金秋十月，蜀地飄香。今天，來自世界各國的朋友聚首成都，共商中國西部地區(qū)開放、合作、發(fā)展大計(jì)。首先，我謹(jǐn)代表中國政府對各位來賓表示誠摯的歡迎！衷心祝愿本屆博覽會和論壇取得圓滿成功！

中國西部地域遼闊，人口眾多，山河壯美，資源富集，與周邊１４個(gè)國家接壤，發(fā)展?jié)摿薮?。?shí)施西部大開發(fā)戰(zhàn)略，是中國政府十年前作出的一項(xiàng)重大戰(zhàn)略決策，對于改變西部地區(qū)落后面貌、實(shí)現(xiàn)全面建設(shè)小康目標(biāo)，對于優(yōu)化國土開發(fā)格局、促進(jìn)區(qū)域協(xié)調(diào)發(fā)展，對于擴(kuò)大對內(nèi)對外開放、培育新的經(jīng)濟(jì)增長地帶，都具有十分重要的戰(zhàn)略意義。近１０年來，中國政府在規(guī)劃指導(dǎo)、政策扶持、資金投入、項(xiàng)目安排、人才交流等方面不斷加大對西部地區(qū)的支持力度，向西部地區(qū)轉(zhuǎn)移支付和專項(xiàng)補(bǔ)助超過３．５萬億元，安排中央財(cái)政性建設(shè)資金７３００多億元。西部地區(qū)經(jīng)濟(jì)建設(shè)、社會建設(shè)、文化建設(shè)和生態(tài)建設(shè)取得重大成就，進(jìn)入了增長速度最快、發(fā)展質(zhì)量最好、城鄉(xiāng)面貌變化最大、人民群眾受惠最多的時(shí)期。

——綜合經(jīng)濟(jì)實(shí)力大幅躍升。２０００至２００８年，西部地區(qū)生產(chǎn)總值從１．６６萬億元增加到５．８２萬億元，年均增長１１．７％；地方財(cái)政收入從１１２７億元增加到５１５９億元，年均增長１９．６％；固定資產(chǎn)投資由６１１１億元增加到３．５８萬億元，年均增長２２．９％。這幾項(xiàng)主要指標(biāo)增速均高于全國平均水平。——基礎(chǔ)設(shè)施建設(shè)取得重大突破。１０年間，西部地區(qū)新增公路通車?yán)锍蹋福福溉f公里，其中高速公路１．３９萬公里；新增鐵路營業(yè)里程８０００多公里；民用機(jī)場達(dá)到７９個(gè)，占全國機(jī)場總數(shù)的４９．４％。青藏鐵路、西氣東輸、西電東送等標(biāo)志性工程相繼建成投入運(yùn)營，重大水利、能源、通訊設(shè)施建設(shè)全面推進(jìn)。

——生態(tài)環(huán)境保護(hù)明顯加強(qiáng)。我們在西部地區(qū)深入實(shí)施退耕還林、退牧還草、天然林保護(hù)、京津風(fēng)沙源治理、三峽庫區(qū)國土整治及水污染治理、三江源保護(hù)等重點(diǎn)生態(tài)工程。環(huán)境綜合治理初見成效，一批循環(huán)經(jīng)濟(jì)試點(diǎn)積極推進(jìn)。今天的西部天更藍(lán)、地更綠、水更清，發(fā)展環(huán)境更加優(yōu)美。

——保障改善民生成效顯著。西部地區(qū)教育、醫(yī)療、文化、就業(yè)和社會保障事業(yè)全面發(fā)展，人民生活水平不斷提高。２００８年城鎮(zhèn)居民人均可支配收入和農(nóng)民人均純收入，分別比１９９９年增長１０５％和７４％；農(nóng)村貧困人口減少了９５４萬人，貧困發(fā)生率下降了１．６個(gè)百分點(diǎn)。各族群眾生產(chǎn)生活條件得到很大改善。

——特色優(yōu)勢產(chǎn)業(yè)快速發(fā)展。能源及化學(xué)工業(yè)、優(yōu)勢礦產(chǎn)資源開采及加工業(yè)、特色農(nóng)牧產(chǎn)品加工業(yè)、裝備制造業(yè)、高技術(shù)產(chǎn)業(yè)、旅游產(chǎn)業(yè)發(fā)展勢頭良好，涌現(xiàn)一批具有較強(qiáng)競爭力的名優(yōu)品牌和企業(yè)集團(tuán)。成渝、關(guān)中、北部灣等重點(diǎn)經(jīng)濟(jì)區(qū)，加快形成引領(lǐng)和帶動西部大開發(fā)的戰(zhàn)略高地。

——改革開放深入推進(jìn)。國有企業(yè)改革取得積極進(jìn)展，非公有制經(jīng)濟(jì)加快發(fā)展。已有近２０萬家東部企業(yè)到西部地區(qū)投資創(chuàng)業(yè)，投資總額超過２．２萬億元。２００８年，西部地區(qū)實(shí)際利用外資總額達(dá)到６６．２億美元，進(jìn)出口貿(mào)易總額達(dá)到１０６８億美元。改革開放成為西部地區(qū)加快發(fā)展的重要?jiǎng)恿Α?/p>

今天的西部地區(qū)經(jīng)濟(jì)發(fā)展、社會進(jìn)步、民族團(tuán)結(jié)、邊疆穩(wěn)定，正在成為我國重要的生態(tài)安全屏障、戰(zhàn)略資源接續(xù)地和沿邊開放的前沿陣地。這不僅為西部地區(qū)加快經(jīng)濟(jì)社會發(fā)展、縮小同東部地區(qū)的發(fā)展差距奠定了堅(jiān)實(shí)的物質(zhì)技術(shù)基礎(chǔ)，也為進(jìn)一步擴(kuò)大國內(nèi)有效需求、推進(jìn)改革開放和現(xiàn)代化進(jìn)程開辟了更為廣闊的市場空間。實(shí)踐證明，中國政府實(shí)施西部大開發(fā)的戰(zhàn)略決策是完全正確的！

女士們，先生們，朋友們：

去年以來，中國西部地區(qū)經(jīng)受了特大自然災(zāi)害和國際金融危機(jī)的雙重沖擊。中國政府在全面實(shí)施應(yīng)對國際金融危機(jī)的一攬子計(jì)劃中，繼續(xù)堅(jiān)定不移地深入推進(jìn)西部大開發(fā)。中央擴(kuò)大內(nèi)需投資４３％以上投向西部地區(qū)民生工程、基礎(chǔ)設(shè)施、生態(tài)環(huán)境、產(chǎn)業(yè)振興、技術(shù)創(chuàng)新和災(zāi)后重建等領(lǐng)域，并且?guī)恿说胤胶蜕鐣Y金投入西部大開發(fā)。今年上半年，西部地區(qū)生產(chǎn)總值增速達(dá)到１１．８％，城鎮(zhèn)固定資產(chǎn)投資增長４２．１％，地方財(cái)政收入增長１２．８％，社會消費(fèi)品零售總額增長１９％，均高于全國平均增速。特別需要指出的，汶川地震災(zāi)后恢復(fù)重建取得重大階段性成果，一座座學(xué)校、醫(yī)院、工廠、村莊、城鎮(zhèn)在廢墟上拔地而起。這場驚天動地、氣壯山河的抗震救災(zāi)斗爭，所弘揚(yáng)的偉大的中華民族精神，所體現(xiàn)的高尚的國際人道主義精神，將永載中國和人類社會文明進(jìn)步的光輝史冊！

