當(dāng)?shù)貢r間2016年11月19日至20日,亞太經(jīng)合組織(APEC)第二十四次領(lǐng)導(dǎo)人非正式會議在秘魯利馬舉行。習(xí)近平主席應(yīng)邀出席會議。會議發(fā)表宣言,全文如下: 亞太經(jīng)合組織第二十四次領(lǐng)導(dǎo)人非正式會議宣言(2016年11月20日,秘魯利馬)
我們,亞太經(jīng)合組織(APEC)經(jīng)濟體領(lǐng)導(dǎo)人,在“高質(zhì)量增長和人類發(fā)展”這一主題下相聚利馬,繼續(xù)攜手致力于支持亞太地區(qū)自由開放的貿(mào)易和投資、可持續(xù)經(jīng)濟增長和共同繁榮?;谶@一愿景,我們2016年在以下幾個方面重點開展工作:區(qū)域經(jīng)濟一體化和高質(zhì)量增長,加強區(qū)域糧食市場,亞太區(qū)域中小微企業(yè)現(xiàn)代化以及人力資本開發(fā)。
從秘魯首次主辦APEC迄今的八年間,世界經(jīng)濟逐步復(fù)蘇,但面臨的挑戰(zhàn)也與日俱增且更加錯綜復(fù)雜。部分經(jīng)濟體內(nèi)部發(fā)展不平等,經(jīng)濟增速失衡,環(huán)境退化以及氣候變化帶來的風(fēng)險相互疊加,對可持續(xù)發(fā)展的前景造成影響,并增加了近期的不確定性。此外,全球化及其相關(guān)的一體化進程日漸遭受質(zhì)疑,助長了保護主義思潮的抬頭。
這些挑戰(zhàn)對我們的共同愿景和目標(biāo)帶來了風(fēng)險,因此我們再次承諾將致力于確保APEC作為一個能發(fā)揮全球領(lǐng)導(dǎo)力的論壇,通過相互合作,著手應(yīng)對最為緊迫的問題,并進一步孕育新思想。我們承諾將繼續(xù)落實2030年可持續(xù)發(fā)展議程。我們認(rèn)為這是在平衡而全面的多邊框架下開展國際合作的典范。我們也對《巴黎協(xié)定》于近期生效表示歡迎,并承諾以透明而有效的方式落實該協(xié)議,從而實現(xiàn)向低碳、環(huán)保的經(jīng)濟轉(zhuǎn)型。
高質(zhì)量增長和人類發(fā)展
我們重申在APEC地區(qū)實現(xiàn)平衡、包容、可持續(xù)、創(chuàng)新和安全增長的愿景。這一愿景在《APEC經(jīng)濟創(chuàng)新發(fā)展、改革與增長共識》和《APEC加強高質(zhì)量增長戰(zhàn)略》中得到了體現(xiàn)。我們對《2010年APEC增長戰(zhàn)略》中所展望的高質(zhì)量增長給予更多重視。
鑒于實現(xiàn)高質(zhì)量增長的重要性,我們承諾將確保我們的政策和戰(zhàn)略能切實提高本地區(qū)民眾的生活質(zhì)量,增進社會公平。我們認(rèn)識到APEC工作的目標(biāo)必須著眼于改善民眾生活。
我們認(rèn)識到繼續(xù)發(fā)展包容性教育,對于提高各年齡段民眾應(yīng)對全球化挑戰(zhàn)的能力至關(guān)重要。我們進一步意識到,公平的優(yōu)質(zhì)教育和培訓(xùn)機會,可以使民眾從幼年直至終生都有機會學(xué)習(xí)技能和培養(yǎng)競爭力。我們必須注重改善教育質(zhì)量,提高教育資源的流動性,增加教育機會,包括與雇主建立伙伴關(guān)系以及開發(fā)軟技能。
我們鼓勵各經(jīng)濟體依據(jù)《APEC教育戰(zhàn)略》所確立的原則開展合作,促進亞太區(qū)域內(nèi)的教育發(fā)展。該戰(zhàn)略明確了構(gòu)建一個強大而富有凝聚力、以包容性和優(yōu)質(zhì)教育為特征的APEC教育大家庭的途徑,以此支撐可持續(xù)經(jīng)濟增長,增進社會福祉,提升職業(yè)素養(yǎng),加速創(chuàng)新,增加就業(yè)。
實現(xiàn)人口全面而有效的就業(yè)對人類發(fā)展至關(guān)重要。我們認(rèn)為,應(yīng)將婦女、青年、殘疾人的經(jīng)濟賦權(quán)作為APEC加強高質(zhì)量增長和人類發(fā)展議題的工作重點。
鑒此,我們承諾致力于確保所有人擁有體面工作和高品質(zhì)生活,特別是加大對社會弱勢群體的保護,為他們提供包容性和優(yōu)質(zhì)的教育及職業(yè)培訓(xùn),鼓勵企業(yè)家精神,完善社會保障體系,并為此加強區(qū)域合作。
我們認(rèn)識到婦女在經(jīng)濟和社會發(fā)展中的重要貢獻,并承諾將在APEC工作中致力于促進性別平等主流化和婦女賦權(quán),確保婦女平等享有優(yōu)質(zhì)教育和經(jīng)濟資源。我們歡迎各經(jīng)濟體采取行動,支持婦女創(chuàng)業(yè),幫助婦女經(jīng)營的中小企業(yè)成長,提高婦女對于數(shù)字科技的認(rèn)知水平,促進婦女職業(yè)發(fā)展,擴大婦女和女童接受科技、工程、數(shù)學(xué)領(lǐng)域的教育及從事相關(guān)職業(yè)的機會,消除婦女參與經(jīng)濟活動中的健康壁壘。我們相信,信息通信技術(shù)的進步對于人類發(fā)展意義重大。我們重申將致力于到2020年前建成下一代寬帶。
認(rèn)識到健康是經(jīng)濟繁榮和人類發(fā)展的基石,我們強調(diào)改善衛(wèi)生系統(tǒng)的重要性,并將致力于建立有活力、可持續(xù)、易使用并能對當(dāng)前及未來衛(wèi)生需求作出迅速回應(yīng)的全民健康系統(tǒng),從而促進高質(zhì)量增長和人類發(fā)展。我們將進一步開展工作,應(yīng)對健康問題在財政和經(jīng)濟上造成影響。
當(dāng)前全球自由貿(mào)易和投資面臨的挑戰(zhàn)和機遇
我們認(rèn)識到2008年國際經(jīng)濟金融危機后,全球經(jīng)濟復(fù)蘇緩慢且不平衡,導(dǎo)致近年來經(jīng)濟增速放緩,金融市場波動,大宗商品價格低迷,不平等現(xiàn)象加劇,就業(yè)問題突出,國際貿(mào)易增長顯著放慢。
我們繼續(xù)承諾將各自并共同使用各種政策工具,包括貨幣、財政和結(jié)構(gòu)性改革措施,提高全球需求水平并解決供給方面的制約因素。我們重申相互促進的政策對于實現(xiàn)強勁、可持續(xù)、平衡和包容性增長發(fā)揮重要作用。我們重申此前關(guān)于貨幣和匯率政策的承諾,避免采取競爭性貶值措施,反對一切形式的保護主義,不以競爭性目的來盯住匯率。我們重申匯率的過度波動和無序調(diào)整會影響經(jīng)濟金融穩(wěn)定。
當(dāng)前全球經(jīng)濟的復(fù)雜局面對我們的工作造成了影響,但同時也是一次機遇,讓我們重申,將致力于打造以創(chuàng)新發(fā)展、聯(lián)動增長、利益融合為特征的充滿活力、和諧的亞太開放型經(jīng)濟,促進就業(yè),推進自由開放的貿(mào)易和投資,加速區(qū)域經(jīng)濟一體化,培育競爭性市場,鼓勵經(jīng)濟技術(shù)合作,營造良好和可持續(xù)的營商環(huán)境。
我們將依據(jù)這些總體原則開展合作。與此同時,我們認(rèn)為各經(jīng)濟體需要和廣大公眾溝通貿(mào)易、投資和自由市場所帶來的好處,并確保使各方廣泛受益。
基于世界貿(mào)易組織(WTO)巴厘島和內(nèi)羅畢部長級會議的成功舉辦,并認(rèn)識到部長宣言所包含的所有會議成果,我們承諾將繼續(xù)落實巴厘島和內(nèi)羅畢部長會議成果,并將重點推動多哈發(fā)展議程剩余問題的談判。我們注意到當(dāng)前亞太地區(qū)各經(jīng)濟體共同關(guān)心的一些重大問題也可在WTO框架下進行討論。因此,我們指示官員們立刻與WTO各成員開展合作,為2017年WTO下屆部長會取得積極和實質(zhì)性成果設(shè)定方向。
我們重申將保持市場開放并反對一切形式的貿(mào)易保護主義,同意將不采取新的貿(mào)易保護措施的承諾延長到2020年,并取消損害貿(mào)易、遲滯全球經(jīng)濟復(fù)蘇的保護主義和貿(mào)易扭曲措施。
我們歡迎各經(jīng)濟體在接受WTO貿(mào)易便利化協(xié)定方面所取得的進展,并支持該協(xié)定早日生效。我們呼吁尚未接受該協(xié)定的APEC經(jīng)濟體以及其他WTO成員力爭在今年底前提交接受該協(xié)定的文書。
我們認(rèn)識到,由各成員廣泛參與的WTO多邊貿(mào)易協(xié)定對于全球貿(mào)易自由化倡議發(fā)揮著重要補充作用。我們認(rèn)為,正在談判中和已經(jīng)達成的多邊協(xié)定,例如《信息技術(shù)協(xié)定》及其擴圍,《服務(wù)貿(mào)易協(xié)定》以及《環(huán)境產(chǎn)品協(xié)定》,應(yīng)對所有關(guān)注此類協(xié)定和談判的WTO成員開放。
同時,我們歡迎落實《信息技術(shù)協(xié)定》擴圍的行動,并呼吁承諾于2016年7月1日落實該協(xié)定的經(jīng)濟體盡快履行承諾。
所有參與《WTO環(huán)境產(chǎn)品協(xié)定》談判的APEC經(jīng)濟體重申,將加倍努力,彌合分歧,找到解決各方核心關(guān)切的方案,力爭達成一份面向未來的宏偉協(xié)議,到2016年底大范圍取消環(huán)境產(chǎn)品關(guān)稅。
我們強調(diào)投資在促進經(jīng)濟增長和創(chuàng)造就業(yè)方面的重大推動作用。我們承諾采取切實措施打造適宜的投資環(huán)境。
面對全球經(jīng)濟放緩,我們認(rèn)識到結(jié)構(gòu)性改革對于提高經(jīng)濟效率、提升生產(chǎn)力和競爭力、創(chuàng)造就業(yè)、促進創(chuàng)新增長至關(guān)重要。我們強調(diào)消除不必要的結(jié)構(gòu)性和監(jiān)管障礙的重要性,它們阻礙跨境貿(mào)易、金融和投資,為營商設(shè)置境內(nèi)壁壘。我們鼓勵各經(jīng)濟體采取切實措施深化落實《APEC結(jié)構(gòu)改革新議程》。我們注意到各經(jīng)濟體已經(jīng)完成各自落實該議程的單邊行動計劃,并對各方關(guān)于在經(jīng)濟體內(nèi)部開展結(jié)構(gòu)性改革的承諾表示歡迎。與此同時,我們認(rèn)識到結(jié)構(gòu)性改革需結(jié)合各經(jīng)濟體自身條件和宏觀經(jīng)濟形勢靈活落實。我們也歡迎營商便利化倡議迄今所取得的進展。
我們歡迎《財長會進程現(xiàn)代化戰(zhàn)略》和《宿務(wù)行動計劃實施戰(zhàn)略》。這兩項戰(zhàn)略將為各經(jīng)濟體在考慮各自發(fā)展水平和內(nèi)部條件的前提下,采取具體行動及有意義的改革措施打下基礎(chǔ)。
根據(jù)2014年《APEC推動實現(xiàn)亞太自貿(mào)區(qū)北京路線圖》確立的指導(dǎo)精神,我們重申將致力于推動亞太自貿(mào)區(qū)的最終實現(xiàn),以此作為進一步深化APEC區(qū)域經(jīng)濟一體化的主要手段?;谶@一愿景,我們批準(zhǔn)《實現(xiàn)亞太自貿(mào)區(qū)有關(guān)問題的集體戰(zhàn)略研究報告》及其摘要。同時,我們批準(zhǔn)該研究報告提出的政策建議,并以此作為《亞太自貿(mào)區(qū)利馬宣言》(附件一)。
我們贊賞APEC官員們?yōu)橥瓿杉w戰(zhàn)略研究所付出的艱苦努力。我們指示官員們落實《亞太自貿(mào)區(qū)利馬宣言》,特別是制定并落實逐步實現(xiàn)亞太自貿(mào)區(qū)的工作計劃。我們希望看到落實相關(guān)工作計劃和APEC為實現(xiàn)亞太自貿(mào)區(qū)而開展集體能力建設(shè)的定期進展報告。此外,基于該研究成果和APEC其他相關(guān)工作,我們指示官員們?yōu)樽罱K實現(xiàn)亞太自貿(mào)區(qū)考慮下一步行動。
我們認(rèn)識到,旨在實現(xiàn)亞太地區(qū)自由開放的貿(mào)易和投資的茂物目標(biāo),是APEC歷史上最重要的里程碑之一。它指引著各成員經(jīng)濟體努力實現(xiàn)可持續(xù)發(fā)展和公平增長。我們認(rèn)為APEC各成員經(jīng)濟體在落實茂物目標(biāo)方面取得了諸多實質(zhì)進展,包括降低關(guān)稅,區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定的增加,對外部貿(mào)易和投資的進一步開放,貿(mào)易和投資便利化措施的不斷完善。同時,我們認(rèn)識到,本地區(qū)取得的進展仍不平衡,需采取進一步措施改善現(xiàn)有貿(mào)易投資條件。
我們歡迎《關(guān)于各經(jīng)濟體落實茂物目標(biāo)進展的第二期評估報告》,指示官員們在進展不平衡的領(lǐng)域繼續(xù)開展工作,包括非關(guān)稅措施、APEC區(qū)內(nèi)貿(mào)易放緩以及失業(yè)問題。
鑒于距離實現(xiàn)茂物目標(biāo)的期限僅剩四年,且APEC地區(qū)內(nèi)外形勢發(fā)生了重大變化,我們認(rèn)為應(yīng)著手考慮后2020時代的APEC愿景。我們對秘魯在2016年主動舉辦關(guān)于APEC面向2020年及未來合作愿景的一系列高級別對話表示贊賞。我們指示官員們在2020年前繼續(xù)就這一話題展開年度討論。
