      It's an honor and pleasure for me speak at this occasion.I want to thank Thierry who came all the way to China in summer, to convince me with a sincere invitation.Arriving today, I found there can't be a better choice of venue for the World Policy Conference than this mesmerizing city of Marrakech.最近,關(guān)于中國的議論不少,當(dāng)中國第二季度GDP數(shù)據(jù)公布時(shí),媒體開始稱中國為世界第二經(jīng)濟(jì)大國,簡稱E2。Earlier in the year, when China's second quarter GDP figure came out, the media started calling China the No.2 economy in the world, namely E2.盡管季度GDP數(shù)據(jù)不足以成為經(jīng)濟(jì)分析的基礎(chǔ),但仍有許多人據(jù)此開始討論中國的崛起以及對(duì)世界的重要影響。對(duì)中國的政治期待也與日俱增。

      Though quarterly GDP normally is not a sufficient basis for economic analysis, it did not stop many from talking about a rising China and its significance to the world.The expectation is also high.那么我們中國人自己怎么看呢?中國很有影響的《環(huán)球時(shí)報(bào)》民調(diào)顯示,78%的受訪者認(rèn)為中國仍是發(fā)展中國家。更有意思的是,多數(shù)中國人覺得說中國已經(jīng)世界第二是一種“忽悠”。

      Then, what's the view of the Chinese people? The Global Times, a popular newspaper in China, had a survey and found that 78% of those who responded insisted that China was still a developing country.More interestingly, when asked about E2, many Chinese thought it was a plot to big up China.如果你是一名中國人,并留意外界特別是發(fā)達(dá)國家對(duì)中國的看法和觀點(diǎn),你會(huì)感到非常困惑。對(duì)中國的評(píng)價(jià)和期待往往從一個(gè)極端到另一極端,落差很大。

      If you were a Chinese and you follow the views and comments about China, especially in the developed world, you would likely be totally confused.Comments and expectations swing from one extreme end to the other, back and forth.一會(huì)兒有人說中國應(yīng)拯救世界,一會(huì)兒又有人說中國是所有的麻煩之源。

      One day China is expected to save the world, the next China is said to have caused all the troubles.一些國家無法停止過度消費(fèi),卻指責(zé)中國人有儲(chǔ)蓄的“壞習(xí)慣”。

      Some countries can't stop overspending, and then the Chinese people are blamed for having the “bad habit” of saving.一日中國是一個(gè)崛起的大國,又一日中國必為即將崩潰的“紙龍”。

      One day China is a rising power, and the next day China becomes a paper dragon on the verge of breaking apart.我在羅馬的時(shí)候聽人說,中國游客推高了奢侈品價(jià)格。的確,在當(dāng)今世界,中國買什么,什么東西就會(huì)漲價(jià),中國賣什么,什么就會(huì)降價(jià)。

      I was in Rome shopping and was told that the Chinese tourists had pushed up the prices of luxury goods.Indeed, in today's world, whatever China buys, the price goes up and whatever China sells, the price comes down.在來這里的飛機(jī)上,我讀到一則新聞,上面提到許多報(bào)紙刊登文章鼓吹中國是威脅,其中很多是美國的報(bào)紙。用《紐

      Yes, China must have been a very convenient scapegoat.Because, in spite of the sacred principle of freedom of speech, there is little interest among the media in those countries in informing their public the views from in China.The discussions among the Chinese public seldom find their way to the western public.這樣一來,鑒于他們的人民不明故里,許多西方政客就可以隨心所欲地談?wù)撝袊?,而不必?fù)?dān)心會(huì)受到老百姓的評(píng)判,更不用說在乎中國老百姓的意見了。

      Well, this may not be the kind of dinner speech you would expect with good food and nice wine.But I made changes to my nicer speech on the plane, because I want to share with you my concern of the current atmosphere between China and the west almost reminiscent of the Cold War.我認(rèn)為當(dāng)前最主要的問題是在理解方面存在的逆差。因此我想談?wù)勱P(guān)于正確認(rèn)識(shí)中國的兩個(gè)特別重要的因素。

