WTO框架下中國畜產(chǎn)品出口問題分析與研究

第1章 緒論

我國是世界上畜產(chǎn)品的生產(chǎn)和消費(fèi)大國。根據(jù)2011年的統(tǒng)計，全球肉制品生產(chǎn)總量為2.97億噸。我國當(dāng)年生產(chǎn)的畜產(chǎn)品就達(dá)到7803萬噸。占世界生產(chǎn)總水平的26.27%。截止2012年底全球生產(chǎn)量則為3.02億噸。但是近年來我國的畜產(chǎn)品出口并沒有因?yàn)椤叭胧馈倍瓉泶禾?，反而因?yàn)榻鹑谖C(jī)的加劇而不斷下行。

1.1研究背景

本文的研究背景是在我國加入WTO多年之后，國內(nèi)的畜牧業(yè)出口仍然萎靡不振。這是擺在中國畜產(chǎn)品出口業(yè)面前的一個大問題，我國有著豐富的畜牧業(yè)資源、廉價的勞動力、國家的鼓勵政策等諸多優(yōu)勢。這些優(yōu)勢卻不能成為GDP的推動力，這其中是有很多問題是值得深思的。近期，在我國爆發(fā)的H7N9禽流感又將我國的畜產(chǎn)品出口業(yè)蒙上了一層陰影。

國際市場上，持續(xù)爆發(fā)的瘋牛病、禽流感、藍(lán)耳病讓很多外國客商紛紛選擇高價的畜產(chǎn)品。在這種條件下，我國畜產(chǎn)品的價格優(yōu)勢蕩然無存。找出一套可行的模式來解決這種困局是本文的立論依據(jù)。本文從我國畜產(chǎn)品的生產(chǎn)特點(diǎn)入手，同國外市場需要的產(chǎn)品相比較。找出其中的差距，揚(yáng)長避短。將自身的優(yōu)點(diǎn)發(fā)揚(yáng)光大，使我國的畜產(chǎn)品依托WTO的關(guān)稅優(yōu)惠，成為我國新的出口增長點(diǎn)。

1.2研究目的和定義

本文的研究目的是找出外商不認(rèn)同中國畜產(chǎn)品的原因，結(jié)合我國自身的國情。研究出一套可行的生產(chǎn)方式從而解決我國畜產(chǎn)品的出口問題。本文在綜述國際大環(huán)境后，開始研究我國畜產(chǎn)品的傳統(tǒng)市場。將金融危機(jī)前后的境況進(jìn)行對比，系統(tǒng)的分析

造成現(xiàn)狀的主要因素。通過供需求兩發(fā)面來分別分析現(xiàn)象。然后了解現(xiàn)象背后的本質(zhì)問題。

由于篇幅的限制，本文沒有在具體的出口產(chǎn)品上進(jìn)行研究。主要考慮的是畜產(chǎn)品整體的供給、需求兩大方面，在這兩方面找出各自存在的問題和解決辦法。第一個論述重點(diǎn)是在供給方面。主要的現(xiàn)象是飼養(yǎng)粗放、檢疫不統(tǒng)一、產(chǎn)品不合格等問題。但是根源問題是我國的畜牧業(yè)還沒有做好應(yīng)對出口的準(zhǔn)備，一些的配套設(shè)施和相關(guān)的技術(shù)還是空白，所以導(dǎo)致畜產(chǎn)品出口的舉步維艱。第二個論述重點(diǎn)是需求方面。在外需持續(xù)疲軟的情況下，怎樣開拓新興市場和促進(jìn)產(chǎn)品的創(chuàng)新性是我關(guān)注的問題。最后就是“綠色壁壘”問題。一些發(fā)達(dá)國家以各種技術(shù)性手段對發(fā)展中國家設(shè)置“綠色壁壘”從而保護(hù)本國的畜牧業(yè)的穩(wěn)定。這顯然是違背WTO的指導(dǎo)原則的。這些問題都會在第三章一一列舉出來。

1.3國內(nèi)外的研究現(xiàn)狀

國務(wù)院發(fā)展研究中心的潘國耀先生是在畜產(chǎn)品貿(mào)易領(lǐng)域的帶頭人，他在《我國畜產(chǎn)品進(jìn)出口貿(mào)易分析》一文中系統(tǒng)的闡述了我國畜產(chǎn)品在出口方面的短板。在文中潘國耀先生敘述了我國加入WTO后和金融危機(jī)的背景下畜產(chǎn)品出口的處境。又將國外的需求因素進(jìn)行了系統(tǒng)的分析。將我國非壁壘因素導(dǎo)致的不足一一做了說明，指出了我國整體的飼養(yǎng)加工的詬病。最后，將其中的問題進(jìn)行歸納整理并提出了解決方案。這篇文章發(fā)表在 《中國畜牧業(yè)進(jìn)出口年鑒2010》。

連云港出入境管理局的于維軍先生在《我國畜產(chǎn)品出口形勢依然嚴(yán)峻》一文中闡述了動物疫病對我國畜產(chǎn)品出口的影響。這篇文章在另一個方面細(xì)致的分析了檢驗(yàn)檢疫對畜產(chǎn)品出口的重要性。本文發(fā)表在2010年《中國動物健康》第15期。

美國著名的經(jīng)濟(jì)學(xué)家Dives V和Mart Jones在（食品工業(yè)科技）一書中系統(tǒng)的闡述了科技手段對畜產(chǎn)品的出口的影響。非常推崇產(chǎn)品的深加工和高附加值的產(chǎn)業(yè)模式。本篇論文的解決方式也是參考該書。

