All teachers deserve to be recognized for the contributions they make in our classrooms and in our country.Teaching is the greatest public service and we owe teachers our admiration and respect.Each of the teachers here tonight exemplifies the very best in teachingand congratulations to our Presidential Scholars.I've read your biographies and while your talents range from science to the arts, all of you believe in hard work and strong character.You represent the best of your generation, and I'm confident you'll do great things for our country.You're headed to some of the most prestigious universities and you've earned the honor of becoming a Presidential Scholar, but you didn't do it alonenot just on school days, but every day of their lives.This is what Mr.Cuadrado has done for Corin McLean.沒有什么職業(yè)對(duì)整代人、整個(gè)民族有如此持久的影響。老師用希望、學(xué)習(xí)和愛心充實(shí)了孩子們的生活---不僅在他們求學(xué)的日子里，而且在他們生命中的每一天。

Corin said, “In Mr.Cuadrado's class we are supposed to define ourselves, not others.In my zeal to meet his high expectations...I gained confidence and began to speak up in my other classes.I made some friends, eventually learned Spanish and became integrated into the community.”

As teachers inspire students, they also challenge them with a gentle mix of authority and encouragement.This is what Mr.Muilenburg has done for Kristin Lee.When Kristin's friends learned that she had Mr.Muilenburg for honors chemistry, they said, “Oh man, you better get a schedule change.” But Kristin didn't and she found that one of the toughest teachers at City High School in Iowa City was also the best.Kristin said, “I looked forward to chemistry everyday because I knew our minds would be engaged and our hands would be active.Mr.Muilenburg teaches us beyond the textbook, he challenges us with deep questions...and demands we strive for excellence.”

The year 2010 which is just behind us has been an eventful year for the world and Chinese people.In 2010, the trend toward multi-polarity and economic globalization gained momentum and the world economy emerged from the shadow of the financial crisis and embarked on the track of recovery.Global issues including climate change and energy and resources security became more pronounced and international and regional hotspot issues kept flaring up.World peace faced

unprecedented opportunities and challenges.In the face of complex changes in the international and domestic environment, the Chinese people united as one and overcame such natural disasters as the Yushu earthquake and the massive Zhouqu mudslide and ensured steady and relatively fast economic development.We successfully hosted the world Expo 2010 Shanghai, the Asian Games and Asian Para Games in Guangzhou, accomplished the Chang’e-2 lunar probe mission and fulfilled the objectives and tasks under the 11th Five-Year Plan.We have won widespread understanding and recognition from countries around the world.2010年，也是中國(guó)境內(nèi)外非政府組織蓬勃發(fā)展、成績(jī)顯著的一年。這一年，中國(guó)社會(huì)組織快速增長(zhǎng)。登 記注冊(cè)的社會(huì)組織總數(shù)已超過43萬(wàn)，在推進(jìn)社會(huì)發(fā)展、改善民生、促進(jìn)公益事業(yè)、實(shí)現(xiàn)千年發(fā)展目標(biāo)等方面發(fā)揮著積極而獨(dú)特的作用。這一年，更多的境外非政府 組織來華開展合作，與中方合作單位在教育、衛(wèi)生、環(huán)保、慈善和社會(huì)福利等領(lǐng)域開展了大量活動(dòng)，為中國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮了有益的補(bǔ)充作用，進(jìn)一步加強(qiáng)了中 國(guó)與世界的交流。特別值得一提的是，玉樹地震和舟曲泥石流災(zāi)害發(fā)生后，包括救助兒童會(huì)等在內(nèi)的多家境外非政府組織與災(zāi)區(qū)人民感同身受，為救災(zāi)重建做出重要 貢獻(xiàn)，所展示出的專業(yè)水平、敬業(yè)精神和友好情誼，給中國(guó)人民留下了深刻印象。The year 2010 also witnessed vigorous development and remarkable achievements of domestic and overseas NGOs in China.In the course of the year, China’s social organizations enjoyed fast development.The number of registered social organizations exceeded 430,000 and they played a positive and unique role in promoting social development, improving people’s livelihood, advancing the cause of social welfare and achieving the Millenium Development Goals.More overseas NGOs came to China for cooperation and carried out many activities with their Chinese partners in the fields of education, health, environmental protection, charity and social welfare.They served as a useful complement for China’s economic and social development and further enhanced China’s exchanges with the world.It is particularly worth mentioning that in the aftermaths of the Yushu earthquake and the Zhouqu mudslide, many overseas NGOs including Save the Children felt the pain of the people in the disaster-affected areas and made important contribution to our disaster relief and reconstruction efforts.The professionalism, dedication and frendship they displayed left the Chinese people with a deep impression.同樣也是在這一年，包括外交部在內(nèi)的中國(guó)多個(gè)政府部門與境外非政府組織的交往與合作呈現(xiàn)新局面，取得 新進(jìn)展。去年8月，我們首次以政府部門、學(xué)術(shù)機(jī)構(gòu)和外國(guó)非政府組織三方合作的形式舉辦了“全球化背景下的非政府組織研討會(huì)”。我們還積極協(xié)助有關(guān)境外非政 府組織在云南貧困地區(qū)開展扶貧合作項(xiàng)目，促成有關(guān)非政府組織參加國(guó)情社情考察活動(dòng)。今天，我們又首次舉辦非政府組織新年招待會(huì)，邀請(qǐng)有關(guān)部委、外國(guó)駐華使 館、國(guó)際組織駐華代表機(jī)構(gòu)、地方外辦、國(guó)內(nèi)外非政府組織和學(xué)術(shù)機(jī)構(gòu)的代表共同參加，充分體現(xiàn)了中國(guó)政府對(duì)境外非政府組織的高度重視。

