王毅在東盟外長會堅定表態(tài)會見克里

第47屆東盟外長會議及其他系列會議于8月9-10日在緬甸首都內(nèi)比都舉行。在第一天的會議上，菲律賓力推挑釁性的“三步行動計劃”，但是東盟各國拒絕為菲律賓的行動站臺，美國“挺菲抑華”的企圖受到重挫。中國外交部長王毅昨天堅定表態(tài)：中方愿繼續(xù)保持克制，但對于無理挑釁行為，中方必將做出清晰、堅定的回應。在會見美國國務卿克里時，王毅也表示，中方歡迎美方在亞太事務中發(fā)揮建設(shè)性作用，也希望美方尊重中國在本地區(qū)的正當權(quán)益。

王毅會見克里：望各方珍惜穩(wěn)定局面

2014年8月9日，外交部長王毅在緬甸首都內(nèi)比都出席東亞合作系列外長會期間會見美國國務卿克里。

王毅表示，當前中美關(guān)系總體保持穩(wěn)定發(fā)展。中方愿與美方一道，積極落實兩國領(lǐng)導人達成的重要共識以及第六輪中美戰(zhàn)略與經(jīng)濟對話取得的成果，保持兩國高層交往和對話勢頭，推動各領(lǐng)域務實合作取得新進展，共同應對國際上的各類熱點問題，堅持以建設(shè)性方式處理分歧，確保中美關(guān)系沿著構(gòu)建新型大國關(guān)系的正確方向向前發(fā)展。

王毅強調(diào)，中美同為亞太大國，雙方合作對地區(qū)形勢具有重要影響。中方歡迎美方在亞太事務中發(fā)揮建設(shè)性作用，也希望美方尊重中國在本地區(qū)的正當權(quán)益。中美應加強在地區(qū)事務中的合作和良性互動，這也是地區(qū)各國的普遍愿望。

關(guān)于南海問題，王毅表示，中方將堅定不移維護國家主權(quán)和海洋權(quán)益，同時致力于通過對話協(xié)商與相關(guān)國家解決分歧。當前南海形勢總體是穩(wěn)定的，海上航行自由也沒有任何問題。這個世界不少地方亂象叢生，中方希望各方都要珍惜本地區(qū)得來不易的穩(wěn)定局面，秉持客觀公正立場，發(fā)揮建設(shè)性作用。

克里表示，美方高度評價美中戰(zhàn)略與經(jīng)濟對話和人文交流高層磋商成果，愿在此基礎(chǔ)上增進兩國戰(zhàn)略互信，推進廣泛領(lǐng)域務實合作，擴大人文交流，保持在國際事務中的密切協(xié)調(diào)。美方不會在南海問題上選邊站隊，希望看到本地區(qū)保持和平與穩(wěn)定。雙方還就烏克蘭、巴以沖突等問題交換了意見。插曲：王毅批克里遲到

會面前，發(fā)生了小插曲。據(jù)外電報道，克里要王毅等候了30分鐘，王毅因而面露不悅，克里表示非常抱歉。

當天東盟系列外長會議外圍舉行中美外長雙邊會談?？死镞t到半小時。一見面王毅說：“你遲到了，”克里則簡單的回答“對不起”。落座之后，王毅繼續(xù)說：“我很抱歉，可是我們從4點半就在這里等你了，等了你半個小時?！笨死飫t尷尬的笑著道歉說：我真的很抱歉。王毅：中方愿保持克制，對挑釁將堅定回應 9日，王毅外長在出席中國－東盟（10＋1）外長會后舉行的記者會上，就一些國家提出的所謂“南海問題倡議”表示，中國捍衛(wèi)自身主權(quán)和海洋權(quán)益的立場堅定不移，不可撼動。他說，中國堅持通過友好協(xié)商談判以和平方式解決有關(guān)爭議。作為負責任大國，中方愿繼續(xù)保持克制，但對于無理挑釁行為，中方必將做出清晰、堅定的回應。我們相信，中國與東盟完全有能力、有智慧，共同維護好南海的和平與穩(wěn)定。