英國檢疫科學(xué)帶頭人Hanaoka K教授，在長期的研究中提出“動物福利”這一概念。在當(dāng)代歐洲這是一種很流行的動物飼養(yǎng)觀念。該理論發(fā)表在< Animal welfare>一書中。

1.4基本概念

1.4.1畜產(chǎn)品

宏觀上來說畜產(chǎn)品是指動物在飼養(yǎng)、屠宰、加工過程中所產(chǎn)生的主要產(chǎn)品和副產(chǎn)品。本文中所指的畜產(chǎn)品，是在國際貿(mào)易中大量交易的產(chǎn)品。指可以供人類食用的豬、牛、羊肉。微觀上是指可供給人類利用的蛋白質(zhì)資源。

1.4.2綠色壁壘

綠色壁壘一詞源于貿(mào)易壁壘，在農(nóng)產(chǎn)品的貿(mào)易中將貿(mào)易壁壘形象的成為綠色壁壘。綠色壁壘是指一些發(fā)達(dá)國家為了保護(hù)本國的農(nóng)業(yè)或者農(nóng)產(chǎn)品加工企業(yè)，對其他國家進(jìn)行嚴(yán)格的技術(shù)限制，目的就是限制國外產(chǎn)品的進(jìn)口。通過這樣的綠色壁壘，出口國的價格優(yōu)勢會被大幅度打壓，削弱了該國產(chǎn)品的競爭力。

綠色貿(mào)易壁壘的制定實(shí)施必然會涉及到產(chǎn)品從生產(chǎn)到銷售、使用乃至報廢各個環(huán)節(jié)的監(jiān)督和檢測。它要求將環(huán)境科學(xué)、生態(tài)科學(xué)的原理運(yùn)用到產(chǎn)品生產(chǎn)、加工、儲藏、運(yùn)輸、銷售、使用和報廢處理等全過程中去, 從而形成一個完整的無公害、無污染環(huán)境管理體系。為達(dá)到發(fā)達(dá)國家的環(huán)境標(biāo)準(zhǔn), 我國畜產(chǎn)品在流通過程中不得不增加有關(guān)環(huán)境保護(hù)的檢驗(yàn)、測試、認(rèn)證和鑒定等手續(xù)及其相關(guān)費(fèi)用。產(chǎn)品的出口檢驗(yàn)和廣告等也將作大幅度的調(diào)整。

第2章 WTO框架下中國畜產(chǎn)品出口的現(xiàn)狀

在改革開放之后，我國政府支持鼓勵進(jìn)出口貿(mào)易，用大量低端產(chǎn)品換取了急需的外匯。但是，由于飼養(yǎng)、檢疫等環(huán)節(jié)出現(xiàn)了諸多問題造成了大量的物質(zhì)與經(jīng)濟(jì)損失。更嚴(yán)峻的是隨之出現(xiàn)了輸入性動物疫病更是雪上加霜。1980年至今，從國外輸入的動物疫病共達(dá)30余種。每年的損失達(dá)到200—250億元人民幣，平均每個農(nóng)民損失35元。每年在飼養(yǎng)中的防治費(fèi)用、飼料浪費(fèi)、人工成本、品質(zhì)下降等諸多方面的損

失是直接損失的3—5倍。如今我國各級主管部門正在努力的扶植本國優(yōu)勢產(chǎn)業(yè)，其中畜產(chǎn)品出口被列為我國重點(diǎn)開發(fā)、投入的項(xiàng)目，如今生產(chǎn)的畜產(chǎn)品無論在品質(zhì)還是品牌上都有了大幅度提高。

2.1加入WTO后對出口的作用

2.1.1政策優(yōu)化

在加入WTO后，我國農(nóng)產(chǎn)品關(guān)稅總水平降至15.35％，是全球稅率最低的國家之一。目前世界農(nóng)產(chǎn)品關(guān)稅平均水平為62％，其中牛肉由原來的45％降至12％、豬肉從20％降至12％、雞肉從20％降至10％。同時還撤消了與WTO 相背的非關(guān)稅措施，避免由于非技術(shù)性貿(mào)易政策給國內(nèi)生產(chǎn)企業(yè)帶來壓力。也希望以此為契機(jī)吸引更多的外國客商前來采購

但是隨著金融危機(jī)的加劇，一些發(fā)達(dá)國家以提高檢疫標(biāo)準(zhǔn)來設(shè)置綠色壁壘。我國畜產(chǎn)品出口形勢愈加嚴(yán)峻。坐擁巨大的產(chǎn)業(yè)而不能使之變?yōu)榻?jīng)濟(jì)的推力，這促使我國各級政府部門開始研究如何彌補(bǔ)我國與國外的不足和差距。一方面我國將原先的“商檢”、“衛(wèi)檢”、“動植檢”合并，實(shí)行“三檢合一”，在制度上規(guī)范生產(chǎn)環(huán)節(jié)的不足。另一方面中國政府在WTO框架下加大力度維護(hù)本國合法生產(chǎn)者的權(quán)益。增加我國在該領(lǐng)域的話語權(quán)，力爭打破發(fā)達(dá)國家的貿(mào)易壁壘。我國各大出口企業(yè)也都開始行動，不單單依靠海關(guān)的出口檢驗(yàn)。而在生產(chǎn)、屠宰、流通各個領(lǐng)域加強(qiáng)了技術(shù)革新和自檢自查。將客戶的合理需求放在第一位，企業(yè)的國際意識大大增加。

