and make new beginnings.As I begin, I thank President Clinton for his service to our nation.And I thank Vice President Gore for a contest conducted with spirit and ended with grace.I am honored and humbled to stand here, where so many of America's leaders have come before me, and so many will follow.We have a place, all of us, in a long story--a story we continue, but whose end we will not see.It is the story of a new world that became a friend and liberator of the old, a story of a slave-holding society that became a servant of freedom, the story of a power that went into the world to protect but not possess, to defend but not to conquer.It is the American story--a story of flawed and fallible people, united across the generations by grand and enduring ideals.The grandest of these ideals is an unfolding American promise that everyone belongs, that everyone deserves a chance, that no insignificant person was ever born.Americans are called to enact this promise in our lives and in our laws.And though our nation has sometimes halted, and sometimes delayed, we must follow no other course.Through much of the last century, America's faith in freedom and democracy was a rock in a raging sea.Now it is a seed upon the wind, taking root in many nations.Our democratic faith is more than the creed of our country, it is the inborn hope of our humanity, an ideal we carry but do not share.Civility is not a tactic or a sentiment.It is the determined choice of trust over cynicism, of community over chaos.And this commitment, if we keep it, is a way to shared accomplishment.America, at its best, is also courageous.Our national courage has been clear in times of depression and war, when defending common dangers defined our common good.Now we must choose if the example of our fathers and mothers will inspire us or condemn us.We must show courage in a time of blessing by confronting problems instead of passing them on to future generations.Together, we will reclaim America's schools, before ignorance and apathy claim more young lives.We will reform Social Security and Medicare, sparing our children from struggles we have the power to prevent.And we will reduce the challenges of the future.Tonight, I want to leave you with three thoughts about our future.First, America must maintain our record of fiscal responsibility.Through our last four budgets, we′ve turned record deficits to record surpluses, and we′ve been able to pay down $600 billion of our national debt, on track to be debt free by the end of the decade for the first time since 1835.Staying on that course will bring lower interest rates, greater prosperity and the opportunity to meet our big challenges.If we choose wisely, we can pay down the debt, deal with the retirement of the baby boomers, invest more in our future and provide tax relief.Second, because the world is more connected every day in every way, America′s security and prosperity require us to continue to lead in the world.At this remarkable moment in history, more people live in freedom that ever before.Our alliances are stronger than ever.People all around the world look to America to be a force for peace and prosperity, freedom and security.The global economy is giving more of our own people, and billions around the world, the chance to work and live and raise their families with dignity.But the forces of integration that have created these good opportunities also make us more subject to global forces of destruction, to terrorism, organized crime and narco-trafficking, the spread of deadly weapons and disease, the degradation of the global environment.The expansion of trade hasn′t fully closed the gap between those of us who live on the cutting edge of the global economy and the billions around the world who live on the knife′s edge of survival.This global gap requires more than compassion.It requires action.Global poverty is a powder keg that could be ignited by our indifference.In his first inaugural address, Thomas Jefferson warned of entangling alliances.But in our times, America cannot and must not disentangle itself from the world.If we want the world to embody our shared valuess, then we must assume a shared responsibility.If the wars of the 20th century, especially the recent ones in Kosovo and Bosnia, have taught us anything, it is that we achieve our aims by defending our valuess and leading the forces of freedom and peace.We must embrace boldly and resolutely that duty to lead, to stand with our allies in word and deed, and to put a human face on the global economy so 我們的家庭、我們的社會(huì)變得更加強(qiáng)大。3500萬美國人曾經(jīng)享受聯(lián)邦休假，800萬人重新獲得社會(huì)保障，犯罪率是25年來最低的，1000多萬美國人享受更多的入學(xué)貸款，更多的人接受大學(xué)教育。我們的學(xué)校也在改善。更高的辦學(xué)水平、更大的責(zé)任感和更多的投資使得我們的學(xué)生取得更高的考試分?jǐn)?shù)和畢業(yè)成績。

