàn)橛袑W(xué)識之人可以為社會做出更大的貢獻(xiàn)。那時(shí)因?yàn)樽x書能給人帶來快樂。

      自從看了《丑小鴨》這篇童話之后,我變了,變得開朗起來,變得樂意同別人交往,變得自信了……因?yàn)槲抑溃杭词宫F(xiàn)在我是只“丑小鴨”,但只要有自信,總有一天我會變成“白天鵝”的,而且會是一只世界上最美麗的“白天鵝”……

      我讀完了這篇美麗的童話故事,深深被丑小鴨的自信和樂觀所折服,并把故事講給了外婆聽,外婆也對童話帶給我們的深刻道理而驚訝不已。還吵著鬧著多看幾本名著。于是我給外婆又買了幾本名著故事,她起先自己讀,讀到不認(rèn)識的字我就告訴她,如果這一面生字較多,我就讀給她聽整個(gè)一面。漸漸的,自己的語文閱讀能力也提高了不少,與此同時(shí)我也發(fā)現(xiàn)一個(gè)人讀書的樂趣遠(yuǎn)不及兩個(gè)人讀的樂趣大,而兩個(gè)人讀書的樂趣遠(yuǎn)不及全家一起讀的樂趣大。于是,我便發(fā)展“業(yè)務(wù)”帶動全家一起讀書……現(xiàn)在,每每遇到好書大家也不分男女老少都一擁而上,爭先恐后“搶書”,當(dāng)我說起我最小應(yīng)該讓我的時(shí)候,卻沒有人搭理我。最后還把書給撕壞了,我生氣地哭了,媽媽一邊安慰我一邊對外婆說:“孩子小,應(yīng)該讓著點(diǎn)。”外婆卻不服氣的說:“我這一把年紀(jì)的了,怎么沒人讓我呀?”大家人你一言我一語,誰也不肯相讓……讀書讓我明白了善惡美丑、悲歡離合,讀一本好書,猶如同智者談心、談理想,教你辨別善惡,教你弘揚(yáng)正義。讀一本好書,如品一杯香茶,余香繚繞。讀一本好書,能使人心靈得到凈化。書是我的老師,把知識傳遞給了我;書是我的伙伴,跟我訴說心里話;書是一把鑰匙,給我敞開了知識的大門;書更是一艘不會沉的船,引領(lǐng)我航行在人生的長河中。其實(shí)讀書的真真樂趣也就在于此處,不是一個(gè)人悶頭苦讀書;也不是讀到好處不與他人分享,獨(dú)自品位;更不是一個(gè)人如癡如醉地沉浸在書的海洋中不能自拔。而是懂得與朋友,家人一起分享其中的樂趣。這才是讀書真正之樂趣呢!這所有的一切,不正是我從書中受到的教益嗎? 我閱讀,故我美麗;我思考,故我存在。我從內(nèi)心深處真切地感到:我從讀書中受到了教益。當(dāng)看見有些同學(xué)寧可買玩具亦不肯買書時(shí),我便想到培根所說的話:“世界上最庸俗的人是不讀書的人,最吝嗇的人是不買書的人,最可憐的人是與書無緣的人?!痹S許多多的作家、偉人都十分喜歡看書,例如毛澤東主席,他半邊床上都是書,一讀起書來便進(jìn)入忘我的境界。

      書是我生活中的好朋友,是我人生道路上的航標(biāo),讀書,讀好書,是我無怨無悔的追求。

      一個(gè)人的談吐有沒有“味道”,完全要看他的讀書方法。如果讀者獲得書中的“味”,他便會在談吐中把這種風(fēng)味表現(xiàn)出來;如果他的談吐中有風(fēng)味,他在寫作中也免不了會表現(xiàn)出風(fēng)味來。

      所以,我認(rèn)為風(fēng)味或嗜好是閱讀一切書籍的關(guān)鍵。這種嗜好跟對食物的嗜好一樣,必然是有選擇性的,屬于個(gè)人的。吃一個(gè)人所喜歡吃的東西終究是最合衛(wèi)生的吃法,因?yàn)樗莱赃@些東西在消化方面一定很順利。

      讀書跟吃東西一樣,“此人吃來是蜜糖,他人吃來是砒霜”。教師不能以其所好強(qiáng)迫學(xué)生去讀,父母也不能希望子女的嗜好和他們一樣。如果讀者對他所讀的東西感不到趣味,那么所有的時(shí)間全都浪費(fèi)了。

      所以,永遠(yuǎn)記得,這世間上沒有什么一個(gè)人必讀的書,只有在某時(shí)某地,某種環(huán)境,和生命中的某個(gè)時(shí)期必讀的書。讀書和婚姻一樣,是命運(yùn)注定的或陰陽注定的。

