尊敬的奧巴馬總統(tǒng),各位記者朋友,女士們,先生們:
很高興和各位記者朋友在這里見面,首先我代表中國政府和人民,對奧巴馬總統(tǒng)來華進(jìn)行國事訪問表示熱烈歡迎。
剛才我和奧巴馬總統(tǒng)進(jìn)行了很好的會談,雙方就發(fā)展中美雙邊關(guān)系和共同關(guān)心的重大國際和地區(qū)問題,深入交換了意見,達(dá)成了廣泛共識,會談是坦誠的、建設(shè)性的、富有成果的。
我和奧巴馬總統(tǒng)都認(rèn)為,當(dāng)前國際形勢繼續(xù)發(fā)生復(fù)雜深刻變化,全球性的挑戰(zhàn)不斷增多,世界各國相互依存日益緊密。為此,需要加強(qiáng)國際合作。
在新的形勢下,中美兩國在事關(guān)人類和平與發(fā)展的一系列重大問題上,有著廣泛的共同利益和廣闊的發(fā)展空間。
我和奧巴馬總統(tǒng)都積極評價(jià)美國新一屆政府就職以來中美關(guān)系的發(fā)展,一致同意堅(jiān)持從戰(zhàn)略的高度和長遠(yuǎn)的角度出發(fā),加強(qiáng)對話、交流、合作,共同努力建設(shè)21世界積極合作全面的中美關(guān)系。并將采取切實(shí)行動,穩(wěn)固建立應(yīng)對共同挑戰(zhàn)的中美關(guān)系,為促進(jìn)世界的和平穩(wěn)定和繁榮而努力。
我們都認(rèn)為,保持兩國高層的密切交往,和其他各個(gè)級別的對話蹉商,對中美關(guān)系的發(fā)展至關(guān)重要,雙方同意兩國領(lǐng)導(dǎo)人繼續(xù)通過互訪、通話、通信,或在多邊場合會晤等方式,保持密切溝通。雙方高度評價(jià)中美戰(zhàn)略與經(jīng)濟(jì)對話機(jī)制在加強(qiáng)兩國互信合作方面發(fā)揮的重要作用,雙方將繼續(xù)落實(shí)好今年七月首輪對話的成果,并且盡早著手為明年夏天在北京舉行的第二輪對話作準(zhǔn)備。
我們就當(dāng)前的國際經(jīng)濟(jì)、金融形勢交換了看法,認(rèn)為當(dāng)前的世界經(jīng)濟(jì)出現(xiàn)了企穩(wěn)回升的積極跡象,但復(fù)蘇的基礎(chǔ)并不牢固。雙方重申將繼續(xù)在宏觀經(jīng)濟(jì)政策領(lǐng)域加強(qiáng)對話和合作,堅(jiān)持通過平等協(xié)商妥善處理兩國經(jīng)貿(mào)摩擦問題,共同維護(hù)雙邊經(jīng)貿(mào)關(guān)系健康穩(wěn)定發(fā)展。
我向奧巴馬總統(tǒng)強(qiáng)調(diào),當(dāng)前形勢下,我們兩國應(yīng)該有更加堅(jiān)決的態(tài)度,反對和抵制各種形式的保護(hù)主義。
我們都積極評價(jià)二十國集團(tuán)領(lǐng)導(dǎo)人峰會在應(yīng)對國際金融危機(jī)方面發(fā)揮的重要作用,我們兩國將與其他成員一道,全面落實(shí)這次峰會的成果,不斷加強(qiáng)二十國集團(tuán)在全球經(jīng)濟(jì)治理當(dāng)中的作用,推進(jìn)國際金融體系改革,完善全球經(jīng)濟(jì)治理,以防范和應(yīng)對未來的危機(jī)。
我們同意擴(kuò)大兩國在氣侯變化、能源、環(huán)境領(lǐng)域的合作,在共同但有區(qū)別的原則和各自能力的基礎(chǔ)上,同有關(guān)各方一道推動哥本哈根大會取得積極成果。
中美兩國的有關(guān)部門已簽署中美關(guān)于加強(qiáng)氣候變化、能源和環(huán)境合作的諒解備忘備等合作文件,并且正式啟動了中美清潔能源聯(lián)合研究中心。
我和奧巴馬總統(tǒng)都表示,愿意在雙向互利的基礎(chǔ)上,深化兩國反恐、執(zhí)法、科技、航天、民用航空、高速鐵路基礎(chǔ)設(shè)施建設(shè)、農(nóng)業(yè)、衛(wèi)生等領(lǐng)域的合作,并繼續(xù)推動兩軍關(guān)系取得更大的進(jìn)展。
我們還就擴(kuò)大兩國的人文交流,特別是青年交流進(jìn)行了探討,支持雙方建立人文交流機(jī)制,并且加強(qiáng)互派留學(xué)生合作。我們都表示堅(jiān)持通過對話協(xié)商,解決朝鮮半島核問題。符合包括中美兩國在內(nèi)的有關(guān)各方的共同利益,雙方將同有關(guān)各方一道,堅(jiān)持半島無核化和六方會談進(jìn)程,維護(hù)東北亞和平穩(wěn)定。
我們強(qiáng)調(diào)維護(hù)國際核不擴(kuò)散體系,通過對話談判,妥善解決伊朗核問題,對維護(hù)中東和海灣地區(qū)的穩(wěn)定十分重要。
在會談中,我向奧巴馬總統(tǒng)強(qiáng)調(diào),中美兩國國情不同,雙方存在一些分歧是正常的,關(guān)鍵是要尊重和照顧雙方的核心利益和重大關(guān)切。
中方贊賞奧巴馬總統(tǒng)多次重申堅(jiān)持一個(gè)中國政策,遵守中美三個(gè)聯(lián)合公報(bào),在臺灣等問題上尊重中國主權(quán)和領(lǐng)土完整。
雙方重申互相尊重主權(quán)和領(lǐng)導(dǎo)完整這一根本原則,雙方均不支持任何勢力破壞這一原則的任何活動。我們將繼續(xù)本著平等、相互尊重、互不干涉內(nèi)政的精神,就人權(quán)和宗教等問題開展對話交流,以增進(jìn)了解,減少分歧,擴(kuò)大共識。
