Distingués Invités,Chers Collègues,Mesdames et Messieurs,晚上好！我們即將迎來圣誕節(jié)和2008年新年。值此辭舊迎新之際，中國與聯合國及其

他國際組織駐華機構共聚一堂，暢敘友誼，規(guī)劃未來，是一件很有意義的事。我謹代表外交

加劇，南北差距持續(xù)擴大；氣候變化和能源資源等問題十分突出。應對挑戰(zhàn)，維護和平，促

irrésistible de notre époque.Pourtant, il faut constater que le monde est loin d'être

tranquille.Les conflits locaux et les problèmes d'actualité br?lants surgissent les uns

après les autres, le déséquilibre de l'économie mondiale s'aggrave, creusant davantage

les écarts Nord-Sud, et les questions du changement climatique et des ressources

énergétiques se posent avec une acuité accrue.Relever ces défis, préserver la paix et

promouvoir le développement, tel est la tache ardue et pressante qu'affronte l'ensemble

de la communauté internationale.作為最具普遍性、代表性和權威性的國際組織，聯合國是實踐多邊主義的最重要平臺，是應對各種威脅和挑戰(zhàn)的核心機制，在國際事務中發(fā)揮著不可替代的重要作用，世界需要一

個強有力的聯合國。L'ONU, organisation internationale la plus universelle, la plus

représentative et ayant la plus grande autorité, constitue la plate-forme la plus importante

pour pratiquer le multilatéralisme et un mécanisme central pour faire face aux multiples

menaces et défis.Elle joue un r?le irrempla?able dans les affaires internationales et le monde a besoin d'une ONU forte.今年以來，聯合國全面推進安全、發(fā)展、人權三大支柱領域的工作。在安全領域，聯合國在維護和平和建設和平、預防外交等方面不斷進取，并積極參與了蘇丹達爾富爾等熱點問題的解決；在發(fā)展領域，努力推動在全球范圍內實現千年發(fā)展目標，尤其在應對氣候變化方面，召開了聯合國氣候變化框架公約締約方會議等一系列重要會議，引導氣候變化國際合作的正確方向；在人權領域，聯合國完成了人權理事會建章立制的工作，推動了國際人權對話與合作。與此同時，聯合國還與時俱進加強調整與改革，提高效率，促進政策協(xié)調與統(tǒng)一。中方對聯合國取得的成績給予高度評價。Au cours de cette année, l'ONU a poursuivi ses efforts dans les trois secteurs piliers de ses activités : la sécurité, le développement et les droits de l'homme.Sur le plan sécuritaire, l'ONU n'a cessé de progresser dans le maintien et la construction de la paix et la diplomatie préventive, et a pris une part active dans le règlement du problème du Darfour du Soudan et d'autres questions d'actualité br?lantes;dans le domaine du développement, elle a ?uvré à la réalisation des Objectifs du Millénaire pour le Développement(OMD), et elle a surtout organisé une série de réunions importantes dont la Conférence des parties à la Convention-Cadre des Nations Unies sur les Changements Climatiques, définissant les orientations justes pour la coopération internationale dans la lutte contre les changements climatiques;dans le domaine des droits de l'homme, l'ONU a accompli la construction institutionnelle du Conseil des droits de l'homme et contribué au dialogue et à la coopération internationaux en la matière.Dans le même temps, l'ONU a avancé avec son temps en renfor?ant le réajustement organisationnel et la réforme pour améliorer son efficacité et accro?tre la coordination et la cohérence de ses politiques.La Chine apprécie hautement les succès obtenus par les Nations Unies à ces égards.聯合國駐華機構是中國與聯合國合作的實踐者和友誼的使者，直接參與中國的改革開放事業(yè)，獻計獻策，為中國的經濟發(fā)展和社會進步提供了大量支持與幫助。我愿在此對聯合國及其他國際組織的駐華機構與人員表示真誠的感謝。Les Représentations des institutions onusiennes en Chine, acteurs de la coopération et messagers de l'amitié entre la Chine et l'ONU, ont participé directement à la réforme et à l'ouverture de la Chine.Elles ont donné leurs conseils et propositions, apportant par-là un soutien et des aides importants au développement économique et au progrès social de la Chine.Je tiens ici à exprimer mes sincères remerciements à toutes les représentations des Nations Unies et d'autres organisations internationales en Chine ainsi qu'à leurs personnels.中國作為聯合國重要的一員，將繼續(xù)維護《聯合國憲章》的宗旨和原則，維護聯合國的權威，支持聯合國在國際事務中發(fā)揮重要作用。中方認為，聯合國應繼續(xù)堅定履行維護世界和平與發(fā)展的使命；積極引導全球化朝均衡、普惠、共贏的方向發(fā)展；推動實現千年發(fā)展目標，尤其是在氣候變化領域繼續(xù)發(fā)揮領導作用，以公約和議定書為框架，堅持“共同但有區(qū)別責任”原則，攜手合作，共同應對；聯合國還應繼續(xù)深入人權與社會領域的工作，為應對非傳統(tǒng)挑戰(zhàn)做出不懈努力。La Chine, membre important de l'ONU, continuera à observer les buts et les principes de la Charte des Nations Unies, à défendre l'autorité de l'Organisation et à soutenir son r?le majeur dans les affaires internationales.Selon la Chine, l'ONU doit poursuivre résolument sa mission de sauvegarder la paix et de promouvoir le développement dans le monde;orienter la mondialisation vers le sens de l'équilibre, du bénéfice global et du gagnant-gagnant;contribuer à la réalisation des OMD

尊敬的哈桑副外長，尊敬的讓·平主席，各位同事，女士們，先生們：

在聯合國千年發(fā)展目標高級別會議召開的重要時刻，中非新朋老友再次聚集一堂，就重大國際和地區(qū)問題交換看法，為中非合作深入發(fā)展規(guī)劃前景，具有重要意義。在此，我首先對各位同事與會表示衷心感謝和熱烈歡迎！

