尊敬的各位元首、政府首腦、議長(zhǎng)、國(guó)際組織負(fù)責(zé)人、部長(zhǎng)，博鰲亞洲論壇理事會(huì)各位成員，各位來(lái)賓，女士們，先生們，朋友們：

Your Excellencies Heads of State and Government, Speakers of Parliament, Heads of International Organizations, Ministers, Members of the Board of Directors of the Boao Forum for Asia, Distinguished Guests, Ladies and Gentlemen, Dear Friends，椰風(fēng)暖人，海闊天高。在這美好的季節(jié)里，同大家相聚在美麗的海南島，參加博鰲亞洲論壇2013年年會(huì)，我感到十分高興。

In this balmy season with clear sky and warm, coconut-scented breeze, I am so glad to meet all of you at the Annual Conference 2013 of the Boao Forum for Asia here in Hainan, a picturesque island embraced by the vast ocean.首先，我謹(jǐn)代表中國(guó)政府和人民，并以我個(gè)人的名義，對(duì)各位朋友的到來(lái)，表示誠(chéng)摯的歡迎！對(duì)年會(huì)的召開(kāi)，表示熱烈的祝賀！

Let me begin by extending, on behalf of the Chinese government and people and also in my own name, heartfelt welcome to you and warm congratulations on the opening of the Annual Conference of the Boao Forum.12年來(lái)，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國(guó)文化中，每12年是一個(gè)生肖循環(huán)，照此說(shuō)來(lái)，博鰲亞洲論壇正處在一個(gè)新的起點(diǎn)上，希望能更上一層樓。

In the past 12 years since its birth, the Boao Forum for Asia has become an important forum with growing global influence.In the Chinese culture, 12 years form a zodiac cycle.In this sense, the Boao Forum has reached a new starting point and I hope it will scale an even greater height.本屆年會(huì)以“革新、責(zé)任、合作：亞洲尋求共同發(fā)展”為主題，很有現(xiàn)實(shí)意義。相信大家能夠充分發(fā)表遠(yuǎn)見(jiàn)卓識(shí)，共商亞洲和世界發(fā)展大計(jì)，為促進(jìn)本地區(qū)乃至全球和平、穩(wěn)定、繁榮貢獻(xiàn)智慧和力量。

The theme of the current annual conference, namely, “Asia Seeking Development for All: Restructuring, Responsibility and Cooperation”, is a highly relevant one.I hope you will engage in an in-depth discussion on promoting development in Asia and beyond and thus contributing, with your vision and commitment, to peace, stability and prosperity in Asia and the world at large.當(dāng)前，國(guó)際形勢(shì)繼續(xù)發(fā)生深刻復(fù)雜變化。世界各國(guó)相互聯(lián)系日益緊密、相互依存日益加深，遍布全球的眾多發(fā)展中國(guó)家、幾十億人口正在努力走向現(xiàn)代化，和平、發(fā)展、合作、共贏的時(shí)代潮流更加強(qiáng)勁。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.同時(shí)，天下仍很不太平，發(fā)展問(wèn)題依然突出，世界經(jīng)濟(jì)進(jìn)入深度調(diào)整期，整體復(fù)蘇艱難曲折，國(guó)際金融領(lǐng)域仍然存在較多風(fēng)險(xiǎn)，各種形式的保護(hù)主義上升，各國(guó)調(diào)整經(jīng)濟(jì)結(jié)構(gòu)面臨不少困難，全球治理機(jī)制有待進(jìn)一步完善。實(shí)現(xiàn)各國(guó)共同發(fā)展，依然任重而道遠(yuǎn)。

On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當(dāng)今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關(guān)。亞洲國(guó)家積極探索適合本國(guó)情況的發(fā)展道路，在實(shí)現(xiàn)自身發(fā)展的同時(shí)有力促進(jìn)了世界發(fā)展。亞洲與世界其他地區(qū)共克時(shí)艱，合作應(yīng)對(duì)國(guó)際金融危機(jī)，成為拉動(dòng)世界經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)的重要引擎，近年來(lái)對(duì)世界經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率已超過(guò)50%，給世界帶來(lái)了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機(jī)和美好前景。

Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50% of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當(dāng)然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動(dòng)本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過(guò)一道道的坎。

But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisted one.——亞洲發(fā)展需要乘勢(shì)而上、轉(zhuǎn)型升級(jí)。對(duì)亞洲來(lái)說(shuō)，發(fā)展仍是頭等大事，發(fā)展仍是解決面臨的突出矛盾和問(wèn)題的關(guān)鍵，迫切需要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益，在此基礎(chǔ)上不斷提高人民生活水平。

--Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.——亞洲穩(wěn)定需要共同呵護(hù)、破解難題。亞洲穩(wěn)定面臨著新的挑戰(zhàn)，熱點(diǎn)問(wèn)題此起彼伏，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅都有所表現(xiàn)，實(shí)現(xiàn)本地區(qū)長(zhǎng)治久安需要地區(qū)國(guó)家增強(qiáng)互信、攜手努力。

--We need to make concerted efforts to resolve major difficulties to ensure stability in Asia.Stability in Asia now faces new challenges, as hotspot issues keep emerging, and both traditional and non-traditional security threats exist.The Asian countries need to increase mutual trust and work together to ensure durable peace and stability in our region.——亞洲合作需要百尺竿頭、更進(jìn)一步。加強(qiáng)亞洲地區(qū)合作的機(jī)制和倡議很多，各方面想法和主張豐富多樣，協(xié)調(diào)各方面利益訴求、形成能夠保障互利共贏的機(jī)制需要更好增進(jìn)理解、凝聚共識(shí)、充實(shí)內(nèi)容、深化合作。

--We need to build on past success and make new progress in promoting cooperation in Asia.There are many mechanisms and initiatives for enhancing cooperation in Asia, and a lot of ideas on boosting such cooperation are being explored by various parties.What we need to do is to enhance mutual understanding, build consensus, and enrich and deepen cooperation so as to strike a balance among the interests of various parties and build mechanisms that bring benefits to all.人類只有一個(gè)地球，各國(guó)共處一個(gè)世界。共同發(fā)展是持續(xù)發(fā)展的重要基礎(chǔ)，符合各國(guó)人民長(zhǎng)遠(yuǎn)利益和根本利益。我們生活在同一個(gè)地球村，應(yīng)該牢固樹(shù)立命運(yùn)共同體意識(shí)，順應(yīng)時(shí)代潮流，把握正確方向，堅(jiān)持同舟共濟(jì)，推動(dòng)亞洲和世界發(fā)展不斷邁上新臺(tái)階。

Mankind has only one earth, and it is home to all countries.Common development, which is the very foundation of sustainable development, serves the long-term and fundamental interests of all the people in the world.As members of the same global village, we should foster a sense of community of common destiny, follow the trend of the times, keep to the right direction, stick together in time of difficulty and ensure that development in Asia and the rest of the world reaches new highs.第一，勇于變革創(chuàng)新，為促進(jìn)共同發(fā)展提供不竭動(dòng)力。長(zhǎng)期以來(lái)，各國(guó)各地區(qū)在保持穩(wěn)定、促進(jìn)發(fā)展方面形成了很多好經(jīng)驗(yàn)好做法。對(duì)這些好經(jīng)驗(yàn)好做法，要繼續(xù)發(fā)揚(yáng)光大。同時(shí)，世間萬(wàn)物，變動(dòng)不居?！懊髡咭驎r(shí)而變，知者隨事而制。”要摒棄不合時(shí)宜的舊觀念，沖破制約發(fā)展的舊框框，讓各種發(fā)展活力充分迸發(fā)出來(lái)。要加大轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)力度，更加注重發(fā)展質(zhì)量，更加注重改善民生。要穩(wěn)步推進(jìn)國(guó)際經(jīng)濟(jì)金融體系改革，完善全球治理機(jī)制，為世界經(jīng)濟(jì)健康穩(wěn)定增長(zhǎng)提供保障。亞洲歷來(lái)具有自我變革活力，要勇做時(shí)代的弄潮兒，使亞洲變革和世界發(fā)展相互促進(jìn)、相得益彰。

First, we should boldly break new ground so as to create an inexhaustible source of power for boosting common development.Over the years, many countries and regions have developed a lot of good practices in maintaining stability and promoting growth.We should continue such practices.However, nothing in the world remains constant, and as a Chinese saying goes, a wise man changes as time and event change.We should abandon the outdated mindset, break away from the old confines that fetter development and unleash all the potential for development.We should redouble efforts to shift the growth model and adjust the economic structure, raise the quality of development and make life better for the people.We should steadily advance the reform of the international economic and financial systems, improve global governance mechanisms and provide support to sound and stable global economic growth.Asia, with its long-standing capacity for adjusting to change, should ride on the waves of the times and make changes in Asia and global development reinforce and benefit each other.第二，同心維護(hù)和平，為促進(jìn)共同發(fā)展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽(yáng)光，受益而不覺(jué)，失之則難存。沒(méi)有和平，發(fā)展就無(wú)從談起。國(guó)家無(wú)論大小、強(qiáng)弱、貧富，都應(yīng)該做和平的維護(hù)者和促進(jìn)者，不能這邊搭臺(tái)、那邊拆臺(tái)，而應(yīng)該相互補(bǔ)臺(tái)、好戲連臺(tái)。國(guó)際社會(huì)應(yīng)該倡導(dǎo)綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發(fā)展的大舞臺(tái)，而不是相互角力的競(jìng)技場(chǎng)，更不能為一己之私把一個(gè)地區(qū)乃至世界搞亂。各國(guó)交往頻繁，磕磕碰碰在所難免，關(guān)鍵是要堅(jiān)持通過(guò)對(duì)話協(xié)商與和平談判，妥善解決矛盾分歧，維護(hù)相互關(guān)系發(fā)展大局。