2.1.2市場擴(kuò)大

世界肉類生產(chǎn)、貿(mào)易、消費(fèi)大類型有四種。第一種是產(chǎn)量和人均占有都很高的國家。美國人口不到中國的1/4，肉類產(chǎn)量為中國的一半還要多，人均占有量和消費(fèi)量都超過100千克。第二種是專門提供肉制品的國家。澳大利亞人均肉類產(chǎn)量468千克、丹麥399 千克、加拿大137千克。第三種是肉類出口國。肉類總產(chǎn)量不小, 但人均占有水平很低，印度產(chǎn)肉600萬噸，人均只有5.5千克。印度尼西亞8.3千克。整個

非洲產(chǎn)肉1200萬噸左右，人均占有量很低。他們都需要進(jìn)口肉制品，對質(zhì)量要求不是很高，是潛在的市場。第四種是肉類產(chǎn)量和人均占有都不高，又是經(jīng)濟(jì)發(fā)達(dá)或是購買力很強(qiáng)的國家，如日本人均肉類產(chǎn)量只有23千克、科威特32千克。但都是肉類高消費(fèi)的國家，一般對質(zhì)量要求還相當(dāng)高當(dāng)然給價也高。所以，這類國家是各生產(chǎn)國競相出口的目標(biāo)市場。

2.1.3逐漸擺脫壁壘

北美，特別是美國具有得天獨(dú)厚的資源條件和發(fā)達(dá)的農(nóng)業(yè)生產(chǎn)技術(shù)，成為世界上最重要的畜產(chǎn)品出口地。畜產(chǎn)品生產(chǎn)和出口呈快速增長態(tài)勢。北美最大的出口市場是亞洲，其他的重要市場有西歐和拉丁美洲。日本是美國優(yōu)質(zhì)畜產(chǎn)品的目標(biāo)市場，美國最初將注意力集中在日本。通過施加政治和經(jīng)濟(jì)壓力，迫使日本開放了牛肉市場。隨后中國以及中國臺灣和韓國也成為美國的重點(diǎn)目標(biāo)。加拿大有豐富的耕地資源，糧 食和畜牧業(yè)較為發(fā)達(dá)，是世界重要的農(nóng)產(chǎn)品出口國。但由于氣候環(huán)境的限制，加拿大在很多農(nóng)產(chǎn)品上無法與美國競爭。

中歐貿(mào)易互補(bǔ)性非常強(qiáng)，貿(mào)易發(fā)展快。目前，中國已成為歐盟第二大貿(mào)易伙伴，歐盟連續(xù)兩年成為中國第一大貿(mào)易伙伴。但歐盟對中國禽肉進(jìn)口閉關(guān)已經(jīng)10年，至今沒有開關(guān)。歐盟禽肉考察團(tuán)的最終報告結(jié)論非常明確，中國熟制禽肉是安全的。從中國進(jìn)口熟制禽不存在傳播禽流感的風(fēng)險。中國食品業(yè)界有能力向歐盟供應(yīng)安全 高質(zhì)量的肉食品。中歐肉類貿(mào)易額下滑，說明在國際貿(mào)易中，限制別人的同時也限制 了自己。2005年，中歐農(nóng)產(chǎn)品食品貿(mào)易額達(dá)到54.6億美元，比2001年29億美元增長88%。其中中國對歐盟出口34.6億美元，同比增長76%。中國從歐盟進(jìn)口20億美元，增長110%。從中歐發(fā)展的趨勢來看，在WTO框架下的雙邊或多邊的磋商是未來我國擺脫貿(mào)易壁壘的主要途徑。

我國在入世之后，畜產(chǎn)品出口業(yè)是最具競爭力的出口產(chǎn)業(yè)。但是近年來的表現(xiàn)不升反降。其中豬肉就是代表產(chǎn)品。首先，豬飼料在國際貿(mào)易中的價格低廉穩(wěn)定，對我國的生豬飼養(yǎng)業(yè)有著巨大的推動力。可是近幾年來，我國的人工成本和土地成本急劇上升。導(dǎo)致了我國在勞動力方面的優(yōu)勢漸漸喪失。其次，在動物疫病方面頻頻爆發(fā)的動物疫情也讓出口企業(yè)頻頻遭到退貨。最后，在生產(chǎn)模式上的主要問題概括起來就是：“散戶養(yǎng)不好，大戶不賺錢”的尷尬境地。諸多企業(yè)還在做走街串巷的小販從農(nóng)戶手中收購牲畜，這不得不引起相關(guān)部門的反思。

在牲畜成品率方面我國一直低于世界平均水平。如下圖所示：以存欄生豬為例，我國存欄生豬的產(chǎn)肉量僅為美國的66%、法國的60%、日本的74%。這說明我國的畜牧業(yè)科技水平不高，在未來要提高我國產(chǎn)品的競爭力應(yīng)該從生產(chǎn)的成本控制入手，降低損耗。

2.2.2檢驗(yàn)檢疫環(huán)節(jié)

