I didn’t know your husband and I didn't know his partner, who were keeping watch at Myrtle and Tompkins Avenue on that terrible afternoon, but I do know why they were there.They were there to protect and defend, as they always are.Sometimes fearful, but always watchful.I knew them.They’re the guy I grew up with in Scranton and Claymont, Delaware, the boy with the most courage and the most compassion;the man with a brave heart and a generous soul;a brother who always looked out for his sister;a father whose words were always encouraging to you boys with a touch that could soothe away the fear;and a son who made his mother proud every time he turned and smiled at her;and a husband with a gentle hand who could soothe away the concerns, who you knew would always be there.A former school safety officer, who became a cop at age 37;an active member of his church, studying to become a chaplain;a father, a husband, a son;a seven-year veteran on the force.A son of a Chinese immigrant, his partner, conversant in several dialects;a newlywed.Both--confident, committed, passionate and vigilant.我不知道你的丈夫和他的同事是誰，那個恐怖的下午他們正在Myrtle 和 Tompkins大街執(zhí)勤，但是我知道他們?yōu)槭裁丛谀抢铩Ｋ麄円蝗缂韧卦谀抢锸刈o(hù)這個城市。有時候他們有些緊張，但是永遠(yuǎn)保持警惕。

Being a cop was not what they did, it was who they were;like every man and woman in uniform here today.It’s who you are.And they like every one of you in uniform inside this church and outside, you all joined for essentially the same reason.There was something about you that made you think you could help, that you should serve, that you had a duty.I have spoken at too many funerals for too many peace officers, too many funerals for brave women and men who kept us safe and watched their families grieve.And I’ve observed one thing that unfortunately, it’s only when a tragedy like this occurs that all their friends, neighbors, and people who didn't even know them become of aware of and reminded of the sacrifices they make every single, solitary day to make our lives better.Today we pay tribute to Officer Rafael Ramos and Wenjian Liu.We pay tribute to their families.Because every day when a police officer pins on that shield and walks out the door, the officer’s wife, husband, mother, father, brother, sister, children--they know anything could happen.The fear of that call at 3:00 a.m.in the morning, the relief of hearing the voice of the door opened, says, I’m home.他們不是把警察作為差事，他們把警察作為天職；正如在場的各位軍人。你們一軍人為天職。他們這個教堂內(nèi)外的每一個你們一樣，你們所有人加入自己的團(tuán)隊都是為了同一個原因?？傆幸恍〇|西讓你們感到你們應(yīng)該伸出援手、應(yīng)該為之奉獻(xiàn)和應(yīng)該為之承擔(dān)責(zé)任。

