在積極建立科學(xué)管理機(jī)制的今天，僅僅靠原始的手工管理或簡單的單機(jī)管理，管理部門面對(duì)大量的信息，無法有效率地將其中的重要部分提取出來，并做出相應(yīng)的判斷和處理。投票管理者的決策只能依據(jù)手工表數(shù)據(jù)，在浪費(fèi)大量人力、物力的同時(shí)無法做到實(shí)時(shí)監(jiān)控，難以保證數(shù)據(jù)的準(zhǔn)確性和及時(shí)性。因此，先進(jìn)的管理思想就成為了一個(gè)可望而不可及的目標(biāo)。投票非常急需一套既有先進(jìn)管理思想的系統(tǒng)，作為實(shí)現(xiàn)目標(biāo)和提高現(xiàn)有投票管理水平的一種重要手段。隨著科學(xué)技術(shù)的不斷提高，計(jì)算機(jī)科學(xué)日漸成熟，其強(qiáng)大的功能已為人們深刻認(rèn)識(shí)，它已進(jìn)入人類社會(huì)的各個(gè)領(lǐng)域并發(fā)揮著越來越重要的作用。作為計(jì)算機(jī)應(yīng)用的一部分，在先進(jìn)的計(jì)算機(jī)技術(shù)、通信技術(shù)、控制技術(shù)及IC卡技術(shù)基礎(chǔ)上，采用系統(tǒng)集成方法，逐步建立一個(gè)智能化的投票系統(tǒng)。

編寫在線投票系統(tǒng)，最重要的一點(diǎn)就是如何從煩瑣的投票結(jié)果中，導(dǎo)出全部投票項(xiàng)目的票數(shù)，然后根據(jù)投票項(xiàng)目的各個(gè)票數(shù)，進(jìn)行票數(shù)百分比計(jì)算，最后編輯出在線投票系統(tǒng)。開發(fā)該系統(tǒng)我主要采用ASP技術(shù)和SQL數(shù)據(jù)庫相結(jié)合的方式。ASP技術(shù)通過在靜態(tài)HTML內(nèi)容中嵌入服務(wù)器端腳本，實(shí)現(xiàn)網(wǎng)頁內(nèi)容的動(dòng)態(tài)改變。Web服務(wù)器從磁盤上讀取含有服務(wù)器端腳本的網(wǎng)頁，在網(wǎng)頁發(fā)送給客戶端瀏覽器之前，先對(duì)其中的服務(wù)器端腳本進(jìn)行解釋，輸出用戶定制內(nèi)容，從而產(chǎn)生動(dòng)態(tài)網(wǎng)頁。數(shù)據(jù)庫采用SQL Server 2000大型數(shù)據(jù)庫，能夠勝投票系統(tǒng)中的數(shù)據(jù)處理。本文在相關(guān)理論指導(dǎo)下，在分析其他一些系統(tǒng)的基礎(chǔ)上，開發(fā)出了一個(gè)簡單的在線投票系統(tǒng)（包括功能模塊設(shè)計(jì)、數(shù)據(jù)庫結(jié)構(gòu)設(shè)計(jì)等）基本解決了管理人員的煩瑣事務(wù)。

從企業(yè)角度來講無論您是做什么生意，您都不能忽略互聯(lián)網(wǎng)的重要性。實(shí)際上，只要您上網(wǎng)看一看，您也許會(huì)驚訝地發(fā)現(xiàn)您的競爭對(duì)手的“網(wǎng)頁”早已在Internet上發(fā)布了。搶占新世紀(jì)發(fā)展的戰(zhàn)略據(jù)點(diǎn)；建立新的企業(yè)形象；直接開拓國際市場；開展24小時(shí)網(wǎng)上營銷；高效廉價(jià)的定向宣傳；與客戶建立最直接的交流機(jī)制；縮短推出新產(chǎn)品和打開新市場的周期；與富有吸引力的客戶群發(fā)展客戶關(guān)系網(wǎng)；與自己的銷售人員保持聯(lián)系；面向外地市場。從而可以看出在互聯(lián)網(wǎng)上發(fā)送或了解信息是多么地重要。而我建設(shè)一個(gè)網(wǎng)上投票系統(tǒng)同樣也具有非常重要的價(jià)值、值得研究開發(fā)；與客戶建立最直接的交流機(jī)制。而作為一個(gè)企業(yè)人員對(duì)這些信息了解還不止是表面上的了解應(yīng)該還要做更入的調(diào)查研究才對(duì)，而網(wǎng)上投票系統(tǒng)卻要為尋找此類信息的廣大網(wǎng)友提供最新可靠消息。