在中世紀(jì)時，資本主義船隊(duì)進(jìn)行遠(yuǎn)洋擴(kuò)張的時候，由于醫(yī)學(xué)的不發(fā)達(dá)，對這方面的知識還是空白，導(dǎo)致中世紀(jì)的歐洲爆發(fā)了大規(guī)模的黑死病。使三分之一的人口死于鼠疫桿菌?；谶@樣的歷史教訓(xùn)，國際貿(mào)易中各國越來越重視對畜產(chǎn)品進(jìn)出口的檢驗(yàn)檢疫。二戰(zhàn)后的60-70年代，畜產(chǎn)品交易還比較低迷各國沒有太多的剩余畜產(chǎn)品用于貿(mào)易。直至上世紀(jì)八十年代開始，科技水平的提高，飼養(yǎng)技術(shù)也隨之改進(jìn)。畜產(chǎn)品的進(jìn)出口才從農(nóng)產(chǎn)品進(jìn)出口貿(mào)易中分離出來，成為一個單獨(dú)的貿(mào)易項(xiàng)目。

在國際貿(mào)易中，對畜產(chǎn)品及其制品有著一整套的檢驗(yàn)內(nèi)容。主要包括：高致病性

禽流感、新城疫、口蹄疫、豬藍(lán)耳病、藥物殘留、飼料添加劑、轉(zhuǎn)基因品種等。隨著科技的介入，對動物所攜帶的生化指標(biāo)檢驗(yàn)檢疫也是越來越快速、精確。為了保護(hù)本國畜牧業(yè)健康發(fā)展和消費(fèi)者的食品安全，防止疫病傳入，一些國家建立了一套為確保動物產(chǎn)品安全的市場準(zhǔn)入制度，并以動物疫病、動物福利、環(huán)境保護(hù)、生態(tài)農(nóng)業(yè)等諸多理由對進(jìn)口的畜產(chǎn)品設(shè)置越來越嚴(yán)格的貿(mào)易綠色壁壘。

我國加入WTO后，在這方面開始了產(chǎn)業(yè)升級轉(zhuǎn)型，出現(xiàn)了一些專門以畜產(chǎn)品出口的企業(yè)。2006年5月份，山東一家對日出口的企業(yè)，在一批冷凍鴨肉檢測樣本中查出了兩例禽流感樣本。5月12日，日本農(nóng)林水產(chǎn)省對華實(shí)施封關(guān)。全面禁止進(jìn)口中國的禽類制品，這突如其來的封關(guān)讓國內(nèi)多家企業(yè)措手不及，導(dǎo)致禽產(chǎn)品大量積壓，價格急劇下降。在此期間我國發(fā)往日本的凍雞總量在10000噸以上，直接經(jīng)濟(jì)損失在1000萬元人民幣。這個事件帶給我們的反思就是檢測手段的差異導(dǎo)致了結(jié)果大相徑庭。2008年之后，日本政府提出了更高的要求。在該批產(chǎn)品出口前90天，出口凍雞的企業(yè)所在地50公里之內(nèi)，沒有中國政府通報的重大疫情。并且該企業(yè)必須是中國政府所批準(zhǔn)的合法動物加工企業(yè)，須持有中國獸醫(yī)部門開具的“相關(guān)檢疫證明”。其中重要的標(biāo)準(zhǔn)項(xiàng)目有（1）在飼養(yǎng)過程中存欄家禽無明顯臨床不良反應(yīng)。（2）在飼養(yǎng)過程中使用的獸藥殘留率不得低于日本國內(nèi)標(biāo)準(zhǔn)。（3）在屠宰處理中要清理除雞肝、雞心之外的一切器官，包括氣管。（4）運(yùn)輸途中要具備完全的冷凍設(shè)施。（5）進(jìn)入日本國指定倉庫后，進(jìn)行細(xì)菌培養(yǎng)和化學(xué)殘留物檢測，結(jié)果呈陽性則就地銷毀或退貨。

2.3加入WTO后外貿(mào)環(huán)境的變化

隨著世界經(jīng)濟(jì)的回暖，世界范圍內(nèi)畜產(chǎn)品在2011年的增幅是12.94%，而我國僅為9.18%。面對這樣的增長性需求我國卻出現(xiàn)了大規(guī)模貿(mào)易逆差，即進(jìn)口額大于出口額3個百分點(diǎn)，而中國畜產(chǎn)品進(jìn)口的增長速度（12.31%）卻高出同期世界畜產(chǎn)品進(jìn)口 的（10.86%）平均增長速度。

歐盟和美國是世界上最大的兩個偶蹄類畜產(chǎn)品出口地和進(jìn)口地。2011年生產(chǎn)各類畜產(chǎn)品4357萬噸，其中1684萬噸用于出口。進(jìn)口歐盟和美國畜產(chǎn)品的國家大多是發(fā)達(dá)國家，如俄羅斯、中東、韓國、日本等。但是這兩個區(qū)域也需要大量廉價的畜產(chǎn)品，主要是羊肉、禽肉。歐盟和美國的羊肉主要依賴澳大利亞和新西蘭，2010年澳

大利亞和新西蘭羊肉制品的27%銷往歐美等高端需求國。

2.4國際合作

在我國對畜產(chǎn)品實(shí)行管理的主要部門是農(nóng)業(yè)部、商務(wù)部、海關(guān)總署、進(jìn)出口檢驗(yàn)檢疫局等。在飼養(yǎng)方面農(nóng)業(yè)部對畜藥、飼料、防疫等方面進(jìn)行監(jiān)管，2012年初，農(nóng)業(yè)部出臺了《2012年國家畜牧業(yè)振興計劃》。對全國畜牧行業(yè)的存欄牲畜保育做出了詳細(xì)的計劃與部署。明確提出了發(fā)展地區(qū)性特色養(yǎng)殖，在“十二五”期間發(fā)展一大批知名企業(yè)帶動地區(qū)畜牧業(yè)升級轉(zhuǎn)型。擺脫小農(nóng)經(jīng)濟(jì)、散戶養(yǎng)殖的局面，發(fā)展規(guī)?；B(yǎng)殖。但是，在國內(nèi)普遍的生產(chǎn)習(xí)慣下想改變傳統(tǒng)的放養(yǎng)模式還需要很長的時間。

