上午好！很高興來到四川成都，出席的七屆中國西部國際博覽會。我代表國務(wù)院向本屆博覽會的舉辦表示熱烈祝賀，向到會的各位來賓和海內(nèi)外朋友表示誠摯的歡迎！

Dear guests，Ladies and Gentlemen，Good morning!It gives me great pleasure to come to Sichuan and to Chengdu to participate in the 7th Western China International Economy & Trade Fair.On behalf of the State Council, I would like to congratulate on the opening of the Fair and to greet our guests and friends both home and abroad with a heartfelt welcome.Western China is one of the cradles of the Chinese people, and has nurtured

resplendent Chinese civilization over a history of 5000 years.Western China

accounts for over half of the total land area of China, and is endowed with rich mineral resources, which can be translated into huge market opportunities, and enables the region with considerable advantages and great development potential in various areas including energy, agriculture，tourism, and science and technology.In the new century, the CPC Central Committee and the State Council, in view of the overall situation of China’s reform and opening up and socialist modernization drive, have made a major strategic decision to develop Western China.Over the past 6 years, our

進(jìn)展和明顯成效：基礎(chǔ)設(shè)施和投資環(huán)境不斷改善，經(jīng)濟(jì)增長速度普遍加快，生態(tài)建設(shè)和環(huán)境保護(hù)得到加強(qiáng)，教育科技衛(wèi)生等社會事業(yè)穩(wěn)步發(fā)展，人才開發(fā)取得實(shí)效。最為重要的是，西部地區(qū)的人民群眾得到了實(shí)實(shí)在在的好處；全國其他地區(qū)也從西部地區(qū)的發(fā)展中受益。

西部大開發(fā)是中國的一項(xiàng)長期戰(zhàn)略，不僅未來5年要繼續(xù)加以實(shí)施，而且將貫穿于中國全面建設(shè)社會和現(xiàn)代化事業(yè)的全過程。隨著西部大開發(fā)戰(zhàn)略的深入推進(jìn)，西部地區(qū)經(jīng)濟(jì)一定會持續(xù)快速健康協(xié)調(diào)發(fā)展，來自海內(nèi)外的朋友們也一定能在這里獲得更多的商機(jī)和更加廣泛的合作空間。

sustained, rapid, sound and harmonious economic development in the west, which will in turn provide our friends, both home and abroad, with more business opportunities and wider room for cooperation.The Western China International Economy & Trade Fair is a grand international trade and economic gathering that incorporates commodity display and sales, and business exchanges and investment attraction in the western region.Since 2000, the Fair has been held successfully in Sichuan Province

第七屆中國西部國際博覽會以“開放、合作、共贏、發(fā)展”為主題，我認(rèn)為符合滋補(bǔ)地區(qū)的發(fā)展需求和時代特點(diǎn)。四川省政府和國務(wù)院有關(guān)部門一定要精心組織，密切合作，充分發(fā)揮博覽會平臺作用，加大招商引資力度，切實(shí)做好會前會后項(xiàng)目洽談和落實(shí)過程中的銜接與溝通工作，為參戰(zhàn)各方商品展銷、經(jīng)貿(mào)交流創(chuàng)造有利條件。還要特別注意品牌建設(shè)和知識產(chǎn)權(quán)保護(hù)，建立和形成一套科學(xué)、高效、有序的組織管理體系，以公開、公正、公平的運(yùn)作制度和誠信、熱情、周到的服務(wù)招商招客。把本屆博覽會辦出特色、辦出水平。

implementation of the West Development Strategy, and develop international trade and bring forward economic cooperation.It has also become an important window through which Western China presents to the outside world the profundity of its historical and cultural legacy, the fruits of its

opening-up and reform as well as the bright prospect of its future development.The theme of the 7th Western China International Economy & Trade Fair is “Open, Cooperation, Common Win and