Remarks by the Vice President at Sichuan University Chengdu, China THE VICE PRESIDENT: Thank you, all, very much.(Applause.)Mr.President, thank you for your gracious introduction.We have an expression in the United States Senate where I served for many years when we want to say something personal, we say, permit me a point of personal privilege.I would like to introduce you to two of my family members who I’ve brought along with me, my daughter-in-law Kathleen Biden and my granddaughter Naomi Biden.Would you guys stand?(Applause.)It would be more appropriate to say Naomi brought me along with her since she’s a budding Chinese speaker, been taking Chinese for five years, so I’ve been listening to her on the whole trip.I want to again thank you very much.I had a wonderful few days in Beijing and a series of very positive and productive conversations with Chinese leaders.And I’m pleased to make my first visit to western China, which has played such an incredible, such an incredible role in this nation’s proud, proud history, and which today is the vanguard of Chinese--China’s high-tech future.Two years ago, Sichuan province suffered one of the greatest natural disasters in China’s recent history.And the American people were inspired--were inspired by the way you all came together to help one another during that crisis.And I’m absolutely amazed as I drive around the city, and I’ll be moving out into the province later, after this speech--I’m amazed at how quickly you have rebuilt and you have recovered.The people of Chengdu, let me say simply that your hospitality has more than lived up to your reputation as the “l(fā)and of abundance,” so again, thank you so very much for that hospitality.It’s also great to be here on a university campus.I also want to thank our host, the university which counts amongst its alumni some of the most illustrious figures in recent Chinese history, including Zhu De and Ba Jin, both of whom are--one a literary icon;the other, one of the most illustrious figures, and a founding father of the republic.I’m also pleased to be joined today by--he’s already been introduced--but by our ambassador, our new ambassador Gary Locke whose grandfather came to the United States from Canton in the 1890s and toiled as a house servant in the United States in exchange for being able to get English language lessons.In less than two generations--two generations later, Gary Locke, his grandson, has served as the governor of his home state of Washington, the U.S.Secretary of Commerce and the chief of mission in one our most important diplomatic posts in the world.I share this story with you not because it’s unique, but because it is uniquely American.While not every child or grandchild of an immigrant will reach the pinnacle of society as Ambassador Locke has, America continues to put such possibilities within reach of all those who seek our shores.On my first visit to China, which was more than 30 years ago when I was a young United States senator in 1979, I was with the first delegation of congressional leaders to visit China after normalization.We had several days of business with then Vice Premier Deng Xiaoping.It was a very different country then, but what was absolutely clear to me was that China was on the cusp of a remarkable transformation.Changes were just getting underway.My first introduction here in Sichuan that would begin transforming a largely agrarian society into an engine of economic global and help lift hundreds of millions of people out of poverty was--seemed to me clear at the time.That first visit came amid a debate in the United States of America similar to the one that exists today about how to view China’s emergence.Let me be clear--let me be clear: I believed in 1979 and said so and I believe now that a rising China is a positive development, not only for the people of China but for the United States and the world as a whole.A rising China will fuel economic growth and prosperity and it will bring to the fore a new partner with whom we can meet global challenges together.When President Obama and I took office in January of 2009, we made our relationship with China a top priority.We were determined to set it on a stable and sustainable course that would benefit the citizens of both our countries.Our Presidents have met nine times since then, including very successful state visits in Beijing and Washington, and have spoken numerous times by telephone.Direct discussions between senior policymakers and the personal ties that result from such discussions in my view over the last 35 years of conducting foreign policy are the keys to building cooperation.They're built on understanding.They allow us to better understand each other and allow us to define our interests in ways that are clear so that each one of us know what the other country’s interests are, and to see the world through the eyes of the other with the intention of preventing miscommunications and misconceptions that tend to fuel mistrust.With that goal in mind, we have worked very hard to develop our cooperative partnership through more than 60 separate dialogues on issues of matter to both China and to the United States;and I would suggest to the world as a whole.The premier forum is what we refer to as the Strategic and Economic Dialogue which brings together policymakers from across both governments to discuss a range of issues from trade barriers to climate change.But we also recognize--we also recognized immediately on starting that the importance more directly addressing security issues, as well.That's why in May we jointly launched the first Strategic Security Dialogue, a new channel for civilian and military leaders to discuss sensitive topics, including cyber and maritime security.That's why it’s also important that our military leaders work together, get to know one another--not just our political leaders, but our military leaders--as Admiral Mullen and General Chen have begun to do in their recent exchange of meetings.The fact is China and the United States face many of the same threats and share many of the same objectives and responsibilities.But because we sometimes view threats from different perspectives--that is China and the United States view them from different perspectives, our--or favor a different way in dealing with what we perceive to be joint threats, our generals should be talking to each other alongside with our diplomats, as frequently as our diplomats do.Like China, the United States has a huge stake in the prosperity and stability of Asia and the Pacific.I look forward to visiting two other Asian nations on this trip.When I leave China, I’ll go to Mongolia and then to Japan.The United States--and I realize this occasionally causes some discomfiture--but the United States is a Pacific power, and we will remain a specific power--a Pacific power.Over the last 60 years, no country has done more than we have to ensure the stability and security of the Asian-Pacific region.And I’d respectfully suggest that has been good for China, allowing China to focus on domestic development and to benefit from a growing market.America’s focus on this critical region will only grow in the years to come as Asia plays an even greater role in the global economy and 憑我過去35年搞外交政策的經(jīng)驗，我認(rèn)為高層決策者之間的討論以及由此發(fā)展的個人關(guān)系是建立合作的關(guān)鍵。它們是建立在理解基礎(chǔ)上。它們讓我們更好地了解對方，讓我們能夠明確我們的利益，使我們每個人都知道對方國家的利益是什么，并且能夠站在對方的角度看世界，避免往往會導(dǎo)致不信任的溝通失誤和誤解。

抱著這個目標(biāo)，我們一直非常努力地發(fā)展我們的合作伙伴關(guān)系，展開了60多項專題對話，討論事關(guān)中國和美國的問題，我可以說也事關(guān)整個世界。

