新華網(wǎng)美國印第安韋爾斯６月８日電（記者陳贄 薛穎）國務(wù)委員楊潔篪８日在習(xí)近平主席與奧巴馬總統(tǒng)安納伯格莊園會晤后舉行吹風(fēng)會，介紹中美元首會晤成果并回答記者提問。

楊潔篪說，６月７日至８日，應(yīng)奧巴馬總統(tǒng)邀請，習(xí)近平主席在美國加利福尼亞州安納伯格莊園與奧巴馬總統(tǒng)舉行了會晤。此次會晤不僅是兩國政府換屆后中美元首第一次面對面接觸和交流，也是中美高層交往的一個創(chuàng)舉。

過去兩天，兩國元首舉行了兩場會晤，一場晚宴，還一起散步，會晤和交流的時間加起來超過八個小時。雙方所談，既有各自國內(nèi)情況和治國理政經(jīng)驗，也有中美關(guān)系和國際地區(qū)問題，既有政治安全問題，也有經(jīng)濟(jì)金融問題，既有雙邊問題，也有網(wǎng)絡(luò)安全、氣候變化等全球性問題，既談合作，也不回避分歧，不求面面俱到，但求深入坦誠。無論是互動的時間和質(zhì)量、交流的深度和廣度，都是前所未有的，反映了雙方對中美關(guān)系的高度重視，適應(yīng)了新時期中美關(guān)系發(fā)展的需要，體現(xiàn)了中美關(guān)系的戰(zhàn)略意義和全球影響。

通過會晤，兩國元首增進(jìn)了相互了解和信任，達(dá)成了一系列重要共識，取得重要積極成果，為中美關(guān)系未來發(fā)展指明了方向，規(guī)劃了藍(lán)圖，開啟了中美“跨太平洋合作”的新篇章。

一、習(xí)主席向奧巴馬總統(tǒng)介紹了中國政府的執(zhí)政理念和內(nèi)外政策，重申中國堅定不移走和平發(fā)展道路，堅定不移深化改革、擴(kuò)大開放，努力實現(xiàn)中華民族偉大復(fù)興的中國夢。中國夢要實現(xiàn)國家富強(qiáng)、民族振興、人民幸福，是和平、發(fā)展、合作、共贏的夢，與包括美國夢在內(nèi)的世界各國人民的美好夢想相通。中國夢的實現(xiàn)需要一個和平、穩(wěn)定的國際和周邊環(huán)境。中國將在實現(xiàn)自己夢想的過程中，為亞太地區(qū)和世界的和平、穩(wěn)定與繁榮作出貢獻(xiàn)。

奧巴馬總統(tǒng)也向習(xí)主席介紹了其執(zhí)政理念、執(zhí)政目標(biāo)和優(yōu)先議程。

二、兩國元首均強(qiáng)調(diào)了中美關(guān)系的重要性，認(rèn)為面對經(jīng)濟(jì)全球化迅速發(fā)展和各國同舟共濟(jì)的客觀需求，中美應(yīng)該也可以走出一條不同于歷史上大國沖突對抗的新路。雙方同意，共同努力構(gòu)建新型大國關(guān)系，相互尊重、合作共贏，造福兩國人民和世界人民。國際社會也期待中美關(guān)系能夠不斷改善和發(fā)展。中美兩國合作好了，就可以做世界穩(wěn)定的壓艙石、世界和平的助推器。

三、雙方同意加強(qiáng)各層次對話溝通，不斷增進(jìn)相互理解與信任。雙方將繼續(xù)通過互訪、會晤、通話、通信等方式保持密切聯(lián)系，將盡早實現(xiàn)互訪，并適時在中國再次舉行類似會晤。兩國元首積極評價中美戰(zhàn)略與經(jīng)濟(jì)對話、人文交流高層磋商等重要對話機(jī)制在拓展合作、管控分歧方面發(fā)揮的重要作用，將指示雙方團(tuán)隊加強(qiáng)協(xié)調(diào)配合，共同推動將于今夏舉行的第五輪中美戰(zhàn)略與經(jīng)濟(jì)對話、第四次中美人文交流高層磋商取得積極務(wù)實成果。中國國防部長和外交部長將應(yīng)邀適時訪美。