我們認(rèn)為服務(wù)業(yè)對于APEC地區(qū)生產(chǎn)力提高和經(jīng)濟增長做出了重要貢獻。通過為服務(wù)業(yè)提供開放和可預(yù)測的環(huán)境,來提高服務(wù)業(yè)競爭力,擴大服務(wù)貿(mào)易,是促進APEC地區(qū)經(jīng)濟增長的關(guān)鍵因素之一。為此,我們批準(zhǔn)《APEC服務(wù)業(yè)競爭力路線圖》(附件二),指示官員們監(jiān)督評估落實該路線圖的進展,采取具體措施實現(xiàn)共同目標(biāo),促進服務(wù)貿(mào)易和投資增長,提高服務(wù)業(yè)競爭力,與此同時,解決服務(wù)貿(mào)易增長的制約因素,并照顧到各經(jīng)濟體在經(jīng)濟社會條件上的差異。
我們認(rèn)識到創(chuàng)新是高質(zhì)量增長的關(guān)鍵動力之一。我們鼓勵各經(jīng)濟體發(fā)掘新的增長引擎,抓住各行業(yè)中的新機遇,例如互聯(lián)網(wǎng)和數(shù)字經(jīng)濟。
我們對數(shù)字貿(mào)易下一步工作計劃獲得批準(zhǔn)以及互聯(lián)網(wǎng)經(jīng)濟合作取得進展表示歡迎。我們指示官員們根據(jù)部長們批準(zhǔn)的工作計劃進一步開展工作。我們歡迎APEC各經(jīng)濟體提出倡議并發(fā)揮帶頭作用,在數(shù)字貿(mào)易及部長們提及的相關(guān)議題上發(fā)掘新的潛在經(jīng)濟增長點。
我們憶及2011年APEC領(lǐng)導(dǎo)人非正式會議通過的《檀香山宣言》,并認(rèn)識到落實APEC跨境隱私規(guī)則體系的重要性。APEC跨境隱私規(guī)則體系建立在自愿基礎(chǔ)上,其參與各方尋求更多經(jīng)濟體、企業(yè)和問責(zé)代理機構(gòu)參與其中。
我們將繼續(xù)合力挖掘數(shù)字經(jīng)濟的潛力,大力支持發(fā)展易接入的、開放的、可交互操作的、可靠而安全的信息通信技術(shù)使用環(huán)境,以此作為經(jīng)濟增長和繁榮的必要基礎(chǔ)。我們將繼續(xù)改進政策和監(jiān)管環(huán)境,通過發(fā)展靈活而可交互操作的體系,確保信息通信技術(shù)的安全,加強數(shù)據(jù)和隱私保護。我們申明,各經(jīng)濟體不得為了增加其企業(yè)和其他商業(yè)部門的競爭優(yōu)勢,而采取或支持利用信息通信技術(shù)偷竊知識產(chǎn)權(quán)及涉密商業(yè)信息的行為。我們也強調(diào)通過綜合有效的措施,包括平衡的知識產(chǎn)權(quán)體系和能力建設(shè)活動,來增加競爭、鼓勵創(chuàng)業(yè)和促進創(chuàng)新的重要性。
我們認(rèn)為中小微企業(yè)對于各經(jīng)濟體實現(xiàn)高質(zhì)量增長和繁榮不可或缺。作為創(chuàng)新和就業(yè)的源泉,中小微企業(yè)有條件鼓勵企業(yè)家精神,受惠于結(jié)構(gòu)性改革,促進經(jīng)濟可持續(xù)發(fā)展,并使政策、戰(zhàn)略和最佳實踐的影響最大化。加強中小微企業(yè),需要采取切實措施,增強中小微企業(yè)的創(chuàng)新能力和競爭力,包括使知識產(chǎn)權(quán)商業(yè)化的能力,保障其融資渠道并為其提供能力建設(shè),通過發(fā)展電子商務(wù)提高其參與互聯(lián)網(wǎng)和數(shù)字經(jīng)濟的程度,縮小技術(shù)差距,通過加強商業(yè)道德實踐支持企業(yè)發(fā)展和跨境貿(mào)易,積極促使其向可持續(xù)、環(huán)保和綠色生產(chǎn)轉(zhuǎn)型,并支持中小微企業(yè)國際化,包括使用信息通信技術(shù)。
我們歡迎輔助工業(yè)倡議,并期待該倡議在2017年得到落實。我們認(rèn)識到綠色中小微企業(yè)對于APEC地區(qū)可持續(xù)發(fā)展的潛在重要性,并鼓勵官員們明年就此開展更多工作。
我們決心推進全球價值鏈發(fā)展,并加強供應(yīng)鏈聯(lián)接和韌性。我們贊賞旨在2018年前完成APEC增加值貿(mào)易統(tǒng)計數(shù)據(jù)庫而取得的工作進展。我們歡迎《APEC發(fā)展中經(jīng)濟體更好參與全球價值鏈報告》,并鼓勵采取進一步努力,促使發(fā)展中經(jīng)濟體及中小微企業(yè)更好地參與全球價值鏈,創(chuàng)造更多增加值,并向價值鏈上游邁進。我們認(rèn)識到運用新技術(shù)對于提高供應(yīng)鏈聯(lián)接的效率和韌性以及促進供應(yīng)鏈合作的重要性,鼓勵各成員按照部長們的指示,在現(xiàn)有和未來的倡議中就此開展更多工作。
我們批準(zhǔn)《第二期供應(yīng)鏈框架行動計劃(2017-2020)》,并歡迎該行動計劃在明年得到落實,進一步增進APEC地區(qū)的貿(mào)易便利化和供應(yīng)鏈聯(lián)接。
我們認(rèn)識到保障能源供應(yīng)和能源安全對于本地區(qū)共同繁榮和未來發(fā)展至關(guān)重要。我們強調(diào)穩(wěn)定而透明的世界能源市場的重要性。我們重申愿進一步開展能源合作,包括發(fā)展可再生能源,提高能源效率,確保對本地區(qū)所有經(jīng)濟體的能源供應(yīng),從而為貿(mào)易、投資和經(jīng)濟發(fā)展創(chuàng)造必要條件。
我們重申到2035年將總能源密集度降低45%,以及到2030年將可再生能源在本地區(qū)能源結(jié)構(gòu)中比重提高一倍的宏偉目標(biāo)。我們再次承諾將把低效化石能源補貼合理化并逐步取消,并對當(dāng)前開展的同行審議和能力建設(shè)活動表示歡迎。我們鼓勵各成員進一步采取行動,推進能源補貼改革。
邁向?qū)嵸|(zhì)而有效的區(qū)域互聯(lián)互通
我們認(rèn)識到加強互聯(lián)互通可提供經(jīng)濟增長的新動力,促進包容和聯(lián)動式發(fā)展,推動區(qū)域經(jīng)濟一體化,使APEC各經(jīng)濟體更緊密地結(jié)合成一個大家庭。我們注意到并感謝APEC各論壇和工作組在推進本地區(qū)互聯(lián)互通,包括加強次區(qū)域互聯(lián)互通方面所開展的重要工作。盡管如此,挑戰(zhàn)依然存在。
為此,我們重申到2025年實現(xiàn)亞太地區(qū)無縫全面聯(lián)通和融合這一首要目標(biāo)。我們感謝APEC各成員為落實《APEC互聯(lián)互通藍圖(2015-2025)》所作努力和取得的成就,并鼓勵各方根據(jù)藍圖精神開展政策對話,就相關(guān)領(lǐng)域中的最佳實踐和信息開展交流。
我們再次強調(diào)人員交往互聯(lián)互通的重要性,并將致力于通過發(fā)展旅游業(yè),促進文化交流,增加商務(wù)人員流動,推動跨境教育和旅行便利化,推進其進一步發(fā)展。
我們聲明將致力于關(guān)注基礎(chǔ)設(shè)施投資的質(zhì)量和數(shù)量。我們重申高質(zhì)量的基礎(chǔ)設(shè)施對經(jīng)濟可持續(xù)增長有重要意義。《APEC互聯(lián)互通藍圖(2015-2025)》及其后續(xù)工作已經(jīng)明確了高質(zhì)量基礎(chǔ)設(shè)施的基本要素。我們承諾將致力于把這一概念落實到行動中,包括我們在信息通信技術(shù)、能源和交通等方面的工作中。
我們對基礎(chǔ)設(shè)施融資方面取得的進展表示歡迎,并期待進一步發(fā)掘融資渠道,包括調(diào)動私人資本和發(fā)展公私伙伴關(guān)系。我們鼓勵采取進一步措施,提高投資機會的質(zhì)量。我們將致力于增加本地區(qū)不同基礎(chǔ)設(shè)施互聯(lián)互通項目之間的對接和合作。我們歡迎《APEC成員經(jīng)濟體和全球基礎(chǔ)設(shè)施中心協(xié)作行動計劃》。我們認(rèn)識到缺乏有效的固體廢物處理設(shè)施會導(dǎo)致高昂的社會經(jīng)濟和環(huán)境成本,我們鼓勵在這一領(lǐng)域進一步開展工作。
我們歡迎各經(jīng)濟體在共商、共建、共享基礎(chǔ)上實現(xiàn)區(qū)域全面互聯(lián)互通的倡議。我們鼓勵進一步落實這些倡議,促進本地區(qū)的政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通。同時鼓勵各成員就這些倡議進一步對接,以促進亞太區(qū)域經(jīng)濟一體化和共同發(fā)展。
糧食安全,氣候變化和獲取水資源
我們認(rèn)識到APEC可采取以下行動應(yīng)對糧食安全的挑戰(zhàn)并保護自然資源,包括推動可持續(xù)農(nóng)業(yè)、食品、森林管理、漁業(yè)和水產(chǎn)養(yǎng)殖,完善食品市場,將糧食生產(chǎn)者納入經(jīng)濟體境內(nèi)和全球糧食供應(yīng)鏈和價值鏈,減少糧食損失和浪費,并根據(jù)《皮烏拉APEC糧食安全宣言》精神,解決基礎(chǔ)設(shè)施不足導(dǎo)致的瓶頸障礙,削減繁瑣且不必要的貿(mào)易限制措施,加強能力建設(shè),包括采用信息通信技術(shù)和相關(guān)科技促進創(chuàng)新。我們鼓勵采取努力促進APEC地區(qū)農(nóng)業(yè)可持續(xù)發(fā)展。
我們期待有關(guān)工作的進展能夠與促進APEC地區(qū)可持續(xù)經(jīng)濟增長和國際貿(mào)易的努力互補。APEC區(qū)域經(jīng)濟一體化程度的提高,將促進基于科學(xué)監(jiān)管和WTO認(rèn)可的國際糧食標(biāo)準(zhǔn)的國際貿(mào)易,從而有助于實現(xiàn)更安全的糧食供應(yīng)。
氣候變化是糧食生產(chǎn)和糧食安全的一大挑戰(zhàn)。我們致力于就政策落實加強合作,在尊重各經(jīng)濟體自身不同條件的基礎(chǔ)上應(yīng)對糧食安全和氣候變化。我們對APEC糧食安全和氣候變化項目表示歡迎。我們承諾將加大工作力度,減輕旱澇及其他與氣候相關(guān)的自然災(zāi)害對糧食生產(chǎn)和糧食安全的影響。
我們認(rèn)識到水資源是APEC地區(qū)農(nóng)業(yè)發(fā)展的關(guān)鍵因素,也是社會經(jīng)濟發(fā)展的基本要素。因此,我們鼓勵各經(jīng)濟體從不同部門角度和不同層面分享水資源管理方面的最佳實踐,確保水資源供應(yīng),提高水資源利用率。我們鼓勵A(yù)PEC在水資源可持續(xù)利用和綜合管理方面開展合作。
鑒于社會經(jīng)濟因素在實現(xiàn)農(nóng)村和城市人口及弱勢群體的糧食安全中發(fā)揮重要作用,我們將致力于推進農(nóng)村城市統(tǒng)合發(fā)展。我們認(rèn)識到APEC地區(qū)城鎮(zhèn)化和食譜多樣化所帶來的影響,支持APEC總結(jié)各經(jīng)濟體既有經(jīng)驗和最佳實踐,包括參考APEC新近制定的《加強糧食安全和高質(zhì)量增長的農(nóng)村城市發(fā)展戰(zhàn)略框架》,探索促進糧食安全和經(jīng)濟增長,并兼顧城市和農(nóng)村利益的新型綜合路徑。我們也注意到可持續(xù)發(fā)展的很多目標(biāo)與糧食安全和消除貧困直接相關(guān)。我們將繼續(xù)加大打擊野生動物走私的力度,以支持可持續(xù)發(fā)展目標(biāo)。
展望
為實現(xiàn)亞太地區(qū)可持續(xù)發(fā)展,我們必須意識到任務(wù)的緊迫性,通過互信、包容、合作、共贏的亞太伙伴關(guān)系繼續(xù)開展工作,落實有關(guān)承諾,完成任務(wù)目標(biāo)。
我們呼吁采取有效措施,提高婦女、老年人、青年、農(nóng)村人口和弱勢群體,如原住民和殘疾人,在經(jīng)濟、金融和社會方面的融入度。
我們強烈譴責(zé)各種形式的恐怖主義行為。我們認(rèn)識到,恐怖主義威脅著我們建立自由開放經(jīng)濟的信念。我們鼓勵各經(jīng)濟體在《APEC反恐和安全貿(mào)易戰(zhàn)略》的四個跨部門工作領(lǐng)域開展行動,并分享最佳實踐。
我們歡迎《利馬反腐敗宣言》,鼓勵各經(jīng)濟體采取關(guān)鍵性反腐措施,重點打擊針對境內(nèi)外公職人員的賄賂行為,并吸納各利益攸關(guān)方有效參與,包括通過APEC反腐敗執(zhí)法合作網(wǎng)絡(luò)開展合作。
我們批準(zhǔn)2016年《APEC部長級會議聯(lián)合聲明》。我們贊賞部長和官員們在專業(yè)部長級會議、高級別政策對話、財長會進程、高官會各下屬委員會和工作組以及其他相關(guān)機制中所取得的成果。我們指示部長和官員們再接再厲,銘記本次領(lǐng)導(dǎo)人宣言及此前歷次會議所規(guī)劃的愿景,落實2016年專業(yè)部長會和高級別政策對話所通過的建議、倡議、工作規(guī)劃和行動計劃。
我們歡迎APEC工商咨詢理事會、太平洋經(jīng)濟合作理事會、國際和地區(qū)組織、私營部門、地方政府、學(xué)術(shù)界以及其他利益攸關(guān)方為我們工作所作貢獻。
我們認(rèn)識到保持議程的延續(xù)性對于APEC至關(guān)重要。我們對秘魯今年發(fā)揮領(lǐng)導(dǎo)作用,在APEC往年工作成果和愿景基礎(chǔ)上繼續(xù)開展工作表示感謝。

亞太自貿(mào)區(qū)利馬宣言
(亞太自貿(mào)區(qū)集體戰(zhàn)略研究政策建議)
一、目標(biāo)和原則
· 我們再次承諾以全面、系統(tǒng)的方式推動亞太自貿(mào)區(qū)的最終實現(xiàn),并以此作為進一步深化APEC區(qū)域經(jīng)濟一體化的主要手段。
· 我們重申,APEC核心目標(biāo)是到2020年實現(xiàn)茂物目標(biāo),我們?yōu)閷崿F(xiàn)亞太自貿(mào)區(qū)所作的努力將成為進一步推進區(qū)域經(jīng)濟一體化的動力。