Second, we should work together to uphold peace so as to provide security safeguard for boosting common development.Peace is the ever-lasting wish of our people.Peace, like air and sunshine, is hardly noticed when people are benefiting from it.But none of us can live without it.Without peace, development is out of the question.Countries, whether big or small, strong or weak, rich or poor, should all contribute their share to maintaining and enhancing peace.Rather than undercutting each other's efforts, countries should complement each other and work for joint progress.The international community should advocate the vision of comprehensive security, common security and cooperative security so as to turn our global village into a big stage for common development, rather than an arena where gladiators fight each other.And no one should be allowed to throw a region and even the whole world into chaos for selfish gains.With growing interaction among countries, it is inevitable that they encounter frictions here and there.What is important is that they should resolve differences through dialogue, consultation and peaceful negotiations in the larger interest of the sound growth of their relations.第三，著力推進(jìn)合作，為促進(jìn)共同發(fā)展提供有效途徑。“一花獨(dú)放不是春，百花齊放春滿園。”世界各國(guó)聯(lián)系緊密、利益交融，要互通有無(wú)、優(yōu)勢(shì)互補(bǔ)，在追求本國(guó)利益時(shí)兼顧他國(guó)合理關(guān)切，在謀求自身發(fā)展中促進(jìn)各國(guó)共同發(fā)展，不斷擴(kuò)大共同利益匯合點(diǎn)。要加強(qiáng)南南合作和南北對(duì)話，推動(dòng)發(fā)展中國(guó)家和發(fā)達(dá)國(guó)家平衡發(fā)展，夯實(shí)世界經(jīng)濟(jì)長(zhǎng)期穩(wěn)定發(fā)展基礎(chǔ)。要積極創(chuàng)造更多合作機(jī)遇，提高合作水平，讓發(fā)展成果更好惠及各國(guó)人民，為促進(jìn)世界經(jīng)濟(jì)增長(zhǎng)多作貢獻(xiàn)。

Third, we should boost cooperation as an effective vehicle for enhancing common development.As we often say in China, a single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden.All countries in the world are closely linked and share converging interests.They should both pool and share their strengths.While pursuing its own interests, a country should accommodate the legitimate concerns of others.In pursuing their own development, countries should promote the common development of all and expand common interests among them.We should enhance South-South cooperation and North-South dialogue, promote balanced development of the developing and developed countries and consolidate the foundation for sustaining stable growth of the global economy.We need to work vigorously to create more cooperation opportunities, upgrade cooperation, and deliver more development dividends to our people and contribute more to global growth.第四，堅(jiān)持開(kāi)放包容，為促進(jìn)共同發(fā)展提供廣闊空間。“海納百川，有容乃大?！蔽覀儜?yīng)該尊重各國(guó)自主選擇社會(huì)制度和發(fā)展道路的權(quán)利，消除疑慮和隔閡，把世界多樣性和各國(guó)差異性轉(zhuǎn)化為發(fā)展活力和動(dòng)力。我們要秉持開(kāi)放精神，積極借鑒其他地區(qū)發(fā)展經(jīng)驗(yàn)，共享發(fā)展資源，推進(jìn)區(qū)域合作。進(jìn)入新世紀(jì)10多年來(lái)，亞洲地區(qū)內(nèi)貿(mào)易額從8000億美元增長(zhǎng)到3萬(wàn)億美元，亞洲同世界其他地區(qū)貿(mào)易額從1.5萬(wàn)億美元增長(zhǎng)到4.8萬(wàn)億美元，這表明亞洲合作是開(kāi)放的，區(qū)域內(nèi)合作和同其他地區(qū)合作并行不悖，大家都從合作中得到了好處。亞洲應(yīng)該歡迎域外國(guó)家為本地區(qū)穩(wěn)定和發(fā)展發(fā)揮建設(shè)性作用，同時(shí)，域外國(guó)家也應(yīng)該尊重亞洲的多樣性特點(diǎn)和已經(jīng)形成的合作傳統(tǒng)，形成亞洲發(fā)展同其他地區(qū)發(fā)展良性互動(dòng)、齊頭并進(jìn)的良好態(tài)勢(shì)。

Fourth, we should remain open and inclusive so as to create broad space for enhancing common development.The ocean is vast because it admits hundreds of rivers.We should respect the right of a country to independently choose its social system and development path, remove distrust and misgivings and turn the diversity of our world and difference among countries into dynamism and driving force for development.We should keep an open mind, draw upon development practices of other continents, share development resources and promote regional cooperation.During the first decade and more of the new century, trade within Asia has increased from 800 billion U.S.dollars to 3 trillion U.S.dollars, and its trade with other regions has grown from 1.5 trillion U.S.dollars to 4.8 trillion U.S.dollars.This shows that cooperation in Asia is open and it goes hand in hand with Asia's cooperation with other regions, and everyone has benefited from such cooperation.Asia should welcome non-Asian countries to play a constructive role in ensuring stability and development of the region.Likewise, the non-Asian countries should respect Asia's diversity and its long-standing tradition of cooperation.This will create a dynamic environment in which Asia and other regions enjoy mutually reinforcing progress.中國(guó)是亞洲和世界大家庭的重要成員。中國(guó)發(fā)展離不開(kāi)亞洲和世界，亞洲和世界繁榮穩(wěn)定也需要中國(guó)。China is an important member of the Asian family and the global family.China cannot develop itself in isolation from the rest of Asia and the world.On their part, the rest of Asia and the world cannot enjoy prosperity and stability without China.去年11月，中國(guó)共產(chǎn)黨召開(kāi)了第十八次全國(guó)代表大會(huì)，明確了中國(guó)今后一個(gè)時(shí)期的發(fā)展藍(lán)圖。我們的奮斗目標(biāo)是，到2020年國(guó)內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入在2010年的基礎(chǔ)上翻一番，全面建成小康社會(huì)；到本世紀(jì)中葉建成富強(qiáng)民主文明和諧的社會(huì)主義現(xiàn)代化國(guó)家，實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。展望未來(lái)，我們充滿信心。

In November last year, the Communist Party of China held its 18th National Congress, which drew the blueprint for China's development in the years to come.The main goals we set for China are as follows: By 2020, China's GDP and per capita incomes for urban and rural residents will double the 2010 figures, and the building of a moderately prosperous society in all respects will be completed.By the mid-21st century, China will be turned into a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious;and the Chinese dream, namely, the great renewal of the Chinese nation, will be realized.Looking ahead, we are full of confidence in China's future.我們也認(rèn)識(shí)到，中國(guó)依然是世界上最大的發(fā)展中國(guó)家，中國(guó)發(fā)展仍面臨著不少困難和挑戰(zhàn)，要使全體中國(guó)人民都過(guò)上美好生活，還需要付出長(zhǎng)期不懈的努力。我們將堅(jiān)持改革開(kāi)放不動(dòng)搖，牢牢把握轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式這條主線，集中精力把自己的事情辦好，不斷推進(jìn)社會(huì)主義現(xiàn)代化建設(shè)。

On the other hand, we are aware that China remains the world's largest developing country, and it faces many difficulties and challenges on its road to progress.We need to make relentless efforts in the years ahead to deliver a better life to all our people.We are unwaveringly committed to reform and opening up, and we will concentrate on the major task of shifting the growth model, focus on running our own affairs well and make continued efforts to boost the socialist modernization drive.“親望親好，鄰?fù)徍??！敝袊?guó)將堅(jiān)持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發(fā)展更好惠及周邊國(guó)家。

As a Chinese saying goes, neighbors wish each other well, just as loved ones do to each other.China will continue to promote friendship and partnership with its neighbors, consolidate friendly ties and deepen mutually beneficial cooperation with them and ensure that its development will bring even greater benefits to its neighbors.我們將大力促進(jìn)亞洲和世界發(fā)展繁榮。新世紀(jì)以來(lái)，中國(guó)同周邊國(guó)家貿(mào)易額由1000多億美元增至1.3萬(wàn)億美元，已成為眾多周邊國(guó)家的最大貿(mào)易伙伴、最大出口市場(chǎng)、重要投資來(lái)源地。中國(guó)同亞洲和世界的利益融合達(dá)到前所未有的廣度和深度。當(dāng)前和今后一個(gè)時(shí)期，中國(guó)經(jīng)濟(jì)將繼續(xù)保持健康發(fā)展勢(shì)頭，國(guó)內(nèi)需求特別是消費(fèi)需求將持續(xù)擴(kuò)大，對(duì)外投資也將大幅增加。據(jù)測(cè)算，今后5年，中國(guó)將進(jìn)口10萬(wàn)億美元左右的商品，對(duì)外投資規(guī)模將達(dá)到5000億美元，出境旅游有可能超過(guò)4億人次。中國(guó)越發(fā)展，越能給亞洲和世界帶來(lái)發(fā)展機(jī)遇。