      縱使某一本書,如《圣經(jīng)》之類,是人人必讀的,讀這種書也一定應(yīng)當(dāng)在合適的時(shí)候。當(dāng)一個(gè)人的思想和經(jīng)驗(yàn)還沒有達(dá)到閱讀一本杰作的程度時(shí),那本杰作只會留下不好的滋味。

      孔子曰:“五十以學(xué)《易》。”便是說,四十五歲時(shí)候尚不可讀《易經(jīng)》??鬃釉凇墩撜Z》中的訓(xùn)言的沖淡溫和的味道,以及他的成熟的智慧,非到讀者自己成熟的時(shí)候是不能欣賞的。

      四十學(xué)《易》是一種味道,到五十歲,看過更多的人世變故的時(shí)候再去學(xué)《易》,又是一種味道。所以,一切好書重讀起來都可以獲得益處和新樂趣。

      This is my fourth visit to your country.Despite the great distance between China and Britain, the friendly exchanges between our peoples have been on the rise.The successful resolution of the question of Hong Kong and fruitful cooperation between our two countries in areas such as economy, trade, culture, education, science and technology have cemented the foundation of our comprehensive strategic partnership.Here, I wish to pay high tribute to all those who have been working tirelessly to promote friendly ties between our two countries.今天,我演講的題目是:用發(fā)展的眼光看中國。

      The title of my speech today is “See China in the Light of Her Development”.我深深愛著的祖國——古老而又年輕。

      My beloved motherland is a country both old and young.說她古老,她是一個(gè)有著數(shù)千年文明史的東方大國。中華民族以自己的勤勞和智慧,創(chuàng)造了燦爛的古代文明,對人類發(fā)展作出過重大貢獻(xiàn)。

      She is old, because she is a big Oriental country with a civilization stretching back several thousand years.With diligence and wisdom, the Chinese nation created a splendid civilization and made significant contributions to the progress of humanity.說她年輕,新中國成立才60年,改革開放才30年。中國人民經(jīng)過長期不懈的斗爭建立了新中國,又經(jīng)過艱苦的探索,終于找到了適合國情的發(fā)展道路——中國特色社會主義道路,文明古國煥發(fā)了青春活力。

      She is young, because the People's Republic is just 60 years old, and the country began reform and opening-up only 30 years ago.The Chinese people established the New China after unremitting struggles and ultimately found a development path suited to China's national conditions through painstaking efforts.This is the path of socialism with Chinese characteristics.Following this path, our ancient civilization has been rejuvenated.中國改革開放,最重要的是解放思想,最根本、最具有長遠(yuǎn)意義的是體制創(chuàng)新。我們推進(jìn)經(jīng)濟(jì)體制改革,建立了社會主義市場經(jīng)濟(jì)體制。在政府的宏觀調(diào)控下,充分發(fā)揮市場對資源配置的基礎(chǔ)性作用。我們深化政治體制改革,把發(fā)展民主和完善法制結(jié)合起來,實(shí)行人民當(dāng)家作主,依法治國,建設(shè)社會主義法治國家。

      The key element of China's reform and opening-up is to free people's mind and the most fundamental and significant component is institutional innovation.Through economic reform, we have built a socialist market economy, where the market plays a primary role in allocating resources under government macro-regulation.We have carried out political reform, promoted democracy and improved the legal system.People are the masters of the country.We run the country according to law and endeavor to build a socialist country under the rule of law.改革開放的實(shí)質(zhì),就是堅(jiān)持以人為本,通過解放和發(fā)展生產(chǎn)力滿足人們?nèi)找嬖鲩L的物質(zhì)文化需求,在公正的條件下促進(jìn)人的全面發(fā)展;就是保障人民的民主權(quán)利,讓國家政通人和、興旺發(fā)達(dá);就是維護(hù)人的尊嚴(yán)和自由,讓每個(gè)人的智慧和力量得以迸發(fā),成功地追求自己的幸福生活。

      The essence of China's reform and opening-up is to put people first and meet their ever growing material and cultural needs through releasing and developing productive forces.It aims to give everyone equal opportunities for all-round development.It aims to protect the democratic rights of the people and promote stability, harmony and prosperity across the land.And it aims to safeguard the dignity and freedom of everyone so that he or she may pursue happiness with ingenuity and hard work.30年來,中國貧困人口減少了2億多,人均壽命提高了5歲,8300萬殘疾人得到政府和社會的特殊關(guān)愛,這是中國保障人權(quán)的光輝業(yè)績。九年免費(fèi)義務(wù)教育的推行,農(nóng)村合作醫(yī)療制度的建立,社會保障體系的完善,使學(xué)有所教、病有所醫(yī)、老有所養(yǎng)的理想,正在變?yōu)楝F(xiàn)實(shí)。

      Over the past three decades, more than 200 million Chinese have been lifted out of poverty, the average life expectancy has increased by 5 years, and the 83 million people with disabilities in China have received special care from the government and the society.All this points to the tremendous efforts China has made to protect human rights.We have introduced free nine-year compulsory education throughout the country, established the cooperative medical system in the rural areas and improved the social safety net.The age-old dream of the Chinese nation is being turned into reality a dream to see the young educated, the sick treated and the old cared for.我愿借用兩句唐詩形容中國的現(xiàn)狀:“潮平兩岸闊,風(fēng)正一帆懸?!敝袊苏谂?shí)現(xiàn)現(xiàn)代化,這是一個(gè)古而又新的發(fā)展中大國進(jìn)行的一場偉大實(shí)踐。掌握了自己命運(yùn)的中國人民,對未來充滿信心!