當(dāng)前，中國西部地區(qū)經(jīng)濟(jì)社會繼續(xù)保持良好發(fā)展勢頭。但長期積累的結(jié)構(gòu)性、體制性問題還很突出，國際金融危機(jī)的影響日益顯現(xiàn)。中國政府前不久出臺了《關(guān)于應(yīng)對國際金融危機(jī)保持西部地區(qū)經(jīng)濟(jì)平穩(wěn)較快發(fā)展的意見》，就是要進(jìn)一步加大對西部大開發(fā)的支持力度，充分發(fā)揮西部回旋余地大、增長潛力大的優(yōu)勢，為鞏固全國經(jīng)濟(jì)企穩(wěn)回升勢頭作出更大貢獻(xiàn)。一要圍繞建立貫通國內(nèi)外的大樞紐和大通道，加快構(gòu)建適度超前、功能配套、安全高效的現(xiàn)代化基礎(chǔ)設(shè)施體系；二要支持西部地區(qū)大力調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，形成特色優(yōu)勢產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)、新興戰(zhàn)略性產(chǎn)業(yè)協(xié)調(diào)發(fā)展的新格局；三要加大生態(tài)環(huán)境保護(hù)和建設(shè)力度，積極推動清潔發(fā)展、循環(huán)發(fā)展、安全發(fā)展，建設(shè)以低碳排放為特征的工業(yè)、建筑、交通體系；四要加快發(fā)展以改善民生為重點(diǎn)的社會事業(yè)，切實(shí)解決教育、醫(yī)療衛(wèi)生、就業(yè)、社會保障領(lǐng)域存在的突出矛盾，努力提高政府公共服務(wù)水平；五要大力加強(qiáng)人力資源素質(zhì)建設(shè)，積極引進(jìn)海內(nèi)外優(yōu)秀人才和智力到西部創(chuàng)業(yè)，著力培養(yǎng)西部經(jīng)濟(jì)社會發(fā)展急需的各類人才隊(duì)伍；六要繼續(xù)深化改革開放，推動西部地區(qū)同國內(nèi)外的交流合作向更廣領(lǐng)域、更大規(guī)模、更高層次邁進(jìn)。中國政府將逐步增加對西部地區(qū)財(cái)政轉(zhuǎn)移支付規(guī)模，擴(kuò)大內(nèi)需新增投資繼續(xù)向西部地區(qū)傾斜，繼續(xù)落實(shí)和完善財(cái)稅、金融、土地、環(huán)保、產(chǎn)業(yè)等方面政策，為加快西部地區(qū)開發(fā)開放創(chuàng)造更好的市場環(huán)境。

明年１月是中國實(shí)施西部大開發(fā)戰(zhàn)略１０周年，我們正在研究制定新的１０年深入推進(jìn)西部大開發(fā)的政策。我在這里可以告訴大家，中國政府實(shí)施西部大開發(fā)戰(zhàn)略的決心不會動搖，政策不會改變，力度不會減弱。這是因?yàn)槲鞑康貐^(qū)的開發(fā)水平將決定中國現(xiàn)代化的進(jìn)程，西部地區(qū)的開放水平將決定中國對外開放的廣度和深度。我們將統(tǒng)籌國際國內(nèi)兩個(gè)大局，把全面提高西部地區(qū)開發(fā)開放水平放在更加突出的戰(zhàn)略地位，努力把西部地區(qū)建設(shè)成為現(xiàn)代產(chǎn)業(yè)發(fā)展的重要集聚區(qū)域、統(tǒng)籌城鄉(xiāng)改革發(fā)展的示范區(qū)域、生態(tài)文明建設(shè)的先行區(qū)域，加快構(gòu)建具有全局和戰(zhàn)略意義的新的經(jīng)濟(jì)增長極！

女士們，先生們，朋友們：

這場百年罕見的國際金融危機(jī)正推動世界經(jīng)濟(jì)政治格局大調(diào)整、大變革。但和平與發(fā)展的時(shí)代主題沒有變，經(jīng)濟(jì)全球化和區(qū)域合作的趨勢沒有變，科技革命引領(lǐng)未來發(fā)展的方向沒有變。中國政府將始終不渝堅(jiān)持對外開放的基本國策，加快完善內(nèi)外聯(lián)動、互利共贏、安全高效的開放型經(jīng)濟(jì)體系。把西部地區(qū)作為新時(shí)期開發(fā)開放的戰(zhàn)略重點(diǎn)。推動西部地區(qū)與周邊國家的全面合作，推動中國與世界各國共同發(fā)展繁榮。為此，我提出以下倡議：

第一，深化能源和交通合作。中國西部地區(qū)和周邊國家能源資源互補(bǔ)性很強(qiáng)，具有良好的合作基礎(chǔ)和發(fā)展前景。我們將繼續(xù)鞏固發(fā)展同周邊國家能源資源合作成果，不斷探索擴(kuò)大合作的領(lǐng)域和方式。同時(shí)，大力吸引國際能源企業(yè)參與我國西部地區(qū)提高能源利用效率、煤礦災(zāi)害防治、煤層氣開發(fā)等能源項(xiàng)目建設(shè)。中國政府將積極構(gòu)建西南、西北進(jìn)出境國際交通大動脈。我們期待與相關(guān)國家就建設(shè)新亞歐大陸橋達(dá)成共識，共同規(guī)劃和興建一個(gè)國際經(jīng)貿(mào)之橋、人文交流之橋、友誼合作之橋。

第二，深化經(jīng)貿(mào)和投資合作。中國西部地區(qū)擁有各類口岸１００多個(gè)，已經(jīng)形成邊境地區(qū)綜合口岸體系。中國政府支持西部沿邊地區(qū)與周邊國家進(jìn)一步擴(kuò)大經(jīng)貿(mào)往來和邊民互市，推進(jìn)國際合作中心和沿邊開發(fā)開放區(qū)建設(shè)，加強(qiáng)在基礎(chǔ)設(shè)施領(lǐng)域的交流與合作，在進(jìn)出口商品經(jīng)營范圍、進(jìn)出口商品配額、許可證管理、人員往來等方面，簡化手續(xù)，放寬準(zhǔn)入。我們將合理規(guī)劃建設(shè)產(chǎn)業(yè)轉(zhuǎn)移重點(diǎn)承接地區(qū)和示范園區(qū)，引導(dǎo)外資投向西部地區(qū)高新技術(shù)產(chǎn)業(yè)、先進(jìn)制造業(yè)、現(xiàn)代農(nóng)業(yè)和現(xiàn)代服務(wù)業(yè)。中國西部地區(qū)與周邊國家擁有豐富的旅游資源，應(yīng)該共同打造跨國旅游精品和世界古文明旅游走廊。我們歡迎各國朋友到中國西部、到中國各地觀光游覽和度假，親身感受中國的發(fā)展變化和投資環(huán)境。

