Welcome to this reception to celebrate the 63rd anniversary of the founding of the People's Republic of China.過去一年，國家在各個領(lǐng)域取得可喜的進步和發(fā)展。我們在衷心祝賀的同時，也要認(rèn)識到香港和內(nèi)地共同發(fā)展的必然性和必要性，及時把握國家發(fā)展為香港帶來的每一個機遇。

In the past year China has made encouraging advancement and progress on all fronts.For that we offer our heartiest congratulations to the Motherland.At the same time, we must realise it is inevitable and essential for Hong Kong to develop alongside the Mainland.We must embrace every opportunity that the development of our country brings to Hong Kong.香港和內(nèi)地的經(jīng)濟和民生關(guān)系一直密不可分。改革開放前后一直如此。過去三十年，香港和內(nèi)地的互動關(guān)系更為明顯，這既是由于內(nèi)地的改革開放、也是全球經(jīng)濟一體化和區(qū)域經(jīng)濟一體化大趨勢的一部分。香港和海內(nèi)外周邊地區(qū)的互動發(fā)展，是一個現(xiàn)實。

Economic and social ties between Hong Kong and the Mainland have been very close even before the opening up of China and its reform.These ties have grown closer and stronger in the past 30 years as our country continues to open up and as a result of globalisation and regionalisation.It is a fact that Hong Kong has mutual development with neighbouring areas both within and outside of the country.今年頭八個月，平均每天通過陸路口岸進出深圳的香港居民達到三十七萬人次，大部分到珠三角一帶工作、探親和經(jīng)商，也有部分在內(nèi)地定居；有不少香港居民在深圳居住，每天往返香港工作，這些都是香港居民在內(nèi)地的慣常活動。香港居民每天進出陸路口岸的人次，是大陸居民進出這些口岸的人次的2.5倍。

In the first eight months of 2012, the average daily number of Hong Kong residents passing through the land boundary control points to and from Shenzhen reached 370,000.Most of them work, visit relatives, or do business in the Pearl River Delta region, and some have moved to and settled in the Mainland.There are many Hong Kong residents who live in Shenzhen and travel back to Kong Hong to work every day.These are all Hong Kong residents' usual activities in the Mainland.The daily number of cross-boundary land trips made by Hong Kong residents is 2.5 times of those made by Mainland residents.深圳和珠三角其他城市是香港的重要經(jīng)濟伙伴，也是香港的腹地。連同珠三角在內(nèi)，據(jù)香港在內(nèi)地的商會估計，香港人在內(nèi)地長期工作的人數(shù)以十萬計。

Shenzhen and other cities in the Pearl River Delta region are our hinterland and major economic partners.Hong Kong business associations in the Mainland estimate there are hundreds of

thousands of Hong Kong people working in the Mainland on a long term basis.隨ＣＥＰＡ的范圍進一步擴大，各個條文的進一步落實，再隨廣東在二零一四年在服務(wù)貿(mào)易方面對香港的基本自由化，香港人，包括青年大學(xué)畢業(yè)生、專業(yè)和技術(shù)人才在廣東一帶將有更多更好的事業(yè)發(fā)展機會，香港體外經(jīng)濟的發(fā)展速度將會更快，也將會更好的面對全球經(jīng)濟一體化和歐洲經(jīng)濟下行所帶來的挑戰(zhàn)。

With further expansion of the Mainland and Hong Kong Closer Economic Partnership Arrangement(CEPA), progressive implementation of CEPA provisions, as well as the liberalisation of trade in services between Guangdong and Hong Kong in 2014, Hong Kong people, including our young university graduates, professionals and technicians, will enjoy better career opportunities in Guangdong.This will expedite the growth of our external economy and better prepare us for meeting challenges arising from globalisation and economic downturn in Europe.經(jīng)過三十多年的努力，香港已經(jīng)在廣東建立了前所未有的龐大的體外經(jīng)濟，既為廣東的發(fā)展發(fā)揮了一定的促進作用，更重要的是為香港的經(jīng)濟持續(xù)發(fā)展、為香港人的就業(yè)作出重大的貢獻，這是我們必須認(rèn)清的事實和現(xiàn)實。

