大學(xué)畢業(yè)后的一年最為關(guān)鍵，這一年是對其人生的基本規(guī)劃最為重要的一年，原因涉及三項：就業(yè)協(xié)議書》、《報到證》（派遣證）、國家干部身份。

近年來，在緊張的就業(yè)過程中，很多高校畢業(yè)生在剛剛畢業(yè)的一兩年內(nèi)，就丟了自己的國家干部身份、人事檔案、戶口。這里先說說干部身份對于畢業(yè)生而言，有些什么樣的作用，在我國，無論各行各業(yè)都會有職稱評定，而且相信任何單位都希望有那些有職稱的人來工作，而且，就算你工作的單位沒有職稱評定一說，那想你如果是高級工程師你拿的錢也絕對比別人多。而什么人能評定職稱呢？有干部身份的人。所以從此看出，就算你不當(dāng)官，你只掙錢，那干部身份對你來說還是有用的。在這里，我想簡單的說一說我目前所知道的關(guān)于這方面的一些問題，相信肯定有很多不全面的地方，但至少相信可以幫助到高校畢業(yè)生。

（一）為什么畢業(yè)前要簽《就業(yè)協(xié)議書》呢？很多畢業(yè)生朋友，都認(rèn)為《就業(yè)協(xié)議書》簽訂，就是為了學(xué)校方便統(tǒng)計就業(yè)率的。但其實最重要的一個作用是學(xué)校辦理該畢業(yè)生報到、接轉(zhuǎn)行政、檔案轉(zhuǎn)出、戶口關(guān)系的依據(jù)。

（二）如果說到就業(yè)協(xié)議，那么必需提到的就是《報到證》與國家干部身份。就業(yè)協(xié)議作為國家統(tǒng)計大學(xué)生就業(yè)率的一個根據(jù)，同時也是學(xué)校報到證發(fā)放的一個證明。只有畢業(yè)生簽署了就業(yè)協(xié)議，拿回學(xué)校，學(xué)校才會在該畢業(yè)生畢業(yè)后將報到證發(fā)給你，而你拿著報到證到你工作的單位報道，就此開始計算工齡，而你也就擁有了干部身份。

（三）《報到證》：

《報到證》分上下兩聯(lián)（內(nèi)容相同），上聯(lián)（藍(lán)色）由校就業(yè)指導(dǎo)中心寄發(fā)給畢業(yè)生，下聯(lián)（白色）則放入學(xué)生檔案內(nèi)（人事檔案屬國家機(jī)密，不允許個人持有。如果你的用人單位擁有檔案管理資格那么你的檔案就放在單位；如果沒有，那你的檔案放在人才市場類的檔案保存處。若你沒簽就業(yè)協(xié)議書，那你的檔案就直接打回原籍）。而《報到證》則交由你手自行保管。在這里必須要重點說的是，很多人在畢業(yè)后沒多久就把《報到證》丟了，而當(dāng)若干年后單位希望將你提干要求出示《報到證》時，很多就沒有了，而只能再跑回某地去重新開證明，這時的證明可就沒那么好開了，所以還是勸畢業(yè)生保管好《報到證》。

（四）國家干部身份：

在中國社會體系中，公民分三中身份：農(nóng)民、工人、干部。農(nóng)民歸農(nóng)業(yè)部管理，工人歸勞動局管理，而干部歸人事局管理。大學(xué)生屬于國家培養(yǎng)的專業(yè)人才，屬于國家干部身份。而很多人卻從畢業(yè)后就莫名其妙的丟了自己的干部身份。當(dāng)然也有很多是根本不在乎自己的干部身份。認(rèn)為有就有，沒有就沒有，沒有的話我至少是四年大學(xué)畢業(yè)學(xué)士學(xué)位。其實你錯了。如果你沒有留住你的干部身份，可以說你的大學(xué)就是白念，而你只是個有學(xué)士學(xué)位的工人，根本沒有改變你自己的身份。國家干部身份靠什么來？靠就業(yè)協(xié)議，靠《報到證》?！秷蟮阶C》就是你大學(xué)生干部身份的證明，假如某天你被提干時，這個就是你可以被提干的證明，因為你是干部身份。否則你就不能被提，因為你是工人。也許很多人說：我不會被提干，那我要干部身份干嘛，我就想掙錢。

（五）那么我現(xiàn)在要說的就是職稱評定了。其中也涉及到關(guān)鍵一年的具體事宜。

畢業(yè)生持《報到證》到單位上崗后，必須要經(jīng)過一年的見習(xí)期（國家規(guī)定）。見習(xí)期滿后，本人必須記得要簽《畢業(yè)生見習(xí)期考核鑒定表》，這是你轉(zhuǎn)正的鑒定表（從此你就拿正常工資了），說明你已經(jīng)是一個合格的人才了（見習(xí)期需要在同一單位完成，也就是你的就業(yè)協(xié)議、報到證以及你的轉(zhuǎn)正證明表，這三個上面蓋的要是同一單位的章，否則視為無效）。緊接著要記得填寫《國家統(tǒng)一分配大中專院校畢業(yè)生專業(yè)技術(shù)職務(wù)任職資格認(rèn)定表》，也就是初級職稱評定