第三，深化節(jié)能和環(huán)保合作。中國政府高度重視氣候變化，積極支持西部地區(qū)同周邊國家和其他國家開展節(jié)能和環(huán)保領(lǐng)域的國際合作，鼓勵(lì)引進(jìn)先進(jìn)技術(shù)、設(shè)備和管理經(jīng)驗(yàn)，支持聯(lián)合開發(fā)利用新能源和可再生能源，加強(qiáng)污染治理、生態(tài)恢復(fù)、土地復(fù)墾、災(zāi)害預(yù)防、水土保持等方面的合作，引導(dǎo)外商投資發(fā)展綠色經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)。中國已經(jīng)并將繼續(xù)為應(yīng)對氣候變化作出切實(shí)努力。我們愿同國際社會一道攜手推動哥本哈根會議取得積極成果。第四，深化區(qū)域和國際合作。近些年來，中國西部地區(qū)與周邊國家開展雙邊與多邊合作取得積極進(jìn)展。中國政府歡迎中國－東盟自由貿(mào)易區(qū)明年如期全面建成，并將繼續(xù)深入拓展與上海合作組織國家經(jīng)貿(mào)合作，積極推進(jìn)“瀾滄江－湄公河次區(qū)域合作”，積極辦好廣西南寧中國－東盟國際博覽會、中國西部國際博覽會和中國南亞商務(wù)論壇。我們將繼續(xù)加強(qiáng)和深化區(qū)域金融合作，設(shè)立并完善“中國－東盟投資合作基金”，為上海合作組織成員國提供信貸支持，參與東亞區(qū)域外匯儲備庫建設(shè)。我們呼吁世界各國加強(qiáng)宏觀政策協(xié)調(diào)，堅(jiān)決反對貿(mào)易和投資保護(hù)主義，促進(jìn)多哈回合談判早日取得均衡、普惠、共贏的成果，建立更加公正合理的國際經(jīng)濟(jì)新秩序。

女士們，先生們，朋友們：

Today, in this beautiful season of autumn, friends from across the world are gathered in Chengdu to discuss ways to promote opening-up, cooperation and development of western China.On behalf of the Chinese government, I would like to extend a warm welcome to all the distinguished guests and I sincerely wish this Forum and the Western China International Economy and Trade Fair a great success!

Western China, with its vast landmass, large population, beautiful landscape and rich resources, borders 14 countries and has a great potential for development.Ten years ago, the Chinese government made a major strategic decision to implement the Western Development Strategy with a view to changing the backward outlook of western China, building a moderately prosperous society in all respects, improving national land development pattern, promoting balanced regional development, expanding the scope of opening-up both internally and externally, and fostering new economic growth areas.Over the past 10 years, the Chinese government has been scaling up support for the western region through planning guidance, policy support, financial input, project development and human resources exchanges.We have provided over 3.5 trillion RMB yuan in transfer payment and special subsidies to the western region and earmarked more than 730 billion RMB yuan from the central government's fiscal resources to construction projects in the region.These efforts have led to enormous achievements in economic, social and cultural development and ecological conservation in western China, a region that is experiencing faster growth, better quality of development, greater changes in the urban and rural outlook and more benefits to the people than at any period in history.——綜合經(jīng)濟(jì)實(shí)力大幅躍升。2000至2008年，西部地區(qū)生產(chǎn)總值從1．66萬億元增加到5．82萬億元，年均增長11．7％；地方財(cái)政收入從1127億元增加到5159億元，年均增長19．6％；固定資產(chǎn)投資由6111億元增加到3．58萬億元，年均增長22．9％。這幾項(xiàng)主要指標(biāo)增速均高于全國平均水平。

-Significant increase in overall economic strength.Between 2000 and 2008, the western region's GDP grew from 1.66 trillion to 5.82 trillion RMB yuan, representing an average annual growth rate of 11.7%.Local fiscal revenues increased from 112.7 billion to 515.9 billion RMB yuan, up by 19.6% annually.Fixed asset investment jumped from 611.1 billion to 3.58 trillion RMB yuan, growing by 22.9% each year.All these figures are higher than the national average.—— 基礎(chǔ)設(shè)施建設(shè)取得重大突破。10年間，西部地區(qū)新增公路通車?yán)锍?8．8萬公里，其中高速公路1．39萬公里；新增鐵路營業(yè)里程8000多公里；民用機(jī)場達(dá)到79個(gè)，占全國機(jī)場總數(shù)的49．4％。青藏鐵路、西氣東輸、西電東送等標(biāo)志性工程相繼建成投入運(yùn)營，重大水利、能源、通訊設(shè)施建設(shè)全面推進(jìn)。

-Major breakthroughs in infrastructure development.Over the past ten years, the western region's highway mileage has increased by 888,000 kilometers, including 13,900 kilometers of expressway, and its railway mileage by over 8,000 kilometers.The number of civil airports has grown to 79, taking up 49.4% of the country's total.A host of landmark projects, including the Qinghai-Tibet railway, West-to-East gas transmission project and West-to-East electricity transmission project have been completed and put into operation.And the development of major water conservancy, energy and telecommunications projects is in full swing.——生態(tài)環(huán)境保護(hù)明顯加強(qiáng)。我們在西部地區(qū)深入實(shí)施退耕還林、退牧還草、天然林保護(hù)、京津風(fēng)沙源治理、三峽庫區(qū)國土整治及水污染治理、三江源保護(hù)等重點(diǎn)生態(tài)工程。環(huán)境綜合治理初見成效，一批循環(huán)經(jīng)濟(jì)試點(diǎn)積極推進(jìn)。今天的西部天更藍(lán)、地更綠、水更清，發(fā)展環(huán)境更加優(yōu)美。-Stronger protection of the environment.We are conscientiously implementing a range of major ecological projects in western China, including returning farmland and grazing land to forest and grassland, virgin forest protection, dust storm reduction projects to protect the environment of Beijing and Tianjin, land management and water pollution treatment project in the Three Gorges reservoir areas and conservation of the waterhead areas of the Yangtze River, Yellow River and Lancang River.Our comprehensive environmental protection efforts have achieved initial success and a series of pilot projects on circular economy are making steady progress.The western region today enjoys clearer sky, greener land, cleaner water and a better environment for development.—— 保障改善民生成效顯著。西部地區(qū)教育、醫(yī)療、文化、就業(yè)和社會保障事業(yè)全面發(fā)展，人民生活水平不斷提高。2008年城鎮(zhèn)居民人均可支配收入和農(nóng)民人均純收入，分別比1999年增長105％和74％；農(nóng)村貧困人口減少了954萬人，貧困發(fā)生率下降了1．6個(gè)百分點(diǎn)。各族群眾生產(chǎn)生活條件得到很大改善。

