      1.Course Overview Arrow highlighted the prevalence of uncertainty in health care markets: physicians are

      uncertain about how to treat patients, especially when medical technology is changing so rapidly;patients are uncertain about the effectiveness of medical treatment;and consumers and health plans are uncertain about the appropriateness and quality of providers’ services.Economic models explain some but by no means all consumer and producer behaviors in the medical services sector, and as for making health care policies, the economic concept of efficiency is a helpful criterion but not the only criterion for judging the desirability of alternative arrangement(e.g., distributions and redistributions).Given the uneasy balance of efficiency and equality/equity, there is by no means a best health care system suitable for every society, which is especially true for a developing economy Like China.In this class we will discuss why standard economic models of behavior and efficiency sometimes work and matter and sometimes do not in this industry.We are going to discuss the available information related but not limited to the following questions: do people behave in ways that are or could be made to be efficient(and equitable)? how much inefficiency is there in this industry and what are the causes? how is health care usually financed in a society? and how might a country better manage its resources dedicated to improving the health of its population?

      The main context of this course is:(1)to consider the economic analysis of the medical care sector, namely how medical care is provided and financed;(2)to explore the implication of market failures in health care market such as moral hazard, adverse selection, and externality;and(3)to help you get informed with the making of health policies and how different health system evolved and developed, and also to discuss various reform ideas.Comments and questions in class are strongly encouraged.Things that seem confusing or controversial are usually that way for many students;everyone will benefit if you ask questions.And because the class will deal with policy, there is a lot of room for honest feedback and constructive disagreement.No one knows the complete answer, or even the right answer, to many of the questions that will be raised in the classes.We do not set out to find the perfect answers, in different context, a solution may have quite ambiguous delivery and effect.However, if you do not think you can tolerate the fact that most of the discussion will be from the point of view of economists and will seem to be somewhat detached(that is, not from the point of view of a beneficiary or a kind-hearted philanthropist), then you probably shouldn’t be taking this class.2.Course Requirements Requirements ? Students are suggested and expected to read all assigned readings or notes before each class;??Any submitted work should be typed, using 12-pitch font size and Times New Roman or Arial type(no fancy fonts, please), double-spaced, and with no more than one-inch margins;submitted work can be hard copies(dropped in my mailbox before deadlime)or electronic versions, attention to English grammar and clarity of writing

      :什么是推免生?

      A:推薦免試生是碩士研究生招生的重要組成部分。“推薦”是指普通高校按規(guī)定對(duì)本校優(yōu)秀應(yīng)屆本科畢業(yè)生遴選后,確認(rèn)其免初試資格并向招生單位推薦;“免試”是指不經(jīng)過(guò)全國(guó)統(tǒng)考初試,直接進(jìn)入復(fù)試。

      Q:推免生如何申請(qǐng)?

      四、北大經(jīng)濟(jì)學(xué)院保研夏令營(yíng)(啟道北大保研輔導(dǎo)班)

      為促進(jìn)我國(guó)高校優(yōu)秀大學(xué)生之間的思想交流,加強(qiáng)青年學(xué)生對(duì)經(jīng)濟(jì)學(xué)科研究和經(jīng)濟(jì)學(xué)院的了解,北京大學(xué)經(jīng)濟(jì)學(xué)院將舉辦“2017年全國(guó)優(yōu)秀大學(xué)生夏令營(yíng)”活動(dòng)。此次夏令營(yíng)活動(dòng)將于2017年6月24-28日在北京大學(xué)經(jīng)濟(jì)學(xué)院舉行,活動(dòng)包括項(xiàng)目介紹、名師講座、專題研討會(huì)、聯(lián)誼交流、優(yōu)秀營(yíng)員評(píng)選等活動(dòng)。

      一、活動(dòng)簡(jiǎn)介

      北京大學(xué)經(jīng)濟(jì)學(xué)院現(xiàn)有金融碩士、保險(xiǎn)碩士、稅務(wù)碩士和國(guó)際商務(wù)碩士等四個(gè)專業(yè)碩士點(diǎn);有政治經(jīng)濟(jì)學(xué),經(jīng)濟(jì)思想史,經(jīng)濟(jì)史,西方經(jīng)濟(jì)學(xué),世界經(jīng)濟(jì),人口、資源與環(huán)境經(jīng)濟(jì)學(xué),財(cái)政學(xué)(含稅收學(xué)),金融學(xué),風(fēng)險(xiǎn)管理與保險(xiǎn)學(xué)等九個(gè)博士點(diǎn)。其中,專業(yè)碩士項(xiàng)目實(shí)行校內(nèi)校外雙導(dǎo)師制,致力于培養(yǎng)兼具扎實(shí)理論基礎(chǔ)與實(shí)踐能力的復(fù)合型人才;博士生項(xiàng)目致力于培養(yǎng)有專長(zhǎng)、厚基礎(chǔ)、素質(zhì)高的研究型人才。“2017年全國(guó)優(yōu)秀大學(xué)生夏令營(yíng)”活動(dòng)涵蓋經(jīng)濟(jì)學(xué)院上述所有專業(yè)點(diǎn)的專業(yè)碩士項(xiàng)目和直博生項(xiàng)目的體驗(yàn)活動(dòng)。夏令營(yíng)將邀請(qǐng)各專業(yè)教授參與活動(dòng),向營(yíng)員介紹各學(xué)科的培養(yǎng)目標(biāo)、培養(yǎng)方案、師資隊(duì)伍、培養(yǎng)教育方式和學(xué)業(yè)支持體系。