四、雙方同意不斷加強(qiáng)兩國在經(jīng)貿(mào)、投資、能源、環(huán)境、人文、地方等領(lǐng)域務(wù)實合作，深化全方位利益交融格局；同意就氣候變化、網(wǎng)絡(luò)安全問題加強(qiáng)對話與合作，充分發(fā)揮好有關(guān)工作組的作用。雙方均強(qiáng)調(diào)了改善和發(fā)展兩軍關(guān)系的重要性，愿推進(jìn)中美新型軍事關(guān)系建設(shè)。中方將應(yīng)邀參加２０１４年環(huán)太平洋軍演。

五、習(xí)主席重申了中方在臺灣問題上的原則立場，強(qiáng)調(diào)臺灣問題涉及１３億中國人民的民族感情，希望美方恪守中美三個聯(lián)合公報，堅持一個中國政策，以實際行動支持兩岸關(guān)系的和平發(fā)展，停止售臺武器。

六、兩國元首就亞太地區(qū)形勢和中美在亞太的互動交換了意見。雙方認(rèn)為，亞太是中美利益交織最緊密、互動最頻繁的地區(qū)，中美在亞太的共同利益遠(yuǎn)大于分歧，雙方應(yīng)加強(qiáng)溝通協(xié)調(diào)，減少摩擦，努力形成良性互動格局，給中美以及整個地區(qū)帶來發(fā)展機(jī)遇。

七、兩國元首同意繼續(xù)深化中美在多邊機(jī)構(gòu)內(nèi)的合作，在國際和地區(qū)熱點問題上保持密切協(xié)調(diào)和配合，進(jìn)一步加強(qiáng)在全球性問題上的合作，為促進(jìn)世界的和平、穩(wěn)定與繁榮發(fā)揮積極作用。

總之，這是一次戰(zhàn)略性、建設(shè)性、歷史性的會晤，對中美關(guān)系的未來發(fā)展和亞太地區(qū)乃至世界的和平、穩(wěn)定與繁榮都將產(chǎn)生重要的積極影響。楊潔篪還回答了記者提問。

有記者問：中美新型大國關(guān)系的核心內(nèi)涵是什么？努力方向是什么？

楊潔篪說，兩國元首同意，共同努力構(gòu)建中美新型大國關(guān)系，相互尊重、合作共贏。這是雙方著眼世情國情以及中美關(guān)系未來發(fā)展達(dá)成的重要共識，體現(xiàn)了中美兩國不走歷史上大國沖突老路、開創(chuàng)大國關(guān)系新模式的政治智慧和歷史擔(dān)當(dāng)。

正如習(xí)主席指出的，中美都是對世界有重要影響的國家，理應(yīng)在處理大國關(guān)系方面發(fā)揮示范作用。奧巴馬總統(tǒng)表示，美國歡迎中國作為一個大國繼續(xù)和平發(fā)展；一個和平、穩(wěn)定、繁榮的中國，不僅對中國有利，對美國、對世界也有利。美國希望同中國保持強(qiáng)有力的合作關(guān)系，做平等的伙伴。

關(guān)于中美新型大國關(guān)系的內(nèi)涵，習(xí)主席在會晤中用三句話作了精辟概括：

一是不沖突、不對抗。就是要客觀理性看待彼此戰(zhàn)略意圖，堅持做伙伴、不做對手；通過對話合作、而非對抗沖突的方式，妥善處理矛盾和分歧。二是相互尊重。就是要尊重各自選擇的社會制度和發(fā)展道路，尊重彼此核心利益和重大關(guān)切，求同存異，包容互鑒，共同進(jìn)步。

三是合作共贏。就是要摒棄零和思維，在追求自身利益時兼顧對方利益，在尋求自身發(fā)展時促進(jìn)共同發(fā)展，不斷深化利益交融格局。

關(guān)于如何將新型大國關(guān)系的精神貫徹到中美關(guān)系的方方面面，習(xí)主席提出了四點建議：一要提升對話互信新水平，把兩國領(lǐng)導(dǎo)人在二十國集團(tuán)、亞太經(jīng)合組織等多邊場合會晤的做法機(jī)制化，用好現(xiàn)有９０多個政府間對話溝通機(jī)制。二要開創(chuàng)務(wù)實合作新局面，美方應(yīng)在放寬對華高技術(shù)產(chǎn)品出口限制等問題上采取積極步驟，推動兩國貿(mào)易和投資結(jié)構(gòu)朝著更加平衡的方向發(fā)展。三要建立大國互動新模式，雙方應(yīng)在朝鮮半島局勢、阿富汗等國際和地區(qū)熱點問題上保持密切協(xié)調(diào)和配合，加強(qiáng)在打擊海盜、跨國犯罪、維和、減災(zāi)防災(zāi)、網(wǎng)絡(luò)安全、氣候變化、太空安全等領(lǐng)域合作。四要探索管控分歧新辦法，積極構(gòu)建與中美新型大國關(guān)系相適應(yīng)的新型軍事關(guān)系。奧巴馬總統(tǒng)對此作出了積極反應(yīng)，表示美方高度重視美中關(guān)系，愿在互利互尊基礎(chǔ)上與中方構(gòu)建國與國之間新的合作模式，并共同應(yīng)對各種全球性挑戰(zhàn)。

