第一章 總綱

第一條：本組織的名稱為韶關(guān)高技青年志愿者協(xié)會。本組織接受學(xué)校團委的指導(dǎo)，參加全國青年志愿者的統(tǒng)一行動。

第二條：本協(xié)會通過組織和指導(dǎo)我校青年志愿者服務(wù)活動，倡導(dǎo)愛國主義、集體主義和社會主義精神，積極推動我校良好的校風(fēng)、學(xué)風(fēng)的形成，促進社會精神文明建設(shè)。

第三條：協(xié)會奉行“奉獻、友愛、互助、進步”的原則，并結(jié)合大學(xué)生素質(zhì)拓展計劃的實施，積極開展青年志愿服務(wù)活動。

第四條：協(xié)會在憲法和法律的規(guī)定范圍內(nèi)開展工作。

第二章 任務(wù)

第五條：改善社會風(fēng)氣，建立溫馨、和諧、友愛的新型人際關(guān)系，為建設(shè)和諧社會貢獻力量。改善校風(fēng)，為建設(shè)和諧發(fā)展的上饒師范學(xué)院創(chuàng)造良好的思想道德環(huán)境。

第六條：培養(yǎng)在校青年的公民意識、道德意識、奉獻精神和服務(wù)能力，促進在校青年健康成長。

第七條：為學(xué)校發(fā)展、社區(qū)建設(shè)、扶貧開發(fā)、搶險救災(zāi)以及大型社會活動等公益事業(yè)提供志愿服務(wù)。服務(wù)的范圍包括扶貧濟困、幫孤助殘、支教掃盲、青少年援助、科技推廣、醫(yī)療保健、環(huán)境保護等。

第八條：適應(yīng)經(jīng)濟社會發(fā)展的需要，推動青年志愿服務(wù)體系和多層次社會保障制度的建立和完善。

第九條：為具有特殊困難以及需要幫助的我校師生員工以及校外社會成員提供服務(wù)。

第十條：規(guī)劃、組織全校性青年志愿服務(wù)活動，在校團委的授權(quán)和監(jiān)督下，協(xié)調(diào)、指導(dǎo)各院系（工作站）青年志愿者服務(wù)隊開展工作；聯(lián)合相關(guān)學(xué)生社團組織開展特色志愿服務(wù)活動。

第十一條：開展和加強與兄弟學(xué)校和全國各志愿者組織或團體的交流與合作。第十二條：面向全校青年公開招募志愿者，培養(yǎng)青年志愿者及協(xié)會的管理者，建立一批由協(xié)會組織管理的專項青年志愿者服務(wù)隊伍，更好的開展志愿服務(wù)行動。第十三條：培訓(xùn)青年志愿者。

第三章 會員

第十四條：承認本協(xié)會章程，向本協(xié)會遞交入會申請者，經(jīng)本協(xié)會審查通過，填寫《青年志愿者登記表》登記注冊，即可成為本協(xié)會會員。

第十五條：會員的權(quán)利：

（一）有選舉權(quán)、被選舉權(quán)和表決權(quán)。

（二）有依法參加一切青年志愿者活動的權(quán)利。

（三）有對本協(xié)會工作提出建議，批評和進行監(jiān)督的權(quán)利。

（四）有向本協(xié)會推薦會員的權(quán)利。

（五）有請求本協(xié)會維護合法權(quán)益的權(quán)利。

（六）參加各級團組織、青年志愿者組織提供的培訓(xùn)；

（七）相關(guān)法律法規(guī)賦予的其它權(quán)利。

第十六條：會員的義務(wù)：

（一）遵守本協(xié)會章程，執(zhí)行本協(xié)會決議。

（二）參加、影響他人參加本協(xié)會活動，完成本協(xié)會委托的任務(wù)。

（三）向本協(xié)會報告活動情況。

（四）維護本協(xié)會聲譽及合法權(quán)益。

（五）相關(guān)法律法規(guī)規(guī)定的其它義務(wù)。

第十七條：會員退會需向本協(xié)會負責(zé)人提出書面申請。

第十八條：會員用本協(xié)會名義開展活動，須經(jīng)常務(wù)理事會批準。

第十九條：會員有違反國家法律法規(guī)及本協(xié)會章程的行為，或有三次或三次以上無故不參加本協(xié)會活動者，由負責(zé)人決定撤銷其會員資格。

第二十條：本協(xié)會將對成績突出的會員及集體給予精神和物質(zhì)上的獎勵。

第四章 組織

第二十一條：協(xié)會組織機構(gòu)實行民主集中制原則。協(xié)會設(shè)會長一名，副會長二名、理事若干，實行會長領(lǐng)導(dǎo)下的制度。協(xié)會團體會員的第一負責(zé)人均為本協(xié)會理事。秘書處

