      ?十二五?期間20戶以下自然村村村通廣播電視工程建設(shè)的資金仍沿用?十一五?期間的模式,每戶360元,國(guó)家、省、市縣、農(nóng)戶的配套比例為46.3%、27.2%、18.2%、8.3%??h級(jí)配套資金30.54萬(wàn)元,農(nóng)戶收取資金17.7萬(wàn)元。

      六、設(shè)備購(gòu)置

      為確保工程建設(shè)質(zhì)量,所有設(shè)備均由廣電總局實(shí)行統(tǒng)一招標(biāo),然后由廠商直接將設(shè)備發(fā)送到縣文廣局。

      七、管理維護(hù)

      國(guó)家要求,?村村通?工程運(yùn)行和維護(hù)經(jīng)費(fèi)原則上由各地人民政府分級(jí)負(fù)擔(dān)。為保證?村村通?設(shè)施正常發(fā)揮作用,縣文廣局成立?村村通?服務(wù)中心,具體負(fù)責(zé)?村村通?設(shè)備的修理、配件的供應(yīng)和維修人員的業(yè)務(wù)培訓(xùn),為?村村通?設(shè)備高效運(yùn)行提供服務(wù),確保?村村通?長(zhǎng)通久通。

      八、實(shí)施步驟

      ?十二五?期間廣播電視?村村通?工程建設(shè)工作從2012年6月份啟動(dòng),2012年12月底基本完成任務(wù),分四個(gè)階段進(jìn)行。

      第一階段:宣傳發(fā)動(dòng)(6月1日—6月30日)。由縣文廣局負(fù)責(zé),各鄉(xiāng)(鎮(zhèn))配合,通過(guò)電視、廣播、板報(bào)、橫幅、標(biāo)語(yǔ)等形式,廣泛宣傳實(shí)施廣播電視?村村通?工程的目的意義,發(fā)動(dòng)群眾積極配合參與工程實(shí)施,在全縣上下?tīng)I(yíng)造良好的輿論氛圍??h財(cái)政積極落實(shí)配套資金。各鄉(xiāng)(鎮(zhèn))負(fù)責(zé)向受益用戶收取每戶

      30元的部分設(shè)備款并于6月26日前全部上解;同時(shí)將實(shí)施工程的村、社、農(nóng)戶以及安裝設(shè)備的數(shù)量進(jìn)行公示,接受社會(huì)監(jiān)督

      第二階段:技術(shù)培訓(xùn)(6月1日—6月20日)。由縣文廣局負(fù)責(zé)對(duì)縣、鄉(xiāng)、村抽組的接收設(shè)施安裝人員,按培訓(xùn)計(jì)劃進(jìn)行分層逐級(jí)培訓(xùn);做好接收設(shè)施的組織驗(yàn)收和向鄉(xiāng)(鎮(zhèn))的發(fā)放工作;負(fù)責(zé)訂制用戶資料袋和接收衛(wèi)星傳送的境內(nèi)電視節(jié)目許可證;制訂與農(nóng)戶簽訂的直播衛(wèi)星接收設(shè)備管理協(xié)議書(shū)。

      第三階段:組織實(shí)施(6月21日—11月31日)。由文廣局和各鄉(xiāng)(鎮(zhèn))負(fù)責(zé)組織抽調(diào)的技術(shù)人員,以鄉(xiāng)(鎮(zhèn))為單位,逐項(xiàng)目點(diǎn)、逐用戶安裝直播衛(wèi)星接收設(shè)施,每安裝一戶,按要求造冊(cè)登記,并與該戶簽訂衛(wèi)星接收設(shè)備管理協(xié)議書(shū),頒發(fā)接收衛(wèi)星傳送的境內(nèi)電視節(jié)目許可證,發(fā)放資料袋。縣文廣局抽組的技術(shù)人員,要深入各自聯(lián)系點(diǎn),進(jìn)村入戶,現(xiàn)場(chǎng)指導(dǎo)檢查;縣發(fā)改局、文廣局要加強(qiáng)對(duì)工程實(shí)施情況的督促檢查。

      第四階段:檢查驗(yàn)收(12月1日—12月10日)。由發(fā)改局、文廣局抽組人員,按鄉(xiāng)(鎮(zhèn))逐項(xiàng)目點(diǎn)、逐戶驗(yàn)收,驗(yàn)收內(nèi)容為:接收設(shè)施是否安裝到位,是否達(dá)到技術(shù)要求,各種資料是否發(fā)放到戶,是否簽訂管理協(xié)議書(shū),是否對(duì)實(shí)施工程的村、社、農(nóng)戶以及安裝設(shè)備的數(shù)量進(jìn)行公示等,并向鄉(xiāng)(鎮(zhèn))通報(bào)存在問(wèn)題,督促整改。

      九、保障措施

      1、加強(qiáng)領(lǐng)導(dǎo)、靠實(shí)責(zé)任。各鄉(xiāng)(鎮(zhèn))、各相關(guān)部門(mén)要成立相應(yīng)的組織機(jī)構(gòu),鄉(xiāng)、村、社要逐級(jí)簽訂責(zé)任書(shū),分解細(xì)化任務(wù),建立?領(lǐng)導(dǎo)包片、干部包戶?的工作責(zé)任制,將任務(wù)落實(shí)到具體

      人員。主要責(zé)任人要負(fù)總責(zé),親自調(diào)度;分管領(lǐng)導(dǎo)要全面做好督促落實(shí),確保按時(shí)限和目標(biāo)要求完成建設(shè)任務(wù)。

      2、加強(qiáng)協(xié)作、密切配合。各鄉(xiāng)(鎮(zhèn))、各相關(guān)部門(mén)要圍繞各自職責(zé)、密切配合、協(xié)調(diào)推進(jìn)。文廣部門(mén)要充分發(fā)揮牽頭抓總作用,組織安裝培訓(xùn),嚴(yán)格設(shè)備發(fā)放,協(xié)同各鄉(xiāng)(鎮(zhèn))按期完成設(shè)備安裝。財(cái)政部門(mén)要及時(shí)落實(shí)配套資金,加強(qiáng)資金管理。發(fā)改部門(mén)要加強(qiáng)督促檢查,嚴(yán)格工程管理。各鄉(xiāng)(鎮(zhèn))要認(rèn)真做好群眾思想工作,按要求收取部分設(shè)備款,做好設(shè)施的安裝工作。

      3、完善機(jī)制、強(qiáng)化管理。?村村通?工程事關(guān)廣大群眾切身利益,一定要確保工程質(zhì)量??h文廣局作為?村村通?工程的具體實(shí)施者,要充分發(fā)揮職能作用,抽組精兵強(qiáng)將,認(rèn)真抓好項(xiàng)目建設(shè)。要及時(shí)了解、協(xié)調(diào)解決工程建設(shè)中出現(xiàn)的問(wèn)題,確保收視效果。要建立健全長(zhǎng)效管理機(jī)制,確定專人負(fù)責(zé),認(rèn)真做好?村村通?工程設(shè)備的運(yùn)行維護(hù)和管理,確保農(nóng)村廣播電視事業(yè)健康發(fā)展。