In 2010, the interactions and cooperation among chinese ministries and departments, including the Ministry of Foreign

Affairs, and overseas NGOs made fresh headway.Last August, we held the seminar on NGOs in Globalization, the first one in the form of trilateral cooperation among the government, academic institutions and overseas NGOs.We provided active assistance for the poverty relief programs of relevant overseas NGOs in poor areas of Yunan Province and facilitated

relevant NGOs’ participation in field trips to enhance their knowledge of china’s national conditions.Today, we are hosting the New Year Reception for NGOs for the first time, and have invited representatives of relevant ministries and departments, local foreign affairs offices, foreign embassies, representative offices of international organizations, domestic and foreign NGOs and academic institutions.This fully show the great importance the Chinese government has attached to overseas NGOs.女士們，先生們，Ladies and Gentlemen,2011年是新世紀(jì)第二個(gè)十年的開啟之年，也是中國(guó)“十二五”規(guī)劃的開局之年?！笆濉币?guī)劃確定了 中國(guó)未來五年經(jīng)濟(jì)社會(huì)發(fā)展的主要目標(biāo)和任務(wù)，明確提出“要培育扶持和依法管理社會(huì)組織，支持、引導(dǎo)其參與社會(huì)管理和服務(wù)”。在此，我愿重申，中國(guó)政府高度 贊賞境外非政府組織的積極作用，歡迎和支持境外非政府組織來華活動(dòng)。我們衷心希望境外在華非政府組織，能夠更加積極地參與到中國(guó)政府和人民努力實(shí)現(xiàn)“十二 五”規(guī)劃的進(jìn)程中來，緊密結(jié)合中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的實(shí)際需求，遵守中國(guó)的法律法規(guī)，繼續(xù)在扶貧、抗災(zāi)、環(huán)保、教育、醫(yī)療、慈善領(lǐng)域與中方合法組織開展務(wù)實(shí)合 作，為促進(jìn)中外交流、推動(dòng)中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展作出新的貢獻(xiàn)。中國(guó)政府也將加大力度為境外非政府組織在華開展友好交流與合作提供便利。

The year 2011 marks the beginning of the second decade of the 21st century and also the first year for the implementation of the 12th Five-Year Plan of China.The 12th Five-Year Plan sets out the main objectives and tasks for China’s economic and social development for the next five years and clearly states that we should “foster and manage according to law social organizations, and support them in participating in social management and services and provide guidance for them”.Here I would like to reaffirm that the Chinese government highly appreciates the positive role of overseas NGOs and welcomes and supports your activities in China.We sincerely hope that overseas NGOs will be more actively involved in the efforts of the Chinese goverment and people to implement the 12th Five-Year Plan in the light of the actual demands of China’s

economic and social development.We hope that overseas NGOs will abide by china’s laws and regulations and continue to conduct practical cooperation with lawful chinese organizations in poverty reduction, disaster relief, environmental
