奧燁移民提醒：留學(xué)生必須購買健康保險(xiǎn) 據(jù)報(bào)道稱，澳洲移民及邊境保護(hù)部（DIBP）提醒所有海外學(xué)生，必須在購買健康保險(xiǎn)后才可在澳洲留學(xué)。

該部門指出，在持有學(xué)生簽證的整個(gè)期間，保留健康保險(xiǎn)是相當(dāng)重要的事情，而不僅僅是在學(xué)習(xí)期間才保留健康保險(xiǎn)。從踏進(jìn)澳洲的第一天起，海外學(xué)生就必須購買健康保險(xiǎn)，并保證健康保險(xiǎn)直到離開澳洲，或轉(zhuǎn)移到另一個(gè)簽證類別前依然有效。

幾乎所有學(xué)生簽證持有者，都必須購買一項(xiàng)特定類型的健康保險(xiǎn)，即海外學(xué)生健康保險(xiǎn)（Overseas Student Health Cover）。當(dāng)然也有一些例外，如持有由CSN International或Kammarkkollegiet提供保單的瑞典學(xué)生、參與國家保險(xiǎn)計(jì)劃（National Insurance Scheme）的挪威學(xué)生以及比利時(shí)學(xué)生。

海外學(xué)生健康保險(xiǎn)覆蓋部分專業(yè)服務(wù)和醫(yī)療緊急狀況的費(fèi)用，但一些特定治療服務(wù)需要自行付費(fèi)。“在澳洲留學(xué)前，你必須了解清楚保單的承保范圍?！卑闹抟泼窦斑吘潮Ｗo(hù)部一名發(fā)言人表示，“若不確定或不明白保單內(nèi)容，你應(yīng)該聯(lián)絡(luò)你的健康保險(xiǎn)提供者?！?/p>

該發(fā)言人也指出，若海外學(xué)生的健康保險(xiǎn)由教育機(jī)構(gòu)或中介人代辦，必須問清楚保險(xiǎn)的生效時(shí)間和失效時(shí)間?！叭绻诎闹逈]有購買合適的保險(xiǎn)，你就有可能違反簽證條件，即便為你安排保險(xiǎn)的是你的教育機(jī)構(gòu)或中介人?！痹摪l(fā)言人解釋道。

“這種情況會導(dǎo)致被取消簽證。如果你發(fā)現(xiàn)自己的海外學(xué)生健康保險(xiǎn)無效，你必須立刻修正這個(gè)問題?！痹摪l(fā)言人說。

海外學(xué)生也必須在進(jìn)入澳洲之后的7天內(nèi)，把澳洲住址告訴教育機(jī)構(gòu)。若更改住址，國際留學(xué)生也應(yīng)在7天內(nèi)告知教育機(jī)構(gòu)。

關(guān)于印發(fā)《高等學(xué)校要求外國留學(xué)生購買保險(xiǎn)暫行規(guī)定》的通知

各省、自治區(qū)、直轄市教育廳（教委）：

為適應(yīng)來華留學(xué)事業(yè)快速發(fā)展的需要，優(yōu)化來華留學(xué)環(huán)境，我司制定了《高等學(xué)校要求外國留學(xué)生購買保險(xiǎn)暫行規(guī)定》（以下簡稱《保險(xiǎn)規(guī)定》）。現(xiàn)印發(fā)給你們，請即轉(zhuǎn)發(fā)屬地有關(guān)學(xué)校，嚴(yán)格遵照執(zhí)行。

要求留學(xué)生購買醫(yī)療保險(xiǎn)是國際普遍作法。由于留學(xué)生在其本國保險(xiǎn)公司購買的醫(yī)療保險(xiǎn)，賠付范圍各異且該保險(xiǎn)公司可能在其留學(xué)目的國未設(shè)代表處，可能造成理賠程序繁雜或根本無法理賠，因此要求留學(xué)生在其留學(xué)目的國購買醫(yī)療保險(xiǎn)是目前絕大多數(shù)發(fā)達(dá)國家對留學(xué)生的基本要求。