檢驗(yàn)檢疫方面1000多項(xiàng)標(biāo)準(zhǔn)被廢止，900多項(xiàng)得到修改。目前，中國的各項(xiàng)標(biāo)準(zhǔn)已達(dá)到世界標(biāo)準(zhǔn)總數(shù)的43.7%，但就日本90%以上，美、英、德80%以上的國際標(biāo)準(zhǔn)化率而言，還有很大的差距。政府在相關(guān)方面的工作還需要更加努力，要想在制度上更加完善，出臺更多的扶植政策就需要多多利用WTO框架下的多邊會談、對華機(jī)制。多學(xué)習(xí)國外先進(jìn)的標(biāo)準(zhǔn)理念。從而增進(jìn)本國在畜產(chǎn)品品質(zhì)上的提高。

第3章 WTO框架下中國畜產(chǎn)品出口暴露的問題

3.1供給方面

3.1.1我國畜牧業(yè)還傾向于內(nèi)貿(mào)經(jīng)濟(jì)

大陸專門做畜產(chǎn)品國際化養(yǎng)殖的品牌幾乎為零！我國的畜產(chǎn)品出口企業(yè)大多還是從農(nóng)戶手中購買，在普通農(nóng)民的飼養(yǎng)條件下往往沒有發(fā)揮出最好的經(jīng)濟(jì)價值。許多農(nóng)戶只看重存欄牲畜的體重，而不理采牲畜的瘦肉率和品質(zhì)。這造成了出口企業(yè)在做外貿(mào)訂單的時候成品差異率和耗損率很高。

3.1.2 國內(nèi)環(huán)境問題對出口的影響

2013年初，黃浦江、松江流域出現(xiàn)大量漂浮死豬。通過豬耳標(biāo)的溯源體系找到了事件的源頭是浙江嘉興地區(qū)農(nóng)戶非法將病死生豬扔入河道，造成了非常嚴(yán)重的影響。在深入的調(diào)查后發(fā)現(xiàn)，該地區(qū)土地的承載能力已經(jīng)不能滿足養(yǎng)殖業(yè)的需要，就連死豬的處理池也不能滿足規(guī)模的要求。當(dāng)今歐盟對畜產(chǎn)品的生長環(huán)境、生產(chǎn)廢物的處理、屠宰的方式等都做了詳細(xì)的規(guī)定，如果僅僅產(chǎn)品合格而對環(huán)境造成了巨大的污染也是不能被發(fā)達(dá)國家所接受的。

3.2加工出口方面

加工出口方面主要論述的是檢驗(yàn)檢疫對畜產(chǎn)品出口的影響。如今，企業(yè)總是慣性思維：“檢驗(yàn)檢疫是海關(guān)的事”。其實(shí)不然，自己對產(chǎn)品都沒有一個清晰的認(rèn)識，怎么可能將利益最大化。這些在某種程度上來說都是增加了企業(yè)出口的風(fēng)險。

3.2.1獸藥問題

在國外的檢測機(jī)構(gòu)中所有的獸藥是均不得檢出的，但是在生長期間不可能不使用獸藥。國內(nèi)的獸藥要想完全不得檢出就需要執(zhí)行休藥期，但是執(zhí)行休藥期的結(jié)果就是飼料、人工成本大大增加，這對于飼養(yǎng)農(nóng)戶來說是一筆不小的數(shù)目。在這方面不僅需要提高養(yǎng)殖者的認(rèn)識，也更需要政府對于獸藥殘留這一問題的進(jìn)一步重視。僅僅是因?yàn)閹缀量说墨F藥殘留就被退貨甚至封關(guān)，這顯然是不值當(dāng)?shù)?。也耗費(fèi)了大量的國家行政資源，更是對納稅人的不負(fù)責(zé)。更是對畜產(chǎn)品出口帶來巨大的經(jīng)濟(jì)損失和無法彌補(bǔ)的信譽(yù)損失。

休藥期：也叫消除期，是指動物從停止給藥到許可屠宰或它們的乳、蛋等產(chǎn)品許可上市的間隔時間。休藥期是依據(jù)藥物在動物體內(nèi)的消除規(guī)律確定的，就是按最大劑量、最長用藥周期給藥，停藥后在不同的時間點(diǎn)屠宰，采集各個組織進(jìn)行殘留量的檢測，直至在最后那個時間點(diǎn)采集的所有組織中均檢測不出藥物為止。

3.2.2菌落問題

在肉制品出廠前要進(jìn)行72小時的排酸處理，這種生產(chǎn)工藝往往只被生產(chǎn)廠家用在出口產(chǎn)品中。國內(nèi)的消費(fèi)者很難享受到這種待遇。出口到日本的禽類產(chǎn)品在生產(chǎn)過程中，必須有中國農(nóng)業(yè)部指定的獸醫(yī)官在場，并且簽發(fā)“產(chǎn)品抽樣檢測文書”。如果沒有這到程序，日方進(jìn)口企業(yè)有權(quán)單方面撕毀合同。在中國現(xiàn)在的生產(chǎn)加工企業(yè)中，鮮有采用“第三方檢測”的方式。僅僅是對一批次的產(chǎn)品、單一時間點(diǎn)進(jìn)行抽樣檢驗(yàn)。另外在成品出口前會經(jīng)海關(guān)進(jìn)行檢驗(yàn)檢疫，這個節(jié)點(diǎn)的運(yùn)輸和倉儲方式應(yīng)該在全程恒溫的冷藏狀態(tài)下進(jìn)行。這是對于商品能否出口的重要環(huán)節(jié)，在出廠前的抽檢中胴體是合格的，如果沒有全程冷鏈運(yùn)輸?shù)闹С?，很多檢驗(yàn)項(xiàng)目會因?yàn)檫\(yùn)輸和倉儲的溫度而發(fā)生改變。

