根據(jù)教育部教學(xué)司?關(guān)于做好2013年推薦優(yōu)秀應(yīng)屆本科畢業(yè)生免試攻讀研究生工作的通知?和教學(xué)?2006?14號及省教育廳有關(guān)文件精神，結(jié)合我校實際，現(xiàn)將推薦2013屆優(yōu)秀本科畢業(yè)生免試攻讀碩士學(xué)位研究生工作的有關(guān)事項通知如下：

一、組織領(lǐng)導(dǎo)

二、推薦種類

為推動研究生招生制度改革和研究生教育結(jié)構(gòu)的調(diào)整，教育部2013年推免生名額分為學(xué)術(shù)型、專業(yè)學(xué)位和中國青年志愿者研究生支教團三個部分，其中我校學(xué)術(shù)型推免名額為116名，專業(yè)學(xué)位推免名額為79名，中國青年志愿者研究生支教服務(wù)團8名。具體名額分配見附件1。

學(xué)術(shù)型名額用于推薦優(yōu)秀應(yīng)屆本科畢業(yè)生攻讀學(xué)術(shù)型碩士學(xué)位研究生或?qū)I(yè)學(xué)位碩士研究生；專業(yè)學(xué)位名額僅限用于推薦優(yōu)秀應(yīng)屆本科畢業(yè)生攻讀專業(yè)學(xué)位碩士研究生。（推免生登記表中將作標(biāo)注，以示區(qū)別）。

研究生支教團專項推免計劃，推免對象和條件、推薦辦法和工作程序仍按?關(guān)于印發(fā)?全國普通高等學(xué)校推薦優(yōu)秀應(yīng)屆本科畢業(yè)生免試攻讀碩士學(xué)位研究生工作管理辦法（試行）?的通知?（教學(xué)?2006?14號）、?關(guān)于為支持中國青年志愿者扶貧接力計劃第十屆研究生支教團下達專項推免計劃的通知?（教學(xué)司?2007?25號）和團中央關(guān)于第十五屆研究生支教團的有關(guān)文件要求執(zhí)行。最終入圍人選報校推免生遴選工作領(lǐng)導(dǎo)組審定。具體工作安排詳見?關(guān)于招募中國青年志愿者安徽師范大學(xué)2013年研究生支教團隊員的通知?。

三、推薦條件

（一）學(xué)術(shù)型、專業(yè)學(xué)位型以及研究生支教團都需要滿足以下基本條件

1、納入國家普通本科招生計劃錄取的應(yīng)屆畢業(yè)生（不含獨立學(xué)院學(xué)生）。

2、具有高尚的愛國主義情操和集體主義精神，社會主義信念堅定，社會責(zé)任感強，遵紀(jì)守法，積極向上，身心健康。品行表現(xiàn)優(yōu)良，無任何違法違紀(jì)受處分記錄。

3、勤奮學(xué)習(xí)，刻苦鉆研，成績優(yōu)秀。學(xué)術(shù)研究興趣濃厚，有較強的創(chuàng)新精神、科研潛質(zhì)和專業(yè)能力傾向。

4、誠實守信，學(xué)風(fēng)端正，無任何考試作弊和剽竊他人學(xué)術(shù)成果記錄。所有專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等）無重修重考。

（二）除滿足上述基本條件外，三種推薦類型應(yīng)分別滿足以下條件

1、學(xué)術(shù)型應(yīng)滿足以下條件

（1）所有的專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等，具體科目依照該專業(yè)人才培養(yǎng)方案）成績排序列該專業(yè)前15%，綜合測評的平均成績，名次列該專業(yè)前30%，轉(zhuǎn)專業(yè)學(xué)生的專業(yè)課成績和綜合測評成績按第二、第三學(xué)年計算參加排名，未轉(zhuǎn)專業(yè)學(xué)

生的專業(yè)課成績和綜合測評成績按前三年成績計算參加排名。

（2）非外國語學(xué)院學(xué)生全國大學(xué)英語四級考試成績在425分以上（含425分），外國語學(xué)院學(xué)生要求通過相應(yīng)語種專業(yè)四級。

符合上述條件者，按專業(yè)必修課成績排名推薦。

2、專業(yè)學(xué)位型應(yīng)滿足以下條件

（1）所有的專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等，具體科目依照該專業(yè)人才培養(yǎng)方案）成績排序列該專業(yè)前20%，綜合測評的平均成績，名次列該專業(yè)前35%，轉(zhuǎn)專業(yè)學(xué)生的專業(yè)課成績和綜合測評成績按第二、第三學(xué)年計算參加排名，未轉(zhuǎn)專業(yè)學(xué)生的專業(yè)課成績和綜合測評成績按前三年成績計算參加排名。

