歐洲債務(wù)危機(jī)即歐洲主權(quán)的債務(wù)危機(jī)。其是指在2008年金融危機(jī)發(fā)生后，希臘等歐盟國(guó)家所發(fā)生的債務(wù)危機(jī)。

一、歐債危機(jī)產(chǎn)生的原因

（一）外部原因：

1、金融危機(jī)中政府加杠桿化使債務(wù)負(fù)擔(dān)加重。全球金融危機(jī)推動(dòng)私人企業(yè)去杠桿化、政府增加杠桿。各國(guó)政府紛紛推出刺激經(jīng)濟(jì)增長(zhǎng)的寬松政策，公共財(cái)政現(xiàn)金流呈現(xiàn)出趨于枯竭的惡性循環(huán)，債務(wù)負(fù)擔(dān)成為不能承受之重。

2、評(píng)級(jí)機(jī)構(gòu)煽風(fēng)點(diǎn)火，助推危機(jī)蔓延。評(píng)級(jí)機(jī)構(gòu)不斷調(diào)低主權(quán)債務(wù)評(píng)級(jí)，助推危機(jī)進(jìn)一步蔓延。全球三大評(píng)級(jí)機(jī)構(gòu)（標(biāo)準(zhǔn)普爾公司、穆迪投資者服務(wù)公司和惠譽(yù)國(guó)際信用評(píng)級(jí)公司）不斷下調(diào)危機(jī)中各國(guó)的主權(quán)評(píng)級(jí)。

（二）內(nèi)部原因：

1、歐元區(qū)的貨幣政策與財(cái)政政策相分離。歐元區(qū)的貨幣政策由歐洲央行統(tǒng)一制定，財(cái)政政策卻在各歐元區(qū)的各成員國(guó)手中，二元結(jié)構(gòu)的體制矛盾是引發(fā)歐債危機(jī)的制度性原因。

2、歐元區(qū)內(nèi)各國(guó)經(jīng)濟(jì)發(fā)展不平衡。德、法兩國(guó)經(jīng)濟(jì)為主導(dǎo)，其他國(guó)家相對(duì)落后。但是歐元區(qū)的成員國(guó)步伐必須一致，采取相似的財(cái)政政策來拉動(dòng)就業(yè)和增長(zhǎng)，內(nèi)部經(jīng)濟(jì)的不平衡加速了歐債危機(jī)的出現(xiàn)。

3、歐洲沒有堅(jiān)持量入為出，過度依賴外資。當(dāng)經(jīng)濟(jì)受到外部沖擊時(shí)，政府不能因外資的突然撤出而維持經(jīng)濟(jì)的正常的運(yùn)轉(zhuǎn)，債務(wù)危機(jī)出現(xiàn)成為必然。

4、政府的社會(huì)福利負(fù)擔(dān)重。歐美國(guó)家的社會(huì)福利保障幾乎涵蓋了人們的生老病死、失業(yè)、退休、住房等生活的方方面面。特別是近幾年歐美人口老齡化趨勢(shì)明顯，歐美政府為了維持高額的福利開支，不得不大舉外債，必然會(huì)造成巨額的財(cái)政赤字，債務(wù)危機(jī)不可避免。

5、虛擬經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)脫節(jié)。虛擬經(jīng)濟(jì)賺錢比較容易，一些歐美資本家就過度的使用金融工具和金融衍生產(chǎn)品，虛擬經(jīng)濟(jì)脫離實(shí)體經(jīng)濟(jì)而過度發(fā)展，導(dǎo)致泡沫經(jīng)濟(jì)，引起金融危機(jī)的產(chǎn)生。

二、歐盟各國(guó)的補(bǔ)救措施

1、實(shí)行緊縮的財(cái)政政策。處于債務(wù)危機(jī)漩渦的“歐洲五國(guó)”首先采取削減財(cái)政赤字的緊縮財(cái)政政策。

2、向市場(chǎng)注入流動(dòng)性。歐洲央行則主要是向歐洲銀行體系注入流動(dòng)性，以使歐元區(qū)各大銀行的資產(chǎn)負(fù)債得以釋放，暫緩歐洲國(guó)家因主權(quán)債務(wù)危機(jī)而導(dǎo)致的流動(dòng)性不足問題。