      I feel probably the deficit in understanding is the key issue at this moment.So I would like to talk about two points that I think are essential to understanding China.第一點(diǎn),永遠(yuǎn)不要忘記人的因素。中國不是一個(gè)符號(hào),也不是GDP數(shù)據(jù)。這個(gè)國家有著13億人口,有1.4億在校學(xué)生,每年新增就業(yè)人口2000多萬,其中包括600萬大學(xué)畢業(yè)生。中國的殘疾人就高達(dá)8000多萬。中國正經(jīng)歷著快速的城市化,但一半以上的人口仍是農(nóng)民。

      First and most importantly, one should always keep in mind the people dimension.China is not just a symbol, or a GDP figure.It is a country that provides for 1.3 billion people, with 140 million students in schools and universities, over 20 million new job seekers every year including 6 million college graduates.The disabled community is as big as over 80 million people.It is quickly urbanizing and yet half the population is still rural.在人均收入10倍于中國的國家里,醫(yī)療和教育也許早已不再是人權(quán)活動(dòng)者關(guān)心的事情,但對(duì)于中國而言,滿足大多數(shù)人的基本生活需求仍然是最主要的人權(quán)問題。

      Maybe in other countries where per capita income is 10 times or more than in China, such concerns as medical care and education are no longer in the sight of human right activists, but in China, to provide for many of the basic needs are still major human right concern.應(yīng)對(duì)氣候變化的措施也有人的因素。那些生活在貧困地區(qū)的人們有獲得室內(nèi)供暖的權(quán)利,而社區(qū)里的大媽們則在討論怎樣交電費(fèi)才公平。農(nóng)民工希望獲得更高的工資和更好的工作環(huán)境,因高能耗工廠倒閉而失業(yè)的工人需要再就業(yè),對(duì)于中國,這些都屬于政府亟待解決的人權(quán)問題。

      Measures to counter the climate change also have a human dimension.People living in poor regions need to secure their right to proper indoor-heating.Grandmas in urban communities are debating about a fairer way to pay electricity bills.The migrant laborers demand better pay and better working conditions.Workers laid-off when factories close due to poor energy efficiency need to be re-employed.For China, all these rank high on the government's agenda to address human right concerns.西方的很多人都輕易低估中國取得的人權(quán)成就,大概因?yàn)樗麄冊(cè)缫淹浽诖笮l(wèi)·科波菲爾德時(shí)代他們?nèi)藱?quán)斗爭的著眼點(diǎn)是什么。

      Many in the west tend to underestimate the human rights achievement in China, probably because they have forgotten the human rights they were fighting for in the days of David Copperfield.對(duì)于中國這樣的發(fā)展中國家,沒有什么比改善13億人的工作和生活條件更加重要。我們還未能滿足人們的全部需求。要理解中國,這個(gè)現(xiàn)實(shí)是不容忽視的。

      In a developing country like China, nothing is more important and more relevant than to improve the living and working conditions of its 1.3 billion people.We are still lagging behind the people's needs.To understand China, one should not lose sight of such reality.第二點(diǎn),要了解中國,就應(yīng)正確認(rèn)識(shí)中國的改革。在柏林接受《時(shí)代》周刊采訪時(shí),記者問我:“為什么當(dāng)中國在經(jīng)濟(jì)上取得巨大發(fā)展的同時(shí),在政治上卻原地踏步?”從最近的西方言論看,不少人都這么看,如果在座也有人有這種看法也不足為奇。

      The second point about understanding China is the need to put China's reform in the right perspective.When having interview with Die Zeit in Berlin, I was asked why “Economically China is a completely different country, but politically it is still the same?” This view came up in many of the recent statements in the west.I will not be surprised if it is shared in this room as well.但請(qǐng)?jiān)试S我請(qǐng)各位退一步想想,在你們國家,政治制度、政府和政黨的目的究竟是什么?

      But may I invite you to take a step back and reflect: what is the purpose of the political system in your own society and that of the governments, and the political parties?

      我在澳大利亞和英國工作期間,觀察到當(dāng)?shù)卣驼h如何努力滿足民眾需求。

      In my years in Australia and UK, I observed how the government and political parties tried hard to respond to people.判斷政治制度的標(biāo)準(zhǔn)大體如下,即該制度能否保障社會(huì)穩(wěn)定?能否讓人民生活得更好?能否解決發(fā)展帶來的社會(huì)問題?