China will vigorously promote development and prosperity in both Asia and the world.Since the beginning of the new century, China's trade with its neighbors has grown from 100 billion U.S.dollars and more to 1.3 trillion U.S.dollars.China has become the largest trading partner, the biggest export market and a major source of investment of many of these countries.China's interests have never been so closely connected with those of the rest of Asia and the world in both scope and depth.Going forward, China will maintain robust growth momentum.Its domestic demand, particularly consumption-driven demand, will continue to grow, and its outbound investment will increase substantially.It is projected that in the coming five years, China's import will reach some 10 trillion U.S.dollars, its outbound investment will reach 500 billion U.S.dollars and the number of its outbound tourists may well exceed 400 million.The more China grows itself, the more development opportunities it will create for the rest of Asia and the world.我們將堅(jiān)定維護(hù)亞洲和世界和平穩(wěn)定。中國(guó)人民對(duì)戰(zhàn)爭(zhēng)和動(dòng)蕩帶來(lái)的苦難有著刻骨銘心的記憶，對(duì)和平有著孜孜不倦的追求。中國(guó)將通過(guò)爭(zhēng)取和平國(guó)際環(huán)境發(fā)展自己，又以自身發(fā)展維護(hù)和促進(jìn)世界和平。中國(guó)將繼續(xù)妥善處理同有關(guān)國(guó)家的分歧和摩擦，在堅(jiān)定捍衛(wèi)國(guó)家主權(quán)、安全、領(lǐng)土完整的基礎(chǔ)上，努力維護(hù)同周邊國(guó)家關(guān)系和地區(qū)和平穩(wěn)定大局。中國(guó)將在國(guó)際和地區(qū)熱點(diǎn)問(wèn)題上繼續(xù)發(fā)揮建設(shè)性作用，堅(jiān)持勸和促談，為通過(guò)對(duì)話談判妥善處理有關(guān)問(wèn)題作出不懈努力。

椰風(fēng)暖人，海闊天高。在這美好的季節(jié)里，同大家相聚在美麗的海南島，參加博鰲亞洲論壇２０１３年年會(huì)，我感到十分高興。

首先，我謹(jǐn)代表中國(guó)政府和人民，并以我個(gè)人的名義，對(duì)各位朋友的到來(lái)，表示誠(chéng)摯的歡迎！對(duì)年會(huì)的召開(kāi)，表示熱烈的祝賀！

１２年來(lái)，博鰲亞洲論壇日益成為具有全球影響的重要論壇。在中國(guó)文化中，每１２年是一個(gè)生肖循環(huán)，照此說(shuō)來(lái)，博鰲亞洲論壇正處在一個(gè)新的起點(diǎn)上，希望能更上一層樓。

本屆年會(huì)以“革新、責(zé)任、合作：亞洲尋求共同發(fā)展”為主題，很有現(xiàn)實(shí)意義。相信大家能夠充分發(fā)表遠(yuǎn)見(jiàn)卓識(shí)，共商亞洲和世界發(fā)展大計(jì)，為促進(jìn)本地區(qū)乃至全球和平、穩(wěn)定、繁榮貢獻(xiàn)智慧和力量。

當(dāng)前，國(guó)際形勢(shì)繼續(xù)發(fā)生深刻復(fù)雜變化。世界各國(guó)相互聯(lián)系日益緊密、相互依存日益加深，遍布全球的眾多發(fā)展中國(guó)家、幾十億人口正在努力走向現(xiàn)代化，和平、發(fā)展、合作、共贏的時(shí)代潮流更加強(qiáng)勁。

同時(shí)，天下仍很不太平，發(fā)展問(wèn)題依然突出，世界經(jīng)濟(jì)進(jìn)入深度調(diào)整期，整體復(fù)蘇艱難曲折，國(guó)際金融領(lǐng)域仍然存在較多風(fēng)險(xiǎn)，各種形式的保護(hù)主義上升，各國(guó)調(diào)整經(jīng)濟(jì)結(jié)構(gòu)面臨不少困難，全球治理機(jī)制有待進(jìn)一步完善。實(shí)現(xiàn)各國(guó)共同發(fā)展，依然任重而道遠(yuǎn)。

亞洲是當(dāng)今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關(guān)。亞洲國(guó)家積極探索適合本國(guó)情況的發(fā)展道路，在實(shí)現(xiàn)自身發(fā)展的同時(shí)有力促進(jìn)了世界發(fā)展。亞洲與世界其他地區(qū)共克時(shí)艱，合作應(yīng)對(duì)國(guó)際金融危機(jī)，成為拉動(dòng)世界經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)的重要引擎，近年來(lái)對(duì)世界經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率已超過(guò)５０％，給世界帶來(lái)了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機(jī)和美好前景。

當(dāng)然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動(dòng)本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過(guò)一道道的坎。

——亞洲發(fā)展需要乘勢(shì)而上、轉(zhuǎn)型升級(jí)。對(duì)亞洲來(lái)說(shuō)，發(fā)展仍是頭等大事，發(fā)展仍是解決面臨的突出矛盾和問(wèn)題的關(guān)鍵，迫切需要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益，在此基礎(chǔ)上不斷提高人民生活水平。

——亞洲穩(wěn)定需要共同呵護(hù)、破解難題。亞洲穩(wěn)定面臨著新的挑戰(zhàn)，熱點(diǎn)問(wèn)題此起彼伏，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅都有所表現(xiàn)，實(shí)現(xiàn)本地區(qū)長(zhǎng)治久安需要地區(qū)國(guó)家增強(qiáng)互信、攜手努力。

——亞洲合作需要百尺竿頭、更進(jìn)一步。加強(qiáng)亞洲地區(qū)合作的機(jī)制和倡議很多，各方面想法和主張豐富多樣，協(xié)調(diào)各方面利益訴求、形成能夠保障互利共贏的機(jī)制需要更好增進(jìn)理解、凝聚共識(shí)、充實(shí)內(nèi)容、深化合作。

女士們、先生們、朋友們！

人類只有一個(gè)地球，各國(guó)共處一個(gè)世界。共同發(fā)展是持續(xù)發(fā)展的重要基礎(chǔ)，符合各國(guó)人民長(zhǎng)遠(yuǎn)利益和根本利益。我們生活在同一個(gè)地球村，應(yīng)該牢固樹(shù)立命運(yùn)共同體意識(shí)，順應(yīng)時(shí)代潮流，把握正確方向，堅(jiān)持同舟共濟(jì)，推動(dòng)亞洲和世界發(fā)展不斷邁上新臺(tái)階。

第一，勇于變革創(chuàng)新，為促進(jìn)共同發(fā)展提供不竭動(dòng)力。長(zhǎng)期以來(lái)，各國(guó)各地區(qū)在保持穩(wěn)定、促進(jìn)發(fā)展方面形成了很多好經(jīng)驗(yàn)好做法。對(duì)這些好經(jīng)驗(yàn)好做法，要繼續(xù)發(fā)揚(yáng)光大。同時(shí)，世間萬(wàn)物，變動(dòng)不居。“明者因時(shí)而變，知者隨事而制?！币饤壊缓蠒r(shí)宜的舊觀念，沖破制約發(fā)展的舊框框，讓各種發(fā)展活力充分迸發(fā)出來(lái)。要加大轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)力度，更加注重發(fā)展質(zhì)量，更加注重改善民生。要穩(wěn)步推進(jìn)國(guó)際經(jīng)濟(jì)金融體系改革，完善全球治理機(jī)制，為世界經(jīng)濟(jì)健康穩(wěn)定增長(zhǎng)提供保障。亞洲歷來(lái)具有自我變革活力，要勇做時(shí)代的弄潮兒，使亞洲變革和世界發(fā)展相互促進(jìn)、相得益彰。

第二，同心維護(hù)和平，為促進(jìn)共同發(fā)展提供安全保障。和平是人民的永恒期望。和平猶如空氣和陽(yáng)光，受益而不覺(jué)，失之則難存。沒(méi)有和平，發(fā)展就無(wú)從談起。國(guó)家無(wú)論大小、強(qiáng)弱、貧富，都應(yīng)該做和平的維護(hù)者和促進(jìn)者，不能這邊搭臺(tái)、那邊拆臺(tái)，而應(yīng)該相互補(bǔ)臺(tái)、好戲連臺(tái)。國(guó)際社會(huì)應(yīng)該倡導(dǎo)綜合安全、共同安全、合作安全的理念，使我們的地球村成為共謀發(fā)展的大舞臺(tái)，而不是相互角力的競(jìng)技場(chǎng)，更不能為一己之私把一個(gè)地區(qū)乃至世界搞亂。各國(guó)交往頻繁，磕磕碰碰在所難免，關(guān)鍵是要堅(jiān)持通過(guò)對(duì)話協(xié)商與和平談判，妥善解決矛盾分歧，維護(hù)相互關(guān)系發(fā)展大局。

第三，著力推進(jìn)合作，為促進(jìn)共同發(fā)展提供有效途徑?！耙换í?dú)放不是春，百花齊放春滿園?！笔澜绺鲊?guó)聯(lián)系緊密、利益交融，要互通有無(wú)、優(yōu)勢(shì)互補(bǔ)，在追求本國(guó)利益時(shí)兼顧他國(guó)合理關(guān)切，在謀求自身發(fā)展中促進(jìn)各國(guó)共同發(fā)展，不斷擴(kuò)大共同利益匯合點(diǎn)。要加強(qiáng)南南合作和南北對(duì)話，推動(dòng)發(fā)展中國(guó)家和發(fā)達(dá)國(guó)家平衡發(fā)展，夯實(shí)世界經(jīng)濟(jì)長(zhǎng)期穩(wěn)定發(fā)展基礎(chǔ)。要積極創(chuàng)造更多合作機(jī)遇，提高合作水平，讓發(fā)展成果更好惠及各國(guó)人民，為促進(jìn)世界經(jīng)濟(jì)增長(zhǎng)多作貢獻(xiàn)。