After more than 30 years of hard work, Hong Kong has established an unprecedentedly large external economy in Guangdong.It has contributed to the fostering of Guangdong's development.More importantly, it has sustained Hong Kong's economic growth and created employment for Hong Kong people.These are all facts that we must realise.特區(qū)政府重視民生問題，但香港社會必須有較高和持續(xù)的經(jīng)濟發(fā)展，才能解決社會上長期以來存在的各種問題，包括房屋問題、貧窮問題、老年化問題和環(huán)境污染問題。

The HKSAR Government cares about people's livelihood.At the same time, Hong Kong must achieve higher and sustainable economic growth rate in order to address various long-standing problems including housing, poverty, an ageing population and pollution.我在政綱中主張成立的「經(jīng)濟發(fā)展委員會」和「金融發(fā)展局」的籌組工作已經(jīng)接近完成，成立這兩個新機構(gòu)的主要目的，就是要掌握好內(nèi)地發(fā)展帶來的機遇，用好國家給香港的支持，結(jié)合政府的「適度有為」，為香港本地和香港體外經(jīng)濟的多元化發(fā)展添加動力。

I proposed in my election manifesto to set up an Economic Development Commission and a Financial Services Development Council.The relevant preparatory work is near completion.The main objective of setting up these two new bodies is to help Hong Kong seize the tremendous opportunities arising from the Mainland's development and the support given to us by the Mainland.Coupled with an appropriately proactive government, they will add momentum to the diversified development of our local and external economies.此外，第四屆政府將制定一系列計劃，加強對在內(nèi)地工作的香港居民的了解和支援。特區(qū)政府也會處理好香港和內(nèi)地在共同發(fā)展過程當(dāng)中遇到的各種新的情況，包括香港的容量問題，以維持兩地的良性互動、互利雙贏。我和特區(qū)政府感謝中央政府和內(nèi)地各地方政府，在推動香港和內(nèi)地的共同發(fā)展中給予的支持和配合。

In addition, the Fourth Term HKSAR Government will formulate a series of initiatives to better understand and support Hong Kong residents working in the Mainland.We will also address new issues which arise as Hong Kong continues to develop alongside the Mainland, including the capacity problem of Hong Kong, in order to sustain the constructive synergy between the two places to achieve a win-win situation.I and the HKSAR Government are very grateful to the Central Government and local authorities in the Mainland for their unwavering support and co-operation in promoting the mutual development of Hong Kong and the Mainland.最后，我建議大家舉杯，為國家的繁榮富強，為香港更美好的明天，干杯！

香港新任特首梁振英的人生路

在香港，梁振英被視為第一個在港提出并堅持鼓吹“內(nèi)交”的人。所謂“內(nèi)交”，就是要香港與內(nèi)地的交往。

在香港一場慈善表演會上，當(dāng)模特兒從Ｔ型舞臺退場后，主持人提議，希望場中名人客串一下，為慈善晚會渲染氣氛。

此時，香港特區(qū)行政會議召集人梁振英與另一城中人士煞有介事地上臺，邁起了“貓步”，頓時，臺下笑聲掌聲一片。

這就是梁振英？電視機前有觀眾不相信。在一些人眼中，香港特區(qū)行政會議召集人梁振英是不茍言笑的“刻板”形象--就像在辦公樓、在會場上、在酒會等幾乎所有公開場合，他總是筆挺的身板，穿著筆挺的西服，白色襯衣一塵不染，袖口的金屬袖扣十分搶眼--似乎有些高高在上的冷淡，似乎有“拒人千里之外”之感。

不過，也許是“橫看成嶺側(cè)成峰，遠近高低各不同”，接觸過、或者熟悉梁振英的人大多認(rèn)為，梁振英有真性情。

普通家庭走出來的成功人士

在香港，市民最推崇的是這樣一類人：出身貧寒，勤奮努力，專業(yè)人士，事業(yè)有成。這些人是他們的榜樣，因為他們通過努力也可以獲得榜樣成功。所謂“獅子山下的精神”，就是從底層起步打拼的精神。梁振英的成長之路正是許多香港市民希望走的路。