-Rapid growth of competitive industries.There has been sound momentum in the development of the energy and chemical industries, the exploitation and processing of the rich mineral resources, the processing of local agricultural and animal husbandry products, equipment manufacturing, hi-tech industries and tourism.A number of highly competitive well-known brands and enterprises have come into being.Chengdu-Chongqing, Guanzhong, Beibu Gulf and other major economic zones are fast becoming strategic areas in leading and stimulating the development of the entire western region.—— 改革開放深入推進(jìn)。國有企業(yè)改革取得積極進(jìn)展，非公有制經(jīng)濟(jì)加快發(fā)展。已有近20萬家東部企業(yè)到西部地區(qū)投資創(chuàng)業(yè)，投資總額超過2．2萬億元。2008 年，西部地區(qū)實(shí)際利用外資總額達(dá)到66．2億美元，進(jìn)出口貿(mào)易總額達(dá)到1068億美元。改革開放成為西部地區(qū)加快發(fā)展的重要?jiǎng)恿Α?/p>

-Deepening reform and opening-up.The reform of state-owned enterprises has made good progress and the non-public sector has grown at a faster pace.Nearly 200,000 businesses from eastern China have invested a total of over 2.2 trillion RMB yuan in the western region.In 2008 alone, the western region utilized US$6.62 billion of overseas investment and its import and export volume reached US$106.8 billion.Reform and opening-up have become a major driving force behind the accelerated development of the western region.今天的西部地區(qū)經(jīng)濟(jì)發(fā)展、社會進(jìn)步、民族團(tuán)結(jié)、邊疆穩(wěn)定，正在成為我國重要的生態(tài)安全屏障、戰(zhàn)略資源接續(xù)地和沿邊開放的前沿陣地。這不僅為西部地區(qū)加快經(jīng)濟(jì)社會發(fā)展、縮小同東部地區(qū)的發(fā)展差距奠定了堅(jiān)實(shí)的物質(zhì)技術(shù)基礎(chǔ)，也為進(jìn)一步擴(kuò)大國內(nèi)有效需求、推進(jìn)改革開放和現(xiàn)代化進(jìn)程開辟了更為廣闊的市場空間。實(shí)踐證明，中國政府實(shí)施西部大開發(fā)的戰(zhàn)略決策是完全正確的！

The western region today enjoys economic growth, social progress, ethnic unity and stability in the border areas.It's becoming an important ecological security shield, a reservoir of strategic resources and the frontier of opening-up in the border areas.This has laid a solid material and technological foundation for the western region to speed up economic and social development and close the development gap with the eastern region.It has also broadened the market space for China to further expand effective domestic demand and advance reform, opening-up and modernization.What has happened proves that the strategic decision of the Chinese government to develop the western region is a correct one.女士們，先生們，朋友們：

Ladies and Gentlemen，Dear Friends，去年以來，中國西部地區(qū)經(jīng)受了特大自然災(zāi)害和國際金融危機(jī)的雙重沖擊。中國政府在全面實(shí)施應(yīng)對國際金融危機(jī)的一攬子計(jì)劃中，繼續(xù)堅(jiān)定不移地深入推進(jìn)西部大開發(fā)。中央擴(kuò)大內(nèi)需投資43％以上投向西部地區(qū)民生工程、基礎(chǔ)設(shè)施、生態(tài)環(huán)境、產(chǎn)業(yè)振興、技術(shù)創(chuàng)新和災(zāi)后重建等領(lǐng)域，并且?guī)恿说胤胶蜕鐣Y金投入西部大開發(fā)。今年上半年，西部地區(qū)生產(chǎn)總值增速達(dá)到11．8％，城鎮(zhèn)固定資產(chǎn)投資增長42．1％，地方財(cái)政收入增長12．8％，社會消費(fèi)品零售總額增長19％，均高于全國平均增速。特別需要指出的，汶川地震災(zāi)后恢復(fù)重建取得重大階段性成果，一座座學(xué)校、醫(yī)院、工廠、村莊、城鎮(zhèn)在廢墟上拔地而起。這場驚天動地、氣壯山河的抗震救災(zāi)斗爭，所弘揚(yáng)的偉大的中華民族精神，所體現(xiàn)的高尚的國際人道主義精神，將永載中國和人類社會文明進(jìn)步的光輝史冊！

Since the beginning of last year, the western region has suffered the double blow of a devastating natural disaster and the international financial crisis.While comprehensively implementing the package plan in response to the financial crisis, the Chinese government has continued to firmly press ahead with the Western Development Strategy.Over 43% of the central government's investment to boost domestic demand is allocated to projects essential to people's livelihood, infrastructure development, ecological conservation, industrial rejuvenation, technological innovation and post-disaster reconstruction in western China.It has generated more local and non-public investment in the western region.In the first half of this year, GDP in western China grew by 11.8%.Urban fixed asset investment rose by 42.1%, local government revenues increased by 12.8% and total sales of consumer goods grew by 19%.All these figures were higher than the national average.It is particularly worth mentioning that major progress has been made in rehabilitation and reconstruction since the Wenchuan earthquake.Schools, hospitals, factories, villages and towns have been rebuilt on the debris.The strong and heroic rescue and relief operation, together with the great spirit of the Chinese nation and the noble spirit of international humanitarianism it has demonstrated, will be remembered as a glorious chapter in the history of China and the human civilization.當(dāng)前，中國西部地區(qū)經(jīng)濟(jì)社會繼續(xù)保持良好發(fā)展勢頭。但長期積累的結(jié)構(gòu)性、體制性問題還很突出，國際金融危機(jī)的影響日益顯現(xiàn)。中國政府前不久出臺了《關(guān)于應(yīng)對國際金融危機(jī)保持西部地區(qū)經(jīng)濟(jì)平穩(wěn)較快發(fā)展的意見》，就是要進(jìn)一步加大對西部大開發(fā)的支持力度，充分發(fā)揮西部回旋余地大、增長潛力大的優(yōu)勢，為鞏固全國經(jīng)濟(jì)企穩(wěn)回升勢頭作出更大貢獻(xiàn)。一要圍繞建立貫通國內(nèi)外的大樞紐和大通道，加快構(gòu)建適度超前、功能配套、安全高效的現(xiàn)代化基礎(chǔ)設(shè)施體系；二要支持西部地區(qū)大力調(diào)整產(chǎn)業(yè)結(jié)構(gòu)，形成特色優(yōu)勢產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)、新興戰(zhàn)略性產(chǎn)業(yè)協(xié)調(diào)發(fā)展的新格局；三要加大生態(tài)環(huán)境保護(hù)和建設(shè)力度，積極推動清潔發(fā)展、循環(huán)發(fā)展、安全發(fā)展，建設(shè)以低碳排放為特征的工業(yè)、建筑、交通體系；四要加快發(fā)展以改善民生為重點(diǎn)的社會事業(yè)，切實(shí)解決教育、醫(yī)療衛(wèi)生、就業(yè)、社會保障領(lǐng)域存在的突出矛盾，努力提高政府公共服務(wù)水平；五要大力加強(qiáng)人力資源素質(zhì)建設(shè)，積極引進(jìn)海內(nèi)外優(yōu)秀人才和智力到西部創(chuàng)業(yè)，著力培養(yǎng)西部經(jīng)濟(jì)社會發(fā)展急需的各類人才隊(duì)伍；六要繼續(xù)深化改革開放，推動西部地區(qū)同國內(nèi)外的交流合作向更廣領(lǐng)域、更大規(guī)模、更高層次邁進(jìn)。中國政府將逐步增加對西部地區(qū)財(cái)政轉(zhuǎn)移支付規(guī)模，擴(kuò)大內(nèi)需新增投資繼續(xù)向西部地區(qū)傾斜，繼續(xù)落實(shí)和完善財(cái)稅、金融、土地、環(huán)保、產(chǎn)業(yè)等方面政策，為加快西部地區(qū)開發(fā)開放創(chuàng)造更好的市場環(huán)境。