中美關(guān)系十分重要,維護(hù)和促進(jìn)中美關(guān)系是雙方的共同責(zé)任。中方愿意同美方一道,推動中美關(guān)系持續(xù)健康穩(wěn)定發(fā)展,以更好地造福世界人民。

你好。諸位下午好。我感到很榮幸能夠有機(jī)會到上海跟你們交談,我要感謝復(fù)旦大學(xué)的楊校長,感謝他的款待和熱情的歡迎。我還想感謝我們出色的大使洪博培,他是我們兩國間深厚的紐帶。我不知道他剛才說什么,但是希望他說得很好。
我今天準(zhǔn)備這樣,先做一個(gè)開場白,我真正希望做的是回答在座的問題,不但回答在座的學(xué)生問題,同時(shí)還可以從網(wǎng)上得到一些問題,由在座的一些學(xué)生和洪博培大使代為提問。很抱歉,我的中文遠(yuǎn)不如你們的英文,所以我期待和你們的對話。這是我首次訪問中國,我看到你們博大的國家,感到很興奮。在上海這里,我們看到了矚目的增長,高聳的塔樓,繁忙的街道,還有企業(yè)家的精神。這些都是中國步入21世紀(jì)的跡象,讓我感到贊嘆。同時(shí)我也急切的要看到向我們展現(xiàn)中國古老的古跡,明天和后天我要到北京去看雄偉壯麗的故宮和令人嘆為觀止的長城,這個(gè)國度既有豐富的歷史,又有對未來憧憬的信念。
而我們兩國的關(guān)系也是如此,上海在美中關(guān)系的歷史中是個(gè)具有意義的重大城市,在30年前,《上海公報(bào)》打開了我們兩國政府和兩國人民接觸交往的新的篇章。
不過美國與這個(gè)國家的紐帶可以追溯更久遠(yuǎn)的過去,追溯到美國獨(dú)立的初期,喬治-華盛頓組織了皇后號的下水儀式,這個(gè)船成功前往大清王朝,華盛頓希望看到這艘船前往各地,與中國結(jié)成新的紐帶。希望中國開辟新的地平線,建立新的伙伴關(guān)系。在其后的兩個(gè)世紀(jì)中,歷史洪流使我們兩國關(guān)系向許多不同的方向發(fā)展,而即使在最動蕩的方向中,我們的兩國人民打造深的,甚至有戲劇性的紐帶,比如美國人永遠(yuǎn)不會忘記,在二戰(zhàn)期間,美國飛行員在中國上空被擊落后,當(dāng)?shù)厝嗣駥λ麄兊目畲?,中國公民冒著失去一切的危險(xiǎn)罩著他們。而參加二戰(zhàn)的老兵仍然歡迎故地重游的美國老兵,他們在那里參戰(zhàn)。40年前,我們兩國間開啟了又一種聯(lián)系,兩國關(guān)系開始解凍,通過乒乓球的比賽解凍關(guān)系。我們兩國之間有著分歧,但是我們也有著共同的人性及有著共同的好奇,就像一位乒乓球運(yùn)動員一樣,那時(shí)的國家就是一樣,但是這個(gè)小小的開頭帶來了《上海公報(bào)》的問世,最終還帶來了美中在1979年建交。在其后的30年我們又取得了長足的進(jìn)展,1979年美中貿(mào)易只有50億美元,現(xiàn)在已經(jīng)超過了4000億美元。
貿(mào)易在許多方面影響人民的生活,比如美國電腦中許多部件,還有穿的衣服都是從中國進(jìn)口的,我們向中國出口中國工業(yè)要使用的機(jī)器,這種貿(mào)易可以在太平洋兩岸創(chuàng)造更多的就業(yè)機(jī)會,讓我們的人民過上質(zhì)量更高的生活。
在需求趨于平衡的過程中,這種貿(mào)易可以是更廣闊的貿(mào)易。如今我們有著積極合作和全面的關(guān)系,為我們在當(dāng)前重大的全球問題上建立伙伴關(guān)系打開了大門,這些問題包括經(jīng)濟(jì)復(fù)蘇、潔凈能源的開發(fā)、制止核武器擴(kuò)散以及應(yīng)對氣候變化。還有在亞洲及全球各地促進(jìn)和平和穩(wěn)定,所有這些問題我明天與胡主席會談時(shí)都會談到。1979年的時(shí)候,我們兩國人民的聯(lián)系十分有限,如今當(dāng)年乒乓球運(yùn)動員的好奇可以在許多領(lǐng)域建立的聯(lián)系中都可以看到,在美國數(shù)量最多的留學(xué)生都來自中國。而在美國的學(xué)生中,學(xué)中文的人數(shù)增加了50%。我們兩國有近200個(gè)友好城市,美中科學(xué)家在許多新的研究領(lǐng)域和發(fā)現(xiàn)領(lǐng)域進(jìn)行合作,而我們兩國人民都熱愛籃球,姚明就是個(gè)例子。不過,此行中我不能觀看上海鯊魚隊(duì)的比賽,有點(diǎn)遺憾。
那么我們兩國之間的這種關(guān)系給我們帶來了積極的變化,這并不是偶然的,中國使得億萬人民脫貧,而這種成就是人類歷史上史無前例的。而中國在全球問題中也發(fā)揮更大的作用,美國也目睹了我們經(jīng)濟(jì)的成長。中國有句古言,溫故而知新。當(dāng)然,我們過去30年中也遇到了挫折和挑戰(zhàn),我們的關(guān)系并不是沒有困難的,沒有分歧的。但是我們必須一定是對手這種想法不應(yīng)該是一成不變的。由于我們兩國的合作,美中兩國都變得更加繁榮、更加安全。我們基于相互的利益、相互的尊重就能有成就。不過,這種接觸的成功要取決于我們要彼此了解,要能夠進(jìn)行開誠布公的對話,彼此進(jìn)行了解。就像當(dāng)年美國乒乓球運(yùn)動員所說的,我們作為人有著共同的向往,但是我們兩國又不同。我認(rèn)為我們兩國每個(gè)國家都應(yīng)該勾畫出自己要走的路,中國是一個(gè)文明古國,它有著博大精深的文化。相對而言,美國是一個(gè)年輕的國家,它的文化受到來自許多不同國家移民的影響,而指導(dǎo)我們民主制度文件的影響,我有一個(gè)非常簡單的向往,代表了一些核心的原則,就是所有的人生來平等,都有著基本的權(quán)利,而政府應(yīng)當(dāng)反映人們的意志,貿(mào)易應(yīng)該是開放的,信息流通應(yīng)當(dāng)是自由的,而法律要保證這個(gè)公平。
