石頭鎮(zhèn)開(kāi)展“五一”節(jié)前安全生產(chǎn)大檢查

工作情況總結(jié)

為保障我鎮(zhèn)人民群眾過(guò)上一個(gè)歡樂(lè)、安全祥和的“五一”節(jié)，我鎮(zhèn)認(rèn)真貫徹落實(shí)《關(guān)于開(kāi)展“五一”前安全生產(chǎn)大檢查工作的通知》（廬安字[2012]8號(hào)）的文件精神，在收到縣委縣政府會(huì)關(guān)于開(kāi)展“五一”節(jié)前安全生產(chǎn)大檢查的通知后，我鎮(zhèn)黨委政府高度重視，于2012年4月22日由副書(shū)記xxx主持召開(kāi)了我鎮(zhèn)“五一”節(jié)前安全生產(chǎn)大檢查工作動(dòng)員會(huì)議，參會(huì)人員有分管安全生產(chǎn)的梅吉安鎮(zhèn)長(zhǎng)及相關(guān)各部門(mén)的負(fù)責(zé)人。會(huì)上吳書(shū)記傳達(dá)了縣委縣政府關(guān)于開(kāi)展“五一”節(jié)前安全生產(chǎn)大檢查的工作精神，強(qiáng)調(diào)要牢固樹(shù)立安全生產(chǎn)責(zé)任重于泰山的思想觀念，始終堅(jiān)持“安全第一，預(yù)防為主，綜合治理”的方針，深入開(kāi)展“安全生產(chǎn)年”活動(dòng)，切實(shí)加強(qiáng)領(lǐng)導(dǎo)，強(qiáng)化安全措施，狠抓工作落實(shí)。要逐級(jí)落實(shí)節(jié)日安全生產(chǎn)責(zé)任制，按照“誰(shuí)主管、誰(shuí)負(fù)責(zé)”的原則，健全完善嚴(yán)格的行政領(lǐng)導(dǎo)責(zé)任、部門(mén)監(jiān)管責(zé)任和企業(yè)主體責(zé)任，確保各級(jí)各部門(mén)、各重點(diǎn)單位重要環(huán)節(jié)安全生產(chǎn)職責(zé)明確、責(zé)任到人、措施到位并周密部署了工作。

一、成立三個(gè)安全生產(chǎn)、消防安全大檢查工作檢查小組：

（一）企業(yè)檢查組由黨委副書(shū)記xxx同志任組長(zhǎng)，成員有經(jīng)濟(jì)發(fā)展辦、安監(jiān)所等部門(mén)抽調(diào)人員組成。

（二）“小作坊、漁網(wǎng)加工廠”檢查組由xxx委員任組長(zhǎng)，成員有工商所、村建辦等部門(mén)抽調(diào)人員組成。

（三）危險(xiǎn)化學(xué)品，商場(chǎng)檢查組由安委辦主任xxx任組長(zhǎng)，成員有鎮(zhèn)安監(jiān)辦、派出所、供電所等部門(mén)抽調(diào)人員組成。各檢查小組統(tǒng)一行動(dòng)，檢查時(shí)間于４月２３日至４月３０日分區(qū)到各單位進(jìn)行安全生產(chǎn)大檢查。

二、各檢查組認(rèn)真負(fù)責(zé)，采取邊檢查邊督促整改的檢查辦法，不走過(guò)場(chǎng)。這次開(kāi)展“五一”節(jié)前安全生產(chǎn)大檢查由于鎮(zhèn)黨委政府精心組織周密部署、檢查到位，在縣督查組的正確領(lǐng)導(dǎo)下取得了一定成 效，使我鎮(zhèn)廣大人民群眾放心的度過(guò)“五一”節(jié)。截止４月３０日止統(tǒng)計(jì)，三個(gè)檢查小組共檢查了３５家小作坊，小檔口６５家，小娛樂(lè)場(chǎng)所８檔，企業(yè)單位１５家，中小學(xué)２２所，幼兒園2所，危險(xiǎn)化學(xué)品單位1家，經(jīng)營(yíng)煙花場(chǎng)所6家，液化石油氣銷(xiāo)售點(diǎn)3檔，非煤礦山1座，大型商場(chǎng)４家，網(wǎng)吧１家，共排查安全隱患８４宗。責(zé)令小作坊停業(yè)整改1家，發(fā)出整改通知30份，到目前止已整改安全隱患50宗，整改合格３５家。