王毅表示，中方愿傾聽各方對南海問題提出的善意倡議，但這些倡議應當是客觀、公正和建設(shè)性的，而不是制造新的麻煩和分歧，甚至另有所圖。如果有關(guān)倡議是為了防止局勢進一步復雜化、擴大化，則沒有必要，因為這在《南海各方行為宣言》中已有明確規(guī)定。如果有關(guān)倡議是為了另起爐灶，另搞一套，那么勢必會干擾《宣言》的落實和《南海各方行為準則》的磋商，損害中國與東盟國家的共同利益。如果有關(guān)倡議是要搞雙重標準，那更是不公平的，也是不可能被接受的。

王毅：以“雙軌思路”處理南海問題

王毅還表示，中方贊成并倡導以“雙軌思路”處理南海問題。

王毅表示，南海局勢總體是穩(wěn)定的，南海航行自由也沒有發(fā)生任何問題。中國東盟關(guān)系更是保持著良好發(fā)展勢頭。我們不贊成有人渲染甚至炒作所謂南海緊張，并呼吁警惕其背后的意圖。中國和東盟已經(jīng)找到了南海問題的解決之道。中方贊成并倡導“雙軌思路”。即有關(guān)爭議由直接當事國通過友好協(xié)商談判尋求和平解決，而南海的和平與穩(wěn)定則由中國與東盟國家共同維護。

王毅說，中方之所以倡導“雙軌思路”，一方面是因為，由直接當事國通過協(xié)商談判解決爭議是最為有效和可行的方式，符合國際法和國際慣例，也是DOC中最重要的規(guī)定之一。另一方面，南海的和平穩(wěn)定涉及到包括中國和東盟各國在內(nèi)所有南海沿岸國的切身利益，我們雙方有責任也有義務共同加以維護。多年來的事實證明，只要堅持“雙軌思路”，兩者相輔相成，相互促進，我們完全可以既有效管控和妥善處理具體爭議，同時又能保持本地區(qū)和平穩(wěn)定與合作的大局。

建設(shè)更為緊密的中國-東盟命運共同體 爭取2015年完成RCEP談判進程

8月9日，東盟與中日韓(10+3)外長會在緬甸內(nèi)比都舉行，外交部部長王毅出席。王毅說，當前地區(qū)經(jīng)濟下行壓力增大，面臨的國際金融風險增多，自然災害、氣候變化、恐怖主義等非傳統(tǒng)安全威脅突出。10+3應進一步增強內(nèi)生動力，更好地支持東盟共同體建設(shè)，推動區(qū)域經(jīng)濟一體化。

第一，夯實10+ 3作為東亞合作主渠道地位。努力保持10+3合作的活力，處理好10+3同其他東亞合作機制之間的關(guān)系，向2020年實現(xiàn)東亞經(jīng)濟共同體目標邁進。

第二，支持東盟共同體建設(shè)。中日韓三國應共同支持東盟建成政治安全、經(jīng)濟、社會文化共同體，爭取于2015年如期完成“區(qū)域全面經(jīng)濟伙伴關(guān)系”(R C E P)談判進程，推動東亞投資合作，落實建設(shè)亞洲投融資體系、貨幣穩(wěn)定體系和信用體系倡議，增強亞洲在全球金融治理中的話語權(quán)。

第三，做強財金、糧食等旗艦合作項目。繼續(xù)推動清邁倡議多邊化，完善10+3宏觀經(jīng)濟研究辦公室治理結(jié)構(gòu)，擴大本地區(qū)本幣結(jié)算業(yè)務、本幣互換規(guī)模與范圍，推動亞洲債券市場建設(shè)。進一步完善大米緊急儲備秘書處職能，推動建設(shè)地區(qū)糧食作物、經(jīng)濟作物、畜牧產(chǎn)品交易平臺。