三、歐債危機(jī)對(duì)中國(guó)的影響

（一）對(duì)出口的沖擊

歐盟又是中國(guó)最大的出口市場(chǎng)，危機(jī)導(dǎo)致歐元區(qū)增長(zhǎng)下降，造成中國(guó)對(duì)歐盟的出口減少。隨著歐洲債務(wù)危機(jī)得到控制，對(duì)中國(guó)出口的影響會(huì)降低。

（二）加劇短期資本流動(dòng)波動(dòng)性

歐債危機(jī)導(dǎo)致全球避險(xiǎn)情緒加重，資金紛紛回流美元。中國(guó)會(huì)面臨更加洶涌的短期資本流入，經(jīng)濟(jì)的波動(dòng)性增加。

三、給中國(guó)帶來的啟示

第一，擴(kuò)大內(nèi)需，轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)模式，增強(qiáng)經(jīng)濟(jì)的內(nèi)生增長(zhǎng)能力，不能完全走政府主導(dǎo)的投資拉動(dòng)型經(jīng)濟(jì)發(fā)展模式。歐洲債務(wù)危機(jī)發(fā)生的根本原因是各國(guó)的經(jīng)濟(jì)增長(zhǎng)發(fā)力, 國(guó)際產(chǎn)業(yè)競(jìng)爭(zhēng)力下降。

第二，擴(kuò)大中央政府和地方政府的融資渠道，實(shí)現(xiàn)政府的收入和支出相匹配，不能高估外債與地方政府負(fù)債的承受能力。歐洲債務(wù)危機(jī)的本質(zhì)原因就是政府的債務(wù)負(fù)擔(dān)超過了自身的承受范圍，而引起的違約風(fēng)險(xiǎn)。

第三,我國(guó)不能草率地建立或加入亞洲共同貨幣區(qū)。

美債危機(jī)

一、原因

1、美國(guó)債務(wù)危機(jī)是由財(cái)政擴(kuò)張、次貸危機(jī)引起的。2008年金融危機(jī)爆發(fā)后，在金融體系幾乎崩潰，社會(huì)經(jīng)濟(jì)難以正常運(yùn)行下，政府不得作為最后的救世者介入，將龐大的私人債務(wù)轉(zhuǎn)化為公共債務(wù)。美國(guó)長(zhǎng)期的財(cái)政赤字以及不斷轉(zhuǎn)化的公債，使美國(guó)的主權(quán)債務(wù)危機(jī)日益嚴(yán)重，達(dá)到了無法持續(xù)的程度，爆發(fā)了金融危機(jī)。

2、美國(guó)債務(wù)危機(jī)是美國(guó)政治鬧劇。在美國(guó)選舉政治制度下，各政黨為了爭(zhēng)取選票和迎合選民要求，都不愿意放棄美國(guó)長(zhǎng)期以來的福利政策。其結(jié)果導(dǎo)致政府債務(wù)壓力越來越大，最終美國(guó)政府難以承受。因此，美債危機(jī)很大程度上是美國(guó)政黨借此機(jī)會(huì)爭(zhēng)奪政治地位和政治優(yōu)勢(shì)而導(dǎo)致的一場(chǎng)鬧劇。

3、財(cái)政赤字大與儲(chǔ)蓄率降低。但是美國(guó)仍然有政策回旋空間，美國(guó)現(xiàn)在搞結(jié)構(gòu)量化，調(diào)整政府負(fù)債結(jié)構(gòu)，把短期負(fù)債變成長(zhǎng)期負(fù)債，表明政府將繼續(xù)進(jìn)行需求管理。

二、美國(guó)政府采取的措施

第一，實(shí)施緊縮的財(cái)政計(jì)劃，削減財(cái)政赤字。

第二，提高債務(wù)上限。2011年8月，美國(guó)總統(tǒng)奧巴馬簽署了參議院通過的債限法案《2011年預(yù)算控制法案》，規(guī)定聯(lián)邦將債務(wù)上限從12.4萬億美元提高到14.29萬億美元。雖然這使美國(guó)政府繼續(xù)借新債還舊債，但卻使財(cái)政部獲得4000億的舉債額度，使美國(guó)國(guó)債沒有發(fā)生違約，美債危機(jī)暫時(shí)得到平息。