· 我們重申亞太自貿(mào)區(qū)將與APEC進程平行推進,并在APEC框架外實現(xiàn)。
· 我們重申最終的亞太自貿(mào)區(qū)應(yīng)不僅僅是實現(xiàn)狹義的自由化,而應(yīng)當(dāng)是高質(zhì)量、全面的,并包含及解決下一代貿(mào)易投資議題。
· 我們認(rèn)識到APEC應(yīng)發(fā)揮關(guān)鍵作用,設(shè)計并孕育區(qū)域經(jīng)濟一體化,堅持開放、包容、互利共贏合作原則,促進經(jīng)濟結(jié)構(gòu)深入調(diào)整,深化并加強區(qū)域經(jīng)濟一體化,并為亞太地區(qū)可持續(xù)發(fā)展注入更多動力。因此,APEC鼓勵單邊經(jīng)濟改革和達成全面、高質(zhì)量的區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定。
二、完成并完善可能的實現(xiàn)路徑
· 我們認(rèn)識到區(qū)域和雙邊貿(mào)易協(xié)定加深了區(qū)域經(jīng)濟一體化,同時也認(rèn)識到APEC經(jīng)濟體所處的不同發(fā)展階段,以及不同自由化水平和覆蓋范圍的區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定,可能會對實現(xiàn)全面的區(qū)域經(jīng)濟一體化帶來挑戰(zhàn)。因此,我們再次承諾亞太自貿(mào)區(qū)應(yīng)建立在正在開展的區(qū)域安排基礎(chǔ)上,包括通過《跨太平洋伙伴關(guān)系協(xié)定》(TPP)、《區(qū)域全面經(jīng)濟伙伴關(guān)系協(xié)定》(RCEP)等可能路徑加以實現(xiàn)。我們歡迎其他區(qū)域一體化安排為最終實現(xiàn)亞太自貿(mào)區(qū)作出有意義的貢獻。
· 我們鼓勵所有的區(qū)域安排,包括TPP、RCEP,保持開放、透明、包容并相互借鑒,以便為本區(qū)域貿(mào)易投資自由化和便利化、并最終實現(xiàn)亞太自貿(mào)區(qū)共同做出貢獻。
· 我們重申《亞太自貿(mào)區(qū)實現(xiàn)路徑》中所提及的愿景。為此,我們注意到本地區(qū)區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定的最新發(fā)展,以及實現(xiàn)亞太自貿(mào)區(qū)可能路徑所取得的進展,包括TPP簽署國為完成國內(nèi)程序所采取的努力和RCEP談判方為加快達成現(xiàn)代、全面、高質(zhì)量、互惠的協(xié)定所做的努力。
· 我們鼓勵將亞太自貿(mào)區(qū)可能路徑所取得的進展,以及落實本政策建議中相關(guān)倡議所取得的進展,以適當(dāng)方式,包括通過自貿(mào)區(qū)信息交流機制,向貿(mào)易投資委員會進行報告。同時,進展報告還可作為貿(mào)易投資委員會/高官會報告的組成部分提交部長級會議和(或)領(lǐng)導(dǎo)人非正式會議。
· 為保持亞太自貿(mào)區(qū)的勢頭,并聚焦最終實現(xiàn)亞太自貿(mào)區(qū)的工作,APEC經(jīng)濟體將在2020年以前,就當(dāng)前相關(guān)可能路徑對推動實現(xiàn)亞太自貿(mào)區(qū)的貢獻進行評估。評估工作將明確具體工作領(lǐng)域,旨在進一步促進自由和開放的區(qū)域貿(mào)易和投資,推進亞太自貿(mào)區(qū)的最終實現(xiàn)。此外,評估工作及下面提及的工作計劃,還將幫助APEC找到實現(xiàn)區(qū)域經(jīng)濟一體化和最終建成亞太自貿(mào)區(qū)面臨最大挑戰(zhàn)的領(lǐng)域。在評估基礎(chǔ)上,APEC成員經(jīng)濟體可集體探討APEC如何以包容、平衡、普惠的方式應(yīng)對挑戰(zhàn),并考慮APEC為實現(xiàn)亞太自貿(mào)區(qū)所采取的下一步工作。
三、繼續(xù)發(fā)揮APEC孵化器作用,強化支持亞太自貿(mào)區(qū)目標(biāo)的相關(guān)倡議
· 我們承諾APEC應(yīng)繼續(xù)作為促進最終實現(xiàn)亞太自貿(mào)區(qū)的重要貢獻者。APEC應(yīng)提供發(fā)揮領(lǐng)導(dǎo)力、提供智力投入和開展能力建設(shè),為實現(xiàn)亞太自貿(mào)區(qū)發(fā)揮孵化器的關(guān)鍵作用。這些措施包括但不限于區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定信息交流機制、第二期自貿(mào)區(qū)能力建設(shè)計劃框架行動計劃,以及推動具體領(lǐng)域的倡議、促進政策協(xié)調(diào)/一致性、開展工業(yè)/部門對話等,從而促進亞太自貿(mào)區(qū)的最終實現(xiàn)。
· 我們同意APEC應(yīng)繼續(xù)確定和解決下一代貿(mào)易投資議題,并在APEC成員經(jīng)濟體所確定的重點領(lǐng)域提出新倡議,以促進亞太自貿(mào)區(qū)的最終實現(xiàn)。因此,我們鼓勵官員們通過貿(mào)易投資委員會及其下屬機制,以協(xié)商一致方式,在本研究指出的潛在領(lǐng)域,包括已確定的或潛在的下一代貿(mào)易投資議題議題,推進相關(guān)工作。
· 我們同意APEC應(yīng)推動結(jié)構(gòu)性改革,改善營商環(huán)境。根據(jù)“營商便利行動計劃”,APEC應(yīng)繼續(xù)提出方法,改善開辦企業(yè)、獲得許可、申請信貸、跨境貿(mào)易和執(zhí)行合同等各環(huán)節(jié)的監(jiān)管環(huán)境。
· 我們同意APEC應(yīng)進一步努力提升貿(mào)易便利化。APEC一直發(fā)揮領(lǐng)導(dǎo)作用,制定能力建設(shè)計劃,幫助經(jīng)濟體履行WTO《貿(mào)易便利化協(xié)定》所規(guī)定的義務(wù)。APEC應(yīng)繼續(xù)在這一領(lǐng)域推進能力建設(shè)項目。
四、促進區(qū)域經(jīng)濟一體化的新倡議
· 集體戰(zhàn)略研究指出,APEC經(jīng)濟體之間,包括在相關(guān)區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定方面,仍存在許多挑戰(zhàn)、差距和分歧。集體戰(zhàn)略研究所啟動的討論工作應(yīng)繼續(xù)進行,包括討論關(guān)于亞太自貿(mào)區(qū)可能涵蓋的要素和支持最終實現(xiàn)亞太自貿(mào)區(qū)的進一步工作等。APEC應(yīng)致力于彌合這些差距,以確保成員經(jīng)濟體繼續(xù)向有效的區(qū)域經(jīng)濟一體化邁進。
· APEC將重點研究區(qū)域貿(mào)易安排/自由貿(mào)易協(xié)定實踐中,包括在實現(xiàn)亞太自貿(mào)區(qū)的可能路徑中和集體戰(zhàn)略研究中指出的共同性和差異性領(lǐng)域,同時落實能力建設(shè)計劃,加深對這些協(xié)定的理解,提高成員參與高質(zhì)量、全面和富有雄心的自由貿(mào)易協(xié)定的能力。
· 作為推進北京路線圖的下一步行動,我們指示官員們對APEC和其他地區(qū)現(xiàn)有的自由貿(mào)易協(xié)定以及WTO如何處理下一代貿(mào)易投資議題的進行盤點。
· 我們進一步指示官員們根據(jù)盤點結(jié)果制定專門的倡議,包括開展能力建設(shè),縮小盤點中所揭示的不同經(jīng)濟體在處理相關(guān)議題方面的差距。此類倡議應(yīng)在APEC相關(guān)機制提出,并從2018年起列入各機制的年度工作計劃。
· 我們指示官員們針對本研究指出的影響貿(mào)易投資的措施,繼續(xù)開展工作,以支持茂物目標(biāo)實現(xiàn),并助力于亞太自貿(mào)區(qū)愿景的最終實現(xiàn)。為實現(xiàn)這些目標(biāo),APEC將在以下領(lǐng)域著手制定工作方案,幫助經(jīng)濟體建立共識,加強能力。有關(guān)領(lǐng)域包括但不限于:
o 在關(guān)稅方面,工作方案應(yīng)著重繼續(xù)降低現(xiàn)有關(guān)稅,梳理各亞太自貿(mào)區(qū)可能實現(xiàn)路徑的市場準(zhǔn)入承諾情況,并發(fā)現(xiàn)它們的共同性和差異性。
o 在非關(guān)稅措施方面,工作方案可根據(jù)2015年APEC工商咨詢理事會向領(lǐng)導(dǎo)人所提的建議,優(yōu)先考慮與后者合作,識別和應(yīng)對影響貿(mào)易的非關(guān)稅措施,并幫助經(jīng)濟體理解非關(guān)稅措施及其潛在影響。
o 在服務(wù)業(yè)方面,工作方案應(yīng)支持落實《APEC服務(wù)業(yè)競爭力路線圖》,將其作為APEC各經(jīng)濟體和APEC區(qū)域刺激經(jīng)濟增長、提高服務(wù)競爭力的路徑。
o 在投資方面,重點是幫助經(jīng)濟體明確投資實踐中的相似領(lǐng)域,并交流國際投資協(xié)定的談判和實施經(jīng)驗。
o 在原產(chǎn)地規(guī)則方面,工作方案應(yīng)探討海關(guān)原產(chǎn)地程序的最佳實踐,敦促各經(jīng)濟體實現(xiàn)APEC設(shè)定的簡化原產(chǎn)地規(guī)則目標(biāo)。
· 為了支持就這些議題展開平衡而包容性的討論,我們指示官員們通過貿(mào)易投資委員會及其下屬機制,重點落實本政策建議,并鼓勵私營部門和其他利益攸關(guān)方,通過包括貿(mào)易政策對話在內(nèi)的方式,參與討論。
五、加強與利益攸關(guān)方的協(xié)商
· 在實現(xiàn)亞太自貿(mào)區(qū)的工作中,APEC應(yīng)努力提高本地區(qū)各利益攸關(guān)方,包括APEC工商咨詢理事會和太平洋經(jīng)濟合作理事會的參與度。
六、進展報告機制
· 我們指示官員們通過貿(mào)易投資委員會落實本政策建議,并向領(lǐng)導(dǎo)人報告實現(xiàn)亞太自貿(mào)區(qū)的進展,尤其是本政策建議中提出的新倡議落實情況。該進展報告將作為單獨文件,在2018年和2020年與茂物目標(biāo)進展報告同時提交。

APEC服務(wù)業(yè)競爭力路線圖
2015年,我們APEC經(jīng)濟體領(lǐng)導(dǎo)人呼吁制訂一份戰(zhàn)略性、長期的服務(wù)業(yè)競爭力路線圖,旨在通過采取一系列行動,到2025年實現(xiàn)共同目標(biāo)。今天,我們批準(zhǔn)《APEC服務(wù)業(yè)競爭力路線圖(2016-2025)》,指示高官們落實該路線圖及其更為詳細(xì)的行動計劃中的承諾。
我們認(rèn)識到,未來十年服務(wù)業(yè)在本地區(qū)經(jīng)濟增長中將發(fā)揮重要作用。新技術(shù)在提升我們服務(wù)貿(mào)易能力的同時,也為包括婦女和小企業(yè)在內(nèi)的大量服務(wù)業(yè)提供者創(chuàng)造了參與其中的平臺。此外,服務(wù)業(yè)也是全球價值鏈中日益增長和充滿活力的重要一環(huán)。上述發(fā)展趨勢表明,服務(wù)業(yè)在顯著提高APEC經(jīng)濟體生產(chǎn)力方面蘊藏潛力。
我們也認(rèn)識到有必要消除妨礙企業(yè)在服務(wù)市場開展競爭或進行貿(mào)易的壁壘,并采取具體行動,促進服務(wù)貿(mào)易和投資,提升服務(wù)業(yè)競爭力。我們將力爭確保有關(guān)監(jiān)管措施能促進公平競爭和使用新技術(shù)。
一、目標(biāo)
為了到2025年之前提升APEC服務(wù)業(yè)競爭力,我們設(shè)立以下目標(biāo):
· 通過逐步減少對服務(wù)貿(mào)易和投資的限制,確保開放和可預(yù)測的服務(wù)市場準(zhǔn)入環(huán)境;
· 提高APEC經(jīng)濟體服務(wù)貿(mào)易出口在全球服務(wù)貿(mào)易出口中所占的比重,到2025年超過當(dāng)前比重;
· 推動APEC地區(qū)服務(wù)業(yè)發(fā)展,到2025年使本地區(qū)服務(wù)業(yè)年均復(fù)合增長率超過6.8%的歷史平均水平,從而使本地區(qū)服務(wù)業(yè)增加值占GDP的比重高于全球平均水平。
為實現(xiàn)上述目標(biāo),APEC需要打造全球最具活力和高效的服務(wù)市場。為此,在全APEC范圍內(nèi)采取行動至關(guān)重要,包括增強APEC內(nèi)部的凝聚力和加強APEC成員之間的合作。我們同時承諾改善與服務(wù)業(yè)相關(guān)的統(tǒng)計,包括在2020年前建立APEC服務(wù)業(yè)政策環(huán)境指數(shù),從而更好地衡量服務(wù)業(yè)發(fā)展,并為政策制訂提供依據(jù)。
我們認(rèn)識到APEC各經(jīng)濟體在經(jīng)濟和社會條件上的差異性,決心通過為發(fā)展中經(jīng)濟體開展政策對話和能力建設(shè),根據(jù)各經(jīng)濟體具體行動開展合作。
二、支撐因素
培養(yǎng)和保持服務(wù)業(yè)競爭力需要一系列支撐因素。我們承諾在全APEC范圍和各經(jīng)濟體內(nèi),為提升服務(wù)業(yè)競爭力提供最有利的支持環(huán)境,并將根據(jù)需要開展相關(guān)能力建設(shè)活動。這些步驟包括:
· 推動良好規(guī)制實踐和國際規(guī)制合作,建立完善的競爭政策框架和機制;
· 延長APEC總體不采取新的貿(mào)易保護主義措施的承諾,取消服務(wù)貿(mào)易領(lǐng)域保護主義和貿(mào)易扭曲性措施,確保服務(wù)市場開放;
· 確保為快速變化的經(jīng)濟提供充足的技術(shù)人才,幫助勞動者適應(yīng)經(jīng)濟的變化,促進婦女、青年、中小微企業(yè)和原住民企業(yè)更好地參與勞動市場;
· 制定政策,培育具有活力、競爭力和高效的電信業(yè)、創(chuàng)新及信息通信技術(shù);
· 發(fā)展有效的金融市場,包括通過應(yīng)用新技術(shù)使金融市場更具包容性;
· 促進人文、硬件和軟件的互聯(lián)互通。
三、APEC共同行動
通過APEC共同行動實現(xiàn)上述支撐因素,將有助于實現(xiàn)路線圖所設(shè)定的目標(biāo),鼓勵必要的貿(mào)易和投資以提升APEC各經(jīng)濟體的服務(wù)業(yè)競爭力。APEC作為本地區(qū)首要經(jīng)濟合作平臺,有條件基于服務(wù)業(yè)領(lǐng)域現(xiàn)有或已計劃采取的工作,推動共同行動。
我們批準(zhǔn)以下APEC共同行動:
· 提升全球價值鏈,包括在已批準(zhǔn)的《APEC促進全球價值鏈發(fā)展合作戰(zhàn)略藍圖》框架下,促進中小微企業(yè)、婦女參與全球價值鏈;
· 在《APEC建筑師和工程師登記》等倡議基礎(chǔ)上,促進專業(yè)人員跨境流動;
· 基于《APEC商務(wù)旅行卡》等倡議,為商務(wù)旅行者提供更多便利。
· 落實APEC結(jié)構(gòu)改革新議程,包括推進《2016年APEC關(guān)于結(jié)構(gòu)改革和服務(wù)業(yè)的經(jīng)濟政策報告》。
· 在已通過的《環(huán)境服務(wù)行動計劃》框架下支持環(huán)境服務(wù)自由化便利化合作。
· 在已通過的《制造業(yè)相關(guān)的服務(wù)業(yè)行動計劃》框架下,促進制造業(yè)相關(guān)的服務(wù)業(yè)自由化便利化;
· 支持教育部門合作,包括推進實習(xí)生計劃、海外交換生項目、聯(lián)合政策研究;根據(jù)各經(jīng)濟體教育系統(tǒng)的情況,推進在教育標(biāo)準(zhǔn)、資質(zhì)和學(xué)分體系方面的信息交流,探索互認(rèn)措施(借鑒《東盟專業(yè)資格證書參考框架》等文件中的措施);
· 合力應(yīng)對互聯(lián)網(wǎng)技術(shù)的迅速發(fā)展,改進監(jiān)管模式,既能提供審慎的監(jiān)管,保障合法消費和數(shù)據(jù)安全,又能在日益數(shù)字化的世界中促進貿(mào)易數(shù)據(jù)的流動;
· 支持特定金融服務(wù)的跨境服務(wù)條款,包括 “亞洲地區(qū)基金護照”參與各方實施的普惠金融倡議;
· 支持APEC根據(jù)《APEC互聯(lián)互通藍圖(2015-2025)》,發(fā)展空海陸交通及信息通信技術(shù)基礎(chǔ)設(shè)施;
· 支持APEC基于《APEC旅游戰(zhàn)略計劃》,發(fā)展旅游業(yè),促進可持續(xù)和包容性增長;
· 制定一整套服務(wù)業(yè)境內(nèi)規(guī)制良好實踐原則。
· 發(fā)展與服務(wù)業(yè)相關(guān)的統(tǒng)計以衡量和支持路線圖落實,在更廣的范圍跟蹤服務(wù)貿(mào)易和投資的發(fā)展;
另外,我們注意到根據(jù)未來工作進展,APEC可能開展的進一步行動:
· 逐步推進服務(wù)業(yè)便利化以改善區(qū)域糧食系統(tǒng),確保亞太地區(qū)糧食安全和高質(zhì)量供應(yīng)。
四、經(jīng)濟體單邊行動
為實現(xiàn)路線圖中設(shè)定的目標(biāo),滿足支撐因素的要求,我們需要各經(jīng)濟體開展富有成效的單邊行動,推動各自服務(wù)業(yè)及整個經(jīng)濟的結(jié)構(gòu)性改革。鑒于單邊改革的重要性,我們鼓勵各經(jīng)濟體推進改革,進一步提升服務(wù)業(yè),并將此納入其根據(jù)《APEC結(jié)構(gòu)改革新議程》制定的結(jié)構(gòu)性改革行動計劃。同時,我們將考慮各經(jīng)濟體自身條件,如發(fā)展水平、準(zhǔn)備程度和適當(dāng)時機。有關(guān)措施應(yīng)對各經(jīng)濟體本身及APEC整體均將產(chǎn)生積極影響。
為支持單邊改革進程,我們同意APEC將為同行審議和能力建設(shè)活動提供便利,并在經(jīng)濟體自主自愿的基礎(chǔ)上,為其提供必要的方法和信息。
五、落實
我們同意該路線圖及相關(guān)的實施計劃應(yīng)作為一份動態(tài)文件。我們可在共識的基礎(chǔ)上增加新的APEC共同行動,以實現(xiàn)路線圖中所設(shè)定的目標(biāo)。
APEC將為那些在集體或單邊落實路線圖過程需要幫助的發(fā)展中經(jīng)濟體中提供能力建設(shè)。開展能力建設(shè)的資金可以通過現(xiàn)有APEC基金(包括APEC結(jié)構(gòu)改革新議程子基金)來獲得。我們歡迎有關(guān)經(jīng)濟體提供更多的能力建設(shè)資金。
APEC將為同行審議活動提供便利。我們鼓勵正在實施改革的經(jīng)濟體向其他有經(jīng)驗的經(jīng)濟體尋求支持并借鑒其最佳實踐。
APEC將改進服務(wù)貿(mào)易和投資的衡量手段,支持路線圖的落實并增進經(jīng)濟體對關(guān)鍵議題的共同理解。APEC將參考經(jīng)合組織和世界銀行等國際組織的現(xiàn)行指數(shù),優(yōu)先制定衡量APEC各經(jīng)濟體服務(wù)業(yè)監(jiān)管環(huán)境的指數(shù)。
高官們將全權(quán)負(fù)責(zé)監(jiān)督評估路線圖的落實情況,并將定期向部長們匯報進展,并視情尋求部長們的進一步指示,開展新行動。我們贊賞工商界特別是APEC工商咨詢理事會、太平洋經(jīng)濟合作理事會和亞太服務(wù)業(yè)聯(lián)盟在制訂路線圖的過程中所發(fā)揮的關(guān)鍵作用,并鼓勵在落實和監(jiān)督路線圖實施進展的過程中與其開展進一步合作。

19.We welcome the commitment of APEC economies to move forward with the implementation of the WTO Trade Facilitation Agreement, including the notification by many APEC developing economies of their category A TFA obligations.We welcome, as well, the progress this year in improving the performance of APEC supply chains through targeted, focused capacity building and technical assistance.In this regard, we applaud the establishment of the APEC Alliance for Supply Chain Connectivity, which will contribute to our goal in achieving a ten percent improvement of supply chain performance by the end of 2015 and our broader supply chain connectivity objectives.We encourage economies to increase the resources of the APEC Supply Chain Connectivity Sub-Fund to ensure that our capacity building and technical assistance projects succeed to meet our ten percent performance improvement goal and to further our trade facilitation objectives.20.我們同意建立亞太示范電子口岸網(wǎng)絡(luò),歡迎亞太經(jīng)合組織經(jīng)濟體提名的首批亞太經(jīng)合組織示范電子口岸。我們批準(zhǔn)《亞太地區(qū)示范電子口岸網(wǎng)絡(luò)工作大綱》,同意在上海示范電子口岸設(shè)立網(wǎng)絡(luò)運營中心,指示官員們?yōu)橘Q(mào)易便利化和供應(yīng)鏈聯(lián)接做出更多貢獻。

36.We welcome the Beijing Declaration of the 2014 APEC Energy Ministerial Meeting.We welcome the establishment of the APEC Sustainable Energy Center in China.We recognize the importance of promoting diversified energy supplies, and market-based competition and pricing mechanisms that reflect demand and supply fundamentals as appropriate to each economy.We encourage member economies to take actions to eliminate trade protection and restrictive measures that may impede progress in renewable energy technologies and development of this sector, and we endorse the Energy Ministers' aspirational goal to double the share of renewables including in power generation by 2030 in APEC's energy mix.We affirm our commitment to rationalize and phase out inefficient fossil fuel subsidies that encourage wasteful consumption while still providing essential energy services.We acknowledge Peru and New Zealand for initiating voluntary peer reviews in 2014 of inefficient fossil fuel subsidies that cause wasteful consumption and sharing their best practices, and welcome the commitment from the Philippines to undergo a peer review in 2015.We encourage innovation, competition and cooperation to promote a sound and sustainable energy sector in the Asia-Pacific and to ensure its energy security, economic growth, poverty eradication and an appropriate response to climate change.37.我們強調(diào)包括礦產(chǎn)品、金屬及相關(guān)產(chǎn)品開發(fā)、加工、利用、投資和貿(mào)易活動在內(nèi)的礦業(yè)可持續(xù)發(fā)展的重要意義,歡迎部長們認(rèn)識到《關(guān)于汞的水俁公約》的重要性。