去年11月，中非合作論壇第四屆部長級會議在埃及沙姆沙伊赫成功舉行，成為中非關系發(fā)展新的起點。在不到一年的時間里，中非雙方攜手努力，推動落實會議成果，成效顯著。中方新8項舉措全面推進，免債、免關稅、提供優(yōu)惠貸款、設立非洲中小企業(yè)發(fā)展專項貸款等舉措逐步實施，“中非科技伙伴計劃”和“中非聯合研究交流計劃”先后啟動，援建清潔能源項目、農技示范中心、中非友好學校取得積極進展。在論壇的引領下，中非政治交往更加密切，務實合作更加深入，人文交流更加頻繁，推進新型戰(zhàn)略伙伴關系的意愿更加堅定。我相信，在中非雙方共同努力下，論壇部長會成果一定能夠得到全面、有效落實，并把中非合作推向新的高度！

各位同事，女士們，先生們，當前，國際形勢繼續(xù)發(fā)生復雜深刻的變化。世界多極化和經濟全球化深入發(fā)展，國際格局正經歷重大的調整與變革。和平、發(fā)展、合作的時代潮流更加強勁，多邊主義和國際關系民主化深入人心。與此同時，國際金融危機深層次的影響還在不斷顯現，世界經濟復蘇的脆弱性和不平衡性進一步突出。國際和地區(qū)熱點問題此起彼伏，氣候變化、能源資源、糧食、公共衛(wèi)生安全等全球性問題日益突出，國際形勢中仍存在諸多不穩(wěn)定不確定因素。

非洲的和平與發(fā)展既面臨重要機遇，也需要應對嚴峻挑戰(zhàn)。近年來，非洲總體形勢繼續(xù)朝積極方向發(fā)展，和平穩(wěn)定大局進一步鞏固，經濟復蘇勢頭良好。非洲國家加強聯合自強，積極參與國際事務，在重大全球性問題上的集體影響力不斷上升。但我們也看到，非洲局部地區(qū)和平穩(wěn)定局面仍較脆弱，一些熱點問題長期得不到解決，恐怖主義、海盜、傳染病、氣候變化等非傳統(tǒng)安全威脅上升。國際金融危機對非洲經濟、社會的沖擊增加了非洲按期實現千年發(fā)展目標的難度。

建設持久和平、共同繁榮的和諧世界，離不開非洲的和平與發(fā)展。我們認為，發(fā)展是實現非洲和平的基礎。沖突往往與貧困相伴而生，并形成惡性循環(huán)。從根本上講，非洲的長治久安取決于能否加快經濟和社會發(fā)展，能否實現發(fā)展紅利的普惠。我們支持非洲國家以和平方式，通過協(xié)商、談判解決爭端，鼓勵非洲國家發(fā)揮資源優(yōu)勢、后發(fā)優(yōu)勢，勵精圖治，謀求發(fā)展。我們主張，非洲發(fā)展道路應由非洲人民來選擇。任何國家要實現發(fā)展，都必須走符合自身國情的道路。我們尊重非洲國家主權和自主選擇發(fā)展道路的權利，相信非洲人民有智慧、有能力通過自身不懈努力實現經濟振興和社會進步。我們呼吁，國際社會，特別是發(fā)達國家應切實承擔起幫助非洲發(fā)展的責任，切實兌現增加援助、減免債務、開放市場、轉讓技術等方面的承諾，推動多哈回合談判取得積極、全面、平衡的成果，為非洲發(fā)展創(chuàng)造有利的外部條件。發(fā)達國家特別要盡快落實氣候變化領域對非資金支持和技術轉讓的承諾，切實幫助非洲提高適應和應對氣候變化的能力。

今年是聯合國制定千年發(fā)展目標10周年。我們齊聚聯大，肩負著推動落實千年發(fā)展目標的重要使命。昨天，中國國務院總理溫家寶在聯合國千年發(fā)展目標高級別會議上全面闡述了中國政府在發(fā)展問題上的立場，并宣布了中國支持發(fā)展中國家發(fā)展的重要舉措。我們希望國際社會能進一步凝聚政治共識，增加發(fā)展投入，保障發(fā)展資源，以更加有效的行動幫助非洲盡早實現千年發(fā)展目標。

各位同事，女士們，先生們，中非合作是促進非洲和平與發(fā)展的重要力量，也是促進世界和平與發(fā)展的重要力量。當前，中非關系發(fā)生了歷史性變化，已超出雙邊關系范疇，影響著世界發(fā)展進程。我們應從戰(zhàn)略高度進一步加強中非合作，實現共同發(fā)展，并為提升發(fā)展中國家在國際政治、經濟格局中的整體地位，推動建立更加公正、合理的國際政治、經濟秩序作出積極貢獻。中方愿與非方一道，在以下幾方面加強團結合作：

第一，擴大多邊合作，積極應對全球性挑戰(zhàn)。共同推動國際經濟金融體系改革，支持增加發(fā)展中國家在國際金融機構中的代表性和發(fā)言權，強化國際金融機構的發(fā)展和減貧職能。中方支持非洲在國際經濟事務中發(fā)揮更大作用，支持增加非洲在二十國集團和國際貨幣基金組織中的代表性和發(fā)言權。致力于加強同非洲在重大全球性問題上的合作，共同推動國際社會關注發(fā)展中國家訴求，維護發(fā)展中國家正當權益。中方愿在南南合作和中非合作論壇框架下，同非方一道加緊建設“中非應對氣候變化伙伴關系”，推動坎昆會議取得積極成果。