目前，已有300多萬美國兒童在享受著醫(yī)療保險(xiǎn)，700多萬美國人已經(jīng)脫離了貧困線。全國人民的收入在大幅度提高。我們的空氣和水資源更加潔凈，食品和飲用水更加安全。我們珍貴的土地資源也得到了近百年來前所未有的保護(hù)。

美國已經(jīng)成為地球上每個(gè)角落促進(jìn)和平和繁榮的積極力量。

我非常高興能于此時(shí)將領(lǐng)導(dǎo)權(quán)交給新任總統(tǒng)，強(qiáng)大的美國正面臨未來的挑戰(zhàn)。

今晚，我希望大家能從以下3點(diǎn)審視我們的未來：第一，美國必須保持它的良好財(cái)政狀況。通過過去4個(gè)財(cái)政的努力，我們已經(jīng)把破紀(jì)錄的財(cái)政赤字變?yōu)槠萍o(jì)錄的盈余。并且，我們已經(jīng)償還了6000億美元的國債，我們正向10年內(nèi)徹底償還國家債務(wù)的目標(biāo)邁進(jìn)，這將是1835年以來的第一次。

但是，這種世界融合的趨勢一方面為我們創(chuàng)造了良好的機(jī)會(huì)，但同時(shí)使得我們?cè)谌蚍秶鷥?nèi)更容易遭致破壞性力量、恐怖主義、有組織的犯罪、販毒活動(dòng)，致命性武器和疾病傳播的威脅。

盡管世界貿(mào)易不斷擴(kuò)大，但它沒能縮小處于全球經(jīng)濟(jì)繁榮中的我們同數(shù)十億處于死亡邊緣的人們之間的距離。

大家好！今晚很高興能夠站在這里，代表第八屆校自律會(huì)的全體成員發(fā)言。此時(shí)，我的心情很是激動(dòng)，因?yàn)樵谧母魑唬幸恍┦鞘煜さ纳碛?，更多的是新鮮的面孔，心中真的十分感慨——我們校自律會(huì)就像一個(gè)大家庭一樣，我們一起努力、共同成長，我們忙碌在校園的各個(gè)角落，體會(huì)著許多同學(xué)不曾體會(huì)到的酸甜苦辣；同時(shí)，我們也一直在等待著許多人，等待著那些同樣年輕、朝氣蓬勃而樂于奉獻(xiàn)的人，來讓這個(gè)大家庭永遠(yuǎn)溫暖，永遠(yuǎn)富有生命力。

權(quán)益部“315消費(fèi)者維權(quán)活動(dòng)”，至今成功舉辦了四屆，通過活動(dòng)現(xiàn)場的維權(quán)知識(shí)交流、問題答疑，進(jìn)一步提高了同學(xué)們的維權(quán)意識(shí)，也在同學(xué)們心中樹立了一道維權(quán)防線。

成功舉辦了第五屆慈善二手交易會(huì)，此次活動(dòng)以弘揚(yáng)同學(xué)們的愛心為目的，通過為同學(xué)們代捐代賣，將同學(xué)們捐贈(zèng)的善款、衣物捐給福利院等。通過活動(dòng)提高了同學(xué)們的精神境界，體現(xiàn)了我們莆院大學(xué)生的愛心，同時(shí)也幫助了很多需要幫助的人們。

成功舉辦了第七屆社區(qū)吉尼斯挑戰(zhàn)賽，在發(fā)揚(yáng)原有展現(xiàn)自我風(fēng)格的基礎(chǔ)上，增強(qiáng)了比賽的趣味性和互動(dòng)性，深受同學(xué)們的喜愛。第七屆社區(qū)吉尼斯參賽總?cè)藬?shù)達(dá)2966人。

誠然本學(xué)年的工作取得了一定的成就，但我們深知工作中仍然存在著問題和不足，我們必須在今后的工作中，總結(jié)成功的經(jīng)驗(yàn)和失敗的教訓(xùn)，彌補(bǔ)不足，不斷創(chuàng)新和提高。比方說：

