We are all aware that China’s emergence as a political heavyweight and an economic superpower has wide and far-reaching implications.It is a country with a long history and many different faces.Change in China is taking place at great speed.眾所周知,作為政治大國(guó)和經(jīng)濟(jì)強(qiáng)國(guó),中國(guó)的崛起會(huì)對(duì)未來(lái)世界產(chǎn)生廣泛和長(zhǎng)遠(yuǎn)的影響。中國(guó)擁有悠久的歷史和多元性。中國(guó)正在經(jīng)歷著高速的變革。
The new leadership of China is faced with a myriad of complex challenges.These include rapid urbanisation, maintaining social stability, strengthening the social safety net, narrowing the income gap, an ageing population, and restructuring its economy to sustain growth.中國(guó)新的領(lǐng)導(dǎo)人面臨著一系列復(fù)雜的挑戰(zhàn),包括快速的城鎮(zhèn)化、維持社會(huì)穩(wěn)定、加強(qiáng)社會(huì)安全、縮小貧富差距、人口老齡化、調(diào)整經(jīng)濟(jì)結(jié)構(gòu)以保持可持續(xù)發(fā)展。
SMU China Forum 新大中國(guó)論壇
Against this backdrop, the SMU China Forum has been organised to provide business leaders, entrepreneurs, policymakers and researchers with a more comprehensive and integrated understanding of some of the influences and trends that are shaping China’s growth and development.It aims to enable participants of this Forum, as the theme suggests, to “Be China Ready,” by coming together to share, discuss and debate ideas and issues about China that are current and relevant.在這種背景下,對(duì)于中國(guó)的成長(zhǎng)與發(fā)展產(chǎn)生的影響和趨勢(shì),新大中國(guó)論壇會(huì)給商業(yè)領(lǐng)袖、企業(yè)家、政策決策者和研究人員一個(gè)更綜合、完整的解讀。如同論壇主題“透析中國(guó),蓄勢(shì)待發(fā)"所示,此論壇旨在讓與會(huì)者在一起分享、討論和辯論與中國(guó)現(xiàn)今發(fā)展相關(guān)的想法和問(wèn)題。

SMU China Initiatives 新大中國(guó)事務(wù)
This Forum is an integral part of SMU's China Initiatives which was established in the second quarter of 2012.The SMU China Initiatives aims to raise our profile in China as a research university in the broad field of social sciences.By doing so, we want to contribute to the Singapore-China collaboration in business, government and civic society by nurturing China-ready and bicultural graduates who are able to function effectively in the business and financial environment in China.We do so by providing many more opportunities for exchange and internships.The other major undertaking of the SMU China Initiatives is to actively drive and strengthen our collaboration with existing and new partner universities in research and postgraduate education.Our aim is to play a key role in creating and sharing knowledge and thought leadership that will benefit both Singapore and China.新大中國(guó)事務(wù)是2012年第二季度成立的,中國(guó)論壇是其重要的組成部分。新大是一所涵蓋社會(huì)科學(xué)各領(lǐng)域的研究型大學(xué)。中國(guó)事務(wù)旨在提高其在中國(guó)的知名度。我們希望培養(yǎng)了解中國(guó),有雙語(yǔ)文化背景的畢業(yè)生,讓他們能夠在中國(guó)的貿(mào)易和金融環(huán)境中有效發(fā)揮他們的學(xué)識(shí),為新中兩國(guó)在經(jīng)貿(mào)、政府和城市社會(huì)方面的合作做出貢獻(xiàn)。我們會(huì)提供更多交換學(xué)習(xí)和實(shí)習(xí)的機(jī)會(huì),來(lái)實(shí)現(xiàn)這一目標(biāo)。中國(guó)事務(wù)的另一個(gè)主要任務(wù)是積極促進(jìn)和加強(qiáng)在學(xué)術(shù)研究和研究生教育方面與中國(guó)相關(guān)大學(xué)現(xiàn)有的以及新的合作。我們的目標(biāo)是在創(chuàng)造、分享知識(shí)和領(lǐng)導(dǎo)思想的過(guò)程中扮演重要角色,這將對(duì)新中兩國(guó)均有裨益。
Our China Strategy新大中國(guó)戰(zhàn)略
SMU's long-term strategy in China consists of four priorities: 新大的長(zhǎng)期中國(guó)戰(zhàn)略包括四個(gè)優(yōu)先考慮重點(diǎn):
First, and as I mentioned already, we want to raise the profile and reputation of SMU in China.This is part of our overall strategy to build the SMU brand and image internationally.We have strong collaborations in Europe and the US, and have started moving into China, India and ASEAN.In fact, SMU started our engagement with China back in 2007 when our Lee Kong Chian School of Business began collaborating with Xiamen University on a Master of Applied Finance China programme.By raising our profile in China, SMU hopes to continue to attract high quality Chinese faculty and postgraduate students to undertake teaching, research and learning in a holistic environment at SMU.This will enable us to contribute to SMU’s mission to generate leading-edge research with global impact and produce broad-based, creative and entrepreneurial leaders for the knowledge-based economy.首先,我之前已經(jīng)提到,我們想要提高新大在中國(guó)的知名度和聲譽(yù)。這是我們建立新大國(guó)際品牌和形象的整體策略的一部分。我們和歐洲以及美國(guó)有很強(qiáng)的合作關(guān)系,現(xiàn)在開(kāi)始進(jìn)軍中國(guó)、印度和東盟。實(shí)際上,新大開(kāi)始和中國(guó)合作,可以追溯到2007年,我們的李光前商學(xué)院和廈門(mén)大學(xué)合作,開(kāi)辦應(yīng)用金融中國(guó)項(xiàng)目的碩士。通過(guò)提高在中國(guó)的知名度,新大希望繼續(xù)吸引高水準(zhǔn)的中國(guó)教職員和研究生,在新大這個(gè)整體的環(huán)境中從事教學(xué)、研究和學(xué)習(xí)。這將使我們?yōu)橐灾R(shí)為基礎(chǔ)的經(jīng)濟(jì),產(chǎn)生影響全球的前沿研究和培養(yǎng)出有廣泛基礎(chǔ)、具有創(chuàng)造性的企業(yè)領(lǐng)袖,為完成新大的使命貢獻(xiàn)力量。
Secondly, we aim to improve the quality of students from China admitted into SMU’s undergraduate, postgraduate and executive programmes.第二,我們致力于提高新大錄取的來(lái)自中國(guó)的本科生、研究生和高層行政管理課程學(xué)生的素質(zhì)。