      The criteria for a good political system are more or less the same: Is it providing stability in the society? Is it making people's lives better? Is it capable of solving the social problems that come along with growth?

      這正是我們30多年全方位改革的動(dòng)力所在。

      That has also been the driving force for our comprehensive reform over three decades.我仍然記得30年前中國報(bào)紙上的政治辯論,記得其后紛至沓來的改革措施,包括權(quán)力下放、法治建設(shè)等等。中國現(xiàn)行的233部法律中,超過 200部都誕生或修訂于過去30年間。中國改革的清單很長很長,早已今非昔比。但如果有人只是一門心思地想在中國尋找西敏寺和國會(huì)山的影子,自然只能大失所望。

      I still remember the political debate in Chinese newspapers three decades ago and the reform steps that followed, including delegating power to lower levels and developing a sound system of the rule of law.Of the 233 laws now in effect in China, over 200 were made or amended in the last 3 decades.The reform list can be long and we have come a long way.But if people are merely looking for a shadow Westminster or Capitol Hill in China, they are naturally disappointed.中國擁有綿延數(shù)千年的豐富政治和文化遺產(chǎn),完全能夠通過不斷改革,在學(xué)習(xí)全球—當(dāng)然不僅僅是西方國家—的成功經(jīng)驗(yàn)的同時(shí),根據(jù)本國社會(huì)實(shí)際推動(dòng)自身政治建設(shè),我們很清楚,中國的發(fā)展仍不完美,我們時(shí)刻感受到進(jìn)一步深化全方位改革的緊迫性。

      China, with a rich political and cultural heritage over the millennia, should be trusted to advance its own political infrastructure based on its social realities, through consistent reforms, and at the same time, drawing from the successful experiences around the world, not the least from the west.We are very well aware that our development is by no means perfect.We do feel the pinch of urgency for furthering all around reform.今天的中國是個(gè)充滿活力的社會(huì)。我們有超過4億的網(wǎng)民,位居世界第一,其中有2億博主。每天都涌現(xiàn)400萬條帖子和評(píng)論,其中很多都對(duì)改革提出批評(píng)和建議。此外,中國還有900份報(bào)紙和2000種雜志,經(jīng)常關(guān)注政策問題。中國的改革不乏健康的辯論。我們完全有理由相信我們的國家將會(huì)繼續(xù)前進(jìn),發(fā)展得更好。

      China now is a very lively society.There are 400 million internet users, the largest in the world, including 200 million bloggers.At least 4 million new blog posts or comments appear every single day, many of them making criticisms and suggestions for reform, in addition to the 900 newspapers and 2,000 magazines which often focus on policy issues.China's reform is not short of healthy debates.There is every reason to believe that our country will continue to progress into an even better society.盡管如此,中國的改革仍然是漸進(jìn)的過程,而且必須在不斷凝聚共識(shí)和保持政治穩(wěn)定的基礎(chǔ)上進(jìn)行。

      Having said all that, China's reform is incremental and it has to take place on the basis of constant consensus building and political stability.我對(duì)文革造成的動(dòng)蕩有著切身經(jīng)歷,至今仍記得學(xué)校里幾十個(gè)戰(zhàn)斗隊(duì)爭權(quán)奪利造成的混亂。我小弟弟無學(xué)可上,是我教他認(rèn)字。那時(shí)的日子過得很艱難,無政府主義將國民經(jīng)濟(jì)推向了崩潰的邊緣。在吸取了痛苦的教訓(xùn)之后,我們堅(jiān)信只有

      I have personal experience of the fiasco of the Cultural Revolution and a clear memory of the chaos of a dozen student teams competing for power just in my school.I taught my young brother to read as there was no school for him to go to.Life was very difficult back then.The political anarchy brought the economy to the verge of bankruptcy.Having learned the lesson the hard way, we firmly believe that only by maintaining stability and developing the rule of law can our people have a chance to translate their dreams into reality and can our country stand in dignity.請(qǐng)?jiān)试S我用數(shù)字來打個(gè)比方。無論是一百、一百萬還是十億,統(tǒng)統(tǒng)都要“1”開頭。發(fā)展就是“1”后面的“0”。這個(gè)“1”就是社會(huì)穩(wěn)定,如果沒有了這個(gè)“1”,其余一切都會(huì)歸零。

