目標(biāo)管理考核辦法
為努力實(shí)現(xiàn)省委省政府提出的“建設(shè)生態(tài)畜牧業(yè)大省”和“力爭五年內(nèi)全省羊養(yǎng)殖規(guī)模達(dá)到l000萬只羊”的總體目標(biāo),按照“突出重點(diǎn)、點(diǎn)面結(jié)合”的推進(jìn)方式,大力實(shí)施草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目,促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營,提高經(jīng)濟(jì)效益、社會效益和生態(tài)效益,切實(shí)增加農(nóng)民收入,特制定專項(xiàng)目標(biāo)管理考核辦法。
一、指導(dǎo)思想
按照“目標(biāo)明確,措施到位,獎優(yōu)罰劣,獎罰分明”的考核原則,建立健全草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目實(shí)施責(zé)任評價、考核和獎罰制度,實(shí)行項(xiàng)目縣進(jìn)退機(jī)制,強(qiáng)化項(xiàng)目縣(市)政府和項(xiàng)目實(shí)施領(lǐng)導(dǎo)小組成員單位的目標(biāo)責(zé)任,充分發(fā)揮政府的主導(dǎo)作用,做大做強(qiáng)產(chǎn)業(yè)。
二、考核對象
草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目縣(市)政府和項(xiàng)目實(shí)施領(lǐng)導(dǎo)小組成員單位。
三、考核依據(jù)
依據(jù)省扶貧辦、省財政廳《關(guān)于下達(dá)省級財政產(chǎn)業(yè)化扶貧資金的通知》和草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目縣(市)當(dāng)年度實(shí)施的草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目《財政農(nóng)業(yè)專項(xiàng)資金管理標(biāo)準(zhǔn)文本》,經(jīng)市(州、地)扶貧辦批復(fù)的《項(xiàng)目實(shí)施方案》,以及《財政扶貧資金管理辦法》(財農(nóng)[2000]1 8號)的有關(guān)規(guī)定進(jìn)行考核。
四、考核內(nèi)容
主要根據(jù)草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目建設(shè)內(nèi)容與規(guī)模完成情況和績效實(shí)現(xiàn)情況,相應(yīng)設(shè)置組織領(lǐng)導(dǎo)、建設(shè)內(nèi)容及規(guī)模指標(biāo)完成情況和績效指標(biāo)實(shí)現(xiàn)情況兩大類考核指標(biāo)。
(一)對項(xiàng)目縣(市)政府的考核,以省人民政府與項(xiàng)目縣(市)政府簽定的《年度草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目實(shí)施目標(biāo)責(zé)任書》中確定的項(xiàng)目建設(shè)內(nèi)容與規(guī)模和績效實(shí)現(xiàn)指標(biāo)為考核內(nèi)容。
(二)對項(xiàng)目縣(市)項(xiàng)目實(shí)施領(lǐng)導(dǎo)小組成員單位的考核,根據(jù)省人民政府與項(xiàng)目縣(市)政府簽定的《年度草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目實(shí)施目標(biāo)責(zé)任書》中確定的總?cè)蝿?wù),縣(市)項(xiàng)目實(shí)施領(lǐng)導(dǎo)小組分解落實(shí)目標(biāo)任務(wù),與其成員單位簽訂目標(biāo)任務(wù)責(zé)任狀,以項(xiàng)目建設(shè)內(nèi)容與規(guī)模和草水、草路、草電、沼氣配套建設(shè)任務(wù)完成情況為考核內(nèi)容。
五、組織考核
組織考核工作由各級農(nóng)委牽頭,組織部門配合,扶貧辦具體辦理,組織財政廳(局)、發(fā)展和改革委員會、統(tǒng)計局(農(nóng)調(diào)隊(duì))、審計局開展目標(biāo)管理考核工作,考核結(jié)果報省人民政府批準(zhǔn)后,抄送各級組織部門。項(xiàng)目建設(shè)內(nèi)容與規(guī)模和草水、草路、草電、沼氣配套建設(shè)任務(wù)及績效完成情況,在項(xiàng)目縣自查、市(州、地)驗(yàn)收的基礎(chǔ)上,省組織檢查復(fù)核。