通過(guò)檢查當(dāng)前存在的主要問(wèn)題是：

（一）是企業(yè)安全生產(chǎn)主體責(zé)任落實(shí)不夠，安全意識(shí)不高，不能正確處理安全與生產(chǎn)、安全與效益、安全與發(fā)展的關(guān)系，重經(jīng)濟(jì)效益輕安全生產(chǎn)的矛盾尚未得到真正解決，安全生產(chǎn)還未真正成為企業(yè)的自覺(jué)行為。

（二）是安全“三同時(shí)”工作落實(shí)不夠，部分在建項(xiàng)目未經(jīng)過(guò)安全“三同時(shí)”審查就開(kāi)工建設(shè)，距《安全生產(chǎn)法》和安全技術(shù)規(guī)程的要求有較大的差距。

（三）是事故隱患排查必然帶來(lái)整改，部分企業(yè)，存在不愿投入資金進(jìn)行不整改的現(xiàn)象，隱患突出。

針對(duì)這次大檢查存在的問(wèn)題，我鎮(zhèn)主要領(lǐng)導(dǎo)提出下來(lái)我們鎮(zhèn)安全生產(chǎn)消防工作一定要不得采取有力措施，保持高壓態(tài)勢(shì)一項(xiàng)一項(xiàng)抓落實(shí)。對(duì)存在安全隱患的單位要以鐵的手碗，鐵的措施加強(qiáng)監(jiān)管，做實(shí)、做細(xì)跟蹤整改落實(shí)工作。必要時(shí)采取停水停電措施、限期整改，以確保我鎮(zhèn)安全生產(chǎn)、消防安全形勢(shì)穩(wěn)定，遏止各類(lèi)安全事故發(fā)生。

XX鎮(zhèn)開(kāi)展“五一”節(jié)前安全生產(chǎn)大檢查工作方案

2020年“五一”節(jié)將至，為深刻吸取近期各地重特大安全事故教訓(xùn)，深入查找全鎮(zhèn)安全生產(chǎn)工作的薄弱環(huán)節(jié)和突出問(wèn)題，采取更加有力的措施防范化解安全風(fēng)險(xiǎn)，堅(jiān)決防范和遏制重特大事故發(fā)生，有效保障人民群眾生命和財(cái)產(chǎn)安全，有力推動(dòng)全鎮(zhèn)安全生產(chǎn)形勢(shì)持續(xù)穩(wěn)定向好，特制定本實(shí)施方案。

一、工作目標(biāo)

進(jìn)一步深化安全生產(chǎn)大反思大排查大整治工作，全面壓實(shí)各村（居）委會(huì)的屬地責(zé)任，鎮(zhèn)屬各部門(mén)和駐XX單位的監(jiān)管責(zé)任、企業(yè)的主體責(zé)任。按照“黨政同責(zé)、一崗雙責(zé)、齊抓共管、失職追責(zé)”“管行業(yè)必須管安全、管業(yè)務(wù)必須管安全、管生產(chǎn)經(jīng)營(yíng)必須管安全”“誰(shuí)主管，誰(shuí)負(fù)責(zé)；誰(shuí)分管，誰(shuí)負(fù)責(zé)”的要求，針對(duì)“五一”節(jié)前安全生產(chǎn)規(guī)律和特點(diǎn)，緊緊盯住重點(diǎn)行業(yè)、重點(diǎn)企業(yè)、重點(diǎn)環(huán)節(jié)、重點(diǎn)部位、重點(diǎn)時(shí)段，深入開(kāi)展安全生產(chǎn)專(zhuān)項(xiàng)整治，超前研判各類(lèi)安全風(fēng)險(xiǎn)，制定針對(duì)性強(qiáng)的管控措施，深入排查、整治重點(diǎn)行業(yè)領(lǐng)域安全隱患，強(qiáng)化安全監(jiān)管執(zhí)法，有效防范和遏制生產(chǎn)安全事故發(fā)生，為人民群眾營(yíng)造安全和諧的節(jié)日氛圍。

二、時(shí)間安排

2020年4月23日—2020年4月30日

三、分組安排及職責(zé)任務(wù)

（一）建筑施工安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（鎮(zhèn)黨委副書(shū)記）

2.責(zé)任部門(mén)：XX自規(guī)所

3.職責(zé)任務(wù)

