發(fā)言計(jì)時(shí)以辯手開(kāi)始說(shuō)話(huà)為始，所有發(fā)言?xún)?nèi)容，包括致謝和開(kāi)場(chǎng)白等，都在計(jì)時(shí)范圍內(nèi)，計(jì)時(shí)人員將在以下時(shí)間點(diǎn)向選手示意：

“外研社杯”英語(yǔ)辯論賽·

西安交通大學(xué)校園選拔賽策劃書(shū)

“外研社杯”全國(guó)英語(yǔ)辯論賽是由外語(yǔ)教學(xué)與研究出版社（FLTRP）和劍橋大學(xué)出版社（CUP）聯(lián)合主辦，中國(guó)英語(yǔ)教學(xué)研究會(huì)（CELEA）、英語(yǔ)口語(yǔ)聯(lián)盟（ESU）、《英語(yǔ)學(xué)習(xí)》雜志、國(guó)際教育辯論協(xié)會(huì)（IDEA）協(xié)辦的國(guó)內(nèi)水平最高、影響最大的全國(guó)性英語(yǔ)辯論比賽。該項(xiàng)賽事自1997年以來(lái)每年舉辦一屆，第十一屆“外研社杯”全國(guó)英語(yǔ)辯論賽受到卡西歐（上海）貿(mào)易有限公司的大力支持，定于2007年5月9日至5月16日在北京外研社國(guó)際會(huì)議中心舉行。

應(yīng)主辦方要求，西安交通大學(xué)將舉行校園選拔賽。希望通過(guò)本次活動(dòng), 可以促進(jìn)和提高我校學(xué)生對(duì)英語(yǔ)辯論的興趣以及語(yǔ)言應(yīng)用水平。

一、參賽資格：辯手必須是在中國(guó)大專(zhuān)院校全日制就讀的中國(guó)

籍在校本科學(xué)生（曾獲得往屆“CCTV杯”全國(guó)英語(yǔ)演講比

賽和“外研社杯”全國(guó)英語(yǔ)辯論賽出國(guó)獎(jiǎng)項(xiàng)的選手不可參

二、報(bào)名時(shí)間：2007年即日起到4月9日

三、報(bào)名方式：網(wǎng)上報(bào)名（后附報(bào)名表，以２人一組報(bào)名）報(bào)

四、比賽時(shí)間: 2007年4月14日－15日

五、比賽地點(diǎn)：教一北二樓語(yǔ)言實(shí)驗(yàn)室

六、比賽形式: 比賽將采用議會(huì)制。

循環(huán)賽采用積分制（贏(yíng)一場(chǎng)：＋１；平：０； 輸：－１）；半決賽及決賽采用淘汰制。

and Research Press”.By now, It has been successfully held for 16 years.It is aimed to encourage the development of college students' critical

thinking and language skills.Since 2010, It has employed the British

parliamentary debating style.And now, please let my paterner

次大賽采用的是英國(guó)議會(huì)制辯論形式。每位辯手的發(fā)言的時(shí)間均為7

分鐘。辯手提出“質(zhì)詢(xún)”的時(shí)間應(yīng)在第2到第6分鐘之間。“質(zhì)詢(xún)”是指在對(duì)方發(fā)言時(shí)，針對(duì)發(fā)言者正在申述的論點(diǎn)提出的本方觀(guān)點(diǎn)，發(fā)言計(jì)時(shí)從辯手開(kāi)始說(shuō)話(huà)為始。所有必要內(nèi)容（包括說(shuō)明、介紹等）都在計(jì)時(shí)范圍內(nèi)。計(jì)時(shí)人員將在以下時(shí)間點(diǎn)向選手示意： 時(shí)間標(biāo)示：

第一分鐘末 響鈴一次（允許開(kāi)始提出“質(zhì)詢(xún)”）

第六分鐘末 響鈴一次（提出“質(zhì)詢(xún)”的時(shí)間結(jié)束）

第七分鐘末7：00 連續(xù)響鈴兩次（發(fā)言時(shí)間結(jié)束）

超時(shí)15秒之后7：15 連續(xù)響鈴（發(fā)言緩沖時(shí)間結(jié)束）

在連續(xù)兩次響鈴結(jié)束后辯手有15秒“緩沖”時(shí)間，在這段時(shí)間內(nèi)允許

選手總結(jié)已出具論點(diǎn)?！熬彌_”時(shí)間內(nèi)不允許出具新論據(jù)，在“緩沖”

時(shí)間內(nèi)提出的新論據(jù)可以被裁判判為無(wú)效。在“緩沖”時(shí)間后仍繼續(xù)

發(fā)言的辯手將被裁判團(tuán)扣分。