我部自1999年9月開始為中國政府獎(jiǎng)學(xué)金生購買學(xué)生團(tuán)體平安保險(xiǎn)、學(xué)生團(tuán)體附加意外傷害醫(yī)療保險(xiǎn)和學(xué)生團(tuán)體住院醫(yī)療保險(xiǎn)（合稱來華留學(xué)生綜合保險(xiǎn)），投保經(jīng)驗(yàn)表明，要求留學(xué)生在我國大陸購買保險(xiǎn)后辦理入學(xué)注冊手續(xù)是保障留學(xué)生利益的必要手段之一，是優(yōu)化來華留學(xué)工作環(huán)境的重要內(nèi)容。

各廳（教委）、各學(xué)校應(yīng)認(rèn)真學(xué)習(xí)和體會《保險(xiǎn)規(guī)定》的意義，要從校園穩(wěn)定、社會穩(wěn)定的大局出發(fā)，認(rèn)識留學(xué)生保險(xiǎn)是我國高等學(xué)校維護(hù)穩(wěn)定、處理突發(fā)事件應(yīng)急機(jī)制、保障留學(xué)生合法權(quán)益的重要組成部分，是我國政府和高等學(xué)校優(yōu)化留學(xué)環(huán)境的重要組成部分。

高等學(xué)校要求外國留學(xué)生購買保險(xiǎn)暫行規(guī)定

一、為適應(yīng)來華留學(xué)事業(yè)快速發(fā)展的需要，優(yōu)化來華留學(xué)環(huán)境，維護(hù)高等學(xué)校穩(wěn)定，完善高等學(xué)校處理突發(fā)事件應(yīng)急機(jī)制、保障外國留學(xué)生（以下簡稱“留學(xué)生”）合法權(quán)益，制定本規(guī)定。

二、自2008/2009學(xué)起，各高等學(xué)校必須要求來華學(xué)習(xí)時(shí)間超過六個(gè)月的留學(xué)生（含按原學(xué)習(xí)計(jì)劃繼續(xù)學(xué)習(xí)超過六個(gè)月的學(xué)生）在我國大陸購買團(tuán)體綜合保險(xiǎn)，作為其辦理新學(xué)期入學(xué)注冊手續(xù)的必備材料。

高等學(xué)校自行決定來華學(xué)習(xí)時(shí)間不足六個(gè)月的留學(xué)生是否必須購買團(tuán)體綜合保險(xiǎn)。

三、為保證同一個(gè)學(xué)校的留學(xué)生享受的保險(xiǎn)保障標(biāo)準(zhǔn)一致，高等學(xué)校必須選定一家中國保險(xiǎn)監(jiān)督管理委員會認(rèn)可的人身險(xiǎn)保險(xiǎn)公司，必須選定其包括如下基本內(nèi)容的一種團(tuán)體綜合保險(xiǎn)：

1、平安險(xiǎn)（身故或殘疾定額賠付），身故保額不得低于10萬元人民幣；

2、人身意外傷害醫(yī)療險(xiǎn)，保額不得低于1萬元人民幣；

3、住院醫(yī)療保險(xiǎn)，保額不得低于40萬元人民幣。

四、個(gè)人人身保險(xiǎn)的保險(xiǎn)單不能作為辦理入學(xué)注冊和在華居留許可的文件。

五、高等學(xué)校必須將留學(xué)生保險(xiǎn)列入留學(xué)生管理制度歸口管理，留學(xué)生管理部門和工作人員必須準(zhǔn)確記錄選定的保險(xiǎn)公司有關(guān)業(yè)務(wù)人員姓名、電話、傳真，以備留學(xué)生出險(xiǎn)時(shí)協(xié)助理賠。

六、中小學(xué)接受的外國學(xué)生保險(xiǎn)事宜可參照本通知精神辦理。[1]

被保險(xiǎn)人因意外傷害事故或疾病(含 SARS)死亡，按約定保險(xiǎn)金額給付保險(xiǎn)金，保險(xiǎn)責(zé)任終止。

1.1 Loss of Life Insurance

This company shall pay the stipulated amount of insurance compensation if the Insured dies of any accidental injury or disease(including SARS).、殘疾保險(xiǎn)責(zé)任：

