The Singapore economy is consolidating its recovery from the 2008 global economic crisis.GDP grew 4.9% in the first half of 2011, while unemployment remains low at 2.1%.Despite some risks on the horizon, we project steady growth of 5-6% for 2011.親愛(ài)的同胞,我國(guó)自從擺脫了2008年的全球經(jīng)濟(jì)危機(jī),經(jīng)濟(jì)已恢復(fù)穩(wěn)健的增長(zhǎng)。今年上半年增長(zhǎng)了百分之4.9,失業(yè)率也維持在百分之2.1的低水平。盡管前景存有一些風(fēng)險(xiǎn),我們今年預(yù)料能取得介于百分之5到百分之6的增長(zhǎng)率。
Our last five years were marked by uncertainty and rapid change.We enjoyed several very good years when our economy boomed, and wages went up.But we also experienced some very worrying moments, especially during the global economic crisis.過(guò)去五年,我們的大環(huán)境起落不定,變化快速。我們經(jīng)歷了幾個(gè)好年頭,經(jīng)濟(jì)取得可觀增長(zhǎng),員工薪金也有上漲。但是我們也曾經(jīng)歷困難時(shí)刻,尤其在全球經(jīng)濟(jì)陷入危機(jī)的時(shí)候。
Amidst such unprecedented turbulence, the Government did its utmost to protect Singaporeans from the global crisis.We introduced the Jobs Credit to keep firms viable and save jobs.We formed the Economic Strategies Committee to identify long-term opportunities and map out a pathway for the future.我們?cè)趹?yīng)付那場(chǎng)前所未見(jiàn)的經(jīng)濟(jì)風(fēng)暴時(shí),政府盡全力保護(hù)國(guó)人免受沖擊。我們推出了雇用補(bǔ)貼計(jì)劃,協(xié)助公司維持運(yùn)作和保住工作。我們成立了經(jīng)濟(jì)戰(zhàn)略委員會(huì),尋找長(zhǎng)遠(yuǎn)的發(fā)展機(jī)會(huì),以及規(guī)劃未來(lái)的發(fā)展道路。
This year, with the cost of living rising, we launched the Grow & Share package to help households cope.We continue to retrain workers to become more employable, and to support needy families through many assistance programmes.自今年年初以來(lái),我們的生活費(fèi)上漲得快,政府因此推出“增長(zhǎng)共享”配套,幫助新加坡家庭減輕生活負(fù)擔(dān)。我們也繼續(xù)重新培訓(xùn)員工,以提高他們的受雇能力。我們還實(shí)施了多項(xiàng)援助貧困家庭的措施。
Overall, Government policies have worked.Our strong reserves saved up over many years gave us the confidence and the means to move decisively with our Resilience Package.Our growth strategies of upgrading education and skills, and breaking into higher-value sectors have created good new jobs for Singaporeans.Compared to five years ago, most households have seen incomes rise.總的來(lái)說(shuō),政府的政策已經(jīng)奏效。我們向來(lái)知道未雨綢繆的重要,積累了相當(dāng)可觀的儲(chǔ)備金,因此能夠果斷地推出一項(xiàng)振興配套。我們積極提升國(guó)人的教育和技能水平,也進(jìn)軍更高增值的經(jīng)濟(jì)領(lǐng)域來(lái)推動(dòng)經(jīng)濟(jì)的增長(zhǎng),為國(guó)人創(chuàng)造新的和良好的就業(yè)機(jī)會(huì),并且在過(guò)去五年逐漸為多數(shù)家庭帶來(lái)更高的收入。
But despite our best efforts, we could not shield Singaporeans fully from external shocks.In a rapidly changing situation, the Government had to address the most urgent problems first – stabilising the economy, saving jobs, helping those who were displaced by the crisis.然而,雖然政府盡力為人民遮風(fēng)擋雨,但還是無(wú)法完全抵擋外界風(fēng)雨所帶來(lái)的沖擊。在關(guān)鍵時(shí)刻,政府的當(dāng)務(wù)之急是穩(wěn)定經(jīng)濟(jì)、保住工作以及協(xié)助失去工作的工友。