      本次活動(dòng)共擬招收營(yíng)員200人左右。申請(qǐng)工作自即日開始。本次申請(qǐng)和參營(yíng)全程均不收費(fèi)。同時(shí),北京大學(xué)經(jīng)濟(jì)學(xué)院將為營(yíng)員提供伙食費(fèi)用補(bǔ)貼和京外營(yíng)員的住宿。

      二、申請(qǐng)資格

      1.大學(xué)在校經(jīng)濟(jì)學(xué)及相關(guān)專業(yè)三年級(jí)本科生(2018屆畢業(yè)生),非經(jīng)濟(jì)學(xué)專業(yè)學(xué)生應(yīng)具備良好的數(shù)理和經(jīng)濟(jì)學(xué)基礎(chǔ)或者修過(guò)經(jīng)濟(jì)學(xué)相關(guān)課程。

      2.對(duì)經(jīng)濟(jì)學(xué)有濃厚興趣,有志于經(jīng)濟(jì)學(xué)學(xué)術(shù)研究或應(yīng)用工作,并有較強(qiáng)的潛在研究能力或應(yīng)用能力。

      3.學(xué)習(xí)成績(jī)優(yōu)異。

      4.英語(yǔ)水平良好。

      5.健康狀況符合規(guī)定的體檢標(biāo)準(zhǔn)。

      三、申請(qǐng)材料

      1.“北京大學(xué)經(jīng)濟(jì)學(xué)院2017優(yōu)秀大學(xué)生夏令營(yíng)”申請(qǐng)表(在報(bào)名系統(tǒng)中填寫后生成、打印并粘貼照片)1份;

      2.個(gè)人陳述(附件下載)1份;

      3.專家推薦信(附件下載)2封,即需要2位副教授及以上職稱專家分別推薦,密封并在封口騎縫處簽字;

      4.本科階段成績(jī)單(由教務(wù)部門蓋章)1份;

      5.本科前兩年半總評(píng)成績(jī)排名證明(附件下載、由教務(wù)部門蓋章); 6.獲獎(jiǎng)證書復(fù)印件各1份;

      7.國(guó)家英語(yǔ)四、六級(jí)考試成績(jī)或TOEFL成績(jī)、GRE/GMAT成績(jī)等體現(xiàn)自身英語(yǔ)水平的證明材料復(fù)印件1份;

      8.體現(xiàn)自身學(xué)術(shù)水平的代表性學(xué)術(shù)論文、出版物或原創(chuàng)性工作成果等材料的復(fù)印件1份。

      其中,本院申請(qǐng)者必須提交第1-2項(xiàng),非本院申請(qǐng)者必須提交第1-5項(xiàng),申請(qǐng)博士生項(xiàng)目體驗(yàn)的所有同學(xué)還必須提交第8項(xiàng)。其余為可選材料。請(qǐng)務(wù)必根據(jù)材料清單各項(xiàng)要求準(zhǔn)備好申請(qǐng)材料,申請(qǐng)材料的完備情況會(huì)一定程度影響到申請(qǐng)結(jié)果。無(wú)論申請(qǐng)是否通過(guò),申請(qǐng)材料均不予退還。申請(qǐng)者應(yīng)仔細(xì)核對(duì)本人是否符合申請(qǐng)條件;如發(fā)現(xiàn)申請(qǐng)人提交虛假材料、作弊及其它違紀(jì)行為,責(zé)任自負(fù)。

      四、申請(qǐng)流程

      1.第一步為網(wǎng)上申報(bào)。請(qǐng)?jiān)凇氨本┐髮W(xué)經(jīng)濟(jì)學(xué)院研究生夏令營(yíng)報(bào)名服務(wù)系統(tǒng)”(地址:http://222.29.71.252/servecon/)進(jìn)行網(wǎng)上報(bào)名并提交。系統(tǒng)開通時(shí)間為即日起至2017年5月26日中午12:00(請(qǐng)參考本通知第七條的在線申請(qǐng)步驟說(shuō)明)。