In 2006, APEC economies agreed to examine the long-term prospect of a Free Trade Area of the Asia-Pacific(FTAAP).In 2010, APEC Leaders issued “Pathways to FTAAP”, and instructed APEC to take concrete steps toward realization of the FTAAP, as a major instrument to further APEC's regional economic integration agenda, which should be pursued as a comprehensive free trade agreement by developing and building on ongoing regional undertakings such as ASEAN+3, ASEAN+6, and the Trans-Pacific Partnership.In this regard, APEC is expected to make an important and meaningful contribution as an incubator of the FTAAP.By providing leadership and intellectual input into the development process of regional economic integration, APEC could play a strong role in driving the FTAAP vision forward.在過去幾年中,亞太經(jīng)合組織討論了一系列與亞太自貿(mào)區(qū)相關(guān)的議題,開展了與亞太自貿(mào)區(qū)相關(guān)的分析工作,解決了一系列下一代貿(mào)易投資議題,并開展了諸多部門倡議。亞太經(jīng)合組織還實施了許多能力建設(shè)項目,幫助經(jīng)濟體提高自貿(mào)區(qū)特定議題的談判能力;利用高官會對區(qū)域自貿(mào)區(qū)談判現(xiàn)狀進行了信息交流;以及開展了其他可能有助于實現(xiàn)亞太自貿(mào)區(qū)的工作。
Over the past several years, APEC has discussed a broad range of issues relevant to the prospect of the FTAAP, conducted analytical work related to the FTAAP, addressed a number of next generation trade and investment issues, and undertaken sectoral initiatives.APEC has also carried out capacity building programs to assist economies in engaging in FTA negotiations on particular topics, has exchanged information on status of FTA/RTA negotiations in the region in Senior Officials Meetings, and led other work that could be used to contribute to the eventual realization of the FTAAP.今天,我們來到全球經(jīng)濟革新的一個重要節(jié)點。亞太經(jīng)合組織經(jīng)濟體承諾為將亞太自貿(mào)區(qū)從愿景變?yōu)榫唧w行動付諸努力,啟動并全面系統(tǒng)推進亞太自貿(mào)區(qū)進程。本路線圖標(biāo)志著我們向更加廣泛而深入的區(qū)域經(jīng)濟一體化邁出了重要而堅實的一步。
Today, we have reached a critical point in global economic evolution, and APEC economies are committed to making a contribution by translating the vision of the FTAAP into concrete steps, and to kicking off and advancing the process in a comprehensive and systematic manner towards the eventual realization of the FTAAP.Establishment of this Roadmap for APEC's Contribution to the Realization of the FTAAP represents an important concrete step towards greater regional economic integration.在此,我們,亞太經(jīng)合組織領(lǐng)導(dǎo)人,達成以下共識:

--The FTAAP should aim to minimize any negative effects resulting from the proliferation of regional and bilateral RTAs/FTAs, and will be pursued by building on current and developing regional architectures.Greater efforts should be made to concluding the possible pathways to the FTAAP, including the TPP and RCEP.為幫助有興趣的亞太經(jīng)合組織經(jīng)濟體參與當(dāng)前正在進行的自貿(mào)區(qū)談判,并為最終實現(xiàn)亞太自貿(mào)區(qū)做好準(zhǔn)備,亞太經(jīng)合組織應(yīng)在結(jié)構(gòu)改革、人力資源、中小企業(yè)發(fā)展、一體化等方面繼續(xù)開展有效的經(jīng)濟技術(shù)合作,幫助發(fā)展中經(jīng)濟體提高能力。
--To assist interested APEC economies with participating in ongoing regional undertakings and preparation for the realization of the FTAAP, APEC should continue to provide effective economic and technical cooperation activities that help developing economies, including in structural reform, human resource, SME development and integration.在以上共識基礎(chǔ)上,我們同意在盡快完成亞太自貿(mào)區(qū)可能路徑的同時,采取以下行動:

--Launch a collective strategic study on issues related to the realization of the FTAAP by building on and updating existing studies and past work, providing an analysis of potential economic and social benefits and costs, performing a stocktake of RTAs/FTAs in force in the region, analyzing the various pathways towards the FTAAP, assessing impacts of the “spaghetti bowl” phenomenon on economies, identifying trade and investment barriers, identifying challenges economies may face in realizing the FTAAP, and considering any recommendations based on the study's findings.The CTI Friends of the Chair Group on Strengthening REI and Advancing FTAAP, led by member economies, will organize and lead a task force to undertake the study and will seek contributions from interested APEC economies, the APEC Policy Support Unit, ABAC, PECC and APEC Study Centers.The linkage with the second term review of Bogor Goals will be strengthened while carrying out this study.The CTI and SOM will review progress annually, finalize the report, along with any recommendations, arrived at by consensus, and submit them to Ministers and Leaders by the end of 2016.通過推進亞太經(jīng)合組織自貿(mào)區(qū)信息交流機制,提高現(xiàn)有自貿(mào)區(qū)透明度。這項工作將支持實現(xiàn)亞太自貿(mào)區(qū),并鼓勵經(jīng)濟體在該機制下開展政策對話和其他信息交流活動。提高現(xiàn)有自貿(mào)區(qū)透明度和更好地理解可能路徑將有助于爭取利益相關(guān)者的支持,并最終實現(xiàn)一個真正讓各方受益的亞太自貿(mào)區(qū)。這一機制將對世界貿(mào)易組織區(qū)域貿(mào)易協(xié)定透明機制進行補充,同時亞太經(jīng)合組織經(jīng)濟體將繼續(xù)最大程度地參與世界貿(mào)易組織透明機制。貿(mào)易投資委員會將每兩年對機制有效性進行評估,并將結(jié)果報告給貿(mào)易部長會議、部長級會議和領(lǐng)導(dǎo)人會議。
--Increase transparency of existing and recently concluded RTAs/FTAs by advancing work under the APEC Information Sharing Mechanism on RTAs/FTAs.This will support cooperation on the realization of the FTAAP, and encourage economies to organize supporting policy dialogues and other information sharing activities under this mechanism.Increased transparency of existing RTAs/FTAs and better understanding among our economies of possible pathways will contribute to building stakeholder support and lead to the eventual realization of a truly beneficial FTAAP.This mechanism would complement the WTO Transparency Mechanism for Regional Trade Agreements;economies will continue to participate to the fullest extent possible in the WTO Transparency Mechanism.The CTI will review the effectiveness of this mechanism biennially and submit any outcomes to MRT, AMM and AELM.在第二期亞太自貿(mào)區(qū)能力建設(shè)行動計劃框架下繼續(xù)開展能力建設(shè)活動。我們高度贊賞2012年至2014年第一期亞太自貿(mào)區(qū)能力建設(shè)行動計劃的成功實施,并鼓勵更多經(jīng)濟體擔(dān)任牽頭經(jīng)濟體設(shè)計和實施具體部門的能力建設(shè)項目。亞太經(jīng)合組織將定期審議第二期能力建設(shè)計劃的進展,以提高經(jīng)濟體參與現(xiàn)有區(qū)域貿(mào)易安排和最終實現(xiàn)亞太自貿(mào)區(qū)的能力。

Global Value Chains(GVCs)have become a dominant feature of the global economy.Better understanding and supporting the “trading tasks” involved in adding value to the final products that cross borders has become paramount to realizing a more effective policy and regulatory infrastructure for global trade.Efficient and workable GVCs within and between each of APEC economies has accordingly become a key focus for economies at all levels of development.鑒于每個經(jīng)濟體在全球貿(mào)易中所處地位和需求的多樣性,我們認(rèn)為非常有必要制定一個總體政策指南,推動全球價值鏈發(fā)展和合作進程,促進亞太地區(qū)可持續(xù)、包容和平衡的經(jīng)濟增長?;诟鹘?jīng)濟體的貢獻,這一總體政策指南將有助于推進亞太經(jīng)合組織貿(mào)易投資議程,促進亞太區(qū)域經(jīng)濟一體化。
