Mrs.Mongella, Under Secretary Kittani, distinguished delegates代表團(tuán) and guests:
I would like to thank the Secretary General of the United Nations for inviting me to be a part of the United Nations Fourth World Conference of Women.This is truly a celebration —— a celebration of the contributions women make in every aspect of life: in the home, on the job, in their communities, as mothers, wives, sisters, daughters, learners, workers, citizens and leaders.It is also a coming together, much of the way women come together ever day in every country.We come together in fields and in factories.We come together in village markets and supermarkets.We come together in living rooms and board董事會(huì) rooms.Whether it is while playing with our children in the park, or washing clothes in a river, or taking a break at the office water cooler, we come together and talk about our aspirations and concern.And time and again, our talk turns to our children and our families.However different we may be, there is far more that unites us than divides us.We share a common future, and are here to find common ground so that we may help bring new dignity and respect to women and girls all over the world.By doing this, we bring new strength and stability to families as well.By gathering in Beijing, we are focusing world attention on issues that matter most in the lives of women and their families: access to education, health care, jobs and credit, the chance to enjoy basic legal and human rights and participate fully in the political life of their countries.There are some who question the reason for this conference.Let them listen to the voices of women in their homes, neighborhoods, and workplaces.There are some who wonder whether the lives of women and girls matter to economic and political progress around the globe.Let them look at the women gathered here and d at Huairou —— the homemakers, nurses, teachers, lawyers, policymakers, and women who run their own businesses.It is conferences like this that compel強(qiáng)迫 governments and people everywhere to listen, look and face the world‘s most pressing problems.Wasn‘t it after the women’s conference in Nairobi ten years ago that the world focused for the first time on the crisis of domestic violence?
Earlier today, I participated in a World Health Organization forum, where government officials, NGOs, and individual citizens are working on ways to address the health problems of women and girls.Tomorrow, I will attend a gathering of the United Nations Development Fund for Women.There, the discussion will focus on local —— and highly successful —— programs that give hard-working women access to credit so they can improve their own lives and the lives of their families.What we are learning around the world is that if women are healthy and educated, their families will flourish興旺發(fā)達(dá).If women are free from violence, their families will flourish.If women have a chance to work and earn as full and equal partners in society, their families will flourish.And when families flourish, communities and nations will flourish.That is why every woman, every man, every child, every family, and every nation on our planet has a stake利害關(guān)系 in the discussion that takes place here.Over the past 25 years, I have worked persistently on issues relating to women, children, and families.Over the past two-and-a half years, I have had the opportunity to learn more about the challenges facing women in my own country and around the world.I have met new mothers in Jojakarta and Indonesia, who come together regularly in their village to discuss nutrition, family planning, and baby care.I have met working parents in Denmark who talk about the comfort they feel in knowing that their children can be cared for in creative, safe, and nurtu ring after-school centers.I have met women in South Africa who helped lead the struggle to end apartheid種族隔離制度 and are now helping build a new democracy.I have met with the leading women of the Western Hemisphere who are working every day to promote literacy and better health care for the children of their countries.I have met women in India and Bangladesh who are taking out small loans to buy milk cows, rickshaws人力車, thread細(xì)線 放映機(jī) and other materials to create a livelihood for themselves and their families.I have met doctors and nurses in Belarus and Ukraine who are trying to keep children alive in the aftermath of Chernobyl.The great challenge of this Conference is to give voice to women everywhere whose experiences go unnoticed, whose words go unheard.Women comprise more than half the word‘s population.Women are 70% of the world’s poor, and two-thirds of those are not taught to read and write.Women are the primary caretakers for most of the world‘s children and elderly.Yet much of the work we do is not valued —— not by economists, not by historians, not by popular culture, not by government leaders.At this very moment, as we sit here, women around the world are giving birth, raising children, cooking meals, washing clothes, cleaning houses, planting crops, working on assembly lines, running companies, and running countries.Women also are dying from diseases that should have been prevented or treated.They are watching their children succumb不再抵抗被壓垮 to malnutrition營養(yǎng)不良 caused by poverty and economic deprivation剝奪.They are being denied the right to go to school by their own fathers and brothers.They are being forced into prostitution, and they are being barred 被禁止from the band lending office and banned from the ballot box投票箱.Those of us who have the opportunity to be here have the responsibility to speak for those who could not.As an American, I want to speak up for those women in my own country—wom