第四，堅(jiān)持開(kāi)放包容，為促進(jìn)共同發(fā)展提供廣闊空間。“海納百川，有容乃大。”我們應(yīng)該尊重各國(guó)自主選擇社會(huì)制度和發(fā)展道路的權(quán)利，消除疑慮和隔閡，把世界多樣性和各國(guó)差異性轉(zhuǎn)化為發(fā)展活力和動(dòng)力。我們要秉持開(kāi)放精神，積極借鑒其他地區(qū)發(fā)展經(jīng)驗(yàn)，共享發(fā)展資源，推進(jìn)區(qū)域合作。進(jìn)入新世紀(jì)１０多年來(lái)，亞洲地區(qū)內(nèi)貿(mào)易額從８０００億美元增長(zhǎng)到３萬(wàn)億美元，亞洲同世界其他地區(qū)貿(mào)易額從１．５萬(wàn)億美元增長(zhǎng)到４．８萬(wàn)億美元，這表明亞洲合作是開(kāi)放的，區(qū)域內(nèi)合作和同其他地區(qū)合作并行不悖，大家都從合作中得到了好處。亞洲應(yīng)該歡迎域外國(guó)家為本地區(qū)穩(wěn)定和發(fā)展發(fā)揮建設(shè)性作用，同時(shí)，域外國(guó)家也應(yīng)該尊重亞洲的多樣性特點(diǎn)和已經(jīng)形成的合作傳統(tǒng)，形成亞洲發(fā)展同其他地區(qū)發(fā)展良性互動(dòng)、齊頭并進(jìn)的良好態(tài)勢(shì)。

女士們、先生們、朋友們！

中國(guó)是亞洲和世界大家庭的重要成員。中國(guó)發(fā)展離不開(kāi)亞洲和世界，亞洲和世界繁榮穩(wěn)定也需要中國(guó)。

去年１１月，中國(guó)共產(chǎn)黨召開(kāi)了第十八次全國(guó)代表大會(huì)，明確了中國(guó)今后一個(gè)時(shí)期的發(fā)展藍(lán)圖。我們的奮斗目標(biāo)是，到２０２０年國(guó)內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入在２０１０年的基礎(chǔ)上翻一番，全面建成小康社會(huì)；到本世紀(jì)中葉建成富強(qiáng)民主文明和諧的社會(huì)主義現(xiàn)代化國(guó)家，實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)。展望未來(lái)，我們充滿信心。

我們也認(rèn)識(shí)到，中國(guó)依然是世界上最大的發(fā)展中國(guó)家，中國(guó)發(fā)展仍面臨著不少困難和挑戰(zhàn)，要使全體中國(guó)人民都過(guò)上美好生活，還需要付出長(zhǎng)期不懈的努力。我們將堅(jiān)持改革開(kāi)放不動(dòng)搖，牢牢把握轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式這條主線，集中精力把自己的事情辦好，不斷推進(jìn)社會(huì)主義現(xiàn)代化建設(shè)。

“親望親好，鄰?fù)徍??！敝袊?guó)將堅(jiān)持與鄰為善、以鄰為伴，鞏固睦鄰友好，深化互利合作，努力使自身發(fā)展更好惠及周邊國(guó)家。

我們將大力促進(jìn)亞洲和世界發(fā)展繁榮。新世紀(jì)以來(lái)，中國(guó)同周邊國(guó)家貿(mào)易額由１０００多億美元增至１．３萬(wàn)億美元，已成為眾多周邊國(guó)家的最大貿(mào)易伙伴、最大出口市場(chǎng)、重要投資來(lái)源地。中國(guó)同亞洲和世界的利益融合達(dá)到前所未有的廣度和深度。當(dāng)前和今后一個(gè)時(shí)期，中國(guó)經(jīng)濟(jì)將繼續(xù)保持健康發(fā)展勢(shì)頭，國(guó)內(nèi)需求特別是消費(fèi)需求將持續(xù)擴(kuò)大，對(duì)外投資也將大幅增加。據(jù)測(cè)算，今后５年，中國(guó)將進(jìn)口１０萬(wàn)億美元左右的商品，對(duì)外投資規(guī)模將達(dá)到５０００億美元，出境旅游有可能超過(guò)４億人次。中國(guó)越發(fā)展，越能給亞洲和世界帶來(lái)發(fā)展機(jī)遇。

歷史，總是在一些重要時(shí)間節(jié)點(diǎn)上更能勾起人們的回憶和反思。今年是世界反法西斯戰(zhàn)爭(zhēng)暨中國(guó)人民抗日戰(zhàn)爭(zhēng)勝利70周年，聯(lián)合國(guó)成立70周年，萬(wàn)隆會(huì)議召開(kāi)60周年，東盟共同體建成之年。這是值得人們紀(jì)念的重要年份，也是激發(fā)人們銘記歷史、鑒往知來(lái)的重要時(shí)刻。

70年來(lái)，世界發(fā)生了前所未有的深刻變化，歷史性地改變了人類的命運(yùn)。全球殖民體系土崩瓦解，冷戰(zhàn)對(duì)峙不復(fù)存在，各國(guó)相互聯(lián)系、相互依存日益加深，和平、發(fā)展、合作、共贏的時(shí)代潮流滾滾向前，國(guó)際力量對(duì)比朝著有利于維護(hù)世界和平的方向發(fā)展，保持國(guó)際形勢(shì)總體穩(wěn)定、促進(jìn)各國(guó)共同發(fā)展具備更多有利條件。

70年來(lái)，亞洲形勢(shì)也發(fā)生了前所未有的變化。地區(qū)各國(guó)實(shí)現(xiàn)了民族獨(dú)立、掌握了自己的命運(yùn)，壯大了維護(hù)地區(qū)和世界和平的力量。亞洲國(guó)家率先倡導(dǎo)和平共處五項(xiàng)原則，并同非洲國(guó)家一道，在萬(wàn)隆會(huì)議上提出處理國(guó)家間關(guān)系的十項(xiàng)原則。冷戰(zhàn)結(jié)束后，亞洲國(guó)家在推進(jìn)區(qū)域合作實(shí)踐中逐步形成相互尊重、協(xié)商一致、照顧各方舒適度的亞洲方式。這些都為正確處理國(guó)家關(guān)系、推動(dòng)建立新型國(guó)際關(guān)系作出了歷史性貢獻(xiàn)。

70年來(lái)，越來(lái)越多的亞洲國(guó)家找到適合本國(guó)國(guó)情的發(fā)展道路，從貧窮落后走向發(fā)展振興，步入經(jīng)濟(jì)發(fā)展快車道。區(qū)域和跨區(qū)域合作方興未艾，互聯(lián)互通建設(shè)加速推進(jìn)，呈現(xiàn)千帆競(jìng)發(fā)、百舸爭(zhēng)流的強(qiáng)勁勢(shì)頭。亞洲已經(jīng)擁有世界三分之一的經(jīng)濟(jì)總量，是當(dāng)今世界最具發(fā)展活力和潛力的地區(qū)之一，在世界戰(zhàn)略全局中的地位進(jìn)一步上升。

70年來(lái)，亞洲國(guó)家逐步超越意識(shí)形態(tài)和社會(huì)制度差異，從相互封閉到開(kāi)放包容，從猜忌隔閡到日益增多的互信認(rèn)同，越來(lái)越成為你中有我、我中有你的命運(yùn)共同體。在爭(zhēng)取民族獨(dú)立的偉大斗爭(zhēng)中，在應(yīng)對(duì)亞洲金融危機(jī)和國(guó)際金融危機(jī)的艱難時(shí)刻，在抗擊印度洋海嘯和中國(guó)汶川特大地震等災(zāi)害的緊要關(guān)頭，亞洲各國(guó)人民守望相助，克服和戰(zhàn)勝了一個(gè)又一個(gè)困難和挑戰(zhàn)，展現(xiàn)出同舟共濟(jì)、共克時(shí)艱的強(qiáng)大力量，正可謂患難見(jiàn)真情。同時(shí)，亞洲地區(qū)仍然存在一些歷史遺留問(wèn)題和現(xiàn)實(shí)矛盾分歧，面臨各類傳統(tǒng)和非傳統(tǒng)安全威脅，地區(qū)國(guó)家發(fā)展經(jīng)濟(jì)、改善民生、消除貧困的任務(wù)依然艱巨。

回顧70年的歷程，今天亞洲取得的發(fā)展成就，是亞洲各國(guó)人民一代接一代持續(xù)奮斗的結(jié)果，是許多政治家和仁人志士艱辛努力的結(jié)果。明天，新加坡將為李光耀先生舉行國(guó)葬。李光耀先生是受到國(guó)際社會(huì)尊重的戰(zhàn)略家和政治家，為亞洲和平與發(fā)展以及亞洲同世界的交流合作作出了突出貢獻(xiàn)。借此機(jī)會(huì)，我向包括李光耀先生在內(nèi)的所有為亞洲和平發(fā)展作出貢獻(xiàn)的先賢們，致以崇高的敬意。

女士們、先生們、朋友們！

亞洲是世界的亞洲。亞洲要邁向命運(yùn)共同體、開(kāi)創(chuàng)亞洲新未來(lái)，必須在世界前進(jìn)的步伐中前進(jìn)、在世界發(fā)展的潮流中發(fā)展。