1、對(duì)于各項(xiàng)活動(dòng)的善后工作不夠到位，致使同學(xué)們對(duì)我們的工作產(chǎn)生誤解，影響到我們的形象。就比如，社區(qū)文化節(jié)和社區(qū)吉尼斯的后期加分工作，存在著嚴(yán)重的問題，希望在今后的工作中，負(fù)責(zé)加分工作的具體部門和負(fù)責(zé)人能夠加強(qiáng)管理、認(rèn)真負(fù)責(zé)。因?yàn)槲覀兊氖韬?，無形中將影響了我們整個(gè)會(huì)的形象。

2、本學(xué)年各負(fù)責(zé)人在協(xié)調(diào)安排自律會(huì)以及各部門工作上還有所欠缺，工作安排不夠到位。很多工作都是由一兩個(gè)負(fù)責(zé)人完成，沒有充分調(diào)動(dòng)成員的積極性，更多的工作是親力親為。解決此類問題的主要措施是加強(qiáng)對(duì)成員的考核力度，加強(qiáng)制度的建設(shè)，做到有章可依，賞罰分明。

3、會(huì)內(nèi)各部門間的各項(xiàng)交流有待進(jìn)一步加強(qiáng)

雖然近年來中北區(qū)的工作業(yè)績有了巨大的提升，各部門間的配合越來越嫻熟，部門間的交流也日益增多。但是在除工作外的其他方面上交流的并不多！比如說生活上、學(xué)習(xí)上。我希望今后我們整個(gè)會(huì)、各個(gè)部門、每個(gè)委員之間都能進(jìn)一步的做到相互關(guān)心、相互支持、相互幫助，能真正的像摯友親人一樣一起奮斗，能更全面的讓所有成員感受到家一般的溫暖。

一年的時(shí)間說長其實(shí)也不長，仿佛還是昨天，我正站在臺(tái)上，參加著自律會(huì)的競選。一晃，自律會(huì)里又是一片嶄新的天地了。大家都知道新世紀(jì)缺乏人才，但我覺得新世紀(jì)更缺乏平臺(tái)！所以，我很慶幸自己能加入自律會(huì)，更加慶幸自己能在這個(gè)平臺(tái)得到這么多的鍛煉！自律會(huì)一直陪伴著我一起走過風(fēng)風(fēng)雨雨，同時(shí)這個(gè)先進(jìn)者的組織也見證了我的成長。在此，我謹(jǐn)代表即將退出的自律會(huì)全體成員向新一屆的委員們表示熱切的期待——希望在這個(gè)平臺(tái)里，你們用你們的激情，撐起另一片屬于你們自己的藍(lán)天。同時(shí)，我也要對(duì)新一屆的委員們提一些建議：

首先，我想對(duì)于新進(jìn)入我們會(huì)的委員們說：對(duì)于你們的加入我在此表示誠摯的歡迎，但是請(qǐng)你們記住，不管你在哪個(gè)部門，處于什么位置，自我定位很重要。在其位，謀其政，什么是我們?cè)撟龅?，我們能做什么，這些都需要我們認(rèn)真處理好。

其次，我想對(duì)留任的委員們說，對(duì)于你們?cè)敢饬粝聛頌槲覀儠?huì)繼續(xù)奮斗我表示尊重和敬佩，但也要請(qǐng)你們牢記你們留下來的目的，我相信你們留下是能對(duì)我們會(huì)今后的工作有實(shí)實(shí)在在幫助的。而不是僅僅為了期末的社區(qū)文明分或是卸任后的一紙聘書！我們對(duì)你們有著更多的期待。再次，我想要提醒這一屆新上任的管理層干部們。請(qǐng)你們要時(shí)刻牢記你們?cè)诟偲笗r(shí)提出的意見和想法，我希望你們能在以后的時(shí)間里能把你們的想法付諸行動(dòng)，做事要三思但不要優(yōu)柔寡斷。碰到困難時(shí)也要學(xué)會(huì)找到合適的解決問題的途徑，而不是一旦發(fā)現(xiàn)想法和現(xiàn)實(shí)有差距，就止步不前了。