（一）財務(wù)組：協(xié)會內(nèi)部財務(wù)統(tǒng)計籌劃等財務(wù)管理；

（二）紀檢組：理事考勤；協(xié)會人事財務(wù)的監(jiān)督；

（三）網(wǎng)管組：協(xié)會網(wǎng)站管理，協(xié)助編輯組工作；

（四）編輯組：活動宣傳與會刊《菁華》編輯。

（五）秘書處負責(zé)會議記錄和理事的監(jiān)督考勤工作。

外聯(lián)部

外聯(lián)部主要負責(zé)活動經(jīng)費的籌集，與兄弟社團溝通關(guān)系，與兄弟學(xué)校打好交道，這樣可以使我們協(xié)會發(fā)展越來越快。

宣傳部

宣傳部主要負責(zé)整理本協(xié)會的資料與文書，凡本協(xié)會是宣傳工作一切都由宣傳部負責(zé)。

組織部

活動前期對活動進行詳細的策劃；活動期間對活動運行狀況進行宏觀把握；活動結(jié)束后及時認真做好活動總結(jié)，并提交給會長。

第五章 經(jīng)費

第二十二條 ：本協(xié)會經(jīng)費來源

（一）社會捐贈；

（二）愛心回收桶或?qū)W校資助；

（三）在核準的業(yè)務(wù)范圍內(nèi)開展活動或服務(wù)的收入；

（四）其他合法收入。

第二十三條： 財政管理

（一）嚴格執(zhí)行國家財務(wù)制度和財經(jīng)紀律；

（二）建立健全財務(wù)賬冊，配備好財會人員；

（三）一般開支由會長審批，大項目開支上報協(xié)會理事部審批；

（四）每學(xué)期收支情況向理事部報告，并接受其審查監(jiān)督。

第二十四條： 協(xié)會的資產(chǎn)，任何單位、個人不得侵占、私分或挪用。

第六章 章程的修改程序

第二十五條：章程的修改必須在協(xié)會理事會議上經(jīng)2/3以上成員通過方可進行。

第七章附則

第二十六條：本章程的解釋權(quán)屬于韶關(guān)高技青年志愿者協(xié)會。

近年來，由政府力推的垃圾分類工作在各試點城市步履蹣跚，連連受挫。在太原，一個由志愿者組成的純草根民間團體卻以堂吉訶德式的挑戰(zhàn)向我們傳遞著一種勇氣和思維

太原環(huán)保志愿者協(xié)會是一家民間團體組織，2008年開始，該協(xié)會會長張強組織發(fā)起了“垃圾分類試點推廣”工作，之后，協(xié)會與當?shù)匾恍W(xué)校和社區(qū)進行合作，展開垃圾分類試點實踐活動。幾年過去了，今天，面對記者采訪，張強卻感慨頗多。

這個公益做得就和求人一樣

2004年，太原環(huán)保志愿者協(xié)會成立，城市垃圾問題成為該協(xié)會關(guān)注的環(huán)境問題之一。2008年協(xié)會正式開展“垃圾分類試點推廣”工作，決定首次投放20個垃圾分類箱進學(xué)校、進社區(qū)，并于同年九月組織了“垃圾分類”的啟動儀式，會議地點設(shè)在杏花嶺外國語小學(xué)會議室。在啟動之前，協(xié)會經(jīng)太原市環(huán)保局宣教中心召集了十多家市綠色小區(qū)、綠色學(xué)校的負責(zé)人開過一次垃圾分類試點投放溝通會，始料不及的是，活動剛剛起步，張強就碰了一鼻子灰。

溝通會上，所有到會的社區(qū)負責(zé)人都反對設(shè)立垃圾分類箱，理由是垃圾分類設(shè)施無人投放和管理，即使投放了居民也不會配合，同時，垃圾管理是小區(qū)管理人員創(chuàng)收的一部分，他們不會同意進行分類。與社區(qū)一樣，所有到會的中學(xué)和大部分小學(xué)的負責(zé)人也不同意設(shè)立垃圾分類箱，理由是學(xué)生大了不好管理，垃圾分類會給學(xué)校帶來新的難題無法解決。會議最終只有幾所小學(xué)校長愿意嘗試著開展垃圾分類試點推廣，但在隨后的實踐中，因各種各樣的原因，目前，此項工作不得不停頓下來。同年，協(xié)會還通過和桃園西社區(qū)的負責(zé)人溝通，在該社區(qū)進行試點，并合作開展了幾次活動，但也沒有很好地延續(xù)下去。

對于這一結(jié)果，張強首先就協(xié)會自身隊伍建設(shè)上總結(jié)了原因，他告訴記者，協(xié)會志愿者服務(wù)社會的專業(yè)素養(yǎng)不足，不理解、不配合的情緒不僅體現(xiàn)在外界的認知上，同時也體現(xiàn)在環(huán)保協(xié)會的志愿者群體中。如果是去義務(wù)植樹或者是敲鑼打鼓的公益活動，志愿者們都樂意參加，但如果是做垃圾分類這種人對人、戶對戶的具體事務(wù)，他們十有八九都會借故推托。同時，作為一個草根組織，協(xié)會的架構(gòu)及管理不完善、后力不足也是重要原因。