總之，中方希望中美雙方共同努力，沿著兩國元首指明的方向，堅定不移地推進(jìn)新型大國關(guān)系建設(shè)。有記者問：中美元首會晤是否談到網(wǎng)絡(luò)安全、知識產(chǎn)權(quán)保護(hù)、人民幣匯率等問題？

楊潔篪說，今天上午，兩國元首舉行了第二場會晤，重點討論了經(jīng)濟(jì)問題。我的突出印象是，兩國元首都高度重視發(fā)展中美經(jīng)濟(jì)關(guān)系，都認(rèn)為中美經(jīng)濟(jì)合作有著廣闊的空間和巨大的潛力。

會晤中，兩國元首介紹了各自國家的經(jīng)濟(jì)形勢、宏觀經(jīng)濟(jì)政策、面臨的突出問題及下步努力方向。

雙方認(rèn)為，中美已經(jīng)形成結(jié)構(gòu)高度互補(bǔ)、利益深度交融的經(jīng)濟(jì)關(guān)系，應(yīng)抓住當(dāng)前兩國經(jīng)濟(jì)調(diào)結(jié)構(gòu)、促增長的契機(jī)，進(jìn)一步發(fā)揮互補(bǔ)優(yōu)勢，挖掘新的合作增長點，推動中美經(jīng)濟(jì)關(guān)系邁上新臺階。這對兩國乃至世界經(jīng)濟(jì)增長都有重要意義。

雙方同意充分發(fā)揮戰(zhàn)略與經(jīng)濟(jì)對話、商貿(mào)聯(lián)委會、省州長論壇等機(jī)制作用，加強(qiáng)政策協(xié)調(diào)，推進(jìn)務(wù)實合作。

雙方積極評價最近舉行的第九輪中美雙邊投資協(xié)定談判，同意積極推進(jìn)談判，為相互投資提供公平、透明、穩(wěn)定的政策框架。中方希望美方為中國企業(yè)赴美投資提供公平環(huán)境。

雙方同意擴(kuò)大地方經(jīng)貿(mào)合作。幾分鐘前，我剛參加了習(xí)主席與布朗州長的會見，布朗州長介紹的中國與加州的經(jīng)貿(mào)交流與合作情況令人振奮。目前，加州對華出口額位居全美各州之首，洛杉磯關(guān)稅區(qū)吞吐著中美貿(mào)易總量的４０％，不久前成立的“中國省與加州貿(mào)易投資合作聯(lián)合工作組”是中美之間第一個推進(jìn)地方經(jīng)貿(mào)投資合作的機(jī)制性平臺。相信中美地方合作將擁有更加廣闊的前景，結(jié)出更加豐碩的果實。

雙方同意保持在二十國集團(tuán)和亞太經(jīng)合組織等多邊和地區(qū)經(jīng)濟(jì)框架下的協(xié)調(diào)合作，堅持貿(mào)易和投資自由化，反對保護(hù)主義，完善全球經(jīng)濟(jì)治理，推動地區(qū)和全球經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長。

雙方同意以對話合作的方式妥善處理經(jīng)貿(mào)摩擦。

雙方同意加強(qiáng)在氣候變化領(lǐng)域的協(xié)調(diào)與合作，通過兩國氣候變化工作組，推動氣候變化領(lǐng)域的務(wù)實合作。雙方同意共同并與其他國家合作，通過包括利用《蒙特利爾議定書》的專長和機(jī)制在內(nèi)的多邊方式，來逐步削減氫氟碳化物的生產(chǎn)和消費(fèi)，同時繼續(xù)把氫氟碳化物包括在《聯(lián)合國氣候變化公約》及《京都議定書》有關(guān)排放報告和計量條款的范圍內(nèi)。

