      本競(jìng)賽分A、B、C、D四個(gè)類(lèi)別,全國(guó)各高校的研究生及本、專(zhuān)科所有年級(jí)學(xué)生均可自愿報(bào)名參賽。A類(lèi)考試適用于研究生參加;B類(lèi)考試適用于英語(yǔ)專(zhuān)業(yè)本、專(zhuān)科學(xué)生參加;C類(lèi)考試適用于非英語(yǔ)專(zhuān)業(yè)本科生參加;D類(lèi)考試適用于體育類(lèi)和藝術(shù)類(lèi)本科生和非英語(yǔ)專(zhuān)業(yè)高職高專(zhuān)類(lèi)學(xué)生參加。本競(jìng)賽面向大多數(shù)學(xué)生,提倡“重在參與”的奧林匹克精神,堅(jiān)持自愿報(bào)名參加的原則,避免僅僅選拔“尖子”參加競(jìng)賽,而把大多數(shù)學(xué)生排除在競(jìng)賽之外的做法。

      三、競(jìng)賽時(shí)間和方法

      1、初賽程序及方式。初賽定于2011年4月10日(星期日)上午9:00-11:00在全國(guó)各地同時(shí)舉行。初賽由全國(guó)統(tǒng)一命題,包括筆答和聽(tīng)力兩部分。初賽聽(tīng)力采取播放錄音的形式。

      2、決賽程序及方式。決賽筆試(含聽(tīng)力)定于2011年5月8日(星期日)上午9:00-11:00在全國(guó)各地同時(shí)舉行。決賽分兩種方式,各地可任選一種:第一種是只參加筆試(含聽(tīng)力),第二種是參加筆試(含聽(tīng)力)和口試。只參加筆試(含聽(tīng)力)的學(xué)生的決賽成績(jī)滿分為150分;既參加筆試(含聽(tīng)力)又參加口試的學(xué)生滿分是200分,其中筆試分?jǐn)?shù)為150分(含聽(tīng)力),口試分?jǐn)?shù)為50分。決賽賽題和口試方案、題目由全國(guó)競(jìng)賽組委會(huì)統(tǒng)一命制,各省級(jí)競(jìng)賽組委會(huì)選擇是否統(tǒng)一參加口試,并決定口試地點(diǎn)、時(shí)間、形式等具體事宜。

      3、賽場(chǎng)設(shè)置。以省(自治區(qū)、直轄市)為一個(gè)賽區(qū),競(jìng)賽活動(dòng)在省(自治區(qū)、直轄市)競(jìng)賽組委會(huì)的領(lǐng)導(dǎo)下,初賽由參賽各高校設(shè)賽點(diǎn)組織進(jìn)行,決賽由省(自治區(qū)、直轄市)競(jìng)賽組委會(huì)統(tǒng)一安排考場(chǎng)。所有賽點(diǎn)的標(biāo)準(zhǔn)賽場(chǎng)考生必須為30人;非標(biāo)準(zhǔn)賽場(chǎng)考生必須低于30人。凡是安排超過(guò)30人的賽場(chǎng),視為違反賽規(guī)。

      4、聽(tīng)力測(cè)試。所有初、決賽賽點(diǎn)須提前安排和檢查好聽(tīng)力的設(shè)備和場(chǎng)地。聽(tīng)力測(cè)試必須在規(guī)定時(shí)間統(tǒng)一播放,在規(guī)定時(shí)間結(jié)束,否則視為違反賽規(guī)。

      5、初賽評(píng)卷。參加初賽的各高校有初賽的評(píng)卷權(quán)。初賽評(píng)卷工作需按參考答案和評(píng)分標(biāo)準(zhǔn)集中評(píng)卷,成績(jī)須在一周內(nèi)評(píng)出,并務(wù)必通過(guò)多種方式及時(shí)向參賽學(xué)生公布。