      2.網(wǎng)上申報(bào)成功后需提交紙質(zhì)材料。請(qǐng)將本通知第三條所述的申請(qǐng)材料按順序一并裝入A4大信封,信封正面注明申報(bào)專業(yè)(方向)、姓名、所在學(xué)校及院系,注明“北京大學(xué)經(jīng)濟(jì)學(xué)院夏令營(yíng)申請(qǐng)”,并請(qǐng)務(wù)必注明系統(tǒng)生成申請(qǐng)表頂端的報(bào)名ID號(hào)。所有材料郵寄至北京大學(xué)經(jīng)濟(jì)學(xué)院招生辦公室(具體地址見(jiàn)本通知第六條“材料郵寄地址與咨詢”)。請(qǐng)以快遞方式郵寄,建議采用EMS或順豐快遞,不接收到付的快遞和包裹。申請(qǐng)受理以收到紙質(zhì)

      3.注意事項(xiàng):

      (1)每份材料如超過(guò)兩頁(yè)紙,請(qǐng)自行用釘書針或膠水合在一起;各份材料請(qǐng)按照前述順序依次放置。

      (2)郵寄材料截止日期為5月26日(以投遞時(shí)間為準(zhǔn)),過(guò)期不再接受申請(qǐng)。(3)只在網(wǎng)上報(bào)名,不提供紙質(zhì)材料的,視為自動(dòng)放棄。

      (4)申請(qǐng)者不能同時(shí)申請(qǐng)碩士項(xiàng)目和博士項(xiàng)目,否則材料不予受理。

      五、材料審核及夏令營(yíng)資格審定

      1.材料接收:因報(bào)名材料較多,不提供電話確認(rèn)。所有紙質(zhì)材料只適用于當(dāng)次申請(qǐng),一經(jīng)接收,不予退還。如有需要還請(qǐng)?zhí)崆皞浞荨?/p>

      2. 材料審核及夏令營(yíng)入營(yíng)資格審定:夏令營(yíng)材料審核和夏令營(yíng)入營(yíng)資格審定工作由專門工作委員會(huì)負(fù)責(zé)。夏令營(yíng)入營(yíng)名單將在經(jīng)濟(jì)學(xué)院網(wǎng)站上公布并以短信方式直接通知本人,請(qǐng)保持手機(jī)和郵件暢通。未入選者,不另行通知。

      六、材料郵寄地址與咨詢

      材料郵寄地址:北京市海淀區(qū)頤和園路5號(hào)北京大學(xué)經(jīng)濟(jì)學(xué)院綜合樓112室招生辦公室收,郵編:100871。

      七、在線申請(qǐng)步驟說(shuō)明

      1.需登錄北京大學(xué)經(jīng)濟(jì)學(xué)院服務(wù)網(wǎng)在線申請(qǐng)系統(tǒng)申請(qǐng)。地址:http://222.29.71.252/servecon/ 2.注冊(cè)賬號(hào)并登錄網(wǎng)站:

      (1)點(diǎn)擊左上方導(dǎo)航欄“登錄”菜單,點(diǎn)擊“創(chuàng)建新賬號(hào)”標(biāo)簽,輸入用戶名和電子郵箱。點(diǎn)擊“創(chuàng)建新賬號(hào)”按鈕。

      (2)登錄您填寫的電子郵箱,點(diǎn)擊系統(tǒng)發(fā)送的郵件正文中的“一次性鏈接”,設(shè)置密碼。

      (3)點(diǎn)擊“登錄”菜單,使用新建的用戶名和密碼登錄網(wǎng)站。3.填寫并提交申請(qǐng):

      (1)點(diǎn)擊左上方導(dǎo)航欄“表單”鏈接,打開“‘北京大學(xué)經(jīng)濟(jì)學(xué)院2017年優(yōu)秀大學(xué)生夏令營(yíng)’報(bào)名系統(tǒng)”。

      (2)按照申請(qǐng)表要求填寫信息,提交申請(qǐng)表。

      4.郵寄申請(qǐng)材料

      (1)再次打開申請(qǐng)表,會(huì)提示您已提交此申請(qǐng)表,點(diǎn)擊“查看你的前一張表格”,可以查看、修改信息。

      (2)確認(rèn)信息無(wú)誤后,點(diǎn)擊“下載PDF”打開PDF表格,打印表格并簽字,連同其他申請(qǐng)材料一起郵寄到經(jīng)濟(jì)學(xué)院招生辦公室。