Given the diverse needs and situations of APEC economies participating in global trade networks today, an overall policy direction guiding improved cooperation and a more focused GVC evolution is essential to facilitating sustainable, inclusive and balanced growth in the Asia-Pacific region.Consistent overall policy based on input from each economy is essential for moving APEC's trade and investment agenda forward, and facilitating APEC's push for regional economic integration.2013年, 亞太經(jīng)合組織領(lǐng)導(dǎo)人同意在之前互聯(lián)互通工作的基礎(chǔ)上,進一步推動亞太地區(qū)全球價值鏈發(fā)展與合作。這一指示強調(diào)了各經(jīng)濟體就此開展工作并采取戰(zhàn)略行動為全球價值鏈發(fā)展與合作創(chuàng)造有利條件的重要性。為直接落實領(lǐng)導(dǎo)人指示,亞太經(jīng)合組織經(jīng)濟體同意制定《推動全球價值鏈發(fā)展合作戰(zhàn)略藍圖》,并達成以下共識:
In 2013, APEC Leaders agreed to promote GVC development and cooperation in the APEC region on the basis of previous work on connectivity.This agreement highlights the need for APEC economies to work strategically and take action in creating an enabling environment for GVC development and cooperation.In response to Leaders' instruction, APEC economies agree to develop a Strategic Blueprint for promoting global value chains development and cooperation, and agree to:
一、應(yīng)對影響全球價值鏈發(fā)展的貿(mào)易投資壁壘。減少貿(mào)易投資壁壘將有利于經(jīng)濟體融入全球生產(chǎn)網(wǎng)絡(luò),在全球范圍內(nèi)調(diào)集資源,從而降低成本、提高效率和競爭力。亞太經(jīng)合組織將在2015年提出大量有關(guān)全球價值鏈的倡議,討論全球價值鏈的重要性、推動全球價值鏈發(fā)展措施及影響、經(jīng)濟體和企業(yè)參與全球價值鏈和地區(qū)經(jīng)濟合作。這些倡議將涵蓋傳統(tǒng)議題和下一代貿(mào)易投資議題,形成最佳案例,幫助經(jīng)濟體在相關(guān)領(lǐng)域采用貿(mào)易投資友好型措施,從而實現(xiàn)經(jīng)濟目標(biāo)和政策目標(biāo),降低交易成本,推動全球價值鏈發(fā)展。
1.Addressing trade and investment issues that impact GVCs.Reducing trade and investment barriers will improve economies' access to global production networks and allow firms to source less expensive inputs globally, which in turn would lower costs, increase efficiency and enhance competitiveness.For 2015, APEC could launch initiatives in the areas of importance to enhancing GVCs, and study the impact of measures on the growth of GVCs, the participation of economies and businesses in GVCs, and our regional economy.These initiatives could address areas of importance ranging from well-known issues to next generation issues.APEC could then explore best practices to help economies adopt more trade and investment friendly approaches in these areas, while achieving their domestic economic or regulatory objectives, lowering trade costs, and enhancing GVCs.二、啟動亞太經(jīng)合組織全球價值鏈數(shù)據(jù)統(tǒng)計合作。基于“先易后難”和“從技術(shù)統(tǒng)計到政策指南”的原則,我們將按“分步走”方式匯編本地賬戶和對外貿(mào)易統(tǒng)計數(shù)據(jù),建立合適的數(shù)據(jù)分類方式以實現(xiàn)亞太經(jīng)合組織經(jīng)濟體之間數(shù)據(jù)的有效聯(lián)接,并與經(jīng)合組織、世界貿(mào)易組織的現(xiàn)有貿(mào)易增加值統(tǒng)計數(shù)據(jù)庫實現(xiàn)對接。我們將成立一個亞太經(jīng)合組織貿(mào)易增加值統(tǒng)計數(shù)據(jù)中心,進行政策研究、信息交換,開發(fā)統(tǒng)計數(shù)據(jù)的方法,開展有針對性的能力建設(shè)項目。
2.Cooperate on improving statistics related to GVCs.In light the principles of “from easy to hard” and “moving from technical proficiencies to policy”, we will take a step-by-step approach in compiling domestic account and foreign trade statistics, and developing categories harmonized to realize effective correlation of data among APEC economies that can contribute to the WTO-OECD Trade in Value-Added(TiVA)database.Without duplicating existing work at the WTO and OECD, the CTI will undertake further efforts in 2015 and future years on policy research, information exchange, developing shared approaches on statistics collection, and offering focused capacity building programs.In order to support and facilitate the work on this area, APEC should explore the establishment of an experts group on value added trade to help its member economies undertake trade policy capacity research, exchange information, develop approaches on statistics collection, and conduct focused capacity building efforts.三、認(rèn)識服務(wù)貿(mào)易在全球價值鏈中的關(guān)鍵作用。我們應(yīng)繼續(xù)推進現(xiàn)有工作,促進服務(wù)部門向更開放、高效和具有國際競爭力的方向發(fā)展,使服務(wù)業(yè)最大程度地貢獻于本地區(qū)高效、有活力和可靠的供應(yīng)鏈。我們需要開展有針對性的能力建設(shè),幫助各經(jīng)濟體在全球價值鏈背景下認(rèn)識和發(fā)展服務(wù)業(yè)創(chuàng)新,在經(jīng)濟體之間共享信息,努力消除與制造業(yè)相關(guān)的服務(wù)壁壘。各個發(fā)展階段的經(jīng)濟體都應(yīng)積極合作,為服務(wù)業(yè)發(fā)展創(chuàng)造一個開放和競爭的環(huán)境。
3.Realize the critical role of trade in service within GVCs.We shall continue ongoing work to promote open, efficient, and internationally-competitive service sectors, and maximize the contribution that services can make to strong, resilient and reliable supply chains in this region.We need to conduct targeted capacity building to help economies better understand and stimulate the development of innovative services within GVCs, build on shared information among economies.We shall work with economies at all stages of development to create an open and competitive environment for services development.四、使發(fā)展中經(jīng)濟體更好地參與全球價值鏈。鑒于各經(jīng)濟體發(fā)展水平的多樣性,我們認(rèn)為開展全面經(jīng)濟技術(shù)合作有助于縮小發(fā)展差距,對確保發(fā)展中經(jīng)濟體深入?yún)⑴c全球價值鏈至關(guān)重要。我們應(yīng)將經(jīng)濟技術(shù)合作融入未來發(fā)展之路,針對發(fā)展中經(jīng)濟體,開展有針對性的能力建設(shè)項目、全球價值鏈公私合作、人力資源開發(fā)以及技術(shù)傳播等合作。我們將以目標(biāo)為導(dǎo)向,突出重點,根據(jù)亞太經(jīng)合組織核心議程制定并實施多年期戰(zhàn)略規(guī)劃。
4.Enable developing economies to better participate in GVCs.In light of the diversity of APEC member economies, we recognize that comprehensive economic and technical cooperation will play a key role in ensuring greater participation of developing economies in GVCs, and help them achieve their domestic economic objectives.We shall integrate economic and technical cooperation into the paths identified for future development, and further leverage cooperation activities, including targeted capacity-building programs for helping developing economies enter and move up GVCs, for example through public-private GVC collaboration partnerships, programs on human resources development, and further work in APEC on technology dissemination and commercializing creative content.We will emphasize and adopt a multi-year strategic plan based on the core agenda of APEC and employ goal-oriented, focused approaches.五、幫助中小企業(yè)從全球價值鏈中獲益。我們應(yīng)充分考慮中小企業(yè)需求,在基礎(chǔ)設(shè)施、供應(yīng)鏈能力建設(shè)、技術(shù)創(chuàng)新、技術(shù)獲得以及產(chǎn)品標(biāo)準(zhǔn)采用等方面提出更多倡議,根據(jù)中小企業(yè)需求制定有針對性的發(fā)展戰(zhàn)略。逐步提高中小企業(yè)的經(jīng)營能力將改善其參與全球價值鏈的狀況。為了實現(xiàn)這一目標(biāo),亞太經(jīng)合組織需要加強信息與通訊技術(shù)的使用,幫助中小企業(yè)更快捷地獲取貿(mào)易和投資信息;加強知識產(chǎn)權(quán)保護;提供幫助中小企業(yè)融入價值鏈的技術(shù)和進程相關(guān)信息。同時,亞太經(jīng)合組織還應(yīng)積極構(gòu)建開放透明的商業(yè)環(huán)境,促進中小企業(yè)與跨國公司聯(lián)系合作。