盡管首先從自身找原因，但記者還是感到，張強的挫敗感其實還是來自于外界。前不久，張強和一所試點學(xué)校聯(lián)系時，該校負責(zé)人的答復(fù)是，你們怎么又來了？我們都很忙，學(xué)生課業(yè)壓力大，現(xiàn)在顧不上，改天吧。甚至有老師問張強，你們整天做這些事有啥意思！

草根的存在意義

這個草根團隊做的事情真的這么沒有意義嗎？

記者從太原市環(huán)境衛(wèi)生管理局了解到，目前，太原市每天產(chǎn)生生活垃圾總量為4300噸左右，處理方式以填埋為主，每天都會有新的垃圾被埋入這座城市的地下，被廢棄的垃圾填埋場不再能成為耕地，也無法建成生活小區(qū)。

太原市環(huán)境衛(wèi)生管理局法規(guī)宣傳處處長郭晉毅告訴記者，2012年以來，全市共選定10個村莊和12個社區(qū)開展了可回收垃圾、餐廚垃圾、有毒有害垃圾和其它垃圾進行分類試點。今年將繼續(xù)擴大試點區(qū)域和范圍，但此項工作要真正落實到位，目前依然面臨著一些難點。一是國民環(huán)保素養(yǎng)跟不上，包括北京在內(nèi)的一些試點城市，表面看起來各種垃圾分類箱擺放有序，但實際上垃圾箱內(nèi)各種垃圾相互混雜，根本達不到嚴格分類的要求；二是相關(guān)設(shè)施的投入未能同步跟進，特別是在終端處理配套設(shè)施方面，技術(shù)含量要求極高。如果上述兩個環(huán)節(jié)的問題不能解決，垃圾分類將無從談起。

政府層面的推進尚且困難重重，一個草根組織的垃圾分類試驗更是可想而知，對此，張強卻并不妄自菲薄。記者最后一次與張強聯(lián)系時，他當時正在北京。他告訴記者，試點城市的垃圾分類工作之所以半途而廢，短板之一就是我們?nèi)鄙僬嬲饬x上的民間公益組織。政府認為百姓不配合，百姓指責(zé)政府不作為，大家各做各的，政府和百姓是兩張皮。所以，垃圾分類不僅需要政府的設(shè)施投入，也需要志愿者組織的服務(wù)和宣傳。

對此，環(huán)保志愿者景明深表贊同。因工作關(guān)系，他這些年去的地方很多，談及垃圾分類，景明告訴記者，北京、上海、廣州等地的垃圾分類試點工作結(jié)果都不理想，廣州在垃圾分類上對拒不執(zhí)行者采取了高額罰款措施，第一個月就罰了上千萬元，但現(xiàn)在看來效果并不好。他認為，所謂垃圾是一種沒有放到正確位置的資源，如何利用好這些資源，僅靠政府的力量肯定不夠，民間志愿者的服務(wù)和宣傳不可或缺。

盡管很難，但會堅持做下去

杏花嶺外國語小學(xué)是對垃圾分類試點比較熱心的小學(xué)校之一，該校教導(dǎo)處主任王瑞梅告訴記者，他們學(xué)校是一所環(huán)保特色學(xué)校，也是垃圾分類箱首次進校園活動的試點學(xué)校。目前，那四個垃圾分類箱依然在使用，但由于孩子們接觸到的垃圾類型不多，所以利用率并不高。記者了解到，該校多年來每年都會舉辦自己的環(huán)保藝術(shù)節(jié)，孩子們會親手用廢舊垃圾制作手工藝品及服裝進行展示，這是校方更熱衷并愿意堅持的一種方式。

談及人們對此項工作的自發(fā)參與程度，張強用了“一絲的激情”來形容。他說，有意識、沒行動是目前垃圾分類工作所面臨的現(xiàn)實困境。一些試點單位往往是最初很熱鬧，但在拍照、錄像留取資料之后，便再無下文，根本形不成長效機制。有的學(xué)校領(lǐng)導(dǎo)要求他們找教育局下文件，這樣他們就可以將垃圾分類作為一項自身的工作成績，不然就認為是白做。

采訪中，張強給記者看了一本他的藏書，是法國人寫的 《垃圾的歷史》，書中有他寫下的思考，其中一段是：“由于城市小、人口密度大，垃圾處理也曾是歐洲國家所面臨的環(huán)境危機。當他們一旦認識到某項變革的必要性時，那種從上到下所表現(xiàn)出來的精神和勇氣，使得城市容貌在短短幾年時間就換了新天地。所以，環(huán)境保護不是經(jīng)濟發(fā)展水平問題，而是勇氣和精神的問題?！?/p>

郭晉毅告訴記者，目前，太原市對可再生垃圾的前期處理主要還是靠拾荒者，這與真正意義上的垃圾分類相距甚遠，盡管有漫長的路要走，但太原對醫(yī)療廢棄物、餐廚垃圾及廢舊電池的回收工作一直在不斷推進。