關(guān)于網(wǎng)絡(luò)安全問題，中方指出，中國政府高度重視網(wǎng)絡(luò)安全問題，反對任何形式的黑客和網(wǎng)絡(luò)攻擊行為。中國也是網(wǎng)絡(luò)攻擊行為的受害者，是網(wǎng)絡(luò)安全的堅定維護(hù)者。在網(wǎng)絡(luò)安全問題上，中美面臨共同挑戰(zhàn)。網(wǎng)絡(luò)安全不應(yīng)成為中美互疑和摩擦的源頭，而應(yīng)成為兩國合作的新亮點。雙方同意通過已設(shè)立的兩國網(wǎng)絡(luò)工作組，加強(qiáng)對話、協(xié)調(diào)與合作，并通過聯(lián)合國這一主渠道，推動建立公正、民主、透明的互聯(lián)網(wǎng)國際管理機(jī)制，構(gòu)建和平、安全、開放、合作的網(wǎng)絡(luò)空間。

關(guān)于知識產(chǎn)權(quán)保護(hù)問題，中方強(qiáng)調(diào)，知識產(chǎn)權(quán)保護(hù)不僅是中國履行國際義務(wù)的需要，也是中國構(gòu)建創(chuàng)新型國家、發(fā)展自身經(jīng)濟(jì)和社會的需要。中國政府高度重視保護(hù)知識產(chǎn)權(quán)，將進(jìn)一步完善法律，加強(qiáng)執(zhí)法，對各國企業(yè)在華權(quán)益給予一視同仁的保護(hù)。

關(guān)于人民幣匯率問題，中方指出，人民幣匯率趨近均衡區(qū)間，中方將繼續(xù)推進(jìn)匯率形成機(jī)制改革。同時指出，中美貿(mào)易不平衡的根源不在于人民幣匯率。

會晤期間，雙方還就人權(quán)問題交換了看法。習(xí)主席介紹了中國的人權(quán)觀，強(qiáng)調(diào)中國重視和促進(jìn)發(fā)展人權(quán)事業(yè)，中國人權(quán)事業(yè)的成就是有目共睹的。隨著中國的經(jīng)濟(jì)社會發(fā)展，中國的人權(quán)事業(yè)將會取得更大進(jìn)步。有記者問：習(xí)近平主席在會晤開場白中表示，此次會晤的主要目的是開展“跨越太平洋的合作”。請問兩國元首在會晤中如何定義中美在亞太的互動？

楊潔篪說，亞太地區(qū)對中美兩國均具有特殊的重要意義。此次兩國元首在有“美國通往亞洲的門戶”之稱的加州舉行會晤。這本身就釋放了中美致力于在亞太對話合作的積極信號。

今年４月，習(xí)近平主席在出席博鰲亞洲論壇年會期間，與來自４３個國家和地區(qū)的眾多嘉賓共商亞太地區(qū)發(fā)展大計。時隔兩個月，習(xí)主席與奧巴馬總統(tǒng)舉行會晤，并訪問位于太平洋沿岸或瀕臨太平洋的拉美三國。這表明，中國始終致力于推進(jìn)跨越太平洋的合作，愿與域內(nèi)外國家一道，維護(hù)亞太和平穩(wěn)定，推進(jìn)亞太互利合作，促進(jìn)亞太共同發(fā)展。過去３０年來，亞太形勢總體穩(wěn)定，經(jīng)濟(jì)迅速發(fā)展。要保持這一良好發(fā)展勢頭，中美應(yīng)該協(xié)調(diào)合作。雙方都認(rèn)為，應(yīng)支持亞太區(qū)域經(jīng)濟(jì)一體化進(jìn)程，推進(jìn)地區(qū)互聯(lián)互通建設(shè)。雙方同意加強(qiáng)在地區(qū)多邊框架下的協(xié)調(diào)合作。

雙方都認(rèn)為，兩國應(yīng)就亞太地區(qū)形勢和熱點問題、突發(fā)事件及各自亞太政策保持密切的溝通協(xié)調(diào)。兩國元首就朝核問題交換了意見。習(xí)主席重申了中方原則立場，強(qiáng)調(diào)中方堅持半島無核化，堅持維護(hù)半島和平穩(wěn)定，堅持通過對話協(xié)商解決朝核及半島問題。中方將繼續(xù)為此作出不懈的努力。中美在朝核問題上的原則立場和總體目標(biāo)是一致的。當(dāng)務(wù)之急是要盡快恢復(fù)對話。中方愿與美方保持密切的對話與合作。