Development”, which I think is consistent with the development needs of the western region and the characteristics of the time.The Sichuan Provincial Government and relevant departments of the State Council must carefully organize the event and closely collaborate with each other, make full use of the platform provided by the Fair and intensify the efforts to bring in foreign investment, make good connection and communication for the business

networking before, during and after the Fair and in the course of the implementation of the business projects, and facilitate the participation of all parties in the exhibitions and other business exchanges.Moreover, special attention should be given to the building of brand names and the protection of intellectual property.A set of organization and management systems featuring scientific operation, high efficiency and orderliness should be established.Businesses should be

尊敬的吳伯雄榮譽(yù)主席，各位嘉賓，各位朋友，女士們，先生們：

大家上午好！

蓉城五月，花香四溢，處處生機(jī)盎然。在這美好的時節(jié)，來自海峽兩岸的有識之士，相聚在人文薈萃、物產(chǎn)豐饒的“天府之國”，隆重舉辦第七屆兩岸經(jīng)貿(mào)文化論壇，共謀兩岸合作雙贏的良策。在此，我謹(jǐn)代表中共中央和胡錦濤總書記，對本屆論壇的舉辦表示熱烈的祝賀，向與會嘉賓致以誠摯的問候！

２００６年以來，由中國共產(chǎn)黨和中國國民黨兩黨領(lǐng)導(dǎo)人倡議舉辦的兩岸經(jīng)貿(mào)文化論壇，走過了不平凡的歷程，已成為兩黨和兩岸各界人士真誠交流對話的重要平臺。在前六屆論壇上，國共兩黨和兩岸各界人士緊緊圍繞推動兩岸關(guān)系和平發(fā)展這一主題，激蕩思想火花，共商發(fā)展大計(jì)，對深化兩岸交流合作、推進(jìn)兩岸關(guān)系發(fā)展發(fā)揮了重要的先導(dǎo)作用。本屆論壇以“深化兩岸合作、共創(chuàng)雙贏前景”為主題，集中研討大陸“十二五”規(guī)劃與臺灣“黃金十年”藍(lán)圖、兩岸經(jīng)濟(jì)合作框架協(xié)議實(shí)施與促進(jìn)兩岸經(jīng)濟(jì)發(fā)展、兩岸文教合作與青年交流等三項(xiàng)議題，具有重要的現(xiàn)實(shí)意義。希望與會的兩岸各界有識之士圍繞本屆論壇的主題和議題，深入交流，積極建言，務(wù)實(shí)獻(xiàn)策，為推動兩岸關(guān)系和平發(fā)展作出新的貢獻(xiàn)。

去年７月第六屆兩岸經(jīng)貿(mào)文化論壇舉辦以來，兩岸關(guān)系發(fā)展又取得了一系列重要成果。兩岸雙方在反對“臺獨(dú)”、堅(jiān)持“九二共識”的共同政治基礎(chǔ)上增強(qiáng)互信，保持良性互動，維護(hù)了兩岸交流合作、1

協(xié)商談判的必要環(huán)境。兩岸經(jīng)濟(jì)合作框架協(xié)議正式生效和早期收獲計(jì)劃的實(shí)施，給兩岸同胞帶來了實(shí)實(shí)在在的利益。兩岸各界大交流正在形成新局面，各界人士尤其是基層民眾更廣泛地參與到交流合作中來，增進(jìn)了相互了解和彼此感情?？偟目?，兩岸關(guān)系和平發(fā)展越來越得到兩岸同胞的認(rèn)同和支持，越來越成為兩岸民意的主流。形勢的發(fā)展也進(jìn)一步說明，兩岸關(guān)系和平發(fā)展是正確的選擇，是不可阻擋的趨勢。我們應(yīng)當(dāng)堅(jiān)持兩岸關(guān)系的正確方向，穩(wěn)定和平發(fā)展的大局，繼續(xù)推進(jìn)兩岸協(xié)商談判，全面開展兩岸交流合作，確保兩岸關(guān)系發(fā)展成果惠及更多的基層民眾。我們要不斷夯實(shí)兩岸關(guān)系和平發(fā)展的政治、經(jīng)濟(jì)、文化和民意基礎(chǔ)，不斷增強(qiáng)促進(jìn)兩岸關(guān)系和平發(fā)展的內(nèi)在動力，不斷拓寬兩岸關(guān)系和平發(fā)展的前進(jìn)道路。