en who are raising children on the minimum wage最低工資, women who can‘t afford health care or child care, women whose lives are threatened by violence, including violence in their own homes.I want to speak up for mothers who are fighting for good schools, safe neighborhoods, clean air, and clean airwaves;for older women, some of them widows, who have raised their families and now find their skills and life experiences are not valued in the workplace;for women who are working all night as nurses, hotel clerks職員接待員, and fast food cooks so that they can be at home during the day with their kids;and for women everywhere who simply don‘t have time to do everything they are called upon to do each day.Speaking to you today, I speak for them, just as each of us speaks for women around the world who are denied the chance to go to school, or see a doctor, or own property, or have a say about the direction of their lives, simply because they are women.The truth is that most women around the world work both inside and outside the home, usually by necessity.We need to understand that there is no formula for how women should lead their lives.That is why we must respect the choices that each woman makes for herself and her family.Every woman deserves the chance to realize her own God-given potential.We also must recognize that women will never gain full dignity until their human rights are respected and protected.Our goals for this Conference, to strengthen families and societies by empowering women to take greater control over their destinies, cannot be fully achieved unless all governments —— here and around the world —— accept their responsibility to protect and promote internationally recognized human rights.The international community has long acknowledged —— and recently affirmed at Vienna —— that both women and men are entitled to a range of protections and personal freedoms, from the right of personal security to the right to determine freely the number and spacing of the children they bear.No one should be forced to remain silent for fear of religious or political persecution, arrest, abuse or torture.Tragically, women are most often the ones whose human rights are violated.Even in the late 20th century, the rape of women continues to be used as an instrument of armed conflict.Women and children make up a large majority of the world‘s refugees難民.When women are excluded from the political process, they become even more vulnerable 易受傷胡to abuse.I believe that, on the eve of a new millennium, it is time to break our silence.It is time for us to say here in Bejing, and the world to hear, that it is no longer acceptable to discuss women‘s rights as separate from human rights.These abuses have continued because, for too long, the history of women has been a history of silence.Even today, there are those who are trying to silence our words.The voices of this conference and of the women at Huairou must be heard loud and clear:
It is a violation of human rights when babies are denied food, or drowned, or suffocated, or their spines broken, simply because they are born girls.It is a violation of human rights when woman and girls are sold into the slavery of prostitution.It is a violation of human rights when women are doused with gasoline, set on fire and burned to death because their marriage dowries are deemed too small.It is a violation of human rights when individual women are raped in their own communities and when thousands of women are subjected to rape as a tactic or prize of war.It is a violation of human rights when a leading cause of death worldwide along women ages 14 to 44 is the violence they are subjected to in their own homes.It is a violation of human rights when women are denied the right to plan their own families, and that includes being forced to have abortions orbeing sterilized against their will.If there is one message that echoes forth from this conference, it is that human rights are women‘s rights —— and women’s rights are human rights.Let us not forget that among those rights are the right to speak freely —— and the right to be heard.Women must enjoy the right to participate fully in the social and political lives of their countries if we want freedom and democracy to thrive and endure.It is indefensible that many women in nongovernmental organizations who wished to participate in this conference have not been able to attend —— or have been prohibited from fully taking part.Let me be clear.Freedom means the right of people to assemble, organize and debate openly.It means respecting the views of those who may disagree with the views of their governments.It means not taking citizens away from their loved ones and jailing they, mistreating them, or denying them their freedom or dignity because of the peaceful expression of their ideas and opinions.In my country, we recently celebrated the 75th anniversary of women‘s suffrage.It took 150 years after the signing of our Declaration of Independence for women to win the right to vote.It took 72 years of organized struggle on the part of many courageous women and men.It was one of America‘s most divisive philosophical wars.But it was also a bloodless war.Suffrage was achieved without a shot being fired.We have also been reminded, in V-J Day observances last weekend, of the good that comes when men and women join together to combat the forces of tyranny and build a better world.We have seen peace prevail in most places for a half century.We have avoided another world war.But we have not solved older, deeply-rooted problems that continue to diminish the potential of half the world‘s population.Now it is time to act on behalf of women everywhere.If we take bold steps to bet ter the lives of women, we will be taking bold steps to better the lives of children and families too.Families rely on mothers and wives for emotional support and care;families rely on women for labor in the home;and increasingly, families rely on women for income needed to raise healthy children and care for other relatives.As long as discrimination and inequities remain so commonplace around the world —— as long as girls and women are valued less, red less, fed last, overworked, underpaid, not schooled and subjected to violence in and out of their homes —— the potential of the human family to create a peaceful, prosperous world will not be realized.Let this Conference be our —— and the world‘s —— call to action.And let us heed the call so that we can create a world in which every woman is treated with respect and dignity, every boy and girl is loved and cared for equally, and every family has the hope of a strong and stable future.Thank you very much.May God bless you, your work and all who will benefit from it.Hillary Rodham Clinton