還網(wǎng)上投票網(wǎng)站采用的是動(dòng)態(tài)語言——Active Server Pages(ASP)，數(shù)據(jù)庫為SQL，在技術(shù)上不存在很大的難題。因?yàn)锳ctive Server Pages語言是一種比較成熟的專業(yè)動(dòng)態(tài)網(wǎng)站設(shè)計(jì)語言，Active Server Pages是服務(wù)器端腳本編寫環(huán)境，使用它可以創(chuàng)建和運(yùn)行動(dòng)態(tài)、交互的 Web 服務(wù)器應(yīng)用程序。使用 ASP 可以組合 HTML頁、ASPScript腳本命令和JavaScript腳本命令等，以創(chuàng)建交互的 Web 頁和基于 Web 的功能強(qiáng)大的應(yīng)用程序。由于腳本程序是在服務(wù)器上而不是在客戶端運(yùn)行，傳送到瀏覽器上的 Web 頁是在 Web 服務(wù)器上生成的。所以不必?fù)?dān)心瀏覽器能否處理腳本：Web 服務(wù)器已經(jīng)完成了所有腳本的處理，并將標(biāo)準(zhǔn)的 HTML 頁面?zhèn)鬏數(shù)綖g覽器。由于只有腳本的結(jié)果返回到瀏覽器，所以服務(wù)器端腳本不易復(fù)制。用戶看不到創(chuàng)建他們正在瀏覽的頁的腳本命令。SQL數(shù)據(jù)庫也是一種很常用的實(shí)用性、可靠性、安全性都比較好的數(shù)據(jù)庫，采用這種數(shù)據(jù)庫進(jìn)行設(shè)計(jì)只要你安裝了微軟的Office軟件（并且選擇SQL）就可以使用了。另外還要安裝一個(gè)網(wǎng)站開發(fā)環(huán)境軟件Macromedia Dreamweaver MX，然后再安裝一些其它的輔助工作軟件如：圖片處理軟件Photoshop 7.0； Flash MX；Fireworks等軟件。還這些軟件的獲得和使用都不會(huì)成為設(shè)計(jì)中的關(guān)鍵難題。

第五篇：“雙強(qiáng)百佳黨組織” 評(píng)選公眾投票規(guī)則

全國“雙強(qiáng)百佳黨組織” 評(píng)選公眾投票規(guī)則

“雙強(qiáng)百佳黨組織”評(píng)選采取公眾投票與專家評(píng)審相結(jié)合的方式，公眾投票占40％。公眾投票分為互聯(lián)網(wǎng)投票和短信投票，兩種方式各占50%。

一、投票時(shí)間

2011年6月13日9:00—2011年6月24日17:00。

二、互聯(lián)網(wǎng)投票

1.互聯(lián)網(wǎng)投票地址：新華網(wǎng)

(http:///special/2011qgfgpx/)、中國非公企業(yè)黨建網(wǎng)（http://）

2.用戶進(jìn)入投票頁面，點(diǎn)擊相應(yīng)省區(qū)市的地圖，勾選候選單位。

3.同一IP地址每天有效投票上限為20次，多于20次的不計(jì)入當(dāng)日票數(shù)和累計(jì)票數(shù)。

4.每次投票選取的候選單位必須在20—100家之間，超出此范圍的都無法投票。

5.候選單位選取完畢后請(qǐng)輸入驗(yàn)證碼，再點(diǎn)擊投票按鈕完成投票。

三、短信投票

1.移動(dòng)、電信、聯(lián)通手機(jī)用戶都可發(fā)送“875+候選單位編號(hào)”至106695883參加投票。例如為“1”號(hào)候選單位投票，則編輯短信“8751”發(fā)送至106695883參與投票。每條短信只能對(duì)一家候選單位進(jìn)行投票。

2.同一手機(jī)號(hào)碼每天限投1票，多投不計(jì)票。

3.發(fā)送投票短信后，手機(jī)用戶會(huì)收到一條確認(rèn)短信（確認(rèn)短信的內(nèi)容會(huì)由于地區(qū)和運(yùn)營商的不同而有所差異），請(qǐng)直接回復(fù)該短信，投票即可成功。

4.本次投票活動(dòng)短信通信資費(fèi)標(biāo)準(zhǔn)：1元/條(不含通訊費(fèi))，實(shí)際投票數(shù)以運(yùn)營商扣費(fèi)記錄為準(zhǔn)。

四、投票監(jiān)督

公眾投票實(shí)行自愿原則。公眾投票情況在整個(gè)投票結(jié)束后發(fā)布。如發(fā)現(xiàn)有采取技術(shù)手段進(jìn)行惡意刷票行為，則涉及候選單位的當(dāng)日得票數(shù)作廢。評(píng)選活動(dòng)辦公室每天保留當(dāng)天投票結(jié)果原始數(shù)據(jù)，實(shí)行全程監(jiān)督。本評(píng)選活動(dòng)最終解釋權(quán)屬“雙強(qiáng)百佳黨組織”評(píng)選活動(dòng)辦公室。