當(dāng)前，國(guó)際形勢(shì)繼續(xù)發(fā)生深刻復(fù)雜變化，世界多極化、經(jīng)濟(jì)全球化深入發(fā)展，文化多樣化、社會(huì)信息化持續(xù)推進(jìn)，國(guó)際格局和國(guó)際秩序加速調(diào)整演變。世界各國(guó)正抓緊調(diào)整各自發(fā)展戰(zhàn)略，推動(dòng)變革創(chuàng)新，轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，開(kāi)拓新的發(fā)展空間。同時(shí)，世界經(jīng)濟(jì)仍處于深度調(diào)整期，低增長(zhǎng)、低通脹、低需求同高失業(yè)、高債務(wù)、高泡沫等風(fēng)險(xiǎn)交織，主要經(jīng)濟(jì)體走勢(shì)和政策取向繼續(xù)分化，經(jīng)濟(jì)環(huán)境的不確定性依然突出；地緣政治因素更加突出，局部動(dòng)蕩此起彼伏；恐怖主義、網(wǎng)絡(luò)安全、能源安全、糧食安全、氣候變化、重大傳染性疾病等非傳統(tǒng)安全和全球性挑戰(zhàn)不斷增多，南北發(fā)展差距依然很大。推進(jìn)人類和平與發(fā)展的崇高事業(yè)依然任重而道遠(yuǎn)。

人類只有一個(gè)地球，各國(guó)共處一個(gè)世界。世界好，亞洲才能好；亞洲好，世界才能好。面對(duì)風(fēng)云變幻的國(guó)際和地區(qū)形勢(shì)，我們要把握世界大勢(shì)，跟上時(shí)代潮流，共同營(yíng)造對(duì)亞洲、對(duì)世界都更為有利的地區(qū)秩序，通過(guò)邁向亞洲命運(yùn)共同體，推動(dòng)建設(shè)人類命運(yùn)共同體。借此機(jī)會(huì)，我愿就此談一談看法，同各位嘉賓交流。

——邁向命運(yùn)共同體，必須堅(jiān)持各國(guó)相互尊重、平等相待。各國(guó)體量有大小、國(guó)力有強(qiáng)弱、發(fā)展有先后，但都是國(guó)際社會(huì)平等一員，都有平等參與地區(qū)和國(guó)際事務(wù)的權(quán)利。涉及大家的事情要由各國(guó)共同商量來(lái)辦。作為大國(guó)，意味著對(duì)地區(qū)和世界和平與發(fā)展的更大責(zé)任，而不是對(duì)地區(qū)和國(guó)際事務(wù)的更大壟斷。

相互尊重、平等相待，首先要尊重各國(guó)自主選擇的社會(huì)制度和發(fā)展道路，尊重彼此核心利益和重大關(guān)切，客觀理性看待別國(guó)發(fā)展壯大和政策理念，努力求同存異、聚同化異。要共同維護(hù)亞洲來(lái)之不易的和平穩(wěn)定局面和良好發(fā)展勢(shì)頭，反對(duì)干涉別國(guó)內(nèi)政，反對(duì)為一己之私搞亂地區(qū)形勢(shì)。

——邁向命運(yùn)共同體，必須堅(jiān)持合作共贏、共同發(fā)展。東南亞朋友講“水漲荷花高”，非洲朋友講“獨(dú)行快，眾行遠(yuǎn)”，歐洲朋友講“一棵樹(shù)擋不住寒風(fēng)”，中國(guó)人講“大河有水小河滿，小河有水大河滿”。這些說(shuō)的都是一個(gè)道理，只有合作共贏才能辦大事、辦好事、辦長(zhǎng)久之事。要摒棄零和游戲、你輸我贏的舊思維，樹(shù)立雙贏、共贏的新理念，在追求自身利益時(shí)兼顧他方利益，在尋求自身發(fā)展時(shí)促進(jìn)共同發(fā)展。合作共贏的理念不僅適用于經(jīng)濟(jì)領(lǐng)域，也適用于政治、安全、文化等廣泛領(lǐng)域；不僅適用于地區(qū)國(guó)家之間，也適用于同域外國(guó)家開(kāi)展合作。要加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，防范不同經(jīng)濟(jì)體經(jīng)濟(jì)政策變動(dòng)可能帶來(lái)的負(fù)面外溢效應(yīng)，積極推動(dòng)全球經(jīng)濟(jì)治理變革，維護(hù)開(kāi)放型世界經(jīng)濟(jì)體制，共同應(yīng)對(duì)世界經(jīng)濟(jì)中的風(fēng)險(xiǎn)和挑戰(zhàn)。

中國(guó)和東盟國(guó)家攜手建設(shè)更為緊密的中國(guó)－東盟命運(yùn)共同體，東盟和中國(guó)、日本、韓國(guó)致力于2020年建成東亞經(jīng)濟(jì)共同體。我們要積極構(gòu)建亞洲自由貿(mào)易網(wǎng)絡(luò)，爭(zhēng)取在2015年完成中國(guó)－東盟自由貿(mào)易區(qū)升級(jí)談判和區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定談判。在推進(jìn)亞洲經(jīng)濟(jì)一體化的同時(shí)，我們要堅(jiān)持開(kāi)放的區(qū)域主義，協(xié)調(diào)推進(jìn)包括亞太經(jīng)合組織在內(nèi)的跨區(qū)域合作。

我們要積極推動(dòng)構(gòu)建地區(qū)金融合作體系，探討搭建亞洲金融機(jī)構(gòu)交流合作平臺(tái)，推動(dòng)亞洲基礎(chǔ)設(shè)施投資銀行同亞洲開(kāi)發(fā)銀行、世界銀行等多邊金融機(jī)構(gòu)互補(bǔ)共進(jìn)、協(xié)調(diào)發(fā)展。要加強(qiáng)在貨幣穩(wěn)定、投融資、信用評(píng)級(jí)等領(lǐng)域務(wù)實(shí)合作，推進(jìn)清邁倡議多邊化機(jī)制建設(shè)，建設(shè)地區(qū)金融安全網(wǎng)。要推動(dòng)建設(shè)亞洲能源資源合作機(jī)制，保障能源資源安全。

中方倡議加快制定東亞和亞洲互聯(lián)互通規(guī)劃，促進(jìn)基礎(chǔ)設(shè)施、政策規(guī)制、人員往來(lái)全面融合。要加強(qiáng)海上互聯(lián)互通建設(shè)，推進(jìn)亞洲海洋合作機(jī)制建設(shè)，促進(jìn)海洋經(jīng)濟(jì)、環(huán)保、災(zāi)害管理、漁業(yè)等各領(lǐng)域合作，使海洋成為連接亞洲國(guó)家的和平、友好、合作之海。

——邁向命運(yùn)共同體，必須堅(jiān)持實(shí)現(xiàn)共同、綜合、合作、可持續(xù)的安全。當(dāng)今世界，安全的內(nèi)涵和外延更加豐富，時(shí)空領(lǐng)域更加寬廣，各種因素更加錯(cuò)綜復(fù)雜。各國(guó)人民命運(yùn)與共、唇齒相依。當(dāng)今世界，沒(méi)有一個(gè)國(guó)家能實(shí)現(xiàn)脫離世界安全的自身安全，也沒(méi)有建立在其他國(guó)家不安全基礎(chǔ)上的安全。我們要摒棄冷戰(zhàn)思維，創(chuàng)新安全理念，努力走出一條共建、共享、共贏的亞洲安全之路。

各國(guó)都有平等參與地區(qū)安全事務(wù)的權(quán)利，也都有維護(hù)地區(qū)安全的責(zé)任，每一個(gè)國(guó)家的合理安全關(guān)切都應(yīng)該得到尊重和保障。要通盤考慮亞洲安全問(wèn)題的歷史經(jīng)緯和現(xiàn)實(shí)狀況，多管齊下、綜合施策，協(xié)調(diào)推進(jìn)地區(qū)安全治理，統(tǒng)籌維護(hù)傳統(tǒng)和非傳統(tǒng)領(lǐng)域安全。要通過(guò)對(duì)話合作促進(jìn)各國(guó)和本地區(qū)安全，以合作謀和平、以合作促安全，堅(jiān)持以和平方式解決爭(zhēng)端，反對(duì)動(dòng)輒使用武力或以武力相威脅。要堅(jiān)持發(fā)展和安全并重，以可持續(xù)發(fā)展促進(jìn)可持續(xù)安全。亞洲國(guó)家要加強(qiáng)同其他地區(qū)國(guó)家和有關(guān)組織合作，歡迎各方為亞洲發(fā)展和安全發(fā)揮積極和建設(shè)性作用。

——邁向命運(yùn)共同體，必須堅(jiān)持不同文明兼容并蓄、交流互鑒。在漫長(zhǎng)歷史長(zhǎng)河中，如亞洲的黃河和長(zhǎng)江流域、印度河和恒河流域、幼發(fā)拉底河和底格里斯河流域以及東南亞等地區(qū)孕育了眾多古老文明，彼此交相輝映、相得益彰，為人類文明進(jìn)步作出了重要貢獻(xiàn)。今天的亞洲，多樣性的特點(diǎn)仍十分突出，不同文明、不同民族、不同宗教匯聚交融，共同組成多彩多姿的亞洲大家庭。

中國(guó)古代思想家孟子說(shuō)過(guò)：“夫物之不齊，物之情也?！辈煌拿鳑](méi)有優(yōu)劣之分，只有特色之別。要促進(jìn)不同文明不同發(fā)展模式交流對(duì)話，在競(jìng)爭(zhēng)比較中取長(zhǎng)補(bǔ)短，在交流互鑒中共同發(fā)展，讓文明交流互鑒成為增進(jìn)各國(guó)人民友誼的橋梁、推動(dòng)人類社會(huì)進(jìn)步的動(dòng)力、維護(hù)世界和平的紐帶。