Speaking to you today, I speak for them, just as each of us speaks for women around the world who are denied the chance to go to school, or see a doctor, or own property, or have a say about the direction of their lives, simply because they are women.The truth is that most women around the world work both inside and outside the home, usually by necessity.We need to understand that there is no formula for how women should lead their lives.That is why we must respect the choices that each woman makes for herself and her family.Every woman deserves the chance to realize her own God-given potential.今天我在這里講演,象其他人一樣為世界上的婦女們說話。只是由于她們是婦女,就被剝奪了上學(xué)的機(jī)會(huì),看病的權(quán)利,或者私人財(cái)產(chǎn),以及說一說她們的生活狀況的機(jī)會(huì)。事實(shí)就是世界上大多數(shù)婦女必須家里家外地工作。

We also must recognize that women will never gain full dignity until their human rights are respected and protected.Our goals for this Conference, to strengthen families and societies by empowering women to take greater control over their destinies, cannot be fully achieved unless all governments--here and around the world--accept their responsibility to protect and promote internationally recognized human rights.The international community has long acknowledged--and recently affirmed at Vienna--that both women and men are entitled to a range of protections and personal freedoms, from the right of personal security to the right to determine freely the number and spacing of the children they bear.我們也應(yīng)該認(rèn)識(shí)到如果婦女們的人權(quán)得不到尊重和保護(hù),她們就永遠(yuǎn)得不到完全的尊嚴(yán)。

If there is one message that echoes forth from this conference, it is that human rights are women’s rights--and women’s rights are human rights.Let us not forget that among those rights are the right to speak freely--and the right to be heard.Women must enjoy the right to participate fully in the social and political lives of their countries if we want freedom and democracy to thrive and endure.It is indefensible that many women in nongovernmental organizations who wished to participate in this conference have not been able to attend--or have been prohibited from fully taking part.Let me be clear.Freedom means the right of people to assemble, organize and debate openly.It means respecting the views of those who may disagree with the views of their governments.It means not taking citizens away from their loved ones and jailing them, mistreating them, or denying them their freedom or dignity because of the peaceful expression of their ideas and opinions.如果這次大會(huì)里能夠有一個(gè)信息向外部傳遞,那就是人類的權(quán)力就是婦女的權(quán)利――婦女的權(quán)利也是人類的權(quán)利。我們不要忘記在那些權(quán)利中的言論自由的權(quán)利和被聽到的權(quán)利。

In my country, we recently celebrated the 75th anniversary of women’s suffrage.It took 150 years after the signing of our Declaration of Independence for women to win the right to vote.It took 72 years of organized struggle on the part of many courageous women and men.It was one of America’s most divisive philosophical wars.But it was also a bloodless war.Suffrage was achieved without a shot being fired.We have also been reminded, in V-J Day observances last weekend, of the good that comes when men and women join together to combat the forces of tyranny and build a better world.We have seen peace prevail in most places for a half century.We have avoided another world war.But we have not solved older, deeply-rooted problems that continue to diminish the potential of half the world’s population.在我的國家里,我們最近剛剛慶祝了婦女選舉權(quán)的第75周年。在我們的獨(dú)立宣言簽署了150年之后,婦女們才贏得了投票權(quán)。

Now it is time to act on behalf of women everywhere.If we take bold steps to better the lives of women, we will be taking bold steps to better the lives of children and families too.Families rely on mothers and wives for emotional support and care;families rely on women for labor in the home;and increasingly, families rely on women for income needed to raise healthy children and care for other relatives.As long as discrimination and inequities remain so commonplace around the world--as long as girls and women are valued less, red less, fed last, overworked, underpaid, not schooled and subjected to violence in and out of their homes--the potential of the human family to create a peaceful, prosperous world will not be realized.現(xiàn)在就是代表各地婦女行動(dòng)的時(shí)刻了。
如果我們采取大膽的行動(dòng)使婦女的生活更好,我們也就是在采取大膽的行動(dòng)使兒童和家庭的生活更好。
在情感支柱和情感關(guān)懷上,家庭依賴于母親和妻子們;在家務(wù)勞動(dòng)上,家庭依賴于婦女們;在撫養(yǎng)健康的兒童和照顧其它親屬方面所需要的收入上,家庭也越來越依賴婦女。
只要歧視和不平等仍然普遍地存在,只要女孩和婦女們被輕視、、哺喂不足,過度工作、薪酬過低、不能接受教育以及遭受到家庭內(nèi)外的暴力時(shí),人類創(chuàng)造和平而繁榮世界的潛力就將無法實(shí)現(xiàn)。

I would like to thank the Secretary General of the United Nations for inviting me to be a part of the United Nations Fourth World Conference of Women.This is truly a celebration--a celebration of the contributions women make in every aspect of life: in the home, on the job, in their communities, as mothers, wives, sisters, daughters, learners, workers, citizens and leaders.感謝聯(lián)合國秘書長邀請(qǐng)我參加這次聯(lián)合國第四次婦女大會(huì)。這是一次真正的盛典――婦女做為母親,妻子,姐妹,女兒,學(xué)生,工人,公民和領(lǐng)導(dǎo)在生活的方方面面:家庭中,工作中和社會(huì)上所做的貢獻(xiàn)的慶典。

