第二，收入集中在上層少數(shù)人手中，可能會削弱政府的有關(guān)經(jīng)濟政策，如反貧困化政策，或收入公平化政策，對國民福利的積極影響。

第三，收入差距可能會侵蝕社會資本，包括信任和公民責(zé)任感，從而導(dǎo)致一種健全的公共制度無法建立。