第二，深化務實合作，加緊落實千年發(fā)展目標。共同推動國際經濟秩序和貿易體系向有利于發(fā)展中國家的方向轉變，為發(fā)展中國家實現千年發(fā)展目標創(chuàng)造良好的外部環(huán)境。推動國際社會尤其是發(fā)達國家加大對發(fā)展問題的支持和投入。中方將認真落實溫總理宣布的有關支持發(fā)展中國家發(fā)展的重要舉措，以及中非合作論壇第四屆部長級會議成果，幫助非洲提升自主發(fā)展能力，早日實現千年發(fā)展目標。

第三，加強安全合作，推動實現非洲持久和平。中方將大力支持非盟等地區(qū)組織加強自身維和能力建設，呼吁國際社會，特別是聯合國加大對非盟在索馬里維和行動的支持。中方反對任何旨在干擾和阻礙非洲熱點問題和平解決進程的行徑，支持非盟在國際刑事法院起訴蘇丹領導人問題上的立場。中方將繼續(xù)通過各種渠道建設性參與非洲熱點問題的解決，積極參與聯合國在非洲維和行動。

第四，完善機制合作，繼續(xù)拓展論壇發(fā)展空間。中非合作論壇既是中非友好的產物，也是中非合作不斷深化的重要平臺和“助推器”，在中非關系中發(fā)揮著不可替代的作用，也已成為國際對非合作的知名“品牌”。中非雙方都有責任維護好、發(fā)展好中非合作論壇，不斷完善論壇機制建設，豐富論壇內涵，創(chuàng)新合作模式，使之更緊密地契合時代的脈動，更好地促進中非關系，造福于中非人民。

Remarks by Foreign Minister Yang Jiechi At the Second Round of Ministerial Political Consultations Between China and Africa New York, 23 September 2010 2010/09/27

Your Excellency Deputy Foreign Minister Mr.Ibrahim A.Hassan Your Excellency Chairman Jean Ping, Dear Colleagues, Ladies and Gentlemen, I declare the beginning of the second round of ministerial political consultations between China and Africa.At the important moment when the United Nations meets for the High-level Plenary Meeting on the Millennium Development Goals(MDGs), we are once again gathered here to exchange views on major international and regional issues and draw up plans for deeper China-Africa cooperation in the future.Our meeting today is indeed of great significance.I wish to first extend sincere thanks and warm welcome to all the colleagues present.Last November, the Fourth Ministerial Conference of the Forum on China-Africa Cooperation(FOCAC)was successfully held in Sharm El Sheikh of Egypt.It marked a new starting point of China-Africa relations.In less than one year, notable results have been achieved in delivering the outcomes of the conference, thanks to our joint efforts.The eight new measures announced by China are being followed through across the board.Steps have been taken to implement the measures regarding debt relief, tariff exemption, concessional loans and the establishment of a special loan for small and medium-sized African businesses.The China-Africa Science and Technology Partnership and China-Africa Joint Research and Exchange Program have been launched in succession.And good progress has been made in building the clean energy facilities, agricultural technology demonstration centers and China-Africa friendship schools in Africa.Under the guidance of FOCAC, China and Africa have strengthened political exchanges, deepened practical cooperation and expanded cultural and people-to-people interactions.The two sides now have an even stronger will to advance the new type of China-Africa strategic partnership.I am confident that with the concerted efforts of China and Africa, the outcomes of the FOCAC ministerial conference will be implemented in a comprehensive and effective way and China-Africa cooperation will reach a new high.Dear Colleagues, Ladies and Gentlemen, We are witnessing complex and profound changes in the international situation.The world is moving further towards multi-polarity and economic globalization, and the global architecture is going through major adjustments and transformation.The trend of the times towards peace, development and cooperation has gained stronger momentum.And multilateralism and greater democracy in international relations now enjoy more popular support.On the other hand, the underlying impact of the international financial crisis is still being felt and the fragility and imbalance of world economic recovery has become more evident.International and regional hotspot issues keep flaring up.And global issues such as climate change, energy and resource security, food security and public health security have been thrown into sharp relief.There still exist many destabilizing factors and uncertainties in the international situation.Africa faces both important opportunities and severe challenges in pursuing peace and development.In recent years, the situation in Africa has on the whole been moving in the positive direction.Peace and stability have been strengthened and the economy has shown good momentum of recovery.African countries have intensified efforts to seek greater strength through unity and actively participated in international affairs.Their collective influence on major global issues has been on the rise.Yet we are also aware that peace and stability in some parts of Africa is still fragile.Some long-standing hotspot issues remain unresolved, and non-traditional security threats, including terrorism, piracy, communicable diseases and climate change, are looming large.The impact of the international financial crisis on the African economy and society has added to Africa’s difficulty in achieving the MDGs as scheduled.A harmonious world of enduring peace and common prosperity would not be possible without peace and development in Africa.We believe that development is the foundation for peace in Africa.Conflict and poverty often come hand in hand and form a vicious cycle.If Africa is to achieve durable peace and stability, it needs to speed up economic and social development and let all the people share the benefits of development.We support African countries in peacefully settling their disputes through consultation and negotiation, and encourage them to vigorously pursue development by giving full play to their strength in resources and advantage of being a late starter.We maintain that the development path of Africa should be a choice for the African people to make.Every country needs to take a path suited to its national conditions if it wants to achieve development.We respect the sovereignty of African countries and their right to independently choose their development paths.We believe that the African people have the wisdom and ability to achieve economic prosperity and social progress through their own unremitting efforts.We call on the international community, developed countries in particular, to earnestly fulfill its responsibility of helping Africa achieve development, faithfully honor its commitment of aid increase, debt relief, market access and technology transfer, work for positiFZSve, comprehensive and balanced outcomes at the Doha round negotiations, and create a favorable external environment for the development of African countries.It is of particular importance for developed countries to deliver as soon as possible their commitments of financial support and technology transfer to Africa for combating climate change, and help Africa build stronger capacity for adapting to and tackling climate change.This year marks the tenth anniversary of the adoption of the UN MDGs, and we are gathered here at the UN General Assembly with the important mission of pushing for their attainment.At the High-level Plenary Meeting on the MDGs yesterday, Premier Wen Jiabao set out the Chinese government’s position on the issue of development, and announced a series of important measures that China will take in support of the development of other developing countries.We hope that the international community will build up political consensus, increase input in development, secure development resources, and take more effective actions to help Africa meet the MDGs at an early date.Dear Colleagues, Ladies and Gentlemen, China-Africa cooperation is an important force for peace and development in Africa and the world at large.China-Africa relations have gone through historic changes and moved beyond the bilateral scope.Our relations now impact the course of world development.We should further enhance China-Africa cooperation from a strategic perspective and pursue common development.We should work together to raise the overall status of developing countries in international political and economic landscape and to build a more just and equitable international political and economic order.China stands ready to strengthen unity and cooperation with Africa in the following aspects: First, expand multilateral cooperation and actively meet global challenges.We should jointly push forward the reform of international economic and financial systems, support stronger representation and voice of developing countries in international financial institutions, and work to reinforce the development and poverty reduction functions of these institutions.China supports a bigger role for Africa in international economic affairs and stronger representation and voice of Africa in the G20 and IMF.We will continue to strengthen cooperation with Africa on major global issues.China and Africa should work together to encourage the international community to be attentive to the needs of developing countries and jointly uphold the legitimate rights and interests of developing countries.China will, within the framework of South-South cooperation and FOCAC, work with Africa to speed up the building of a China-Africa partnership in addressing climate change and push for positive outcomes at the Cancun conference.Second, deepen practical cooperation and speed up the implementation of the MDGs.We should make concerted efforts to facilitate a shift in the international economic order and trading system that is conducive to developing countries, and create a sound external environment for them in meeting the MDGs.We should urge the international community, developed countries in particular, to step up support and input in development.China will earnestly implement the important measures announced by Premier Wen for supporting the development of developing countries and the outcomes of the Fourth Ministerial Conference of FOCAC to help Africa raise capacities for self-development and achieve the MDGs.Third, enhance security cooperation and promote enduring peace in Africa.China will lend strong support to the African Union(AU)and other regional organizations in building their peacekeeping capacities, and call on the international community, the UN in particular, to scale up support for the AU’s peacekeeping operation in Somalia.China opposes any attempt to disrupt and impede the peaceful resolution of hotspot issues in Africa, and supports the AU’s position on the International Criminal Court’s indictment against the Sudanese leader.China will continue to play a constructive role through multiple channels in helping resolve the hotspot issues in Africa and take an active part in the UN peacekeeping operations in Africa.Fourth, improve cooperation mechanism and further expand the scope of FOCAC development.FOCAC is both a fruit of China-Africa friendship, and an important platform and “propeller” for deeper China-Africa cooperation.It plays an irreplaceable role in China-Africa relations, and has become a well-known “brand” in international cooperation with Africa.China and Africa have the shared responsibility to keep FOCAC in good shape, improve its institutional building, enrich its substance, and explore innovative models of cooperation, so that FOCAC can, in keeping with the trend of the times, play a During the visit, President Hu and President Obama will map out a blueprint together for China-US cooperation for the new era.They will also have extensive and in-depth discussions on major topics of mutual interest.President Hu will make important remarks and meet with people from various walks of life in the United States.He will comprehensively elaborate on the domestic and foreign policies of the Chinese government and on how to advance China-US relations in the new era.He will also invite Americans, young people in particular, to get actively involved in the worthy cause of China-US friendship.中美兩國政府有關部門、民間機構和企業(yè)界都在以極大的熱情為胡主席此訪積累務實合作成果。雙方有望在經貿、能源、環(huán)境、基礎設施建設、人文、科技等廣泛領域簽署一系列合作文件，宣布諸多新的合作項目。

