很高興與大家相聚在布魯塞爾。感謝東道主比利時為本屆會議所做的周到安排。借此機(jī)會，我還要對澳大利亞、新西蘭、俄羅斯加入亞歐會議表示熱烈歡迎。２００８年１０月，正當(dāng)國際金融危機(jī)全面爆發(fā)、迅速蔓延之際，我們在北京舉行第七屆亞歐首腦會議，發(fā)表關(guān)于國際金融形勢的聲明，向世界發(fā)出了堅定信心、共迎挑戰(zhàn)的有力信號。兩年來，亞歐國家與國際社會一道，同舟共濟(jì)，共克時艱，積極應(yīng)對國際金融危機(jī)，取得了明顯成效。雖然各國經(jīng)濟(jì)復(fù)蘇的進(jìn)程有快有慢，復(fù)蘇的動力有強(qiáng)有弱，但總的看，世界經(jīng)濟(jì)已經(jīng)步入緩慢復(fù)蘇的軌道。我們也清醒地看到，國際金融危機(jī)的深層次影響還沒有完全消除，一些國家失業(yè)率居高不下，經(jīng)濟(jì)增長明顯乏力，一些國家主權(quán)債務(wù)風(fēng)險增加，世界經(jīng)濟(jì)復(fù)蘇前景還存在較大的不確定性。值此關(guān)鍵時刻，亞歐會議成員國領(lǐng)導(dǎo)人相聚在一起，共同探討促進(jìn)世界經(jīng)濟(jì)強(qiáng)勁、可持續(xù)復(fù)蘇的大計，具有十分重要的意義。

當(dāng)前，亞歐合作站在了一個新的歷史起點上，面臨著新的發(fā)展機(jī)遇。亞洲人口眾多，市場潛力巨大，是目前全球經(jīng)濟(jì)增長最快和最具活力的地區(qū)。歐盟是全球最大的經(jīng)濟(jì)體，科技先進(jìn)，市場成熟，在很多方面引領(lǐng)世界潮流。隨著澳大利亞、新西蘭和俄羅斯的加入，亞歐會議成員國在地緣上東西貫通，真正成為一個緊密相聯(lián)的利益共同體。４８個成員人口和貿(mào)易額約占世界的６０％，經(jīng)濟(jì)總量超過世界的５０％，亞歐合作的份量和作用進(jìn)一步提升，合作的空間和前景更加廣闊。我們要把握機(jī)遇，順應(yīng)形勢，從戰(zhàn)略高度和長遠(yuǎn)角度不斷扎實推進(jìn)亞歐合作進(jìn)程：

——共同推動世界經(jīng)濟(jì)增長。應(yīng)加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，審慎把握經(jīng)濟(jì)刺激政策退出的時機(jī)和節(jié)奏，保持主要國際儲備貨幣匯率相對穩(wěn)定，鞏固和擴(kuò)大業(yè)已取得的成果，促進(jìn)世界經(jīng)濟(jì)穩(wěn)定復(fù)蘇。同時，要著眼長遠(yuǎn)，推動經(jīng)濟(jì)結(jié)構(gòu)性改革，逐步消除系統(tǒng)性、結(jié)構(gòu)性風(fēng)險，提高財政可持續(xù)性，增強(qiáng)經(jīng)濟(jì)內(nèi)生增長動力?！餐苿訃H經(jīng)濟(jì)金融體系改革。推動國際經(jīng)濟(jì)治理改革，是正本清源的根本舉措。應(yīng)探索建立更為有效的世界經(jīng)濟(jì)治理機(jī)制，完善國際金融機(jī)構(gòu)決策程序和機(jī)制，增加發(fā)展中國家的代表性和發(fā)言權(quán)，促進(jìn)各方更加廣泛參與，充分照顧各方的利益和關(guān)切。要加強(qiáng)國際金融監(jiān)管合作。堅決倡導(dǎo)和支持自由貿(mào)易，旗幟鮮明地反對保護(hù)主義，推動多哈回合談判以現(xiàn)有案文為基礎(chǔ)，早日達(dá)成合理、平衡的結(jié)果。