六、考核等級
考核采取量化打分辦法,滿分為l 0 0分。其中組織領(lǐng)導(dǎo)、項(xiàng)目建設(shè)內(nèi)容與規(guī)模完成情況考核指標(biāo),滿分為5 0分;績效實(shí)現(xiàn)情況考核指標(biāo),滿分為50分。
依據(jù)評分情況,考核結(jié)果分為四個等級:(一)超額完成(9 5分以上);(二)完成(8 1-9 4分);
(三)基本完成(6 1-8 0分);(四)未完成(6 0分以下)。
對項(xiàng)目縣(市)政府考核的草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目實(shí)施建設(shè)內(nèi)容與規(guī)模完成指標(biāo)和績效實(shí)現(xiàn)指標(biāo),以省制定的年度目標(biāo)任務(wù)為準(zhǔn)。未完成年度目標(biāo)任務(wù)的,均為未完成等級。目標(biāo)管理綜合評價考核指標(biāo)和計分方法見附表。
七、考核時間和程序
(一)項(xiàng)目縣(市)扶貧開發(fā)領(lǐng)導(dǎo)小組組織相關(guān)成員單位于本年l月底前,完成對上上年度實(shí)施項(xiàng)目效益實(shí)現(xiàn)程度和上一年度實(shí)施項(xiàng)目建設(shè)任務(wù)完成情況的自查工作,將自查報告和申請驗(yàn)收報告報市(州、地)扶貧開發(fā)領(lǐng)導(dǎo)小組辦公室,同時抄報省扶貧開發(fā)領(lǐng)導(dǎo)小組辦公室;
(二)市(州、地)扶貧開發(fā)領(lǐng)導(dǎo)小組組織相關(guān)成員單位于本年2月底前,完成對上上年度實(shí)施項(xiàng)目效益實(shí)現(xiàn)程度和上一年度實(shí)施項(xiàng)目建設(shè)任務(wù)完成情況的驗(yàn)收工作,將項(xiàng)目驗(yàn)收報告報省扶貧開發(fā)領(lǐng)導(dǎo)小組辦公室;
(三)省考核組于本年3月底前,在市(州、地)、縣驗(yàn)收檢查的基礎(chǔ)上,完成對上上年度實(shí)施項(xiàng)目效益實(shí)現(xiàn)程度和上一年度實(shí)施項(xiàng)目建設(shè)任務(wù)完成情況的目標(biāo)管理考核工作,將考核報告報省人民政府。
省考核組將通過“抽、聽、查、看、訪’’等方式,對項(xiàng)目縣草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目目標(biāo)任務(wù)完成情況進(jìn)行評價考核和監(jiān)督核查,形成《綜合評價考核報告》,報省人民政府,經(jīng)省人民政府審查同意后,將考核結(jié)果在《貴州省草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧工作專報》上予以公布。
八、獎罰措施
(一)草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目考核結(jié)果將作為對項(xiàng)目縣(市)政府領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部綜合考核評價、干部選拔任用的重要依據(jù)。
(二)對考核等級為超額完成和完成的項(xiàng)目縣(市),由省人民政府進(jìn)行表彰和獎勵,優(yōu)先安排新增資金支持項(xiàng)目擴(kuò)建;對考核等級為基本完成的項(xiàng)目縣(市),由省人民政府予以通報表揚(yáng),給予鼓勵;對考核等級為未完成的項(xiàng)目縣(市),由省人民政府予以通報批評,并給予黃牌警告或淘汰處罰。
對給予黃牌警告的縣(市),將提出限期整改意見并督促整改;對整改不力的給予淘汰處罰,停止投入續(xù)建項(xiàng)目資金,并調(diào)整項(xiàng)目資金獎勵給被表彰的項(xiàng)目縣實(shí)施項(xiàng)目。
(三)對在草地生態(tài)畜牧業(yè)產(chǎn)業(yè)化科技扶貧項(xiàng)目中決策嚴(yán)重失誤、濫用職權(quán)或不作為的黨政主要領(lǐng)導(dǎo)、分管領(lǐng)導(dǎo)要實(shí)行問責(zé);對在項(xiàng)目目標(biāo)管理考核中弄虛作假、隱瞞真實(shí)情況的項(xiàng)目負(fù)責(zé)人,要從重問責(zé)。同時需要追究紀(jì)律責(zé)任的,給予黨紀(jì)政紀(jì)處分;涉嫌犯罪的,移送司法機(jī)關(guān)依法處理。
以上考核辦法自2 0 09年1 2月30日起施行。