      I want to quote from a Tang Dynasty poem to describe what is happening in China, “From shore to shore it is wide at high tide, and before fair wind a sail is lifting.” The Chinese people are working hard to modernize their country.This is a great practice in a large developing country both ancient and new.The Chinese people, with destiny in their own hands, are full of confidence in their future.我深深愛著的祖國——?dú)v經(jīng)磨難而又自強(qiáng)不息。

      My beloved motherland is a country that stood numerous vicissitudes but never gave up.我年輕時(shí)曾長期工作在中國的西北地區(qū)。在那浩瀚的沙漠中,生長著一種稀有的樹種,叫胡楊。它扎根地下50多米,抗干旱、斗風(fēng)沙、耐鹽堿,生命力極其頑強(qiáng)。它“生而一千年不死,死而一千年不倒,倒而一千年不朽”,世人稱為英雄樹。我非常喜歡胡楊,它是中華民族堅(jiān)韌不拔精神的象征。

      Earlier in my career, I worked in northwest China for many years.There, in the boundless desert, grows a rare variety of tree called euphrates poplar.Rooted over 50 meters down the ground, they thrive in hostile environments, defying droughts, sandstorms and salinization.They are known as the “hero tree”, because a euphrates poplar can live for a thousand years.Even after it dies, it stands upright for a thousand years, and even after it falls, it stays intact for another thousand years.I like euphrates poplar because they symbolize the resilience of the Chinese nation.千百年來,中華民族一次次戰(zhàn)勝了天災(zāi)人禍,渡過了急流險(xiǎn)灘,昂首挺胸地走到今天。深重的災(zāi)難,鑄就了她百折不撓、自強(qiáng)不息的品格。中華民族的歷史證明了一個(gè)真理:一個(gè)民族在災(zāi)難中失去的,必將從民族的進(jìn)步中得到補(bǔ)償。

      Over the millennia, the Chinese nation has weathered numerous disasters, both natural and man-made, surmounted all kinds of difficulties and challenges, and made her way to where she proudly stands today.The long sufferings have only made her a nation of fortitude and perseverance.The experience of the Chinese nation attests to a truth: what a nation loses in times of disaster will be made up for by her progress.此時(shí)此刻,我不禁想起在汶川地震災(zāi)區(qū)的親身經(jīng)歷。去年5月,四川汶川發(fā)生震驚世界的特大地震,北川中學(xué)被夷為平地,孩子傷亡慘重。可是,時(shí)隔10天,當(dāng)我第二次來到這里時(shí),鄉(xiāng)親們已在廢墟上搭起了板房教室,校園里又回蕩著孩子們朗朗的讀書聲。當(dāng)時(shí)我在黑板上,給同學(xué)們寫下了“多難興邦”幾個(gè)字。地震發(fā)生以來,我7次到汶川災(zāi)區(qū),碰到這樣感人的事跡不勝枚舉。我為我們中華民族這種愈挫愈奮的精神深深感動。這種偉大的精神,正是我們的民族飽經(jīng)憂患而愈益堅(jiān)強(qiáng)、生生不息的力量源泉。

      I am reminded of the experience that I had in Wenchuan, Sichuan Province after the devastating earthquake there last May.That earthquake shocked the whole world.It flattened Beichuan Middle School and claimed many young lives.But only 10 days after the earthquake, when I went there for the second time, I had before my eyes new classrooms built on debris by local villagers with planks.Once again, the campus echoed with the sound of students reading aloud.I wrote down 4 Chinese characters on the blackboard, meaning “A country will emerge stronger from adversities.” I have been to Wenchuan seven times since the earthquake and witnessed countless touching scenes like this.I am deeply moved by the unyielding spirit of my people.This great national spirit is the source of strength which has enabled the Chinese nation to emerge from all the hardships stronger than before.經(jīng)過半個(gè)多世紀(jì)的艱苦奮斗,中國有了比較大的發(fā)展,經(jīng)濟(jì)總量躍居世界前列,但我們?nèi)匀皇且粋€(gè)發(fā)展中國家,同發(fā)達(dá)國家相比還有很大的差距。人口多,底子薄,發(fā)展不平衡,這種基本國情還沒有從根本上得到改變。中國的人均GDP水平,排在世界100位之后,僅為英國的1/16左右。到過中國旅游的朋友,你們所看到的城市是現(xiàn)代的,而我們的農(nóng)村還比較落后。