By gathering in Beijing, we are focusing world attention on issues that matter most in the lives of women and their families: access to education, health care, jobs and credit, the chance to enjoy basic legal and human rights and participate fully in the political life of their countries.我們聚會(huì)在北京,令世界的焦點(diǎn)關(guān)注于婦女和家庭:涉及到教育、衛(wèi)生保健、工作、信用、享受基本法律與人權(quán)以及在她們的國家中完全參與政治生活的的機(jī)會(huì)等等。
There are some who question the reason for this conference.Let them listen to the voices of women in their homes, neighborhoods, and workplaces.There are some who wonder whether the lives of women and girls matter to economic and political progress around the globe.Let them look at the women gathered here and at Huairou--the homemakers, nurses, teachers, lawyers, policymakers, and women who run their own businesses.總有些人置疑這次大會(huì)的必要性。讓他們聽聽來自他們家中的、鄰里的和工作中的婦女的聲音吧!總有些人懷疑婦女和女孩們的生活對(duì)于世界經(jīng)濟(jì)與政治進(jìn)步是否重要。讓他們來看看聚集在這里和懷柔的婦女吧,她們中有家庭主婦、護(hù)士、教師、律師、政策制定者和生意界里的婦女。
It is conferences like this that compel governments and people everywhere to listen, look and face the world’s most pressing problems.Wasn’t it after the women’s conference in Nairobi ten years ago that the world focused for the first time on the crisis of domestic violence?
Earlier today, I participated in a World Health Organization forum, where government officials, NGOs, and individual citizens are working on ways to address the health problems of women and girls.Tomorrow, I will attend a gathering of the United Nations Development Fund for Women.There, the discussion will focus on local--and highly successful--programs that give hard-working women access to credit so they can improve their own lives and the lives of their families.這樣的大會(huì)迫使各國政府與各地民眾傾聽、注意并面對(duì)世界最緊要的問題。十年前在內(nèi)羅畢的婦女大會(huì)之后,整個(gè)世界不是才第一次關(guān)注到家庭暴力的危機(jī)嗎?
今天早上,我參加了世界衛(wèi)生組織論壇,會(huì)上政府官員們、非政府組織和個(gè)體民眾們致力于解決婦女和女孩們的健康問題的工作方案。

Over the past 25 years, I have worked persistently on issues relating to women, children, and families.Over the past two-and-a half years, I have had the opportunity to learn more about the challenges facing women in my own country and around the world.在過去的25年里,我一直致力于有關(guān)婦女、兒童和家庭的問題。在過去的兩年半里,我有機(jī)會(huì)學(xué)到了更多的我的國家和世界上的婦女面臨的挑戰(zhàn)。

The great challenge of this Conference is to give voice to women everywhere whose experiences go unnoticed, whose words go unheard.Women comprise more than half the word’s population.Women are 70% of the world’s poor, and two-thirds of those are not taught to read and write.Women are the primary caretakers for most of the world’s children and elderly.Yet much of the work we do is not valued--not by economists, not by historians, not by popular culture, not by government leaders.這次大會(huì)的偉大的挑戰(zhàn)就是給予各國婦女們說話的機(jī)會(huì),她們的經(jīng)驗(yàn)曾經(jīng)被忽視,她們的話從沒被聽到。婦女占到了世界人口總數(shù)的一半以上。婦女中有70%是窮人,其中的三分之二沒有學(xué)習(xí)過讀書和寫字。

At this very moment, as we sit here, women around the world are giving birth, raising children, cooking meals, washing clothes, cleaning houses, planting crops, working on assembly lines, running companies, and running countries.Women also are dying from diseases that should have been prevented or treated.They are watching their children succumb to malnutrition caused by poverty and economic deprivation.They are being denied the right to go to school by their own fathers and brothers.They are being forced into prostitution, and they are being barred from the band lending office and banned from the ballot box.就在此刻,我們是坐在這里,而世界上的婦女們卻正在生孩子、養(yǎng)育孩子、做飯、洗衣、打掃房間、種植莊稼、在生產(chǎn)線上工作、經(jīng)營公司和經(jīng)營國家。

Those of us who have the opportunity to be here have the responsibility to speak for those who could not.As an American, I want to speak up for those women in my own country—women who are raising children on the minimum wage, women who can’t afford health care or child care, women whose lives are threatened by violence, including violence in their own homes.I want to speak up for mothers who are fighting for good schools, safe neighborhoods, clean air, and clean airwaves;for older women, some of them widows, who have raised their families and now find their skills and life experiences are not valued in the workplace;for women who are working all night as nurses, hotel clerks, and fast food cooks so that they can be at home during the day with their kids;and for women everywhere who simply don’t have time to do everything they are called upon to do each day.我們這些有機(jī)會(huì)來到這里的人有責(zé)任為那些沒有機(jī)會(huì)來的人說話。
作為一個(gè)美國人,我想為我們國家的婦女說話――婦女們僅靠最低的薪水撫養(yǎng)孩子,婦女們負(fù)擔(dān)不了健康護(hù)理和兒童護(hù)理,婦女們的生活受到暴力威脅,包括強(qiáng)暴和家庭暴力。

