      報(bào)道稱,作為一個經(jīng)濟(jì)與軍事崛起的大國,中國正在海洋爭端上變得更為自信。在東海與南海上,中國與多個鄰國具有領(lǐng)土主權(quán)爭端。

      法新社報(bào)道稱,中國23日宣布劃定東海防空識別區(qū),其中包括“日本控制”但是中國宣稱擁有主權(quán)的釣魚島,這將加劇雙方緊張的領(lǐng)土爭端。

      報(bào)道稱,幾天前,中國國防部警告日本,任何將中國無人機(jī)擊落的行為都將構(gòu)成“戰(zhàn)爭行為”。在中國作出這一表態(tài)前,有媒體報(bào)道稱日本已經(jīng)制定計(jì)劃,如果警告無效,將擊落進(jìn)入其領(lǐng)空的外國無人機(jī)。

      評論稱,一年多來,中日關(guān)系因釣魚島爭端持續(xù)低迷,日本于2012年9月將釣魚島“國有化”,自此后,中國定期派出海岸警衛(wèi)隊(duì)巡邏船前往釣魚島海域。

      路透社報(bào)道稱,中國23日劃定了東海防空識別區(qū),并表示,對不遵守識別規(guī)定的飛機(jī)采取“緊急防御措施”。

      報(bào)道稱,中國劃定的東海防空識別區(qū)覆蓋東海大部分海域,這項(xiàng)規(guī)定可能將激怒日本。日本外務(wù)省還沒有對中國宣布劃定東海防空識別區(qū)一事發(fā)表評論。

      中華人民共和國國防部23日發(fā)布根據(jù)中國政府關(guān)于劃設(shè)東海防空識別區(qū)的聲明,位于東海防空識別區(qū)飛行的航空器,應(yīng)當(dāng)向中國外交部或民用航空局通報(bào)飛行計(jì)劃。防空識別區(qū)由國防部管理。規(guī)定自2013年11月23日10時起施行。

      國防部新聞發(fā)言人楊宇軍表示,這是中國有效行使自衛(wèi)權(quán)的必要措施,不針對任何特定國家和目標(biāo),不影響有關(guān)空域的飛越自由。

      楊宇軍表示,防空識別區(qū)是瀕海國家為防范可能面臨的空中威脅,在領(lǐng)空外劃設(shè)的空域范圍,用于及時識別、監(jiān)視、管制和處置進(jìn)入該空域的航空器,留出預(yù)警時間,保衛(wèi)空防安全。中

      【環(huán)球時報(bào)綜合報(bào)道】“2014年是一個新的開始”。因?yàn)閺?014年1月1日起,中國政府開始實(shí)施一系列新法規(guī)和政策,旨在打擊腐敗、提升鐵路安全、取消文職軍人特權(quán)、限制夸張的電視廣告和普遍提高公眾生活質(zhì)量。其中,個人需要通過國家外匯管理局申報(bào)海外金融資產(chǎn)和債務(wù)情況尤其引起外界關(guān)注。外媒稱,這可能意味著中國反腐向官員海外金融資產(chǎn)“開刀”。

      據(jù)香港《南華早報(bào)》1日報(bào)道,《國務(wù)院關(guān)于修改〈國際收支統(tǒng)計(jì)申報(bào)辦法〉的決定》自2014年1月1日起施行。該辦法新增的一條規(guī)定,要求擁有海外金融資產(chǎn)、負(fù)債的中國居民個人,應(yīng)按照國家外匯管理局規(guī)定申報(bào)相關(guān)情況。值得注意的是,去年12月29日,中組部印發(fā)《關(guān)于進(jìn)一步做好領(lǐng)導(dǎo)干部報(bào)告?zhèn)€人有關(guān)事項(xiàng)工作的通知》,要求進(jìn)一步做好領(lǐng)導(dǎo)干部報(bào)告?zhèn)€人有關(guān)事項(xiàng)工作,而這中間就包括:子女移居國外、從業(yè)、個人收入、房產(chǎn)、投資等?!赌先A早報(bào)》稱,這些規(guī)定顯然是針對腐敗官員將資產(chǎn)轉(zhuǎn)移海外,以及防止金融資產(chǎn)流失到國外。

      對于中組部的這項(xiàng)決定,烏克蘭《今日報(bào)》2013年12月31日稱,這是中共領(lǐng)導(dǎo)人進(jìn)一步深化反腐的措施。造假者將不會得到提拔,有嚴(yán)重問題者將被開除,甚至送交司法部門調(diào)查。日本NHK電視臺則報(bào)道稱,中國在新領(lǐng)導(dǎo)人上臺后強(qiáng)調(diào)嚴(yán)懲腐敗和瀆職,但是腐敗問題依然存在。

      法國《金融地帶》雜志網(wǎng)站的文章稱,申報(bào)個人海外金融資產(chǎn)的目的看來有兩個,一是系列反腐措施的一環(huán),目的是控制官員和國企高管海外隱匿資產(chǎn)趨勢,避免這些人在情況不妙時自己或讓家人卷款外逃;二是對中國國內(nèi)資金的外流加以控制,中國仍然是外匯管制國家,政府對資金不經(jīng)過官方正規(guī)渠道而從地下途徑大量流失的趨勢感到不安。文章認(rèn)為,此