      With hard work over the past half century and more, China has achieved great progress.Its total economic output is now one of the largest in the world.However, we remain a developing country and we are keenly aware of the big gap that we have with the developed countries.There has been no fundamental change in our basic national condition: a big population, weak economic foundation and uneven development.China's per capita GDP ranks behind 100 countries in the world and is only about 1/18 that of Britain.Those of you who have been to China as tourists must have seen the modern cities, but our rural areas are still quite backward.到本世紀(jì)中葉,中國要基本實(shí)現(xiàn)現(xiàn)代化,面臨三大歷史任務(wù):既要努力實(shí)現(xiàn)歐洲早已完成的工業(yè)化,又要追趕新科技革命的浪潮;既要不斷提高經(jīng)濟(jì)發(fā)展水平,又要實(shí)現(xiàn)社會公平正義;既要實(shí)現(xiàn)國內(nèi)的可持續(xù)發(fā)展,又要承擔(dān)相應(yīng)的國際責(zé)任。中國要趕上發(fā)達(dá)國家水平,還有很長很長的路要走,還會遇到許多艱難險(xiǎn)阻。但是,任何困難都阻擋不住中國人民前進(jìn)的步伐,只要我們堅(jiān)持不懈地努力奮斗,中國現(xiàn)代化的目標(biāo)就一定能夠?qū)崿F(xiàn)。

      To basically achieve modernization by the middle of this century, we must accomplish three major tasks: first, achieve industrialization, which Europe has long completed, while keeping abreast of the latest trends of the scientific and technological revolution;second, promote economic growth while ensuring social equity and justice;and third, pursue sustainable development at home while accepting our share of international responsibilities.The journey ahead will be long and arduous, but no amount of difficulty will stop the Chinese people from marching forward.Through persistent efforts, we will reach our goal.我深深愛著的祖國——珍視傳統(tǒng)而又開放兼容。

      My beloved motherland is a country that values her traditions while opening her arms to the outside world.中華傳統(tǒng)文化底蘊(yùn)深厚、博大精深。“和”在中國古代歷史上被奉為最高價(jià)值,是中華文化的精髓。中國古老的經(jīng)典——《尚書》就提出“百姓昭明,協(xié)和萬邦”的理想,主張人民和睦相處,國家友好往來。

      The traditional Chinese culture is rich, extensive and profound.Harmony, the supreme value cherished in ancient China, lies at the heart of the Chinese culture.The Book of History, an ancient classic in China for example, advocates amity among people and friendly exchanges among nations.“和為貴”的文化傳統(tǒng),哺育了中華民族寬廣博大的胸懷。我們的民族,既能像大地承載萬物一樣,寬厚包容;又能像蒼天剛健運(yùn)行一樣,彰顯正義。

      The Chinese cultural tradition values peace as the most precious.This has nurtured the broad mind of the Chinese nation.The Chinese nation is generous and tolerant, just as Mother Earth cares for all living things.She is in constant pursuit of justice, just as the eternal movement of the Universe.15世紀(jì),中國著名航海家鄭和七下西洋,到過三十幾個(gè)國家。他帶去了中國的茶葉、絲綢、瓷器,還幫助沿途有的國家剿滅海盜,真正做到了播仁愛于友邦。

      In the 15th century, the famous Chinese navigator Zheng He led seven maritime expeditions to the Western Seas and reached over 30countries.He took with him Chinese tea, silk and porcelain and helped local people fight pirates as he sailed along.He was truly a messenger of love and friendship.國強(qiáng)必霸,不適合中國。稱霸,既有悖于我們的文化傳統(tǒng),也違背中國人民意志。中國的發(fā)展不損害任何人,也不威脅任何人。中國要做和平的大國、學(xué)習(xí)的大國、合作的大國,致力于建設(shè)一個(gè)和諧的世界。

      The argument that a big power is bound to seek hegemony does not apply to China.Seeking hegemony goes against China's cultural tradition as well as the will of the Chinese people.China's development harms no one and threatens no one.We shall be a peace-loving country, a country that is eager to learn from and cooperate with others.We are committed to building a harmonious world.不同國家、不同民族的文化,需要相互尊重、相互包容和相互學(xué)習(xí)。今天的中國,有3億人在學(xué)英語,有100多萬青年人在國外留學(xué)。我們的電視、廣播、出版等新聞傳媒,天天都在介紹世界各地的文化藝術(shù)。正因?yàn)槲覀兩朴谠诮涣髦袑W(xué)習(xí),在借鑒中收獲,才有今天中國的繁榮和進(jìn)步。