（1）深刻吸取我縣近幾年來(lái)建筑工地事故教訓(xùn)，舉一反三開(kāi)展檢查整治，重點(diǎn)整治不按要求佩戴防護(hù)工具、無(wú)資質(zhì)施工、違法轉(zhuǎn)包分包、不按設(shè)計(jì)施工等違法違規(guī)行為。

（2）以預(yù)防高處墜落、物體打擊、坍塌、起重傷害、觸電、瓦斯爆炸、火災(zāi)等事故為重點(diǎn)，突出抓好腳手架、超重機(jī)械、深基坑支護(hù)等專(zhuān)項(xiàng)治理，加大對(duì)公路施工、農(nóng)房改造項(xiàng)目的安全檢查力度。嚴(yán)禁盲目趕工期、搶進(jìn)度。加強(qiáng)對(duì)施工危險(xiǎn)用品管理和安全檢查，嚴(yán)肅查處違法違規(guī)施工行為。

（3）全面排查治理城鄉(xiāng)公用設(shè)施等重點(diǎn)部位安全隱患，確保供電、供水、供氣設(shè)備設(shè)施安全運(yùn)行。

（二）交通運(yùn)輸安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

2.責(zé)任部門(mén)：XX派出所

3.職責(zé)任務(wù)

（1）加大宣傳和執(zhí)法力度，堅(jiān)決防范和遏制重大交通事故發(fā)生。深入排查治理道路交通安全隱患，加強(qiáng)惡劣天氣預(yù)警和應(yīng)急救援處置。

（2）加大危險(xiǎn)路段及橋梁防護(hù)治理力度，不斷提升安全通行能力。突出客車(chē)、面包車(chē)、?；愤\(yùn)輸車(chē)、低速貨車(chē)、摩托車(chē)以及水泥罐車(chē)、運(yùn)渣車(chē)等高風(fēng)險(xiǎn)車(chē)型的整治。

（3）加強(qiáng)農(nóng)村道路交通安全治理，全面落實(shí)“路長(zhǎng)制”，對(duì)發(fā)現(xiàn)的問(wèn)題隱患要采取措施治理到位、形成閉環(huán)。

（4）嚴(yán)厲打擊超速、超載、超限、酒后駕駛和疲勞駕駛等違法行為，進(jìn)一步加強(qiáng)路面管控，嚴(yán)防群死群傷事故。嚴(yán)格執(zhí)行“三不進(jìn)站、六不出站”和“六嚴(yán)禁”等制度，認(rèn)真開(kāi)展道路交通源頭綜合治理；依法嚴(yán)厲打擊非法營(yíng)運(yùn)和交通違法行為。做好各類(lèi)交通安全的應(yīng)急預(yù)案，加大對(duì)違法攜帶和運(yùn)輸危險(xiǎn)品的檢查執(zhí)法力度。

（5）加強(qiáng)過(guò)境高速公路周邊的安全檢查，及時(shí)有效治理各類(lèi)安全隱患。

（三）學(xué)校安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（鎮(zhèn)黨委委員、宣傳統(tǒng)戰(zhàn)委員）

2.責(zé)任部門(mén)：XX督導(dǎo)組

3.職責(zé)任務(wù)

（1）加強(qiáng)對(duì)學(xué)校食品安全檢查工作，深入開(kāi)展消防安全檢查，督促學(xué)校及時(shí)排查、整改火災(zāi)隱患。

（2）加強(qiáng)對(duì)學(xué)校建筑安全和建設(shè)施工項(xiàng)目的檢查，督促整改存在問(wèn)題；強(qiáng)化對(duì)部分臨邊臨坡學(xué)校地質(zhì)災(zāi)害治理的監(jiān)管和指導(dǎo)，嚴(yán)防發(fā)生地質(zhì)災(zāi)害。

（3）加強(qiáng)對(duì)危險(xiǎn)化學(xué)品、煙花爆竹零售店的安全監(jiān)管，確保不在學(xué)校周邊安全距離內(nèi)生產(chǎn)經(jīng)營(yíng)相關(guān)危險(xiǎn)物品，強(qiáng)化對(duì)街道安全秩序維護(hù)工作。

（四）人員密集場(chǎng)所安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（鎮(zhèn)黨委委員、宣傳統(tǒng)戰(zhàn)委員）

2.責(zé)任部門(mén)：XX派出所

3.職責(zé)任務(wù)