Thirdly, we want to broaden the engagement between SMU faculty members and their counterparts at leading Chinese universities in joint research and PhD co-supervision.This is part of our strategic goal of developing SMU as an Asian Knowledge Hub.Our emphasis is on generating rigorous, high-impact, cross-disciplinary research that addresses Asian issues of global relevance, SMU is therefore constantly looking for opportunities to deepen the creation and transmission of knowledge by working with like-minded partners, including our counterparts in China.I am sure the unique insights of China generated from this research will be useful to our students, the academia, governments, and businesses.第三,我們希望拓展新大和中國(guó)其它頂尖大學(xué)的教師之間的研究合作和博士生聯(lián)合培養(yǎng)。這是使新大成為亞洲知識(shí)樞紐的一個(gè)重要戰(zhàn)略組成部分。我們的發(fā)展重點(diǎn)是推進(jìn)嚴(yán)肅的、高強(qiáng)度的、跨學(xué)科的研究課題。這些課題是亞洲的課題,但卻具有全球影響力。因此,新大將持續(xù)不斷的尋求與具有同樣目標(biāo)的合作機(jī)構(gòu),包括中國(guó)的合作機(jī)構(gòu),加深知識(shí)的創(chuàng)造與變革。我相信從些研究中產(chǎn)生的對(duì)中國(guó)的獨(dú)特見(jiàn)解,將使我們的學(xué)生,學(xué)者,政府官員和商業(yè)人士受益。
Our fourth priority is to enhance student exchange programmes and internships in China for SMU students.At SMU, one of the ways we promote multicultural learning is by giving our students global exposure.We believe this will help broaden our students’ view of the world, and develop their cross-cultural knowledge and competencies which are critical in the world we live in.As many of you will already know, our aim is to have 100% of our students experience some form of global exposure.In 2011 to 2012, we registered a 77% participation rate which has since seen an increase to 84% for this year's graduating cohort.At the same time, we have hosted the largest number of international exchange students-834 students from 168 university partners spanning 43 countries.China, which has a number of leading universities and numerous world-renowned companies, will be invaluable in enhancing our students’ learning experiences and broadening their understanding of the country.第四,我們希望推進(jìn)新大學(xué)生去中國(guó)的學(xué)生交換項(xiàng)目和實(shí)習(xí)機(jī)會(huì)。在新大,我們推崇多元文化的學(xué)習(xí),其中一個(gè)重要途徑就是為我們的學(xué)生提供全球視野。我們相信這將幫助我們的學(xué)生拓寬他們的世界觀(guān),發(fā)展他們跨文化的知識(shí)和能力,這些能力在現(xiàn)今的世界和時(shí)代非常關(guān)鍵。正如你們其中大部分人都知道的,我們的目標(biāo)是使所有學(xué)生都具有國(guó)際經(jīng)驗(yàn)。在2011年至2012年間,我們77%的學(xué)生參與國(guó)際交換項(xiàng)目。這一比例在今年的這屆畢業(yè)生中提高到84%。同時(shí),我們也今年迎來(lái)了最大數(shù)目的國(guó)際交換學(xué)生——來(lái)自全世界43個(gè)國(guó)家的168所大學(xué)的834名學(xué)生。中國(guó)擁有眾多的頂尖大學(xué)和享譽(yù)世界的企業(yè),這對(duì)加強(qiáng)我們學(xué)生的學(xué)習(xí)經(jīng)驗(yàn)和擴(kuò)展他們對(duì)中國(guó)的理解,具有寶貴的價(jià)值。
Current Collaborations新大當(dāng)前合作
To-date, SMU has collaborations with leading Chinese institutions across research, undergraduate programmes, postgraduate programmes, and training & development.迄今為止,與新大合作的中國(guó)領(lǐng)先的機(jī)構(gòu)跨越了研究,本科課程,研究生課程,以及培訓(xùn)和發(fā)展。(a)Research(1)研究方面
In Research, the six schools at SMU have already published research papers on China and are also collaborating with Chinese universities and corporate partners on specific areas of research.To give you an idea of the varied research work done at SMU, let me give you a few examples.Our School of Accountancy focus its research on corporate governance whilst our Lee Kong Chian School of Business has done a fair bit of research on corporate philanthropy and finance.Our School of Law is undertaking research on the World Trade Organisation and business laws in China;and at the same time, our School of Economics is focusing on innovation, health and labour issues in China.In addition, the School of Information Systems is working on research in social media and big data transfer, while the School of Social Sciences is conducting research on social development and China's international relations.新大的六個(gè)學(xué)院已經(jīng)在中國(guó)發(fā)表了研究論文,并且與中國(guó)的大學(xué)合作,并在特定的研究領(lǐng)域有企業(yè)合作伙伴。為了讓大家了解到新大做的各種研究工作,我舉幾個(gè)例子。我們會(huì)計(jì)學(xué)院注重對(duì)公司治理的研究,而我們的李光前商學(xué)院定位于企業(yè)慈善事業(yè)和金融的研究。我們的法學(xué)院主要研究世界貿(mào)易組織(WTO)和中國(guó)的商法,而經(jīng)濟(jì)學(xué)院則致力于研究中國(guó)的創(chuàng)新,衛(wèi)生和勞工問(wèn)題。此外,信息系統(tǒng)學(xué)院在做關(guān)于社會(huì)媒體和大數(shù)據(jù)遷移的研究,社會(huì)科學(xué)學(xué)院則正在開(kāi)展關(guān)于社會(huì)發(fā)展和中國(guó)國(guó)際關(guān)系的研究。