我們所說的戰(zhàn)略與經(jīng)濟(jì)對話（Strategic and Economic Dialogue)是一個主要論壇，它匯集了來自兩國政府各部門的決策者，討論從貿(mào)易壁壘到氣候變化的一系列問題。但我們也認(rèn)識到——我們一開始也立即認(rèn)識到更直接解決安全問題的重要性。這就是為什么在5月我們共同啟動了第一個戰(zhàn)略安全對話（Strategic Security Dialogue)，一個為文職和軍方領(lǐng)導(dǎo)人討論敏感議題的新渠道，包括網(wǎng)絡(luò)和海上安全。這就是為什么我們的軍方領(lǐng)導(dǎo)人也必須一道努力，互相了解——不僅是我們的政治領(lǐng)導(dǎo)人，還有我們的軍方領(lǐng)導(dǎo)人——馬倫（Mullen)海軍上將和陳炳德將軍在最近的交流會上已開始這樣做。

事實是，中國和美國面臨許多同樣的威脅，并具有許多相同的目標(biāo)和責(zé)任。但是，因為我們有時從不同角度看待威脅——即中國和美國從不同的角度看這些威脅——或者我們喜歡用一種不同的方法處理我們所認(rèn)為的共同威脅，我們的將軍應(yīng)該互相通話，和我們的外交官一道，并且像我們的外交官那樣經(jīng)常進(jìn)行。和中國一樣，美國在亞洲和太平洋地區(qū)的繁榮和穩(wěn)定上都有重大利益。

我期待著在此行中訪問另外兩個亞洲國家。我離開中國后將去蒙古，然后到日本。美國——我知道這偶爾會導(dǎo)致一些困惑——但美國是一個太平洋大國，我們將繼續(xù)是一個特定的大國——太平洋大國。

在過去60年里，在保證亞太地區(qū)的穩(wěn)定和安全上，沒有任何國家比我們做得更多。我謹(jǐn)要指出，這給中國帶來了好處，使中國能夠把重點放在國內(nèi)發(fā)展，受益于不斷擴(kuò)大的市場。

美國對這一關(guān)鍵地區(qū)的重視在未來的歲月里只會增長，因為亞洲在全球經(jīng)濟(jì)和國際事務(wù)中發(fā)揮越來越大的作用。

正如奧巴馬總統(tǒng)作為總統(tǒng)第一次訪問亞洲時在東京所說，我援引他的話：“美利堅合眾國雖然發(fā)源于大西洋沿岸的一系列港口和城市，但我們世世代代始終是一個太平洋國家。亞洲和美國并沒有被太平洋阻斷，而是被太平洋聯(lián)系在一起?！?/p>

這就是為什么我們開始了這場對話，即關(guān)于諸多問題的亞太對話（Asia-Pacific Dialogue)——擴(kuò)大在我們雙方生活和運作的這個地區(qū)的合作。

讓我再舉一個我們安全合作的例子。美國和中國也進(jìn)行國際的——與國際合作伙伴一道，對抗核武器、核材料和技術(shù)擴(kuò)散所造成的威脅，即所謂的防擴(kuò)散。與46個其他世界領(lǐng)導(dǎo)人一道，我們榮幸地請到胡錦濤主席與奧巴馬總統(tǒng)和我一起出席了去年4月舉行的核安全峰會（Nuclear Security Summit），我們兩國正在就一個示范中心進(jìn)行合作，為中國提供核安全。

在本周與習(xí)近平副主席的討論中，我表示，我們必須加深對世界上兩個主要的核擴(kuò)散挑戰(zhàn)的對話：北韓和伊朗。我知道，中國和我們一樣擔(dān)心，但你們有些人可能會問為什么我們的重視——美國的重視是如此強(qiáng)烈。原因很清楚：如果有了配備核武器的遠(yuǎn)程導(dǎo)彈，北韓和伊朗將對美國和我們盟友的安全構(gòu)成直接和嚴(yán)重的威脅。這將是對存在的威脅。這就是為什么——這就是為什么我們一直與中國和我們的國際伙伴合作，維持朝鮮半島的和平與穩(wěn)定，實現(xiàn)北韓的完全無核化。這也是為什么隨著伊朗政府繼續(xù)其非法的核計劃，我們與諸多合作伙伴和國際機(jī)構(gòu)合作，對伊朗實施它所面臨的最嚴(yán)厲的制裁。