中方倡議召開(kāi)亞洲文明對(duì)話大會(huì)，加強(qiáng)青少年、民間團(tuán)體、地方、媒體等各界交流，打造智庫(kù)交流合作網(wǎng)絡(luò)，讓亞洲人民享受更富內(nèi)涵的精神生活，讓地區(qū)發(fā)展合作更加活力四射。女士們、先生們、朋友們！

中國(guó)人民正在按照全面建成小康社會(huì)、全面深化改革、全面依法治國(guó)、全面從嚴(yán)治黨的戰(zhàn)略布局，齊心協(xié)力為實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)而奮斗。借此機(jī)會(huì)，我愿重申，在前進(jìn)道路上，中國(guó)堅(jiān)持和平發(fā)展，決心不會(huì)動(dòng)搖；堅(jiān)持共同發(fā)展，理念不會(huì)動(dòng)搖；堅(jiān)持亞太合作發(fā)展，政策不會(huì)動(dòng)搖。

中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)，正從高速增長(zhǎng)轉(zhuǎn)為中高速增長(zhǎng)，從規(guī)模速度型粗放增長(zhǎng)轉(zhuǎn)向質(zhì)量效率型集約增長(zhǎng)，從要素投資驅(qū)動(dòng)轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)。2014年，中國(guó)經(jīng)濟(jì)實(shí)現(xiàn)了7.4%的增長(zhǎng)，勞動(dòng)生產(chǎn)率提高了7%，單位國(guó)內(nèi)生產(chǎn)總值能耗下降了4.8%，國(guó)內(nèi)消費(fèi)貢獻(xiàn)度上升，服務(wù)業(yè)發(fā)展加快，發(fā)展質(zhì)量和效益不斷提高。我們看中國(guó)經(jīng)濟(jì)，不能只看增長(zhǎng)率，中國(guó)經(jīng)濟(jì)體量不斷增大，現(xiàn)在增長(zhǎng)7%左右的經(jīng)濟(jì)增量已相當(dāng)可觀，集聚的動(dòng)能是過(guò)去兩位數(shù)的增長(zhǎng)都達(dá)不到的。中國(guó)經(jīng)濟(jì)體量大、韌性好、潛力足、回旋空間大、政策工具多。中國(guó)將主動(dòng)適應(yīng)和引領(lǐng)經(jīng)濟(jì)發(fā)展新常態(tài)，堅(jiān)持以提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益為中心，把轉(zhuǎn)方式調(diào)結(jié)構(gòu)放到更加重要位置，更加扎實(shí)地推進(jìn)經(jīng)濟(jì)發(fā)展，更加堅(jiān)定地深化改革開(kāi)放，更加充分地激發(fā)創(chuàng)造活力，更加有效地維護(hù)公平正義，更加有力地保障和改善民生，促進(jìn)經(jīng)濟(jì)社會(huì)平穩(wěn)健康發(fā)展。

中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)，將繼續(xù)給包括亞洲國(guó)家在內(nèi)的世界各國(guó)提供更多市場(chǎng)、增長(zhǎng)、投資、合作機(jī)遇。未來(lái)5年，中國(guó)進(jìn)口商品將超過(guò)10萬(wàn)億美元，對(duì)外投資將超過(guò)5000億美元，出境旅游人數(shù)將超過(guò)5億人次。中國(guó)將堅(jiān)持對(duì)外開(kāi)放的基本國(guó)策，不斷完善國(guó)內(nèi)投資環(huán)境，保護(hù)投資者合法權(quán)益，同大家一起，共同驅(qū)動(dòng)亞洲發(fā)展的列車，不斷駛向更加光明的未來(lái)。

中國(guó)最需要和諧穩(wěn)定的國(guó)內(nèi)環(huán)境與和平安寧的國(guó)際環(huán)境，任何動(dòng)蕩和戰(zhàn)爭(zhēng)都不符合中國(guó)人民根本利益。中華民族歷來(lái)愛(ài)好和平，自古就崇尚“以和為貴”、“協(xié)和萬(wàn)邦”、“四海之內(nèi)皆兄弟也”等思想。中國(guó)近代以后遭遇了100多年的動(dòng)蕩和戰(zhàn)火，中國(guó)人民絕不會(huì)將自己曾經(jīng)遭受過(guò)的悲慘經(jīng)歷強(qiáng)加給其他國(guó)家和民族。縱觀歷史，任何國(guó)家試圖通過(guò)武力實(shí)現(xiàn)自己的發(fā)展目標(biāo)，最終都是要失敗的。中國(guó)將毫不動(dòng)搖堅(jiān)持獨(dú)立自主的和平外交政策，堅(jiān)持走和平發(fā)展道路，堅(jiān)持互利共贏的開(kāi)放戰(zhàn)略，秉持正確義利觀，推動(dòng)建立以合作共贏為核心的新型國(guó)際關(guān)系，始終做維護(hù)世界和平、促進(jìn)共同發(fā)展的堅(jiān)定力量。

“遠(yuǎn)親不如近鄰。”這是中國(guó)人很早就認(rèn)識(shí)到的一個(gè)樸素的生活道理。中國(guó)堅(jiān)持與鄰為善、以鄰為伴，堅(jiān)持睦鄰、安鄰、富鄰，秉持親誠(chéng)惠容的理念，不斷深化同周邊國(guó)家的互利合作和互聯(lián)互通，努力使自身發(fā)展更好惠及周邊國(guó)家。中國(guó)已經(jīng)同8個(gè)周邊國(guó)家簽署睦鄰友好合作條約，正在商談簽署中國(guó)－東盟睦鄰友好合作條約，并愿同所有周邊國(guó)家商簽?zāi)类徲押煤献鳁l約，為雙邊關(guān)系發(fā)展和地區(qū)繁榮穩(wěn)定提供有力保障。

2013年我訪問(wèn)哈薩克斯坦和印度尼西亞時(shí)，分別提出建設(shè)絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路合作倡議。“一帶一路”合作倡議契合中國(guó)、沿線國(guó)家和本地區(qū)發(fā)展需要，符合有關(guān)各方共同利益，順應(yīng)了地區(qū)和全球合作潮流。

“一帶一路”建設(shè)秉持的是共商、共建、共享原則，不是封閉的，而是開(kāi)放包容的；不是中國(guó)一家的獨(dú)奏，而是沿線國(guó)家的合唱?！耙粠б宦贰苯ㄔO(shè)不是要替代現(xiàn)有地區(qū)合作機(jī)制和倡議，而是要在已有基礎(chǔ)上，推動(dòng)沿線國(guó)家實(shí)現(xiàn)發(fā)展戰(zhàn)略相互對(duì)接、優(yōu)勢(shì)互補(bǔ)。目前，已經(jīng)有60多個(gè)沿線國(guó)家和國(guó)際組織對(duì)參與“一帶一路”建設(shè)表達(dá)了積極態(tài)度?！耙粠б宦贰苯ㄔO(shè)、亞洲基礎(chǔ)設(shè)施投資銀行都是開(kāi)放的，我們歡迎沿線國(guó)家和亞洲國(guó)家積極參與，也張開(kāi)臂膀歡迎五大洲朋友共襄盛舉。

“一帶一路”建設(shè)不是空洞的口號(hào)，而是看得見(jiàn)、摸得著的實(shí)際舉措，將給地區(qū)國(guó)家?guī)?lái)實(shí)實(shí)在在的利益。在有關(guān)各方共同努力下，“一帶一路”建設(shè)的愿景與行動(dòng)文件已經(jīng)制定，亞洲基礎(chǔ)設(shè)施投資銀行籌建工作邁出實(shí)質(zhì)性步伐，絲路基金已經(jīng)順利啟動(dòng)，一批基礎(chǔ)設(shè)施互聯(lián)互通項(xiàng)目已在穩(wěn)步推進(jìn)。這些早期收獲向我們展現(xiàn)了“一帶一路”的廣闊前景。

人類和平與發(fā)展的事業(yè)是崇高的事業(yè)，也是充滿挑戰(zhàn)的事業(yè)。前進(jìn)的道路不會(huì)一帆風(fēng)順，期望的成果不會(huì)唾手可得。不管征程多么曲折、多么漫長(zhǎng)，勝利總是屬于那些永不放棄、百折不撓、攜手前行的人們。我相信，只要我們大家認(rèn)準(zhǔn)目標(biāo)、鍥而不舍，就一定能攜手邁向命運(yùn)共同體、開(kāi)創(chuàng)亞洲新未來(lái)！