While continuing to enjoy sound economic and social development, the western region is also confronted with some persistent structural and institutional problems and the impact of the international financial crisis is being felt more acutely.Not long ago, the Chinese government issued the Opinions on Countering the International Financial Crisis and Maintaining Steady and Fairly Rapid Economic Growth in the Western Region.The purpose is to give even bigger support for development in western China.The western region has broad space for further development and enormous growth potential.The Opinions are aimed at making full use of these advantages, so that the region can make greater contributions to stability and recovery of the national economy.First, we will build major transport hubs and passageways that connect China with the rest of the world.Focusing on this objective, we will speed up the construction of a modern infrastructure system which is forward-looking, fully-functional, safe and highly efficient.Second, we will support the western region in vigorously adjusting its industrial structure so that local competitive industries, hi-tech industries and emerging strategic industries will grow in a coordinated manner.Third, we will step up effort to protect and improve the eco-environment.We will actively promote clean, circular and safe development and build industrial, construction and transport systems featuring low carbon emissions.Fourth, we will accelerate the development of social programs with a special emphasis on improving people's well-being.We will take concrete steps to solve outstanding problems in education, healthcare, employment and social security.And we will endeavor to improve public services offered by the government.Fifth, we will strengthen human resources development.We will attract high-level professionals from home and abroad to the western region to start up projects and businesses.We will train people with various skills to meet the urgent needs of economic and social development in western China.Sixth, we will continue to deepen reform and opening-up, and work for broader and bigger exchanges and cooperation between the western region and the rest of China and the world at large at a higher level.The Chinese government will gradually increase the scale of transfer payment to the western region.We will continue to give it preferential treatment in making new investment to boost domestic demand.We will follow through on and improve policies regarding taxation, finance, land, environmental protection and industrial development to create more enabling market conditions for faster development and opening-up in the western region.明年1月是中國實(shí)施西部大開發(fā)戰(zhàn)略10周年，我們正在研究制定新的10年深入推進(jìn)西部大開發(fā)的政策。我在這里可以告訴大家，中國政府實(shí)施西部大開發(fā)戰(zhàn)略的決心不會動搖，政策不會改變，力度不會減弱。這是因?yàn)槲鞑康貐^(qū)的開發(fā)水平將決定中國現(xiàn)代化的進(jìn)程，西部地區(qū)的開放水平將決定中國對外開放的廣度和深度。我們將統(tǒng)籌國際國內(nèi)兩個(gè)大局，把全面提高西部地區(qū)開發(fā)開放水平放在更加突出的戰(zhàn)略地位，努力把西部地區(qū)建設(shè)成為現(xiàn)代產(chǎn)業(yè)發(fā)展的重要集聚區(qū)域、統(tǒng)籌城鄉(xiāng)改革發(fā)展的示范區(qū)域、生態(tài)文明建設(shè)的先行區(qū)域，加快構(gòu)建具有全局和戰(zhàn)略意義的新的經(jīng)濟(jì)增長極！

We will mark the 10th anniversary of the Western Development Strategy in January 2010.We are now working on policies to advance the strategy in a new decade.I want to assure you here that the Chinese government will not waver in its resolve, alter its policy or slacken its efforts in implementing the strategy.This is because the level of development in the western region will determine the pace of China's overall modernization, and the level of its opening-up will determine the depth and the breadth of the opening-up of the whole country.We will bear in mind the big picture at home and abroad and put the promotion of development and opening-up of the western region in an even higher strategic position.We will strive to turn the western region into a major cluster of modern industries, a model of coordinated urban and rural reform and development and a champion in fostering a conservation culture.In this way, we will make western China a new growth area of overarching and strategic importance!

Ladies and Gentlemen，Dear Friends，這場百年罕見的國際金融危機(jī)正推動世界經(jīng)濟(jì)政治格局大調(diào)整、大變革。但和平與發(fā)展的時(shí)代主題沒有變，經(jīng)濟(jì)全球化和區(qū)域合作的趨勢沒有變，科技革命引領(lǐng)未來發(fā)展的方向沒有變。中國政府將始終不渝堅(jiān)持對外開放的基本國策，加快完善內(nèi)外聯(lián)動、互利共贏、安全高效的開放型經(jīng)濟(jì)體系。把西部地區(qū)作為新時(shí)期開發(fā)開放的戰(zhàn)略重點(diǎn)。推動西部地區(qū)與周邊國家的全面合作，推動中國與世界各國共同發(fā)展繁榮。為此，我提出以下倡議：

The extremely severe international financial crisis is driving major adjustments and changes in the international economic and political landscape, but peace and development remain the main themes of our times, the trend toward economic globalization and regional cooperation continues to move forward, and the future will be shaped by the scientific and technological revolution.The Chinese government will firmly adhere to the basic state policy of opening-up.We will speed up effort to improve our open economic system featuring close interactions between home and abroad, win-win progress, security and efficiency.We will give strategic priority to the western region in our development and opening-up endeavor in the new era.We will promote all-round cooperation between the western region and neighboring countries to contribute to the common development and prosperity of China and all countries of the world.To this end, I would like to put forward the following proposals:

第一，深化能源和交通合作。中國西部地區(qū)和周邊國家能源資源互補(bǔ)性很強(qiáng)，具有良好的合作基礎(chǔ)和發(fā)展前景。我們將繼續(xù)鞏固發(fā)展同周邊國家能源資源合作成果，不斷探索擴(kuò)大合作的領(lǐng)域和方式。同時(shí)，大力吸引國際能源企業(yè)參與我國西部地區(qū)提高能源利用效率、煤礦災(zāi)害防治、煤層氣開發(fā)等能源項(xiàng)目建設(shè)。中國政府將積極構(gòu)建西南、西北進(jìn)出境國際交通大動脈。我們期待與相關(guān)國家就建設(shè)新亞歐大陸橋達(dá)成共識，共同規(guī)劃和興建一個(gè)國際經(jīng)貿(mào)之橋、人文交流之橋、友誼合作之橋。