在國際運(yùn)輸中，會用到專門的冷藏柜來裝載冷凍畜產(chǎn)品。國際的運(yùn)輸設(shè)備已經(jīng)很成熟，況且在國際運(yùn)輸中會對產(chǎn)品購買保險，如果是因?yàn)檫\(yùn)輸?shù)脑蛟斐缮唐菲焚|(zhì)的下降甚至完全腐壞，是可以向保險公司和船方進(jìn)行索賠的。

3.3政府引導(dǎo)監(jiān)管方面

在我國外貿(mào)進(jìn)程中，由于不了解國際市場的游戲規(guī)則造成的損失屢見不鮮。在畜產(chǎn)品出口中更是比比皆是。主要的方面就是檢疫標(biāo)準(zhǔn)的不統(tǒng)一，這是由于我國的國情所限。我國是一個發(fā)展中國家，所生產(chǎn)的畜產(chǎn)品有著很大的一個特點(diǎn)就是品種單

一、品質(zhì)參差不齊。企業(yè)要發(fā)展到成為一家國際性外貿(mào)出口商，不能擺脫的就是先從國內(nèi)做起。國內(nèi)沒有市場、國內(nèi)沒有知名度是不可能成長為一個國際型選手的。但是中國百姓目前的經(jīng)濟(jì)水平來看，沒有能力去購買品質(zhì)統(tǒng)一、飼養(yǎng)考究的畜產(chǎn)品。國內(nèi)的大多數(shù)企業(yè)也沒有自己的農(nóng)場進(jìn)行生態(tài)養(yǎng)殖。對于歐盟的檢疫標(biāo)準(zhǔn)國內(nèi)企業(yè)不會100%的達(dá)到，企業(yè)也不能國內(nèi)國外兩個標(biāo)準(zhǔn)，更不能將本國的公民劃為二等公民。所以，檢驗(yàn)標(biāo)準(zhǔn)不能夠短時間內(nèi)與國際接軌。

第4章 WTO框架下中國畜產(chǎn)品出口問題的解決對策

4.1解決供給問題的方案

4.1.1內(nèi)需、外貿(mào)同步發(fā)展

自有農(nóng)場，創(chuàng)立國內(nèi)品牌。在前面本文陳述過，畜產(chǎn)品出口企業(yè)想要贏得穩(wěn)定的訂單現(xiàn)需要有品質(zhì)統(tǒng)一、供應(yīng)穩(wěn)定的牲畜供給。所以需要以自身的自有農(nóng)場為主?！耙渣c(diǎn)帶面”用一個自有農(nóng)場帶動周邊農(nóng)戶成為加工企業(yè)的合作農(nóng)戶。即滿足了企業(yè)的需求，也履行了企業(yè)的社會責(zé)任。而農(nóng)戶難免會出現(xiàn)一些不統(tǒng)一的產(chǎn)品，面對這些不能出口的產(chǎn)品，在檢驗(yàn)檢疫合格的基礎(chǔ)上供給國內(nèi)的直營店或者其他經(jīng)銷商進(jìn)行銷售。這樣不會增加企業(yè)的耗損率。降低了出口成本形成有效的出口價格優(yōu)勢，還能滿足國內(nèi)市場的日常需求，用國際的標(biāo)準(zhǔn)回報普通的消費(fèi)者，這也是一種無形的營銷策略。樹立了企業(yè)在內(nèi)貿(mào)的形象，也有利于出口訂單的發(fā)展。

在國內(nèi)需求規(guī)?；?，積極開拓外貿(mào)市場，依托國內(nèi)市場的知名度、口碑、廣告覆蓋等手段向外商呈現(xiàn)一個“家喻戶曉”的中國品牌。

4.1.2企業(yè)應(yīng)該承擔(dān)環(huán)保責(zé)任

企業(yè)在組織生產(chǎn)銷售的時候，一定會產(chǎn)生一定數(shù)量的副產(chǎn)品或者廢棄品。在企業(yè)自身財力允許的情況下，應(yīng)該盡力與國際環(huán)保體系接軌。做到基本不對水土形成長期的污染。如果不能達(dá)到國際標(biāo)準(zhǔn)，也應(yīng)該盡量達(dá)到國家標(biāo)準(zhǔn)。在出口洽談的時候能夠有讓進(jìn)口方信服的環(huán)評報告。在生產(chǎn)期間也應(yīng)做到帶動當(dāng)?shù)氐纳鷳B(tài)農(nóng)業(yè)發(fā)展，帶動合作農(nóng)戶提高產(chǎn)品出口意識。