      6、決賽評(píng)卷。決賽由全國(guó)競(jìng)賽組委會(huì)統(tǒng)一組織,以省(自治區(qū)、直轄市)為一個(gè)賽區(qū)統(tǒng)一進(jìn)行決賽,統(tǒng)一評(píng)卷,以確保決賽成績(jī)的權(quán)威性。決賽成績(jī)須在決賽結(jié)束后兩周內(nèi)評(píng)出,并在上報(bào)全國(guó)競(jìng)賽組委會(huì)的同時(shí),及時(shí)準(zhǔn)確地通知各參賽學(xué)校和參賽師生。

      7、初、決賽成績(jī)公布和查詢(xún)。①初賽成績(jī)?cè)谄渌诘膮①悓W(xué)校查詢(xún)。②決賽成績(jī)?cè)诟魇?自治區(qū)、直轄市)競(jìng)賽組委會(huì)查詢(xún);全國(guó)競(jìng)賽組委會(huì)辦公室還將在中國(guó)英語(yǔ)外語(yǔ)教學(xué)研究網(wǎng)(.cn)上公布榮獲全國(guó)特等獎(jiǎng)學(xué)生的名單。

      四、命題范圍和競(jìng)賽題型

      1、命題范圍: 各類(lèi)考試的初賽和決賽賽題的命題將依據(jù)《非英語(yǔ)專(zhuān)業(yè)研究生英語(yǔ)教學(xué)大綱》、《高等學(xué)校英語(yǔ)專(zhuān)業(yè)英語(yǔ)教學(xué)大綱》、《大學(xué)英語(yǔ)課程要求(試行)》、《高職高專(zhuān)教育英語(yǔ)課程教學(xué)基本要求》等文件,并借鑒國(guó)內(nèi)外最新的測(cè)試?yán)碚摵兔}技術(shù)、方法,既要參考現(xiàn)行各種大學(xué)英語(yǔ)主要教材,又不依據(jù)任何一種教材; 既要貼近當(dāng)代大學(xué)生的學(xué)習(xí)和生活,又要有利于檢測(cè)出參賽大學(xué)生的實(shí)際英語(yǔ)水平。本競(jìng)賽的初、決賽賽題注意信度和效度,內(nèi)容上體現(xiàn)真實(shí)性、實(shí)用性、交流性和時(shí)代性。

      2、競(jìng)賽題型: 初、決賽筆試滿分均為150分(主觀題占90分,客觀題占60分),其中聽(tīng)力均為30分。決賽口試滿分為50分。本賽題既考查大學(xué)生的英語(yǔ)基礎(chǔ)知識(shí)和基本技能,又側(cè)重考查大學(xué)生的英語(yǔ)綜合運(yùn)用

      能力、閱讀能力和智力水平。本次競(jìng)賽將借鑒國(guó)內(nèi)外英語(yǔ)測(cè)試新題型及測(cè)試方法,在保持題型相對(duì)穩(wěn)定性和連續(xù)性的基礎(chǔ)上有所創(chuàng)新。競(jìng)賽內(nèi)容將進(jìn)一步加強(qiáng)英語(yǔ)“雙基”考查力度,并加強(qiáng)考查“能力”的取向,完善初、決賽聽(tīng)力測(cè)試和決賽口試,加大語(yǔ)篇層次上語(yǔ)言運(yùn)用能力的考查,同時(shí)將設(shè)計(jì)一些考查智力和綜合運(yùn)用英語(yǔ)能力的賽題,以增加賽題的區(qū)分度。

      為使廣大師生熟悉本競(jìng)賽的題型和內(nèi)容,在競(jìng)賽中取得好成績(jī),全國(guó)競(jìng)賽組委會(huì)辦公室將于賽前一個(gè)月將樣題公布在《英語(yǔ)輔導(dǎo)報(bào)》高職高專(zhuān)版、《英語(yǔ)輔導(dǎo)報(bào)》大學(xué)英語(yǔ)四級(jí)版、《考試與評(píng)價(jià)》大學(xué)英語(yǔ)四級(jí)考試版和《大學(xué)英語(yǔ)教學(xué)》等媒體上。樣題中的命題范圍、題型、題量、分值安排、難易度及水平度與正式競(jìng)賽賽題基本一致,供廣大參賽師生參考。