Speaking to you today, I speak for them, just as each of us speaks for women around the world who are denied the chance to go to school, or see a doctor, or own property, or have a say about the direction of their lives, simply because they are women.The truth is that most women around the world work both inside and outside the home, usually by necessity.We need to understand that there is no formula for how women should lead their lives.That is why we must respect the choices that each woman makes for herself and her family.Every woman deserves the chance to realize her own God-given potential.今天我在這里講演,象其他人一樣為世界上的婦女們說話。只是由于她們是婦女,就被剝奪了上學(xué)的機(jī)會(huì),看病的權(quán)利,或者私人財(cái)產(chǎn),以及說一說她們的生活狀況的機(jī)會(huì)。事實(shí)就是世界上大多數(shù)婦女必須家里家外地工作。

We also must recognize that women will never gain full dignity until their human rights are respected and protected.Our goals for this Conference, to strengthen families and societies by empowering women to take greater control over their destinies, cannot be fully achieved unless all governments--here and around the world--accept their responsibility to protect and promote internationally recognized human rights.The international community has long acknowledged--and recently affirmed at Vienna--that both women and men are entitled to a range of protections and personal freedoms, from the right of personal security to the right to determine freely the number and spacing of the children they bear.我們也應(yīng)該認(rèn)識(shí)到如果婦女們的人權(quán)得不到尊重和保護(hù),她們就永遠(yuǎn)得不到完全的尊嚴(yán)。
這次大會(huì)的目的,是通過使婦女對(duì)命運(yùn)更多的掌握來鞏固家庭和社會(huì),這是無法徹底地實(shí)現(xiàn)的,除非所有的政府――這里的和世界上其它的,承認(rèn)他們的保護(hù)和促進(jìn)國際間公認(rèn)的人權(quán)的責(zé)任。

No one should be forced to remain silent for fear of religious or political persecution, arrest, abuse or torture.Tragically, women are most often the ones whose human rights are violated.Even in the late 20th century, the rape of women continues to be used as an instrument of armed conflict.Women and children make up a large majority of the world’s refugees.When women are excluded from the political process, they become even more vulnerable to abuse.任何人都不應(yīng)該出于對(duì)宗教的恐懼、對(duì)政治迫害的恐懼,對(duì)拘捕、虐待或折磨的恐懼而被迫保持沉默。
可悲的是,婦女正是最經(jīng)常地被侵犯人權(quán)的一群人。

I believe that, on the eve of a new millennium, it is time to break our silence.It is time for us to say here in Bejing, and the world to hear, that it is no longer acceptable to discuss women’s rights as separate from human rights.These abuses have continued because, for too long, the history of women has been a history of silence.Even today, there are those who are trying to silence our words.The voices of this conference and of the women at Huairou must be heard loud and clear:

If there is one message that echoes forth from this conference, it is that human rights are women’s rights--and women’s rights are human rights.Let us not forget that among those rights are the right to speak freely--and the right to be heard.Women must enjoy the right to participate fully in the social and political lives of their countries if we want freedom and democracy to thrive and endure.It is indefensible that many women in nongovernmental organizations who wished to participate in this conference have not been able to attend--or have been prohibited from fully taking part.Let me be clear.Freedom means the right of people to assemble, organize and debate openly.It means respecting the views of those who may disagree with the views of their governments.It means not taking citizens away from their loved ones and jailing them, mistreating them, or denying them their freedom or dignity because of the peaceful expression of their ideas and opinions.如果這次大會(huì)里能夠有一個(gè)信息向外部傳遞,那就是人類的權(quán)力就是婦女的權(quán)利――婦女的權(quán)利也是人類的權(quán)利。我們不要忘記在那些權(quán)利中的言論自由的權(quán)利和被聽到的權(quán)利。
如果我們希望自由和民主得以興旺和長久,婦女們就必需享受到在自己的國家里完全參與社會(huì)和政治生活的權(quán)利。
勿庸置疑,有許多想來參加這次大會(huì)的非政府組織的婦女沒能來參加――或者是完全被禁止參加的。
讓我來更清楚地說明。自由意味著人民能夠公開地聚會(huì),組織和辯論的權(quán)利。這意味著尊重那些可能是反對(duì)政府觀點(diǎn)的意見。這意味著不能因?yàn)橛行┕窈推降乇磉_(dá)了他們的意見和觀點(diǎn)就把他們從愛他們的人身邊帶走、監(jiān)禁他們、虐待他們或者剝奪他們的自由和尊嚴(yán)。
In my country, we recently celebrated the 75th anniversary of women’s suffrage.It took 150 years after the signing of our Declaration of Independence for women to win the right to vote.It took 72 years of organized struggle on the part of many courageous women and men.It was one of America’s most divisive philosophical wars.But it was also a bloodless war.Suffrage was achieved without a shot being fired.We have also been reminded, in V-J Day observances last weekend, of the good that comes when men and women join together to combat the forces of tyranny and build a better world.We have seen peace prevail in most places for a half century.We have avoided another world war.But we have not solved older, deeply-rooted problems that continue to diminish the potential of half the world’s population.在我的國家里,我們最近剛剛慶祝了婦女選舉權(quán)的第75周年。在我們的獨(dú)立宣言簽署了150年之后,婦女們才贏得了投票權(quán)。

