I’ve now had the privilege to address the APEC CEO summit in Singapore, in Yokohama, and in my original hometown of Honolulu, now in Beijing.And I think it’s safe to say that few global forums are watched more closely by the business community.There’s a good reason for that.Taken together, APEC economies account for about 40 percent of the world’s population, and nearly 60 percent of its GDP.That means we’re home to nearly three billion customers, and three-fifths of the global economy.我有幸曾在新加坡、橫濱，還有我的家鄉(xiāng)檀香山，現(xiàn)在又在北京的亞太經(jīng)合組織工商領(lǐng)導(dǎo)人峰會發(fā)表演講。我可以肯定地說，這幾次全球論壇正受到商業(yè)的密切關(guān)注。原因很簡單?？偟膩碚f，亞太經(jīng)濟體的人口和GDP總量分別占全世界的40%和60%。這意味著我們擁有將近30億的消費者和三分之五的世界經(jīng)濟總量。

And that's why I'm very pleased to announce that during my visit the United States and China have agreed to implement a new arrangement for visas that will benefit everyone from students, to tourists, to businesses large and small.Under the current arrangement, visas between our two countries last for only one year.Under the new arrangement, student and exchange visas will be extended to five years;business and tourist visas will be extended to 10 years.(Applause.)這也是為什么我很高興地宣布在我的訪問期間，美國和中國同意實行將會在不同程度上使所有人收益的簽證政策，從學生，旅客到商人。在現(xiàn)行政策下，我們兩國之間的簽證有效期只有一年；在新的政策下，學生簽證和交流簽證將會延長到五年；商業(yè)和旅游簽證將會延長到十年。（掌聲）

Now, deepening our economic ties is why I also hope to make progress with President Xi towards an ambitious, high-standard, bilateral investment treaty that opens up China’s economy to American investors--an agreement that could unlock even more progress and more opportunity in both of our countries.We’re also working together to put--in pursuit of an international agreement on the ITA.And we’ll speak directly and candidly, as we always do, about specific actions China can take to help all of us, across the Asia-Pacific, to expand trade and investment, which many of the CEOs I talk to raise in our discussions.現(xiàn)在，加深我們的經(jīng)濟紐帶是我為什么希望與習主席在制定一項雄心壯志的，高水準的雙邊投資協(xié)議上取得進展，從而將中國經(jīng)濟向美國投資者敞開的原因。這是一項可以為我們兩個國家?guī)砀嗟倪M步和機遇的協(xié)議。同時，我們還共同致力于制定關(guān)于ITA的國際協(xié)定。我們能直截了當并且坦白地說，就像我們一直在說的一樣，中國能采取一些特定的措施來幫助我們在亞太范圍內(nèi)擴大我們的貿(mào)易和投資。這在我與很多CEO的談話中都有所提到。

We look to China to create a more level playing field on which foreign companies are treated fairly so that they can compete fairly with Chinese companies;a playing field where competition policy promotes the welfare of consumers and doesn’t benefit just one set of companies over another.We look to China to become an innovative economy that values the protection of intellectual property rights, and rejects cybertheft of trade secrets for commercial gain.We look to China to approve biotechnology advances that are critical to feeding a growing planet on the same timeline as other countries, to move definitively toward a more market-determined exchange rate, and, yes, to stand up for human rights and freedom of the press.And we don’t suggest these things because they’re good for us;we suggest that China do these things for the sake of sustainable growth in China, and the stability of the Asia-Pacific region.And I look forward to discussing these issues, along with China’s concerns and ideas, with President Xi over the next few days.我們Now even as America works to deepen our bilateral ties with China, we’re focused this week on deepening our ties with all the APEC economies, including reducing barriers to trade and investment, so that companies like yours can grow, create new jobs, and promote prosperity across the Asia-Pacific region.我們希望中國能為外國公司創(chuàng)造更加公平的競爭環(huán)境，一個能增加消費者福利但是不是只惠及一小部分的公司的競爭政策，這樣他們才能與中國公司展開公平競爭。我們希望中國成為一個重視知識產(chǎn)權(quán)保護的創(chuàng)新國家，拒絕以獲得商業(yè)機密為目的的網(wǎng)絡(luò)剽竊。我們希望中國像其他國家一樣支持養(yǎng)活越來越多人的生物技術(shù)，堅定不移地向?qū)嵤└蟪潭壬嫌墒袌鰶Q定的匯率邁進，同時，對，支持人權(quán)和保護出版自由。我們不是處于一己私利而提出這些建議，我們建議中國這樣做是為了中國的可持續(xù)發(fā)展和亞太地區(qū)的穩(wěn)定。我期待在未來的幾天里，與習主席一起探討這些問題以及中國的擔憂和想法。