王毅就中國-東盟關(guān)系提出三大方面12項倡議 推進商簽睦鄰條約盡快成立亞投銀行

8月9日，中國-東盟(10+1)外長會在緬甸內(nèi)比都舉行，王毅在致辭時表示，中國和東盟休戚相關(guān)，命運與共。無論國際風云如何變幻，中國將始終把東盟作為周邊外交的優(yōu)先方向，堅定支持東盟的發(fā)展壯大，堅定支持東盟在區(qū)域合作中的主導地位，堅定支持東盟2015年建成共同體。我們應堅定信心，排除干擾，始終把注意力放在如何加強和深化互利合作上，始終讓合作成為中國-東盟關(guān)系的主流，這符合我們的共同和根本利益。王毅就在落實“2+7合作框架”過程中推進中國-東盟關(guān)系進一步提出三大方面共12項具體倡議： 政治合作層面 開展領(lǐng)導人之間更密切接觸，增進信任，加強溝通，引領(lǐng)合作，愿結(jié)合中國-東盟博覽會和博鰲亞洲論壇年會舉行中國-東盟領(lǐng)導人非正式會議。推進商簽“中國-東盟國家睦鄰友好合作條約”，將中國-東盟關(guān)系建立在更加穩(wěn)固的法律基礎(chǔ)上，確保雙方關(guān)系長期穩(wěn)定發(fā)展。盡快簽署《東南亞無核武器區(qū)條約》議定書。加強戰(zhàn)略規(guī)劃，啟動制定《中國-東盟面向和平與繁榮的戰(zhàn)略伙伴關(guān)系聯(lián)合宣言》第三份行動計劃(2016-2020)。地區(qū)合作層面 加快推進中國-東盟自貿(mào)區(qū)升級版談判，與“區(qū)域全面經(jīng)濟伙伴關(guān)系”(R C EP)等區(qū)域自貿(mào)安排談判協(xié)調(diào)推進。共同建設(shè)21世紀海上絲綢之路，就此提出新的合作設(shè)想。盡快成立亞洲基礎(chǔ)設(shè)施投資銀行，歡迎東盟各國作為首批成員國加入。加強中國與湄公河流域國家對話合作，召開瀾滄江-湄公河六國高官會，縮小東盟發(fā)展差距。擴大安全領(lǐng)域合作，邀請并歡迎東盟各國防長明年赴華舉行首次中國-東盟非正式防長會晤。雙方應著力加強防災救災、打擊跨國犯罪等非傳統(tǒng)安全領(lǐng)域合作。海上合作層面 將明年確定為“中國-東盟海洋合作年”，將海洋經(jīng)濟、海上聯(lián)通、海洋環(huán)境、防災減災、海上安全、海洋人文等作為重點領(lǐng)域。加強南海沿海國對話合作，探討大家都能接受的合作機制與模式。3 通過對話協(xié)商，推進海上共同開發(fā)。南海問題:爭取早日達成“南海行為準則”

關(guān)于南海問題，王毅在致辭時說，全面有效落實《南海各方行為宣言》是維護南海和平穩(wěn)定的切實有效途徑。在中國和東盟共同努力下，《宣言》落實取得了積極進展。我們愿加強中國-東盟對話協(xié)商，深化《宣言》框架下的務實合作，并爭取在協(xié)商一致基礎(chǔ)上早日達成“南海行為準則”。今年9月將在華舉辦中國-東盟特別高官會，10月在泰國舉行第八次落實《宣言》高官會和第十二次聯(lián)合工作組會議，在年內(nèi)就梳理各方共識文件和確定名人專家小組職責達成一致，作為“準則”磋商的早期收獲。王毅強調(diào)，中國同東盟國家完全有能力、有智慧把南海建設(shè)成和平、友誼、合作之海。

Good afternoon.It gives me great pleasure to discuss with you what China’s development means to the world.中國歷來是世界經(jīng)濟論壇關(guān)注的熱點。今年更不例外。因為時隔35年之后，中國吹響了新一輪全方位改革的號角。這不僅預示著中國的發(fā)展將進入一個新的時代，也將對整個世界產(chǎn)生廣泛和積極的影響。

China has always been the focus of attention at the World Economic Forum(WEF), and more so this year with China unveiling a new round of comprehensive reform 35 years after the launch of its reform program.This will not only herald a new era for China’s development but also have extensive and positive impacts on the world.前天，中國國務院總理李克強先生專門在本屆論壇官網(wǎng)上發(fā)表了文章，對中國經(jīng)濟的現(xiàn)狀、改革和前景做了全面和權(quán)威的介紹。李總理在文中明確指出，中國經(jīng)濟的持續(xù)健康發(fā)展，將為世界發(fā)展帶來新機遇，增添新動力。