與香港特區(qū)現(xiàn)任行政長官曾蔭權(quán)一樣，梁振英出生于一個警察家庭。他幼年住在與曾蔭權(quán)家為鄰的中區(qū)警察宿舍。

梁振英小時候，當(dāng)警察的父親在山頂和禮賓府當(dāng)差，薪金每月只有300多元，養(yǎng)一家5口人，難免捉襟見肘。更難的是，家里當(dāng)時還有“遠憂”：警察退休必須搬出警察宿舍，而退休警察不得申請公屋。為了貼補家用，更是為了將來能有居住之所，家里決定前去附近的膠花廠領(lǐng)膠花和玩具物料回家加工，靠自己的雙手，為家里掙點錢。梁振英和姐姐、妹妹三兄妹都要參與其中幫忙。當(dāng)時梁振英9歲，下午到學(xué)校上學(xué)，其他時間則要干活：要么背著幾十公斤重的材料往返家里與工廠，要么與家人一起做膠花，每月掙取300多港元的收入?！熬瓦@樣一直做了3、4年，家里生活得以改善，并買了住房，我們終于熬過了做膠花的日子?！边@時，梁振英已進入英皇書院讀初中。

“記得最后一次交完塑料花后，母親將送花的最后一個袋子放入箱子收藏起來，說是要留給孫子。”--這是梁振英的第一堂人生課：不畏艱辛，自食其力。青少年的艱辛還不僅于此。童年的深刻記憶還包括：為了節(jié)省車錢，步行個把小時上學(xué)；吃不起學(xué)校的伙食，回家吃午飯。

1974年到1977年，梁振英赴英國留學(xué)，3年多時間里，他靠半工半讀維持自己的學(xué)習(xí)生活費用。他每周到快餐店打工3個晚上，每次6個半小時，回到宿舍時往往是凌晨了。和在香港一樣，為了省幾個車費，每天上學(xué)放學(xué)靠兩條腿走上十多公里的路。即使這樣，他堅持每個星期天要去教華僑子弟學(xué)中文，用梁振英的話說，“是為華僑的下一代留點中華文化的火種”。

1977年，以全班第一名的成績，梁振英從英國布里斯托理工學(xué)院畢業(yè)回港。

青少年的艱辛，令梁振英對社會下層有了更多認(rèn)識，也成為他今天關(guān)注香港下層市民的歷史情結(jié)。家是香港，700萬港人是家人

“家是香港”，一句那么感性的話成為梁振英第一本書的書名。

當(dāng)年在英國留學(xué)時，有海外機構(gòu)欲留梁振英在英國，但喝香江水長大的梁振英還是決定回到生他養(yǎng)他的香港，他當(dāng)時一句感性而實在的話是，父母年事已高，要回到父母身邊照顧他們。

1977年，梁振英獲聘香港一家英資企業(yè)，并成為該企業(yè)200年來最年輕的合伙人，10多年后，1993年，梁振英測量行成立，2006年，梁振英測量師行與在英國上市的戴德梁行換股，梁振英成為最大的個人股東、亞太區(qū)主席。

1988年，梁振英被評為“香港十大杰出青年”。在香港，這一殊榮是獎勵那些自身刻苦努力有成就并對香港發(fā)展做出貢獻的年輕人。

在香港回歸祖國的進程中，梁振英活躍的身影參與其中。八十年代初期，中英關(guān)于香港問題的談判開始之時，香港人心一度不穩(wěn)，出現(xiàn)信心危機，大批專業(yè)人士外流，移民潮席卷香港。梁振英對此深感不安。他知道，香港要保持長期繁榮穩(wěn)定，一是不能亂，二是要有一大批專業(yè)人才。自此，梁振英這位專業(yè)人士開始關(guān)注香港的政治問題并積極投身到香港回歸祖國的歷史進程中。1985年，香港基本法起草工作開始后，梁振英出任基本法咨詢委員會委員，1988年，他擔(dān)任基本法咨詢委員會秘書長，當(dāng)時年僅34歲。那些年，作為咨委會委員和秘書長，梁振英收集了大量港人的意見和建議，為香港基本法的順利起草作出了貢獻?；貧w10年來，基本法確保了香港社會經(jīng)濟順利發(fā)展，確保了香港的繁榮穩(wěn)定，包括梁振英在內(nèi)的當(dāng)年為基本法起草的一大批香港和內(nèi)地的人士功不可沒。