Some Government policies did not keep pace, but we have been tackling the problems.We are building more HDB flats, to reduce waiting times and keep prices affordable.We are adding MRT lines and buses, to improve public transport service standards.We are moderating the inflow of foreign workers and immigrants, and making it clearer that Singaporeans come first.We are reviewing our social safety nets to better support Singaporeans in a more volatile environment.The results will not arrive overnight, but we should see improvements over the next few years.一些政策沒(méi)跟上急速演變的局勢(shì),但我們已經(jīng)著手處理這些問(wèn)題了。我們正在建造更多的政府組屋,以縮短購(gòu)屋等候時(shí)間和維持合宜的價(jià)格水平。我們將增添地鐵線和巴士,以改善公共交通的服務(wù)水平。我們放慢了引進(jìn)外國(guó)勞工和移民的速度,也更明確地讓新加坡公民享有優(yōu)先待遇。我們的大環(huán)境越來(lái)越不穩(wěn)定,為了確保人民得到應(yīng)有的幫助,我們正在檢討社會(huì)安全網(wǎng)。這不是立竿見(jiàn)影的改變,我們?cè)趲啄陜?nèi)應(yīng)能看到成績(jī)。
However, we should be especially careful of one issue.While we will always put Singaporeans first, let us not turn negative on foreigners.Singapore has prospered because we have been open to the world and alive to economic competition and change.This is how we have attracted investments, created jobs for Singaporeans, and made ourselves a vibrant city.We cannot afford to close in on ourselves, or attribute all our problems to foreigners.We must stay connected to the world, and continue to welcome talent and ideas, wherever they may come from.Only then can we continue to thrive, and build a better Singapore for all.我們必須特別謹(jǐn)慎處理一個(gè)問(wèn)題:我們把新加坡人的利益放在第一位的立場(chǎng),不應(yīng)該變質(zhì)成為排斥外國(guó)人的心態(tài)。新加坡向來(lái)對(duì)外開放,而且善于順應(yīng)國(guó)際形勢(shì)的變化,這為我們帶來(lái)許多投資和就業(yè)機(jī)會(huì),使新加坡成為一個(gè)朝氣蓬勃的城市。我們不能自我封閉,也不應(yīng)該把所有問(wèn)題歸咎于外國(guó)人。我們必須與世界保持聯(lián)系,繼續(xù)歡迎來(lái)自各地的人才和思想。唯有這樣,我們才能持續(xù)繁榮昌盛,為人民建造一個(gè)更美好的家園。
While addressing pressing concerns at home, we must remain attentive to global trends, and take a longer term view of our future.Asia, led by China and India, is expected to continue growing, but the global outlook remains uncertain.Europe’s debt problems are far from solved, despite the recent bailout of Greece by the EU.The US economy remains sluggish.The US President and Congress have agreed to raise the debt ceiling, but have put off difficult decisions to raise taxes and cut spending.Japan has the added burden of earthquake and tsunami recovery.These three key economies are struggling to find the decisive leadership required to resolve their domestic challenges.This will weigh them down and dampen global prospects.我們?cè)谔幚砀鞣N緊迫的民生問(wèn)題時(shí),也必須關(guān)注世界的動(dòng)向以及我們長(zhǎng)遠(yuǎn)的展望。以中國(guó)和印度為首的亞洲地區(qū)預(yù)料將持續(xù)增長(zhǎng)。不過(guò),全球前景仍然不明朗。歐盟最近通過(guò)了拯救希臘的方案,不過(guò)歐洲債務(wù)危機(jī)的化解仍舊遙遙無(wú)期。美國(guó)經(jīng)濟(jì)依然萎靡不振。盡管美國(guó)總統(tǒng)和美國(guó)國(guó)會(huì)已經(jīng)達(dá)至提高債務(wù)頂限的協(xié)議,但是還未作出增稅和削減開支的艱難決定。日本在受到地震和海嘯的沖擊后必須進(jìn)行重建,這是額外的沉重負(fù)擔(dān)。這三大經(jīng)濟(jì)體的的人民,還在等待領(lǐng)導(dǎo)人展現(xiàn)克服困難的決心。這些國(guó)家無(wú)力振興經(jīng)濟(jì),影響了全球經(jīng)濟(jì)的展望。
The next few years will bring more rapid changes and surprises.We must anticipate and respond to these external events as best as we can, and steer a course that maximises Singapore’s chances of success.未來(lái)的幾年,我們將面對(duì)一個(gè)變化多端、充滿未知數(shù)的世界。我們必須盡力預(yù)測(cè)和應(yīng)付外在形勢(shì),為新加坡尋找最有保障的發(fā)展策略。