      Different countries and nations need to respect, tolerate and learn from each other's culture.Today, 300 million Chinese are learning English and over one million of our young people are studying abroad.The cultures and arts of various parts of the world are featured daily on China's television, radio and print media.Had we not learned from others through exchanges and enriched ourselves by drawing on others' experience, we would not have enjoyed today's prosperity and progress.進(jìn)入21世紀(jì),經(jīng)濟(jì)全球化、信息網(wǎng)絡(luò)化,已經(jīng)把世界連成一體,文化的發(fā)展將不再是各自封閉的,而是在相互影響中多元共存。一個(gè)國家、一個(gè)民族對人類文化貢獻(xiàn)的大小,越來越取決于她吸收外來文化的能力和自我更新的能力。中國將永遠(yuǎn)堅(jiān)持開放兼容的方針,既珍視傳統(tǒng),又博采眾長,用文明的方式、和諧的方式實(shí)現(xiàn)經(jīng)濟(jì)繁榮和社會進(jìn)步。

      In the 21st century, economic globalization and the information network have linked us all together.Different cultures live together and influence each other.No culture can flourish in isolation.How much a country or a nation contributes to the culture of humanity is increasingly determined by her ability to absorb foreign cultures and renew herself.That is why China will remain open and receptive, value her own traditions while drawing on others' successful experience, and achieve economic prosperity and social progress in a civilized and harmonious way.女士們,先生們!

      Ladies and Gentlemen,我之所以強(qiáng)調(diào)用發(fā)展的眼光看中國,就是因?yàn)槭澜缭谧?,中國也在變。如今的中國,早已不是一百年前封閉落后的舊中國,也不是30年前貧窮僵化的中國。經(jīng)過改革開放,中國的面貌已煥然一新。北京奧運(yùn)會向世界展示的,就是這樣一個(gè)古老、多彩和現(xiàn)代的中國。我希望朋友們,多到中國走一走、看一看,了解今天的中國人究竟在想什么、做什么、關(guān)心什么。這樣,有助于你們認(rèn)識一個(gè)真實(shí)的、不斷發(fā)展變化著的中國,也有助于你們了解中國是如何應(yīng)對當(dāng)前這場全球性金融危機(jī)的。

      I stress the importance of seeing China in the light of her development, because the world is changing and China is changing.China is no longer the closed and backward society it was 100 years ago, or the poor and ossified society 30 years ago.Thanks to reform and opening-up, China has taken on a new look.What the Beijing Olympic Games showcased is a colorful China, both ancient and modern.I therefore encourage you to visit China more often and see more places there.This way, you will better understand what the Chinese people are thinking and doing, and what they are interested in.You will get to know the true China, a country constantly developing and changing.You will also better appreciate how China has been tackling the ongoing global financial crisis.在這場前所未有的世界金融危機(jī)中,中國和包括英國在內(nèi)的歐洲都受到嚴(yán)重沖擊?,F(xiàn)在危機(jī)尚未見底,由此可能帶來的各種嚴(yán)重后果還難以預(yù)料。合作應(yīng)對、共渡難關(guān),是我們的首要任務(wù)。

      This unprecedented financial crisis has inflicted a severe impact on both China and Britain as well as other European countries.The crisis has not yet hit the bottom, and it is hard to predict what further damage it may cause.To work together and tide over the difficulties has become our top priority.我認(rèn)為,應(yīng)對全球性危機(jī),需要增進(jìn)合作。有多大程度的相互信任,就可能有多大程度的合作。中國政府主張:第一,要首先辦好各國自己的事情,不把麻煩推給別人;第二,要精誠合作,不搞以鄰為壑;第三,要標(biāo)本兼治,不能頭疼醫(yī)頭、腳疼醫(yī)腳。我在達(dá)沃斯會議上已重申,應(yīng)該對國際貨幣金融體系進(jìn)行必要的改革,建立公平、公正、包容、有序的國際金融新秩序,努力營造有利于全球經(jīng)濟(jì)發(fā)展的制度環(huán)境。

      I believe that closer cooperation is needed to meet the global crisis, and the level of cooperation hinges upon the level of mutual trust.The Chinese Government maintains that countries should: first and foremost, run their own affairs well and refrain from shifting troubles onto others;second, carry out cooperation with full sincerity and avoid pursuing one's own interests at the expense of others;and third, address both the symptoms and the root cause of the problem.A palliative approach will not work.We should not treat only the head when the head aches, and the foot when the foot hurts.As I reiterated at the World Economic Forum Annual Meeting in Davos, necessary reform of the international monetary and financial systems should be carried out to establish a new international financial order that is fair, equitable, inclusive and well-managed.We should create an institutional environment conducive to global economic growth.這里我想談一談中國是如何應(yīng)對這場金融危機(jī)的。

      Let me talk briefly about how China has been responding to the crisis.金融危機(jī)對中國實(shí)體經(jīng)濟(jì)的影響日益顯現(xiàn)。從去年第三季度以來,出口大幅下滑,經(jīng)濟(jì)增速放緩,就業(yè)壓力加大。中國經(jīng)濟(jì)面臨著嚴(yán)峻的局面。面對危機(jī),我們果斷決策,及時(shí)調(diào)整宏觀經(jīng)濟(jì)政策取向,迅速出臺擴(kuò)大國內(nèi)需求的十項(xiàng)措施,陸續(xù)制定了一系列政策,形成了系統(tǒng)完整的促進(jìn)經(jīng)濟(jì)平穩(wěn)較快發(fā)展的一攬子計(jì)劃。主要包括以下幾個(gè)方面:

      The fallout of the financial crisis on China's real economy is becoming more evident.Since the third quarter of last year, our exports have declined sharply, economic growth has slowed down, and the pressure on employment has been rising.In the face of the grim situation, we have acted decisively.We have made timely adjustment to the direction of our macroeconomic policy, promptly introduced ten measures to expand domestic demand, and formulated a series of related policies.Together, they make up a systematic and comprehensive package plan aimed at promoting steady and relatively fast economic growth.Its main contents are:

      一是大規(guī)模增加政府支出擴(kuò)大內(nèi)需。中國政府推出了以財(cái)政支出帶動社會投資,總額達(dá)4萬億元的兩年計(jì)劃,規(guī)模相當(dāng)于2007年中國GDP的16%。主要投向保障性安居工程、農(nóng)村民生工程、鐵路交通等基礎(chǔ)設(shè)施、社會事業(yè)、生態(tài)環(huán)保建設(shè)和地震災(zāi)后恢復(fù)重建。中國政府還推出了大規(guī)模的減稅計(jì)劃,一年可減輕企業(yè)和居民負(fù)擔(dān)約5000億元。我們還大幅度降息和增加銀行體系流動性,出臺了一系列金融措施。

      First, substantially increase government spending to boost domestic demand.The Chinese Government has announced a two-year investment program that will generate, through fiscal spending, a total investment of RMB 4 trillion nationwide, equivalent to 16% of China's GDP in 2007.The money will mainly go into government-subsidized housing, projects related to the well-being of rural residents, the construction of railway and other infrastructural projects, social development programs, environmental protection and post-earthquake recovery and reconstruction.The Chinese Government has introduced a massive tax-cut program, which will reduce the tax burdens on businesses and individuals by about RMB 500 billion each year.We have also cut interest rates by a large margin, increased liquidity in the banking system and adopted a range of financial measures.二是大范圍實(shí)施產(chǎn)業(yè)調(diào)金融危機(jī)整振興計(jì)劃。我們?nèi)嫱七M(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化升級,制定汽車、鋼鐵等十個(gè)重點(diǎn)產(chǎn)業(yè)的調(diào)整和振興規(guī)劃。我們采取經(jīng)濟(jì)和技術(shù)的措施,大力推進(jìn)節(jié)能減排,推進(jìn)企業(yè)兼并重組,提高產(chǎn)業(yè)集中度和資源配置效率。我們鼓勵和支持企業(yè)廣泛應(yīng)用新技術(shù)、新工藝、新設(shè)備、新材料,開發(fā)適銷對路產(chǎn)品。

      Second, implement a large-scale industrial restructuring and rejuvenation program.We are pushing forward industrial restructuring and upgrading across the board and formulating plans for the restructuring and revitalization of ten key industries, including automobiles and iron and steel.We will take economic and technological measures to boost energy conservation and reduce emissions, and promote merger and reorganization of enterprises to raise the level of industry concentration and the efficiency of resource allocation.We encourage and support the extensive application of new technologies, techniques, equipment and materials and the development of marketable products by enterprises.三是大力推進(jìn)科技進(jìn)步和創(chuàng)新??萍际强朔鹑谖C(jī)的根本力量。每一場大的危機(jī)常常伴隨一場新的科技革命;每一次經(jīng)濟(jì)的復(fù)蘇,都離不開技術(shù)創(chuàng)新。我們加快實(shí)施國家中長期科學(xué)和技術(shù)發(fā)展規(guī)劃,特別是核心電子器件、核能開發(fā)利用、高檔數(shù)控機(jī)床等16個(gè)重大專項(xiàng),突破一批核心技術(shù)和關(guān)鍵共性技術(shù),為中國經(jīng)濟(jì)在更高水平上實(shí)現(xiàn)可持續(xù)發(fā)展提供科技支撐。推動發(fā)展高新技術(shù)產(chǎn)業(yè)群,培育新的經(jīng)濟(jì)增長點(diǎn)。我們就是要依靠科學(xué)技術(shù)的重大突破,創(chuàng)造新的社會需求,催生新一輪的經(jīng)濟(jì)繁榮。