1993年7月2日，香港特別行政區(qū)籌委會預(yù)委會宣告成立。梁振英擔(dān)任了預(yù)委會政務(wù)小組港方組長。在預(yù)委會上，他率先提出研究關(guān)于第一屆立法會具體產(chǎn)生辦法的建議，提交大會討論。預(yù)委會政務(wù)小組兩年多來為香港回歸做了大量準(zhǔn)備工作，在終審法院、公務(wù)員留用及法律適用性等方面問題上進行了卓有成效的工作，使之得以解決。1996年，香港特別行政別行政區(qū)籌委會成立，42歲的梁振英出任籌委會副主任。

“參與回歸的全過程，為香港回歸效力，親歷國家和平統(tǒng)一的階段性成果，這是我一生中最大的成就和最難忘的經(jīng)歷”，梁振英對此不無自豪。1997年7月1日，香港回歸祖國，香港特別行政區(qū)成立，43歲的梁振英成為特區(qū)行政會議年輕的成員，為特區(qū)政府這個“新生嬰兒”的健康成長，為特區(qū)落實“一國兩制”、“港人治港”、高度自治建言獻策。

2007年8月，梁振英出版了他的第一本書《家是香港》，書中集結(jié)了他多年在香港發(fā)展上的所思所想，傾注了他對香港的熱愛和關(guān)注。他在一篇文章中說：“建設(shè)長期安穩(wěn)的香港，我們需要的不僅是修橋整路的硬件建設(shè)，我們更需要凝聚香港人的'民氣'??過去我們說家在香港，只是把香港視作安身之所而已，今天我說'家是香港'，是想吁請大家把整個香港視為家，把700萬香港人視同家人?！?/p>

為內(nèi)地房地產(chǎn)業(yè)起步貢獻良多

1977年8月1日，學(xué)成歸來的梁振英第一次跨過羅湖，進入內(nèi)地。深圳邊境人員問他的職務(wù)，他回答：“測量師”。邊境人員便在他的表里填上“工人”二字--測量師，這個與城市建設(shè)、房地產(chǎn)業(yè)息息相關(guān)的專業(yè)，在當(dāng)時的中國內(nèi)地，鮮為人知。那時的內(nèi)地，文革浩劫剛結(jié)束，百廢待興，而海外對內(nèi)地的發(fā)展并不看好。

對國家的感情令這個初出茅廬的年輕人期待在國家經(jīng)濟起步時，貢獻一己力量。當(dāng)時，梁振英僅有23歲。

1978年開始，梁振英從深圳到上海，從國家的南邊到北邊，到處去講課，向內(nèi)地介紹土地經(jīng)濟、土地管理制度，介紹城市規(guī)劃以及房地產(chǎn)開發(fā)。那時的內(nèi)地，沒有商品房，沒有土地使用制度等概念。梁振英先后受邀出任上海及深圳市土地使用制度改革領(lǐng)導(dǎo)小組顧問、上海浦東開發(fā)領(lǐng)導(dǎo)小組顧問，以大量的業(yè)余時間和精力參與探索中國的城市土地使用制度改革。積極為內(nèi)地普及房地產(chǎn)基本知識，培養(yǎng)房地產(chǎn)管理人才。而這一切，全都是無償服務(wù)，連路費都是自掏腰包。而且，那時，梁振英在內(nèi)地沒有個人業(yè)務(wù)。

令梁振英自豪的是，他親歷了內(nèi)地整個土地制度改革的討論、試行及推廣發(fā)展各個階段，并目睹了內(nèi)地土地制度及房地產(chǎn)市場逐步的成長和發(fā)展。

10年以后，也就是1988年，全國人大修改憲法，第十條里允許土地使用權(quán)可以依照法律的規(guī)定轉(zhuǎn)讓。同年，梁振英參加了上海第一次公開招標(biāo)賣地的標(biāo)書中文版和英文版的起草工作，并參加了在上海開始的大規(guī)模的住房制度改革。而深圳首次土地拍賣標(biāo)書的中英文本，也是由梁振英撰寫。

去年，為紀(jì)念中國房地產(chǎn)業(yè)20年，新浪網(wǎng)等推出中國房地產(chǎn)20年20人評選投票活動，內(nèi)地人并不太熟悉的梁振英成為候選人之一。相信這是為梁振英20多年來為中國房地產(chǎn)事業(yè)發(fā)展所做貢獻的肯定。