      五、獎(jiǎng)勵(lì)辦法

      1、獎(jiǎng)勵(lì)等級(jí):本次競(jìng)賽四個(gè)類(lèi)別均設(shè)四個(gè)獎(jiǎng)勵(lì)等級(jí):特等獎(jiǎng)、一等獎(jiǎng)、二等獎(jiǎng)和三等獎(jiǎng)。二等獎(jiǎng)和三等獎(jiǎng)通過(guò)初賽產(chǎn)生。特等獎(jiǎng)和一等獎(jiǎng)通過(guò)決賽產(chǎn)生,由省(自治區(qū)、直轄市)競(jìng)賽組織機(jī)構(gòu)根據(jù)決賽成績(jī)確定。總獲獎(jiǎng)比率為參加初賽人數(shù)的51‰,特等獎(jiǎng)獲獎(jiǎng)比率為1‰,一等獎(jiǎng)獲獎(jiǎng)比率為5‰,二等獎(jiǎng)獲獎(jiǎng)比率為15‰,三等獎(jiǎng)獲獎(jiǎng)比率為30‰,參賽人數(shù)不足167人,但不低于100人的學(xué)校可以有一名學(xué)生參加決賽。另設(shè)優(yōu)秀組織獎(jiǎng),頒發(fā)給競(jìng)賽組織工作成績(jī)突出的省(自治區(qū)、直轄市)競(jìng)賽組委會(huì)、各級(jí)競(jìng)賽組織單位和個(gè)人,由全國(guó)競(jìng)賽組委會(huì)統(tǒng)一評(píng)選和頒獎(jiǎng)。

      2、獲獎(jiǎng)證書(shū):獲特等獎(jiǎng)和一等獎(jiǎng)的學(xué)生及其指導(dǎo)教師(限一名)由全國(guó)競(jìng)賽組委會(huì)分別頒發(fā)獲獎(jiǎng)證書(shū)和榮譽(yù)證書(shū),向所在學(xué)校頒發(fā)獎(jiǎng)狀,獲二等獎(jiǎng)和三等獎(jiǎng)的學(xué)生由全國(guó)競(jìng)賽組委會(huì)頒發(fā)獲獎(jiǎng)證書(shū)。向獲優(yōu)秀組織獎(jiǎng)的個(gè)人頒發(fā)榮譽(yù)證書(shū),向其所在的單位頒發(fā)獎(jiǎng)狀。各?。ㄗ灾螀^(qū)、直轄市)和各院校的頒獎(jiǎng)形式自定。

      3、宣傳表彰:獲特等獎(jiǎng)的師生名單將在中國(guó)英語(yǔ)外語(yǔ)教學(xué)研究網(wǎng)站(.cn)和全國(guó)主要外語(yǔ)報(bào)刊上宣傳表彰。

      4、系列活動(dòng):2011年暑期舉辦2011年全國(guó)大學(xué)生英語(yǔ)競(jìng)賽(NECCS)全國(guó)總決賽暨2011年全國(guó)大學(xué)生英語(yǔ)夏令營(yíng),主要活動(dòng)內(nèi)容包括第十二屆全國(guó)大學(xué)生英語(yǔ)演講賽、第十二屆全國(guó)大學(xué)生英語(yǔ)辯論賽和第五屆全國(guó)大學(xué)生英語(yǔ)風(fēng)采大賽等活動(dòng),獲特等獎(jiǎng)的大學(xué)生均有資格和機(jī)會(huì)參加。全國(guó)總決賽暨夏令營(yíng)的部分優(yōu)秀選手將有機(jī)會(huì)被選派出國(guó)參加國(guó)際大學(xué)生英語(yǔ)競(jìng)賽和訪學(xué)活動(dòng)。

      六、報(bào)名方法和競(jìng)賽經(jīng)費(fèi)

      1、報(bào)名工作:以?。ㄗ灾螀^(qū)、直轄市)為單位統(tǒng)一組織報(bào)名。各?。ㄗ灾螀^(qū)、直轄市)大學(xué)外語(yǔ)教學(xué)研究會(huì)和各高校要根據(jù)上級(jí)競(jìng)賽組委會(huì)的統(tǒng)一安排,宣傳競(jìng)賽的宗旨和意義,組織學(xué)生自愿報(bào)名參加競(jìng)賽。全國(guó)競(jìng)賽組委會(huì)希望各?。ㄗ灾螀^(qū)、直轄市)大學(xué)外語(yǔ)教學(xué)研究會(huì)和各高校積極宣傳和組織本次競(jìng)賽。