We need to keep building for the longer term.We will grow our economy by upgrading ourselves and raising productivity, reducing the need to import so many foreign workers.We will educate our young well, and retrain our older workers effectively.And we will create an outstanding living environment for ourselves: a City in a Garden, and a vibrant, thriving home for all Singaporeans.We have comprehensive plans to achieve these goals.我們需要進(jìn)行各種建設(shè),為國(guó)家長(zhǎng)遠(yuǎn)的發(fā)展做好準(zhǔn)備。放眼未來(lái),我們應(yīng)該強(qiáng)調(diào)自我提升和提高生產(chǎn)能力,以減少對(duì)外來(lái)工人的依賴。我們要好好地培養(yǎng)下一代,并且為年長(zhǎng)員工提供有效的培訓(xùn)。我們要建設(shè)優(yōu)良的居住環(huán)境:把新加坡打造成一座花園里的城市,以及一個(gè)屬于全體人民、欣欣向榮的家園。我們已經(jīng)擬好了周詳?shù)挠?jì)劃,準(zhǔn)備一一實(shí)現(xiàn)這些目標(biāo)。
Beyond these specific policies, the way we manage our affairs must change.Our society is changing.A new generation of Singaporeans want more alternative voices, and more debate on issues affecting them.They seek to play a bigger part in co-creating solutions.I welcome this.I invite Singaporeans with ideas and plans to come forward, and help us get more things done in better ways.The Government will reach out to all segments of society, to tap your imagination, energy and initiative.This will not only improve policies and results;it will also strengthen our sense of commitment and belonging to this place we call home.除了擬定明確的發(fā)展計(jì)劃,我們也必須調(diào)整我們治理國(guó)家的方式。我們的社會(huì)在演變。新一代新加坡人希望在談?wù)撉猩碚n題時(shí),能夠聽(tīng)到更多不同的聲音,能夠有更熱烈的辯論。他們也爭(zhēng)取更多參與決策的機(jī)會(huì)。我歡迎人民提出這些訴求。我吁請(qǐng)更多有見(jiàn)解,有好主意的人士挺身而出,協(xié)助政府解決問(wèn)題,把事情辦得更好。政府也將跟社會(huì)各界建立聯(lián)系,并且將借重人民的力量,想象力和自動(dòng)自發(fā)的精神。這有助于我們改善政策,也可加強(qiáng)人民的社會(huì)責(zé)任感和歸屬感。
More diverse views can produce a more vibrant society, but they may also split and weaken us.We need to enlarge our common space, not magnify our differences and become a house divided.By staying united we can respond effectively to major challenges, and continue to outperform other countries.不同的意見(jiàn)可以增強(qiáng)社會(huì)的活力,但也可能分化和削弱我們的社會(huì)。我們應(yīng)該擴(kuò)大彼此之間的共同點(diǎn),而不是刻意加大我們之間的分歧;否則,我們的社會(huì)將會(huì)四分五裂。團(tuán)結(jié)才是力量,才能克服各種挑戰(zhàn)和保持我國(guó)的競(jìng)爭(zhēng)優(yōu)勢(shì)。
In particular, younger Singaporeans have a major part to play.You are our future.You belong to the age of the Internet and social media.You have different experiences, perspectives, and aspirations from your elders.And you will inherit the country that earlier generations have painstakingly built.在很大程度上,年輕一代的態(tài)度將決定新加坡社會(huì)的演變。你們是國(guó)家的未來(lái)和希望。你們生長(zhǎng)在網(wǎng)絡(luò)和新媒體時(shí)代;你們的經(jīng)歷、見(jiàn)解或志向有別于年長(zhǎng)一輩。今天的新加坡,是幾代先輩辛苦建立起來(lái)的國(guó)家。在不久的將來(lái),你們將肩負(fù)起帶領(lǐng)國(guó)家前進(jìn)的重任。

Many years ago, our forefathers pulled together and worked hard to build this nation.Their common goal was to survive, and show the world that we could make it on our own.That powerful drive united and motivated a whole generation of Singaporeans.多年以前,我們的先輩齊心協(xié)力,不畏艱難,因此建立了這個(gè)國(guó)家。他們的共同目標(biāo)是讓新加坡立足于世界,向世人證明我們可以靠自己的力量創(chuàng)出一片天地。他們的毅力團(tuán)結(jié)了和激勵(lì)了整個(gè)時(shí)代的新加坡人。

My fellow Singaporeans:
親愛(ài)的同胞:
I am speaking to you from the new SAFRA clubhouse in Toa Payoh.This is where SAFRA built its very first clubhouse in 1975.We have just rebuilt it with better facilities for NSmen and your families.It is a small gesture to thank you for your many contributions and sacrifices.It is also an example of how we are upgrading our amenities and environment as Singapore develops, year by year.我是在戰(zhàn)備軍人協(xié)會(huì)嶄新的大巴窯俱樂(lè)部和大家講話。1975年,戰(zhàn)備軍協(xié)的第一個(gè)俱樂(lè)部就設(shè)在這里。不久前,大巴窯俱樂(lè)部經(jīng)過(guò)重建后重新開放,為戰(zhàn)備軍人和家屬提供更好的設(shè)施,這是感謝大家為國(guó)家做出貢獻(xiàn)和犧牲的一點(diǎn)心意。隨著國(guó)家的發(fā)展,我們也一步步改善我們的環(huán)境和設(shè)施,翻新戰(zhàn)備軍協(xié)俱樂(lè)部是其中一個(gè)例子。
We have made steady progress this past year.We have cleared the queue for HDB flats, stabilised BTO prices and tightened up on property speculation and excessive borrowing.We have added more buses and increased the number of bus routes.We are trying out free early morning MRT rides into the city.We will add more trains to the existing lines.Phase One of the Downtown Line will open in December, and more MRT lines after that.We also celebrated several successes in the arts and sports, including our LionsXII team winning the Malaysian Super League.過(guò)去一年,我們的努力取得了成績(jī)。在房屋方面,我們縮短了申購(gòu)新組屋的等候時(shí)間,首次申請(qǐng)者不再需要等候多年才買得到新組屋。我們也穩(wěn)住預(yù)購(gòu)組屋價(jià)格,并采取措施抑制房地產(chǎn)投機(jī)活動(dòng)和過(guò)度借貸的問(wèn)題。在交通方面,我們擴(kuò)大巴士車隊(duì)和增加新巴士路線。為了舒緩早上繁忙時(shí)段的人潮,我們?cè)囼?yàn)推行(在限定時(shí)間)免費(fèi)乘搭地鐵進(jìn)市區(qū)的計(jì)劃。接下來(lái),我們還會(huì)為現(xiàn)有地鐵線添置更多列車。地鐵市區(qū)線的第一階段路線將在今年12月通車。之

We are tackling longer term issues too, especially marriage and parenthood, as well as population.The White Paper on Population in January provoked strong reactions, but the debate helped us to understand the issues better.We face difficult choices: We need foreign workers to serve our economy and Singaporeans’ needs, and immigrants to make up for our shortfall of babies.But we also worry about crowding and congestion, and maintaining our Singaporean identity.So we are feeling our way forward carefully, conscious both of our needs and our limits, and seeking the best outcome for Singaporeans.我們也正在著手處理一些長(zhǎng)期課題,尤其是國(guó)人結(jié)婚生子和國(guó)家人口的課題。今年一月發(fā)布的人口白皮書引起了激烈的反應(yīng),不過(guò)這些討論確實(shí)讓我們更加了解有關(guān)課題。我們面對(duì)困難的抉擇:一方面,我們需要引進(jìn)外國(guó)勞工從事經(jīng)濟(jì)活動(dòng)和應(yīng)付國(guó)人的需要,也需要外來(lái)移民填補(bǔ)低生育率造成的人口不足;可是另一方面,我們又擔(dān)心移民涌入造成擁擠問(wèn)題,以及如何維系新加坡人對(duì)國(guó)家的認(rèn)同感和歸屬感。所以,我們很小心地探索前方的路,我們知道我們的需要和我們面對(duì)的挑戰(zhàn),并希望為新加坡人尋求最好的結(jié)果。
Our economy is holding steady amidst global uncertainties.We are attracting more quality investments.Unemployment remains low.We grew by 2.0% in the first half of 2013, and expect to grow by 2.5-3.5% this year, higher than previously expected.Even as we tighten up on foreign workers and immigration, we must maintain investor confidence and keep Singapore open for business.在全球經(jīng)濟(jì)不明朗的情況下,我國(guó)經(jīng)濟(jì)保持穩(wěn)定。我們吸引到更多優(yōu)質(zhì)的投資項(xiàng)目,失業(yè)率也保持在低水平。今年上半年,我國(guó)經(jīng)濟(jì)增長(zhǎng)百分之2,全年很可能達(dá)到百分之2.5到3.5的增長(zhǎng)。在緊縮外勞和移民政策的同時(shí),我們必須讓投資者對(duì)我們保有信心,確保新加坡仍然是具有吸引力的經(jīng)商之地。
The world is changing rapidly and unpredictably.Technology is transforming our lives.Societies everywhere feel under pressure: Jobs have become less secure, wages are rising more slowly or even stagnating, families are working harder, and parents worry whether their children will do better than themselves.世界變得很快,也難以預(yù)測(cè)??萍冀o我們的生活帶來(lái)巨大變化。在很多國(guó)家,社會(huì)壓力正在加劇,工作少了保障, 工資增長(zhǎng)緩慢甚至停滯下來(lái),人們更賣力工作、為人父母者擔(dān)心下一代的前景不如自己這一代。