The day before yesterday, Chinese Premier Li Keqiang sent a special message to this year’s WEF annual meeting which you can find on the WEF website.It gives a comprehensive and authoritative explanation of the current state, reform and prospect of the Chinese economy.In his message, Premier Li pointed out that the sustained and sound development of the Chinese economy would offer new opportunities and inject new impetus to development of the world.中國新一輪的改革涵蓋政治、經(jīng)濟、文化、社會、生態(tài)文明五大方向，涉及15個方面、60多個領(lǐng)域，共形成300多項重要舉措。改革的范圍之廣、程度之深、難度之大可謂前所未有。大家可能最想知道的是，這一輪改革能否再獲成功，續(xù)寫輝煌？改革將給世界帶來什么？我愿明確告訴大家，我們對于中國改革的成功充滿自信。

China’s new round of reform will take place in political, economic, cultural, social and ecological dimensions.More than 300 major reform measures have been announced, covering over 60 fields under 15 categories.The reform is unprecedented in terms of its scope, depth and difficulty.I guess the questions you want to ask the most are: Will this round of reform be a great success just like the previous one? What will the reform1

bring to the world?

Here, I want to tell you in clear terms that China has every confidence in the success of its reform.——自信來自于中華民族5000年自強不息的優(yōu)秀傳統(tǒng)和博大精深的文明底蘊。中華民族曾歷經(jīng)無數(shù)危難，面對各種考驗，卻始終百折不撓，生生不息，一個重要的原因就是我們這個民族勇于自我革新，敢于自我超越。中國人在任何時候都不怕改革，樂于改革，善于改革。

Our confidence comes from China’s huge development space and potential.China is a big country with 1.3 billion people and an area of 9.6 million square kilometers.It thus has broad space for development whose great potential is yet to be tapped.At present, the gaps between urban and rural areas and between the central and western and the eastern regions in China remain wide.This is a major challenge China faces, but more importantly, it also spells hope for China’s future development.As reform deepens in China, waves of enormous demand will be unleashed, propelling China’s strong momentum of economic growth.——自信來自于中國奉行的互利共贏開放戰(zhàn)略。中國改革最成功的一條經(jīng)驗就是，改革與開放并行推進，通過改革擴大開放，又通過開放促進改革。中國的改革成果將更多惠及世界，同時也會從世界不斷汲取改革的動力。

China, a major country with a population of 1.3 billion, is moving fast toward modernization.This is an extraordinary historic process unfolding before our eyes and the greatest contribution of the Chinese nation to human progress.We are not just responsible for our own country and people, but also ready to honor our due obligations to the world.The new round of reform in China serves both the interests of the Chinese people and the need of countries of the world.We will speed up the shift of the growth model, intensify efforts to upgrade and improve the quality and efficiency of growth, get beyond the “middle income trap” and achieve sustainable development.An increasingly prosperous China that is committed to deepening reform means the following to the world:

——中國將為世界發(fā)展提供更多“中國機遇”。

--China will provide the world’s development with more “Chinese opportunities”.一是市場機遇。在全球有效需求不足背景下，中國的市場吸納力卻在不斷擴容。中國人去年一年就購買了2100萬輛汽車，超過全球汽車銷量的四分之一。中國的年進口總額已接近2萬億美元，預計今后5年將進口超過10萬億美元商品。

First, market opportunities.Despite the lack of effective global demand, the potential of the Chinese market is still growing.Last year, the Chinese people bought 21 million cars, more than a quarter of global car sales.China’s annual imports are approaching US$2 trillion.And China is expected to import over US$10 trillion of goods in the next five years.二是投資機遇。在實體經(jīng)濟面臨融資難題背景下，中國企業(yè)成為國際投融資新的生力軍。去年中國非金融類對外直接投資已超過900億美元。新一輪改革將鼓勵企業(yè)和個人對外投資，推動中國對外投資邁入新階段。