當(dāng)然,我們的國家歷史也不是沒有過困難的地方,從很多方面來講,很多年以來,我們是通過斗爭來促進(jìn)這些原則或者是所有的人民能夠享受到,為了締造一個(gè)更完美的聯(lián)合,我們也打過一個(gè)很痛苦的內(nèi)戰(zhàn),把一部分我們被奴役的人口釋放出來,經(jīng)過一段時(shí)間才能使婦女有投票權(quán),勞工有組織權(quán),包括來自各地的移民能夠全部被接受。即使他們被解放以后,非洲裔美國人也和美國人經(jīng)過一些分開的、不平等的條件,經(jīng)過一段時(shí)間才爭取到全面的平等權(quán)利,所有這些是不容易的。但是我們對這些核心原則的信念我們?nèi)〉玫倪M(jìn)展,在最黑暗的風(fēng)暴當(dāng)中是作為我們的指南針。
這是為什么林肯在內(nèi)戰(zhàn)期間站起來說過,任何一個(gè)國家以自由、以所有人類平等的原則能夠長久的存在,也就是為什么金博士在林肯紀(jì)念館的前臺站起來,說我們國家要必須真正的實(shí)現(xiàn)我們的信念。也就是為什么來自中國或者肯尼亞的移民能夠到我們的家,也是為什么一個(gè)不到50年前以前在某些地方連投票都遇到困難的人,現(xiàn)在就能夠做到那個(gè)國家的總統(tǒng)。
這就是為什么美國永遠(yuǎn)為了全世界各地的核心原則說話,我們不尋求把任何政治體制強(qiáng)制給任何國家,但是我們也不認(rèn)為我們所支持的這些原則是我們國家所獨(dú)有的,這些表達(dá)自由、宗教崇拜自由、接觸信息的機(jī)會、政治的參與,我們認(rèn)為這些是普世的權(quán)利,應(yīng)該是所有人民能夠享受到,包括少數(shù)民族和宗教的族群,不管是在中國、美國和任何國家,對于普遍權(quán)利的尊敬,作為美國對其他國家的開放態(tài)度的指導(dǎo)原則,我們對其他文化的尊重,我們對國際法的承諾和對未來的信念的原則。

Hi, everybody.Whether you’re firing up the grill, fired up for some college football, or filling up the car for one last summer roadtrip – Happy Labor Day weekend.We set aside Labor Day to honor the working men and women of America.And this Labor Day, we’ve got more to celebrate.Over the past 53 months, our businesses have added nearly 10 million new jobs.Last month, for the first time since 1997, we created more than 200,000 jobs for six straight months.And for the first time in over a decade, business leaders worldwide have declared, two years running, that the number one place to invest isn’t China – it’s America.So there are reasons to be optimistic about where we’re headed.And the decisions we make now will determine whether or not we accelerate this progress – whether economic gains flow to a few at the top, or whether a growing economy fuels rising incomes and a thriving middle class.Think about it this Labor Day.The things we often take for granted – Social Security and Medicare, workplace safety laws and the right to organize for better pay and benefits, even weekends – we didn’t always have these things.Workers and the unions who get their back had to fight for them.And those fights built a stronger middle class.To build a stronger middle class in today’s changing economy, we’ve got to keep fighting.We’ve got to fight for the right to affordable health insurance for