China and Africa have always been good friends, good partners and good brothers.As a famous Chinese saying goes, ”What a great delight to receive friends from afar!“ On behalf of the Chinese government and people, I would like to extend the most sincere welcome to the African brothers and sisters coming from afar, and express hearty congratulations on the opening of the Coordinators' Meeting on the Implementation of the Follow-up Actions of the FOCAC Johannesburg Summit.去年12月，中非雙方本著“共商、共建、共享”的論壇精神，共同舉辦了一屆“完美、非凡”的中非合作論壇約翰內(nèi)斯堡峰會。這是一次具有里程碑意義的盛會，中國國家主席習(xí)近平全面、系統(tǒng)地闡述了中國對非政策新思想新理念，宣布將中非關(guān)系提升為全面戰(zhàn)略合作伙伴關(guān)系，進(jìn)一步做強(qiáng)和夯實中非政治上平等互信、經(jīng)濟(jì)上合作共贏、文明上交流互鑒、安全上守望相助、國際事務(wù)中團(tuán)結(jié)協(xié)作“五大支柱”；提出未來3年中非重點實施以工業(yè)化和農(nóng)業(yè)現(xiàn)代化為牽引的“十大合作計劃”，并為此提供600億美元資金支持。中非領(lǐng)導(dǎo)人共同繪就了中非合作發(fā)展的新藍(lán)圖，開啟了中非合作共贏、共同發(fā)展的新時代。

Last December, in the spirit of wide consultation, joint contribution and shared benefits, China and Africa jointly organized a ”perfect and extraordinary“ FOCAC Summit in Johannesburg.At the landmark gathering, President Xi Jinping gave a comprehensive and systematic account of China's new thinking and new approach regarding relations with Africa, announced the elevation of the China-Africa relationship to a comprehensive strategic and cooperative partnership, and called for strengthening and consolidating the five pillars of China-Africa relations, namely political equality and mutual trust, win-win economic cooperation, mutually enriching cultural exchanges, mutual security assistance, and solidarity and coordination in international affairs.He also proposed ten cooperation plans for the next three years with a focus on helping Africa achieve industrialization and agricultural modernization, and pledged US$60 billion of financial support.This new blueprint of cooperative development drawn by Chinese and African leaders will usher in a new era of win-win cooperation and common development for the two sides.女士們，先生們，Ladies and Gentlemen，中國人講，“一分部署，九分落實”。今年是落實論壇峰會成果的開局之年，爭取峰會成果早落地，讓中非人民多受益，是中非雙方的共同期待。我們高興地看到，已有30多個非洲國家成立了落實峰會成果內(nèi)部協(xié)調(diào)機(jī)制，確定了部級協(xié)調(diào)人，有些國家還由總統(tǒng)或總理親自掛帥。

We Chinese often say that planning contributes 10% to the success of an undertaking while 90% of success lies in implementation.In this first year after the Johannesburg Summit, it is our shared expectation to see the early implementation of its outcomes so as to deliver more benefits to the Chinese and African people.We are delighted to see that over 30 African countries have established internal coordination mechanisms and designated ministerial-level coordinators to implement the outcomes.Presidents and Prime Ministers of several countries have even taken on the responsibility themselves.峰會閉幕半年多來，中非雙方行動迅速，措施得力，峰會成果落實已取得重大進(jìn)展，成果令人鼓舞。高層互訪和各領(lǐng)域人員交流與合作顯著增加，經(jīng)濟(jì)、金融、人文、安全和國際事務(wù)等各領(lǐng)域友好互利合作富有成果，給中非人民帶來了看得見、摸得著的實惠。昨天，中非雙方共同簽署了一大批合作協(xié)議，加上峰會閉幕以來雙方簽署的各類協(xié)議，據(jù)不完全統(tǒng)計，共有243項合作協(xié)議，涉及總金額達(dá)507億美元，其中，中國企業(yè)對非直接投資和商業(yè)貸款超過460億美元，占協(xié)議總金額的91%。中非互利合作出現(xiàn)了生機(jī)勃勃的喜人景象，也充分體現(xiàn)了平等互利、高效務(wù)實的中非合作論壇本質(zhì)與特征，顯示了中非友好互利合作的巨大潛力和光明前景。