First, deepen energy and transportation cooperation.The western region of China and our neighboring countries are highly complementary in energy and resources and there is a solid foundation for cooperation and bright prospects for development.We will build on the achievements in energy and resources cooperation with neighboring countries and explore new areas and ways to expand our cooperation.We will also encourage international energy enterprises to participate in energy projects in the western region, including energy efficiency enhancement, coal-mine hazards prevention and control and coal-bed gas development.The Chinese government will vigorously develop major international transport routes through its southwest and northwest.We look forward to reaching consensus with countries concerned on a new Eurasia land bridge, so that together, we can plan for and build a bridge of international business ties, a bridge of people-to-people and cultural exchanges, and a bridge of friendship and cooperation.第二，深化經(jīng)貿(mào)和投資合作。中國西部地區(qū)擁有各類口岸100多個(gè)，已經(jīng)形成邊境地區(qū)綜合口岸體系。中國政府支持西部沿邊地區(qū)與周邊國家進(jìn)一步擴(kuò)大經(jīng)貿(mào)往來和邊民互市，推進(jìn)國際合作中心和沿邊開發(fā)開放區(qū)建設(shè)，加強(qiáng)在基礎(chǔ)設(shè)施領(lǐng)域的交流與合作，在進(jìn)出口商品經(jīng)營范圍、進(jìn)出口商品配額、許可證管理、人員往來等方面，簡化手續(xù)，放寬準(zhǔn)入。我們將合理規(guī)劃建設(shè)產(chǎn)業(yè)轉(zhuǎn)移重點(diǎn)承接地區(qū)和示范園區(qū)，引導(dǎo)外資投向西部地區(qū)高新技術(shù)產(chǎn)業(yè)、先進(jìn)制造業(yè)、現(xiàn)代農(nóng)業(yè)和現(xiàn)代服務(wù)業(yè)。中國西部地區(qū)與周邊國家擁有豐富的旅游資源，應(yīng)該共同打造跨國旅游精品和世界古文明旅游走廊。我們歡迎各國朋友到中國西部、到中國各地觀光游覽和度假，親身感受中國的發(fā)展變化和投資環(huán)境。

Second, deepen economic, trade and investment cooperation.The western region of China has over 100 ports of various types.Together, they form a comprehensive port system in the border areas.The Chinese government supports border areas in western China in further expanding economic and trade exchanges with neighboring countries, including trade among border inhabitants.We will develop international cooperation centers and border development and opening-up zones.We will step up exchanges and cooperation in infrastructure.We will streamline procedures and lower the access threshold with regard to the scope and quota of imports and exports, licensing management and personnel exchanges.We will make proper planning for the development of major recipient areas of industrial relocation and demonstration parks.We will encourage foreign investment in hi-tech industries, advanced manufacturing, modern agriculture and modern services industry in western China.The western region of China and the neighboring countries boast rich tourism resources.We should work together to develop premium transnational tourism products and a tourism corridor showcasing ancient civilizations of the world.We welcome friends from all countries to the western region and other parts of China for sight-seeing and vacation, so that they can feel for themselves China's progress and investment environment.第三，深化節(jié)能和環(huán)保合作。中國政府高度重視氣候變化，積極支持西部地區(qū)同周邊國家和其他國家開展節(jié)能和環(huán)保領(lǐng)域的國際合作，鼓勵(lì)引進(jìn)先進(jìn)技術(shù)、設(shè)備和管理經(jīng)驗(yàn)，支持聯(lián)合開發(fā)利用新能源和可再生能源，加強(qiáng)污染治理、生態(tài)恢復(fù)、土地復(fù)墾、災(zāi)害預(yù)防、水土保持等方面的合作，引導(dǎo)外商投資發(fā)展綠色經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)。中國已經(jīng)并將繼續(xù)為應(yīng)對氣候變化作出切實(shí)努力。我們愿同國際社會一道攜手推動哥本哈根會議取得積極成果。

Third, deepen cooperation in energy conservation and environmental protection.The Chinese government takes very seriously the issue of climate change.We actively support the western region in carrying out international cooperation with neighboring and other countries in energy conservation and environmental protection.We encourage the introduction of advanced technologies, equipments and managerial expertise.We support joint endeavors to develop and use new and renewable energies.We will intensify cooperation in pollution treatment, ecological rehabilitation, land reclamation, disaster prevention and water and soil conservation.And we encourage foreign investment in the development of a green and circular economy.China has already made, and will continue to make earnest efforts to tackle climate change.We are ready to work with the international community to achieve positive outcomes at the Copenhagen Conference.第四，深化區(qū)域和國際合作。近些年來，中國西部地區(qū)與周邊國家開展雙邊與多邊合作取得積極進(jìn)展。中國政府歡迎中國—東盟自由貿(mào)易區(qū)明年如期全面建成，并將繼續(xù)深入拓展與上海合作組織國家經(jīng)貿(mào)合作，積極推進(jìn)“瀾滄江—湄公河次區(qū)域合作”，積極辦好廣西南寧中國—東盟國際博覽會、中國西部國際博覽會和中國南亞商務(wù)論壇。我們將繼續(xù)加強(qiáng)和深化區(qū)域金融合作，設(shè)立并完善“中國—東盟投資合作基金”，為上海合作組織成員國提供信貸支持，參與東亞區(qū)域外匯儲備庫建設(shè)。我們呼吁世界各國加強(qiáng)宏觀政策協(xié)調(diào)，堅(jiān)決反對貿(mào)易和投資保護(hù)主義，促進(jìn)多哈回合談判早日取得均衡、普惠、共贏的成果，建立更加公正合理的國際經(jīng)濟(jì)新秩序。

Fourth, deepen regional and international cooperation.Progress has been made in recent years in the bilateral and multilateral cooperation between the western region of China and the neighboring countries.The Chinese government welcomes the full completion of the China-ASEAN Free Trade Area next year as scheduled.We will continue to deepen and expand business cooperation with members of the Shanghai Cooperation Organization(SCO).We will actively push forward Lancang-Mekong Sub-region cooperation.We will ensure the success of the China-ASEAN Expo in Nanning, Guangxi Zhuang Autonomous Region, the Western China International Economy and Trade Fair and the China-South Asia Business Forum.We will further strengthen and deepen regional financial cooperation.We will set up and improve the China-ASEAN Fund on Investment Cooperation.We will provide credit support to SCO member states.And we are involved in the development of an East Asian regional foreign exchange reserve pool.We call on all countries of the world to enhance coordination on macroeconomic policies, resolutely oppose trade and investment protectionism, and work for balanced and win-win outcomes that benefit all parties at the Doha Round negotiations at an early date, and build a more equitable and reasonable new international economic order.女士們，先生們，朋友們：

我們相聚在不平凡的2012年，相聚在發(fā)展中的中國西部，相聚在第五屆中國西部國際合作論壇，共同探討國際金融危機(jī)發(fā)生后的經(jīng)濟(jì)平穩(wěn)持續(xù)發(fā)展之路。首先，我謹(jǐn)代表四川省委、省政府和9000萬四川人民，向蒞臨本屆西部國際合作論壇的各國政要、政府部長、知名企業(yè)家和專家學(xué)者，表示熱烈歡迎！向長期以來關(guān)心和支持四川經(jīng)濟(jì)社會發(fā)展的海內(nèi)外朋友表示衷心感謝！

