大賽分為地方選拔賽、全國(guó)預(yù)選賽、全國(guó)總決賽三個(gè)階段，分幼兒、小學(xué)低年級(jí)（1-3年級(jí)）、小學(xué)高年級(jí)（4-6年級(jí)）、初中、高中、成人、教師七個(gè)組別進(jìn)行比賽。陜西賽區(qū)選拔賽又分為各地市分賽區(qū)選拔和全省總決賽兩個(gè)階段。各地市分賽區(qū)通過(guò)選拔賽、初賽、復(fù)賽、決賽四個(gè)層次進(jìn)行選拔，嚴(yán)格選拔英語(yǔ)水平優(yōu)秀的選手參加省級(jí)決賽。全省總決賽在西安進(jìn)行。全省總決賽將邀請(qǐng)全省英語(yǔ)界的權(quán)威專家和外籍專家擔(dān)任評(píng)判工作，評(píng)選出優(yōu)勝者參加全國(guó)預(yù)選賽。全國(guó)預(yù)選賽、總決賽集中在北京進(jìn)行，全國(guó)總決賽邀請(qǐng)全國(guó)英語(yǔ)界的權(quán)威專家和外籍專家擔(dān)任評(píng)委，中央電視臺(tái)對(duì)全國(guó)總決賽以及頒獎(jiǎng)典禮給予全程錄像播出。

此項(xiàng)賽事自2000年開(kāi)賽以來(lái)便受到社會(huì)各界的普遍關(guān)注和支持，歷屆大賽在各地均受到各地市委宣傳部、市政府新聞辦、當(dāng)?shù)仉娨暸_(tái)、教育電視臺(tái)、報(bào)紙教育專欄節(jié)目、教育出版社等在內(nèi)的社會(huì)各界的大力支持。同時(shí)也得到了中央電視臺(tái)節(jié)目宣傳策劃部門的全程支持。就大賽本身而言，給各參與合作的單位帶來(lái)了較好的社會(huì)和經(jīng)濟(jì)效益，尤其從事外語(yǔ)教育培訓(xùn)的機(jī)構(gòu)更是如此。2010陜西賽區(qū)共設(shè)立七個(gè)分賽區(qū)（西安、咸陽(yáng)、渭南、寶雞、漢中、安康、延安），同時(shí)在社會(huì)上掀起一片英語(yǔ)學(xué)習(xí)的熱潮，進(jìn)一步提升陜西人民的總體英語(yǔ)水平。

四、大賽活動(dòng)具體安排：

本次大賽分為幼兒組，小學(xué)低（1－3）年級(jí)組，小學(xué)高（4－6）年級(jí)組，初中組，高中組五個(gè)組別。

1、幼兒組宣傳報(bào)名階段：即日起至2011年12月10日止。

2012中央電視臺(tái)“希望之星”英語(yǔ)風(fēng)采大賽陜西賽區(qū)

2、幼兒組各賽段比賽：2012年1月初至2012年5月下旬。

3、本次大賽幼兒組分為初賽、復(fù)賽、全省總決賽三個(gè)階段。

初賽時(shí)間：擬定于2012年1月進(jìn)行； 初賽比賽環(huán)節(jié)：才藝展示、評(píng)委問(wèn)答。

初賽賽前培訓(xùn)：擬定于2011年12月；培訓(xùn)費(fèi)100元，自愿參加。

培訓(xùn)時(shí)長(zhǎng)90分鐘（60分鐘中教、30分鐘外教）復(fù)賽時(shí)間：擬定于2012年3月進(jìn)行；

復(fù)賽比賽環(huán)節(jié)：才藝展示（如：自我介紹和英文兒歌或者歌曲、詩(shī)歌、故事等等）

評(píng)委問(wèn)答

復(fù)賽賽前培訓(xùn)：擬定于2012年3月；培訓(xùn)費(fèi)100元，自愿參加。

培訓(xùn)時(shí)長(zhǎng)90分鐘（60分鐘中教、30分鐘外教）全省總決賽時(shí)間：擬定于2011年5月進(jìn)行；

全省總決賽比賽環(huán)節(jié)：才藝展示、評(píng)委問(wèn)答、多媒體題庫(kù)、聽(tīng)力題。各分賽區(qū)每組前20名選手代表到西安參加。

4、全國(guó)總決賽：擬定于2012年6月至7月進(jìn)行；幼兒組各省賽區(qū)每組

前10名選手參加。

5、節(jié)目播出：2012年7月至8月，播出全國(guó)決賽實(shí)況錄像。

六、獎(jiǎng)項(xiàng)設(shè)置：

1、全省總決賽每組設(shè)置特等獎(jiǎng)，一等獎(jiǎng)，二等獎(jiǎng)，三等獎(jiǎng)，優(yōu)勝獎(jiǎng)、希望獎(jiǎng)若干名；還評(píng)出最佳語(yǔ)音獎(jiǎng)、最具學(xué)識(shí)獎(jiǎng)、機(jī)智靈活獎(jiǎng)等單項(xiàng)獎(jiǎng)，授予獲獎(jiǎng)證書、獎(jiǎng)杯或獎(jiǎng)牌。

2、大賽將根據(jù)各組織單位組織情況，評(píng)出最佳組織獎(jiǎng)若干，授予獲獎(jiǎng)證書、獎(jiǎng)牌。

3、大賽組委會(huì)將為進(jìn)入到全省總決賽選手的指導(dǎo)老師頒發(fā)榮譽(yù)證書，以資鼓勵(lì)。