At the moment, Chinese and American government agencies, non-governmental institutions and businesses are all working with great enthusiasm in preparation for President Hu's visit.They want to make the visit more fruitful by reaching new agreements in the field of practical cooperation.The two sides are expected to sign a series of important cooperation documents and announce a host of new cooperation projects in economy and trade, energy, environmental protection, infrastructure development, science and technology and people-to-people exchanges.回顧中美關系歷史，兩國領導人之間的高層交往一次又一次引領和推進了兩國關系的發(fā)展。從1972年尼克松總統(tǒng)訪華到1979年鄧小平同志訪美，再到1997年和2002年江澤民主席訪美、2006年胡錦濤主席訪美，都是這樣。我們有理由相信，在雙方共同努力下，胡錦濤主席此次國事訪問將有力促進新時期積極合作全面中美關系發(fā)展，提高中美務實合作水平，增進兩國人民了解和友誼，顯示中美共同維護世界和平、穩(wěn)定、發(fā)展意愿和行動。

The history of China-US relations shows that the high-level exchanges between leaders of the two countries have time and again given guidance to and promoted the growth of the bilateral relationship.This was true with President Nixon's visit to China in 1972 and Mr.Deng Xiaoping's visit to the United States in 1979.And it was true with President Jiang Zemin's visits to the United States in 1997 and 2002 and President Hu Jintao's visit to the United States in 2006.We have good reason to believe that with the efforts of both sides, President Hu's state visit will forcefully move forward the positive, cooperative and comprehensive China-US relationship in the new era.It will take our practical cooperation to a new high and enhance the mutual understanding and friendship between the two peoples.And it will demonstrate the will of China and the United States to act together for world peace, stability and development.各位朋友，Dear Friends, 胡主席此次訪美適逢奧巴馬總統(tǒng)執(zhí)政兩周年。我們積極評價過去兩年來中美關系取得的進展。中美關系是當今世界極為重要的雙邊關系。我們認為，過去兩年中美關系雖然遇到一些困難，但總體上取得了重要進展，以下領域尤其突出。