4.2規(guī)避外商對檢驗(yàn)檢疫的質(zhì)疑

4.2.1第三方屠宰檢疫

企業(yè)在初期依靠政府。在我國大多數(shù)地方都有類似于“肉品聯(lián)合會”的第三方屠宰組織。在我國這些組織長期參與企業(yè)和個人的畜產(chǎn)品零售。出口企業(yè)可以借鑒類似經(jīng)驗(yàn)，將牲畜的屠宰交給第三方進(jìn)行屠宰，一樣獲得符合出口標(biāo)準(zhǔn)的初加工畜產(chǎn)品，既滿足了檢驗(yàn)檢疫的要求，又對當(dāng)?shù)卣亩愂兆隽酥С帧?/p>

企業(yè)在有穩(wěn)定的客戶訂單之后，與政府合作。此時企業(yè)在國際社會有了一定的信譽(yù)，可以選擇自行對牲畜進(jìn)行屠宰加工。這不僅在國內(nèi)樹立了良好的品牌效應(yīng)，又節(jié)約了成本。而在檢驗(yàn)檢疫方面企業(yè)可以進(jìn)行自行抽檢、邀請質(zhì)檢部門駐場檢驗(yàn)、利用現(xiàn)代科技手段安裝攝像設(shè)備，接受質(zhì)檢和海關(guān)的實(shí)時監(jiān)控。這樣的新舉措，會大大提升企業(yè)的專業(yè)水準(zhǔn)和信譽(yù)度。做到公開透明就可以得到長期的合作訂單。

4.2.2規(guī)范運(yùn)輸方式，控制菌落數(shù)量

生鮮畜產(chǎn)品的運(yùn)輸不同于水果、谷物等其他農(nóng)產(chǎn)品的運(yùn)輸。水果運(yùn)輸可以通過降低溫度、降低耗氧量、充氮保鮮等方法來處理。但是畜產(chǎn)品對溫度的要求更加嚴(yán)格，因?yàn)闇囟鹊淖兓苯雨P(guān)系到菌落的數(shù)量。有些產(chǎn)品在廠檢驗(yàn)室合格的，但是到海關(guān)檢測就不合格。這是因?yàn)樵谶\(yùn)輸、倉儲的途中溫度變化較大，菌落繁殖嚴(yán)重。解決這個問題的關(guān)鍵在于：（1）出廠前做好物理防腐措施，例如排酸、速凍、軟凍等措施。（2）縮短運(yùn)輸時間，避免二次污染和溫度變化。利用GPS全球定位系統(tǒng)可以跟蹤產(chǎn)品的行車路線，以及艙內(nèi)溫度等實(shí)時信息。

4.3政府合理扶植，共同打破壁壘

在當(dāng)今市場，誰能把握市場的需求誰就能贏得主動。贏得主動就有話語權(quán)，就能有定價權(quán)。觀念要從“誰來買”轉(zhuǎn)變成“賣給誰”，為客戶量身定制產(chǎn)品。把服務(wù)做得更細(xì)。仔細(xì)研究客戶的實(shí)際，使我國的畜產(chǎn)品與進(jìn)口國的同類產(chǎn)品零差別。企業(yè)不

能單單的想把合格的產(chǎn)品銷售出去就可以了，也不能一味的去追著外國人的苛刻標(biāo)準(zhǔn)跑。而是將更多人性化的管理理念融入到一串串?dāng)?shù)字中，將地域的特色體現(xiàn)在檢測報告上。將外國人制定的綠色壁壘打破，創(chuàng)造更多的國際大品牌。以其人之道還治其人之身，最終讓世界都來認(rèn)同屬于中國人的“國產(chǎn)指標(biāo)”。

想樹立企業(yè)或者行業(yè)內(nèi)的標(biāo)準(zhǔn)需要大量的資金與智力支持，在此之前需要契合國際相關(guān)的標(biāo)準(zhǔn)，擁有龐大的市場份額。有了這些話語權(quán)，進(jìn)行出口的企業(yè)才能對不合理的貿(mào)易壁壘說“不”。當(dāng)然，在當(dāng)前中國這種條件下能夠走到這一步的企業(yè)更是鳳毛麟角。這需要國家、政府、行業(yè)、企業(yè)的多方努力將行業(yè)自身的缺點(diǎn)規(guī)避，不能國內(nèi)國外雙重標(biāo)準(zhǔn)。本來國際貿(mào)易就是將本國的剩余產(chǎn)品與他國交換，不能為了出口而做出口。這是我們值得反思的！

中國地大物博有些地方的土地、水源、牧草、甚至緯度都可以幫助打通國際市場。在我國內(nèi)蒙地區(qū)的土地富含各種對人體有益的微量元素，在這樣的地塊飼養(yǎng)存欄動物所生產(chǎn)出的畜產(chǎn)品會大大提高產(chǎn)品的身價。例如神戶的牛肉是在一種完全舒適的環(huán)境下飼養(yǎng)的，在牛的感官層面也下足了功夫，最終鑄就了每年在拍賣會才能看到的神戶牛肉。這不是宣導(dǎo)高投入就能帶來高回報，而是利用各方面積極因素在各種資源稀缺的情況下獲得高的利潤。在我國不一定就要全部生產(chǎn)這種高品質(zhì)的畜產(chǎn)品，在某一個方面積極地突破就可以做到較高的回報。甚至可以將中草藥引用在牲畜的飼養(yǎng)中，做到防病治病。即做到了化學(xué)藥劑的使用量較少也能創(chuàng)造更高的收益，甚至創(chuàng)造品牌。值得高興的是在我國的東南沿海地區(qū)，政府的扶植力度加大。出現(xiàn)了很多的規(guī)模化養(yǎng)殖場，在品質(zhì)的統(tǒng)一、獸藥的殘留、肉質(zhì)的產(chǎn)出方面都有了很大的提高。