SMU's School of Social Sciences is working with Fudan University's State Innovative Institute for Public Management and Public Policy Studies to set up a Joint Research Centre on Development Studies.The Centre will conduct research on issues related to social development in China, including rural reforms, land policy, urbanisation, migration and ageing.This is SMU’s first joint research centre with a university in China.新加坡管理大學(xué)的社會(huì)科學(xué)院正在和復(fù)旦大學(xué)的國(guó)家創(chuàng)新研究所一起開(kāi)展對(duì)公共管理和公共政策的研究,我們合建了一個(gè)發(fā)展研究中心。這個(gè)中心將開(kāi)展關(guān)于中國(guó)社會(huì)發(fā)展的研究,包括農(nóng)村改革、土地政策、城市化、人口遷徙和老齡化問(wèn)題。這次新加坡管理大學(xué)首次和中國(guó)大學(xué)合建研究中心。
The School of Social Sciences has also received a $400,000 Tier 2 research grant from Singapore's Ministry of Education to undertake a three-year research project to systematically examine a series of social changes that have been sweeping through rural China in recent years.The research will focus on policies in three areas: land management, agricultural modernisation, and social welfare.新加坡教育部向社會(huì)科學(xué)學(xué)院提供了40萬(wàn)美元的資金,開(kāi)展一個(gè)為期三年的項(xiàng)目,以便系統(tǒng)地研究最近幾年橫掃中國(guó)農(nóng)村的一系列社會(huì)變化。該項(xiàng)調(diào)研將關(guān)注3個(gè)領(lǐng)域的政策:土地管理、農(nóng)業(yè)現(xiàn)代化和社會(huì)福利。
SMU's School of Information Systems has set up a research lab with Ping An Banking and Insurance Group to promote research, application and technology transfer of ”Big Data".This is the first research partnership between SMU and a major Chinese corporation.Our School of Information Systems will utilise its expertise in analytics, data analysis and data mining to provide a range of business solutions to Ping An.These include analysing user behaviour base on large-scale social media data, and establishing a customised information extraction and filtering system for better and timely social information tracking, filtering and responding.新加坡管理大學(xué)的信息系統(tǒng)學(xué)院已經(jīng)和中國(guó)平安銀行和保險(xiǎn)集團(tuán)共同建立了一個(gè)研發(fā)實(shí)驗(yàn)室,用于推行對(duì)“大數(shù)據(jù)”的研究、應(yīng)用和技術(shù)遷移。這是新加坡管理大學(xué)第一次和中國(guó)的關(guān)鍵公司建立合作伙伴關(guān)系。我們信息系統(tǒng)學(xué)院將利用他們?cè)诜治鰧W(xué)、數(shù)據(jù)分析和數(shù)據(jù)挖掘方面專(zhuān)業(yè)性為平安集團(tuán)提供了一攬子的商業(yè)解決方案。其中包括在大范圍社會(huì)媒體數(shù)據(jù)基礎(chǔ)上對(duì)用戶(hù)行為的分析,以及建立一個(gè)定制的信息提取和過(guò)濾系統(tǒng)以便更好和及時(shí)地進(jìn)行社會(huì)信息的跟蹤。
Our faculty from the Lee Kong Chian School of Business has published a number of papers on China’s innovation landscape, its innovation capacity, intellectual property rights and patenting strategies.There are also studies and projects examining Corporate Social Responsibility in China.我們的李光前商學(xué)院發(fā)表了一系列關(guān)于中國(guó)創(chuàng)新的背景、中國(guó)創(chuàng)新的容量、知識(shí)產(chǎn)權(quán)和專(zhuān)利政策方面的論文。我們也有關(guān)于中國(guó)企業(yè)的社會(huì)責(zé)任的研究和項(xiàng)目。
(b)Undergraduate Programmes(2)本科學(xué)生項(xiàng)目
In undergraduate programmes, we want to provide SMU students with opportunities to network with some of the best brains in China and to be China-ready.To do this, SMU has inked new student exchange MOUs with top Chinese universities including Tsinghua University, Peking University, Fudan University, Shanghai Jiao Tong University, and Southwest University of Finance and Economics.在本科教學(xué)中,我們希望為新加坡管理大學(xué)的學(xué)生們提供與中國(guó)最好的精英建立聯(lián)系的機(jī)會(huì),并且讓他們成為為中國(guó)而準(zhǔn)備好的人。為此,新加坡管理大學(xué)與中國(guó)的頂尖學(xué)府建立了新的學(xué)生交換備忘錄,如清華大學(xué)、北京大學(xué)、復(fù)旦大學(xué)、上海交通大學(xué)和西南財(cái)經(jīng)大學(xué)。
In addition, SMU is working with a number of major corporations in different Chinese cities to provide our students with structured internships whilst the students are on exchange in China.We want to make the exchange programmes more attractive and enriching, and encourage our students to opt for Chinese universities for their exchange since this is coupled with internship opportunities.For a start, we are working with Singapore-based companies and MNCs with presence in China, before extending our collaboration to include Chinese companies.此外,新加坡管理大學(xué)還和中國(guó)各個(gè)城市的主要企業(yè)建立了聯(lián)系,這樣,當(dāng)我們的學(xué)生作為交換生來(lái)到中國(guó)的時(shí)候,就可以為他們提供結(jié)構(gòu)化的實(shí)習(xí)機(jī)會(huì)。我們希望能提供更吸引人和更加豐富的交換生項(xiàng)目,既然有了實(shí)習(xí)的機(jī)會(huì),那么我們就會(huì)鼓勵(lì)學(xué)生們選擇中國(guó)的大學(xué)作為他們的交換目的地。作為初級(jí)階段,我們是在跟那些在中國(guó)的新加坡公司以及跨國(guó)公司合作,今后會(huì)逐漸把這種合作擴(kuò)展到中國(guó)公司。
(c)Postgraduate Programmes(3)研究生項(xiàng)目
In postgraduate programmes, our School of Information Systems had signed a Double-Masters agreement with Peking University's School of Software and Microelectronics in June 2013 where students graduate with a Peking University Masters degree and a SMU MITB Master degree.The programme welcomed its first batch of 28 students in September this year.SMU's School of Economics has also tied-up with Xiamen University, Huazhong University of Science and Technology and Southwest University of Finance and Economics for its Master of Science in Financial Economics programme.今年6月,我們的信息系統(tǒng)學(xué)院各年北京大學(xué)的軟件和微電子學(xué)院簽訂了一項(xiàng)雙碩士協(xié)議,我們的學(xué)生在畢業(yè)后可以拿到北京大學(xué)的碩士學(xué)位和新加坡管理大學(xué)的MITB碩士學(xué)位。該項(xiàng)目于今年9月招收了第一批學(xué)生。新加坡管理大學(xué)也同廈門(mén)大學(xué)、華中科技大學(xué)、西南財(cái)經(jīng)大學(xué)合作設(shè)立了金融經(jīng)濟(jì)學(xué)的碩士學(xué)位。