      Let me use a metaphor with numbers.Be it a hundred, a million or a billion, stability is the “1” that leads them all.Development is like the zeros that follow.Without the “1”, the rest will all be reduced to zero.現(xiàn)在我談?wù)劯忧泻媳緦么髸?huì)主題的內(nèi)容。

Then, what does a fast growing China mean to the world? Is the power gravity moving from the west to the east? Is China going to replace the current superpower?

      But there is no denial that the world is changing.The question is: in what direction?

      In the Chinese value heritage, the top word is REN.It is a very simple Chinese character meaning two persons.It is believed in China that good relationship between two persons, with your boss, the minister, a friend or your spouse, forms the basic building block of a good society.In a good relationship, respect and tolerance are indispensable.It's probably true in the international community.世界不應(yīng)再被意識(shí)形態(tài)、種族或其它分歧所割裂,這已成為21世紀(jì)大家日益增長的共識(shí)。戰(zhàn)爭,無論是冷戰(zhàn)、熱戰(zhàn)還是溫戰(zhàn),都不再被人們所接受。

      In the 21 century the consensus is growing about the world not to be torn apart again by ideological, racial or any other differences.War is no longer accepted, be it cold, hot or warm.倘若我們可以成功地締造一個(gè)建立在相互尊重和寬容基礎(chǔ)上的伙伴關(guān)系,來應(yīng)對(duì)共同挑戰(zhàn),我們或許能夠?qū)?1世紀(jì)變成一個(gè)因合作和伙伴關(guān)系被銘記的世紀(jì),開創(chuàng)人類歷史的先河。

      Should we succeed in building a partnership based on mutual respect and tolerance in meeting common challenges, we may be able to turn the 21 century into one to be remembered as a century of cooperation and partnership, which will be the first in the human history.中國致力于構(gòu)建這樣的伙伴關(guān)系。

      On the airplane coming here, I was reading a news story about many newspapers carrying articles about how menacing China is, many of them American newspapers.To quote from the New York Times, China has become the scapegoat for all problems on earth.中國的確是一個(gè)非常容易找的替罪羊。因?yàn)?,盡管這些國家的媒體高舉言論自由的神圣大旗,但他們對(duì)向本國讀者介紹中國看法的興趣索然。中國民眾的討論也很難通達(dá)西方公眾。

      Yes, China must have been a very convenient scapegoat.Because, in spite of the sacred principle of freedom of speech, there is little interest among the media in those countries in informing their public the views from in China.The discussions among the Chinese public seldom find their way to the western public.這樣一來,鑒于他們的人民不明故里,許多西方政客就可以隨心所欲地談?wù)撝袊?,而不必?fù)?dān)心會(huì)受到老百姓的評(píng)判,更不用說在乎中國老百姓的意見了。

      So, many politicians in the west may develop just about any view about China without the need to be judged by a well-informed public, even less the judgment of the Chinese public.這大概不是在座的各位在這個(gè)有著美酒與佳肴的晚宴上所期待的致辭。但我在飛機(jī)上對(duì)自己的講稿做了些調(diào)整,因?yàn)槲蚁胱尨蠹抑溃覍?duì)近來中西方之間這種類似冷戰(zhàn)的氣氛有些擔(dān)心。

      Well, this may not be the kind of dinner speech you would expect with good food and nice wine.But I made changes to my nicer speech on the plane, because I want to share with you my concern of the current atmosphere between China and the west almost reminiscent of the Cold War.我認(rèn)為當(dāng)前最主要的問題是在理解方面存在的逆差。因此我想談?wù)勱P(guān)于正確認(rèn)識(shí)中國的兩個(gè)特別重要的因素。