Singapore is changing too.The economy is maturing and our population is ageing.Different groups in society now have more diverse and even conflicting interests.Older Singaporeans worry about healthcare and costs of living.Younger ones aspire to wider education opportunities and more affordable homes.新加坡也在改變中。我國(guó)經(jīng)濟(jì)已趨向成熟,人口日漸老化,而社會(huì)各群體的訴求也更加多樣化,甚至?xí)ハ嗟钟|。年長(zhǎng)國(guó)人擔(dān)心醫(yī)藥保健和生活費(fèi)的問(wèn)題,年輕國(guó)人則渴望有更多更廣的升學(xué)途徑,以及價(jià)格更大眾化的房子。
Our road ahead will be different from the road we have travelled.So we must reassess our position, review our direction, and refresh our strategies to thrive in this new world.前方的路跟我們走過(guò)的路將會(huì)是不同的。因此,我們必須重新思考我們的定位、檢討我們的方向、和更新我們的策略,改善我們?cè)谶@個(gè)新世界里的生活。
In my Message last year, I said that Singapore should always be our best Home, with Heart and Hope.We launched Our Singapore Conversation to define our shared future together.Many have participated actively and passionately.We heard many valuable suggestions.Thank you for taking part in this effort.我在去年的國(guó)慶獻(xiàn)詞中曾說(shuō),新加坡是我們共有的家園,我們必須努力把她建設(shè)成一個(gè)富有愛(ài)心、充滿希望,永遠(yuǎn)最美好的家。為此,我們開展了“我們的新加坡全國(guó)對(duì)話”,一起勾畫我們共同的未來(lái)。許多國(guó)人積極熱烈地參與討論,我們聽(tīng)到了很多寶貴的意見(jiàn)。非常感謝你們的參與。
Our Singapore Conversation has helped us crystallise what we aspire to: A Singapore which gives its citizens opportunities to succeed and live fulfilling lives.A nation which defines success in many ways, and offers multiple paths to many peaks.A society with safety nets that give people peace of mind.A community where the disadvantaged get help, and those who have done well in turn do more to help others.全國(guó)對(duì)話會(huì)讓我們更加清楚和明白,大家向往的新加坡。我們希望它是一個(gè)能夠?yàn)閲?guó)民提供各種機(jī)會(huì)求取成功、充實(shí)人生的國(guó)家;一個(gè)對(duì)成功有廣范定義、讓人民能通過(guò)各種途徑攀登不同高峰的國(guó)度;一個(gè)為國(guó)人提供安全網(wǎng)、讓他們得以安身立命的社會(huì);以及一個(gè)弱勢(shì)群體能夠獲得幫助、成功者也愿意為他人付出的社區(qū)。

我謹(jǐn)代表我們代表團(tuán)全體成員和我本人,對(duì)我們所受到的熱情和友好的歡迎,向閣下和中華人民共和國(guó)政府表示感謝。
自從我上次在1980年11月訪問(wèn)中華人民共和國(guó)以來(lái),貴國(guó)發(fā)生了翻天覆地的變化。由于實(shí)行了新的責(zé)任制和激勵(lì)機(jī)制,中國(guó)的經(jīng)濟(jì)得到了迅速的發(fā)展。中國(guó)在外貿(mào)易、投資和技術(shù)方面實(shí)行開放,這不久將會(huì)使中國(guó)的經(jīng)濟(jì)出現(xiàn)轉(zhuǎn)型。

到訪中國(guó)的新加坡人數(shù),從1982年的18 000人增長(zhǎng)到1984年的32 000人。由于新中兩國(guó)今年開辟了直達(dá)航線,游客的往來(lái)還會(huì)增加。
大約25年前新加坡真正地開始發(fā)展工業(yè)。新加坡的某些經(jīng)歷,特別是作為一個(gè)亞洲社會(huì)因受外國(guó)經(jīng)理和工程師的影響而產(chǎn)生的一些問(wèn)題,對(duì)中國(guó)迅速實(shí)現(xiàn)現(xiàn)代化可能會(huì)有借鑒之處。

Speech by Prime Minister Lee Kuan Yew of Singapore at the Welcoming Banquet
On behalf of the members of my delegation and myself, may I thank you and the government of the People’s Republic of China for the warm and friendly welcome we have received.Since my last visit to the People’s Republic of China in November 1980, enormous changes have taken place.China’s economy has grown rapidly with the new responsibility system and incentives.The opening of China to foreign trade, investments and technology, will transform her economy in due course.These forecasts