President Hu's upcoming visit to the United States will take place when the Obama administration concludes its second year in office.We commend the good progress the China-US relations have made over the past two years.The China-US relationship is an extremely important bilateral relationship in today's world.We believe that though China-US relationship has seen some difficulties in the past two years, it has made important overall progress particularly in the following areas.一是兩國高層交往和各層次溝通密切程度前所未有。中美關系在美國新一任總統(tǒng)就職后很短時間就實現平穩(wěn)過渡，兩國元首在24個月里7次成功會晤并實現國事互訪，其他各級官員也不拘形式地頻繁接觸。雙方還建立起中美戰(zhàn)略與經濟對話、人文交流高層磋商機制，為促進中美互信與合作搭建了獨特、有效的平臺。

First, the exchanges and communication between the two countries at the high-level and various other levels have never been closer.China-US relations achieved a smooth transition shortly after President Obama took office.In the past 24 months, the two presidents have had seven successful meetings.President Obama paid a state visit to China, and now President Hu will come to the United States for a state visit.Officials of the two countries at various levels have had frequent contacts in diverse forms.The two sides have established the China-US Strategic and Economic Dialogues and the high-level consultation on people-to-people exchange, setting up unique and effective platforms to enhance mutual trust and cooperation between China and the United States.二是兩國加強合作的強烈意愿和決心前所未有。2009年4月，胡錦濤主席和奧巴馬倫敦會晤中達成重要共識，雙方要共同努力建設21世紀積極合作全面的中美關系，為新時期中美關系發(fā)展指明了方向。胡主席多次強調，一個良好的中美關系符合兩國根本利益，有利于亞太地區(qū)乃至世界的和平、穩(wěn)定、繁榮；中國政府高度重視對美關系，將努力推進兩國合作。同樣，奧巴馬總統(tǒng)和美國政府也高度重視中美關系，致力于加強兩國合作。

Second, the desire and resolve of the two countries to strengthen their cooperation have never been stronger.In April 2009, President Hu and President Obama reached important agreement when they met in London that the two sides should work together to build a positive, cooperative and comprehensive China-US relationship for the 21st century.This has charted the course for the growth of China-US relations in the new era.President Hu emphasizes on many occasions that a sound China-US relationship is in the fundamental interests of the two countries and serves peace, stability and prosperity in the Asia-Pacific region and the world at large.He stressed that the Chinese government places high importance on its relations with the United States and will work to promote cooperation with the United States.Likewise, President Obama attaches a great deal of importance to China-US relations.The US government has stressed its commitment to stronger cooperation between the two countries.三是中美利益交融程度前所未有。兩國同舟共濟應對國際金融危機，推進全球經濟治理改革，為推動世界經濟復蘇共同發(fā)揮了重要作用。中美經貿關系邁上新臺階，2010年兩國經貿總額有望達到3800億美元，中國已連續(xù)9年成為美國增長最快的主要出口市場。中國企業(yè)對美投資快速增長。截至2010年11月底，中國企業(yè)對美非金融類直接投資超過44億美元，為美國經濟復蘇和保障就業(yè)作出了貢獻。兩國在能源、環(huán)境等雙邊廣泛領域的交流合作也在向新的廣度和深度拓展。

Third, the Chinese and American interests have converged as never before.Together, we have tackled the international financial crisis, pushed forward the reform of global economic governance and played an important role in spurring world economic recovery.The China-US business ties have been taken to a new level.Two-way trade is expected to top US$380 billion in 2010.China has been the fastest-growing major export market of the United States for nine consecutive years.Investment by Chinese enterprises in the United States has rapidly increased.By the end of November 2010, Chinese businesses had made over US$4.4 billion of non-financial direct investment in the United States.All this has contributed to the economic recovery and the protection of jobs in the United States.Our bilateral exchanges and cooperation in a wide range of areas including energy and environment have been growing in breadth and depth.四是兩國人民參與中美關系進程之廣泛、深入前所未有。目前，有12萬中國人在美留學，2萬多美國人在華學習。據中方統(tǒng)計，中美之間的旅游者每年已超過300萬，每周有110多次客運航班往返于太平洋兩岸。中美已建立起36對友好省州、161對姊妹城市關系。這些密切交往，在中美間架起無數座友誼與合作的橋梁。

Fourth, the two peoples have never been engaged in China-US relations in such a broad and in-depth manner.Today, around 120,000 Chinese students are studying in the United States and more than 20,000 American students are studying in China.According to Chinese statistics, over three million tourists visit each other's countries every year, and 110-plus passenger flights fly between the two countries every week.China and the United States have forged 36 pairs of friendship province/state and 161 sister city relationships.Such close interactions have built countless bridges of friendship and cooperation between the two countries.五是中美在重大國際地區(qū)問題上的溝通協(xié)調前所未有。兩國就朝鮮半島局勢、伊朗核、南亞等地區(qū)熱點和氣候變化、二十國集團、聯合國改革、打擊跨國犯罪等全球性問題保持著有效協(xié)調，共同為維護世界和平安全，促進全球可持續(xù)發(fā)展發(fā)揮了重要積極作用，使中美合作具有更加豐富的戰(zhàn)略內涵和更加重要的全球影響。