（2）非外國語學(xué)院學(xué)生全國大學(xué)英語四級考試成績在420分以上（含420分），外國語學(xué)院學(xué)生要求通過相應(yīng)語種專業(yè)四級。

3、研究生支教團應(yīng)滿足如下條件

（2）所有的專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等，具體科目依照該專業(yè)人才培養(yǎng)方案）成績排序列該專業(yè)前30%，綜合測評的平均成績，名次列該專業(yè)前30%，轉(zhuǎn)專業(yè)學(xué)生的專業(yè)課成績和綜合測評成績按第二、第三學(xué)年計算參加排名，未轉(zhuǎn)專業(yè)學(xué)生的專業(yè)課成績和綜合測評成績按前三年成績計算參加排名。

（3）非外國語學(xué)院學(xué)生全國大學(xué)英語四級考試成績在420分以上（含420分），外國語學(xué)院學(xué)生要求通過相應(yīng)語種專業(yè)四級。

符合上述條件者，按照“公開招募、自愿報名、擇優(yōu)選拔”的方式進行工作。

（三）特殊學(xué)術(shù)專長或具有突出培養(yǎng)潛質(zhì)者推薦條件 對有特殊學(xué)術(shù)專長或具有突出培養(yǎng)潛質(zhì)者，經(jīng)3名以上本校本專業(yè)教授聯(lián)名推薦（若某個專業(yè)教授不足3人，可與相近專業(yè)教授聯(lián)名推薦；學(xué)院工作領(lǐng)導(dǎo)小組須先將相近專業(yè)教授名單報教務(wù)處審核），經(jīng)學(xué)校推免生遴選工作領(lǐng)導(dǎo)組組織考核合格者可不受專業(yè)成績排名和綜合排名限制（基本條件和其他對應(yīng)條件應(yīng)分別滿足），但學(xué)生有關(guān)說明材料和教授推薦信要進行公示。特長生推薦名額占用所在學(xué)院推薦生名額。全校特長生總數(shù)不超過3人。我校只在學(xué)術(shù)型推免生名額中推薦特長生。

鑒于各學(xué)科專業(yè)的不同特點，特長生的具體推薦條件由各相關(guān)學(xué)院制定。各學(xué)院特長生推薦條件須經(jīng)院學(xué)術(shù)委員會和黨政聯(lián)席會議討論通過并及時公示，同時報學(xué)校推免生遴選工作領(lǐng)導(dǎo)組審核備案。針對特長生具有“特殊學(xué)術(shù)專長或突出培養(yǎng)潛質(zhì)”的內(nèi)涵特征, 其標(biāo)識水準(zhǔn)應(yīng)相當(dāng)高且可資核查與檢驗。各學(xué)院所確定的特長生推薦條件應(yīng)科學(xué)合理、公平公正，具有較強的導(dǎo)向性和創(chuàng)新性。

學(xué)校推免生遴選工作領(lǐng)導(dǎo)組將對各學(xué)院推薦的每位特長生進行嚴(yán)格的資格審查。

（四）已經(jīng)獲得了推免資格，出現(xiàn)下列情況之一，推免資格被自動取消：

按標(biāo)準(zhǔn)4年學(xué)制畢業(yè)時若不能取得本科畢業(yè)證書和學(xué)士學(xué)位證書者；受到任何處分者；專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等）出現(xiàn)重修重考者；通過弄虛作假獲得資格者；其他認(rèn)定應(yīng)取消資格者。

四、日程安排

（一）9月6日至10日，學(xué)校成立推免生遴選工作領(lǐng)導(dǎo)組，制定和下達學(xué)校關(guān)于推薦免試碩士生工作的實施意見；各學(xué)院成立推薦工作領(lǐng)導(dǎo)小組，分別向2013屆學(xué)生傳達學(xué)校的實施意見。

（二）9月11日至16日，各學(xué)院做好推薦對象的摸底排隊及材料準(zhǔn)備工作，初步確定符合推薦條件的免試生名

單，并將所有符合條件的學(xué)生向全體師生分專業(yè)張榜公示，征求師生意見。學(xué)院公示時應(yīng)分別注明學(xué)術(shù)型、專業(yè)學(xué)位型以及研究生支教團。如果一個學(xué)生三者都符合，則同時公示。

（三）9月17日至23日，各學(xué)院征求學(xué)生本人意見，每個學(xué)生只能選擇一種進行推薦；以專業(yè)課排名靠前的優(yōu)先自由選擇。學(xué)院須與學(xué)生就選擇事宜達成書面協(xié)議，并留存材料備查。學(xué)院將最后確定的分專業(yè)名單按照1:1的比例進行公示，學(xué)術(shù)性和專業(yè)學(xué)位型可分別同時公示2-3名候補人選（必須注明候補）。沒有進行候補公示的不能取得候補資格，各學(xué)院公示候補人員名單不得超過限額。