After all, Asia’s largest export market is the United States--that benefits American consumers because it has led to more affordable goods and services.Six of America’s top 10 export markets are APEC economies, and more than 60 percent of our exports –-over $1 trillion worth of goods and services-– are purchased by APEC economies.That supports millions of American jobs.畢竟，亞洲最大的出口市場使美國——這對美國顧客很有利因為他們能負擔得起更多的商品和服務(wù)。美國前十個出口市場有6個是亞太經(jīng)合組織的成員；多于60%的出口——價值超過一萬億的商品和服務(wù)——被亞太經(jīng)合組織的國家所購買。這帶動了幾百萬的美國就業(yè)崗位。

In the Garden:Getting the Most Out of Mums

This is the VOA Special English Agriculture Report.People have grown chrysanthemums for more than two thousand years.Chinese and other Asian cultures make tea with the flowers.But mums also make bright and colorful gardens.One basic kind of mum is the hardy or garden mum.The other basic kind is the florist mum.The garden mum is better able to handle different growing conditions than the florist mum.There are many varieties of mums.The decorative mum is often seen in gardens.Another popular type, the quill mum, has long, straight petals like a tube or needle.Chrysanthemum blooms can be white, yellow, gold, red or other colors.The plants often grow to one meter in height.The soil should be kept moist but well drained so it does not get too wet.Newly planted mums should be watered two or three times a week, depending on conditions.Plants established in the ground may do well just with normal rainfall.In dry conditions they will need more water.Mums grow best in full sunshine.They produce colorful blooms when days get shorter and nights get longer.The life cycle of the plant depends on the amount of daylight.This is why experts advise against placing mums near nightlights or streetlights.The light may interfere with their normal growth cycle.The plants may develop buds too soon.In climates where temperatures fall below freezing, plant mums at least six weeks before the first frost is expected.That way, the plants will be well established for cold weather.Placing mulch around the plants can protect them from the cold.Doug Akers from the cooperative extension service at Purdue University in Indiana suggests straw or shredded leaves for the mulch.The material will also add nutrients to the soil.Some gardeners say the most beautiful presentation comes from planting mums close together.But they also advise leaving enough space between the plants so air can flow.If not, the chance of disease may increase.To get more blooms, gardeners pinch back the branches when new growth has extended to fifteen centimeters.Squeeze about five to seven centimeters off each branch.Pinch again when a branch grows another twelve to fifteen

The same can be said of the relationship between our two countries.Shanghai, of course, is a city that has great meaning in the history of the relationship between the United States and China.It was here, 37 years ago, that the Shanghai Communique opened the door to a new chapter of engagement between our governments and among our people.However, America's ties to this city--and to this country--stretch back further, to the earliest days of America's independence.我們兩國的關(guān)系也是如此。毫無疑問，上海在美中關(guān)系史上是一個具有重大意義的城市。正是在這里，37年前發(fā)布的《上海公報》（Shanghai Communique）開啟了我們兩國政府和兩國人民接觸交往的新篇章。然而，美國與這個城市以及這個國家的紐帶可以追溯到更久遠的過去，直至美國獨立初期。