Fifth, the communication and coordination between China and the United States on major regional and international issues have never been better.The two countries have maintained effective coordination on regional hotspot issues such as the situation on the Korean Peninsula, the Iranian nuclear issue and South Asia, and on global issues including climate change, G20, the UN reform, and fighting transnational crimes.Working together, the two countries have played an important and positive role in upholding world peace and security and promoting global sustainable development.The China-US cooperation has become more strategic in terms of substance and more important in terms of global impact.回顧這兩年的中美關系發(fā)展，是什么使我們在合作的道路上彼此走近？我認為，是日益增多的共同利益，是雙方為了兩國和世界人民的福祉攜手抓住機遇、共迎挑戰(zhàn)的需要，這就是21世紀中美關系的基礎。

What is it that has brought China and the United States closer to each other in the course of cooperation in the past two years? I believe that it is our growing common interests.It is the growing sense of an important reality that China-US relations in the 21st century should be anchored in joint efforts to seize common opportunities and address common challenges for the welfare of our two peoples and the people of the world.盡管中美關系仍存在一些問題，中美雙方都有一個基本共識，那就是，中美關系太重要了，中美共同利益遠遠大于分歧，合作始終是兩國關系的主流。我們必須把分歧和矛盾放在恰當位置上來看待并妥善處理。必須以兩國合作大局為重，加強風險控制和分歧管理，不能因不同而不睦。應確保中美關系這艘大船繼續(xù)沿著正確的航向前進。

With regard to issues in China-US relations, whatever the differences, there is a basic consensus between China and the United States, namely, the China-US relationship is far too important, the two countries have far more common interests than disagreements, and cooperation is always the defining feature of this relationship.It is imperative for us to put the differences and problems in the right perspective and address them properly.It is imperative to bear in mind the larger picture of our cooperation and step up efforts to control and manage risks and disagreements.We cannot afford to be at odds just because we are different.We must make sure that this giant ship of China-US relations will continue to sail along the right course.當然我需要指出，應堅持國際關系準則、中美三個聯合公報、兩國政府間的聯合聲明。這是處理雙邊關系尤其是涉及主權、安全和領土完整等敏感問題的基礎。

Of course, I need to point out that the norms governing international relations, the three Sino-US joint communiqués and the joint statement between our two governments should be strictly adhered to, as they constitute the basis for conducting our bilateral relations, especially concerning such sensitive issues as those on sovereignty, security and territorial integrity.女士們，先生們，Ladies and Gentlemen，我愿借此機會談談大家都關心的朝鮮半島局勢問題。

As many of you are closely following the situation on the Korean Peninsula, I wish to take this opportunity to make a few observations on the topic.中國同朝鮮半島陸地相連，隔海相望。我們的半島政策目標可以用“和平、穩(wěn)定、無核”六個字來概括。為此，中方一直在敦促半島南北雙方冷靜克制，推動他們接觸對話。事實說明，施壓用強無助于解決問題，對話協(xié)商才是根本出路。正是基于此，我們一直積極推動有關方面通過接觸對話探尋解決問題的有效辦法。我們認為，六方會談是推進半島無核化、維護半島穩(wěn)定、實現東北亞長治久安的最佳平臺和有效依托。我們呼吁盡快舉行六方會談團長緊急磋商，在此基礎上適時重啟六方會談，有關各方全面、平衡履行“9·19”共同聲明，推動半島無核化進程繼續(xù)向前走。

China and the Korean Peninsula are connected by land and share a body of water in between.Our policy objectives vis-à-vis the Peninsula can be summed up in three words: peace, stability and nuclear-free.To this end, we have been urging both the North and the South to keep calm and exercise restraint, and to engage in dialogue.Facts have shown that pressure and force will not lead to a solution.Only dialogue and consultation will offer the way out.It is for this reason that we have been actively encouraging the parties concerned to explore a working solution through contacts and dialogue.We believe that the Six-Party Talks are the best platform and an effective framework to advance denuclearization and uphold stability on the Peninsula and achieve enduring peace and stability in Northeast Asia.We have called for emergency consultations of the heads of delegation to the Six-Party Talks as soon as possible.We call for the resumption of the Talks in due time on the basis of the emergency consultations.And we call on the parties concerned to follow through with the Joint Statement of 19 September 2005 in a comprehensive and balanced manner in order to keep the denuclearization process going.維護和平穩(wěn)定，實現無核化，是中美在半島問題上最大的共同利益和目標。過去幾年，中美就半島有關問題開展了密切溝通和協(xié)調，進行了很好的合作。我們要繼續(xù)攜手并與其他各方合作，共同維護半島和平穩(wěn)定，推動半島無核化進程，實現東北亞長治久安。

To maintain peace and stability and achieve denuclearization are the largest common interests and goals of China and the United States regarding the Korean Peninsula.In the past few years, China and the United States have had close communication and coordination and cooperation on issues related to the Peninsula.We need to keep working together and cooperate with other relevant parties to uphold peace and stability and promote the denuclearization on the Peninsula and to achieve long-term peace and stability in Northeast Asia.女士們，先生們，朋友們，Ladies and Gentlemen, Dear Friends，在座各位專家學者在各自的研究領域造詣精深，也是重要的“輿論領袖”。你們的研究成果、文章著作，對美國對華民意和輿論導向具有重要影響。希望中美兩國學術界多交流、多合作，共同把中國和美國客觀、真實、全面地介紹給兩國人民，讓更多兩國民眾認識到中美合作的重要意義，讓中美友好更加深入人心。

今年是聯合國千年發(fā)展目標中期審評年。此時召開非洲發(fā)展高級別會議，有助于各方回顧對非洲發(fā)展承諾的落實情況，評估非洲發(fā)展的需求與挑戰(zhàn)，幫助和推動非洲加快發(fā)展，具有特殊意義。