everybody.The right to fair pay, family leave, and workplace flexibility.The right to a fair living wage.Let me focus on that last one for a minute.In America, no one who works full-time should ever have to raise a family in poverty.A hard day’s work deserves a fair day’s pay.And raising the minimum wage would be one of the best ways to give a boost to working families.It would help around 28 million Americans from all walks of life pay the bills, provide for their kids, and spend that money at local businesses.And that grows the economy for everyone.The bottom line is, America deserves a raise.But until we’ve got a Congress that cares about raising working folks’ wages, it’s up to the rest of us to make it happen.And in the year and a half since I first asked Congress to raise the minimum wage, Americans of all walks of life are doing just that.Thirteen states and D.C.have done their part by raising their minimum wages.Four more states have minimum wage initiatives on the ballot this November.And the states where the minimum wage has gone up this year have experienced higher job growth than the states that haven’t.Business leaders at companies like The Gap are doing their part.They’re raising base wages for tens of thousands of workers because they know it’s good for business.Mayors across the country are doing their part.Mayor Emanuel in Chicago and Mayor Garcetti in L.A.are working to lift their cities’ wages over time to at least thirteen dollars an hour.I’ve tried to do my part by requiring companies that get contracts with the federal government to pay their workers a fair wage of ten dollars and ten cents an hour.And earlier this month, the president of Kentucky State University set a great example by giving himself a $90,000 pay cut, so that he could give raises to his lowest-paid employees.His sacrifice will give more of his workers and their families a little extra money to help make ends meet.That’s how America built the greatest middle class the world has ever known.Not by making sure a fortunate few at the top are doing well, but by making sure that everyone who’s willing to work hard and play by the rules can get ahead.That’s the bedrock this country is built on.Hard work.Responsibility.Sacrifice.And looking out for one another as one united American family.Let’s keep that in mind this Labor Day, and every day.Have a great weekend, everybody.