Last month, a SMU delegation which I led met with Mr Hao Ping, Vice Minister of China’s Ministry of Education and Chairman of China Scholarship Council, to discuss collaboration in PhD programmes.SMU is proud to announce that we have been included into the China Scholarship Council's list of partners.Our university will be providing scholarships to high quality PhD candidates from China to undergo PhD co-supervision programmes at SMU and to pursue SMU PhD programmes.上個(gè)月,中國(guó)教育部副部長(zhǎng)和中國(guó)國(guó)家留學(xué)基金管理委員會(huì)會(huì)長(zhǎng)郝平和我們討論了博士項(xiàng)目。我很自豪地告訴大家,新加坡管理大學(xué)已經(jīng)被中國(guó)國(guó)家留學(xué)基金管理委員會(huì)列入了其合作伙伴名單。我們大學(xué)可以為來(lái)自中國(guó)的高素質(zhì)博士生候選人提供聯(lián)合協(xié)同管理的博士項(xiàng)目,并在新加坡管理大學(xué)獲得相關(guān)學(xué)位。
(d)Training and Development(4)培訓(xùn)與發(fā)展
On training and development, SMU's Centre for Professional Studies and the Singapore Chinese Chamber Institute of Business signed an MOU to leverage on the strengths of both parties to organise training and networking programmes for government officials and business executives from China.新大的職業(yè)研究研究中心和新加坡中華總商會(huì)簽署了一項(xiàng)諒解備忘錄,利用雙方的優(yōu)勢(shì),組織針對(duì)中國(guó)政府官員和企業(yè)高管的網(wǎng)絡(luò)培訓(xùn)課程。
At the same time, our Centre for Professional Studies is collaborating with Sichuan Administration Institute for training and research partnerships.與此同時(shí),我們的職業(yè)研究中心還與四川行政學(xué)院建立了培訓(xùn)和研究合作伙伴關(guān)系。Just last week, SMU's Business Families Institute signed an agreement with Zhejiang Family Business Centre to undertake research aimed at helping Chinese families look at succession planning.就在上周,新大的家族企業(yè)研究所與浙江家族企業(yè)中心簽署了一項(xiàng)協(xié)議,旨在幫助中國(guó)家庭規(guī)劃家族繼承。
We are currently in discussion with several Chinese universities who have expressed interest in training programmes which include Commodities Trading, Shipping Business, and Trade Finance offered by SMU’s Financial Training Institute and International Trading Institute.目前,我們正在與數(shù)所對(duì)培訓(xùn)方案有興趣的中國(guó)大學(xué)討論商品貿(mào)易、航運(yùn)業(yè)務(wù)以及由新大金融培訓(xùn)學(xué)院和國(guó)際貿(mào)易研究所提供的貿(mào)易融資等。

今天,我有機(jī)會(huì)到新加坡國(guó)立大學(xué)同各界知名人士和師生代表見(jiàn)面,感到十分高興。首先,我向在座各位并通過(guò)你們向新加坡人民轉(zhuǎn)達(dá)中國(guó)人民的誠(chéng)摯問(wèn)候和良好祝愿。

這是我第四次踏上新加坡的國(guó)土。雖然每次逗留時(shí)間不長(zhǎng),但貴國(guó)的新發(fā)展和新變化令我印象深刻。獨(dú)立40多年后,新加坡發(fā)展成為全球最大集裝箱港和航空樞紐,第三大商品交易中心和煉油中心,第五大外匯交易中心和亞洲三大金融中心之一,建成經(jīng)濟(jì)發(fā)達(dá)、秩序井然、廉潔高效、環(huán)境優(yōu)美的國(guó)家。新加坡的發(fā)展成就源于貴國(guó)最珍貴的資產(chǎn),這就是李光耀資政所說(shuō)的“人民的信任、勤勞、節(jié)儉和好學(xué)”,也得益于資政先生倡導(dǎo)的新加坡生存之道——“必須比其他國(guó)家更有條理、更有效率和更具有競(jìng)爭(zhēng)力”,還有一個(gè)重要原因,就是新加坡長(zhǎng)期實(shí)行對(duì)外開(kāi)放的政策?!皣?guó)家雖小,兼容乃大”,新加坡通過(guò)對(duì)外開(kāi)放,學(xué)習(xí)和借鑒其他國(guó)家的先進(jìn)經(jīng)驗(yàn),其發(fā)展成就和影響力備受世人矚目。
女士們,先生們:
對(duì)外開(kāi)放不僅是新加坡發(fā)展的成功之路。從中國(guó)的歷史發(fā)展來(lái)看,也可以得出這樣的結(jié)論:只有開(kāi)放兼容,國(guó)家才能富強(qiáng),閉關(guān)鎖國(guó)必然落后。中國(guó)有著對(duì)外開(kāi)放的光輝歷史。早在2000多年前,中國(guó)漢朝就開(kāi)始與西域交往,開(kāi)辟了著名的絲綢之路。在7至8世紀(jì)中國(guó)唐代的鼎盛時(shí)期,更是對(duì)外交往頻繁。15世紀(jì)中國(guó)明代初期,航海家鄭和七下西洋,最遠(yuǎn)到達(dá)了非洲的東海岸,帶去中國(guó)的茶葉、絲綢和瓷器,表明那時(shí)中國(guó)有著相當(dāng)強(qiáng)大的航海能力和綜合國(guó)力。從時(shí)間上來(lái)說(shuō),比哥倫布、達(dá)·伽馬遠(yuǎn)航早了近一個(gè)世紀(jì)。但鄭和下西洋之后,中國(guó)的封建統(tǒng)治者卻固步自封,限制乃至放棄海上活動(dòng),采取了“片舨不得出?!钡恼?,從而失去了一次重要的發(fā)展機(jī)遇。
17世紀(jì)后期至18世紀(jì)末,是中國(guó)清代的鼎盛時(shí)期,史稱(chēng)“康乾盛世”。那個(gè)時(shí)期,中國(guó)的工業(yè)產(chǎn)量位居世界前列。但正是在這個(gè)時(shí)候,歐洲諸國(guó)先后開(kāi)始了近代資產(chǎn)階級(jí)革命和產(chǎn)業(yè)革命,社會(huì)生產(chǎn)力迅速發(fā)展,后來(lái)居上。而中國(guó)當(dāng)時(shí)的統(tǒng)治者對(duì)這一歷史性大變革卻茫然無(wú)知,仍沉迷于盲目自大之中,視西方科學(xué)技術(shù)為“奇技淫巧”?!翱登⑹馈敝蟮?00多年,中國(guó)的發(fā)展大大落后了,國(guó)際地位急劇衰落,淪為半殖民地,備受外強(qiáng)欺侮。
中華人民共和國(guó)成立后,中國(guó)人民掌握了自己的命運(yùn),民族的獨(dú)立和解放使中國(guó)發(fā)生了翻天覆地的變化。但在20世紀(jì)60、70年代世界經(jīng)濟(jì)蓬勃發(fā)展和新科技革命浪潮興起的時(shí)代,中國(guó)搞了長(zhǎng)達(dá)10年的“文化大革命”,錯(cuò)失了又一次發(fā)展良機(jī)。值得欣慰的是,從70年代末開(kāi)始,我們糾正了過(guò)去的錯(cuò)誤,選擇了改革開(kāi)放的正確道路,對(duì)內(nèi)實(shí)行改革,對(duì)外實(shí)行開(kāi)放,開(kāi)放也是改革。改革開(kāi)放使我們抓住了新的歷史機(jī)遇,實(shí)現(xiàn)了近30年的高速發(fā)展,綜合國(guó)力顯著增強(qiáng),人民生活得到很大改善,國(guó)際地位不斷上升。
近30年來(lái),中國(guó)對(duì)外開(kāi)放各項(xiàng)事業(yè)取得了舉世矚目的巨大成就。1978年,中國(guó)貨物進(jìn)出口總額僅206億美元,2006年達(dá)到1.76萬(wàn)億美元,增長(zhǎng)了84倍,躍居世界第三位。1978年以前,中國(guó)外匯儲(chǔ)備從未超過(guò)10億美元,2006年末已突破1萬(wàn)億美元。對(duì)外貿(mào)易成為中國(guó)經(jīng)濟(jì)發(fā)展的重要支柱。通過(guò)引進(jìn)國(guó)外的資金、技術(shù)和管理經(jīng)驗(yàn),進(jìn)行消化、吸收和再創(chuàng)新,大大提高了中國(guó)的生產(chǎn)力水平,縮小了與發(fā)達(dá)國(guó)家的差距。同時(shí),教育、文化、科技等各方面對(duì)外交流也日益增多。中國(guó)大批留學(xué)生到國(guó)外學(xué)習(xí),他們中的許多人成為國(guó)家建設(shè)的有用之才。通過(guò)相互學(xué)習(xí),使人們的思想更加解放,視野更加開(kāi)闊,開(kāi)放意識(shí)和創(chuàng)新能力有了很大提高。2001年,中國(guó)加入世界貿(mào)易組織,標(biāo)志著中國(guó)對(duì)外開(kāi)放進(jìn)入一個(gè)新的階段。