In the six months since the Johannesburg Summit, China and Africa have adopted swift and effective actions to implement the outcomes, and have made major, gratifying progress.High-level visits and personnel exchanges and cooperation have increased notably in this regard, and friendly and win-win cooperation in economic, financial, cultural and security sectors and in international affairs has been fruitful, bringing real benefits to the Chinese and African people.Yesterday, the two sides signed a number of cooperation agreements.Combined with those signed since last December, there have been 243 agreements worth US$50.7 billion, including US$46 billion of Chinese direct investment in and commercial loans to Africa, accounting for 91% of the total value of the agreements.To our delight, the mutually beneficial cooperation between China and Africa is full of vigor and vitality.It has lived up to FOCAC's commitment to equality, mutual benefit, efficiency and practical results, and points to the vast potential and great prospects of friendly and win-win cooperation between China and Africa.中方此時倡議舉辦這次峰會成果落實協(xié)調(diào)人會議，目的就是要通過全面梳理峰會成果落實情況，對接思路、凝聚共識、直面挑戰(zhàn)、破解難題、交流經(jīng)驗、促進(jìn)合作，匯聚中非團(tuán)結(jié)協(xié)作的智慧和力量，為推進(jìn)峰會成果落實工作加油鼓勁。中非合作發(fā)展迎來了新的歷史性機(jī)遇。

The purpose of China initiating the coordinators' meeting at this time is, by taking stock of the delivery of summit outcomes, to align our thinking, build consensus, overcome challenges and difficulties, share experience and promote cooperation, so that we can pool the wisdom and strength of both sides and give a leg up to the implementation work.This will present a new historic opportunity for the cooperative development of China and Africa.我們高興地看到，中非合作共贏、共同發(fā)展已成為中非雙方共同的目標(biāo)追求。今天，中非100多名部級官員齊聚北京，共謀合作發(fā)展大計，會議的規(guī)模、規(guī)格和成果均遠(yuǎn)超預(yù)期。我相信，本次協(xié)調(diào)人會議將為推動中非落實峰會成果注入強(qiáng)勁動力，讓中非和世界人民看到中非合作發(fā)展的廣闊前景。

We are glad to see that both sides are committed to win-win cooperation and common development.Today, over 100 Chinese and African ministerial-level officials are gathering in Beijing to discuss cooperation and development.The meeting has far exceeded our expectations in terms of the size and level of participation as well as the number of deliverables.I have no doubt that this meeting will lend strong impetus to the delivery of summit outcomes and help the people of China, Africa and the whole world see the vast prospects of our cooperation and development.女士們，先生們，Ladies and Gentlemen，當(dāng)今世界正處在前所未有的大變革之中。全球經(jīng)濟(jì)深度調(diào)整，國際格局和國際秩序加速演變，世界多極化正面臨新的挑戰(zhàn)。但和平與發(fā)展仍是當(dāng)今世界主題，發(fā)展中國家整體力量和影響力持續(xù)上升的勢頭沒有、也不會改變。21世紀(jì)不僅是中國和亞洲的世紀(jì)，也是非洲的世紀(jì)。中非24億人民攜起手來，向世界宣告以合作促團(tuán)結(jié)、以發(fā)展求共贏的堅定決心，將進(jìn)一步增強(qiáng)中非和發(fā)展中國家的整體力量，為構(gòu)建以合作共贏為核心的新型國際關(guān)系作出重要貢獻(xiàn)。中非團(tuán)結(jié)合作不僅關(guān)乎中非各自的前途和命運(yùn)，也將對世界和平發(fā)展和國際格局演變產(chǎn)生重大而深遠(yuǎn)的影響。The world is experiencing unprecedented transformation.The global economy is undergoing profound adjustment, the international landscape and order are evolving at a faster pace and the trend toward a multipolar world faces new challenges.However, peace and development remain the dominant theme of the times and the rise of developing countries' collective strength and influence has not and will not falter.The 21st century is not only a century for China and Asia, but also one for Africa.Joining hands, the 2.4 billion Chinese and African people will show the world our strong determination to promote solidarity through cooperation and pursue win-win outcomes through development.This will further enhance the overall strength of China, Africa and developing countries as a whole and mark an important contribution to building the new type of international relations featuring win-win cooperation.The solidarity and cooperation between China and Africa not only bears on our own future and destiny, but will have a far-reaching impact on global peace and development and the evolution of the international landscape.中國正全面實施“十三五”規(guī)劃，為實現(xiàn)“兩個一百年”奮斗目標(biāo)和中華民族偉大復(fù)興的中國夢而不懈努力。我們將堅定不移走和平發(fā)展道路，并倡導(dǎo)世界各國都走和平發(fā)展道路，努力打造人類命運(yùn)和利益共同體。

As we meet today, China is implementing its 13th Five-Year Plan and working to realize the ”two centenary goals" and the Chinese Dream of great national renewal.China will remain committed to the path of peaceful development and calls for common commitment to such a path, so that together we could build a community of shared future and interests for all mankind.非洲國家致力于聯(lián)合自強(qiáng)和一體化進(jìn)程已勢不可擋。非盟《2063年議程》發(fā)展藍(lán)圖已經(jīng)繪就，加快工業(yè)化進(jìn)程和現(xiàn)代化建設(shè)進(jìn)程已成為非洲國家共同追求的目標(biāo)。