如果不以高度的警覺采取這些制裁，伊朗將會逃避其行動的后果，外交也無法有效地阻止其實施核計劃。因此，我們將繼續(xù)期待中國通過言詞和行動向伊朗領(lǐng)導(dǎo)人發(fā)出明確的信號，敦促伊朗必須履行其國際義務(wù)。

美中兩國還面臨著許多其他共同的安全挑戰(zhàn)。從阿富汗、巴基斯坦到蘇丹--我們已經(jīng)并將繼續(xù)討論我們的共同利益和共同關(guān)心的問題。繼續(xù)推進(jìn)我們的安全對話與合作是迎接這些挑戰(zhàn)的最可靠的途徑。

經(jīng)濟(jì)問題無疑是我們兩國日益加強(qiáng)合作特別強(qiáng)調(diào)的重點。我們正攜手努力促進(jìn)強(qiáng)勁、可持續(xù)且平衡的經(jīng)濟(jì)增長并推行自由和公平的貿(mào)易。

我們兩國的貿(mào)易和投資正在兩國間雙向迅速發(fā)展，為兩國創(chuàng)造就業(yè)機(jī)會和經(jīng)濟(jì)機(jī)會。我們常聽說中國向美國出口產(chǎn)品，但去年美國國內(nèi)公司向中國出口了價值1,100億美元的商品和服務(wù)，維持了美國成千上萬的工作崗位。希望美國人民和中國人民日益認(rèn)識到，促進(jìn)這一交流符合我們兩國的共同利益。

一個更繁榮的中國將意味著對美國制造的商品和服務(wù)的需求增加，意味著美國國內(nèi)就業(yè)機(jī)會增多。因此，我們希望你們繁榮，這不是因為出于某種崇高的目的；中國繼續(xù)繁榮，符合我們自身的利益。

每一天都顯而易見的是，作為世界兩個最大經(jīng)濟(jì)體，隨著投資和商務(wù)日益密切，你們所做的關(guān)系到我們，關(guān)系到美國人民。我們所做的關(guān)系到你們，關(guān)系到中國人民。簡言之，我們?nèi)魏我环降某晒Γ瑢Ρ舜死尕P(guān)。

美國的財政政策保持在長期可持續(xù)的軌道上，不僅對美國，而且對中國、中國經(jīng)濟(jì)具有重要意義；同樣，中國經(jīng)濟(jì)按第12個五年計劃的要求，向更多地依賴國內(nèi)消費需求轉(zhuǎn)型，不僅對中國，而且對美國具有重要意義。

中國領(lǐng)導(dǎo)人曾對我所說，這個五年計劃將要求他們采取一些措施，其中包括繼續(xù)努力實現(xiàn)更靈活的匯率。這符合中國的利益，同時也完全符合美國的利益。

在目前全球經(jīng)濟(jì)動蕩的時期，我們更應(yīng)該共同采取艱難但必要的措施，并與我們的20國集團(tuán)伙伴一道，繼續(xù)維持全球復(fù)蘇，創(chuàng)造就業(yè)機(jī)會和繁榮。我們作為全世界兩個最大的發(fā)動機(jī)，能夠做到這一點。今年5月，我在華盛頓每年一度的戰(zhàn)略與經(jīng)濟(jì)對話（S&ED）開幕式上表示，“就全世界大部分的緊迫挑戰(zhàn)而言，如果沒有美中兩國參與，解決問題的可能性就比較低，這已是不言而喻的事實?！?/p>

然而，即便是在我們合作之際，美中兩國仍還將相互競爭，競爭是有益的。我們將在全球政治和全球經(jīng)濟(jì)領(lǐng)域進(jìn)行競爭。這也是全球政治與經(jīng)濟(jì)的一大特點。這也是人類的本性，通過互相觀察了解如何適應(yīng)形勢，爭取最好的成績，這對我們雙方都很有益。真正的競爭促使公司，我們的公司和我們的人民更趨完善。我們應(yīng)該放棄零和游戲的錯誤理念，不能認(rèn)為一國取得的一切成就意味著另一國的損失。事實并非如此。

因此，毫無疑問，美國不但歡迎這種良性競爭，而且競爭是我們的社會和我們的經(jīng)濟(jì)體制根本結(jié)構(gòu)的組成部分。盡管我可能有點偏向，但我對美國人民在一個公平競爭環(huán)境中與世界上任何國家和任何民族競爭的能力抱有絕對的信心。