實(shí)體經(jīng)濟(jì)是一個(gè)國家和地區(qū)綜合實(shí)力的物質(zhì)基礎(chǔ)。國際金融危機(jī)和歐洲債務(wù)危機(jī)，再一次警示人們，回歸實(shí)體經(jīng)濟(jì)本位才是經(jīng)濟(jì)持續(xù)健康發(fā)展的坦途，只有牢牢把握發(fā)展實(shí)體經(jīng)濟(jì)這一堅(jiān)實(shí)基礎(chǔ)，才能在風(fēng)云變幻的國際環(huán)境中穩(wěn)步前行、加快崛起。

近年來，四川堅(jiān)持充分開放合作，大力發(fā)展實(shí)體經(jīng)濟(jì)，抓住國內(nèi)外產(chǎn)業(yè)向西部轉(zhuǎn)移的重大機(jī)遇，積極主動承接產(chǎn)業(yè)轉(zhuǎn)移，戴爾、聯(lián)想、華為、英特爾、思科、德州儀器、富士康、仁寶、緯創(chuàng)等全球知名電子品牌商和制造商落戶四川，大眾、豐田、現(xiàn)代、沃爾沃、吉利、中國重汽、北汽福田等汽車制造企業(yè)和馬士基等物流企業(yè)進(jìn)入四川發(fā)展，還引進(jìn)了漢能、天威等新能源企業(yè)和杜邦、聯(lián)合利華等化工企業(yè)。2011年引進(jìn)利用外資規(guī)模達(dá)到110億美元，約占中國當(dāng)年引進(jìn)外資規(guī)模的1/10。目前，四川引進(jìn)世界500強(qiáng)企業(yè)已達(dá)到243家。每年舉辦的中國西部國際博覽會，簽約項(xiàng)目和貿(mào)易成交額不斷創(chuàng)出歷史新高。明年第12屆《財(cái)富》全球論壇將在成都召開。

隨著新一輪西部大開發(fā)、成渝經(jīng)濟(jì)區(qū)建設(shè)等國家發(fā)展戰(zhàn)略的深入推進(jìn)以及天府新區(qū)、新川創(chuàng)新科技園等一批“十二五”重點(diǎn)項(xiàng)目的規(guī)劃建設(shè)，四川正處于轉(zhuǎn)型升級的關(guān)鍵期、工業(yè)化城鎮(zhèn)化加速期。這將更大程度發(fā)揮四川作為中國西部最大經(jīng)濟(jì)體的競爭力和帶動力，拓展四川與周邊國家及地區(qū)的產(chǎn)業(yè)合作空間，進(jìn)一步發(fā)揮四川在中國經(jīng)濟(jì)乃至泛亞經(jīng)濟(jì)發(fā)展中的重要作用。

女士們，先生們！

加快結(jié)構(gòu)調(diào)整，加快經(jīng)濟(jì)轉(zhuǎn)型，加快新興產(chǎn)業(yè)發(fā)展，大力發(fā)展實(shí)體經(jīng)濟(jì)，是當(dāng)前和今后一個(gè)時(shí)期四川和我國西部發(fā)展的重點(diǎn)方向，也是泛亞地區(qū)共同的發(fā)展重點(diǎn)。借此機(jī)會，我提出以下倡議：

一是始終堅(jiān)持以實(shí)體經(jīng)濟(jì)引領(lǐng)發(fā)展。發(fā)展實(shí)體經(jīng)濟(jì)符合包括四川在內(nèi)的中國西部地區(qū)的實(shí)際，也符合泛亞地區(qū)發(fā)展實(shí)際。我們要加快推進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級，加快科技創(chuàng)新和成果轉(zhuǎn)化，抓住機(jī)遇發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)，大力提升實(shí)體經(jīng)濟(jì)在國際上的競爭力和可持續(xù)發(fā)展能力。

二是積極探索實(shí)體經(jīng)濟(jì)合作發(fā)展機(jī)制。深化泛亞務(wù)實(shí)合作，重點(diǎn)應(yīng)加強(qiáng)實(shí)體經(jīng)濟(jì)發(fā)展的合作，擴(kuò)大雙向開放的領(lǐng)域，把共同利益的“蛋糕”做大做好。四川將充分發(fā)揮中國西部國際博覽會及中國西部國際合作論壇等平臺的作用，加強(qiáng)與各方在技術(shù)、產(chǎn)業(yè)、管理、金融等方面的磋商和協(xié)調(diào)，積極推動建立健全各類區(qū)域經(jīng)濟(jì)合作框架，以及雙邊、多邊合作機(jī)制，努力促進(jìn)泛亞地區(qū)實(shí)體經(jīng)濟(jì)持續(xù)快速發(fā)展。

三是大力營造實(shí)體經(jīng)濟(jì)發(fā)展的良好環(huán)境。進(jìn)一步發(fā)揮政府引導(dǎo)和市場機(jī)制的作用，讓各類市場要素，特別是人才和資金更多地向?qū)嶓w領(lǐng)域聚集。不斷改進(jìn)政府服務(wù)，降低企業(yè)稅費(fèi)、物流成本，進(jìn)一步放開市場準(zhǔn)入，拓寬投資空間，優(yōu)化投資環(huán)境，增強(qiáng)實(shí)體經(jīng)濟(jì)的吸引力，努力營造鼓勵(lì)腳踏實(shí)地、勤勞創(chuàng)業(yè)、實(shí)業(yè)致富的社會氛圍。

女士們，先生們！

中國西部國際合作論壇，已成功舉辦了四屆。論壇的主題隨著時(shí)代的發(fā)展在逐步演進(jìn)。我們高興地看到，通過這個(gè)平臺，泛亞地區(qū)各國之間交流的深度和廣度在逐步拓展，合作的層面和空間在逐步延伸，產(chǎn)生的效應(yīng)和效益在逐步顯現(xiàn)。四川廣闊的市場空間、豐富的人力資源和巨大的發(fā)展?jié)摿Γ瑢⒏訄?jiān)定有力地推動實(shí)體經(jīng)濟(jì)發(fā)展，努力為中國經(jīng)濟(jì)、泛亞經(jīng)濟(jì)、世界經(jīng)濟(jì)發(fā)展作出應(yīng)有的貢獻(xiàn)！

尊敬的黃孟復(fù)副主席，尊敬的各位貴賓，各位朋友，女士們，先生們：

天府大地，沃野千里。今天，非常有幸與大家相聚在美麗的蓉城，圍繞“泛亞合作與綠色發(fā)展”主題，共同探討現(xiàn)代經(jīng)濟(jì)可持續(xù)發(fā)展之路。首先，我謹(jǐn)代表四川省委、省政府和9000萬四川人民，向蒞臨本屆西部國際合作論壇的各國政要、政府部長、知名企業(yè)家和專家學(xué)者，表示熱烈歡迎！向世界各國人民在四川抗震救災(zāi)和災(zāi)后恢復(fù)重建中，給予的熱忱關(guān)心和寶貴支持，表示衷心感謝！