Co-Chairmen,Ladies and Gentlemen,This year is the year of mid-term review of the UN Millennium Development Goals(MDGs).It is of special significance that we are having the high-level meeting on Africa's development needs at this time, as this will help all parties review the delivery of their commitments to Africa's development, evaluate Africa's development needs and challenges and offer assistance and support to the accelerated development of Africa.當今世界，求和平、謀穩(wěn)定、促發(fā)展是各國人民的共同心愿。然而，天下并不太平，傳統(tǒng)熱點依舊，新的沖突時有發(fā)生，恐怖威脅、疾病傳播、環(huán)境惡化、貧富加劇等非傳統(tǒng)安全問題日益突出。經濟全球化給發(fā)展中國家?guī)頇C遇，也造成挑戰(zhàn)。

近年來，非洲和平安全形勢不斷改善，區(qū)域合作和 一體化進程穩(wěn)步推進。非洲經濟保持了較快增長，貿易條件有所改善，債務負擔進一步減輕，政府治理能力不斷加強。非洲發(fā)展的步伐正在加快，勢頭令人鼓舞。同 時，非洲在前進的道路上仍面臨艱巨挑戰(zhàn)：和平穩(wěn)定局面亟待進一步鞏固；農業(yè)基礎和糧食安全有待繼續(xù)加強；基礎設施薄弱、發(fā)展資金匱乏、外債負擔沉重影響著 投資環(huán)境的改善，制約著自主發(fā)展能力的提升；醫(yī)療衛(wèi)生、文化教育等社會事業(yè)的嚴重滯后也阻礙著人民生活水平的提高。

In today's world, peace, stability and development are the shared aspiration of people of all countries.However, the world is not trouble-free.While traditional hotspot issues remain unresolved, new conflicts break out from time to time.Non-traditional security issues are growing more serious, including terrorist threats, spread of diseases, environmental degradation and widening income gaps.Economic globalization presents both opportunities and challenges to developing countries.In recent years, the peace and security situation in Africa has kept improving and steady progress has been made in regional cooperation and its integration process.Africa has maintained fairly rapid economic growth.Its terms of trade have improved, its debt burden eased further and its governance capacity strengthened.Africa is now showing an encouraging momentum of accelerated development.At the same time, Africa is still faced with daunting challenges on the way ahead.Its peace and stability need to be consolidated, and its agricultural basis and food security need to be strengthened.Its weak infrastructure, lack of development finance and heavy burden of external debt affect the improvement of its investment climate and independent development capacity.The serious shortfalls in social services such as health and medical care, culture and education also make it more difficult to improve people's living standards.非洲國家占聯合國會員國的四分之一，人口占世界 的12%，而非洲的國內生產總值卻只占全世界總額的1%，貿易占全球貿易總量的2%。沒有非洲的發(fā)展，就沒有世界的共同持久發(fā)展。國際社會應加大重視非洲 問題，傾聽非洲聲音，尊重非洲意見，照顧非洲關切，支持非洲各國政府和人民實現發(fā)展的努力。

African countries account for one quarter of the UN membership and 12 percent of the world's population, but only one percent of the world's total GDP and two percent of the global trade.Without the development of Africa, there would be no sustained development of the whole world.The international community should pay closer attention to the issues of Africa, listen to and respect its views, accommodate its concerns and support African governments and peoples in their development efforts.第一，維護非洲和平穩(wěn)定。和平是發(fā)展的前提和保 障。當前，部分非洲國家仍面臨動蕩的威脅。聯合國應發(fā)揮積極作用，推動有關各方通過協(xié)商和談判解決爭端，維護和鞏固非洲和平與穩(wěn)定，為非洲發(fā)展創(chuàng)造良好的 政治環(huán)境。國際社會應本著強烈的緊迫感和使命感，幫助非洲國家發(fā)展經濟、消除貧困、改善環(huán)境、推動社會進步，消除非洲沖突和不穩(wěn)定的根源問題。

第二，落實對非援助承諾。非洲發(fā)展離不開國際社 會的大力支持。國際社會特別是發(fā)達國家應盡快全面落實對非洲的各項援助承諾，將官方發(fā)展援助提高到國民收入的0.7%。發(fā)展中國家應不斷深化南南合作，加 強與非洲的互幫互助。除政府部門外，還應動員社會各界形成合力，包括促進企業(yè)界、民間組織和國際組織加大對非支持力度。提供的援助應有針對性，符合并滿足 非洲人民的根本和長期需要。提供幫助要尊重非洲國家的主權，確保受援國的自主權、領導權和充分的政策空間，支持非洲各國根據本國國情選擇的發(fā)展道路和模式。

First, it is important to safeguard peace and stability in Africa.Peace is the precondition and guarantee for development.At present, some African countries are still under threats of instability.The UN should play a positive role and urge all parties concerned to settle disputes through consultation and negotiation in order to maintain and consolidate peace and stability in Africa and create a favorable political environment for Africa's development.The international community should have a strong sense of urgency and mission to help African countries develop economy, eradicate poverty, improve the environment, promote social progress and remove the root causes of conflicts and instability in Africa.Second, it is important to deliver on the commitments of assistance to Africa.Africa's development cannot be possible without the strong support of the international community.The international community, the developed countries in particular, should fully honor all assistance commitments to Africa and increase their official development assistance(ODA)to 0.7 percent of their national incomes.The developing countries should continuously deepen South-South cooperation and strengthen mutual help with Africa.In addition to government departments, all sectors in society should be mobilized to form synergies, and this includes encouraging businesses, non-governmental organizations and international organizations to give more support to Africa.Assistance should be relevant in such a way that meets the basic and long-term needs of African people.In providing assistance, it is important to respect the sovereignty of African countries, ensure the ownership, leadership and full policy space of recipient countries, and support the development paths and models that African countries choose according to their national conditions.第三，增強非洲能力建設。從長遠角度看，非洲的 發(fā)展要依靠非洲國家自身的能力。非洲各國需制定切合實際的國家發(fā)展戰(zhàn)略并切實貫徹落實，努力增強可持續(xù)發(fā)展能力。國際社會應在債務減免、市場準入、技術轉 讓等方面向非洲國家傾斜，幫助非洲國家克服發(fā)展障礙。在國際經濟、金融、貿易領域，應為非洲國家自身發(fā)展提供有利外部條件，增加非洲國家在國際金融機構中 的代表權和發(fā)言權，推動國際經濟秩序朝著更加合理的方向發(fā)展。