1、認(rèn)為中國(guó)將繼續(xù)保持經(jīng)濟(jì)發(fā)展態(tài)勢(shì)，對(duì)前景看好，將繼續(xù)為世界經(jīng)濟(jì)帶來(lái)活力。人民網(wǎng)發(fā)表的《中國(guó)經(jīng)濟(jì) 各方看好（讀數(shù)·發(fā)現(xiàn)經(jīng)濟(jì)運(yùn)行的軌跡）》中提到：消費(fèi)者信心不斷增強(qiáng)，國(guó)際機(jī)構(gòu)繼續(xù)看好中國(guó)經(jīng)濟(jì)。今年2月份，消費(fèi)者信心指數(shù)回升至124，為1993年10月以來(lái)的最高水平，反映出消費(fèi)者對(duì)經(jīng)濟(jì)走勢(shì)預(yù)期較好。《云財(cái)經(jīng)》發(fā)表文章說(shuō)：博鰲亞洲論壇和‘新絲綢之路經(jīng)濟(jì)帶”、“21世紀(jì)海上絲綢之路”倡議將為亞洲國(guó)家搭建全領(lǐng)域全產(chǎn)業(yè)鏈的生態(tài)平臺(tái)，為我國(guó)和沿線各國(guó)的產(chǎn)業(yè)合作提供良好的歷史機(jī)遇。蔣錫培在CEO圓桌論壇中表示，未來(lái)二十年、三十年是中國(guó)最好的時(shí)間，企業(yè)家們要精準(zhǔn)把握機(jī)遇，順勢(shì)發(fā)展。著名經(jīng)濟(jì)學(xué)家宋清輝表示：中國(guó)經(jīng)濟(jì)在穩(wěn)健發(fā)展的同時(shí)，還以更加開(kāi)放包容的姿態(tài)推進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展，不但極大地改善了亞洲國(guó)家的福祉民生以及經(jīng)濟(jì)發(fā)展，而且還為亞洲“一帶一路”沿線國(guó)家的經(jīng)濟(jì)社會(huì)發(fā)展打下了無(wú)比堅(jiān)實(shí)的基礎(chǔ)，提振了亞洲國(guó)家人民建設(shè)美好家園的信心。網(wǎng)友“喜馬拉雅豆芽”表示，國(guó)內(nèi)外機(jī)構(gòu)和專家學(xué)者普遍看好中國(guó)經(jīng)濟(jì)形勢(shì)，認(rèn)為中國(guó)經(jīng)濟(jì)增長(zhǎng)的重點(diǎn)正在由數(shù)量轉(zhuǎn)向質(zhì)量，創(chuàng)業(yè)創(chuàng)新能力顯著提升，中國(guó)對(duì)世界經(jīng)濟(jì)的輻射帶動(dòng)能力將日益增強(qiáng)。

2、對(duì)一系列改革開(kāi)放發(fā)展舉措表示擔(dān)憂。網(wǎng)民“顛倒_夢(mèng)想_”，稱中國(guó)開(kāi)放力度這么大，是否會(huì)“引狼入室”。允許出現(xiàn)外資控股的金融機(jī)構(gòu)，放寬外資經(jīng)營(yíng)范圍，對(duì)我國(guó)金融系統(tǒng)會(huì)產(chǎn)生多大的沖擊？如果在“國(guó)門洞開(kāi)”的局面下爆發(fā)金融危機(jī)，外資會(huì)不會(huì)“來(lái)得容易去得快”，從而誘發(fā)更大規(guī)模的危機(jī)？著名經(jīng)濟(jì)學(xué)家陳志武與與林毅夫同時(shí)表達(dá)了對(duì)中國(guó)房地產(chǎn)市場(chǎng)“泡沫”的擔(dān)憂。華夏時(shí)報(bào)網(wǎng)提到，夏靖表示，要重點(diǎn)加快大數(shù)據(jù)、云計(jì)算、區(qū)塊鏈、智能投顧、量化金融、智能風(fēng)控等方面的合作與布局，讓資金變成資本助力國(guó)家實(shí)體經(jīng)濟(jì)發(fā)展。易居研究院智庫(kù)中心研究總監(jiān)嚴(yán)躍進(jìn)建議，政府應(yīng)督促房企積極推盤，嚴(yán)管捂盤；同時(shí)，督促房企積極拿地和開(kāi)工；從長(zhǎng)效機(jī)制看，大力發(fā)展租賃市場(chǎng)，將成為中長(zhǎng)期對(duì)沖庫(kù)存不足風(fēng)險(xiǎn)、穩(wěn)定市場(chǎng)預(yù)期的重要舉措。

3、認(rèn)為深化改革開(kāi)放，要加強(qiáng)變革、創(chuàng)新?！霸谛乱惠喖夹g(shù)革命里面，大家可以看到，不管是在醫(yī)療健康行業(yè)，計(jì)算機(jī)行業(yè)，還是在人工智能，生命科學(xué)等方面，創(chuàng)新都在以我們前所未見(jiàn)的速度發(fā)展?！本S信諾首席專家張德強(qiáng)指出，第四次技術(shù)革命已經(jīng)到來(lái)，百度李彥宏說(shuō)AI掀起第四次工業(yè)革命，劉強(qiáng)東說(shuō)第四次零售革命到來(lái)，銀行業(yè)說(shuō)BANK4.0，無(wú)不說(shuō)明著新一輪技術(shù)革命已經(jīng)到來(lái)。西部網(wǎng)發(fā)表文章《向改革要?jiǎng)恿ο騽?chuàng)新要活力》，表示，“中共十八大以來(lái)，全面深化改革破除妨礙發(fā)展的體制機(jī)制障礙，360個(gè)重大改革方案、1500多項(xiàng)改革舉措出臺(tái)，使中國(guó)發(fā)展活力迸發(fā)。創(chuàng)新是全面的創(chuàng)新，不僅意味著科技創(chuàng)新，也意味著體制機(jī)制創(chuàng)新。只有全面創(chuàng)新，才能真正激發(fā)出不竭動(dòng)力?！比欢鴮?duì)于正在發(fā)生的技術(shù)變革，許多專家、政要和企業(yè)家提出了隱私保護(hù)等等問(wèn)題，體現(xiàn)出了技術(shù)雙刃劍的特性。不過(guò)，對(duì)于新技術(shù)我們應(yīng)該更加樂(lè)觀。格力電器董事長(zhǎng)董明珠認(rèn)為，隨著技術(shù)創(chuàng)新的推進(jìn)，企業(yè)的生命力逐漸從是否用更智能的設(shè)備，過(guò)渡到能否發(fā)揮更大的創(chuàng)造力，企業(yè)最大的亮點(diǎn)是把人變成有用的人，過(guò)去用體力，改為用智商。馬化騰說(shuō)，騰訊不是要進(jìn)入各行各業(yè)取而代之，是要當(dāng)數(shù)字化助手?？傊谛聲r(shí)代的科技環(huán)境下，要把數(shù)據(jù)用好，讓技術(shù)落地，讓創(chuàng)新落實(shí)，為人類社會(huì)服務(wù)。

4、認(rèn)為應(yīng)認(rèn)清時(shí)代潮流和世界大勢(shì)，保持改革開(kāi)放，積極與世界各國(guó)保持往來(lái)，共建人類命運(yùn)共同體，中國(guó)的大門只會(huì)越開(kāi)越大。中國(guó)經(jīng)濟(jì)網(wǎng)發(fā)表《為世界繁榮發(fā)展貢獻(xiàn)“博鰲智慧”》中提到，實(shí)踐證明，過(guò)去40年中國(guó)經(jīng)濟(jì)發(fā)展是在改革開(kāi)放條件下取得的，未來(lái)中國(guó)經(jīng)濟(jì)實(shí)現(xiàn)高質(zhì)量發(fā)展也必須在進(jìn)一步擴(kuò)大開(kāi)放、深化改革的條件下進(jìn)行。人民網(wǎng)發(fā)表《在改革開(kāi)放中描繪高質(zhì)量發(fā)展新畫(huà)卷——從首季經(jīng)濟(jì)數(shù)據(jù)透視新時(shí)代中國(guó)經(jīng)濟(jì)新開(kāi)局》改革開(kāi)放是當(dāng)代中國(guó)發(fā)展進(jìn)步的必由之路，是實(shí)現(xiàn)高質(zhì)量發(fā)展的必由之路。中華民族的偉大復(fù)興必將在改革開(kāi)放的偉大進(jìn)軍中得以實(shí)現(xiàn)。中國(guó)主動(dòng)提出進(jìn)一步放寬市場(chǎng)準(zhǔn)入，向世界表明推進(jìn)開(kāi)放的決心以及維護(hù)全球化和貿(mào)易投資自由化的態(tài)度。網(wǎng)民“Echo_5_2_1”評(píng)論“共享經(jīng)濟(jì)時(shí)代，誰(shuí)思維轉(zhuǎn)變的快，誰(shuí)就能實(shí)現(xiàn)財(cái)富的函數(shù)式增長(zhǎng)”，網(wǎng)民“蘭花大媽”稱，我們的國(guó)家會(huì)越耒越好！人民的生活會(huì)越耒越好！。“計(jì)利當(dāng)計(jì)天下利。世界大同，和合共生。不能獨(dú)善其身，而應(yīng)該兼濟(jì)天下，因?yàn)樾腋２粦?yīng)該是一個(gè)獨(dú)立單元的享受，而應(yīng)該是全人類共同的感受?！?/p>

5、認(rèn)為此次論壇促進(jìn)了人們關(guān)注女性在社會(huì)發(fā)展中的重要作用、幫助女性如何更加自信自立自強(qiáng)。巴基斯坦前總理阿齊茲表示，女性和男性的待遇不應(yīng)該有任何差異，她堅(jiān)持女性婦權(quán)運(yùn)動(dòng)，同時(shí)建議女性應(yīng)該發(fā)揮更積極的作用，主動(dòng)出擊，爭(zhēng)取更好地待遇，一起實(shí)現(xiàn)婦女的婦權(quán)?？拼笥嶏w股份有限公司高級(jí)副總裁杜蘭表示，女性的視角可以幫助體驗(yàn)和分享的發(fā)展，AI的出現(xiàn)我相信為女性帶來(lái)更多幫助。人民網(wǎng)發(fā)表《全球化背景下的“一帶一路”建設(shè)：女性貢獻(xiàn)與發(fā)展》認(rèn)為，女性在“一帶一路”建設(shè)中發(fā)揮著重要作用，特別是在“一帶一路”眾多的投資、貿(mào)易、建設(shè)項(xiàng)目以及人文交流中展現(xiàn)著巾幗風(fēng)采。中國(guó)宋慶齡基金會(huì)副主席龐麗娟指出，大力發(fā)展學(xué)前教育，解放廣大女性的時(shí)間、精力和雙手。