中國(guó)近30年的發(fā)展告訴我們,現(xiàn)在的世界是開(kāi)放的世界,任何一個(gè)國(guó)家要發(fā)展,孤立起來(lái),閉關(guān)自守是不可能的。我們建設(shè)中國(guó)特色社會(huì)主義,其根本目的就是要發(fā)展社會(huì)生產(chǎn)力,不斷滿(mǎn)足人民日益增長(zhǎng)的物質(zhì)文化需要。實(shí)現(xiàn)這個(gè)目標(biāo),我們必須致力于解決國(guó)內(nèi)發(fā)展和改革面臨的問(wèn)題,同時(shí)必須堅(jiān)持實(shí)行對(duì)外開(kāi)放。
中國(guó)的對(duì)外開(kāi)放是長(zhǎng)期的。中國(guó)實(shí)行對(duì)外開(kāi)放,使十幾億人民得到了實(shí)惠。我們的路子走對(duì)了,對(duì)國(guó)家有利,人民贊成,就變不了。如果變了,就會(huì)貽誤國(guó)家的發(fā)展,喪失人心。這是中國(guó)對(duì)外開(kāi)放長(zhǎng)期性的根本基礎(chǔ)。中國(guó)的改革和現(xiàn)代化建設(shè)需要對(duì)外開(kāi)放。因此,對(duì)外開(kāi)放是我們的基本國(guó)策,而不是權(quán)宜之計(jì)。實(shí)行這種方針政策的具體措施、方法,不同時(shí)期可能有所不同,但作為基本方針政策,是不會(huì)變的。改革開(kāi)放初期我們就說(shuō),開(kāi)放政策本世紀(jì)不變,下世紀(jì)前50年不變,50年以后,中國(guó)同國(guó)際上的經(jīng)濟(jì)交往將更加頻繁,更加相互依賴(lài),更不可分,開(kāi)放政策更不可能改變。
中國(guó)的對(duì)外開(kāi)放是全面的。我們不僅對(duì)發(fā)達(dá)國(guó)家開(kāi)放,也對(duì)發(fā)展中國(guó)家開(kāi)放。我們既有經(jīng)濟(jì)領(lǐng)域的開(kāi)放,又有科技、教育、文化等領(lǐng)域的開(kāi)放。中國(guó)的開(kāi)放首先從經(jīng)濟(jì)特區(qū)開(kāi)始,在試驗(yàn)成功后擴(kuò)大到沿海開(kāi)放城市、沿海開(kāi)放地帶,再擴(kuò)大到內(nèi)地,形成由點(diǎn)到線(xiàn)到片到面的全面開(kāi)放格局。開(kāi)放和兼容,兩者是相互聯(lián)系的。只有開(kāi)放,先進(jìn)的和有用的東西才能進(jìn)得來(lái);只有兼容,尊重不同文明,取長(zhǎng)補(bǔ)短,才能使自己不斷充實(shí)和強(qiáng)大起來(lái)。我們要大膽吸收和借鑒人類(lèi)社會(huì)包括資本主義社會(huì)創(chuàng)造的一切文明成果,結(jié)合新的實(shí)踐,進(jìn)行新的創(chuàng)造,為我所用。
中國(guó)的對(duì)外開(kāi)放是互利的。我們?cè)诮?jīng)濟(jì)全球化條件下搞社會(huì)主義市場(chǎng)經(jīng)濟(jì),理所當(dāng)然要向世界開(kāi)放,與其他國(guó)家經(jīng)濟(jì)相互依存,與國(guó)際市場(chǎng)密切聯(lián)系,與世界經(jīng)濟(jì)相互交融。我們堅(jiān)持同各國(guó)開(kāi)展平等互利合作,按市場(chǎng)經(jīng)濟(jì)規(guī)律辦事。對(duì)外開(kāi)放不僅有利于中國(guó)的發(fā)展,也有利于世界的發(fā)展。中國(guó)吸收國(guó)外的資金、技術(shù)和管理經(jīng)驗(yàn),可以提高生產(chǎn)發(fā)展水平;外國(guó)也能從中獲得利益和市場(chǎng)。只有雙贏(yíng)互利的開(kāi)放才能持久,才能有利于各國(guó)人民的根本利益,促進(jìn)世界和平與繁榮。
不久前中國(guó)共產(chǎn)黨召開(kāi)了第十七次代表大會(huì),會(huì)議總結(jié)并充分肯定了近30年改革開(kāi)放的成就和經(jīng)驗(yàn),表明中國(guó)堅(jiān)持改革開(kāi)放、走中國(guó)特色社會(huì)主義道路的決心和信心。我們將堅(jiān)定不移地實(shí)行對(duì)外開(kāi)放,在更高水平上參與經(jīng)濟(jì)全球化的進(jìn)程,著力解決目前形勢(shì)下對(duì)外開(kāi)放遇到的新問(wèn)題。我們主張自由貿(mào)易,反對(duì)貿(mào)易保護(hù)主義。我們要加快轉(zhuǎn)變外貿(mào)增長(zhǎng)方式,改善外貿(mào)結(jié)構(gòu),努力緩解貿(mào)易不平衡矛盾。我們堅(jiān)持利用外資的基本政策,創(chuàng)新利用外資方式,優(yōu)化利用外資結(jié)構(gòu),提高利用外資水平。我們將繼續(xù)按照主動(dòng)性、漸進(jìn)性、可控性的原則,完善人民幣匯率形成機(jī)制,增強(qiáng)匯率彈性,逐步實(shí)現(xiàn)資本項(xiàng)目下的可兌換。我們高度重視產(chǎn)品質(zhì)量和食品安全,對(duì)國(guó)內(nèi)外消費(fèi)者負(fù)責(zé),按照國(guó)際標(biāo)準(zhǔn)進(jìn)行生產(chǎn),加強(qiáng)產(chǎn)品檢驗(yàn)執(zhí)法監(jiān)督。我們對(duì)保護(hù)知識(shí)產(chǎn)權(quán)的態(tài)度是明確的,決心是堅(jiān)定的,做了大量有成效的工作,并愿意繼續(xù)深化與各國(guó)的知識(shí)產(chǎn)權(quán)合作。我們?cè)冈凇堵?lián)合國(guó)氣候變化框架公約》和《京都議定書(shū)》框架下,按照“共同但有區(qū)別的責(zé)任”原則,與世界各國(guó)一道,共同應(yīng)對(duì)氣候變化問(wèn)題。我們已經(jīng)建立并將繼續(xù)完善對(duì)外開(kāi)放的法律法規(guī),使在華投資有法可依,其合法權(quán)益得到保護(hù)。

開(kāi)放兼容造就了新加坡的成就,開(kāi)放兼容推動(dòng)了中國(guó)的發(fā)展,中國(guó)與新加坡相互開(kāi)放兼容使中新兩國(guó)的合作突飛猛進(jìn)。去年中新雙邊貿(mào)易額達(dá)到408.5億美元,是1990年兩國(guó)建交時(shí)的15倍,兩國(guó)互訪(fǎng)人員超過(guò)180萬(wàn),是建交時(shí)的19倍。蘇州工業(yè)園區(qū)不僅成為中新合作的亮點(diǎn),也成為中國(guó)工業(yè)園區(qū)中的亮點(diǎn)?,F(xiàn)在兩國(guó)正在探索共建生態(tài)城市,這是中新兩國(guó)與時(shí)俱進(jìn)、謀求可持續(xù)發(fā)展的有益嘗試。早在上世紀(jì)90年代,鄧小平先生就贊揚(yáng)新加坡的社會(huì)秩序好,我們應(yīng)該借鑒你們的經(jīng)驗(yàn)。十幾年來(lái),到新加坡培訓(xùn)的中國(guó)官員超過(guò)9000人。中國(guó)與新加坡發(fā)揮各自?xún)?yōu)勢(shì),相互借鑒,密切合作,實(shí)現(xiàn)了互利共贏(yíng)。最近,在李光耀資政的倡議和帶動(dòng)下,新加坡中華總商會(huì)成立了“通商中國(guó)”組織,搭建了促進(jìn)中新兩國(guó)文化和工商界交流的新平臺(tái)。我們希望,“通商中國(guó)”為中新關(guān)系發(fā)展開(kāi)創(chuàng)新的天地。

opportunity of meeting you, leading public figures in Singapore and representatives of faculty and students of the National University of Singapore(NUS).Let me begin by conveying the warm greetings and best wishes of the Chinese people to you, and through you, to the people of Singapore.NUS has a long history and is internationally renowned.