被保險(xiǎn)人因遭受意外傷害事故，并自遭受意外傷害之日起一百八十日內(nèi)導(dǎo)致殘疾，本公司按照 《平安意外殘疾附加責(zé)任條款》所附 “ 殘疾程度與給付比例表 ” 的規(guī)定比例乘以約定保險(xiǎn)金額給付保險(xiǎn)金。

1.2 Disability Insurance

If the Insured suffers from any accidental injury which results in any disability within 180 days since the occurrence of the accidental injury, this company shall be liable for the agreed amount of insurance multiplying the proportion stipulated in the Proportion Table between the Degree of Disability and the Payment attached to Ping An's Additional Liability Clause for Accidental Disability.被保險(xiǎn)人不論一次或多次發(fā)生意外傷害保險(xiǎn)事故，本公司均按規(guī)定分別給付意外殘疾保險(xiǎn)金，但累計(jì)給付金額以不超過約定保險(xiǎn)金額為限。

This company shall respectively pay the insurance compensation for accidental disability in accordance with the stipulations no matter the Insured suffers from accidental injury for once or several times, however the accumulative payment hereto shall not exceed the stipulated amount of insurance.被保險(xiǎn)人自意外傷害事故發(fā)生并導(dǎo)致殘疾之日起一百八十日內(nèi)由于同一原因死亡，本公司只給付約定保險(xiǎn)金額與意外殘疾保險(xiǎn)金的差額；超過一百八十日死亡，不論是否同一原因所致，本公司按約定保險(xiǎn)金額給付保險(xiǎn)金，保險(xiǎn)責(zé)任終止。

If the Insured dies of the same reason within 180 days since the occurrence of accidental injury which results in any disability, this company shall be liable only for the difference between the stipulated amount of insurance and the insurance compensation for accidental disability;if the Insured dies after 180 days, this company shall pay the stipulated amount of insurance no matter the death is caused by the same reason.3、意外傷害醫(yī)療保險(xiǎn)責(zé)任：

1.3 Accidental Injury Medical Treatment Insurance

被保險(xiǎn)人因遭受意外傷害事故，并自事故發(fā)生之日起一百八十日內(nèi)進(jìn)行治療，本公司就其實(shí)際支出的合理醫(yī)療費(fèi)用按 100% 給付意外傷害醫(yī)療保險(xiǎn)金，累計(jì)給付金額以約定的保險(xiǎn)金額為限。

If the Insured receives any medical treatment within 180 days since the occurrence of the accidental injury, this company shall be liable for the actual and reasonable expenses for medical treatment, however the accumulative payment shall not exceed the stipulated amount of insurance.4、住院醫(yī)療保險(xiǎn)責(zé)任：

1.4 Hospitalization Medical Insurance

被保險(xiǎn)人因意外傷害事故或因疾病(含 SARS)，經(jīng)醫(yī)院診斷必須住院治療，本公司就其實(shí)際支出的護(hù)理費(fèi)（限額 100 元 / 天）、床位費(fèi)（限額 100 元 / 天）、手術(shù)費(fèi)、藥費(fèi)、治療費(fèi)、化驗(yàn)費(fèi)、放射費(fèi)、檢查費(fèi)等合理醫(yī)療費(fèi)用，按 100% 給付 “ 住院醫(yī)療保險(xiǎn)金 ”，累計(jì)給付金額以約定的保險(xiǎn)金額為限。

If the Insured must be hospitalized through diagnosis for any accidental injury or disease(including SARS), this company shall be liable for the actual and reasonable expenses for medical treatment including nursing fee(limited to RMB100 Yuan per day), bed fee(limited to RMB100 Yuan per day), expenses for operation, medicine, treatment, laboratory test, radiation andexamination, however the accumulative payment shall not exceed the stipulated.5、團(tuán)體高額醫(yī)療費(fèi)用保險(xiǎn)責(zé)任：