關(guān)注內(nèi)地與香港的融合

在香港，梁振英被視為第一個在港提出并堅持鼓吹“內(nèi)交”的人。所謂“內(nèi)交”，就是要香港與內(nèi)地的交往。作為香港專業(yè)聯(lián)盟主席，梁振英率先鼓動香港10個專業(yè)團體5萬多專業(yè)人才加強與內(nèi)地交流，呼吁加強雙方在專業(yè)人士方面的合作與交流，他不斷組團北上，與內(nèi)地對口單位互相交流。

各位嘉賓、各位朋友：

Distinguished guests and friends,很高興和大家一起，在這里慶祝中華人民共和國成立61周年。

I am most delighted to celebrate the 61st Anniversary of the Founding of the People's Republic of China here with all of you.廿一世紀(jì)的頭一個十年，見證國家經(jīng)濟的高速發(fā)展，綜合國力不斷提升，人民生活質(zhì)素大幅改善，成就舉世矚目。

In this first decade of the 21st century, we have witnessed the country's rapid economic development, rising national power and huge improvement in people's standard of living.These remarkable achievements have made China the focus of world attention.我出任行政長官以來，經(jīng)常有機會造訪內(nèi)地，從東北到海南，從富饒的沿海省份，到騰飛中的中西部各省，我和我的同事都多次踏足，親身感受到內(nèi)地發(fā)展一日千里。即使是同一個城市，每次到訪都帶給我新的感受、新的震撼。

As the Chief Executive of HKSAR, I have visited the Mainland on numerous occasions over these years.My colleagues and I have set foot in many places, spanning from the Northeastern region to Hainan, from the prosperous coastal provinces to the booming Central and Western

regions.We see immense progress everywhere.Each and every visit to these places gives me new sensations and new insights.但在邁向繁榮富強的道路上，國家也不是無風(fēng)無雨。就像過去一年，多個省份的水災(zāi)、甘肅的泥石流、青海地震，導(dǎo)致不少人命傷亡，家園破碎，和嚴(yán)重的經(jīng)濟損失。說明我們遼闊的國土上，在發(fā)展的過程中，仍然有不少困難和挑戰(zhàn)，需要國家上下團結(jié)，同心同德，一起克服。

Our country's rise to prosperity and power is not without difficulties.Over the past year, for example, the floods in various provinces, the massive mudslide in Gansu and the

devastating earthquake in Qinghai caused heavy casualties, extensive destruction and severe financial

losses.These are a testimony that on this vast piece of land, there are still many difficulties and challenges ahead that call for our united efforts to overcome.今年，國家舉辦了“上海世界博覽會”，再一次成為全球目光所在。它是有史以來規(guī)模最大的一次世博。我知道不少市民已經(jīng)趁暑假和長假期到上海參觀過。我希望大家把握展期最后一個月的機會，感受世博的魅力。香港會繼續(xù)全情參與，包括在十月十八至二十二日舉辦“世博香港周”，將五個多月以來的香港參博活動帶進高峰。

The Shanghai Expo this year has once again made our country the world spotlight.I know many people have visited this largest world expo ever during summer holidays and long holidays.For those who haven't, I hope they will do so in this last month of the Expo to feel its charm and excitement.Hong Kong will continue to fully engage in the event and present visitors with wonderful programmes.I am sure the “Hong Kong Week” from 18 to 22 October will be the

climax of months of our participation in the Expo.各位，國家在地區(qū)和世界的經(jīng)濟影響力正不斷增加。這是后金融海嘯時期國際經(jīng)濟的一個重要的變化。隨國家的內(nèi)需、對外貿(mào)易和對外投資不斷擴大，這個現(xiàn)象會不斷深化。在這個變化的過程中，香港可以利用本身的優(yōu)勢，發(fā)揮我們作為國際金融中心的角色，推動人民幣區(qū)域化、國際化，并提升香港的競爭力，也為內(nèi)地金融開放累積經(jīng)驗，促進國家經(jīng)濟的進一步發(fā)展。

