中新社香港7月29日電 香港特區(qū)行政長(zhǎng)官梁振英29日談及“占領(lǐng)中環(huán)”行動(dòng)時(shí)表示，守法和犯法之間沒有中間地帶，全香港都應(yīng)該守法。
梁振英指出，設(shè)計(jì)和發(fā)起“占中”的人承認(rèn)這是犯法行動(dòng)，“我想任何一位政府人員，或者任何一位守法、不想犯法的市民都反對(duì)這么大規(guī)模的犯法行為?！?/p>
當(dāng)天，領(lǐng)導(dǎo)“政改咨詢專責(zé)小組”的特區(qū)政府政務(wù)司司長(zhǎng)林鄭月娥，與“占中”行動(dòng)的3位發(fā)起人會(huì)面。事后她對(duì)傳媒表示，不認(rèn)同“占中”的手段和目標(biāo)。
林鄭月娥指出，其手段是“占中”，甚至癱瘓中環(huán)，會(huì)為中環(huán)帶來日常運(yùn)作上的不便。她向3位發(fā)起人反映了商界、社會(huì)團(tuán)體及市民的憂慮，直言不認(rèn)同違法行為。
至于“占中”的目的，林鄭月娥說，是要讓中央和特區(qū)政府“屈服”，或威逼有關(guān)方面接受他們的(特首普選)方案，她認(rèn)為這個(gè)目的是不能達(dá)到的，所以勸說發(fā)起人三思。

這個(gè)星期，我們有一個(gè)非常難得的機(jī)會(huì)，共聚一堂，優(yōu)化現(xiàn)有的國(guó)際貿(mào)易環(huán)境；為全球各地更廣泛地創(chuàng)造財(cái)富；而最重要的，是幫助貧困地區(qū)數(shù)以億計(jì)的人民脫離貧窮。我很高興中國(guó)香港今天能牽頭肩負(fù)這項(xiàng)崇高任務(wù)。
世貿(mào)對(duì)全球極具重要性。世貿(mào)是處理全球貿(mào)易規(guī)則的唯一國(guó)際組織，它讓149個(gè)成員得以根據(jù)既定規(guī)則商討貿(mào)易協(xié)定，解決貿(mào)易紛爭(zhēng)。
保護(hù)主義和貿(mào)易歧視，往往導(dǎo)致較貧窮、較弱勢(shì)地區(qū)陷入經(jīng)濟(jì)困境，而世貿(mào)是對(duì)抗保護(hù)主義和貿(mào)易歧視的主要力量。世貿(mào)最終更是全球合力消除貧窮飢餓，達(dá)至聯(lián)合國(guó)千年發(fā)展目標(biāo)的力量。
世貿(mào)對(duì)香港的重要性不容置疑。香港地方細(xì)小，屬外向型經(jīng)濟(jì)體系，除了擁有一個(gè)優(yōu)良的深水港外，別無其他天然資源。全憑積極發(fā)展自由貿(mào)易，以及港人的奮勇拼搏、勤勉進(jìn)取，這個(gè)昔日的小漁村，才能蛻變成為今天的國(guó)際及區(qū)域商貿(mào)樞紐。
因此，我請(qǐng)各位在未來數(shù)天及在會(huì)議之後，抽點(diǎn)時(shí)間看看我們這個(gè)亞洲國(guó)際都會(huì)，這樣你們便會(huì)明白，為甚麼克林頓總統(tǒng)說，香港是全球互補(bǔ)互惠，益處無窮的明證。
香港作為貿(mào)易自由的先驅(qū)，毫無保留地支持多邊貿(mào)易制度。早在一九八六年，香港成為關(guān)貿(mào)總協(xié)定的獨(dú)立締約地區(qū)，一九九五年香港成為世貿(mào)創(chuàng)辦成員之一。一九九七年回歸中國(guó)後，香港的成員身分絲毫沒有改變，繼續(xù)以「中國(guó)香港」名義參與世貿(mào)事務(wù)及簽訂國(guó)際貿(mào)易協(xié)定，這已一一寫入香港特別行政區(qū)的憲法《基本法》內(nèi)。我們十分珍視世貿(mào)為香港的經(jīng)濟(jì)和社會(huì)帶來的可靠環(huán)境、穩(wěn)妥保護(hù)等種種好處。
香港申請(qǐng)主辦世貿(mào)第六次部長(zhǎng)級(jí)會(huì)議，是因?yàn)槲覀兩钪?，這次會(huì)議對(duì)多哈發(fā)展議程的多邊貿(mào)易談判能否取得圓滿結(jié)果，起關(guān)鍵作用。香港希望能夠盡一分力，與各國(guó)合力實(shí)現(xiàn)這回合的理想目標(biāo)。世貿(mào)成員接納我們的主辦申請(qǐng)，顯示他們認(rèn)同香港對(duì)多邊貿(mào)易制度的貢獻(xiàn)，並確信香港這個(gè)國(guó)際都會(huì)具備能力，能夠處理部長(zhǎng)級(jí)會(huì)議帶來種種的挑戰(zhàn)。

各位，我們正處於歷史時(shí)刻。自由貿(mào)易和經(jīng)濟(jì)發(fā)展，是我們作為世貿(mào)成員的恒常目標(biāo)。我知道，世界有些地方視這目標(biāo)為威脅多於機(jī)遇，但我們必須全力推進(jìn)多哈發(fā)展議程的貿(mào)易談判。我們必須奮力確保多邊貿(mào)易制度保持健全及具成效。
這個(gè)會(huì)議提供了一個(gè)黃金機(jī)會(huì)，讓我們一同展示決心，通過進(jìn)一步的貿(mào)易自由化，繼續(xù)改善各地人民的生活。這是四年前我們展開多哈回合談判時(shí)，立意要達(dá)到的工作目標(biāo)。

尊敬的胡主席、各位嘉賓、各位親愛的香港市民：
Honourable President Hu, fellow people of Hong Kong, ladies and gentlemen,今天，我懷著謙卑的心，就任中華人民共和國(guó)香港特別行政區(qū)行政長(zhǎng)官。在我任內(nèi)，我會(huì)以施政成效答謝中央政府和香港市民對(duì)我的信任。我會(huì)全力以赴，實(shí)踐我的競(jìng)選承諾，帶領(lǐng)香港“穩(wěn)中求變”，發(fā)展經(jīng)濟(jì)，改善民生，推進(jìn)民主，建立更繁榮、更進(jìn)步、更公義的社會(huì)。
Today, I humbly take office as the fourth-term Chief Executive of the Hong Kong Special Administrative Region of the People's Republic of China.During my tenure, I will fulfill the trust placed in me by the Central Government and the people of Hong Kong with policy achievements.I will spare no effort to carry out my election platform and lead Hong Kong in “seeking change while preserving stability”.My goal is to develop the economy, improve people's livelihood, promote democracy and build a more prosperous, progressive and righteous society.回歸以來，國(guó)家一直大力支持香港，龐大的機(jī)遇引導(dǎo)和推動(dòng)著香港的發(fā)展；同時(shí)讓香港為國(guó)家的改革開放作出貢獻(xiàn)。未來，我們要繼續(xù)為國(guó)家和香港的共同發(fā)展、共同繁榮，努力不懈。