      Third, make energetic efforts for progress and innovation in science and technology.Science and technology are of fundamental importance in overcoming the financial crisis.A major crisis is usually followed by a revolution in science and technology, and no economic recovery is possible without technological innovation.We are stepping up the implementation of the National Program for Medium-and Long-Term Scientific and Technological Development, with special emphasis on 16 major projects including core electronic devices, development and use of nuclear energy and advanced numerically controlled machine tools.We will strive to make breakthroughs in a host of core technologies and key generic technologies to support sustainable economic growth at a higher level.We will promote the development of high-tech industrial clusters and cultivate new economic growth areas.All in all, we will rely on major breakthroughs in science and technology to foster new social demand and bring about a new round of economic boom.四是大幅度提高社會保障水平。繼續(xù)提高企業(yè)退休人員基本養(yǎng)老金,提高失業(yè)保險(xiǎn)金和工傷保險(xiǎn)金標(biāo)準(zhǔn),提高城鄉(xiāng)低保、農(nóng)村五保等保障水平。積極推進(jìn)醫(yī)藥衛(wèi)生體制改革,力爭用三年時(shí)間基本建成覆蓋全國城鄉(xiāng)的基本醫(yī)療衛(wèi)生制度,初步實(shí)現(xiàn)人人享有基本醫(yī)療衛(wèi)生服務(wù)。我們堅(jiān)持優(yōu)先發(fā)展教育,正在制定《國家中長期教育改革和發(fā)展規(guī)劃綱要》。我們實(shí)施更加積極的就業(yè)政策,重點(diǎn)解決高校畢業(yè)生和農(nóng)民工就業(yè)問題。開辟就業(yè)崗位,緩解就業(yè)壓力。我們采取這些措施,把擴(kuò)大國內(nèi)需求、調(diào)整振興產(chǎn)業(yè)、加強(qiáng)科技支撐、強(qiáng)化社會保障結(jié)合起來,把拉動經(jīng)濟(jì)增長和改善民生、增加就業(yè)結(jié)合起來,把克服當(dāng)前困難和促進(jìn)長遠(yuǎn)發(fā)展結(jié)合起來。這樣做,有利于中國的發(fā)展,也將給包括英國在內(nèi)的世界各國企業(yè)帶來巨大的商機(jī)。

      Fourth, significantly raise the level of social security.We will continue to increase basic pension for enterprise retirees and upgrade the standard of unemployment insurance and workers' compensation.We will raise the level of basic cost of living allowances in both urban and rural areas and welfare allowances for those rural residents without family support.We are advancing the reform of the medical and health system and working to put in place a nationwide basic medical and health system covering both urban and rural areas within three years and achieve the goal of everyone having access to basic medical and health service.We give priority to education and are now working on the Guidelines of the National Program for Medium-and Long-Term Educational Reform and Development.We are following a more active employment policy with special emphasis on helping college graduates and migrant workers find jobs.We are endeavoring to create more jobs and lessen the impact of the financial crisis on employment.The aforementioned measures will help us boost domestic demand, readjust and reinvigorate industries, enhance the support of science and technology and strengthen social security all at the same time.They will stimulate consumption through increased investment, drive economic growth while improving people's livelihood and creating more jobs, and see us through current difficulties while also improving the long-term prospect of the Chinese economy.They will not only benefit China's development, but also bring enormous business opportunities to other countries, Britain included.這場百年一遇的金融危機(jī),留給世人的思考是沉重的。它警示人們,對現(xiàn)行的經(jīng)濟(jì)體制和經(jīng)濟(jì)理論,應(yīng)該進(jìn)行深刻的反思。

      This once-in-a-century financial crisis is truly thought-provoking.It reminds us of the need to have serious reflections on the existing economic systems and theories.中國曾長期實(shí)行高度集中的計(jì)劃經(jīng)濟(jì),把計(jì)劃看成是絕對的,束縛了生產(chǎn)力的發(fā)展。這場金融危機(jī)使我們看到,市場也不是萬能的,一味放任自由,勢必引起經(jīng)濟(jì)秩序的混亂和社會分配的不公,最終受到懲罰。真正的市場化改革,決不會把市場機(jī)制與國家宏觀調(diào)控對立起來。既要發(fā)揮市場這只看不見的手的作用,又要發(fā)揮政府和社會監(jiān)管這只看得見的手的作用。兩手都要硬,兩手同時(shí)發(fā)揮作用,才能實(shí)現(xiàn)按照市場規(guī)律配置資源,也才能使資源配置合理、協(xié)調(diào)、平衡、可持續(xù)。

      For many years in the past, China practiced a highly centralized planned economy and regarded planning as being absolute.This hampered the development of productivity.The ongoing financial crisis has made it clear to us, however, that the market is not a cure-all, either.A totally laissez-faire approach will inevitably lead to economic disorder and unfair social distribution, and will eventually take its toll.A credible market-oriented reform should never set the market against government macro-regulation.The invisible hand of the market and the visible hand of government and social supervision should both act, and act vigorously.Only in this way can resources be distributed according to market rules and distributed in a reasonable, coordinated, balanced and sustainable manner.國際金融危機(jī)再次告訴人們,不受監(jiān)管的市場經(jīng)濟(jì)是多么可怕。從上世紀(jì)90年代以來,一些經(jīng)濟(jì)體疏于監(jiān)管,一些金融機(jī)構(gòu)受利益驅(qū)動,利用數(shù)十倍的金融杠桿進(jìn)行超額融資,在獲取高額利潤的同時(shí),把巨大的風(fēng)險(xiǎn)留給整個(gè)世界。這充分說明,不受管理的市場經(jīng)濟(jì)是注定行不通的。因此,必須處理好金融創(chuàng)新與金融監(jiān)管的關(guān)系、虛擬經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)的關(guān)系、儲蓄與消費(fèi)的關(guān)系。