第四，幫助非洲應對全球性挑戰(zhàn)。近年來，氣候變 化、糧食危機、金融動蕩、能源價格上漲等問題不僅給全球經濟發(fā)展增添了新的不確定因素，也給非洲國家實現發(fā)展帶來新的挑戰(zhàn)。這些問題無一不關乎基本民生，如得不到切實解決，將嚴重侵蝕非洲國家多年來為消除貧困所作的努力。國際社會應對廣大非洲國家的切身關切和呼聲給予更多的理解和支持，采取更多的實際行 動，進一步加強溝通與協(xié)調，通過真正的全球伙伴關系共同應對全球性挑戰(zhàn)，實現互利共贏。

Third, it is important to step up capacity building for Africa.To achieve long-term development, African countries must rely on their own capacity.They need to formulate and translate into real action national development strategies suited to their respective conditions and strengthen capacity for sustainable development.The international community should offer African countries favorable conditions in debt relief, market access and technology transfer to help them overcome development obstacles.In the fields of global economy, finance and trade, it is important to provide African countries with an enabling external environment for their self-development, increase their voice and participation in international financial institutions, and make the international economic order more equitable.Fourth, it is important to help Africa meet global challenges.In recent years, climate change, food crisis, financial turbulences and rising energy prices have not only increased uncertainties in world economic growth, but also posed new challenges to Africa's development.As all these issues bear on people's basic livelihood, failure to properly resolve them will erode African countries' poverty eradication efforts over the years.The international community should better appreciate African countries' concerns and desire and give them greater support by increasing substantive actions and strengthening consultation and coordination, and work together to meet global challenges and achieve win-win results through a genuine global partnership.主席先生，中國是世界上最大的發(fā)展中國家，非洲是發(fā)展中國家最集中的大陸。中非合作是南南合作的重要組成部分。進一步加強同非洲的友好合作，支持非洲實現和平與發(fā)展，是中國政府堅定不移的方針。

半個多世紀以來，中國政府向非洲提供了力所能及 的援助。截至2007年底，中方幫助非洲國家建設了近900個基礎設施和社會公益項目；先后向50個非洲國家派出醫(yī)療隊共計1.6萬人次，診治患者近1.9億人次；共向非洲國家提供政府獎學金2萬多人次。中國對非直接

投資達44.6億美元，中非貿易額2007年達到733.1億美元。

Co-Chairmen,China is the largest developing country and Africa is the continent with the biggest concentration of developing countries.China-Africa cooperation is an important part of the South-South cooperation.The Chinese Government is firmly committed to strengthening its friendly cooperation with Africa and supporting Africa in achieving peace and development.For over 50 years, the Chinese Government has provided assistance to Africa to the best of its capability.By the end of 2007, China had built nearly 900 infrastructure and public welfare projects, sent 16,000 medical personnel to 50 African countries, where they had treated nearly 190 million patients, provided over 20,000 government scholarships, and made US$4.46 billion of direct investments in Africa.Two-way trade between China and Africa reached US$73.31 billion in 2007.在中非合作論壇框架下，中國免除了34個非洲重 債窮國和最不發(fā)達國家債務308筆，為非洲培訓了2.2萬多名各類人才。中國政府在2006年中非合作論壇北京峰會上宣布的加強中非務實合作、支持非洲發(fā) 展的8項政策措施正在積極落實并已取得重要成果。事實證明，近年來中國加強對非合作，為促進非洲經濟社會發(fā)展、增加就業(yè)、提高人民生活水平發(fā)揮了積極作 用，是互利互惠的南南合作的成功典范，為中國和非洲的發(fā)展都提供了新的機遇。中方對此感到高興。今后，中方將繼續(xù)與非洲國家加強溝通，密切配合，進一步落 實好中非合作論壇北京峰會成果，繼續(xù)采取切實有效措施支持非洲發(fā)展，扎實推進中非新型戰(zhàn)略伙伴關系，造福于中非人民。未來5年內，我們還將在農業(yè)、教育、衛(wèi)生、醫(yī)療、清潔能源等領域向非洲國家提供進一步援助和支持。

Within the framework of the Forum on China-Africa Cooperation(FOCAC), China has cancelled 308 debts of 34 Heavily Indebted Poor Countries and Least Developed Countries in Africa and trained more than 22,000 professionals in various fields for Africa.The eight policy measures announced by the Chinese Government at the 2006 FOCAC Beijing Summit for enhancing practical cooperation between China and Africa and supporting Africa's development are now well under implementation and have produced important results.Facts have shown that through strengthened cooperation, China has played a positive role in Africa's economic and social development, expansion of employment and improvement of people's livelihood.We are glad to see

that such cooperation has become a successful example of mutually beneficial South-South cooperation and provided new opportunities for the development of both China and Africa.China will continue to enhance communication and cooperation with African countries, ensure the successful implementation of the measures adopted at the Beijing Summit, and take effective steps to support Africa's development.This way, the new type of China-Africa strategic partnership will be advanced to the benefit of the Chinese and African people.In the next five years, China will provide further assistance and support to African countries in agriculture, education, public health, medical care and clean energy.主席先生，二十一世紀是一個發(fā)展的世紀。我們期待，發(fā)展的成果能夠惠及包括非洲在內的世界各國人民，真正實現一個持久和平、共同繁榮的和諧世界。中國愿與世界各國一道，為此繼續(xù)作出努力。