With the efforts of our entire community, we have successfully implemented the concept of “One Country, Two Systems” and the principle of “Hong Kong people administering Hong Kong” with a high degree of autonomy over the past 15 years.I wish to take this opportunity to express my heartfelt gratitude to my predecessors, the Honourable Tung Chee-hwa and the Honourable Donald Tsang.Their relentless efforts have laid down a solid foundation for the successful implementation of “One Country, Two Systems” in Hong Kong.I would also like to thank the Election Committee members and the Hong Kong community, whose participation has brought substantive meaning to this election.I hope that the entire community will render their concerted effort in building the future of Hong Kong.由我參選到當(dāng)選這大半年間，我進(jìn)行超過百次區(qū)訪，親身接觸過一萬位以上的不同階層、不同行業(yè)的市民。從今天開始，未來五年，我和管治團(tuán)隊(duì)將走入民眾，拉近政府和市民的地理距離和心理距離。我們會(huì)虛心聆聽大家的建議和意見，切實(shí)回應(yīng)市民的所想所需。
Since I declared my decision to stand for election for the Chief Executive, I have made over 100 district visits and reached out to over 10 000 people from different strata and sectors of society.In
the next five years, my team and I will continue to stay in close touch with the people, so as to narrow both the physical and psychological distances between the Government and the community.We will listen carefully to people's suggestions and ideas.We will respond to their views and needs in a pragmatic manner.我在參選宣言中強(qiáng)調(diào)：香港“不需要政策大變，只要適度有為，穩(wěn)中求變”。今后，我們必須坐言起行，集中力量應(yīng)對(duì)重大和迫切的問題。為了制定有效的策略和政策，“扶貧委員會(huì)”、“經(jīng)濟(jì)發(fā)展委員會(huì)”和“金融發(fā)展局”的籌備小組，今天正式開始工作，要從高層次、跨部門、跨界別處理相關(guān)問題，務(wù)求在政策研究和落實(shí)兩個(gè)方面做得到位。
In my election declaration, I stressed that “there is no need for a major reversal of policy.We only need an appropriately proactive government which seeks change while maintaining stability.” From today, we will turn words into deeds.We will focus our energy on addressing the major and pressing issues.To formulate effective policies and strategies, the preparatory task forces on Economic Development Commission, Financial Services Development Council and Commission on Poverty will commence operation today.They will address issues from a high-level perspective and with inter-departmental and cross-sector collaboration.We will ensure that both policy research and implementation deliver results.經(jīng)濟(jì)持續(xù)發(fā)展是香港繁榮的根基，是市民生活的依靠。工商金融界一直是香港經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿Γ瑢?duì)香港貢獻(xiàn)巨大。要促進(jìn)持續(xù)和高速的經(jīng)濟(jì)發(fā)展，政府必須協(xié)助香港大小投資者和企業(yè)，把握國(guó)家和全球的經(jīng)濟(jì)發(fā)展機(jī)遇，開拓空間，爭(zhēng)取經(jīng)濟(jì)多元發(fā)展，興旺百業(yè)，讓市民優(yōu)質(zhì)就業(yè)，共享繁榮，增加市民向上流動(dòng)的機(jī)會(huì)，使中產(chǎn)階層不斷壯大。