（四）9月24日，學(xué)院向?qū)W校領(lǐng)導(dǎo)組報送最終確定的分專業(yè)名單（按照1:1比例上報，公示的候補人選同時報送，不得超限報）及有關(guān)材料。學(xué)院報送名單時必須分別注明推薦類型。同時由學(xué)院領(lǐng)回本院學(xué)生的?全國推薦免試攻讀碩士學(xué)位研究生（直博生）登記表?，發(fā)給學(xué)生填寫。材料報送的詳細內(nèi)容見后面的材料報送要求。

（五）9月25日至10月4日，學(xué)校將擬推薦的學(xué)術(shù)型、專業(yè)學(xué)位型以及研究生支教團人選（含候補人選）在校園網(wǎng)公示7天。

（六）10月5日至10月24日，獲得推免資格的學(xué)生，自行聯(lián)系接收單位，各學(xué)院也應(yīng)積極協(xié)助學(xué)生聯(lián)系接收單

位。在10月24日仍沒有接收單位接收者，推免資格被自動取消。

在10月5日至10月24日期間，獲得推免資格的學(xué)生主動放棄推免資格后，其相應(yīng)專業(yè)、類型的候補學(xué)生可以獲得推免資格。研究生支教團按照候補次序，進行遞補。

（七）10月25日上午9:00，所有拿到正式接收函的推薦生親自攜帶本人身份證和學(xué)生證，到南校區(qū)行政樓一樓第一會議室開會，會后領(lǐng)取校驗碼。

（八）10月25日至26日 9:00-22:00，考生登錄研招網(wǎng)，憑校驗碼在研招網(wǎng)上填寫報名信息，現(xiàn)場確認(rèn)報名信息時間和要求詳見各接收單位通知。同時將網(wǎng)上生成的報名序列號記錄在?全國推薦免試攻讀碩士學(xué)位研究生（直博生）登記表?上。

（九）10月27日-11月初，所有推薦生將登記表交回學(xué)校領(lǐng)導(dǎo)組，學(xué)校領(lǐng)導(dǎo)組統(tǒng)一到省考試院蓋章。推薦到外校的學(xué)生，憑學(xué)生證、身份證到教務(wù)處領(lǐng)回登記表（時間另行通知），并按接收單位的要求及時寄送到接收單位。被本校接收的學(xué)生，由領(lǐng)導(dǎo)組辦公室直接送校研究生院招生辦公室。

五、材料報送要求

（一）特長生報送材料要求：

1、報送材料給學(xué)校領(lǐng)導(dǎo)組審查截止日期：9月13日，逾期不再受理；

2、報送材料內(nèi)容（1）材料清單；

（2）學(xué)生本人申請，必須手寫、簽名；（3）教授推薦信，必須手寫、簽名；

（4）學(xué)院意見，學(xué)院推免工作領(lǐng)導(dǎo)小組成員須簽名，并加蓋學(xué)院公章；

（5）外語語種合格證書或成績通知單復(fù)印件；（6）能證明“有特殊學(xué)術(shù)專長或具有突出培養(yǎng)潛質(zhì)的人才”的各項支撐材料。

特長生在申請中，應(yīng)詳細注明本人申請理由，以及申請攻讀的類型。教授應(yīng)據(jù)實推薦，同時注明推薦該生攻讀類型。學(xué)院領(lǐng)導(dǎo)小組根據(jù)本人申請以及教授推薦信，也可通過簡單考核等形式，給出學(xué)院建議，是否同意推薦以及推薦類型。學(xué)校領(lǐng)導(dǎo)組審核確定最終是否推薦，以及推薦的類型。

（二）報送領(lǐng)導(dǎo)組最終確定的學(xué)術(shù)型和專業(yè)學(xué)位型名單材料要求

（2）本學(xué)院推免生最終確定人員名單（加蓋學(xué)院公章、學(xué)院工作領(lǐng)導(dǎo)小組成員簽名）；

（3）該專業(yè)學(xué)生前三年專業(yè)必修課程（專業(yè)基礎(chǔ)課程、專業(yè)方向課程、教師教育課程和專業(yè)實驗課程等）總成績排序表（加蓋學(xué)院公章）；