第三，美元貶值。當(dāng)美國(guó)債務(wù)負(fù)擔(dān)負(fù)擔(dān)過重時(shí)，就可以通過一個(gè)非常重要有效的措施減輕債務(wù)，即通過貨幣貶值的手段減輕美國(guó)的實(shí)際債務(wù)負(fù)擔(dān)，從而沖銷對(duì)外的巨額債務(wù)。

結(jié)構(gòu)性減稅

現(xiàn)階段在國(guó)際國(guó)內(nèi)經(jīng)濟(jì)運(yùn)行復(fù)雜形勢(shì)下，要繼續(xù)實(shí)行積極財(cái)政政策，注重?cái)U(kuò)大內(nèi)需，加快發(fā)展方式轉(zhuǎn)變，其中的政策重點(diǎn)之一，是進(jìn)一步把結(jié)構(gòu)性減稅的文章做足，通過結(jié)構(gòu)性減稅一系列正面效應(yīng)的充分發(fā)揮，來服務(wù)于國(guó)民經(jīng)濟(jì)又好又快發(fā)展全局。對(duì)此談兩點(diǎn)認(rèn)識(shí)：

一、結(jié)構(gòu)性減稅的必要性和可行性

第一，這是世界金融危機(jī)沖擊帶來的重要啟示之一。我國(guó)在全面開放、已形成高外貿(mào)、外向依存度的情況下，今后不論是經(jīng)濟(jì)相對(duì)高漲期還是相對(duì)低迷期，都必須更加注重?cái)U(kuò)大內(nèi)需，而擴(kuò)大內(nèi)需的重要機(jī)制之一是結(jié)構(gòu)性減稅。

第二，當(dāng)下歐債危機(jī)陰云密布、世界經(jīng)濟(jì)演變趨勢(shì)的不確定性十分明顯，企業(yè)界預(yù)期不好，實(shí)體經(jīng)濟(jì)更有信心不足、士氣不振、盈利前景看淡的困惑，很有必要運(yùn)用結(jié)構(gòu)性減稅沖抵不良預(yù)期，支撐實(shí)體經(jīng)濟(jì)的基本景氣水平。

第三，我國(guó)產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)品結(jié)構(gòu)面臨迫切的調(diào)整、優(yōu)化任務(wù)，提高增長(zhǎng)質(zhì)量、加快發(fā)展方式轉(zhuǎn)變需要充分運(yùn)用稅收等依法、規(guī)范的經(jīng)濟(jì)杠桿，而結(jié)構(gòu)性減稅正是在運(yùn)用稅收杠桿時(shí)配之以提升有效供給、促進(jìn)結(jié)構(gòu)優(yōu)化的鮮明導(dǎo)向，在加快發(fā)展方式轉(zhuǎn)變方面應(yīng)有不可忽視的作用與貢獻(xiàn)。

第四，隨我國(guó)企業(yè)主體和居民個(gè)人的納稅人意識(shí)、公民意識(shí)上升、稅收負(fù)擔(dān)的被關(guān)注度也迅速上升。我國(guó)稅制結(jié)構(gòu)中的間接稅比重過高、由企業(yè)承擔(dān)的比重過高，而由本有支付能力的先富階層承擔(dān)的直接稅比重低到幾乎微不足道水平，這是應(yīng)當(dāng)明確指出的顯著缺陷，并且正在引發(fā)社會(huì)公眾的“稅收痛苦”感受，以及再分配機(jī)制滯后于社會(huì)發(fā)展的負(fù)面效應(yīng)。十分需要以低收入端、小微企業(yè)端、實(shí)體經(jīng)濟(jì)端等為重點(diǎn)的結(jié)構(gòu)性減稅，配之以其它優(yōu)化收入分配的舉措，來回應(yīng)公眾關(guān)切和順應(yīng)民心，降低恩格爾系數(shù)較高的社會(huì)群體的稅收痛苦，優(yōu)化分配再分配，促進(jìn)社會(huì)和諧。

二、2012年及今后幾年結(jié)構(gòu)性減稅可考慮的要點(diǎn)