Our country has given Hong Kong strong backing in the National 12th Five-Year Plan.We must capitalise on the opportunities to consolidate and elevate Hong Kong's status as an international financial centre and help the shipping industry to restructure and upgrade.We must also fully implement all economic and trade agreements signed with Mainland counterparts to expand job opportunities and development potential in the Mainland for Hong Kong people.We also need to formulate industry policy to promote and support the pillar industries that are essential to our economic development, including supporting Hong Kong enterprises operating outside Hong Kong and new industries with growth potential.We fully recognise the contribution to our economy by Hong Kong businesses operating in the Mainland and will continue to support their restructuring and upgrading.經(jīng)濟(jì)要有所發(fā)展，人口問題和民生問題也要妥善處理。社會(huì)的素質(zhì)取決于人的素質(zhì)，人的素質(zhì)取決于教育的素質(zhì)。本屆政府將規(guī)劃長(zhǎng)遠(yuǎn)人口政策，優(yōu)化人口結(jié)構(gòu)和人力資源，推動(dòng)社會(huì)和經(jīng)濟(jì)平穩(wěn)發(fā)展，為個(gè)人創(chuàng)造美好未來，為社會(huì)培育優(yōu)秀人才。為此，教育政策要從專業(yè)出發(fā)，以學(xué)生為本，讓學(xué)生“學(xué)有所成，學(xué)以致用”。
For our economy to flourish, we must ensure that issues relating to our population and livelihood are properly addressed.The quality of our society depends on the quality of our people, which in turn depends on the quality of education.My Government will carry out long-term planning on population policy to improve our population structure and the quality of our people.This will
sustain steady development of our society and economy, create a bright future for individuals and nurture outstanding talents for society.To this end, education policies must be devised from a professional perspective, taking a student-oriented approach to enable students to equip themselves well and achieve their full potential.安居樂業(yè)是市民的心愿，房屋是社會(huì)最關(guān)切的問題。我深信：要從規(guī)劃和供應(yīng)入手，加建公屋，協(xié)助基層上樓；公平合理分配公共房屋資源，增加流通；適當(dāng)增加土地供應(yīng)，促進(jìn)樓市穩(wěn)定發(fā)展，協(xié)助中產(chǎn)置業(yè)；鼓勵(lì)自置居所，提升市民的歸屬感，促進(jìn)向上流動(dòng)。我們必須制定長(zhǎng)遠(yuǎn)房屋策略，完善地區(qū)規(guī)劃，建立土地儲(chǔ)備，迅速回應(yīng)市場(chǎng)和社會(huì)對(duì)土地需求的變化，以提升香港的競(jìng)爭(zhēng)力，并且逐步提高香港人的生活素質(zhì)。
It is a common aspiration for people to own their own home.Housing tops the list of livelihood issues that are of public concern.I believe that housing issues should be tackled through planning and supply.We need to provide more public housing and assist low-income groups to secure flats.Public housing resources should be allocated in a fair and reasonable way to increase circulation.We need to increase land supply appropriately to maintain a stable property market and assist middle-income families to buy their own homes.To enhance the sense of belonging in our society and promote social mobility, we will also encourage home purchase.We will formulate a long-term housing strategy, improve district planning and set up a land reserve to respond swiftly to changes in market.This will enhance the competitiveness of Hong Kong and improve the quality of life for our people.家庭是每個(gè)人的支柱，是社會(huì)穩(wěn)定的重要元素。我們要建立和諧家庭，支援弱勢(shì)社群；同時(shí)要宣揚(yáng)敬老、愛老、護(hù)老精神，實(shí)現(xiàn)“老有所依、老有所養(yǎng)、老有所居”，尤其著重照顧貧困長(zhǎng)者的經(jīng)濟(jì)需要。
Families are our pillars and a key element for social stability.We need to foster family harmony and support the underprivileged.It is our social responsibility to ensure that the elderly are honoured for their special place in the family, loved in the way they have loved us and respected for their life-long contributions.Special attention should be given to those who need financial assistance to meet their basic needs.青少年是香港的未來，我們要從發(fā)展的角度，制定青少年政策，讓每個(gè)新一代的香港人都能發(fā)揮潛力、活力和創(chuàng)造力。