（1）嚴(yán)格執(zhí)行大型群眾性活動(dòng)安全許可制度，落實(shí)大型群眾性活動(dòng)安全工作方案和安全責(zé)任制度，明確安檢、醫(yī)療救護(hù)、滅火、應(yīng)急疏散等安全措施，嚴(yán)格控制參與人數(shù)，嚴(yán)防火災(zāi)事故發(fā)生。

（2）開(kāi)展寺廟、車(chē)站、文物保護(hù)單位、商場(chǎng)、市場(chǎng)、KTV、賓館飯店、網(wǎng)吧、醫(yī)院等人員密集場(chǎng)所安全隱患排查治理，制定實(shí)施人員密集場(chǎng)所人流管控疏導(dǎo)方案，嚴(yán)防人員擁擠、踩踏事故發(fā)生。

（五）養(yǎng)老院安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（便民服務(wù)中心主任）

3.職責(zé)任務(wù)

（1）明確安檢、醫(yī)療救護(hù)、滅火、應(yīng)急疏散等安全措施，嚴(yán)格控制參與人數(shù)，嚴(yán)防火災(zāi)事故發(fā)生。

（2）開(kāi)展養(yǎng)老院安全隱患排查治理，制定實(shí)施人員人流管控疏導(dǎo)方案，嚴(yán)防人員擁擠、踩踏事故發(fā)生。

（六）危險(xiǎn)化學(xué)品安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

2.責(zé)任部門(mén)：鎮(zhèn)安委辦

3.職責(zé)任務(wù)

（1）全面開(kāi)展安全風(fēng)險(xiǎn)評(píng)估，特別是做好危險(xiǎn)有害因素辨識(shí)和安全風(fēng)險(xiǎn)評(píng)價(jià)工作，防范化解安全風(fēng)險(xiǎn)。

（2）開(kāi)展以涉及“兩重點(diǎn)一重大”為重點(diǎn)，突出氯、氨、氰化鈉和液化石油氣等高?；瘜W(xué)品的監(jiān)管，排查整治生產(chǎn)、儲(chǔ)存、運(yùn)輸、銷(xiāo)售、使用、廢棄處置等各環(huán)節(jié)隱患。

（3）嚴(yán)格動(dòng)火作業(yè)和進(jìn)入受限空間作業(yè)管理，強(qiáng)化關(guān)鍵設(shè)施裝置安全運(yùn)行維護(hù)；加快重大危險(xiǎn)源安全監(jiān)測(cè)監(jiān)控系統(tǒng)建設(shè)，加強(qiáng)對(duì)重大危險(xiǎn)源的監(jiān)控管理，嚴(yán)防火災(zāi)、爆炸、泄漏、中毒等事故發(fā)生。

（七）煙花爆竹安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

3.職責(zé)任務(wù)

（1）嚴(yán)厲打擊煙花爆竹非法違法生產(chǎn)、運(yùn)輸、儲(chǔ)存、銷(xiāo)售行為，強(qiáng)化煙花爆竹經(jīng)營(yíng)許可管理，嚴(yán)格煙花爆竹生產(chǎn)、儲(chǔ)存、運(yùn)輸、燃放等各環(huán)節(jié)的安全監(jiān)管。

（2）切實(shí)加強(qiáng)煙花爆竹買(mǎi)賣(mài)合同和流向信息化管理，嚴(yán)禁無(wú)合同或僅簽訂未明確產(chǎn)品詳細(xì)信息的合同買(mǎi)賣(mài)煙花爆竹；嚴(yán)禁未張貼標(biāo)識(shí)碼登記流向的產(chǎn)品進(jìn)入流通環(huán)節(jié)；嚴(yán)禁零售點(diǎn)集中、連片或在居民樓內(nèi)設(shè)置和超量?jī)?chǔ)存；嚴(yán)禁走街串巷兜售煙花爆竹；嚴(yán)禁向煙花爆竹零售點(diǎn)及個(gè)人銷(xiāo)售專(zhuān)業(yè)燃放類(lèi)產(chǎn)品及超標(biāo)產(chǎn)品；嚴(yán)禁零售店（點(diǎn)）違規(guī)在許可的經(jīng)營(yíng)場(chǎng)所外存放煙花爆竹以及在經(jīng)營(yíng)場(chǎng)所試放煙花爆竹。

（八）非煤礦山安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（鎮(zhèn)黨委副書(shū)記）

2.責(zé)任部門(mén)：XX自規(guī)所

3.職責(zé)任務(wù)