      I feel probably the deficit in understanding is the key issue at this moment.So I would like to talk about two points that I think are essential to understanding China.第一點(diǎn),永遠(yuǎn)不要忘記人的因素。中國不是一個(gè)符號(hào),也不是GDP數(shù)據(jù)。這個(gè)國家有著13億人口,有1.4億在校學(xué)生,每年新增就業(yè)人口2000多萬,其中包括600萬大學(xué)畢業(yè)生。中國的殘疾人就高達(dá)8000多萬。中國正經(jīng)歷著快速的城市化,但一半以上的人口仍是農(nóng)民。

      First and most importantly, one should always keep in mind the people dimension.China is not just a symbol, or a GDP figure.It is a country that provides for 1.3 billion people, with 140 million students in schools and universities, over 20 million new job seekers every year including 6 million college graduates.The disabled community is as big as over 80 million people.It is quickly urbanizing and yet half the population is still rural.在人均收入10倍于中國的國家里,醫(yī)療和教育也許早已不再是人權(quán)活動(dòng)者關(guān)心的事情,但對(duì)于中國而言,滿足大多數(shù)人的基本生活需求仍然是最主要的人權(quán)問題。

      Maybe in other countries where per capita income is 10 times or more than in China, such concerns as medical care and education are no longer in the sight of human right activists, but in China, to provide for many of the basic needs are still major human right concern.應(yīng)對(duì)氣候變化的措施也有人的因素。那些生活在貧困地區(qū)的人們有獲得室內(nèi)供暖的權(quán)利,而社區(qū)里的大媽們則在討論怎樣交電費(fèi)才公平。農(nóng)民工希望獲得更高的工資和更好的工作環(huán)境,因高能耗工廠倒閉而失業(yè)的工人需要再就業(yè),對(duì)于中國,這些都屬于政府亟待解決的人權(quán)問題。

      Measures to counter the climate change also have a human dimension.People living in poor regions need to secure their right to proper indoor-heating.Grandmas in urban communities are debating about a fairer way to pay electricity bills.The migrant laborers demand better pay and better working conditions.Workers laid-off when factories close due to poor energy efficiency need to be re-employed.For China, all these rank high on the government's agenda to address human right concerns.西方的很多人都輕易低估中國取得的人權(quán)成就,大概因?yàn)樗麄冊(cè)缫淹浽诖笮l(wèi)·科波菲爾德時(shí)代他們?nèi)藱?quán)斗爭的著眼點(diǎn)是什么。

      Many in the west tend to underestimate the human rights achievement in China, probably because they have forgotten the human rights they were fighting for in the days of David Copperfield.對(duì)于中國這樣的發(fā)展中國家,沒有什么比改善13億人的工作和生活條件更加重要。我們還未能滿足人們的全部需求。要理解中國,這個(gè)現(xiàn)實(shí)是不容忽視的。

      In a developing country like China, nothing is more important and more relevant than to improve the living and working conditions of its 1.3 billion people.We are still lagging behind the people's needs.To understand China, one should not lose sight of such reality.第二點(diǎn),要了解中國,就應(yīng)正確認(rèn)識(shí)中國的改革。在柏林接受《時(shí)代》周刊采訪時(shí),記者問我:“為什么當(dāng)中國在經(jīng)濟(jì)上取得巨大發(fā)展的同時(shí),在政治上卻原地踏步?”從最近的西方言論看,不少人都這么看,如果在座也有人有這種看法也不足為奇。

      The second point about understanding China is the need to put China's reform in the right perspective.When having interview with Die Zeit in Berlin, I was asked why “Economically China is a completely different country, but politically it is still the same?” This view came up in many of the recent statements in the west.I will not be surprised if it is shared in this room as well.但請(qǐng)?jiān)试S我請(qǐng)各位退一步想想,在你們國家,政治制度、政府和政黨的目的究竟是什么?

      But may I invite you to take a step back and reflect: what is the purpose of the political system in your own society and that of the governments, and the political parties?

      我在澳大利亞和英國工作期間,觀察到當(dāng)?shù)卣驼h如何努力滿足民眾需求。

      In my years in Australia and UK, I observed how the government and political parties tried hard to respond to people.判斷政治制度的標(biāo)準(zhǔn)大體如下,即該制度能否保障社會(huì)穩(wěn)定?能否讓人民生活得更好?能否解決發(fā)展帶來的社會(huì)問題?