5First of all, I wish to extend a warm Hong Kong welcome to all of you.Hong Kong, China is deeply honoured to be the host of the Sixth Ministerial Conference of the World Trade Organisation.This week, under this very roof, we have a once-in-a-generation opportunity to enhance the existing international trading environment;to generate wealth on a broader and deeper scale globally;and, most important of all, to help alleviate the pain of poverty for millions of people living in the poorer parts of this world.I am pleased that Hong Kong, China is today at the centre of this admirable enterprise.I cannot emphasise strongly enough the importance of the WTO.It is the only international organization that deals with the rules of trade between economies.It is the rules-based forum at which 149 Member Economies negotiate agreements and resolve disputes over trade issues.The WTO is also a powerful force in countering the currents of protectionism and discrimination which are responsible to a large extent for the economic hardship suffered by less wealthy and less well-endowed economies.And, ultimately, the WTO is a key component in the global effort to attain the United Nations' Millennium Goal of Development in tackling the scourge of poverty and hunger.Nor can I over-emphasise the importance of the WTO to Hong Kong.As a small, externally-oriented economy with no natural resources other than a magnificent deep water port, Hong Kong has relied on free trade and an entrepreneurial and hardworking population to transform this once sleepy fishing village into an international and regional business hub.So I urge you to take some time during the next few days, and after the conference if you can, to look around our great city.You will see why President Bill Clinton once described Hong Kong as Exhibit A in the case for global interdependence and its benefits.As a free trader, our support for the multilateral trading system is unconditional.And it goes back a long way.We became a separate Contracting Party to the General Agreement on Tariffs and Trade in 1986.We were a founding Member of the WTO in 1995.Our Membership did not change after reunification in 1997.Indeed, Hong Kong's continued participation in the WTO, and in international trade agreements under the name “Hong Kong, China”, is enshrined in the Basic Law, the constitution of the Hong Kong Special Administrative Region.We treasure the certainty, protection and benefits that the WTO brings to our economy and community.We offered to host this Sixth WTO Ministerial Conference because we recognized that it would become a key staging post to the successful conclusion of the multilateral trade negotiations under the Doha Development Agenda.We want to play our part in the collective effort to realize the ambitions of the Round.We regard the WTO Members' acceptance of our offer as a recognition of our contribution to the multilateral trading system, and an acknowledgement of our competence as a world city in handling whatever challenges that may arise from the