第二篇：物流專業(yè)術(shù)語

1、公路零擔(dān)運輸：公路零擔(dān)貨物運輸，指的是托運人一次托運的貨物不足3噸（不含3噸）的零擔(dān)貨物。按件托運的零擔(dān)貨物，單價體積一般不小于0.01立方米（單件重量超過10千克的除外），不大于1.5立方米;單件重量不超過200千克;貨物長度、寬度、高度分別不超過3.5米、1.5米和1.3米。

公路零擔(dān)貨物運輸?shù)闹饕攸c是一票托運量小,托運批次多,托運時間和到站分散,一輛貨車所裝貨物往往由多個托運人的貨物匯集而成并由幾個收貨人接貨。公路零擔(dān)貨物運輸?shù)慕M織形式主要有兩種，一種是零擔(dān)貨運班車，它又有兩種基本形式:普通零擔(dān)貨運班車和快件零擔(dān)貨運班車，對于大多零擔(dān)物流企業(yè)而言，兩種形式均兼而有之;另一種是不定期的零擔(dān)貨運班車。

公路零擔(dān)物流的流程基本上是:營業(yè)網(wǎng)點收貨——中心庫區(qū)集中、分揀——專線方向配貨裝車——專線運輸——到達(dá)各中轉(zhuǎn)站（網(wǎng)絡(luò)點）——進(jìn)一步分揀——保管貨物或二次運輸——客戶取貨或上門送貨。（如：廈門秋輝運輸有限公司的作業(yè)流程）

所謂附加費，就是基本運費以外的，由于在特殊情況下或者臨時發(fā)生某些事件的情況下而加收的費用?，F(xiàn)在船公司常收的附加費有: 1.ORC(original receiving charge)“原產(chǎn)地接貨費 ”。這是最早并專在廣東地區(qū)征收的附加費用，與目前中國各港口所收的THC內(nèi)容一樣。而所謂THC（terminal handling charge）就是“碼頭操作費”，也叫“碼頭處理費”。這是國際班輪公會和航線組織聯(lián)合從2002年1月起向中國貨主征收的附加費用。對此費用，貨主與船公司之間存在 較大的爭議。貨主認(rèn)為按班輪條款，碼頭操作費應(yīng)該已包含在運費里了，因此加收THC屬于不合理收費，但船公司卻稱收取此項費用是降低成本的機(jī)制，用作抵消 向碼頭經(jīng)營商支付的裝卸作業(yè)費用。這一爭議至今未見解決，因而費用仍在照常收取。

2.BAF(bunker adjustment factor)或 BS(bunker surcharge)，也被稱為FAF(fuel adjustment factor)“燃油附加費”。這是由于燃油價格上漲，使船舶的燃油費用支出超過原核定的運輸成本中的燃油費用，船公司在不調(diào)整原定運價的前提下，為補(bǔ)償燃油費用的增加而加收的附加費。在已經(jīng)征收燃油附加 費的情況下，如果燃油價格又突然上漲，船公司可能不調(diào)整原燃油附加費而在正常收取燃油附加費以外還增收應(yīng)急燃油附加費 EBS(emergency adjustment surcharge)。隨著今年以來燃油價格的不斷上漲，燃油附加費也在不斷增加。

3.CAF（currency adjustment factor）貨幣貶值附加 費。這是由于國際金融市場的匯率發(fā)生變動，計收運費的貨幣貶值，為了彌補(bǔ)船公司在貨幣

兌換過程中的匯兌損失而加收的附加費。一般以基本運費的百分比計收。隨著匯率的變動，這項附加費的標(biāo)準(zhǔn)也在不斷變化。

PSS(peak season surcharge)“旺季附加費”。這是在每年運輸旺季時，船公司根據(jù)運輸供求關(guān)系狀況而加收的附加費，也稱高峰附加費。這是目前在集裝箱班輪運輸中出現(xiàn)得較多的附加費用。