have been received with mixed feelings by Southeast Asian countries.On the one hand, China’s economic growth will create stability and stimulate trade and investments in the whole region.On the other hand, these developments mean that Southeast Asian countries have to compete against China for export markets and foreign investments.China can lessen these concerns by increasing her trade with Southeast Asia.A two-way flow of goods and services can do more for mutual confidence than any number of joint communiqués.The developments in China’s relations with the superpowers have been significant.On the whole they have lessened the risks of accidental conflict and encouraged more trade.China has also made bilateral progress with nearly all ASEAN countries.They can improve further once ASEAN governments are assured that party-to-party relations between the Chinese Communist Party and illegal communist parties of ASEAN countries have been discontinued.Singapore-China trade has increased since the signing of the trade agreement in December 1979.In 1980, total trade amounted to about S﹩2 billion, with a balance of S﹩700 million in China’s favor.In 1984, it had increased by a significant 74 per cent to S﹩3.5 billion, with a balance of S﹩2.4 billion in China’s favor.The number of Singaporeans visiting China has increased from 18 000 in 1982 to 32 000 in 1984.With the establishment of direct air services between China and Singapore this year, this flow of tourists will increase.Singapore’s industrial development started in earnest some 25 years ago.Some of Singapore’s experiences, especially the problems that arise form an Asian society’s exposure to ways that come with foreign managers and engineers may be relevant to China in her rapid modernization.Singapore’s private and public sectors have entered into joint ventures with China’s enterprises in hotel development, port management and management of offshore oil supply bases.It is a good beginning.With China’s open door policy, the scope for co-operative arrangements is considerable, especially in fields like construction and engineering, tourism, electronics and computers, petroleum and petrochemicals, city planning and the design of housing and industrial estates.Singapore enterprises are less likely to pose cultural problems to China.On the political-military front, the major problem in Southeast Asia is the Vietnamese occupation of Cambodia, now in its seventh year.ASEAN’s policy of opposition to Vietnamese aggression is combined with a determined search for a political solution.This policy has widespread support in the United Nations.The resistance forces of CGDK(Coalition Government of Democratic Kampuchea)will continue to make the Vietnamese occupation of Cambodia costly, both domestically and internationally.China, too, has an important role in countering the aggressor.I should, however, emphasize that Singapore and her ASEAN partners seek a political settlement, not a protracted military conflict, in Cambodia.An independent Cambodia, one not under the domination of any foreign country, is in the interests of peace and stability in the region.