加強(qiáng)露天礦山高陡邊坡、排土場(chǎng)安全管理，加強(qiáng)非煤礦山企業(yè)現(xiàn)場(chǎng)安全監(jiān)管，督促企業(yè)落實(shí)防范安全生產(chǎn)事故各項(xiàng)措施，有效管控安全風(fēng)險(xiǎn)。

（九）電氣火災(zāi)安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

2.責(zé)任部門(mén)：XX派出所、XX供電所

3.職責(zé)任務(wù)

（1）全面排查整治電器產(chǎn)品生產(chǎn)質(zhì)量、建設(shè)工程電器設(shè)計(jì)施工、電器產(chǎn)品及其線路改造工作，全面開(kāi)展電器產(chǎn)品生產(chǎn)領(lǐng)域、電器產(chǎn)品流通領(lǐng)域、電器產(chǎn)品使用管理領(lǐng)域整治，強(qiáng)化社會(huì)單位電氣安全隱患排查整治、督促城鄉(xiāng)社區(qū)、村鎮(zhèn)電氣安全隱患排查整治、推動(dòng)（村）居民住宅區(qū)電氣安全隱患排查整治。

（2）推進(jìn)智慧用電，嚴(yán)厲打擊違法生產(chǎn)、銷(xiāo)售假冒偽劣電器產(chǎn)品等行為，集中銷(xiāo)毀假冒偽劣電器產(chǎn)品，系統(tǒng)治理社會(huì)單位電氣使用維護(hù)違章違規(guī)行為。

（十）食品藥品和特種設(shè)備安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

2.責(zé)任部門(mén)：XX市監(jiān)所

3.職責(zé)任務(wù)

（1）狠抓食品生產(chǎn)、流通、餐飲服務(wù)個(gè)環(huán)節(jié)安全整治，確保群眾“舌尖上的安全”更有保障。

（2）狠抓藥品生產(chǎn)、流通等環(huán)節(jié)安全管理，開(kāi)展醫(yī)療器械質(zhì)量安全專(zhuān)項(xiàng)治理，及時(shí)排除安全隱患。

（3）深入推進(jìn)特種設(shè)備風(fēng)險(xiǎn)分級(jí)管控和隱患排查治理，扎實(shí)開(kāi)展特種設(shè)備日常監(jiān)督檢查和安全生產(chǎn)大檢查發(fā)現(xiàn)問(wèn)題隱患的整改情況的“回頭看”“回頭查”，督促相關(guān)單位整改到位。

（4）以公共場(chǎng)所使用的電梯、鍋爐、壓力容器、壓力管道、起重機(jī)械和氣瓶充裝為重點(diǎn)開(kāi)展特種設(shè)備使用安全專(zhuān)項(xiàng)整治，嚴(yán)厲打擊無(wú)證操作、違規(guī)使用、違章作業(yè)和非法充裝等違法違規(guī)行為。

（十一）商貿(mào)流通領(lǐng)域安全大檢查工作組

1.責(zé)任領(lǐng)導(dǎo)：XX（副鎮(zhèn)長(zhǎng)）

2.責(zé)任部門(mén)：XX市監(jiān)所

3.職責(zé)任務(wù)

（1）加強(qiáng)物流企業(yè)及重要商品儲(chǔ)備庫(kù)房等重點(diǎn)場(chǎng)所、商貿(mào)流通領(lǐng)域特種行業(yè)、餐飲場(chǎng)所燃?xì)馐褂冒踩日?。?qiáng)化企業(yè)主體責(zé)任，落實(shí)企業(yè)安全生產(chǎn)制度，防止安全事故發(fā)生。

（2）全面排查商場(chǎng)、超市、餐飲、物流倉(cāng)儲(chǔ)等場(chǎng)所的各類(lèi)消防安全隱患，重點(diǎn)排查消防通道、安全出口、消防設(shè)施、滅火器材、電路線路老化等方面存在的火災(zāi)隱患，加強(qiáng)消防演練及人員疏散，確保以上場(chǎng)所的消防安全。

四、工作要求

（一）高度重視，嚴(yán)密組織。

各村（居）委會(huì)，鎮(zhèn)屬各部門(mén)，各企事業(yè)單位要深入貫徹落實(shí)中省市縣安全生產(chǎn)工作部署，進(jìn)一步增強(qiáng)做好“五一”節(jié)前安全生產(chǎn)大檢查工作的緊迫感和責(zé)任感，切實(shí)強(qiáng)化底線思維。