Now it is time to act on behalf of women everywhere.If we take bold steps to better the lives of women, we will be taking bold steps to better the lives of children and families too.Families rely on mothers and wives for emotional support and care;families rely on women for labor in the home;and increasingly, families rely on women for income needed to raise healthy children and care for other relatives.As long as discrimination and inequities remain so commonplace around the world--as long as girls and women are valued less, red less, fed last, overworked, underpaid, not schooled and subjected to violence in and out of their homes--the potential of the human family to create a peaceful, prosperous world will not be realized.現(xiàn)在就是代表各地婦女行動(dòng)的時(shí)刻了。
如果我們采取大膽的行動(dòng)使婦女的生活更好,我們也就是在采取大膽的行動(dòng)使兒童和家庭的生活更好。
在情感支柱和情感關(guān)懷上,家庭依賴于母親和妻子們;在家務(wù)勞動(dòng)上,家庭依賴于婦女們;在撫養(yǎng)健康的兒童和照顧其它親屬方面所需要的收入上,家庭也越來越依賴婦女。
只要歧視和不平等仍然普遍地存在,只要女孩和婦女們被輕視、、哺喂不足,過度工作、薪酬過低、不能接受教育以及遭受到家庭內(nèi)外的暴力時(shí),人類創(chuàng)造和平而繁榮世界的潛力就將無法實(shí)現(xiàn)。