Second, investment opportunities.Despite financial constraints facing the real economy in the world, Chinese businesses are becoming a major source of international investment and financing.Last year, China’s non-financial outbound direct investment topped US$90 billion.In its new round of reform, China will encourage businesses and individuals to invest abroad and enter a new stage of overseas investment.三是增長機遇。在世界經(jīng)濟增速低迷背景下，中國作為一個規(guī)模超過9萬億美元的經(jīng)濟體去年仍實現(xiàn)了7.7%的快速增長，在G20國家中繼續(xù)名列前茅。而且這一增長是在加快調(diào)整經(jīng)濟結(jié)構(gòu)進程中實現(xiàn)的，是實實在在、真金白銀的增長。據(jù)推算，只要中國保持7%的增長率，就將拉動全球經(jīng)濟增長一個百分點。新一輪改革將使中國保持較長時間的中高速增長，這對世界經(jīng)濟無疑是重大利好。

Third, growth opportunities.Despite the sluggish world economy, the Chinese economy, with a size of over US$9 trillion, remained one of the fastest-growing economies among the G20 last year with a growth rate of 7.7%.Moreover, the growth was achieved in the course of accelerated structural adjustment and therefore it was growth in real terms.Estimates show that as long as China continues to grow at 7%, it will contribute to the growth of the world economy by one percentage point more each year.This is certainly great news to the world economy, given that the new round of reform will maintain China’s mid-to-high growth rate for a fairly long time to come.四是合作機遇。在全球治理改革舉步維艱背景下，中國新一輪改革將維護開放型世界經(jīng)濟和自由貿(mào)易體制，有利于經(jīng)濟全球化的健康發(fā)展，有助于各國經(jīng)濟政策的相互協(xié)調(diào)。

Fourth, cooperation opportunities.Against the backdrop of tortuous global governance reform, the new round of reform in China will serve to safeguard the open world economy and the free trade regime.It will facilitate the healthy development of economic globalization and economic policy coordination among different countries.——中國將為世界和平貢獻更多“中國力量”。

--China will contribute more of the “Chinese power” to world peace.首先，中國將堅持走和平發(fā)展道路，同時也將推動各國共同堅持和平發(fā)展，這既是全球化背景下的唯一選擇，也是人類發(fā)展進步的必然方向。

First, China will remain committed to the path of peaceful development, and will encourage other countries to jointly uphold peaceful development.Peaceful development is the only choice we can make in an era of globalization, and it represents the direction of development and progress of mankind.第二，中國將積極承擔更多國際責任，在世界和地區(qū)事務中主持公道，伸張正義，踐行平等，更加積極有為地參與熱點問題的解決，通過維護和平來發(fā)展自己，同時又以自身發(fā)展促進世界和平。

Second, China will undertake more international obligations.China will seek and uphold justice and equality in international and regional affairs, and play an even more active and productive role in resolving hotspot issues.China will develop itself through upholding world peace and will promote world peace through its own development.第三，中國將繼續(xù)通過平等協(xié)商處理矛盾和分歧。我們愿在維護國家根本利益前提下，以最大誠意和耐心，堅持對話解決分歧。

Third, China will continue to handle disagreements and differences through equal-footed consultations.Under the prerequisite that the nation's fundamental interests are safeguarded, we are ready to show our utmost sincerity and patience and remain committed to resolving differences through dialogue.第四，中國將與世界各國共同維護人類良知與國際公理。決不允許過去的侵略者為侵略歷史翻案，決不允許昔日的強權(quán)再度走上對外擴張邪路，也決不允許法西斯主義和軍國主義思想以任何形式死灰復燃。

Fourth, China will work with other countries to safeguard human conscience and international justice.Past aggressors must never be allowed to reverse the history of aggression;past powers must never be allowed to once again embark on the evil path of expansion;and fascist or militarist ideas must never be allowed to revive, not in whatever form.各位來賓，各位朋友，Distinguished Guests,Dear Friends,去年，中國國家主席習近平提出了中華民族偉大復興“中國夢”的奮斗目標，而中國的新一輪改革正是實現(xiàn)這一目標的必由之路。中國夢的逐步實現(xiàn)，將惠及中國，也將惠及世界。正如習近平主席所指出的，民族復興的中國夢既是每一個中國人追求幸福的夢，也與世界人民的夢想息息相通。作為國際社會的重要成員，中國將在自己追夢、圓夢的奮斗過程中，與世界各國一道，共同為人類的發(fā)展與進步做出應有貢獻。
