問題一：2008年金融危機席卷全球，西方國家的許多富豪一夜之間成了窮光蛋，國家的金融體系也遭受巨大沖擊，一些像冰島這樣的國家更是度日艱難。為了穩(wěn)定其貨幣體系，需要依靠國際組織的支持，在由世界銀行和國際貨幣基金組織構成的世界金融體系中，冰島應向哪個組織申請貸款？

不少人認為應該找世界銀行，因為銀行是發(fā)放貸款的。這個問題的相關知識在教科書上的敘述很簡單，并不清楚，而學生又缺乏相應的知識儲備，讓學生討論也不適宜，所以只能由老師講清楚。國際貨幣基金組織（IMF）是聯(lián)合國的專門機構，是政府間國際金融組織，它與世界銀行一起成為世界兩大金融機構，其功能是協(xié)調和穩(wěn)定匯率，或者說是監(jiān)察匯率的變化，主要角色是核數(shù)師，工作是記錄各國之間的貿易數(shù)字和各國間的債務，并主持制定各國貨幣經濟政策。世界銀行（Word Bank）也是聯(lián)合國屬下的專門機構，負責長期貸款的國際金融機構，是世界銀行集團的俗稱，“世界銀行”這個名稱一直是用于指國際復興開發(fā)銀行（IBRD）和國際開發(fā)協(xié)會（IDA）。這些機構聯(lián)合向發(fā)展中國家提供低息貸款、無息貸款和贈款。今天它的主要任務是資助國家客服貧困，在減輕貧困和提高生活水品的使命中發(fā)揮作用，其主要角色是對發(fā)展中成員國提供長期貸款。世界銀行不是銀行，而是一個專門機構，擁有184個成員國，這些國家對世界銀行資金的籌措和使用共同負責。國際貨幣基金組織和世界銀行究竟有哪些不同呢？首先，兩者的目的不同。國際貨幣基金組織是為了調整國際貨幣關系而建立的，其宗旨：一是向會員國提供短期（3—5年）貸款，以平衡其國際收支的逆差，但是這種與一般的商業(yè)貸款不同，具有較為苛刻的條件和鮮明的政策性，例如，1997年亞洲金融危機爆發(fā)后，國際貨幣基金組織成為國際金融領域重要的協(xié)調和仲裁者，對各國進行了經濟援助和干預；二是促進各國間的貨幣合作，維持國際經濟的穩(wěn)定，世界銀行是一個主要協(xié)調對發(fā)展中國家長期貸款和投資而產生的國際金融組織，其宗旨是對發(fā)展中國家的成員國提供長期（一般為50年）貸款和投資，以促進其經濟的發(fā)展和生產水平的提高。其次，兩者的作用不同。國際貨幣基金組織對國際金融和經濟危機的防范起到了積極作用，在指導會員國拜托國際收支困境方面發(fā)揮了巨大的作用，如1997年的亞洲金融危機，該組織向泰國、印尼、韓國提供了1000多億美元的貸款，使之減輕和拜托了國際收支的困難狀況，使東南業(yè)經濟秩序得以恢復正常。世界銀行在一定程度上促進了發(fā)展中國家的經濟發(fā)展，通過對會員國中的發(fā)展中國家的政府或政府擔保的私人企業(yè)提供貸款和技術幫助，對發(fā)展中國家的基礎工業(yè)以及農業(yè)的發(fā)展起了促進作用，如中國自1981年起，多次獲得世界銀行的貸款，在西部大開發(fā)、農業(yè)經濟結構調整、教育事業(yè)的發(fā)展等方面，取得了良好效果。

所以，對于今天深陷金融危機的冰島、巴基斯坦等國家來說，要穩(wěn)定本國貨幣體系，應向國際貨幣基金組織申請貸款，逐漸擺脫國際收支的困境。而像我國在四川汶川大地震后，大規(guī)模的基礎設施需要重建，急需大量資金，我國又是發(fā)展中國家，所以可以向世界銀行申請貸款。

問題二：從美國開始的金融危機演變?yōu)榻鹑诤[席卷全球，這暴露了現(xiàn)行的世界貨幣體真的不掉線嗎？？、？？？？？？？？？？？？ 系的缺陷，那么二戰(zhàn)后世界貨幣體系是怎樣建立和演變的呢？