婦女同志們:在新一年春天來臨之際,全鎮(zhèn)各界婦女歡聚在這里,隆重紀(jì)念“三八”國際勞動(dòng)?jì)D女節(jié),同時(shí)表彰一批在20xx環(huán)境整治中涌現(xiàn)出來的文明衛(wèi)生家庭典型。我首先代表鎮(zhèn)黨委、政府,向參加會(huì)議的婦女同志們并通過你們,向全鎮(zhèn)各界婦女,致以最誠摯的節(jié)日祝賀和良好的祝愿!向在婦女工作戰(zhàn)線辛勤耕耘的同志們,以及所有關(guān)心、支持我鎮(zhèn)婦女發(fā)展的朋友們,表示親切的問候和衷心的感謝!去年,婦女工作的取得了令人鼓舞的新氣象,出現(xiàn)了令人振奮的新局面,主要體現(xiàn)在如下幾個(gè)方面:
一、圍繞中心、突出重點(diǎn),婦女工作躍上了一個(gè)新的臺(tái)階。去年我鎮(zhèn)的婦女工作,緊緊圍繞黨委、政府中心,積極配合,深入落實(shí),取得了新的突破。尤其值得一提的是在“環(huán)境整治年”活動(dòng)中,婦聯(lián)充分發(fā)揮了自身優(yōu)勢,組織婦女積極投身“環(huán)境整治”。20xx年,鎮(zhèn)婦聯(lián)依托家庭,廣泛發(fā)動(dòng),精心設(shè)計(jì),以創(chuàng)文明、整潔、優(yōu)美的環(huán)境為目標(biāo),通過廣泛宣傳,大力提高婦女環(huán)境意識(shí)。同時(shí),落實(shí)“門前三包”,鞏固環(huán)境整治成果。在工作中,各村婦代會(huì)還積極主動(dòng)組織婦女創(chuàng)建巾幗文明衛(wèi)生路,美化、靜化家園,鞏固了環(huán)境整治成果。20xx“環(huán)境整治年”活動(dòng),我鎮(zhèn)取得了全市第8名的較好成績,這和在座各位婦女同志的付出與努力是分不開的。二是深入實(shí)際,加強(qiáng)調(diào)查研究,增強(qiáng)了工作的科學(xué)性和針對(duì)性。把深入實(shí)際,調(diào)查研究作為貫徹“三個(gè)代表”、鞏固“學(xué)教”成果的有力措施,發(fā)揮團(tuán)隊(duì)優(yōu)勢,通過實(shí)地考察、召開座談會(huì)、問卷調(diào)查等形式,就婦女參政、婦女思想狀況、婦聯(lián)基層組織建設(shè)、培養(yǎng)選拔女干部、婦女兒童維權(quán)、婦聯(lián)系統(tǒng)兒童陣地建設(shè)等一系列事關(guān)婦女兒童發(fā)展的重大問題開展了大規(guī)模的調(diào)查研究,摸清了情況,發(fā)現(xiàn)了問題,明確了思路,提出了對(duì)策,加強(qiáng)了理論對(duì)實(shí)際工作的指導(dǎo),切實(shí)增強(qiáng)了工作的針對(duì)性、前瞻性和科學(xué)性。三是把握婦女需求,開展特色活動(dòng),豐富和提高了工作的內(nèi)容和實(shí)效性。結(jié)合“環(huán)境整治年”活動(dòng),開展了“三八綠色工程”,“三八水利工程”和環(huán)境整治活動(dòng);發(fā)起了“婦女素質(zhì)”培訓(xùn),體現(xiàn)了婦女求知、求事、求自身價(jià)值實(shí)現(xiàn)的要求;結(jié)合“愛國衛(wèi)生月”,開展了“雙學(xué)雙比”,“五好文明家庭”活動(dòng);同時(shí)在全社會(huì)開展了“走千家,訪萬戶,尊老愛幼,撫貧幫困,送溫暖”、“尊老愛幼月”活動(dòng);擴(kuò)大了婦聯(lián)工作的范圍和影響力,對(duì)于加強(qiáng)婦女思想政治工作,促進(jìn)精神文明建設(shè)都起到了積極的作用。婦女同志們,總的講,20xx年婦女工作是創(chuàng)新發(fā)展的,是鼓舞人心的,為我鎮(zhèn)經(jīng)濟(jì)社會(huì)各項(xiàng)事業(yè)的開展起到了相當(dāng)重要的作用,在此,我代表鎮(zhèn)黨委、政府對(duì)各位婦女同志一年來的辛勤努力,表示衷心的感謝!婦女同志們!我們已經(jīng)進(jìn)入了一個(gè)充滿機(jī)遇和挑戰(zhàn)的新世紀(jì),在新的一年,我們一定要進(jìn)一步推動(dòng)?jì)D女廣泛參與經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展,進(jìn)一步提高婦女參政議政的水平,進(jìn)一步提高婦女受教育的程度,進(jìn)一步改善婦女的健康狀況,使婦女的整體素質(zhì)有明顯提高,使男女平等在政治、經(jīng)濟(jì)、文化、社會(huì)和家庭生活等各個(gè)領(lǐng)域得到體現(xiàn),使婦女在我鎮(zhèn)各項(xiàng)工作中充分發(fā)揮“半邊天”的作用。這是擺在全鎮(zhèn)人民和全鎮(zhèn)婦女面前的一項(xiàng)光榮而艱巨的歷史任務(wù)。面對(duì)新的一年,怎樣推動(dòng)?jì)D女的發(fā)展,我想借此機(jī)會(huì)講幾點(diǎn)意見:
一、必須堅(jiān)持用“三個(gè)代表”重要思想指導(dǎo)我們的婦女工作,堅(jiān)決貫徹男女平等的基本國策,使婦女工作沿著正確道路不斷前進(jìn)。必須堅(jiān)決擯棄男尊女卑的傳統(tǒng)偏見,嚴(yán)厲打擊侵害婦女權(quán)益的違法犯罪行為,堅(jiān)決掃除影響婦女身心健康的社會(huì)丑惡現(xiàn)象。要廣泛深入地學(xué)習(xí)和宣傳馬克思主義婦女觀和男女平等的基本國策,使廣大干部都能自覺地把這一基本國策結(jié)合到各項(xiàng)決策和工作中去,使廣大婦女都能自覺地為實(shí)現(xiàn)男女平等而團(tuán)結(jié)奮斗,這樣,我鎮(zhèn)的婦女事業(yè)必將更加順利地向前發(fā)展。
二、必須堅(jiān)持“一手抓發(fā)展、一手抓維權(quán)”。積極參與經(jīng)濟(jì)社會(huì)發(fā)展,在為整個(gè)社會(huì)的進(jìn)步與發(fā)展作貢獻(xiàn)的過程中實(shí)現(xiàn)自身的進(jìn)步與發(fā)展,是解決婦女問題的根本途徑,依法維護(hù)婦女權(quán)益才能保障婦女的發(fā)展。要緊緊圍繞經(jīng)濟(jì)建設(shè)這個(gè)中心,團(tuán)結(jié)動(dòng)員廣大婦女為我鎮(zhèn)經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展更大的力量。面對(duì)充滿機(jī)遇和挑戰(zhàn)的新一年,全鎮(zhèn)婦女要認(rèn)清形勢,增強(qiáng)信心,以飽滿的精神狀態(tài)投身工作。廣大農(nóng)村婦女要面向市場,調(diào)整農(nóng)業(yè)結(jié)構(gòu),依靠科技增收致富。希望全鎮(zhèn)婦女積極行動(dòng)起來,為加快掌起的發(fā)展、建設(shè)美好的家園、改善婦女生存和發(fā)展環(huán)境,做出新的貢獻(xiàn)?,F(xiàn)在,社會(huì)上輕視歧視婦女、侵犯婦女合法權(quán)益的現(xiàn)象還時(shí)有發(fā)生。必須充分運(yùn)用法律、政治、經(jīng)濟(jì)、教育、文化等手段,同腐朽的思想觀念和侵犯婦女權(quán)益的行為進(jìn)行斗爭,為婦女發(fā)展創(chuàng)造良好的社會(huì)環(huán)境。各有關(guān)職能部門對(duì)此要齊抓共管,婦聯(lián)在這方面要發(fā)揮應(yīng)有的作用。

