一、專業(yè)培養(yǎng)目標(biāo)

本專業(yè)已被評為自治區(qū)特色專業(yè)，近年來已形成生源旺盛、出口暢通的大好局面。主要培養(yǎng)適應(yīng)社會經(jīng)濟建設(shè)需要的，德、智、體全面發(fā)展的，掌握經(jīng)濟、法律、管理和報關(guān)、國際貨運及代理等方面的基礎(chǔ)知識和能力，具有較高的計算機操作能力和外語水平，熟悉相應(yīng)的實務(wù)技能，能在各類涉外企業(yè)獨立從事單證制作、海關(guān)通關(guān)、口岸商檢、國際貨物運輸及其代理、外貿(mào)倉儲管理、報關(guān)代理、物流管理等實務(wù)的高級技術(shù)應(yīng)用型人才。

二、畢業(yè)生面向的工作崗位及崗位的職業(yè)標(biāo)準(zhǔn)

工作崗位：

報關(guān)員、國際貨運代理員、單證員、報檢員、物流管理員。

崗位的職業(yè)標(biāo)準(zhǔn)

報關(guān)員：報關(guān)員是指經(jīng)海關(guān)注冊，代表所屬企業(yè)向海關(guān)辦理進出口貨物報

關(guān)納稅等事務(wù)的人員。報關(guān)員應(yīng)具備一定的學(xué)識水平和實際業(yè)務(wù)能力，熟悉與貨物進出口業(yè)務(wù)有關(guān)的法律和對外貿(mào)易知識，必須精通海關(guān)法規(guī)、規(guī)章并具備辦理海關(guān)手續(xù)的技能，取得國家海關(guān)總署頒發(fā)的《報關(guān)員資格證書》。

國際貨運代理員：國際貨運代理員的工作是接受進出口貨物發(fā)貨人、收貨人的委托，為其辦理國際貨物運輸及相關(guān)業(yè)務(wù)。國際貨運代理員應(yīng)具有較高的英語聽寫會話能力，熟悉進出口業(yè)務(wù)各環(huán)節(jié)和交易程序，系統(tǒng)掌握國際貨運代理基礎(chǔ)知識、國際海上貨運代理理論與實務(wù)、國際航空貨運代理理論與實務(wù)、國際多式聯(lián)運與現(xiàn)代物流理論與實務(wù)等知識，熟悉國際貨運代理的流程，并能獨立進行實際操作，一般要求取得國家商務(wù)部頒發(fā)的《國際貨運代理從業(yè)人員資格證書》。

單證員：單證員的工作就是負責(zé)國際貿(mào)易中運輸、海關(guān)、商檢等環(huán)節(jié)各種單證的管理和操作。系統(tǒng)掌握外貿(mào)理論

和實務(wù)方面的知識，熟悉進出口業(yè)務(wù)各環(huán)節(jié)和交易程序，能熟練地進行國際貿(mào)易實施過程中各種單證的編制、取得、審核、修改和傳遞，一般要求取得《國際貿(mào)易單證員證書》。

報檢員：報檢員是指在外貿(mào)企業(yè)、代理報檢企業(yè)等企業(yè)和機構(gòu)中專門從事出入境檢驗檢疫報檢業(yè)務(wù)的人員。報檢員應(yīng)具備一定的英語基礎(chǔ)，熟悉檢驗檢疫有關(guān)法律，掌握報檢業(yè)務(wù)基礎(chǔ)知識和業(yè)務(wù)流程，并能獨立進行實際操作，獲得國家質(zhì)量監(jiān)督檢驗檢疫總局頒發(fā)的《報檢員資格證書》。

物流管理員：具有現(xiàn)代綜合物流新理念，熟悉物流各個環(huán)節(jié)的業(yè)務(wù)流程，具備從事航運、倉儲、公路運輸、鐵路運輸、貨物包裝、信息管理等某一環(huán)節(jié)的業(yè)務(wù)等能力，能統(tǒng)籌考慮整個物流運作安排，能在業(yè)務(wù)中運用計算機網(wǎng)絡(luò)系統(tǒng)，能夠合理使用和調(diào)配有關(guān)物流技術(shù)設(shè)施和設(shè)備。一般要求取得中國物流與采購聯(lián)合會頒發(fā)的《助理物流師資格證

書》。

三、人才培養(yǎng)規(guī)格要求

1、具有良好的政治素質(zhì)、文化修養(yǎng)、職業(yè)道德、服務(wù)意識和健康的體魄。

2、具有較高的中英文水平與文字表達能力，掌握外貿(mào)專業(yè)英語，能進行對外貿(mào)易洽談，起草有關(guān)合同、協(xié)議，能較熟練處理日常業(yè)務(wù)函電及其它業(yè)務(wù)文件。

3、具有較強的計算機應(yīng)用能力，掌握計算機軟件在報關(guān)與國際貨運代理中的應(yīng)用技術(shù)，并能熟練使用國際貿(mào)易中的現(xiàn)代電子數(shù)據(jù)交換手段。

4、熟悉進出口業(yè)務(wù)各環(huán)節(jié)和交易程序，能獨立進行實際操作；掌握與國際貿(mào)易和國際貨運代理業(yè)務(wù)相關(guān)的商檢、海運、保險、索賠、仲裁等的程序、規(guī)范和處理技術(shù)。

5、掌握組織多式聯(lián)運經(jīng)營管理與通關(guān)業(yè)務(wù)技能和實際操作技巧。

6、掌握外貿(mào)貨運裝卸、倉儲運輸?shù)雀酆狡髽I(yè)生產(chǎn)調(diào)度的方法和運作過

程。

7、掌握有關(guān)外貿(mào)會計核算、國際結(jié)算和稅法知識，具備從事有關(guān)國際結(jié)算、出口退稅等業(yè)務(wù)能力。

8、掌握公關(guān)的基本知識和技巧，有良好的公共關(guān)系協(xié)調(diào)能力。

四、專業(yè)核心能力