5.Assist SMEs to benefit from GVCs.We shall develop and implement initiatives to assist our SMEs in the areas that matter most to GVCs: infrastructure, supply chain connectivity, innovation, skills, and adoption of international standards.We will take steps to enhance capacity building activities and raise their understanding of how to participate in GVCs.APEC shall achieve this by facilitating SME access to trade and investment related information via increased utilization of information and communication technologies(ICTs), enhancing intellectual property protection, and providing further information on tools and processes that would help them enter and move up GVCs.APEC should also foster linkages between SMEs and MNEs by helping our economies build an open and transparent regulatory and investment climates.六、改善投資環(huán)境。實施和維護促進投資的法律、法規(guī)及活動具有重要意義。因此,我們重申繼續(xù)改善亞太地區(qū)投資環(huán)境的重要性,包括根據(jù)亞太經(jīng)合組織現(xiàn)有投資承諾采取具體行動以便利投資,這些承諾包括《亞太經(jīng)合組織非約束性投資原則》、《亞太經(jīng)合組織投資戰(zhàn)略》、《投資便利化行動計劃》等。同時,我們將采取具體措施促進投資,確保本地區(qū)所有投資申請都得到迅速、公平和公正處理,創(chuàng)建并保持透明、健全的管理程序。
6.Improve the investment climate for GVCs Development.We recognize the importance of adopting and maintaining laws, regulations, and practices that facilitate investment.We reaffirm the importance of continued efforts to improve the investment climate in the APEC region, including through taking concrete steps to facilitate investment as per existing APEC investment documents, such as the APEC Non-Binding Investment Principles, the APEC Investment Strategy and the APEC Investment Facilitation Action Plan(IFAP).APEC will help economies 1)implement sound investment strategies which deal with investment applications expeditiously, fairly, and equitably;and 2)facilitate investment through creating and maintaining transparent and sound administration procedures that apply for the lifetime of the investment.七、采取有效的貿(mào)易便利化措施。我們重申到2015年實現(xiàn)亞太地區(qū)供應(yīng)鏈績效提高10%的承諾,削減交易時間、成本和不確定性。因此,我們將繼續(xù)開展系統(tǒng)能力建設(shè)來打通供應(yīng)鏈聯(lián)通的阻塞點,同時開展其他具體活動,包括建立亞太經(jīng)合組織供應(yīng)鏈聯(lián)盟,促進綠色供應(yīng)鏈合作。我們歡迎通過《亞太經(jīng)合組織海關(guān)監(jiān)管互認(rèn)、執(zhí)法互助、信息互換戰(zhàn)略框架》倡議來促進供應(yīng)鏈聯(lián)通。我們還將推進示范電子口岸計劃, 分享信息通信技術(shù)基礎(chǔ)設(shè)施發(fā)展和便利化措施的最佳范例。同時,我們重申將遵守承諾,執(zhí)行世界貿(mào)易組織的《貿(mào)易便利化協(xié)定》并鼓勵亞太經(jīng)合組織做出更大貢獻。
7.Adopt effective trade facilitation measures.We reaffirm our commitment to achieving an APEC-wide target of a ten percent improvement in supply-chain performance by 2015, in terms of reductions in the time, cost, and uncertainty of moving goods and services throughout the region.Accordingly we will further advance a capacity building program to address the identified supply chain connectivity(SCC)chokepoints and improve the performance of supply chains.To this end, we will carry out additional concrete actions, including the establishment of an APEC Supply Chain Alliance and promoting cooperation on green supply chains.We welcome the framework for advancing supply chain connectivity through mutual recognition of control, mutual assistance of enforcement and mutual sharing of information(SCC-3M)among customs agencies and other government agencies related to trade, and will advance the Model E-port Initiative.We will also share best practices of ICT infrastructure development and efficient trade facilitation measures.We also reaffirm our commitment to implement the WTO Agreement on Trade Facilitation and encourage greater contribution by APEC.八、增強全球價值鏈的韌性??缇澈献?、公私合作以及亞太經(jīng)合組織各經(jīng)濟體之間的共同努力,對應(yīng)對全球價值鏈系統(tǒng)性風(fēng)險帶來的挑戰(zhàn)至關(guān)重要。經(jīng)濟體應(yīng)當(dāng)通力合作,開展地區(qū)價值鏈定量研究和分析,提升跨境價值鏈韌性,建立更加安全可靠的價值鏈體系?;谶@些研究,亞太經(jīng)合組織可以進一步探討在政策協(xié)調(diào)和能力建設(shè)方面開展合作的可能性。
8.Enhance resiliency of GVCs.APEC shall make a collaborative effort to enhance cross-border value chain resilience in the region, establish more secure value chains, and conduct quantitative value chain research and analysis in the region.APEC may also carry out discussions of potential cooperation in the development of practical policy, and capacity building projects based on these analyses.九、鼓勵公私合作促進全球價值鏈發(fā)展。亞太經(jīng)合組織應(yīng)繼續(xù)有效利用《亞太經(jīng)合組織公私合作指南》,鼓勵部門領(lǐng)域的公私合作,在業(yè)已批準(zhǔn)的工作框架下,加強區(qū)域內(nèi)基礎(chǔ)設(shè)施投資。亞太經(jīng)合組織還應(yīng)提高各利益相關(guān)方的信任和共識,促進各經(jīng)濟體公私部門之間的互動。
9.Encourage public-private partnerships for GVCs.APEC shall continue to make good use of the Public-Private Partnership Guidebook as a tool to encourage sector level partnerships for investment in regional value chains infrastructure and capacity within a high-quality institutional and regulatory framework.APEC shall also enhance trust and shared understanding between participants to foster interaction between private and public sectors across APEC economies.十、加強與其他利益相關(guān)方關(guān)于全球價值鏈的合作。亞太經(jīng)合組織應(yīng)促進與國際組織和伙伴機構(gòu)間的合作, 如世界貿(mào)易組織、聯(lián)合國貿(mào)易和發(fā)展會議、經(jīng)合組織、二十國集團、世界銀行、國際貨幣基金組織和亞洲開發(fā)銀行等。通過技術(shù)援助和能力建設(shè),促進亞太經(jīng)合組織與上述組織在全球價值鏈政策制定方面的協(xié)同作用。此外, 鼓勵促進全球價值鏈發(fā)展的政府間合作以及非政府組織的活動。

Conducting activities contained within this strategic blueprint will be essential to strengthening our mutual economic ties in the global network, and to ensuring our regional economy is resilient, our growth is inclusive, and our economies become ever more connected.We believe that our people should secure equitable benefit from GVC development and that this is key to shaping a sound future through our Asia-Pacific partnership.We are determined to demonstrate APEC's leadership in fostering further GVC development and will immediately begin with concerted efforts upon the approval of this Blue print that is being proposed.附件三