Ladies and gentlemen, we have seen the country's growing economic influence in the region and the world.This is a significant change in the global economic landscape in the post-financial crisis era.This phenomenon will continue to

intensify with the country's increasing domestic demand, external trade and overseas investment.In this process, Hong Kong will leverage our strengths as an international financial hub to promote the

regionalization

internationalization and

of Renminbi, to enhance our competitiveness and to accumulate experience for the financial opening-up and further economic development of the country.國家今后發(fā)展的方向，是要加快轉(zhuǎn)變經(jīng)濟發(fā)展模式，優(yōu)化經(jīng)濟結(jié)構(gòu)。香港的服務(wù)業(yè)發(fā)展成熟，在國際上占領(lǐng)導(dǎo)地位，加上“一國兩制”的獨特優(yōu)勢，在“十二．五”時期可以對國家發(fā)展做出新的貢獻?，F(xiàn)在“十二·五”規(guī)劃起草已到了關(guān)鍵時刻，我們會積極配合國家規(guī)劃工作，以充份發(fā)揮香港的功能角色。

Looking ahead, our country is set to accelerate the transformation of its economic development

model and optimize

its economic structure.With a mature and top-notch services sector, and unique advantages under “One Country, Two Systems”, Hong Kong has much to contribute to the country's “12th Five-Year Plan”.The drafting work of the Plan has now come to a critical

stage.We will do all we can to contribute to the drafting of the Plan and give full play to our strengths to serve the needs of the country.各位嘉賓、各位朋友：國家的發(fā)展有很美好的前景。我希望各界朋友都可以把握當(dāng)前時機，為國家、為香港的發(fā)展做出貢獻。最后，讓我們一起為國家、為香港的美好未來，干杯！Distinguished guests and friends, we see a very promising future in our country.I hope all sectors of the community can seize the opportunities to contribute more to the development of our country and Hong Kong.Now, please join me in a toast: To a brighter future for our country and for Hong Kong.

尊敬的胡主席、各位嘉賓、各位親愛的香港市民：

Honourable President Hu, fellow people of Hong Kong, ladies and gentlemen,今天，我懷著謙卑的心，就任中華人民共和國香港特別行政區(qū)行政長官。在我任內(nèi)，我會以施政成效答謝中央政府和香港市民對我的信任。我會全力以赴，實踐我的競選承諾，帶領(lǐng)香港“穩(wěn)中求變”，發(fā)展經(jīng)濟，改善民生，推進民主，建立更繁榮、更進步、更公義的社會。

Since I declared my decision to stand for election for the Chief Executive, I have made over 100 district visits and reached out to over 10 000 people from different strata and sectors of society.In

the next five years, my team and I will continue to stay in close touch with the people, so as to narrow both the physical and psychological distances between the Government and the community.We will listen carefully to people's suggestions and ideas.We will respond to their views and needs in a pragmatic manner.我在參選宣言中強調(diào)：香港“不需要政策大變，只要適度有為，穩(wěn)中求變”。今后，我們必須坐言起行，集中力量應(yīng)對重大和迫切的問題。為了制定有效的策略和政策，“扶貧委員會”、“經(jīng)濟發(fā)展委員會”和“金融發(fā)展局”的籌備小組，今天正式開始工作，要從高層次、跨部門、跨界別處理相關(guān)問題，務(wù)求在政策研究和落實兩個方面做得到位。

In my election declaration, I stressed that “there is no need for a major reversal of policy.We only need an appropriately proactive government which seeks change while maintaining stability.” From today, we will turn words into deeds.We will focus our energy on addressing the major and pressing issues.To formulate effective policies and strategies, the preparatory task forces on Economic Development Commission, Financial Services Development Council and Commission on Poverty will commence operation today.They will address issues from a high-level perspective and with inter-departmental and cross-sector collaboration.We will ensure that both policy research and implementation deliver results.經(jīng)濟持續(xù)發(fā)展是香港繁榮的根基，是市民生活的依靠。工商金融界一直是香港經(jīng)濟發(fā)展的主要動力，對香港貢獻巨大。要促進持續(xù)和高速的經(jīng)濟發(fā)展，政府必須協(xié)助香港大小投資者和企業(yè)，把握國家和全球的經(jīng)濟發(fā)展機遇，開拓空間，爭取經(jīng)濟多元發(fā)展，興旺百業(yè)，讓市民優(yōu)質(zhì)就業(yè)，共享繁榮，增加市民向上流動的機會，使中產(chǎn)階層不斷壯大。

