可持續(xù)發(fā)展是一種注重長遠發(fā)展的經(jīng)濟增長模式。既滿足當代人的需求，又不對后代人滿足其需求的能力構(gòu)成危害的發(fā)展稱為可持續(xù)發(fā)展。是科學發(fā)展觀的基本要求之一。

可持續(xù)發(fā)展以自然資源為基礎(chǔ)，同環(huán)境承載能力相協(xié)調(diào)，其主要有以下原則：

（一）公平性原則 可持續(xù)發(fā)展強調(diào)人類需求和欲望的滿足是發(fā)展的主要的目標。公平性原則即機會選擇的平等性，主要包括以下三方面：（1）同代人之間的橫向公平性，要給世界以公平的分配和發(fā)展權(quán)，要把消除貧窮、貧富懸殊、兩極分化作為可持續(xù)發(fā)展進程特別優(yōu)先的的問題來考慮；（2）代際間的公平即時代之間的縱向公平性。人類賴以生存的自然資源是有限的，本代人不能以自己的發(fā)展與需求而損害人類世世代代滿足需求的條件——自然資源與環(huán)境。（3）公平分配有限資源 各國擁有著按其環(huán)境與發(fā)展政策開發(fā)本國自然資源的主權(quán)，并負有確保在其管轄范圍內(nèi)或在其控制下的活動不致?lián)p害其他國家或在各國管轄以外地區(qū)環(huán)境的責任。

（二）可持續(xù)性原則 可持續(xù)性是指生態(tài)、環(huán)境系統(tǒng)受到某種干擾時能保持其生產(chǎn)率的能力。資源和環(huán)境是人類人類生存與發(fā)展的基礎(chǔ)和條件，資源的永續(xù)利用和生態(tài)系統(tǒng)的可持續(xù)性的保持是人類持續(xù)發(fā)展的首要條件。人類確定自己的消耗標準必須在生態(tài)可能的范圍內(nèi)。可持續(xù)性原則與公平性原則是密切相關(guān)的。

（三）共同性原則 實現(xiàn)可持續(xù)性發(fā)展必須采取全球共同的聯(lián)合行動。發(fā)展共同的認識，提高共同的責任感，既保證所有各方的利益又保護全球環(huán)境與發(fā)展體系。

（四）需求性原則 即要滿足所有人的基本需求，向所有人提供實現(xiàn)美好生活愿望的機會。主要包括三種需求：（1）基本需求：維持正常的人類活動所必需的基本物質(zhì)和生活資料；（2）環(huán)境需求：人類在基本需求滿足后，為了使自己的身心健康、生活更和諧所需求的條件；（3）發(fā)展需求：基本需求得到滿足后，人類為了使生活更充實和進一步向高層次發(fā)展所需要的條件。以這四個原則來指導人們的社會實踐。

可持續(xù)發(fā)展的核心是發(fā)展，但要求在嚴格控制人口、提高人口素質(zhì)和保護環(huán)境、資源永續(xù)利用的前提下進行經(jīng)濟和社會的發(fā)展。

隨著經(jīng)濟全球化的不斷發(fā)展，國際社會對可持續(xù)發(fā)展與共同發(fā)展的認識不斷深化，行動步伐有所加快。經(jīng)過不懈的努力，雖然我國取得了一些成就，但是我國在實施可持續(xù)發(fā)展戰(zhàn)略方面仍面臨著許多矛盾和問題。

制約我國可持續(xù)發(fā)展的突出矛盾主要是：經(jīng)濟快速增長與資源大量消耗、生態(tài)破壞之間的矛盾，經(jīng)濟發(fā)展水平的提高與社會發(fā)展相對滯后之間的矛盾，區(qū)域之間經(jīng)濟社會發(fā)展不平衡的矛盾，人口眾多與資源相對短缺的矛盾，一些現(xiàn)行政策和法規(guī)與實施可持續(xù)發(fā)展戰(zhàn)略的實際需求之間的矛盾等。

亟待解決的問題主要有：人口綜合素質(zhì)不高，人口老齡化加快，社會保障體系不健全，城鄉(xiāng)就業(yè)壓力大，經(jīng)濟結(jié)構(gòu)不盡合理，市場經(jīng)濟運行機制不完善，能源結(jié)構(gòu)中清潔能源比重仍然很低，基礎(chǔ)設(shè)施建設(shè)滯后，國民經(jīng)濟信息化程度依然很低，亟待解決的問題主要有：

1人口綜合素質(zhì)促進可持續(xù)發(fā)展的建設(shè)。各地區(qū)、各部門要將可持續(xù)發(fā)展戰(zhàn)略納入了各級各類規(guī)劃和計劃之中，同時還要使與可持續(xù)發(fā)展相關(guān)的法律法規(guī)相繼出臺并不斷完善和落實。促進全民可持續(xù)發(fā)展意識的提高，從而充分發(fā)揮人的主觀能動作用。同時也要科教興國，大力發(fā)展各類教育，促進可持續(xù)發(fā)展戰(zhàn)略與科教興國戰(zhàn)略的緊密結(jié)合。

2社會保障體系不健全，基礎(chǔ)設(shè)施建設(shè)滯后，國民經(jīng)濟信息化程度依然很低。我國應(yīng)充分發(fā)揮政府、企業(yè)、社會組織和公眾四方面的積極性，政府要加大投入，強化監(jiān)管，發(fā)揮主導作用，加強公共基礎(chǔ)設(shè)施的建設(shè)，強化福利體系，提供良好的政策環(huán)境和公共服務(wù)，充分運用市場機制，調(diào)動企業(yè)、社會組織和公眾參與可持續(xù)發(fā)展。企業(yè)方面要不斷地加快科技創(chuàng)新步伐，充分認識科技是第一生產(chǎn)力是實現(xiàn)可持續(xù)發(fā)展的第一要義。3經(jīng)濟結(jié)構(gòu)不盡合理，市場經(jīng)濟運行機制不完善。要把經(jīng)濟增長模式由粗放型向集約型轉(zhuǎn)變，經(jīng)濟結(jié)構(gòu)逐步優(yōu)化。這樣才能更好的實現(xiàn)國民經(jīng)濟持續(xù)、快速、健康發(fā)展，綜合國力增強，人民物質(zhì)生活水平和生活質(zhì)量較大幅度的提高。