英鎊曾是資本主義世界最重要的儲備貨幣，直至二戰(zhàn)前，40％左右的國際貿易仍使用英鎊結算的。經過第二次世界大戰(zhàn)，英國遭到重大的損失和破壞，以英鎊為中心的資本主義貨幣體系難以維持。戰(zhàn)后，美國登上了資本主義世界盟主地位，美元的國際地位引起國際黃金儲備的巨大實力而空前穩(wěn)固，1945年，美國的黃金儲備已占到世界黃金儲備總量的59％。這就使建立一個以美元為中心的世界貨幣體系成為可能。在這一背景下，1944年7月，在美國新罕布什爾州的布雷頓森林，美、英、法、蘇、中等44個國家的代表舉行了聯(lián)合國國際貨幣金融會議。會議通過了以美國懷特計劃為基礎的《聯(lián)合國貨幣金融會議最后決議書》及其附件，這些文件統(tǒng)稱為《布雷頓森林協(xié)定》。1945年，根據(jù)《布雷頓森林協(xié)定》，國際貨幣基金組織和國際開發(fā)銀行即世界銀行成立，這樣，以美元為中心的世界貨幣體系建立起來了，這就是布雷頓森林體系。這個體系實際上確立了“兩個掛鉤原則”，即美元與黃金掛鉤以及各國貨幣與美元掛鉤的原則。所謂美元和黃金掛鉤，即多國協(xié)助美國政府維持35美元等于1盎司黃金的官價水平，美國政府承擔各國政府或中央銀行按黃金官價用美元向美國兌換黃金的義務；所謂各國貨幣與美元掛鉤，即各國貨幣與美元保持固定的匯率。美國政府根據(jù)35美元等于1盎司黃金的官價，規(guī)定1美元的含金量為0.88867克，其他各國政府也規(guī)定本國貨幣的含金量，然后按照各國貨幣含金量之比，確定各國貨幣對美元的法定匯率，這一匯率不得隨意變動。這樣一來，美元就成為黃金的等價物。各國貨幣只有通過美元才能同黃金掛鉤，美元成為資本主義國家進行國際清算的支付手段和主要儲備貨幣。美元的霸權地位便確立了。

布雷頓森林體系的建立，在戰(zhàn)后相當一段時間內，確實帶來了國際貿易的發(fā)展，促進了全球經濟體系。但布雷頓森林體系有著自身無法克服的缺陷，其致命的一點是：它以一國貨幣（美元）作為資產，具有內在的不穩(wěn)定性。因為只有靠美國的長期貿易，才能使美元流散到世界各地，滿足其他國家的美元需求，而美國如果要保持國際收支平衡，則會斷絕國際儲備的來源，從而引起國際清償能力的不足。戰(zhàn)后建立的布雷頓森林體系是以當時美國絕對優(yōu)勢的經濟地位為基礎，同時也是因為美國愿意并且能夠向其他大國提供經濟發(fā)展所需要的國際條件和能力。但是到了20實際70年代初，美國經濟實力的相對削弱已經成為明顯事實。在這種情況下，美國不愿意也無力繼續(xù)履行它原先在貨幣、貿易方面承諾的義務，拒絕承擔穩(wěn)定美元的責任并實行貿易保護主義，1971年12月與1973年2月，美國政府被迫兩次宣布美元貶值。資本主義各國紛紛采用浮動匯率，不再承擔維持本國貨幣與美元固定匯率的義務。自此，戰(zhàn)后形成的以美元為中心的資本主義世界國際貨幣體系終于瓦解。在這種情況下，西歐、日本不得不各行其是，更加依靠自身力量和主動性來對付動蕩的世界經濟和保護自己的利益，資本主義世界逐漸形成美國、西歐、日本三個中心。

布雷頓森林體系雖然瓦解了，但美國在國際貨幣基金組織和世界銀行中的地位并無多少變化，仍居主導地位。而此次源于美國的金融危機便引發(fā)了國際社會對現(xiàn)行國際金融體系改革甚至重建的呼聲。以英、法、德為代表的歐盟要求重建國際金融體系，西歐不甘心二戰(zhàn)后失去的金融霸權，想重新取得過去的地位。中國等新興經濟體和日本主張對現(xiàn)行金融體系進行改革。中國經過30年的發(fā)展，經濟獲得巨大的成長，而且中美之間經濟聯(lián)系非常密切，中國還擁有美國5870億（截止到2008年9月）美元的美國國債，而且美國仍是世界上最強大的國家，世界上尚無任何一種貨幣有實力取代美元，所以中國不主張推倒重來。但是，世界的經濟格局已經發(fā)生了重大變化，特別是中國、巴西、印度、俄羅斯等新興經濟體在世界經濟中占得比重越來越大。中國已成為世界第四大經濟體。為了反應世界各國真實的經濟實力，真的不掉線嗎？？、？？？？？？？？？？？？