      The criteria for a good political system are more or less the same: Is it providing stability in the society? Is it making people's lives better? Is it capable of solving the social problems that come along with growth?

      這正是我們30多年全方位改革的動(dòng)力所在。

      That has also been the driving force for our comprehensive reform over three decades.我仍然記得30年前中國報(bào)紙上的政治辯論,記得其后紛至沓來的改革措施,包括權(quán)力下放、法治建設(shè)等等。中國現(xiàn)行的233部法律中,超過200部都誕生或修訂于過去30年間。中國改革的清單很長很長,早已今非昔比。但如果有人只是一門心思地想在中國尋找西敏寺和國會(huì)山的影子,自然只能大失所望。

      I still remember the political debate in Chinese newspapers three decades ago and the reform steps that followed, including delegating power to lower levels and developing a sound system of the rule of law.Of the 233 laws now in effect in China, over 200 were made or amended in the last 3 decades.The reform list can be long and we have come a long way.But if people are merely looking for a shadow Westminster or Capitol Hill in China, they are naturally disappointed.中國擁有綿延數(shù)千年的豐富政治和文化遺產(chǎn),完全能夠通過不斷改革,在學(xué)習(xí)全球—當(dāng)然不僅僅是西方國家—的成功經(jīng)驗(yàn)的同時(shí),根據(jù)本國社會(huì)實(shí)際推動(dòng)自身政治建設(shè),我們很清楚,中國的發(fā)展仍不完美,我們時(shí)刻感受到進(jìn)一步深化全方位改革的緊迫性。

      China, with a rich political and cultural heritage over the millennia, should be trusted to advance its own political infrastructure based on its social realities, through consistent reforms, and at the same time, drawing from the successful experiences around the world, not the least from the west.We are very well aware that our development is by no means perfect.We do feel the pinch of urgency for furthering all around reform.今天的中國是個(gè)充滿活力的社會(huì)。我們有超過4億的網(wǎng)民,位居世界第一,其中有2億博主。每天都涌現(xiàn)400萬條帖子和評(píng)論,其中很多都對(duì)改革提出批評(píng)和建議。此外,中國還有900份報(bào)紙和2000種雜志,經(jīng)常關(guān)注政策問題。中國的改革不乏健康的辯論。我們完全有理由相信我們的國家將會(huì)繼續(xù)前進(jìn),發(fā)展得更好。

      China now is a very lively society.There are 400 million internet users, the largest in the world, including 200 million bloggers.At least 4 million new blog posts or comments appear every single day, many of them making criticisms and suggestions for reform, in addition to the 900 newspapers and 2,000 magazines which often focus on policy issues.China's reform is not short of healthy debates.There is every reason to believe that our country will continue to progress into an even better society.盡管如此,中國的改革仍然是漸進(jìn)的過程,而且必須在不斷凝聚共識(shí)和保持政治穩(wěn)定的基礎(chǔ)上進(jìn)行。

      Having said all that, China's reform is incremental and it has to take place on the basis of constant consensus building and political stability.我對(duì)文革造成的動(dòng)蕩有著切身經(jīng)歷,至今仍記得學(xué)校里幾十個(gè)戰(zhàn)斗隊(duì)爭權(quán)奪利造成的混亂。我小弟弟無學(xué)可上,是我教他認(rèn)字。那時(shí)的日子過得很艱難,無政府主義將國民經(jīng)濟(jì)推向了崩潰的邊緣。在吸取了痛苦的教訓(xùn)之后,我們堅(jiān)信只有通過保持穩(wěn)定和建設(shè)法治,我們的人民才有機(jī)會(huì)實(shí)現(xiàn)夢(mèng)想,我們的國家才能有尊嚴(yán)。

      I have personal experience of the fiasco of the Cultural Revolution and a clear memory of the chaos of a dozen student teams competing for power just in my school.I taught my young brother to read as there was no school for him to go to.Life was very difficult back then.The political anarchy brought the economy to the verge of bankruptcy.Having learned the lesson the hard way, we firmly believe that only by maintaining stability and developing the rule of law can our people have a chance to translate their dreams into reality and can our country stand in dignity.請(qǐng)?jiān)试S我用數(shù)字來打個(gè)比方。無論是一百、一百萬還是十億,統(tǒng)統(tǒng)都要“1”開頭。發(fā)展就是“1”后面的“0”。這個(gè)“1”就是社會(huì)穩(wěn)定,如果沒有了這個(gè)“1”,其余一切都會(huì)歸零。

