The new regulation outlines departmental duties, an anti-smuggling assessment and accountability system, whistle-blower rewards and protection, as well as grassroots participation.新法規(guī)劃定了各部門的職責，明確了反走私工作的考核和問責制度，制定了對于舉報者的獎勵和保護措施以及群眾的參與機制。

在上面的報道中，accountability system 即“問責制”。這里的問責制指的是administrative accountability system（行政問責制），即一級政府對現(xiàn)任該級政府負責人、該級政府所屬各工作部門和下級政府主要負責人在所管轄的部門和工作范圍內(nèi)由于故意或者過失以致影響行政秩序和行政效率，貽誤行政工作，給行政機關(guān)造成不良影響和后果的行為，進行內(nèi)部監(jiān)督和責任追究的制度。工廠里面普遍實行的“產(chǎn)品質(zhì)量和安全責任制”就是accountability system for product quality and safety.Accountability是accountable的名詞形式，accountable一詞有“負有責任的，應負責任的”的意思。例如：They should be held accountable for their acts.（他們應該對自己的行動負責。）

在政府機關(guān)中確立問責制可以避免造成overlapping responsibilities and powers not being matched by responsibilities（職責交叉、權(quán)責脫節(jié)），也便于進行institutional supervision on the exercise of power（行政權(quán)力監(jiān)督）.