Ministerial Conference.We in Hong Kong are determined to make this important event a success.Secretary John Tsang is committed to creating an environment of comfort for all delegates to conduct negotiations freely, frankly and constructively in the coming days.He has travelled the globe taking part in many of the key meetings which have paved the way for the negotiations that will take place over the next few days.Thousands of men and women in our communityhave been working tirelessly since the WTO accepted our offer to host this Conference two years ago.We have a common objective: we want to stage a Conference that is well organized, transparent, inclusive, and above all, efficient.The fruits of this community-wide endeavour are now before you.Ladies and gentlemen, we are at an historic juncture.Trade liberalization and economic growth is a permanent goal for all of us as WTO Members.While I acknowledge that in some parts of the world this goal is seen as a threat rather than an opportunity, the negotiations under the Doha Development Agenda must press ahead.We must vigorously defend the integrity and effectiveness of the multilateral trading system.This Conference is a golden opportunity for us to demonstrate our collective resolve to improve the lives of peoples throughout the world through progressive trade liberalization.That is what we committed ourselves to do when the Round was launched

世貿(mào)對(duì)香港的重要性不容置疑。香港地方細(xì)小，屬外向型經(jīng)濟(jì)體系，除了擁有一個(gè)優(yōu)良的深水港外，別無其他天然資源。全憑積極發(fā)展自由貿(mào)易，以及港人的奮勇拼搏、勤勉進(jìn)取，這個(gè)昔日的小漁村，才能蛻變成為今天的國(guó)際及區(qū)域商貿(mào)樞紐。
因此，我請(qǐng)各位在未來數(shù)天及在會(huì)議之後，抽點(diǎn)時(shí)間看看我們這個(gè)亞洲國(guó)際都會(huì)，這樣你們便會(huì)明白，為甚麼克林頓總統(tǒng)說，香港是全球互補(bǔ)互惠，益處無窮的明證。
香港作為貿(mào)易自由的先驅(qū)，毫無保留地支持多邊貿(mào)易制度。早在一九八六年，香港成為關(guān)貿(mào)總協(xié)定的獨(dú)立締約地區(qū)，一九九五年香港成為世貿(mào)創(chuàng)辦成員之一。一九九七年回歸中國(guó)後，香港的成員身分絲毫沒有改變，繼續(xù)以「中國(guó)香港」名義參與世貿(mào)事務(wù)及簽訂國(guó)際貿(mào)易協(xié)定，這已一一寫入香港特別行政區(qū)的憲法《基本法》內(nèi)。我們十分珍視世貿(mào)為香港的經(jīng)濟(jì)和社會(huì)帶來的可靠環(huán)境、穩(wěn)妥保護(hù)等種種好處。
香港申請(qǐng)主辦世貿(mào)第六次部長(zhǎng)級(jí)會(huì)議，是因?yàn)槲覀兩钪?，這次會(huì)議對(duì)多哈發(fā)展議程的多邊貿(mào)易談判能否取得圓滿結(jié)果，起關(guān)鍵作用。香港希望能夠盡一分力，與各國(guó)合力實(shí)現(xiàn)這回合的理想目標(biāo)。世貿(mào)成員接納我們的主辦申請(qǐng)，顯示他們認(rèn)同香港對(duì)多邊貿(mào)易制度的貢獻(xiàn)，並確信香港這個(gè)國(guó)際都會(huì)具備能力，能夠處理部長(zhǎng)級(jí)會(huì)議帶來種種的挑戰(zhàn)。
全港市民同心合力，決心把這個(gè)盛會(huì)辦好。曾俊華局長(zhǎng)全力創(chuàng)造有利環(huán)境，讓各地代表未來數(shù)天能夠在自由坦誠(chéng)的氣氛下，進(jìn)行有建設(shè)性的談判。他跑遍世界各地出席多個(gè)重要會(huì)議，為未來數(shù)天的談判作充分準(zhǔn)備。
自從世貿(mào)兩年前接納香港為這次會(huì)議的主辦城市後，香港社會(huì)各界人士包括公務(wù)員、立法會(huì)議員、區(qū)議員、非政府組織成員、商界領(lǐng)袖、服務(wù)供應(yīng)商、志願(yuàn)工作者以至普羅市民，就一直努力不懈，矢志達(dá)到一個(gè)共同目標(biāo)，就是把會(huì)議辦得井然有序，讓會(huì)議可以在公開、包容的氣氛下有效率地進(jìn)行。香港全體市民的努力成果，今天就開始呈現(xiàn)在各位眼前。
各位，我們正處於歷史時(shí)刻。自由貿(mào)易和經(jīng)濟(jì)發(fā)展，是我們作為世貿(mào)成員的恒常目標(biāo)。我知道，世界有些地方視這目標(biāo)為威脅多於機(jī)遇，但我們必須全力推進(jìn)多哈發(fā)展議程的貿(mào)易談判。我們必須奮力確保多邊貿(mào)易制度保持健全及具成效。
這個(gè)會(huì)議提供了一個(gè)黃金機(jī)會(huì)，讓我們一同展示決心，通過進(jìn)一步的貿(mào)易自由化，繼續(xù)改善各地人民的生活。這是四年前我們展開多哈回合談判時(shí)，立意要達(dá)到的工作目標(biāo)。
這個(gè)星期，全球注視香港。作為主辦城市，也是會(huì)議主席，我們會(huì)竭盡所能爭(zhēng)取美滿成果。但香港不能獨(dú)力完成這項(xiàng)使命，必須得到各位的支持和承擔(dān)才能達(dá)到目標(biāo)。我深信大家會(huì)樂於為此給予支持和作出承擔(dān)。