“Advance knowledge and foster innovation, educate students and nurture talent, in service of country and society.” Guided by this motto, NUS has produced many outstanding graduates well grounded in knowledge and with inquisitive mind.NUS has a “no walls” culture, that is, no walls around minds and no walls to talent.At its centenary, NUS committed itself to unleashing minds and transforming lives in keeping with the vision of fostering innovation and the spirit of enterprise for the betterment of society.I am convinced that guided by its mission and vision and with its first class faculty, strong scientific research capability and a network of partners around the world, NUS will, through its quality education, contribute more to Singapore, to Asia and to the whole world.This is my fourth visit to Singapore.Though my visits have all been short, I have never failed to be impressed by changes and progress made in Singapore.Thanks to its efforts made over the past 40 years since independence, Singapore has the busiest container port and airport in the world.It has grown into the world's third largest commodity trading center and oil refinery center and the fifth largest foreign exchange trading center.It is also one of the three largest financial centers in Asia.Singapore today is noted for prosperity, public order, clean government, high efficiency and a beautiful environment.Singapore's development achievements are attributable to your most valuable assets.And this is how Minister Mentor Lee Kuan Yew put it, “Our greatest asset was the trust and confidence of the people.The other valuable asset we had was our people ? hardworking, thrifty, eager to learn.” Your success is also attributable to Singapore's way of survival as advocated by the minister mentor, “to be better organized and more efficient and competitive than the rest of the region.” Another important cause for Singapore's success is that it has long pursued an open policy.A small country becomes big when it embraces the world.By opening itself to the outside world and drawing upon others' successful practices, Singapore has come a long way in development, with growing international influence.Ladies and Gentlemen,Opening up has worked not only for Singapore.A review of China's history leads to the same conclusion: Only an open and inclusive nation can become strong and prosperous, while a nation that shuts its door to the world is bound to fall behind.There were proud chapters of opening up in China's history.As early as 2,000 years ago in the Han Dynasty, China opened the famous Silk Road and started exchanges with West Asia.During the prime time of the Tang Dynasty in the 7th and 8th centuries, the country was engaged in frequent interaction with the outside world.In the early Ming Dynasty in the 15th century, Zheng He, the famous Chinese navigator, led a fleet on seven expeditions to the Western Seas, reaching as far as the east coast of Africa.He brought tea, silk and porcelain to the local people.These voyages demonstrated China's strong maritime capabilities and overall national strength at that time.Zheng He's expeditions were almost a century earlier than those of Columbus or Da Gama.But after Zheng He, the Chinese feudal rulers at the time turned inward and began to restrict and later completely banned ocean-going voyages, missing out on an important opportunity for development.The Qing Dynasty reached its apex in the period between late 17th century and the end of the 18th century, noted for unprecedented peace and prosperity during the reign of Emperors Kangxi and Qianlong.At that time, China was a leading industrial producer in the world.It was, however, during this period that European countries embarked on the path of modern capitalist revolution and the Industrial Revolution.They unleashed productive forces and overtook China.The Chinese rulers at that time, ignorant of this historical transformation, continued to indulge in complacency.They dismissed Western science and technology as “clever but useless”.In the 100 years and more after Emperors Kangxi and Qianlong's reign, China was left far behind in development and its international standing plummeted and it became a semi-colonial country subjected to humiliation by foreign powers.The founding of the People's Republic of China marked the independence and liberation of the Chinese nation and brought about profound changes in the country.But in the 1960s and 1970s when waves of dynamic economic growth and scientific and technological revolution were sweeping across much of the world, China was in the grip of the decade-long “Cultural Revolution”.It thus lost another good opportunity for development.Fortunately, we changed course in the late 1970s and embarked on the track of reform and opening up, that is, to carry out reform domestically and open up externally.Opening up is also a part of China's overall reform efforts.By pursuing the policy of reform and opening-up, we have seized the new historical opportunity and achieved fast development for almost 30 years.As a result, China's overall national strength has been greatly enhanced, the living standards of its people have significantly improved and the country's international standing has steadily risen.China has made remarkable achievements in its opening-up endeavor