（二）盯死看牢，嚴(yán)管重罰。

要重點(diǎn)針對(duì)節(jié)前事故易發(fā)多發(fā)的行業(yè)、領(lǐng)域、點(diǎn)位以及風(fēng)險(xiǎn)高、隱患多的企業(yè)，采取明查暗訪、突擊檢查等方式，加大執(zhí)法力度，對(duì)存在嚴(yán)重違法違規(guī)行為和重大安全隱患的企業(yè)要嚴(yán)格落實(shí)停業(yè)整頓、上限處罰、關(guān)閉取締等措施，構(gòu)成犯罪的移送司法機(jī)關(guān)追究刑事責(zé)任，確保形成強(qiáng)有力的執(zhí)法震懾。

（三）強(qiáng)化預(yù)警，加強(qiáng)值守。

要加強(qiáng)災(zāi)害性天氣的監(jiān)測(cè)和預(yù)報(bào)預(yù)警工作，及時(shí)發(fā)布預(yù)警信息，災(zāi)害預(yù)警信息要第一時(shí)間到點(diǎn)到戶。要認(rèn)真做好應(yīng)急救援物資、裝備、器材的儲(chǔ)備，加強(qiáng)應(yīng)急救援隊(duì)伍管理，開(kāi)展有針對(duì)性的應(yīng)急演練。要嚴(yán)格執(zhí)行領(lǐng)導(dǎo)干部帶班和每天24小時(shí)有人值班值守制度，及時(shí)掌握安全生產(chǎn)動(dòng)態(tài)，及時(shí)、準(zhǔn)確。上報(bào)突發(fā)事故和異常情況，堅(jiān)決杜絕瞞報(bào)、漏報(bào)、遲報(bào)等問(wèn)題發(fā)生。要組織力量科學(xué)妥善處置和救援，確保人民生命財(cái)產(chǎn)安全。

一、領(lǐng)導(dǎo)重視～組織周密

1、企業(yè)、“三小”商場(chǎng)、職業(yè)危害等方面

出動(dòng)檢查人員共 25 人次～車(chē)輛 5 輛次～檢查企業(yè) 21 家～商場(chǎng)3 家～批發(fā)部2家～ 煙花爆竹1 家、危險(xiǎn)化品1 家。

6、旅游安全

二、突出重點(diǎn)，加強(qiáng)監(jiān)管，切實(shí)做好事故防范工作 今春氣候干燥，大風(fēng)等惡劣天氣多，“五〃一”期間各類(lèi)活動(dòng)頻繁，給安全生產(chǎn)帶來(lái)諸多不利因素。因此，各村、各單位要切實(shí)加強(qiáng)安全生產(chǎn)監(jiān)督管理工作，制定切實(shí)可行的工作方案，有針對(duì)性地組織開(kāi)展安全檢查，廣泛宣傳安全生產(chǎn)法律法規(guī)和安全常識(shí)，嚴(yán)格履行安全生產(chǎn)責(zé)任制度，強(qiáng)化安全管理。

（四）加強(qiáng)建筑施工現(xiàn)場(chǎng)安全監(jiān)督管理。鎮(zhèn)安監(jiān)站要重點(diǎn)檢查企業(yè)貫徹落實(shí)建設(shè)工程安全生產(chǎn)管理?xiàng)l例等有關(guān)安全生產(chǎn)的法規(guī)、規(guī)范和規(guī)程，檢查建筑施工企業(yè)的資質(zhì)特別是施工資質(zhì)、安全管理、安全責(zé)任制落實(shí)、安全防護(hù)、勞動(dòng)保障、安全教育培訓(xùn)等。對(duì)非法建設(shè)和非法發(fā)包、承包、轉(zhuǎn)包，在施工中不按規(guī)定進(jìn)行規(guī)范防護(hù)，不對(duì)作業(yè)人員進(jìn)行安全培訓(xùn)，不發(fā)勞動(dòng)防護(hù)用品等違法行為，要按法規(guī)規(guī)定嚴(yán)格處罰，通過(guò)檢查督促企業(yè)健全制度，規(guī)范管理，建立安全生產(chǎn)的長(zhǎng)效機(jī)制。對(duì)管理不嚴(yán)、責(zé)任制不落實(shí)、有章不循、違章指揮、違章操作的，要按規(guī)定嚴(yán)肅追究責(zé)任。