      Let me use a metaphor with numbers.Be it a hundred, a million or a billion, stability is the “1” that leads them all.Development is like the zeros that follow.Without the “1”, the rest will all be reduced to zero.現(xiàn)在我談?wù)劯忧泻媳緦么髸?huì)主題的內(nèi)容。

      Now, let me move a bit closer to the subject of this conference.一個(gè)快速發(fā)展的中國對(duì)世界意味著什么?權(quán)力重心是否在從西方向東方轉(zhuǎn)移?中國是否會(huì)取代當(dāng)今的超級(jí)大國?

      Then, what does a fast growing China mean to the world? Is the power gravity moving from the west to the east? Is China going to replace the current superpower?

      老實(shí)說,如果你問一個(gè)普通的中國人有關(guān)超級(jí)大國的問題,對(duì)方會(huì)感到很奇怪。很多人都會(huì)覺得你在開玩笑。

      Honestly, if you ask an ordinary Chinese the superpower question, he'd likely to get very puzzled.Many would think you are joking.當(dāng)然,我們的世界毫無疑問處在變化之中,問題在于,是朝哪個(gè)方向變化?

      But there is no denial that the world is changing.The question is: in what direction?

      Now that we are in a world village, what should be the lubricants for progress?

      中國傳統(tǒng)價(jià)值觀中排在第一位的是“仁”,寫出來很簡單,就是兩個(gè)“人”。中國人認(rèn)為,處理好兩個(gè)人之間的關(guān)系,比如和領(lǐng)導(dǎo)、朋友或配偶的關(guān)系,是良好社會(huì)的基本組成部分。要處好關(guān)系,尊重和寬容是不可缺少的,在國際社會(huì)或許也是如此。

      In the Chinese value heritage, the top word is REN.It is a very simple Chinese character meaning two persons.It is believed in China that good relationship between two persons, with your boss, the minister, a friend or your spouse, forms the basic building block of a good society.In a good relationship, respect and tolerance are indispensable.It's probably true in the international community.世界不應(yīng)再被意識(shí)形態(tài)、種族或其它分歧所割裂,這已成為21世紀(jì)大家日益增長的共識(shí)。戰(zhàn)爭,無論是冷戰(zhàn)、熱戰(zhàn)還是溫戰(zhàn),都不再被人們所接受。

      In the 21 century the consensus is growing about the world not to be torn apart again by ideological, racial or any other differences.War is no longer accepted, be it cold, hot or warm.倘若我們可以成功地締造一個(gè)建立在相互尊重和寬容基礎(chǔ)上的伙伴關(guān)系,來應(yīng)對(duì)共同挑戰(zhàn),我們或許能夠?qū)?1世紀(jì)變成一個(gè)因合作和伙伴關(guān)系被銘記的世紀(jì),開創(chuàng)人類歷史的先河。

      11月17日上午,第三屆世界互聯(lián)網(wǎng)大會(huì)數(shù)字經(jīng)濟(jì)論壇在烏鎮(zhèn)舉行,論壇主題為“中外政企對(duì)話數(shù)字經(jīng)濟(jì):為經(jīng)濟(jì)發(fā)展注入新活力”。浙江省人民政府副省長馮飛在演講中指出,運(yùn)用先進(jìn)的人工智能技術(shù),浙江在全球首創(chuàng)“城市數(shù)據(jù)大腦”,讓城市腦洞大開,使城市有了思想。

      從兩化深度融合起步,到以互聯(lián)網(wǎng)為核心的信息經(jīng)濟(jì),再到云計(jì)算、大數(shù)據(jù)、人工智能,近年來,在數(shù)字化變革中,浙江經(jīng)濟(jì)不斷沖浪向前,人們共享著數(shù)字經(jīng)濟(jì)的更多紅利。