但要使這種競爭給我們雙方都帶來利益，競爭就必須是在一個公平競爭的環(huán)境中進(jìn)行，要有明確的、對所有國家都公平與一視同仁的規(guī)則。雖然美國和中國正在努力爭取達(dá)到這點，但我們?nèi)匀幻媾R著在對方國家里從事商務(wù)的障礙。正因為如此，我在這次行程中承認(rèn)美國應(yīng)采取措施，使中國商務(wù)人員能夠更方便地獲得赴美國旅行簽證。簽證花費時間太長。這不符合我們的利益。

雖然我們還在進(jìn)行——這也是為什么奧巴馬總統(tǒng)剛一就職便下令，幾十年來第一次下令——我們正在進(jìn)行我國出口管制制度的總體改革。我們已經(jīng)向中國開放了旨在完全用于民用目的的數(shù)千種過去不允許出口的新產(chǎn)品，其中有些需獲得許可證，有些則不需要。還有成千上萬種更多的產(chǎn)品很快將獲得出口許可。

這是我們出口政策的一項重大變化，是對美國某些人的意見的否定。他們認(rèn)為，我們不應(yīng)該出口那一類技術(shù)——供中國民用。我們不同意這種看法，我們正在改革。

但也正因為如此，一些情況令我們不安：美國的投資者在中國的許多行業(yè)中被禁止擁有自己的獨資公司和獨資分公司；在另一些行業(yè)，在其他行業(yè)完全被排斥在競爭之外；還有一些世界其他主要經(jīng)濟(jì)體不曾強(qiáng)加于我們或其他任何人的、范圍如此之廣的種種限制。正因為如此，我們積極要求中國官員保護(hù)知識產(chǎn)權(quán)。我們歡迎中國國務(wù)院最近的保護(hù)知識產(chǎn)權(quán)運動，這是胡錦濤主席訪問美國時作出的一項承諾，他在履行這一承諾。但這項努力必須得到加強(qiáng)和延伸。

根據(jù)國際貿(mào)易委員會(International Trade Commissiom)的統(tǒng)計，美國企業(yè)因盜版商品和服務(wù)每年損失480億美元和數(shù)萬個工作崗位。這些保護(hù)——知識產(chǎn)權(quán)的保護(hù)不僅有利于美國和美國工人、美國公司，而且我認(rèn)為也有利于中國的公司企業(yè)，因為他們會越來越力爭保護(hù)自己的創(chuàng)新成果。

你們在這所優(yōu)異的大學(xué)求學(xué)。保護(hù)知識產(chǎn)權(quán)十分符合你們的利益，因為你們中的一些人將成為未來的藝術(shù)家、未來的娛樂界人員、未來的發(fā)明家，將希望自己的勞動成果有市場。但如果那一切可以廉價地獲取和剽竊，憑什么還會有人向你們購買同樣的服務(wù)呢？

美國對全球安全，自由貿(mào)易和經(jīng)濟(jì)上公平的關(guān)注是長期的。自第二次世界大戰(zhàn)結(jié)束以來，我們幫助建立了一個國際體系，它促進(jìn)和平與穩(wěn)定，使所有國家有機(jī)會分享全球繁榮，并制定保護(hù)所有公民基本人權(quán)的規(guī)則。

在我看來，中國的巨大進(jìn)步可歸功于中國人民的勤勞與智慧及其領(lǐng)導(dǎo)人的能力。但我謹(jǐn)要指出，一個促進(jìn)穩(wěn)定與繁榮、使所有國家能夠發(fā)展提高的國際架構(gòu)使這個成就成為可能。我知道，許多中國人、你們學(xué)生中可能有許多人相信，你們的國家將繼續(xù)走向更加繁榮。我同樣認(rèn)為是這樣。這是我的看法、我的預(yù)測。但我同時知道，你們當(dāng)中有些人對美國未來的前景持懷疑態(tài)度。

因此，我希望指出，我尊重但不同意這種見解，讓我解釋一下為什么你們不必憂慮。我將提供一些背景信息，以便你們了解為什么美國人民也對自己的未來抱有信心。今天，美國是世界上最大的經(jīng)濟(jì)體，遠(yuǎn)遠(yuǎn)超過任何其他國家，國內(nèi)生產(chǎn)總值（GDP）近15萬億美元，大約相當(dāng)于排在第二位的中國的兩倍半；人均國內(nèi)生產(chǎn)總值4.7萬多美元，是中國的11倍。我了解到有些中國人擔(dān)心投資美國資產(chǎn)的安全。請理解，沒有誰比我們更關(guān)心這種狀況，因為美國人持有我們?nèi)拷鹑谫Y產(chǎn)的87%以及我們?nèi)繃鴤?9%，而中國持有我們的金融資產(chǎn)和國債比例分別為1%和8%。