      The international financial crisis once again shows how dangerous a market economy without regulation can be.Since the 1990s, some profit-driven financial institutions in economies lacking effective regulation have raised massive capital with a leverage of dozens of times.While they reaped huge profits, the world was exposed to enormous risks.This fully demonstrates that a totally unregulated market economy cannot work.We must strike a balance between financial innovation and regulation, between the financial sector and real economy, and between savings and consumption.有效應(yīng)對這場危機(jī),還必須高度重視道德的作用。道德是世界上最偉大的,道德的光芒甚至比陽光還要燦爛。真正的經(jīng)濟(jì)學(xué)理論,決不會同最高的倫理道德準(zhǔn)則產(chǎn)生沖突。經(jīng)濟(jì)學(xué)說應(yīng)該代表公正和誠信,平等地促進(jìn)所有人,包括最弱勢人群的福祉。被譽(yù)為現(xiàn)代經(jīng)濟(jì)學(xué)之父的亞當(dāng)·斯密在《道德情操論》中指出:“如果一個(gè)社會的經(jīng)濟(jì)發(fā)展成果不能真正分流到大眾手中,那么它在道義上將是不得人心的,而且是有風(fēng)險(xiǎn)的,因?yàn)樗⒍ㄒ{社會穩(wěn)定。”道德缺失是導(dǎo)致這次金融危機(jī)的一個(gè)深層次原因。一些人見利忘義,損害公眾利益,喪失了道德底線。我們應(yīng)該倡導(dǎo):企業(yè)要承擔(dān)社會責(zé)任,企業(yè)家身上要流淌著道德的血液。

      To effectively meet the crisis, we must fully recognize the role of morality.Nothing is greater than morality.It shines even more brightly than the sun.True economic theories will never come into conflict with the highest moral and ethical standards.Instead, they should stand for justice and integrity, and contribute in an equal way to the well-being of all people, including the most vulnerable ones.Adam Smith, known as the father of modern economics, held the view in The Theory of Moral Sentiments that if the fruits of a society's economic development cannot be shared by all, it is morally unsound and risky, as it is bound to jeopardize social stability.The loss of morality is an underlying cause for the current crisis.Some people have sacrificed principle and sought profits at the expense of public interests.They have crossed the moral baseline.We should call on all enterprises to take up their social responsibilities.Within the body of every businessman should flow the blood of morality.女士們,先生們!

      Ladies and Gentlemen,英國是我這次歐洲之行的最后一站。這次訪問,加深了我對歐洲的了解。中歐合作已經(jīng)站在一個(gè)新的歷史起點(diǎn)上。我對中歐發(fā)展全面戰(zhàn)略伙伴關(guān)系更加充滿信心。我們之間不存在歷史遺留問題,也不存在根本利害沖突。中歐合作基礎(chǔ)堅(jiān)實(shí),前景光明。英國是最早進(jìn)入現(xiàn)代化的國家,你們在發(fā)展經(jīng)濟(jì)、保護(hù)環(huán)境等方面,都有許多成功的經(jīng)驗(yàn)。我們愿意向你們學(xué)習(xí),加強(qiáng)交流與合作。

      Britain is the last leg of my European trip.I have gained a deeper understanding of Europe through this visit.China-EU cooperation is now standing at a new historical starting point and I am all the more confident about the China-EU comprehensive strategic partnership.There are no outstanding issues left over from history or conflict of fundamental interests between the two sides.What we have is a solid foundation and a bright future for cooperation.As the first industrialized country, Britain has accumulated rich experience in economic development and environmental protection.We hope to learn from your experience and strengthen exchanges and cooperation with you.未來屬于青年一代。中英關(guān)系的美好前景要靠青年去開拓。撫今追昔,我想起對中英文化交流作出重要貢獻(xiàn)的劍橋校友李約瑟博士。他的鴻篇巨著《中國科學(xué)技術(shù)史》,在東西方兩大文明之間架起了一座橋梁。繼承傳統(tǒng)、勇于創(chuàng)新,是劍橋大學(xué)的優(yōu)秀品格。希望更多的劍橋人關(guān)注中國,用發(fā)展的眼光看中國,做中英交流的友好使者。我相信,只要中英兩國青年相互學(xué)習(xí),攜手共進(jìn),一定會譜寫出中英關(guān)系的嶄新篇章。