2012年。農(nóng)業(yè)部對全國畜牧行業(yè)的存欄牲畜保育做出了詳細(xì)的計劃與部署。魯西黃牛、山東黑豬等一大批不受農(nóng)戶青睞的養(yǎng)殖品種，在國家的振興計劃下得到了保護(hù)。皓月、北大荒等一大批企業(yè)脫穎而出，雖然在飼養(yǎng)成本上有著很高的投入，但是在規(guī)?；?jīng)濟(jì)的帶動下已經(jīng)得到了市場的認(rèn)同。幾十美元一公斤的黃牛肉，甚至堪比神戶牛肉的國產(chǎn)牛肉已經(jīng)打開了國際市場。所以，在成本方面將市場的需求擺在第一位，檢驗(yàn)檢疫并不是我國畜產(chǎn)品出口不可逾越的鴻溝。何況，我國的畜產(chǎn)品極具價格優(yōu)勢。我國的豬肉出口價格僅為國際平均水平的60%、牛肉為國際均價的50%、羊肉低于國際30個百分點(diǎn)。在這樣巨大的利差下，我國加入世貿(mào)組織后最大的競爭力就在畜產(chǎn)品方面。雖然我們的比較優(yōu)勢較高，但是檔次較低。這是我國計劃經(jīng)濟(jì)所遺留的歷史問題。相信在世界經(jīng)濟(jì)一體化的進(jìn)程中，這些問題會慢慢好轉(zhuǎn)。

在今后的一段時期我國政府應(yīng)該結(jié)合國情實(shí)際，進(jìn)一步以國家意志將畜產(chǎn)品標(biāo)準(zhǔn)與國際體系接軌。應(yīng)該繼續(xù)鼓勵去通過ISO9000和ISO14000認(rèn)證制度及HACCP管理體系的引入力度，積極開展國際認(rèn)證工作與國際合作。申請發(fā)達(dá)國家的綠色標(biāo)志，這樣就可以使企業(yè)和農(nóng)戶有一個相對穩(wěn)定的參照系數(shù)，使他們能夠按照國際標(biāo)準(zhǔn)辦事，從傳統(tǒng)的“以量取勝”變?yōu)椤耙再|(zhì)取勝”，從而突破國外TBT 的限制，打通“畜產(chǎn)品綠色通道”。但是遺憾的是，我國企業(yè)對于認(rèn)證制度并不積極。認(rèn)為去做認(rèn)證工作會對價格優(yōu)勢產(chǎn)生影響，會影響企業(yè)的利潤。不僅要花費(fèi)大量資金用以支付檢驗(yàn)、測試、評估等費(fèi)用，還要花費(fèi)另一筆費(fèi)用支付認(rèn)證申請費(fèi)和標(biāo)志的使用年費(fèi)，就是這些因素使一些企業(yè)望而生畏。在我國，認(rèn)證做得好的主要是牛奶行業(yè)。而事實(shí)證明，雖然企業(yè)的成本增大，但人們對其產(chǎn)品的認(rèn)可度卻顯著提高，銷售量大幅增加，品牌層次也大大提高。

結(jié)論

通過對國內(nèi)外檢驗(yàn)檢疫和產(chǎn)品生產(chǎn)的差別得出以下結(jié)論。

首先，在我國經(jīng)濟(jì)轉(zhuǎn)型的重要時期，發(fā)展傳統(tǒng)農(nóng)業(yè)向生態(tài)農(nóng)業(yè)轉(zhuǎn)型是必經(jīng)之路。在此需要政府、企業(yè)、農(nóng)戶的共同參與，提高生態(tài)農(nóng)業(yè)的認(rèn)識，認(rèn)識到發(fā)展生態(tài)農(nóng)業(yè)的必要性和優(yōu)越性。在政策扶植的時期加緊完成自身的經(jīng)濟(jì)轉(zhuǎn)型，堅定不移地向現(xiàn)代化農(nóng)業(yè)發(fā)展。

其次是加強(qiáng)國際合作與交流。國際合作是解決國際貿(mào)易爭端的有效途徑，事實(shí)證明進(jìn)行貿(mào)易壁壘和貿(mào)易保護(hù)政策是走不通的。在出現(xiàn)分歧的同時，通過有效的磋商平臺是高效的解決辦法。這方面需要社會各方的參與和努力，政府應(yīng)該起到平臺的建立者和引導(dǎo)者的角色。參與貿(mào)易的各方積極參與，共同應(yīng)對貿(mào)易危機(jī)。

最后是吸取發(fā)達(dá)國家失敗的經(jīng)驗(yàn)，不再走發(fā)達(dá)國家走過的老路。找出適合自身的農(nóng)業(yè)發(fā)展模式是改善畜產(chǎn)品出口現(xiàn)狀的途徑。創(chuàng)建一個完善的供需模式，這個模式應(yīng)該是有一定的抗風(fēng)險能力，能夠應(yīng)對市場上對產(chǎn)品的短暫性的影響。

總而言之，加強(qiáng)交流與合作深入的改變自身的不足，政府企業(yè)和農(nóng)戶做好良好的互動。大力發(fā)展生態(tài)農(nóng)業(yè)、綠色貿(mào)易這才能贏得國際上的話語權(quán)。才能帶領(lǐng)整個行業(yè)走出重圍。相信在不久的將來，我國的畜產(chǎn)品出口業(yè)就會迎來一個嶄新的未來。