中國力主改革，以增加中國等在世界金融體系中的話語權，從而更多更好地維護我國的利益。因為金融危機是首先從美國開始的，美國也被迫同意改革，美國又是既有國際金融體系的主導者，獲利最多，所以拒絕重建。問題之三：在當前嚴峻的金融形勢下，中國應該如何應對？

這次金融危機對中國的實體經濟也造成了一定影響。美國家庭消費靠信貸，這次信貸市場受損，消費大受打擊。美國又是中國主要的出口市場之一，進而影響到中國的出口，中國靠出口導向取得經濟增長戰(zhàn)略會大打折扣，今后要轉向內需市場。世界銀行副行長、首席經濟學家、中國人林毅夫認為，中國應該增加內需，而在這方面有很大的潛力?！耙环矫嬷袊青l(xiāng)差別很大，對農村建設有許多項目可做……另一方面，中國財政狀況也比較好，有這個刺激內需的力量。”[1] 問題之四：這次金融危機被稱為20世紀“大蕭條”以來最嚴重的危機，它給人們留下了哪些深刻的教訓和啟示呢？

林毅夫在接受新華社記者專訪時表示：“第一個要吸取的教訓是，不能為了解決一個問題，卻創(chuàng)造出一個更大的問題?！盵2]2001年美國的互聯(lián)網(wǎng)泡沫破滅，美國經濟本就應該陷入衰退，但那次衰退，為什么那么短？因為美聯(lián)儲用降息來刺激房地產經濟。由此造成美國房地產市場一度高度繁榮，代價是房地產泡沫是更大的泡沫，泡沫破滅以后就更難解決。隨著2006年年初美國房地產泡沫破裂，次貸危機逐步顯現(xiàn)，并愈演愈烈成為影響全球的金融危機?！暗诙€要吸取的教訓是，要關注金融創(chuàng)新的隱患?！盵2]美國金融衍生品越搞越復雜，監(jiān)管又沒跟上，這就給房地產市場泡沫的形成起了推波助瀾的作用。金融的創(chuàng)新是必要的，也是不能禁止的，但創(chuàng)新后，應該了解這些創(chuàng)新產品的好處和存在的弊端，在監(jiān)管上要跟上，不能只看到好處而疏忽了必要的監(jiān)督。

游上海世博

這個周末，我和媽媽跟隨旅游團去游覽了上海世博會。在這其中，我觀賞了丹麥館中久負盛名的小美人魚銅像，意大利館中名師設計的各式禮服，波蘭館精彩的舞龍表演……，不過，我最喜歡的還是那充滿童話色彩的俄羅斯館。

來到俄羅斯館，首先呈現(xiàn)在我們眼前的是由12個白色和金色的塔樓加上懸浮在空中的立方體，配上紅色底色和富有俄羅斯各民族元素的圖案，讓人一看感覺耳目一新。

進入館內，首先印入我眼簾的是一個個奇形怪狀的建筑物，既不像城堡，也不像寶塔，我一看簡介，原來是俄羅斯某個作家所描繪的理想城市，有儲藏太陽能的鮮花，巨型蜻蜓造型風車，生物燃料汽車……繼續(xù)往前走，我仿佛置身于一個童話世界，四周小鳥的叫聲悅耳動聽，草叢中有形態(tài)逼真的牽?；ɡ@藤而上，河里能聽到潺潺的流水聲，還有幾朵盛開的荷花嬌艷欲滴，岸邊的向日葵婀娜多姿，隨風擺動，蒲公英.草莓.等并非一個季節(jié)的東西卻同時展現(xiàn)在一起，在燈光的照射下，更顯得栩栩如生，這些東西比實物放大了數(shù)十倍讓人感覺來到了巨人國，在草叢中有幾個魚頭型電視屏幕，里面正放映著俄羅斯孩子在唱歌跳舞，當我仰視上面時，發(fā)現(xiàn)頂上是一個模擬的夜空，夜空中繁星點點，天與地的結合，讓人充滿無限遐想，我多么想自己變成一個小精靈，永遠置身于其中。這次世博會給我的感受不僅僅是場館的美麗，還有世博會所體現(xiàn)的環(huán)保.節(jié)能.低碳，汽車是電動的，空調是水冷的，燈光是省電的，材料是循環(huán)使用的……，這讓我看到未來城市的發(fā)展，“城市讓生活更美好”。