In the meantime, the commitment of African countries toward seeking strength from unity and to African integration has gathered irreversible momentum.Agenda 2063, a blueprint for Africa's development, has been drawn and industrialization and modernization have become the common goals of African countries.新形勢下，中非發(fā)展戰(zhàn)略高度契合，合作發(fā)展互有需要、互有優(yōu)勢，面臨難得的歷史性機(jī)遇。中方將秉持真實親誠對非政策理念和正確義利觀，以全面落實論壇峰會成果為契機(jī)，與非方攜手做強(qiáng)中非合作“五大支柱”，著力推進(jìn)中非全面戰(zhàn)略合作伙伴關(guān)系。為此，我們要著力加強(qiáng)以下領(lǐng)域合作：

In this new era, China and Africa face golden opportunities.Our development strategies are highly compatible, we each have distinct advantages, and we need each other for our cooperative development.China will continue to abide by the principles of sincerity, practical results, affinity and good faith, uphold the values of friendship, justice and shared interests, and implement all the outcomes of the Johannesburg Summit.On this basis, we will work with Africa to strengthen the five pillars of China-Africa cooperation and push forward our comprehensive strategic and cooperative partnership.To this end, I would like to suggest the following:

一是加強(qiáng)政治引領(lǐng)，永遠(yuǎn)做風(fēng)雨同舟的好兄弟。今年是中非開啟外交關(guān)系60周年。60年來，中非始終風(fēng)雨同舟、休戚與共，中非關(guān)系經(jīng)受住了時間和國際風(fēng)云變幻的考驗。我們要弘揚(yáng)傳統(tǒng)，保持高層交往勢頭，擴(kuò)大治國理政經(jīng)驗交流，在事關(guān)彼此核心利益和重大關(guān)切問題上相互理解、相互支持，堅定維護(hù)共同利益。我們對非洲國家在南海問題上聲援中國正義立場、給予中方寶貴的政治支持表示高度贊賞和衷心感謝。

First, to forever remain good brothers sharing weal and woe, we must provide greater political guidance for our relationship.This year marks the 60th anniversary of diplomatic relations between China and Africa.Through six decades, China and Africa have forged ahead in both good and difficult times.China-Africa relations have stood the test of time and international vicissitudes.We need to carry on this proud tradition, maintain the sound momentum of high-level exchanges, share experience of national governance, enhance mutual understanding and support for each other's core interests and major concerns, and firmly uphold our common interests.African countries have voiced support for China's just position on the South China Sea issue and rendered invaluable political support to the Chinese side.It is greatly valued and appreciated by China!

二是加強(qiáng)互利合作，永遠(yuǎn)做共同發(fā)展的好伙伴。我們要緊緊抓住中非發(fā)展戰(zhàn)略對接的歷史性機(jī)遇，以工業(yè)化和農(nóng)業(yè)現(xiàn)代化為牽引，以產(chǎn)能合作與產(chǎn)業(yè)對接為重點，全面深化工業(yè)、農(nóng)業(yè)、基礎(chǔ)設(shè)施、人力資源開發(fā)、投資、貿(mào)易、金融等領(lǐng)域互利合作，更好造福中非人民。中方將本著共同發(fā)展、集約發(fā)展、綠色發(fā)展、安全發(fā)展、開放發(fā)展五大發(fā)展理念，堅持以項目經(jīng)濟(jì)社會效益和可持續(xù)發(fā)展為導(dǎo)向，堅持把重大基礎(chǔ)設(shè)施建設(shè)同產(chǎn)業(yè)合作發(fā)展同謀劃、共推進(jìn)，著力推動中非合作轉(zhuǎn)型升級，支持非洲加快工業(yè)化和農(nóng)業(yè)現(xiàn)代化，實現(xiàn)自主可持續(xù)發(fā)展。