      3.賽區(qū)巡視:各?。ㄗ灾螀^(qū)、直轄市)競(jìng)賽組委會(huì)須派特派員(巡視員)檢查和巡視初賽賽場(chǎng)及評(píng)卷工作;決賽工作由省(自治區(qū)、直轄市)競(jìng)賽組委會(huì)統(tǒng)一安排。

      后續(xù)活動(dòng)

      本競(jìng)賽每年都會(huì)舉行后續(xù)活動(dòng),即全國(guó)大學(xué)生英語(yǔ)夏令營(yíng)活動(dòng)。營(yíng)員從獲特等獎(jiǎng)的學(xué)生中擇優(yōu)產(chǎn)生。在夏令營(yíng)活動(dòng)期間,營(yíng)員們將接受封閉式的英語(yǔ)強(qiáng)化訓(xùn)練,并參加豐富多彩的活動(dòng),包括全國(guó)大學(xué)生英語(yǔ)演講賽、全國(guó)大學(xué)生英語(yǔ)辯論賽、英語(yǔ)學(xué)習(xí)經(jīng)驗(yàn)交流、旅游觀光、英語(yǔ)聯(lián)歡會(huì)等活動(dòng)。其中,全國(guó)大學(xué)生英語(yǔ)辯論賽和全國(guó)大學(xué)生英語(yǔ)演講賽是整個(gè)夏令營(yíng)的“重頭戲”。在全國(guó)大學(xué)生英語(yǔ)辯論賽和全國(guó)大學(xué)生英語(yǔ)演講賽中的優(yōu)秀選手將參加由中央電視臺(tái)和教育部聯(lián)合舉辦的CCTV杯全國(guó)大學(xué)生英語(yǔ)辯論賽,部分優(yōu)秀選手將被選派出國(guó)參加國(guó)際大學(xué)生英語(yǔ)競(jìng)賽和夏令營(yíng)活動(dòng)。

      競(jìng)賽(NECCS)報(bào)名的通知

      各高校外語(yǔ)院系部:

      2014年全國(guó)大學(xué)生英語(yǔ)競(jìng)賽組織報(bào)名工作已經(jīng)開(kāi)始,我區(qū)將繼續(xù)鼓勵(lì)高校組織學(xué)生參加競(jìng)賽。并要求各參賽高校認(rèn)真執(zhí)行全國(guó)大學(xué)生英語(yǔ)競(jìng)賽辦公室下發(fā)的“2014年全國(guó)大學(xué)生英語(yǔ)競(jìng)賽(National English Contest for College Students)”通知的所有規(guī)定和制度。為了確保我區(qū)的比賽順利舉行,根據(jù)以往存在的問(wèn)題,特將有關(guān)事宜通知如下:

      一、競(jìng)賽宗旨和目的本競(jìng)賽是全國(guó)性大學(xué)英語(yǔ)學(xué)科競(jìng)賽。旨在貫徹落實(shí)教育部關(guān)于大學(xué)英語(yǔ)教學(xué)改革精神,促進(jìn)大學(xué)生英語(yǔ)水平的全面提高,激發(fā)學(xué)生學(xué)習(xí)英語(yǔ)的興趣,推動(dòng)我區(qū)大學(xué)英語(yǔ)教學(xué)上一個(gè)新臺(tái)階。

      二、參賽對(duì)象

      本競(jìng)賽分A、B、C、D四個(gè)類(lèi)別。全區(qū)高校的研究生,及本、專(zhuān)科所有年級(jí)學(xué)生均可參加。A類(lèi)適用于研究生,B類(lèi)適用于英語(yǔ)專(zhuān)業(yè)學(xué)生,C類(lèi)適用于非英語(yǔ)專(zhuān)業(yè)的本科生,D類(lèi)適用于體育和藝術(shù)類(lèi)的本科生和高職高專(zhuān)學(xué)生參加。學(xué)生報(bào)名時(shí)不能跨類(lèi)報(bào)考。競(jìng)賽要面向大多數(shù)學(xué)生,提倡重在參與,避免僅僅允許少數(shù)“尖子”學(xué)生參賽而將大多數(shù)學(xué)生排除在競(jìng)賽之外的做法。