步入世博園大門,首先映入眼簾的是一個巨大的世紀花鐘,它的直徑大約有3米左右,整個花鐘都大用五顏六色的花裝飾起來的,它準確地向人們報告著游園的時間.再往前走,我們看到了五彩繽紛的鮮花組成的宏偉的花船,據(jù)說,它是仿照鄭和下夕陽的寶船制造出來的,我禁不住幻想,我站在船頭上,變成了一個威風凜凜的船長,在指揮我的船只勇敢地向前沖.....直到同學叫了我一聲我才驚醒過來.隨后,我們繼續(xù)向前行,隨著老師的帶領,我們來到了迷人的蝴蝶園,我和幾個同學隨著涌流擠進了蝴蝶園,在里面,我們覺得很炎熱,翩翩起舞的蝴蝶像仙女撒下的花瓣一樣紛紛揚揚,瞧!有幾只蝴蝶在想辦法,在裝飾大樹呢,它們在人們面前展示了它們那動人的身姿,我們順則羊腸小道走著,看見了亭亭玉立的鮮花,七型八狀的大樹,有的像一棵心,有的像小鳥自由飛翔……這里的花花草草真是千姿百態(tài)啊!

夕陽西下了,我們懷著依依不舍的心情離開了讓人留連忘返的世博園

走進上海世博會

盼啊盼啊，終于來到了上海世博會。一進世博園，我們就被眼前的場面驚呆了，世博園內人山人海，排隊的長龍彎彎曲曲，一眼望不到尾。隨著川流不息的人群，我們開始了世博之旅。

恐怖的排隊

進到世博園，我們按照預定的計劃，首先沖向日本館，到日本館前一看，全傻了，門前黑壓壓的一片，全是排隊的人。一打聽，需要排五個小時。我們迅速撤向韓國館，結果韓國館也要排四個小時。我們的計劃全打亂了，只好來到澳大利亞館，雖然人不是太多，也要排兩個小時的隊。我們只好慢慢等著，一個小時以后，我和媽媽都排累了，有些泄氣，不想排了，可又不甘心放棄，在爸爸的鼓勵下，我們堅持排下去，好不容易進入澳大利亞館游覽，里面展示的豐富的礦產資源和異域風情深深地吸引著我們。從澳大利亞館出來，我們來到沙特阿拉伯館，館前的人更多，全是由武警維持秩序，看著這個場面，我們都放棄了，覺得排隊是件恐怖的事?？鞓返那谜?/p>

在世博園內，我們幾個小朋友最喜歡的是敲章。敲章也就是蓋章，在世博園內蓋章的人太多，聲音此起彼伏，人們形象的稱為敲章。每游一個館，我們就會在護照上敲一個章。在澳大利亞館，工作人員把敲章提示編成了順口溜，用蹩腳的漢語向每位游客提示，“蓋章在樓下，蓋章在樓下，蓋章蓋章蓋章蓋章，蓋章在樓下”。如果不敲章，我們就覺得心里很失落。游覽法國館的時候，我們排了兩個多小時的隊，進去后到處找蓋章的地方都沒有找到，一打聽才知道，法國館不蓋章，我們頓時像泄了氣的皮球。但是，只要一看見有敲章的，筋疲力盡的我們一下子精神抖擻，跑前跑后，左敲一個章，右敲一個章，把護照全都敲滿了?？粗敲炊嗟恼伦?，我們幾個小朋友高興得哈哈大笑。

美麗的“小白菜”

說到“小白菜”，你們可別誤會喲，那可不是生活中的吃的蔬菜，是人們對世博園中志愿者的尊稱，因為她們穿的是白綠相間T恤，與小白菜的顏色相似，所以人們稱她們“小白菜”。在游覽的間隙，我和鄭心怡去采訪了一位“小白菜”。聽“小白菜”介紹，她們都是從上海各個大學經過細致挑選出來的，在這工作已經有半個多月了，都沒有一點報酬。正說著，一個小男孩與媽媽走散了，跑來向她求助，她對我們抱歉地笑笑，牽著小男孩去找他媽媽了。看著她們忙碌的身影，我覺得這些大哥哥大姐姐真了不起，她們才是最美麗的。