——共同應(yīng)對重大全球性挑戰(zhàn)。要堅持“共同但有區(qū)別的責(zé)任”原則，攜手應(yīng)對氣候變化挑戰(zhàn)。統(tǒng)籌兼顧經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)，積極開展清潔能源和節(jié)能環(huán)保領(lǐng)域合作，推動發(fā)展綠色經(jīng)濟(jì)。要樹立和落實互利合作、多元發(fā)展、協(xié)同保障的新能源安全觀，穩(wěn)定能源價格，防止過度投機(jī)，保障各國特別是發(fā)展中國家的能源需求。要攜手打擊恐怖主義和海盜襲擊活動，維護(hù)亞歐海上運輸安全和正常

貿(mào)易往來。要加強(qiáng)防災(zāi)減災(zāi)領(lǐng)域合作，相互學(xué)習(xí)借鑒，降低自然災(zāi)害對人民生命財產(chǎn)的威脅。

——共同促進(jìn)世界文明交流互鑒。文化交流與融合是人類社會發(fā)展進(jìn)步的重要力量源泉。歷史上亞歐兩大文明相互學(xué)習(xí)和借鑒，東學(xué)西漸和西學(xué)東漸循環(huán)往復(fù)，促進(jìn)了歐亞文明的共同繁榮進(jìn)步。要充分尊重文明和宗教信仰的多樣性和差異性，尊重各國不同發(fā)展模式和自主選擇發(fā)展道路的權(quán)利，倡導(dǎo)兼容并蓄，取長補(bǔ)短，和諧共處。要繼續(xù)加強(qiáng)對亞歐基金的支持，推動其在亞歐學(xué)術(shù)、文化、人員交流方面發(fā)揮更大作用。

——共同維護(hù)亞歐地區(qū)和平與穩(wěn)定。歐亞大陸歷史上飽受戰(zhàn)火蹂躪，我們比任何人都深知和平的可貴。亞歐會議成員奉行多邊主義，是維護(hù)世界和平與穩(wěn)定的重要力量。我們應(yīng)恪守聯(lián)合國憲章宗旨和原則，密切政治交往和戰(zhàn)略協(xié)作，增進(jìn)相互理解和信任。應(yīng)大力倡導(dǎo)以和為貴的理念，堅持以和平方式解決地區(qū)熱點問題，平息動蕩，消弭戰(zhàn)亂，為實現(xiàn)長期繁榮奠定基礎(chǔ)。

中國是亞歐合作的堅定倡導(dǎo)者和推動者。亞歐會議成立以來，中國以最堅定的態(tài)度推動各方開展政治對話、經(jīng)貿(mào)合作、文化交流，促進(jìn)求同存異，凝聚共識。中國深入?yún)⑴c并推動亞歐各領(lǐng)域務(wù)實合作，主辦了近４０項亞歐會議活動，倡議亞歐開啟科技、中小企業(yè)、環(huán)境、海關(guān)、司法、反恐等合作新領(lǐng)域，拓展了亞歐合作空間。為進(jìn)一步推動亞歐務(wù)實合作，我愿代表中國政府在此提出四項新倡議：一是建立“亞歐水資源研究和利用中心”，通過科技合作共同提高水資源管理能力，促進(jìn)亞歐國家可持續(xù)發(fā)展。二是舉辦第二屆亞歐交通部長會議，深化亞歐交通運輸領(lǐng)域合作，便利雙方人員及貨物往來；三是舉辦亞歐森林可持續(xù)管理應(yīng)對氣候變化高級研討會，推動亞歐林業(yè)務(wù)實合作。四是舉辦亞歐職業(yè)技術(shù)教育研討

會，加強(qiáng)亞歐在提高勞動者素質(zhì)方面的交流與合作。今后，中國將繼續(xù)為鞏固和深化亞歐新型伙伴關(guān)系貢獻(xiàn)力量。

Sixty years ago on this day, the Chinese people achieved great victory of the Chinese revolution after more than one hundred years of blooded struggle.It was here that Chairman Mao Zedong solemnly declared to the world the founding of the People's Republic of China.At that moment, the Chinese people stood up and the Chinese nation with over 5,000 years of civilization began a new page of development and progress in history.60年來，在以毛澤東同志、鄧小平同志、*同志為核心的黨的三代中央領(lǐng)導(dǎo)集體和黨的十六大以來的黨中央領(lǐng)導(dǎo)下，勤勞智慧的我國各族人民同心同德、艱苦奮斗，戰(zhàn)勝各種艱難曲折和風(fēng)險考驗，取得了舉世矚目的偉大成就，譜寫了自強(qiáng)不息的壯麗凱歌。今天，一個面向現(xiàn)代化、面向世界、面向未來的社會主義中國巍然屹立在世界東方。