1．在進(jìn)口環(huán)節(jié)適當(dāng)?shù)?、有選擇性地降低關(guān)稅。今年財(cái)政部門已布置600多項(xiàng)進(jìn)口產(chǎn)品的關(guān)稅稅率下調(diào)，有利于降低相關(guān)企業(yè)和消費(fèi)者負(fù)擔(dān)，應(yīng)落地做細(xì)。

2．中小企業(yè)、小微企業(yè)的增值稅、營(yíng)業(yè)稅“起征點(diǎn)”提高已于去年秋天明確宣布，需在各地盡快形成實(shí)施細(xì)則，把好事做實(shí)，實(shí)事做好。

3．上海今年1月1日先行先試的增值稅擴(kuò)圍改革是一個(gè)重要的結(jié)構(gòu)性減稅舉措，可消除三產(chǎn)、建安、交通企業(yè)的重復(fù)征稅因素，鼓勵(lì)專業(yè)化細(xì)分和升級(jí)換代，進(jìn)而改進(jìn)服務(wù)提振消費(fèi)、轉(zhuǎn)變方式惠及民生，應(yīng)在試點(diǎn)取得一定經(jīng)驗(yàn)后積極擴(kuò)大覆蓋面，直至最終對(duì)統(tǒng)一市場(chǎng)全覆蓋。

4．對(duì)企業(yè)的研發(fā)投入、技改項(xiàng)目和可界定的創(chuàng)新活動(dòng)、以及戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展項(xiàng)目、動(dòng)漫等文化創(chuàng)意產(chǎn)業(yè)等，應(yīng)積極適當(dāng)匹配所得稅抵減、增值稅和營(yíng)業(yè)稅降低稅率、相關(guān)融資支持的稅收優(yōu)惠等結(jié)構(gòu)性減稅措施。

當(dāng)然，結(jié)構(gòu)性減稅并不代表我國(guó)稅收改革任務(wù)的全部，資源稅、房產(chǎn)稅等方面的改革，很有必要得到統(tǒng)籌的規(guī)劃設(shè)計(jì)，與諸種結(jié)構(gòu)性減稅措施良性結(jié)合相輔相成。

一、經(jīng)驗(yàn)不足，水平有限。本人所學(xué)的園林專業(yè)，主攻園林綠化，但園林建筑在工程中所占的比例很重，我經(jīng)驗(yàn)不足，錯(cuò)漏百出，難以專業(yè)勝任有關(guān)技術(shù)和管理工作，施工過程證明我不是一個(gè)合格的工程師，更不是一個(gè)合格的項(xiàng)目經(jīng)理，還有很多東西需重新學(xué)習(xí)。因此應(yīng)由更專業(yè)、更有水平、更優(yōu)秀的人來任此職位。

二、精力不足，健康欠佳。最近，本人食欲不振，常感冒頭昏，總感到精力明顯不足，即使睡眠充足，也常常在上班時(shí)間打瞌睡，萎靡不振，精神狀態(tài)不佳，影響工作。經(jīng)醫(yī)生檢查，本人肝功能不正常，可能有肝炎傳染病，建議多休息。本人覺得有道理，故決定還是養(yǎng)好身子要緊。

三、家有急事，無法脫身。我一個(gè)人在廣州打工，但家中尚有妻兒老小需要我照顧。最近更是發(fā)生了一些麻煩事，應(yīng)抽出1-2個(gè)月時(shí)間才能處理好。為不影響到公司工作的開展，本人決定還是應(yīng)放棄現(xiàn)有工作，處理好有關(guān)家事，才能安心工作。因?yàn)楸救说碾x職而給公司造成的不便，本人深表歉意和遺憾。同時(shí)感謝貴公司和XX經(jīng)理給予我的寶貴學(xué)習(xí)機(jī)會(huì)，我會(huì)好好銘記。祝事事順利、生意興??！如果可以，本人申請(qǐng)最后工作至2004年7月7日，并希望能在離職時(shí)領(lǐng)取到本人應(yīng)得的工資、補(bǔ)貼和提成。請(qǐng)批準(zhǔn)我的申請(qǐng)！不勝感謝！