Continued economic development is the foundation of Hong Kong's prosperity.The livelihoods of our people depend on it.Our business and financial sectors have been the major driving forces behind Hong Kong's economic development.To promote sustained and robust economic development, the Government must assist investors and enterprises, large and small, to seize opportunities arising from our nation's and the world's economic growth.Economic diversification and thriving industries can improve our job market, provide better opportunities for upward mobility and contribute to a stronger middle class.我們要善用國家在“十二五”規(guī)劃給予香港的支持，鞏固和提升國際金融和貿(mào)易中心地位，推動航運業(yè)轉(zhuǎn)型升級。我們也要落實與內(nèi)地簽署的各項經(jīng)貿(mào)協(xié)議，擴大香港人在內(nèi)地的就業(yè)和發(fā)展空間；同時制定產(chǎn)業(yè)政策，促進和支援對香港經(jīng)濟發(fā)展有重要作用的支柱產(chǎn)業(yè)，包括境外的港資企業(yè)，以及有潛力的新興產(chǎn)業(yè)。我們要重視在內(nèi)地發(fā)展的港商對本地經(jīng)濟的貢獻，持續(xù)支持內(nèi)地港商轉(zhuǎn)型升級。

Our country has given Hong Kong strong backing in the National 12th Five-Year Plan.We must capitalise on the opportunities to consolidate and elevate Hong Kong's status as an international financial centre and help the shipping industry to restructure and upgrade.We must also fully implement all economic and trade agreements signed with Mainland counterparts to expand job opportunities and development potential in the Mainland for Hong Kong people.We also need to formulate industry policy to promote and support the pillar industries that are essential to our economic development, including supporting Hong Kong enterprises operating outside Hong Kong and new industries with growth potential.We fully recognise the contribution to our economy by Hong Kong businesses operating in the Mainland and will continue to support their restructuring and upgrading.經(jīng)濟要有所發(fā)展，人口問題和民生問題也要妥善處理。社會的素質(zhì)取決于人的素質(zhì)，人的素質(zhì)取決于教育的素質(zhì)。本屆政府將規(guī)劃長遠人口政策，優(yōu)化人口結(jié)構(gòu)和人力資源，推動社會和經(jīng)濟平穩(wěn)發(fā)展，為個人創(chuàng)造美好未來，為社會培育優(yōu)秀人才。為此，教育政策要從專業(yè)出發(fā)，以學(xué)生為本，讓學(xué)生“學(xué)有所成，學(xué)以致用”。

For our economy to flourish, we must ensure that issues relating to our population and livelihood are properly addressed.The quality of our society depends on the quality of our people, which in turn depends on the quality of education.My Government will carry out long-term planning on population policy to improve our population structure and the quality of our people.This will

sustain steady development of our society and economy, create a bright future for individuals and nurture outstanding talents for society.To this end, education policies must be devised from a professional perspective, taking a student-oriented approach to enable students to equip themselves well and achieve their full potential.安居樂業(yè)是市民的心愿，房屋是社會最關(guān)切的問題。我深信：要從規(guī)劃和供應(yīng)入手，加建公屋，協(xié)助基層上樓；公平合理分配公共房屋資源，增加流通；適當(dāng)增加土地供應(yīng)，促進樓市穩(wěn)定發(fā)展，協(xié)助中產(chǎn)置業(yè)；鼓勵自置居所，提升市民的歸屬感，促進向上流動。我們必須制定長遠房屋策略，完善地區(qū)規(guī)劃，建立土地儲備，迅速回應(yīng)市場和社會對土地需求的變化，以提升香港的競爭力，并且逐步提高香港人的生活素質(zhì)。

It is a common aspiration for people to own their own home.Housing tops the list of livelihood issues that are of public concern.I believe that housing issues should be tackled through planning and supply.We need to provide more public housing and assist low-income groups to secure flats.Public housing resources should be allocated in a fair and reasonable way to increase circulation.We need to increase land supply appropriately to maintain a stable property market and assist middle-income families to buy their own homes.To enhance the sense of belonging in our society and promote social mobility, we will also encourage home purchase.We will formulate a long-term housing strategy, improve district planning and set up a land reserve to respond swiftly to changes in market.This will enhance the competitiveness of Hong Kong and improve the quality of life for our people.家庭是每個人的支柱，是社會穩(wěn)定的重要元素。我們要建立和諧家庭，支援弱勢社群；同時要宣揚敬老、愛老、護老精神，實現(xiàn)“老有所依、老有所養(yǎng)、老有所居”，尤其著重照顧貧困長者的經(jīng)濟需要。