所以我們的利益不僅在于保護(hù)中國的投資，保護(hù)投資還關(guān)系到我們的總體利益。另外，美國從來沒有違約——將來也永遠(yuǎn)不會違約。

我對我國經(jīng)濟(jì)的基本面也有信心。在這一點上，我認(rèn)為習(xí)副主席講得非常好。前天我們會見中美商界領(lǐng)袖時，他說：“美國經(jīng)濟(jì)極富韌性，且有很強(qiáng)的自我修復(fù)能力。”他說得對。我相信，在未來的經(jīng)濟(jì)競爭中，我們的準(zhǔn)備甚至勝過以往。在20世紀(jì)，衡量國家財富的主要尺度是自然資源的豐裕程度、國土幅員、人口規(guī)模和軍事力量。但我認(rèn)為在21世紀(jì)，一個國家的真正財富在于國民的創(chuàng)造性思維和創(chuàng)新能力——開發(fā)的技術(shù)不僅催生新產(chǎn)品，而且能夠創(chuàng)造和喚起全新的產(chǎn)業(yè)。美國的創(chuàng)新能力與生俱來。從一開始，它就是我們遺傳基因的一部分。它使一代又一代美國人構(gòu)想出改變世界的創(chuàng)意——從軋棉機(jī)到飛機(jī)，從微芯片到互聯(lián)網(wǎng)，再如通用電氣（General Electric）、福特（Ford）、微軟（Microsoft）和谷歌（Google）等世界領(lǐng)先的公司。這樣的例子不勝枚舉。

我們之所以能夠取得這些成就，不是因為美國人具有種獨一無二的特質(zhì)。很難界定美國人是什么樣的人。簡言之，50%的美國人口——不足50%的人口是歐洲人后裔。所以我們的國民具有難以置信的多樣性。這是我們實力的一部分，也是美國人民無窮創(chuàng)造力的一部分。不過也有其他原因——我們的政治經(jīng)濟(jì)體制和我們教育孩子的方式具有經(jīng)久不衰的力量。這種體制歡迎來自全球各地的移民，讓我們的國家更加豐富多彩，為我們多元的跨種族社會增添活力。我還想指出，我們現(xiàn)在仍是世界第一的移民目的地。人們通常不會尋求遷移到衰落中的國家。

這種體制訓(xùn)練學(xué)生不僅學(xué)習(xí)和接受傳統(tǒng)知識，而且挑戰(zhàn)傳統(tǒng)知識，挑戰(zhàn)他們的教授，挑戰(zhàn)他們聽到的觀點，鼓勵個人思考和創(chuàng)新；這種體制不僅容許自由表達(dá)和積極辯論，包括公民和政府之間的辯論，而且贊賞和促進(jìn)這種交流；這種體制的法律保護(hù)私有財產(chǎn)，提供可預(yù)期的投資環(huán)境，確保窮人和富人都承擔(dān)責(zé)任；這種體制的大學(xué)依然是世界各地學(xué)者的最終目的地——當(dāng)然，你們的學(xué)校也是一所了不起的大學(xué)。去年有13萬多名中國學(xué)生就讀我們的大學(xué)。我們希望這個數(shù)字進(jìn)一步增加。

中國選擇了非常不同的經(jīng)濟(jì)和政治道路邁向繁榮，增強(qiáng)了自由市場體系的某些方面，同時抵制政治上的開放，保持國家對經(jīng)濟(jì)事務(wù)的深度干預(yù)。這是你們做出的決定。