同志們,戰(zhàn)馬的嘶鳴不在于高歌昨天的戰(zhàn)績,而是吹響邁向新征程的沖鋒號(hào):肩負(fù)神圣使命,再譜巾幗華章,努力在推進(jìn)××更快發(fā)展中建功立業(yè)。在此,我代表中共××縣委,對(duì)即將誕生的新一屆縣婦女聯(lián)合會(huì)和廣大婦女姐妹們以及一切理應(yīng)關(guān)心、支持婦女事業(yè)發(fā)展的各級(jí)各界提出四點(diǎn)希望和要求。
一、認(rèn)清形勢,堅(jiān)定信心,切實(shí)把握加快婦女事業(yè)發(fā)展面臨的新機(jī)遇
正確的認(rèn)識(shí)和分析發(fā)展形勢,是我們統(tǒng)一思想,服務(wù)大局,進(jìn)一步做好新時(shí)期婦女工作的重要前提。當(dāng)前,我們正處在一個(gè)重要的歷史時(shí)期,新的國際國內(nèi)形勢,既給經(jīng)濟(jì)社會(huì)發(fā)展帶來新的機(jī)遇和挑戰(zhàn),也給做好新時(shí)期婦女工作帶來了新的機(jī)遇和挑戰(zhàn)。
從國際形勢上看,世界政治多極化和經(jīng)濟(jì)全球化的發(fā)展趨勢,正深刻地改變著國際政治經(jīng)濟(jì)格局,特別是經(jīng)濟(jì)全球化的趨勢加速發(fā)展,知識(shí)經(jīng)濟(jì)迅速興起,以知識(shí)創(chuàng)新、技術(shù)創(chuàng)新和高新技術(shù)產(chǎn)業(yè)為核心的綜合國力的競爭日趨激烈。展望世界經(jīng)濟(jì)的發(fā)展變化,有三個(gè)動(dòng)向值得高度關(guān)注,即世界范圍內(nèi)正在進(jìn)行的經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、科技進(jìn)步突飛猛進(jìn)和跨國公司的影響力日益增大。這些,都給廣大婦女群眾參與經(jīng)濟(jì)建設(shè)提供了廣闊的空間。
從國內(nèi)形勢上看,經(jīng)過多年的改革開放和社會(huì)主義市場經(jīng)濟(jì)體制的逐步建立,國民經(jīng)濟(jì)在世界各國中一直保持持續(xù)快速發(fā)展的態(tài)勢,綜合國力和人民生活水平都上了一個(gè)新臺(tái)階。這一切,不僅為我們各項(xiàng)工作創(chuàng)造了極為有利的條件,也極大地增強(qiáng)了廣大婦女群眾加快發(fā)展的信心;既是婦女事業(yè)發(fā)展的良好機(jī)遇,又是婦女工作適應(yīng)新形勢的巨大挑戰(zhàn)。當(dāng)前,我國正處在改革的攻堅(jiān)階段和發(fā)展的關(guān)鍵時(shí)期,隨著經(jīng)濟(jì)體制改革和其它各項(xiàng)改革的不斷深入,經(jīng)濟(jì)成分和經(jīng)濟(jì)利益多樣化、社會(huì)生活方式和社會(huì)組織形式多樣化、就業(yè)崗位和就業(yè)形式多樣化日趨明顯。同時(shí),我國加入,給第三產(chǎn)業(yè)特別是第三產(chǎn)業(yè)中一些新興領(lǐng)域帶來極大的發(fā)展。這些復(fù)雜而深刻的變化,給婦女事業(yè)發(fā)展在更新觀念,增加就業(yè)機(jī)會(huì),分享國際資本、先進(jìn)技術(shù)和高水平管理方面創(chuàng)造了良好的機(jī)遇和條件。
從我縣實(shí)際來看,黨的十六大以來,縣委、縣政府認(rèn)真貫徹省委“三個(gè)轉(zhuǎn)變”及市委“打基礎(chǔ)、攻重點(diǎn)、抓落實(shí)、求突破”工作要求,確立了切合××實(shí)際和行之有效的全面建設(shè)小康社會(huì)“三步走”戰(zhàn)略和“”發(fā)展方略,進(jìn)一步為做好新形勢下婦女工作指明了方向。去年以來,全縣萬梨鄉(xiāng)兒女大力弘揚(yáng)“××人精神”,解放思想,開拓進(jìn)取,實(shí)現(xiàn)了全面建設(shè)小康社會(huì)的良好開局,呈現(xiàn)出“三個(gè)文明”協(xié)調(diào)發(fā)展的大好局面。去年以來,××知名度顯著提高,我們成功舉辦了兩屆“中國·××梨花節(jié)”,錦繡梨鄉(xiāng)揚(yáng)名四海;高標(biāo)準(zhǔn)籌辦了全省農(nóng)建會(huì)、全國生態(tài)家園富民計(jì)劃高層專家論壇會(huì),以“六個(gè)一”+“三配套”為主要內(nèi)容的生態(tài)家園戶辦工程模式得到各級(jí)領(lǐng)導(dǎo)和專家的充分肯定,“××經(jīng)驗(yàn)”全面推廣。去年以來,重大項(xiàng)目取得突破性進(jìn)展,梨鄉(xiāng)人民翹首期盼的亭子口水利樞紐工程通過國家發(fā)改委評(píng)