Second, to forever remain good partners for common development, we must improve mutually beneficial cooperation.We should seize the historic opportunity of synergizing the development strategies of China and Africa, prioritize industrialization and agricultural modernization with a focus on production capacity cooperation and industrial partnership, deepen our mutually beneficial cooperation on industry, agriculture, infrastructure development, human resources development, investment, trade, financial services and so on to bring greater benefit to our people.China will pursue common, intensive, green, safe and open development together with Africa, and make sure that the cooperation projects in Africa will generate economic and social benefits and meet the standard of sustainable development.We will plan and implement major infrastructure projects in tandem with industrial cooperation and development in Africa, work to transform and upgrade China-Africa cooperation, support Africa's accelerated industrialization and agricultural modernization, and help Africa realize independent and sustainable development.三是加強(qiáng)文明交流，永遠(yuǎn)做同心同德的好朋友。我們要進(jìn)一步加強(qiáng)醫(yī)療衛(wèi)生、教育、文化、科技、旅游、體育等人文領(lǐng)域合作，擴(kuò)大雙方青年、婦女、民間組織、新聞媒體、學(xué)術(shù)機(jī)構(gòu)等交流互訪，促進(jìn)中非兩大文明互學(xué)互鑒，增進(jìn)中非人民之間相互認(rèn)知、認(rèn)可和認(rèn)同，讓中非友好世代相傳，不斷鞏固和擴(kuò)大中非友好的民意和社會基礎(chǔ)。Third, to forever remain good friends of one heart and mind, we must increase inter-civilization exchanges.We should strengthen people-to-people cooperation in such areas as health, education, culture, science and technology, tourism and sports.We need to expand exchanges and visits between youth, women, civil society, media and academia so as to promote mutual learning between the two civilizations, boost mutual understanding and appreciation between the Chinese and African people, pass China-Africa friendship from generation to generation and secure stronger public support for China-Africa friendship.四是加強(qiáng)安全合作，永遠(yuǎn)做和平穩(wěn)定的守護(hù)者。中方堅定支持非洲國家以非洲方式解決非洲問題，支持非洲通過對話協(xié)商政治解決內(nèi)部分歧。中方愿繼續(xù)建設(shè)性參與非洲和平安全事務(wù)，幫助非洲國家和非盟加強(qiáng)自主維和維穩(wěn)和反恐能力建設(shè)，支持非洲國家提升邊防、軍警、海關(guān)、稅務(wù)等執(zhí)法能力，積極參與聯(lián)合國在非洲維和行動，為非洲和平發(fā)展作出新的更大貢獻(xiàn)。

Fourth, to forever remain guardians of peace and stability, we must strengthen security cooperation.China firmly supports African countries in addressing African problems in African ways and in seeking political solution to internal differences through dialogue and consultation.China will continue to take a constructive part in African peace and security affairs, help African countries and the AU build capacity for peacekeeping, maintaining stability and countering terrorism, and support African countries in enhancing law-enforcement capacity from border control, army and police to customs and taxation.We will take an active part in UN peacekeeping operations in Africa and contribute more to Africa's peace and development.五是加強(qiáng)國際事務(wù)合作，永遠(yuǎn)做共同利益的維護(hù)者。中非在重大國際和地區(qū)問題上擁有相似的立場和共同的利益。我們要堅定維護(hù)聯(lián)合國憲章宗旨和原則，共同推動國際秩序朝著更加公正合理的方向發(fā)展，反對恃強(qiáng)凌弱，反對肆意干涉別國內(nèi)政。我們要在聯(lián)合國改革、氣候變化、糧食安全、減貧、發(fā)展等全球性議題上加強(qiáng)溝通、協(xié)調(diào)行動、密切配合，堅定維護(hù)好發(fā)展中國家的共同利益。

Fifth, to forever remain protectors of our common interests, we must broaden cooperation in international affairs.China has similar positions and common interests with Africa on major international and regional issues.We need to firmly uphold the purposes and principles of the UN Charter, jointly work for a more just and equitable international order, and oppose the practice of the strong bullying the weak or wanton interference in other countries' internal affairs.China and Africa should strengthen communication, coordination and cooperation on UN reform, climate change, food security, poverty reduction, development and other global issues so as to safeguard the common interests of developing countries.女士們，先生們，Ladies and Gentlemen，中非合作共贏、共同發(fā)展的新時代已經(jīng)開啟。讓我們同舟共濟(jì)，砥礪前行，以本次協(xié)調(diào)人會議為新的動力，務(wù)實創(chuàng)新，相向而行，扎實推進(jìn)論壇峰會成果落實工作及早取得更加豐碩的成果，給中非人民帶來更多實實在在的利益。The curtain has been drawn on a new era of China-Africa win-win and cooperative development.Let us build on the success of this coordinators' meeting, work in a concerted, down-to-earth and innovative fashion, meet each other half way, strive for early and satisfactory delivery of the outcomes of the Johannesburg Summit, and bring greater benefits to the people of China and Africa.祝本次協(xié)調(diào)人會議取得圓滿成功！