in the past three decades.Its import and export in goods, only US$20.6 billion in 1978, reached US$1.76 trillion in 2006, registering an 84-fold increase.This turned China into the third largest trading nation in the world.China's foreign exchange reserves, which never exceeded US$1 billion before 1978, surpassed US$1 trillion at the end of 2006.Foreign trade has become a key pillar underpinning China's economic development.By introducing foreign capital, technologies and managerial expertise and using them as a basis for making innovation, we have greatly boosted productivity and narrowed the gap between China and developed countries.We have increased exchanges with other countries in education, culture, science and technology and other fields.A great number of Chinese students have studied overseas and many of them have returned to China, contributing their share to its development endeavor.By drawing on the strengths of others, the people in China have freed their minds and broadened their visions and become more open and creative.China joined the World Trade Organization in 2001, which marked a new stage in its opening up drive.This is what we have learned from China's success in development over the past nearly 30 years: The world today is an open one.No country can achieve development in isolation or seclusion.We in China are working to build socialism with distinctive Chinese features, and our fundamental objective is to boost productive forces and meet the increasing material and cultural needs of the people.To meet this goal, we must address issues arising in the course of domestic development and reform and remain committed to opening up.China's opening up policy is a long-term one.Opening up has brought great benefits to more than one billion Chinese.It is the right policy for China and has the support of the people, and it will therefore not change.To deviate from this policy will only impede China's development and we will lose popular support.This is the fundamental reason why China will stay on the track of opening up.Opening up is crucial to China's reform and modernization endeavor.It is a basic state policy, not expediency.Though the specific measures and means to implement this policy may differ in different stages, the basic policy will not change.At the beginning of China's reform and opening up, we assured the world that China's opening up policy would remain unchanged in the 20th century and the first half of the 21st century.After the mid-21st century, China will have more frequent economic interactions with the rest of the world, and the two will become even more inter-dependent and indivisible.This will make it even less likely for China to reverse its opening up policy.China's opening up is comprehensive in nature.We are open not only to developed countries, but also to developing countries.We are open not only in the economic field, but also in the scientific, technological, educational, cultural and other fields.China first introduced the opening up policy in its special economic zones on a trial basis.Following their success, we proceeded to implement this policy in coastal cities and areas, and then in the hinterland.The opening up policy has been pursued in a gradual way ? from selected cities to regions and then to the whole country.Openness and inclusiveness are two sides of the same coin.Only by opening China can we bring in advanced and successful practices.And only by being inclusive, which calls for respect for different cultures and mutual learning, can we enrich and strengthen ourselves.We should boldly absorb and draw upon all the achievements of the human society, including those of the capitalist countries, build on them and make innovations.China's opening up policy is based on mutual benefit.We are developing a socialist market economy under the conditions of economic globalization, and this naturally means we should open ourselves to the world, build inter-dependent economic ties with other countries, gain close access to the international market and integrate ourselves into the world economy.We are committed to carrying out mutually beneficial cooperation on an equal footing with other countries in accordance with the law of the market.Opening up not only benefits China's development, but also contributes to world's economic development.By introducing foreign capital, technologies and managerial expertise, China has upgraded its production capacity, and this has also enabled other countries to gain benefits and increase their market shares in China.Only on the basis of mutual benefit and win-win progress can opening