提綱：

各位領(lǐng)導(dǎo)、委員們大家好!我是來自衛(wèi)生界的委員，叫吳德青，我想對我縣的公共衛(wèi)生服務(wù)建設(shè)方面的問題提出自己的觀點(diǎn)和建議。（不要說明自己來自具體那個單位任何職務(wù)）

首先，從現(xiàn)狀來看，國家、省、市對基層公共服務(wù)建設(shè)，包括硬件和軟件方面都有基本的政策要求，也就是通常所說的公共衛(wèi)生服務(wù)體系建設(shè)標(biāo)準(zhǔn)，（國家相關(guān)政策要求）就拿我們周圍的高淳縣、六合區(qū)、棲霞區(qū)的公共服務(wù)體系建設(shè)來說，他們在硬件和軟件方面都作了很大的投入并取得了很大的成效（和周邊地區(qū)進(jìn)行類比），而我縣的公共服務(wù)建設(shè)方面卻很落后，主要表現(xiàn)在1、設(shè)施設(shè)備落后缺乏，辦公用房陳舊不堪，已成了危房。

2、人才斷檔現(xiàn)象嚴(yán)重，人員老化，不能滿足現(xiàn)階段基本公共衛(wèi)生服務(wù)的需要。

3、經(jīng)費(fèi)投入不足，導(dǎo)致很多工作開展困難或無法開展。（溧水存在問題及現(xiàn)狀）

針對上述問題特提出以下建議，1、加大財政投入，完善公共衛(wèi)生服務(wù)基本設(shè)施建設(shè)，完善相關(guān)設(shè)備。

2、引進(jìn)人才，為我縣公共衛(wèi)生服務(wù)建設(shè)注入新的力量（提出問題的解決辦法）。懇請縣委縣政府對城區(qū)醫(yī)療衛(wèi)生資源整合決策前能不能把公共衛(wèi)生服務(wù)建設(shè)給予重

各位領(lǐng)導(dǎo)、委員們大家好!我是來自衛(wèi)生界的委員，我想就我縣的基本公共衛(wèi)生服務(wù)建設(shè)方面的問題提出自己的觀點(diǎn)和建議。

首先，從目前來看，基本公共衛(wèi)生服務(wù)是一項由政府主導(dǎo)的系統(tǒng)工程，主要包括傳染病防治、食品衛(wèi)生監(jiān)督監(jiān)測、飲用水監(jiān)督監(jiān)測、有毒危害品監(jiān)測、學(xué)校衛(wèi)生管理、慢性病監(jiān)測與預(yù)防等，國家、省、市對基本公共服務(wù)建設(shè)，包括硬件和軟件方面都有基本的政策要求，具體文件主要以《2011年衛(wèi)生部基本公共衛(wèi)生服務(wù)規(guī)范》為依托，也就是通常所說的基本公共衛(wèi)生服務(wù)體系建設(shè)，就拿我們周圍的高淳縣、六合區(qū)、棲霞區(qū)的基本公共服務(wù)體系建設(shè)來說，他們在硬件和軟件方面都作了很大的投入并取得了很大的成效，而我縣的基本公共服務(wù)建設(shè)方面卻很落后，主要表現(xiàn)在1、設(shè)施落后設(shè)備缺乏，辦公用房陳舊不堪，已成了危房。

第二篇：馬修演講課作業(yè)——視頻分析

Mike 2014201765 Speech is a profound art.If you want to deliver an amazing speech, you should deal with every detail perfectly.So I will analyze the speech “dying to be thin” to see how the speaker organizes it and what kind of techniques she uses.Firstly, I will talk about the beginning.In this case, she told a story to begin this speech.She told a story that she was Julie’s best friends and saw Julie’s change.People will have curiosity that why she changed like that.In fact, she uses stories based on her personal experience.Except the interesting content, she focused on strong eye contacts with the audiences and expressive vocal variety.What’s more, she kept using body language.So she tells a story and arouses the curiosity of the audiences at the beginning to get the attention and interest of her audience.And at the end of introduction, she said the word: “Anorexia” to preview the body of the speech.Then, I will analyze the conclusions.This speech uses a dissolving ending.It evokes deep emotions.People may feel sad about her experience and think more of the “Anorexia”.And it refers to the introduction.In introduction, the speaker told us a story without endings.And in the end, she told us the end of the story.What’s more, the speaker makes a dramatic statement.She told us the things that she couldn’t do with her best friends anymore and she just brought the speech to a dramatic conclusion.She paused for a while after her words and just made the audience stunned.Next, I will talk about the body of the speech.In fact, this speech follows a topical order.The central idea of this speech is that more and more people get Anorexia and it really hurts people’s health.Then the main points are divided into three aspects to elaborate the “Anorexia”.What is Anorexia, what causes it and how to deal with it.And each aspect has several categories.So we can see that she just limit the number of main points.She just uses three main points to explain the central idea.So the listeners won’t have trouble sorting things out.Besides that, she keeps main points separate.We find that she set the main points in three totally different aspects so they won’t repeat.After subdividing the main points, the whole speech becomes logically and consistently.And we realize that she balance the amount of time devoted to main points.Because all the main points are important, she uses almost the same time on each point.Almost one and a half minute.So, all main points seems important, clear and convincing to the audiences.She uses clear transitions to connective the main points and use Julie’s examples to prove all of them.So the Julie’s case just throughout the text and the speech becomes really consistent.Finally, I will analyze the source she uses.She uses a lot of research data to convince the audience.For example, she said that 90% of its victims are woman.And she uses the sources from different references.It just makes the speech more convincing.