三、分析研判

1、要繼續(xù)保持經(jīng)濟(jì)平穩(wěn)增長(zhǎng)，深化國(guó)際合作，推動(dòng)全球開(kāi)放貿(mào)易，反對(duì)貿(mào)易保護(hù)主義。邢志宏說(shuō)，中美貿(mào)易摩擦難不倒中國(guó)經(jīng)濟(jì)，更改變不了中國(guó)經(jīng)濟(jì)持續(xù)健康發(fā)展的良好態(tài)勢(shì)。中國(guó)政府已表明堅(jiān)定的立場(chǎng)，中國(guó)對(duì)外開(kāi)放的格局在進(jìn)一步擴(kuò)大，東方不亮西方亮。中國(guó)經(jīng)濟(jì)增長(zhǎng)率連續(xù)11個(gè)季度穩(wěn)定在6.7％到6.9％區(qū)間，穩(wěn)中向好的發(fā)展背后，消費(fèi)動(dòng)力更加強(qiáng)勁，結(jié)構(gòu)優(yōu)化更趨明顯。一系列統(tǒng)計(jì)數(shù)據(jù)盡顯中國(guó)經(jīng)濟(jì)新開(kāi)局“穩(wěn)”字當(dāng)頭，并將在與國(guó)際化合作中繼續(xù)保持這種態(tài)勢(shì)穩(wěn)步發(fā)展。貿(mào)易保護(hù)不會(huì)成為經(jīng)濟(jì)發(fā)展的持久動(dòng)力，反而會(huì)限制經(jīng)濟(jì)發(fā)展的可持續(xù)性。博鰲亞洲論壇秘書(shū)長(zhǎng)周文重表示，美國(guó)的經(jīng)濟(jì)確實(shí)有問(wèn)題，但是特朗普的藥方?jīng)]有開(kāi)對(duì)。天涯論壇有人提到，要實(shí)現(xiàn)全球經(jīng)濟(jì)的復(fù)蘇和穩(wěn)定增長(zhǎng)，維護(hù)全球開(kāi)放貿(mào)易格局依然具有重要作用，有助于各種生產(chǎn)要素的有效配置，實(shí)現(xiàn)全球經(jīng)濟(jì)的共同發(fā)展。

2、提出共創(chuàng)未來(lái)新主張，共同發(fā)展人類命運(yùn)共同體。本次年會(huì)期間，習(xí)近平主席把握時(shí)代潮流和世界大勢(shì)，直面人類社會(huì)發(fā)展面臨的現(xiàn)實(shí)難題，就進(jìn)一步推動(dòng)構(gòu)建亞洲和人類命運(yùn)共同體，開(kāi)創(chuàng)亞洲和世界美好未來(lái)鮮明地發(fā)出中國(guó)聲音、闡明中國(guó)的立場(chǎng)。環(huán)顧全球，今年以來(lái)，國(guó)際貨幣基金組織、經(jīng)合組織等國(guó)際組織均上調(diào)對(duì)2018年全球經(jīng)濟(jì)增速的預(yù)測(cè)值，中國(guó)經(jīng)濟(jì)的重要貢獻(xiàn)是關(guān)鍵因素?！俺掷m(xù)向好的中國(guó)經(jīng)濟(jì)有力推動(dòng)世界經(jīng)濟(jì)復(fù)蘇，促進(jìn)世界貿(mào)易發(fā)展，為世界各國(guó)人民帶來(lái)前所未有的發(fā)展機(jī)遇。”國(guó)家統(tǒng)計(jì)局新聞發(fā)言人邢志宏說(shuō)?！爸袊?guó)發(fā)展惠及自身也造福世界。”巴基斯坦總理阿巴西表示，過(guò)去一年，世界經(jīng)濟(jì)增長(zhǎng)的三分之一貢獻(xiàn)來(lái)自中國(guó)，中國(guó)致力于可持續(xù)發(fā)展，順應(yīng)人民對(duì)美好生活的期待，必將令亞洲經(jīng)濟(jì)持續(xù)綻放光彩。

3、深化改革創(chuàng)新，打造高質(zhì)量發(fā)展“動(dòng)力源”。黨的十九大報(bào)告曾作出重要判斷，我國(guó)經(jīng)濟(jì)已由高速增長(zhǎng)階段轉(zhuǎn)向高質(zhì)量發(fā)展階段。從深化供給側(cè)結(jié)構(gòu)性改革到深化農(nóng)村土地制度改革，從深化商事制度改革到深化稅收制度改革……新時(shí)代改革創(chuàng)新的方向更加明晰。目前，需求結(jié)構(gòu)，產(chǎn)業(yè)結(jié)構(gòu)、投資結(jié)構(gòu)也在持續(xù)優(yōu)化。人民網(wǎng)報(bào)道，一季度，第三產(chǎn)業(yè)增加值對(duì)ＧＤＰ增長(zhǎng)的貢獻(xiàn)率達(dá)到６１．６％，生態(tài)保護(hù)和環(huán)境治理業(yè)、公共設(shè)施管理業(yè)、農(nóng)業(yè)等短板領(lǐng)域投資增速均快于全部投資增速，以新產(chǎn)業(yè)新業(yè)態(tài)新模式為核心的新動(dòng)能不斷增強(qiáng)?！氨M管外部環(huán)境面臨諸多不確定性，但首季經(jīng)濟(jì)數(shù)據(jù)顯示，支撐中國(guó)經(jīng)濟(jì)高質(zhì)量發(fā)展的有利條件和因素在繼續(xù)增多。展望未來(lái)，中國(guó)經(jīng)濟(jì)韌性好、潛力足、回旋余地大，一個(gè)重要原因是更大力度的改革開(kāi)放護(hù)航經(jīng)濟(jì)穩(wěn)健前行?！?“在新時(shí)代，中國(guó)人民將繼續(xù)自強(qiáng)不息、自我革新，堅(jiān)定不移全面深化改革?！绷?xí)近平主席鏗鏘有力的話語(yǔ)，宣示將改革進(jìn)行到底的決心，改革不停頓，開(kāi)放不止步。

The world today is experiencing profound and complex changes.Countries have become increasingly inter-connected and inter-dependent.Several billion people in a large number of developing countries are embracing modernization.The trend of the times, namely, peace, development, cooperation and mutual benefit, is gaining momentum.On the other hand, our world is far from peaceful.Development remains a major challenge;the global economy has entered a period of profound readjustment, and its recovery remains elusive.The international financial sector is fraught with risks, protectionism of various forms is on the rise, countries still face many difficulties in adjusting economic structure, and the global governance mechanisms call for improvement.Achieving common development for all countries remains an uphill battle.亞洲是當(dāng)今世界最具發(fā)展活力和潛力的地區(qū)之一，亞洲發(fā)展同其他各大洲發(fā)展息息相關(guān)。亞洲國(guó)家積極探索適合本國(guó)情況的發(fā)展道路，在實(shí)現(xiàn)自身發(fā)展的同時(shí)有力促進(jìn)了世界發(fā)展。亞洲與世界其他地區(qū)共克時(shí)艱，合作應(yīng)對(duì)國(guó)際金融危機(jī)，成為拉動(dòng)世界經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)的重要引擎，近年來(lái)對(duì)世界經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率已超過(guò)50%，給世界帶來(lái)了信心。亞洲同世界其他地區(qū)的區(qū)域次區(qū)域合作展現(xiàn)出勃勃生機(jī)和美好前景。Asia is one of the most dynamic and most promising regions in the world, and its development is closely connected with the development of other continents.The Asian countries have energetically explored development paths suited to their national conditions and greatly boosted global development through their own development.Working side by side with the rest of the world in time of difficulty to tackle the international financial crisis, Asia has emerged as an important engine driving world economic recovery and growth.In recent years, Asia has contributed to over 50 percent of global growth, instilling much needed confidence in the world.What is more, Asia's cooperation with other regions of the world at regional and sub-regional levels has great vitality and promising prospects.當(dāng)然，我們也清醒地看到，亞洲要謀求更大發(fā)展、更好推動(dòng)本地區(qū)和世界其他地區(qū)共同發(fā)展，依然面臨不少困難和挑戰(zhàn)，還需要爬一道道的坡、過(guò)一道道的坎。

But we should also be keenly aware that Asia still faces many difficulties and challenges in boosting both its own development and joint development with other regions.The road ahead remains a bumpy and twisting one.亞洲發(fā)展需要乘勢(shì)而上、轉(zhuǎn)型升級(jí)。對(duì)亞洲來(lái)說(shuō)，發(fā)展仍然是頭等大事，發(fā)展仍然是解決面臨的突出矛盾和問(wèn)題的關(guān)鍵，迫切需要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，提高經(jīng)濟(jì)發(fā)展質(zhì)量和效益，在此基礎(chǔ)上不斷提高人民生活水平。

Asia needs to transform and upgrade its development model in keeping with the trend of the times.Sustaining development is still of paramount importance to Asia, because only development holds the key to solving major problems and difficulties it faces.It is important that we should shift the growth model, adjust the economic structure, make development more cost effective and make life better for our people.亞洲穩(wěn)定需要共同呵護(hù)、破解難題。亞洲穩(wěn)定面臨著新的挑戰(zhàn)，熱點(diǎn)問(wèn)題此起彼伏，傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅都有所表現(xiàn)，實(shí)現(xiàn)本地區(qū)長(zhǎng)治久安需要地區(qū)國(guó)家增強(qiáng)互信、攜手努力。