1.5 Group Major Medical Expenses Insurance

被保險(xiǎn)人因疾病(含 SARS)或意外傷害住院治療而導(dǎo)致的在保險(xiǎn)期間發(fā)生的合理且必要的醫(yī)療費(fèi)用以及在保險(xiǎn)期間內(nèi)發(fā)生并延續(xù)至保險(xiǎn)合同到期日后一個(gè)月內(nèi)的合理且必要的住院醫(yī)療費(fèi)用（包括床位費(fèi)（限額 100 元 / 天）、藥費(fèi)治療費(fèi)、護(hù)理費(fèi)、護(hù)工費(fèi)（限額 100 元 / 天）、檢查檢驗(yàn)費(fèi)、特殊檢查治療費(fèi)、救護(hù)車費(fèi)和手術(shù)費(fèi)），在累計(jì)超過起付線（人民幣 6 萬元）時(shí)，本公司對起付線以上至封頂線（人民幣 40 萬元）的部分按 100% 給付住院醫(yī)療保險(xiǎn)金。

As for the reasonable and necessary expenses for the medical treatment hereto occurred during the period of insurance as well as the expenses for hospitalization medical expenses(including the bed fee(limited to RMB100 Yuan per day), expenses for medicine, nursing fee(limited to RMB100 Yuan per day), treatment, laboratory test and examination, special examination and treatment, ambulance and operation)which is occurred during the period of insurance and extended into one month after the expiration of the insurance agreement, if the Insured is hospitalized for any disease(including SARS)or accidental injury，this company shall be liable for the amount of insurance compensation exceeding RMB60,000 Yuan but limited to RMB400,000 Yuan.注：以上所有醫(yī)療機(jī)構(gòu)僅限于中華人民共和國大陸境內(nèi)的公立醫(yī)院。醫(yī)療費(fèi)用范圍只限于符合當(dāng)?shù)厣鐣踞t(yī)療保險(xiǎn)規(guī)定報(bào)銷范圍的項(xiàng)目和費(fèi)用，但承擔(dān)乙類藥品的自負(fù)費(fèi)用。

Liability Exemption for Loss of Life and Disability

因下列情形之一，造成被保險(xiǎn)人身故、殘疾的，本公司不負(fù)給付保險(xiǎn)金責(zé)任：

This company shall be exempted from the insurance liabilities for the loss of life and disability of the Insured for any of the following circumstances:

一、投保人或受益人的故意行為；

二、被保險(xiǎn)人犯罪、吸毒、毆斗、酒醉、自殘或自殺；

三、被保險(xiǎn)人酒后駕駛或無照駕駛；

四、被保險(xiǎn)人懷孕、流產(chǎn)或分娩；

五、被保險(xiǎn)人患有艾滋病或其它性病。

六、戰(zhàn)爭、軍事行動(dòng)、內(nèi)亂或武裝叛亂；

七、核爆炸、核輻射或核污染；

八、專業(yè)人員參與的高風(fēng)險(xiǎn)運(yùn)動(dòng)及高危競技類活動(dòng)。

發(fā)生上述情形，被保險(xiǎn)人身故的，本公司對該被保險(xiǎn)人保險(xiǎn)責(zé)任終止，并在扣除手續(xù)費(fèi)后退還該被保險(xiǎn)人的未滿期保險(xiǎn)費(fèi)。

1.any intentional act of the applicant for insurance or the beneficiary;

2.criminal act, addiction to narcotic, fighting, drunkenness, self-injury or suicide of the insured;

3.driving while intoxicated or driving without license of the insured;

4.pregnancy, miscarriage or childbirth of the insured;

5.AIDS or other VD of the insured;

6.War, military action, civil rebellion or armed revolt;

7.Nuclear explosion, radiation or pollution;

8.High-risk sports and athletic activities by the professionals;

If any of the foregoing circumstances happens resulting in the death of the Insured, this company shall end the insurance liabilities and return the immature insurance premium after the deduction of the commission.醫(yī)療責(zé)任（意外傷害醫(yī)療、住院醫(yī)療、高額醫(yī)療費(fèi)用）免除