綠色低碳發(fā)展，是人類社會不斷向前發(fā)展的必由之路。從上世紀(jì)60年代《寂靜的春天》這部人類首次關(guān)注環(huán)境問題的專著問世，到《增長的極限》的發(fā)表，再到世界環(huán)境委員會發(fā)表《我們共同的未來》和《綠色經(jīng)濟(jì)藍(lán)圖》，綠色理念的提出已有50多年時(shí)間。隨著現(xiàn)代化進(jìn)程的推進(jìn)，自然資源和生態(tài)環(huán)境承載能力問題愈發(fā)突出，大量耗費(fèi)不可再生資源和破壞生態(tài)環(huán)境的傳統(tǒng)經(jīng)濟(jì)增長方式難以為繼，依靠科技創(chuàng)新，大力實(shí)施“綠色發(fā)展戰(zhàn)略”，走科學(xué)發(fā)展道路，代表著世界經(jīng)濟(jì)發(fā)展新趨勢，越來越成為世界各國人民的共識。

中國政府高度重視綠色經(jīng)濟(jì)發(fā)展，始終把建設(shè)資源節(jié)約型、環(huán)境友好型社會作為加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要支點(diǎn)，堅(jiān)持科學(xué)發(fā)展、綠色發(fā)展、可持續(xù)發(fā)展，這既是中國發(fā)展理念的重大創(chuàng)新，更是對世界發(fā)展理念的巨大貢獻(xiàn)。中國“十二五”發(fā)展規(guī)劃，鮮明提出以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，從經(jīng)濟(jì)發(fā)展、結(jié)構(gòu)調(diào)整、科技教育、資源環(huán)境、人民生活、社會建設(shè)、改革開放等方面確立了未來5年中國經(jīng)濟(jì)社會發(fā)展的目標(biāo)和任務(wù)，更加注重全面協(xié)調(diào)可持續(xù)發(fā)展，繪就了推動“綠色發(fā)展”的路線圖。女士們、先生們！

泛亞各國地域相連，文化相融，經(jīng)濟(jì)相通，大力發(fā)展綠色經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)，促進(jìn)可持續(xù)發(fā)展，是我們共同的美好愿望。泛亞合作有著良好的基礎(chǔ)，取得了豐碩成果，給泛亞各國人民帶來了實(shí)實(shí)在在的利益，為維護(hù)地區(qū)和世界的和平與繁榮發(fā)揮了積極作用。

四川是中國經(jīng)濟(jì)大省、人口大省和資源大省，是中國西部重要的商貿(mào)中心、物流中心和金融中心。四川幅員48.5萬平方公里，居中國第5位；人口9000萬，居中國第3位；水能、釩鈦、天然氣、稀土等資源具有重要優(yōu)勢；全省經(jīng)濟(jì)總量居中國第8位，西部第1位。近年來，四川在大力推進(jìn)地震災(zāi)后重建的基礎(chǔ)上，堅(jiān)定不移地實(shí)施充分開放合作戰(zhàn)略，積極推動開放開發(fā)，大力推動綠色低碳發(fā)展，取得了顯著成效。隨著中國新一輪西部大開發(fā)、成渝經(jīng)濟(jì)區(qū)建設(shè)等國家戰(zhàn)略的深入推進(jìn)，四川規(guī)劃建設(shè)天府新區(qū)及新川創(chuàng)新科技園等一批“十二五”重點(diǎn)項(xiàng)目，全省正處于工業(yè)化城鎮(zhèn)化雙加快時(shí)期，這將更大程度發(fā)揮四川作為中國西部最大經(jīng)濟(jì)體的競爭力和帶動力，拓展四川和中國周邊國家及地區(qū)的產(chǎn)業(yè)合作空間，進(jìn)一步發(fā)揮四川在中國經(jīng)濟(jì)乃至泛亞經(jīng)濟(jì)發(fā)展中的重要作用。

女士們、先生們！

新的科技革命將為生產(chǎn)力發(fā)展打開嶄新空間，引發(fā)產(chǎn)業(yè)結(jié)構(gòu)新一輪變革，催生戰(zhàn)略性新興產(chǎn)業(yè)并成為未來社會新的支柱產(chǎn)業(yè)，引領(lǐng)人類社會進(jìn)入綠色、智能、和諧新時(shí)代。借此機(jī)會，我就泛亞地區(qū)發(fā)展低碳經(jīng)濟(jì)，推動綠色合作提出以下倡議。

一是抓住機(jī)遇，積極拓展合作空間。泛亞各國你中有我，我中有你，經(jīng)濟(jì)相互依存，相互補(bǔ)充。當(dāng)前，泛亞各國都在大力進(jìn)行經(jīng)濟(jì)結(jié)構(gòu)調(diào)整，加大對環(huán)保、新能源、科技創(chuàng)新的投入，加強(qiáng)醫(yī)療、教育、文化、交通等民生事業(yè)發(fā)展，這為深化泛亞合作提供了新機(jī)遇。四川將繼續(xù)實(shí)施充分開放合作戰(zhàn)略，與各國、各地區(qū)開展更大規(guī)模的經(jīng)貿(mào)交流與合作，為促進(jìn)世界經(jīng)濟(jì)的發(fā)展與融合做出更 多貢獻(xiàn)。

二是加強(qiáng)溝通，探索建立合作機(jī)制。密切合作，深化交流，是共同應(yīng)對全球性挑戰(zhàn)及國際和地區(qū)熱點(diǎn)問題的有效途徑。四川將充分發(fā)揮中國西部國際博覽會及中國西部國際論壇等平臺作用，加強(qiáng)與各方在氣候變化、能源資源安全、糧食安全、公共衛(wèi)生安全、自然生態(tài)安全等問題上的磋商和協(xié)調(diào)，積極推動建立健全各類區(qū)域、次區(qū)域、泛區(qū)域經(jīng)濟(jì)合作框架，以及多邊及雙邊合作機(jī)制，形成更加公平、公正、包容、有序的“綠色”合作環(huán)境，努力促進(jìn)泛亞地區(qū)的和平、穩(wěn)定與繁榮。

三是開拓進(jìn)取，增強(qiáng)科技創(chuàng)新活力。科技創(chuàng)新是綠色發(fā)展的關(guān)鍵。在人類社會轉(zhuǎn)向后工業(yè)化時(shí)代的過程中，世界各國都在思考著同樣的問題，就是如何尋找新的戰(zhàn)略機(jī)遇，爭取新的競爭優(yōu)勢，共同應(yīng)對人類社會面臨的挑戰(zhàn)和危機(jī)。我們應(yīng)緊跟世界發(fā)展新趨勢，著力轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，積極調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，加強(qiáng)科技創(chuàng)新領(lǐng)域合作，推動科技成果轉(zhuǎn)化，推動經(jīng)濟(jì)發(fā)展更多依靠科技創(chuàng)新驅(qū)動，增強(qiáng)科技創(chuàng)新能力，發(fā)展綠色經(jīng)濟(jì)。

女士們、先生們！