3.Reform is an important factor in promoting economic growth and innovative development.Deepening reform eliminates barriers to sustainable economic growth, allows the market to play a decisive role in allocating resources, improves the role of government, creates a conducive growth environment, and unleashes the full potential of productivity.4.為此,我們認(rèn)為亞太地區(qū)應(yīng)繼續(xù)深化經(jīng)濟改革,堅持創(chuàng)新發(fā)展,圍繞經(jīng)濟改革、新經(jīng)濟、創(chuàng)新增長、包容性支持和城鎮(zhèn)化五大支柱開展合作。我們達成以下共識:

6.We resolve to encourage communication, information exchanges, and capacity building on economic policy, regulatory coherence, and good regulatory practices, and we support members' efforts to share experiences and best practices in innovation, reform, and fostering growth.We agree to incorporate the topic of overcoming the Middle-Income Trap in the work program of the Economic Committee(EC)for in-depth discussion and cooperation.——在新經(jīng)濟支柱下:

14.Since fossil fuel will continue to play significant role in the energy mix of this region in the medium to long term, we reaffirm the importance of clean and efficient use of fossil fuel.We encourage member economies, where there are difficulties to quickly deploying alternatives to coal, to enhance cooperation in developing and applying clean coal technologies such as highly efficient coal-fired power plants and Carbon Capture Utilization and Storage(CCUS).We support the safe and efficient development of nuclear power, which functions as a base load power source, in interested economies.15.我們重申到2035年本地區(qū)總能源強度比2005年降低45%的目標(biāo),規(guī)范和逐步取消低效和鼓勵浪費的化石燃料補貼,同時注意向有需求的人群提供基本的能源服務(wù)。我們歡迎成立亞太經(jīng)合組織可持續(xù)能源中心,推廣可持續(xù)能源發(fā)展先進理念和模式。

2008年11月 秘魯首都利馬 會議的主題是“亞太發(fā)展的新承諾”,將討論世界經(jīng)濟金融形勢、支持世界貿(mào)易組織多哈回合談判、糧食安區(qū)域經(jīng)濟一體化、企業(yè)社會責(zé)任、氣候變化、防災(zāi)減災(zāi)等議題。2009年11月 新加坡 太經(jīng)合組織第十七次領(lǐng)導(dǎo)人非正式會議發(fā)表《新加坡宣言》指出,APEC共同目標(biāo)不變,即通過自由、開放的支持亞太地區(qū)經(jīng)濟增長與繁榮。
2010年11月 日本橫濱 亞太經(jīng)合組織第十八次領(lǐng)導(dǎo)人非正式會議發(fā)表《橫濱宣言》說,APEC將繼續(xù)致力于推動地區(qū)經(jīng)濟一體化進動推動亞太自貿(mào)區(qū)的建設(shè)。

第9次領(lǐng)導(dǎo)人非正式會議于2001年10月21日在中國上海舉行
亞太經(jīng)合組織領(lǐng)導(dǎo)人非正式會議是亞太經(jīng)合組織最高級別的會議。會議就有關(guān)經(jīng)濟問題發(fā)表見解,交換看法,會議形成的領(lǐng)導(dǎo)人宣言是指導(dǎo)亞太經(jīng)合組織各項工作的重要綱領(lǐng)性文件。首次領(lǐng)導(dǎo)人非正式會議于1993年11月在美國西雅圖召開,此后每年召開一次,在各成員間輪流舉行,由各成員領(lǐng)導(dǎo)人出席(中國臺北只能派出主管經(jīng)濟事務(wù)的代表出席)。
1992年4月,澳大利亞總理基廷首次提出以亞太經(jīng)合組織為基礎(chǔ),舉行一次亞太首腦會 議。1993年,美國作為亞太經(jīng)合組織會議的東道主,正式提出在亞太經(jīng)合組織第五屆部長級會議之后召開一次首腦會議。由于沒有得到全體成員的贊同,美國建議召開的首腦會議被定名為“領(lǐng)導(dǎo)人非正式會議”。1993年11月19日至20日,首次領(lǐng)導(dǎo)人非正式會議在美國西雅圖的布萊克島舉行。除馬來西亞外,該組織其余14個成員的領(lǐng)導(dǎo)人或代表出席了這次會議。會議期間,所有領(lǐng)導(dǎo)人不著西服,而穿休閑裝,為的是營造一種較為輕松的氣氛。領(lǐng)導(dǎo)人的講話內(nèi)容需經(jīng)本人同意才能公開。會議結(jié)束后通過一項領(lǐng)導(dǎo)人宣言。這種形式成為以后亞太經(jīng)合組織領(lǐng)導(dǎo)人非正式會議的模式。
歷次領(lǐng)導(dǎo)人非正式會議——
第1次領(lǐng)導(dǎo)人非正式會議于1993年11月20日在美國西雅圖的布萊克島舉行。會議討論了21世紀(jì)亞太地區(qū)經(jīng)濟展望、促進亞太經(jīng)合組織內(nèi)部及區(qū)域間的合作、以及有關(guān)機制和手段等3個議題,并發(fā)表了《亞太經(jīng)合組織領(lǐng)導(dǎo)人經(jīng)濟展望聲明》。中國國家主席江澤民在會上就促進亞太經(jīng)合組織內(nèi)部及區(qū)域間的合作提出5點建議。
第2次領(lǐng)導(dǎo)人非正式會議于1994年11月15日在印尼茂物舉行。會議通過的《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人共同決心宣言》(簡稱《茂物宣言》),確立了在亞太地區(qū)實現(xiàn)貿(mào)易和投資自由化的目標(biāo),提出發(fā)達成員和發(fā)展中成員分別不遲于2010年和2020年實現(xiàn)這一目標(biāo)的時間表。江澤民主席在會上對亞太經(jīng)濟合作的未來提出了5項原則建議。
第3次領(lǐng)導(dǎo)人非正式會議于1995年11月19日在日本大阪舉行。會議討論和制定了旨在順利實現(xiàn)《茂物宣言》的行動方針,并為區(qū)域內(nèi)的長期合作構(gòu)筑框架。會議發(fā)表了《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人行動宣言》(簡稱《大阪宣言》),通過了實施貿(mào)易投資自由化和開展經(jīng)濟技術(shù)合作的《大阪行動議程》。江澤民主席在會上闡述了中國關(guān)于亞太經(jīng)濟合作的5點主張。
第4次領(lǐng)導(dǎo)人非正式會議于1996年11月25日在菲律賓蘇比克舉行。會議的主要議題是落實根據(jù)亞太經(jīng)合組織貿(mào)易和投資自由化時間表所制定的單邊行動計劃和集體行動計劃,討論加強成員間的經(jīng)濟技術(shù)合作問題。會議通過了《馬尼拉行動計劃》、《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人宣言:從憧憬到行動》以及《亞太經(jīng)合組織經(jīng)濟技術(shù)合作原則框架宣言》。會議還首次確認(rèn)了中國倡導(dǎo)的以自主自愿、協(xié)商一致為特點的“亞太經(jīng)合組織合作方式”。江澤民主席在會上就經(jīng)濟技術(shù)合作問題發(fā)表了幾點意見。
第5次領(lǐng)導(dǎo)人非正式會議于1997年11月25日在加拿大溫哥華舉行。會議討論了貿(mào)易投資自由化、經(jīng)濟技術(shù)合作以及東南亞發(fā)生的金融危機等問題。會議通過了《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人宣言:聯(lián)系大家庭》。江澤民主席就加強亞太地區(qū)經(jīng)濟技術(shù)合作提出4點意見,并建議制定《走向21世紀(jì)的科技產(chǎn)業(yè)合作議程》。
第6次領(lǐng)導(dǎo)人非正式會議于1998年11月18日在馬來西亞的吉隆坡舉行。會議的主要議題包括克服金融危機、恢復(fù)經(jīng)濟增長、改善國際金融體制、推進貿(mào)易和投資自由化、加強經(jīng)濟和科技合作等。會議通過了《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人宣言:加強增長的基礎(chǔ)》、《走向21世紀(jì)的亞太經(jīng)合組織科技產(chǎn)業(yè)合作議程》和《吉隆坡技能開發(fā)行動計劃》等重要文件。江澤民主席就促進國際金融穩(wěn)定發(fā)展和推動建立國際金融新秩序提出了3點主張。
第7次領(lǐng)導(dǎo)人非正式會議于1999年9月13日在新西蘭奧克蘭舉行。會議就進一步推進亞太地區(qū)經(jīng)濟合作、亞太經(jīng)合組織如何為即將啟動的新一輪全球貿(mào)易談判作貢獻以及亞太經(jīng)合組織的未來走向等問題展開了討論。會議最后通過了《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人宣言:奧克蘭挑戰(zhàn)》,并批準(zhǔn)了《亞太經(jīng)合組織加強競爭和法規(guī)改革的原則》和《婦女融入亞太經(jīng)合組織框架》等文件。
第8次領(lǐng)導(dǎo)人非正式會議于2000年11月16日在文萊首都斯里巴加灣舉行。會議主要討論了經(jīng)濟全球化、新經(jīng)濟、次區(qū)域合作、經(jīng)濟技術(shù)合作、人力資源開發(fā)和石油價格等問題。會議最后通過了《亞太經(jīng)合組織經(jīng)濟領(lǐng)導(dǎo)人宣言:造福社會》和《新經(jīng)濟行動議程》。江澤民主席以2001年會議東道主的身份在會上就世界和亞太地區(qū)經(jīng)濟形勢、經(jīng)濟全球化、新經(jīng)濟、亞太經(jīng)合組織的作用、人力資源開發(fā)等問題發(fā)表了看法和主張。
第9次領(lǐng)導(dǎo)人非正式會議于2001年10月21日在中國上海舉行。中國國家主席江澤民主持會議并發(fā)表題為《加強合作,共同迎接新世紀(jì)的新挑戰(zhàn)》的重要講話,全面闡述了中國對當(dāng)前世界和地區(qū)經(jīng)濟形勢的看法,以及對推進APEC合作進程的主張。與會領(lǐng)導(dǎo)人以“新世紀(jì)、新挑戰(zhàn):參與、合作,促進共同繁榮”為主題,就當(dāng)前世界經(jīng)濟形勢以及“9·11”事件對經(jīng)濟發(fā)展帶來的影響、人力資源能力建設(shè)和亞太經(jīng)合組織未來發(fā)展方向等問題深入交換意見,達成了廣泛的共識。會議通過并發(fā)表了《領(lǐng)導(dǎo)人宣言:迎接新世紀(jì)的新挑戰(zhàn)》和《上海共識》等文件。與會各成員領(lǐng)導(dǎo)人還利用午餐會就反對恐怖主義問題交換了意見,并發(fā)表了《亞太經(jīng)合組織領(lǐng)導(dǎo)人反恐聲明》。
第10次領(lǐng)導(dǎo)人非正式會議于2002年10月26日至27日在墨西哥的洛斯卡沃斯舉行。會議就全球和亞太地區(qū)經(jīng)濟發(fā)展、加強多邊貿(mào)易體制、執(zhí)行上海會議成果及反恐合作等問題進行了討論。會議發(fā)表了《領(lǐng)導(dǎo)人宣言》和《反恐聲明》。江主席在會議上就亞太經(jīng)合組織順應(yīng)時代潮流發(fā)揮自身優(yōu)勢、開展廣泛合作闡明了中國的原則立場和主張。江主席還就反恐問題作了重要發(fā)言,在亞太經(jīng)濟合作組織工商領(lǐng)導(dǎo)人峰會上發(fā)表了演講,并出席了與工商咨詢理事會代表的對話會。
第11次領(lǐng)導(dǎo)人非正式會議于2003年10月在曼谷舉行。會議的主題是“在多樣性的世界,為未來建立伙伴關(guān)系”。