（4）該專業(yè)學(xué)生前三年綜合測評總成績排序表（含每學(xué)年成績）（加蓋學(xué)院公章）；

（5）安徽師范大學(xué)免試攻讀碩士學(xué)位研究生推薦表（詳見附件3）；

（6）被推薦學(xué)生外語語種合格證書或成績通知單復(fù)印件；

（7）被推薦學(xué)生成績大表復(fù)印件（院長簽字并加蓋學(xué)院公章）；

（8）其他相關(guān)材料。

說明：第1、2、3、4項材料一個專業(yè)可以共用一份。

（三）報送研究生支教團材料要求

1、報送材料截止日期：9月24日

2、由校西部計劃項目辦統(tǒng)一報送至學(xué)校領(lǐng)導(dǎo)組。

六、注意事項

（一）關(guān)于公示

各學(xué)院必須將推薦免試生的初選名單及條件、推免生最終確定名單在師生易于監(jiān)督的場合張榜公示（同時可在網(wǎng)絡(luò)公示）。未經(jīng)公示的，一律無效。

（二）關(guān)于學(xué)院名額分配

2013屆推免名額按照學(xué)院進行分配，學(xué)院根據(jù)實際情況，合理確定各專業(yè)推薦名額，但不得與推薦條件相悖，并同時提供名額分配的依據(jù)。學(xué)院應(yīng)于9月12日將名額分配方案報學(xué)校領(lǐng)導(dǎo)組審核確定，不報送名額分配方案的學(xué)院、學(xué)校領(lǐng)導(dǎo)組審核不同意名額分配方案的，所有推免工作視為無效，學(xué)校將收回該院推免名額重新分配給其他學(xué)院。

學(xué)院若沒有符合推薦條件的學(xué)生，名額由學(xué)校收回，推免生遴選工作領(lǐng)導(dǎo)組重新對名額進行分配。

（三）關(guān)于領(lǐng)取檢驗碼

1、推薦到外校的學(xué)生

外校接收函須到學(xué)院確認(rèn)，學(xué)院領(lǐng)導(dǎo)小組成員均須簽字，并加蓋學(xué)院公章，方能領(lǐng)取校驗碼。

2、推薦到本校的學(xué)生

被安徽師范大學(xué)接收的學(xué)生，請相關(guān)學(xué)院統(tǒng)一提供名單，學(xué)院領(lǐng)導(dǎo)小組成員簽字，加蓋學(xué)院公章，指定專人報送學(xué)校領(lǐng)導(dǎo)組。學(xué)校領(lǐng)導(dǎo)組憑學(xué)院接收名單，發(fā)放校驗碼。

3、不能親自領(lǐng)取校驗碼者

如推薦生本人不能親自領(lǐng)取校驗碼者，由學(xué)院出具證明請人代領(lǐng)，輔導(dǎo)員須在證明上簽字確認(rèn)（加蓋學(xué)院學(xué)院公章），代領(lǐng)人需攜帶代領(lǐng)人身份證和學(xué)生證。若代領(lǐng)人遺失或誤用校驗碼等事故，一切責(zé)任由推薦生本人承擔(dān)，學(xué)校不承擔(dān)任何責(zé)任。

（四）關(guān)于出具推免生資格證明

在推免公示期未到，參加推免的學(xué)生如需要學(xué)校出具相關(guān)證明。請自行下載附件4填寫，到學(xué)校教務(wù)處蓋章即可。

（五）關(guān)于體檢不合格等有關(guān)問題

獲得推免的學(xué)生若體檢不合格將不能獲取推薦生資格，體檢不合格學(xué)生及其他情況，應(yīng)及時向推免生領(lǐng)導(dǎo)組匯報。

七、工作要求

（一）推薦免試碩士生工作涉及學(xué)生的切身利益，政策性強，各學(xué)院應(yīng)高度重視，在學(xué)校統(tǒng)一領(lǐng)導(dǎo)下，嚴(yán)格按程序操作，做到公開、公平、公正，杜絕不正之風(fēng)。

（二）推薦工作中，堅持貫徹德、智、體、美等全面發(fā)展原則，真正把品學(xué)兼優(yōu)的畢業(yè)生推薦出來。

（三）學(xué)校鼓勵各學(xué)院積極向“985工程”、東部“211工程”、中科院、社科院等高水平大學(xué)、科研院所推薦免試生。

（四）所有獲得推免資格的學(xué)生，學(xué)校不予簽發(fā)就業(yè)協(xié)議書（見附件3，學(xué)院存檔）。

（五）在領(lǐng)取校驗碼后若有學(xué)生放棄推免資格，則扣除該生所在學(xué)院下年相應(yīng)推免資格。

（六）如學(xué)院有弄虛作假者，一經(jīng)查實，立即扣除學(xué)院當(dāng)年相應(yīng)推免指標(biāo)。