4.AMS “自動艙單系統(tǒng)”的英文縮寫?，F(xiàn)被稱

為自動艙單系統(tǒng)的錄入費。9.11事 件以后，因反恐需要，美國海關(guān)要求2003年2月1日開始啟程運往美國港口的集裝箱貨物，其承運人必須在國外港口裝貨前至少24小時以電子方式通過美國設(shè) 置的“自動艙單系統(tǒng)”，向美國海關(guān)提交準(zhǔn)確完整的貨物申報單?，F(xiàn)在所收的AMS，即自動艙單系統(tǒng)錄入費。

5.ISPS 《國際船舶及港口設(shè)施保安規(guī)則》的英文縮寫。某些港口為轉(zhuǎn)嫁引進(jìn)和執(zhí)行此規(guī)則所增加的成本，而向貨主收取的安全附加費。

6.DOC“文件費”。船公司對每一票貨物都要收取的制作文件和文件流動的費用。

7.此外還有:

港口附加費（port additional）、港口擁擠附加費（port congestion surcharge）、轉(zhuǎn)船附加費（transshipment additional）、直航附加費（direct additional）、選港附加費（optional surcharge）、繞航附加費（deviation surcharge）、變更卸貨港附加費（alteration of discharging port additional）、超額責(zé)任附加費（additional for excess of libility）、整體費率上調(diào)（general rate increase GRI）、目的 地交貨費DDC(destination delivery charge)破冰費、（ICE surcharge）等等，這些附加費會在不同的時間、不同的場合、不同的航線上發(fā)生。

由于附加費種類繁多，因此我們在詢價時千萬要問清除了基本運價外還有那些附加費用。當(dāng) 貨代公司的業(yè)務(wù)員將海運價報給你的時候，別以為只付個基本運價就行了，沒有這樣便宜的事。有時附加費要占整體運費的30％以上。貨代業(yè)務(wù)員在報價時也務(wù)必 將每條不同航線所要征收的附加費解釋清楚，以免收費時引起爭議。

二，附加費(SURCHARGES)及提單中各類附加費縮寫、名稱對照簡析

為了保持在一定時期內(nèi)基本費率的穩(wěn)定，又能正確反映出各港的各種貨物的航運成本，班輪公司在基本費

率之外，為了彌補(bǔ)損失又規(guī)定了各種額外加收的費用。主要有：

(1)燃油附加費(BUNKER SURCHARGE OR BUNKER ADJUSTMENT FACTOR--B.A.F.).在燃油價格突然上漲時加收

(2)貨幣貶值附加費(DEVALUATION SURCHARGE OR CURRENCY ADJUSTMENT FACTOR--C.A.F.).在貨幣貶值時,船方為實際收入不致減少,按基本運價的一定百分比加收的附加費.(3)轉(zhuǎn)船附加費(TRANSHIPMENT SURCHARGE).凡運往非基本港的貨物,需轉(zhuǎn)船運往目的港,船方收取的附加費,其中包括轉(zhuǎn)船費和二程運費.(4)直航附加費(DIRECT ADDITIONAL).當(dāng)運往非基本港的貨物達(dá)到一定的貨量,船公司可安排直航該港而不轉(zhuǎn)船時所加收的附加費.(5)超重附加費(HEAVY LIFT ADDITIONAL)超長附加費(LONG LENGTH ADDITIONAL)和超大附加費(SURCHARGE OF BULKY CARGO)。當(dāng)一件貨物的毛重或長度或體積超過或達(dá)到運價本規(guī)定的數(shù)值時加收的附加費。

(6)港口附加費(PORT ADDITIONAL OR PORT SUECHARGE)。有些港口由于設(shè)備條件差或裝卸效率低，以及其他原因，船公司加收的附加費。

(7)港口擁擠附加費(PORT CONGESTION SURCHARGE)。有些港口由于擁擠，船舶停泊時間增加而加收的附加費。

(8)選港附加費(OPTIONAL SURCHARGE)。貨方托運時尚不能確定具體卸港，要求在預(yù)先提出的兩個或兩個以上港口中選擇一港卸貨，船方加收的附加費。