Families are our pillars and a key element for social stability.We need to foster family harmony and support the underprivileged.It is our social responsibility to ensure that the elderly are honoured for their special place in the family, loved in the way they have loved us and respected for their life-long contributions.Special attention should be given to those who need financial assistance to meet their basic needs.青少年是香港的未來，我們要從發(fā)展的角度，制定青少年政策，讓每個新一代的香港人都能發(fā)揮潛力、活力和創(chuàng)造力。

Young people represent the future of our society.Youth policy should be formulated from a developmental perspective, creating a favourable environment for new generations to unleash their potential, vitality and creativity.香港社會整體富裕，所有市民都應(yīng)享有基本生活保障，也應(yīng)享有經(jīng)濟發(fā)展的得益。我將盡快設(shè)立“扶貧委員會”，全面檢視、研究和系統(tǒng)地處理老年、在職、跨代、新移民、少數(shù)族裔和區(qū)域性貧窮等問題；我們也要積極推動公私營醫(yī)療的雙軌發(fā)展，讓香港人不論貧富，都病有所醫(yī)。

As a generally affluent society, Hong Kong has all the necessary prerequisites to satisfy the basic needs of the people.Everyone in our community should be able to share in the fruits of our economic development.I will set up the Commission on Poverty as early as possible to review, study and systematically address the issues relating to poverty among the elderly, the working poor, cross-generational poverty, poverty affecting new immigrants and ethnic minorities, and regional poverty.We will also actively promote twin-track provision of medical services by the public and private sectors, so that medical services are accessible to all, regardless of wealth.七百萬香港人是一家，我會將香港建設(shè)成宜居的城市，推動市民節(jié)能減排，加強綠色和保育意識，同時保護香港的自然美景。

The seven million Hong Kong people are one family.We will work to make Hong Kong a more livable city.We will encourage energy saving and pollution reduction.We will also further promote awareness of greening and conservation and play a role in protecting our natural

environment.在非物質(zhì)生活方面，政府將一如以往尊重宗教自由，進一步提升文化素質(zhì)，鼓勵創(chuàng)意。

I will honour the pledges I have made-to uphold justice, protect the rights of the people, safeguard the rule of law, clean government, freedom and democracy which are amongst the core values of Hong Kong, and take an inclusive approach towards different opinions and views.I will do my utmost to safeguard human rights and make sure that press freedom and the independence of the media are respected.我會按《基本法》的規(guī)定和全國人大常委會的有關(guān)決定，推動民主政制發(fā)展；進一步優(yōu)化政治任命和問責(zé)制，提高政府效率；同時建立服務(wù)型政府，與市民建立伙伴關(guān)系，鼓勵公民參與，凝聚力量，推動社會共融。

Effective policy implementation hinges on effective governance.The relationship between the legislature and the executive is an integral part of governance.For bills to be passed and policies endorsed, we need the support of the Legislative Council as well as the community at large.It is my hope that my Government will strengthen communication and co-operation with the Legislative Council.With one heart and one vision, we will work for the well-being of our people.香港十八區(qū)各具特色，各自有可以發(fā)揮的優(yōu)勢，我們會從資源和政策兩方面加以配合，積極發(fā)揮區(qū)議會的作用，讓地區(qū)問題在地區(qū)解決，地區(qū)機遇由地區(qū)掌握。

The 18 districts of Hong Kong each have their own strengths and characteristics.We will actively support the functions of the District Councils through resource allocation and policy formulation.This will enable community issues to be resolved and local opportunities seized at the district level.我在選舉政綱中提出“家是香港”的愿景。要建好這個家，我們必須加強團結(jié)，凝聚智慧。我相信市民的力量，我也知道團結(jié)社會各界、各行業(yè)的重要。

In my election platform, I shared with everyone my vision that “Hong Kong is our home”.To

build this home, we need to reinforce solidarity and amass collective wisdom.I believe in the power of the people.I believe in the synergy that comes from unifying different sectors of the community and the many different trades and businesses.參與選舉是一個令人謙卑的過程，讓我認(rèn)識到自己的不足，體會到社會的集體智慧，更知道接受市民和傳媒監(jiān)察的重要。