      “如今的浙江處處充滿著數(shù)據(jù)的氣息,鼠標(biāo)一點(diǎn),聯(lián)通的是整個(gè)世界,無處不在的二維碼,刷手機(jī)坐公交地鐵,宅在家里點(diǎn)餐、打車,隨時(shí)隨地可以享受數(shù)字浪潮帶來的便利。”馮飛指出,城市數(shù)據(jù)大腦運(yùn)用先進(jìn)的人工智能技術(shù),讓杭州這座具有2200多年歷史的城市能夠思考,物聯(lián)網(wǎng)小鎮(zhèn)久負(fù)盛名。

      在他看來,未來,數(shù)字經(jīng)濟(jì)將在三個(gè)方面引領(lǐng)新的變革:

      第一,數(shù)字化革命正在掀起工業(yè)4.0高潮。數(shù)字化革命掀起了“工業(yè)4.0”高潮,數(shù)字經(jīng)濟(jì)大爆發(fā)的背后邏輯是,經(jīng)濟(jì)正在一步一步地蛻變,因時(shí)而動(dòng),因勢(shì)而為,浙江較早參與這場(chǎng)變革,使經(jīng)濟(jì)從量變走向了質(zhì)變。比如,烏鎮(zhèn)的互聯(lián)網(wǎng)醫(yī)院通過微平臺(tái),連接了全國27個(gè)省的1900多家重點(diǎn)醫(yī)院,匯聚了22萬多名醫(yī)生資源,服務(wù)人次超過5億,普通百姓也享受到了優(yōu)質(zhì)地醫(yī)療資源。另外,“云上浙江,數(shù)據(jù)強(qiáng)省”建設(shè),讓浙江嘗到了數(shù)字經(jīng)濟(jì)的源頭活水,也有了彎道超車的可能。

      第二,變革是開啟數(shù)字經(jīng)濟(jì)的鑰匙。數(shù)字經(jīng)濟(jì)是思維方式的變革,將改變甚至顛覆人類的認(rèn)知模式。數(shù)字經(jīng)濟(jì)邁入快車道,未來超乎想象,這不僅是一場(chǎng)技術(shù)變革,是一場(chǎng)產(chǎn)業(yè)變革,更是一場(chǎng)治理變革,政府用大數(shù)據(jù)決策,也必須從少量的樣本數(shù)據(jù)走向海量的集成數(shù)據(jù),政府?dāng)?shù)據(jù)是社會(huì)關(guān)注的焦點(diǎn),浙江的態(tài)度是“開放+共享”,浙江已經(jīng)成立了數(shù)據(jù)管理中心,率先在全國推出政府?dāng)?shù)據(jù)統(tǒng)一開放平臺(tái),打通了全省3300多個(gè)政府部門的資源,正在推動(dòng)“互聯(lián)網(wǎng)+”政務(wù)服務(wù)。

      第三,站在追逐數(shù)字經(jīng)濟(jì)夢(mèng)想的舞臺(tái)上。浙江愿與海內(nèi)外朋友一道分享數(shù)字經(jīng)濟(jì)的巨大紅利。大數(shù)據(jù)時(shí)代機(jī)會(huì)稍縱即逝,抓住了就是機(jī)遇,抓不住就是挑戰(zhàn)。在此與大家共勉三個(gè)字:第一個(gè)字是“水”,數(shù)據(jù)如水,要流動(dòng)起來才有價(jià)值。第二個(gè)字是“橋”,人類正在創(chuàng)造智能一切、一切智能的環(huán)境,在這一過程中所有元素都是創(chuàng)造數(shù)據(jù)的,都有創(chuàng)造數(shù)據(jù)的能力,需要搭建更開放的架構(gòu),建立更完善的標(biāo)準(zhǔn),打破行業(yè)分割和地域分割,促使數(shù)據(jù)互聯(lián)互通。第三個(gè)字是“絲”,浙江自古就是海上絲綢之路的重要起點(diǎn),以絲為紐帶走向世界。互聯(lián)網(wǎng)大數(shù)據(jù)沒有邊界,也無國界,展望未來,數(shù)據(jù)跨境流動(dòng)越來越頻繁,數(shù)字鴻溝不斷縮小,數(shù)字經(jīng)濟(jì)成為人人共享的經(jīng)濟(jì)。