      三、競(jìng)賽時(shí)間和方法

      1、全國(guó)大學(xué)生英語(yǔ)競(jìng)賽分初賽和決賽兩個(gè)階段進(jìn)行。初賽定于2014年4月13日 上午9:00-11:00在各參賽高校舉行;決賽于5月11日上午9:00—11:00舉行。

      2、初賽和決賽均為全國(guó)統(tǒng)一命題,包括筆答和聽(tīng)力兩部分。試卷由全國(guó)組委會(huì)統(tǒng)一寄到各學(xué)校,各校務(wù)必認(rèn)真填寫(xiě)負(fù)責(zé)人的相關(guān)通訊信息,決賽試卷將寄到指定院校。

      3、初賽評(píng)卷工作需按參考答案和評(píng)分標(biāo)準(zhǔn)集中評(píng)卷,成績(jī)須在一周內(nèi)評(píng)出,并務(wù)必通過(guò)多種方式及時(shí)向參賽學(xué)生公布。

      4、參加決賽的學(xué)生須從初賽學(xué)生中按初賽成績(jī)擇優(yōu)選拔,按初賽人數(shù)6‰的比例錄取決賽名額。請(qǐng)各參賽單位嚴(yán)格按照成績(jī)和比率確定獲獎(jiǎng)人數(shù)。若出現(xiàn)同

      分并列情況,按實(shí)際并列人數(shù)計(jì)算,但總獲獎(jiǎng)人數(shù)保持不變,仍為51‰。

      5、呼市,包頭和集寧學(xué)校的決賽在內(nèi)蒙古師范大學(xué)舉行;東部區(qū)高校決賽各校自行組織,賽完后試卷寄回到自治區(qū)外語(yǔ)教學(xué)研究會(huì)組織相關(guān)院校評(píng)閱。

      四、獎(jiǎng)勵(lì)辦法:

      1.獎(jiǎng)勵(lì)等級(jí):本競(jìng)賽設(shè)全國(guó)獎(jiǎng)四項(xiàng)獎(jiǎng)勵(lì)等級(jí),特等獎(jiǎng)(1‰)、一等獎(jiǎng)(5‰)、二等獎(jiǎng)(15‰)、三等獎(jiǎng)(30‰)。二等獎(jiǎng)和三等獎(jiǎng)通過(guò)初賽產(chǎn)生。特等獎(jiǎng)和一等獎(jiǎng)通過(guò)決賽產(chǎn)生??偒@獎(jiǎng)比例為參賽人數(shù)的51‰。同時(shí)內(nèi)蒙組委會(huì)設(shè)立優(yōu)秀獎(jiǎng)(10%)

      2.獲獎(jiǎng)證書(shū):獲獎(jiǎng)學(xué)生由全國(guó)競(jìng)賽組委會(huì)頒發(fā)獲獎(jiǎng)證書(shū)。獲特等獎(jiǎng)、一等獎(jiǎng)學(xué)生的指導(dǎo)教師(限一名)由全國(guó)競(jìng)賽組委會(huì)頒發(fā)榮譽(yù)證書(shū)。

      3.系列活動(dòng):2014年暑假期間舉辦2014年全國(guó)大學(xué)生英語(yǔ)競(jìng)賽全國(guó)總決賽暨2014年全國(guó)大學(xué)生英語(yǔ)夏令營(yíng),獲特等獎(jiǎng)的大學(xué)生均有機(jī)會(huì)參加。夏令營(yíng)期間,舉辦第十四屆全國(guó)大學(xué)生英語(yǔ)演講賽、第十四屆全國(guó)大學(xué)生英語(yǔ)辯論賽和第七屆全國(guó)大學(xué)生英語(yǔ)風(fēng)采大賽。