2008年的夏天，奧運會在中國首都北京成功舉辦，兩年后，就是2010年的夏天，我們迎來了集世界各國科技精華為一體的上海世博會。

2010年5月1日至10月31日，舉世矚目的第四十一屆2010世界博覽會在中國上海隆重舉行。全世界200多個國家和國際組織將圍繞“城市，讓生活更美好”為主題，通過展示、活動、論壇等形式，共同探討城市發(fā)展之路，從而使上海世博會成為不同國家、不同文化之間的相互理解、溝通、歡聚、合作的大舞臺。中國新世紀作文網(wǎng)

換乘了無數(shù)次公交和地鐵之后，終于我們終于到了4號白蓮徑出入口，嗚——人可真多??！離開園時間還有1小時，8個檢票口，都已經排滿了人，本以為這么熱的天，排隊肯定也很熱。結果一進去，反倒清爽無比，因為，世博會里不管是入園（入館）排隊時都會有一個噴灑類似水蒸氣的液體，這樣多么環(huán)保??！我為中國人的智慧感到驕傲！

好不容易如園了。走進西大門，映入眼簾的就是中國館和世博軸以及世博軸上的世博特許商店了，我急忙跑到特許商店買了一本世博護照，還好我買的早，不然一會兒就賣光了。旁邊還有一臺飲水機。真人性化?。∵@是由自來水過濾后的純凈水，只要帶個水壺就可以免費喝了。

世博會的人就是多，很多場館門口人山人海，排隊少只有5分鐘，多則五六個小時以上。我首先去了位于德中同行之家。這個場館外面看起來是些竹條和玻璃。進去后我們在那里玩了一個游戲，是由傳統(tǒng)的中國影子游戲和現(xiàn)在先進的科學技術糅合而成，游戲是這樣的：一次放行12個人，12個人共建一座小區(qū)，這座小區(qū)需要通過大家的努力，讓自己的房屋成形，讓它通水、通電，植上樹，細說一下，房屋是前面的一塊顯示屏上所顯示的你的影子成形的，通水和通電需要大家手拉手，根據(jù)影子，它會顯示出電線和水管，這之間，需要很好的配合。植樹和房屋成型差不多，最后我們造成了一個美麗的城市。

由于時間的關系，好多館都沒有去。但浦西的中國航空館里的項目活動吸引了千名觀眾，我和媽媽也不例外。中國航空館，像一朵千變萬化的云朵，充分表現(xiàn)了“飛”與“翔”的理念，表達了中國古代人民對飛的無限憧憬和希望，也表達了人類超越地心吸引力的夢想。因此，展館外形如同一個無限的符號“ ∞”，是不是很有趣？美觀是有了，但可不能華而無實。放心吧，展示絕對美奐美輪。航空館有兩大看點，第一是驚險神奇的4D電影，這一擁有不同聲、光、電、氣、水等特效體驗，讓人在云中飛騰，領悟了中國飛行的歷史和未來。我覺得不是僅僅在坐“過山車”，而是在欣賞美麗的電影佳作。第二就是模擬飛機了，我早就盼望自己能親手嘗試開那龐大的空中巨鷹。這個項目也十分受大眾歡迎。排隊從一點半開始，到一點時就已經排得人山人海，幸好放棄了中餐來排隊。還沒輪到我呢，頭腦里已浮現(xiàn)出刺激的感覺。又過了一小時，我終于走進了隔壁的展館，搶了一架飛機，啟動起來，飛機在我和一位蘇州的仁兄的駕駛下飛了起來，八十碼起飛，機艙開始往上抬，人也由此飛了起來。由于我們操控不和，飛機一下一上，一左一右，到處顛簸，可真讓我們身臨其境。

世博會里真是處處充滿環(huán)保風味。瞧，這張長凳就是由835個牛奶飲料紙包裝再生利用制成的，還有這五彩之色的垃圾箱，都是由廢舊牛奶包裝袋制成，你們說是不是很環(huán)保，這也就是奇妙的垃圾再生利用。世博會還有可愛的青蘋果（羅馬尼亞館）、種子圣殿（英國館）、月亮船（沙特阿拉伯館）等各種奇形怪狀的館，一定會讓大家目不暇接，流連忘返。二天時間一晃就過去了，就這樣我懷著一顆戀戀不舍的心，看著窗外的上海美景回到了自己久違的家鄉(xiāng)，結束了這次的世博之游

Certificate Craze On Campus