Liability Exemption for Medical Treatment(accidental injury medical treatment, hospitalization medical treatment and major medical expenses)因下列情形之一造成被保險(xiǎn)人支出的醫(yī)療費(fèi)用，本公司不負(fù)給付保險(xiǎn)金責(zé)任：

This company shall be exempted from the insurance liabilities for any of the following circumstances:

一、投保人、受益人對被保險(xiǎn)人故意殺害、傷害；

二、被保險(xiǎn)人故意犯罪或拒捕、自殺或故意自傷；

三、被保險(xiǎn)人毆斗、醉酒，服用、吸食或注射毒品；

四、被保險(xiǎn)人酒后駕駛、無照駕駛及駕駛無有效行駛證的機(jī)動(dòng)交通工具；

五、被保險(xiǎn)人因整容手術(shù)或其他內(nèi)、外科手術(shù)導(dǎo)致醫(yī)療事故；

六、被保險(xiǎn)人因矯形、整容或康復(fù)性治療等所支出的費(fèi)用；

七、被保險(xiǎn)人支出的掛號費(fèi)、膳食費(fèi)、陪住費(fèi)、取暖費(fèi)、交通費(fèi)等；

八、當(dāng)?shù)厣鐣踞t(yī)療保險(xiǎn)或公費(fèi)醫(yī)療管理部門規(guī)定的自費(fèi)項(xiàng)目和藥品；

九、被保險(xiǎn)人未遵醫(yī)囑，私自服用、涂用、注射藥物；

十、戰(zhàn)爭、軍事行動(dòng)、**或武裝叛亂；

十一、核爆炸、核輻射或核污染。

1.intentional killing or injure the insured by the applicant or the beneficiary;

2.criminal act or arrest resistance , suicide or intentional self-injury of the insured;

3.fighting, drunkenness, drug taking, addiction or injection of the insured;

4.driving while intoxicated or without license or driving motor-driven vehicle without valid driving certificate of the insured;

5.medical accident occurred during the cosmetic operation or other physician or surgery operations of the insured;

6.the expenses for orthopaedic, cosmetic operation or rehabilitating treatment of the insured;

7.registration fee, expenses for board, accompanying accommodation, heating and traffic of the insured;

8.items and drugs at private expense stipulated by the local departments in charge of the social basic medical insurance or medical treatment on public expense;

9.taking, coating or injecting drugs not in conformity with doctor's advice;

10.war, military act, rebellion or armed revolt;

11.nuclear explosion, radiation or pollution;

12.previous disease, mental disease, AIDS, VD, congenital or hereditary disease and the complications before the first application for insurance;

13.medical treatment expenses occurred out of the board of the People's Republic of China;

注：未盡事宜以 《學(xué)生平安一年定期保險(xiǎn)條款》、《平安意外殘疾附加責(zé)任條款》、《平安附加學(xué)生意外傷害醫(yī)療保險(xiǎn)條款》、《平安附加學(xué)生幼兒住院醫(yī)療條款》《 團(tuán)體高額醫(yī)療費(fèi)用保險(xiǎn)（B）款 》的規(guī)定為準(zhǔn)。

Note: other matters that are not stipulated in this plan shall be governed by the Ping An's One-Year Fixed Insurance Clause for the Student, Ping An's Additional Liability Clause for Accidental Disablity, Ping An's Insurance Cluase for Additional Student's Accidental Injury Medical Treatment, Ping An's Clause for the Additional Hopistalization Medical Treatment of the Student and the Children and the Clause(B)for Group Major Medical Expenses Insurance.

需要學(xué)生到所在地的市役所的相關(guān)窗口進(jìn)行申請。申請時(shí)需要提供在留卡、印章等身份證明。

辦理好加入國民健康保險(xiǎn)手續(xù)后，市役所會郵寄一本納付書給學(xué)生，只需要每個(gè)月拿當(dāng)月繳費(fèi)單到銀行進(jìn)行繳納即可，如果覺得前往銀行手續(xù)繁瑣，也可以利用銀行賬戶自動(dòng)轉(zhuǎn)賬繳納。