我們雙方選擇的路徑的最大差異大概是我們對于什么是人權(quán)的認(rèn)識。我認(rèn)識到，在今天在坐的許多人看來，我們倡導(dǎo)人權(quán)的行動往好處說是多管閑事，往壞處說是侵犯你們的主權(quán)。我想直率地對大家說，這不是我們的意圖。是的，對于美國人來說，我們的民主有明顯的道義成分。我們也關(guān)注我們自己沒有做好的地方。這種關(guān)注反映了美國人民的本質(zhì)。然而，奧巴馬總統(tǒng)和我也從更廣闊的視角來看待保護(hù)人權(quán)和自由。保護(hù)中國在國際承諾和自己的憲法中闡明的那些自由——我們將之視為中國成功崛起的一個關(guān)鍵方面，也是中國持續(xù)增長和繁榮的一個關(guān)鍵方面。我知道，在中國有人認(rèn)為擴(kuò)大自由會破壞社會穩(wěn)定，從而威脅經(jīng)濟(jì)發(fā)展。我不想假裝知道答案，但我相信歷史證明情況是相反的——從長遠(yuǎn)來看，更加開放是穩(wěn)定的來源和實力的象征，最有利繁榮的情況是政府既鼓勵自由創(chuàng)業(yè)又鼓勵自由交流觀點，自由使人民能夠充分發(fā)揮潛能。缺乏自由則會產(chǎn)生社會動蕩。

開放、思想的自由交流、自由企業(yè)以及各方面的自由等等，在我看來都是美國現(xiàn)在成為世界歷史上最富有國家的原因。正因為如此，我國工人位于生產(chǎn)率最高的行列；正因為如此，我國發(fā)明家和創(chuàng)業(yè)者擁有的專利比世界上任何其他國家都多；正因為如此，我們正在對我們國力的根本源泉--教育、基礎(chǔ)設(shè)施和創(chuàng)新進(jìn)行再投資；正因為如此，奧巴馬總統(tǒng)和我如此堅定地相信，美國將與以往經(jīng)濟(jì)危機(jī)時期一樣，一如既往經(jīng)受當(dāng)前經(jīng)濟(jì)風(fēng)暴的考驗而變得更為強(qiáng)大；正因為如此，沒有任何理由中國不能挖掘同樣的力量源泉。

在共同向前進(jìn)的道路上定會經(jīng)歷很多成長的煩惱。我在一開始就說過，僅在我首次訪華以來的30多年時間里，你們就已取得了令人難以置信的進(jìn)步。我在成都就可以看到這一點，這個城市為成為創(chuàng)新經(jīng)濟(jì)的主要角色走在最前列。人們可以感覺到這一點。從你們一些學(xué)生的眼神中可以看到這一點。

看一看在場的聽眾，你們中有一些人將成為中國經(jīng)濟(jì)發(fā)展過程中新的開拓者，在歷史上留下你們的印記。就像美國蘋果公司(Apple)創(chuàng)始人史蒂夫?喬布斯（Steve Jobs）等人那樣，你們也有這樣的能力和潛力，我相信你們中間的一些人會有這樣的成就。

我還感到驕傲的是，有160多家《財富》世界500強(qiáng)公司（Fortune 500）在成都的高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)開展經(jīng)營活動，包括因特爾（Intel）、戴爾（Dell）和甲骨文（Oracle）等開拓性的美國企業(yè)。美中關(guān)系在過去30年中取得了極大的改善。為了鞏固這一堅實的伙伴關(guān)系，我們必須超越我們每天都在為之努力的華盛頓和北京之間的緊密關(guān)系，將各級政府以及教室和實驗室、體育場和會議室都包括進(jìn)來。

正是因為如此，我們發(fā)起了“十萬人留學(xué)中國計劃”（100,000 Strong Initiative），增加每年留學(xué)中國的美國學(xué)生人數(shù)，并保持了相當(dāng)多的和平隊（Peace Corps）人數(shù)。今天在這里有多少和平隊志愿者？請你們舉手。我們愛你們。歡迎。歡迎。（掌聲）

第38屆美國共和黨全國代表大會于8月30日在紐約麥迪遜花園廣場(MadisonSquareGarden)開幕，全面啟動共和黨為入主白宮進(jìn)行的角逐，這次代表大會預(yù)定正式提名現(xiàn)任總統(tǒng)布什和副總統(tǒng)切尼為共和黨正副總統(tǒng)候選人。共

和黨自成立以來首次在紐約市舉行全國代表大會，會場內(nèi)外共聚集了約50,000人，其中有共和黨代表、助選人員、家屬和媒體人員等。會場外，對布什政府的政策表示抗議的人群和布什總統(tǒng)的支持者都舉行了大規(guī)模示威。這次大會還通過了共和黨非約束性的保守派“政綱”(platform)，即共和黨對本黨原則、政策和已取得的成就發(fā)表的聲明以及布什如當(dāng)選連任希望達(dá)到的目標(biāo)。以下是副總統(tǒng)切尼在美國共和黨全國代表大會上的演講。