up endure and be conducive to the fundamental interests of all peoples and peace and prosperity of the world.The Communist Party of China held its 17th National Congress not long ago.The Congress reviewed and affirmed the achievements we have made and experience we have gained in the course of reform and opening up over the past nearly 30 years.The Party Congress highlighted China's resolve to pursue reform and opening up and build socialism with distinctive Chinese features and its confidence in accomplishing this endeavor.We will unswervingly follow the opening up policy, move up the value chain as we participate in economic globalization, and focus on addressing new issues in opening up that have arisen under the current circumstances.We stand for free trade and oppose protectionism.We will speed up changing the mode of trade growth, improve trade mix and strive to reduce trade imbalances.We are committed to the basic policy of using foreign capital and will develop innovative ways of using foreign capital, improve its structure and raise its efficiency.We will continue to follow an independent, gradual and controllable approach in improving the RMB exchange rate mechanism, increase its flexibility and gradually make RMB convertible under capital account.We take product quality and food safety seriously and work to uphold the interests of both Chinese and foreign consumers.We comply with international standards in production and have enhanced law enforcement of and supervision over product testing and inspection.We are fully committed to protecting intellectual property rights and have made a lot of effective efforts in this area.We stand ready to deepen cooperation in IPR protection with other countries.We are ready to work with all other countries to jointly tackle climate change within the framework of the UN Framework Convention on Climate Change and the Kyoto Protocol and in accordance with the principle of “common but differentiated responsibilities”.We have put in place the legal framework governing opening up and will continue to improve it to place foreign investment activities in China under the rule of law and protect the lawful rights and interests of foreign investors.Ladies and Gentlemen,Opening up and inclusiveness have both created Singapore's success and contributed to China's development.Mutual opening up and inclusiveness between China and Singapore have led to rapid growth in our cooperation.Last year, China-Singapore trade totaled US$40.85 billion, 15 times the figure of 1990 when our two countries established diplomatic ties.Last year saw 1.8 million mutual visits between China and Singapore, a 19-fold increase over 1990.The Suzhou Industrial Park, in which Minister Mentor Lee Kuan Yew has invested a lot of time and energy, has become a success story not only in China-Singapore cooperation, but also among China's industrial parks.Our two countries are exploring the building of an eco-city.This will be a good initiative to be taken by China and Singapore to promote sustainable development in keeping with the trends of the times.Back in the early 1990s, Mr.Deng Xiaoping highly commended Singapore on its public order and said that China should draw upon its experience.In the past decade and more, over 9,000 Chinese officials have received training in Singapore.By drawing on their respective strengths and maintaining close cooperation, China and Singapore have both become winners.Responding to the proposal made by Minister Mentor Lee Kuan Yew, the Singapore Chinese Chamber of Commerce and Industry has recently set up an organization known as “Business China”, which offers a new platform for conducting cultural and business exchanges between the two countries.We hope “Business China” will create more opportunities for the growth of China-Singapore relations.Reviewing the past and looking ahead to the future, we have every confidence in the future of China-Singapore relations.Guided by the Scientific Outlook on Development, we in China are striving to build a moderately prosperous society in all respects, and you are pursuing the strategy to remake Singapore.This has provided new opportunities for our two countries to carry out cooperation in development.We will continue to increase exchanges and cooperation with Singapore.The foundation of China-Singapore friendship was laid by Mr.Deng Xiaoping and Mr.Lee Kuan Yew, and new generations of leaders in both countries have worked hard to build this friendship.We are confident that our friendship will be carried forward from generation to generation, and our cooperation will have an even brighter future.