當(dāng)前，兩岸經(jīng)濟(jì)合作正處在新的起點(diǎn)上，進(jìn)入可以大有作為的關(guān)鍵時期。大陸今年開始實(shí)施國民經(jīng)濟(jì)和社會發(fā)展第十二個五年規(guī)劃，以科學(xué)發(fā)展為主題，以加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式為主線，旨在促進(jìn)經(jīng)濟(jì)長期平穩(wěn)較快發(fā)展和社會和諧穩(wěn)定，為全面建成小康社會打下具有決定性意義的基礎(chǔ)。臺灣經(jīng)濟(jì)也面臨轉(zhuǎn)型升級的新課題。兩岸經(jīng)濟(jì)向更高水平發(fā)展，必將為兩岸經(jīng)濟(jì)合作創(chuàng)造更多機(jī)遇、拓展更大空間。兩岸實(shí)施經(jīng)濟(jì)合作框架協(xié)議，必將推動經(jīng)濟(jì)關(guān)系正?；蜋C(jī)制化進(jìn)程，為深化兩岸經(jīng)濟(jì)合作提供有力的制度保障。從更寬廣的視野看，全球范圍的產(chǎn)業(yè)結(jié)構(gòu)、生產(chǎn)方式與國際分工正面臨大調(diào)整、大變革，圍繞市場、資源、人才、技術(shù)、標(biāo)準(zhǔn)等方面的競爭更加激烈。這既為兩岸經(jīng)濟(jì)發(fā)展帶來了更多挑戰(zhàn)，也提供了難得契機(jī)。

大陸的“十二五”規(guī)劃綱要首次把發(fā)展兩岸關(guān)系專門列為一章，這是近幾年兩岸關(guān)系不斷改善和發(fā)展的必然結(jié)果，也充分體現(xiàn)了我們進(jìn)一步為兩岸同胞謀福祉的真誠愿望。這一章節(jié)把建立健全兩岸經(jīng)濟(jì)合作機(jī)制作為總體框架，指明了今后幾年深化兩岸經(jīng)濟(jì)合作的發(fā)展方向、重點(diǎn)領(lǐng)域和主要內(nèi)容。我們注意到，臺灣方面提出了“開創(chuàng)黃金

十年”的政策藍(lán)圖，深化兩岸經(jīng)濟(jì)合作也是其中的重要一環(huán)。兩岸的經(jīng)濟(jì)發(fā)展規(guī)劃都把加強(qiáng)彼此合作列為重要內(nèi)容，這是前所未有的。我相信，只要兩岸同胞緊抓機(jī)遇，凝聚共識，積極行動，就一定能開創(chuàng)兩岸共同發(fā)展、共同繁榮的美好前景。為此，我愿提出四點(diǎn)建議。第一，以落實(shí)兩岸經(jīng)濟(jì)合作框架協(xié)議為主線，推動兩岸經(jīng)濟(jì)合作機(jī)制化進(jìn)程。今年以來，兩岸貨物貿(mào)易和服務(wù)貿(mào)易早期收獲計(jì)劃全面實(shí)施并初見成效，兩岸經(jīng)濟(jì)合作委員會開始運(yùn)作，框架協(xié)議規(guī)定的后續(xù)商談也已全面啟動。今后，我們要繼續(xù)實(shí)施好早期收獲計(jì)劃，讓兩岸民眾進(jìn)一步共享其利。積極推進(jìn)各項(xiàng)后續(xù)協(xié)商，不斷健全兩岸經(jīng)濟(jì)合作機(jī)制。盡快達(dá)成兩岸投資保障協(xié)議，為促進(jìn)雙向投資提供更好、更便利的條件。抓緊啟動爭端解決協(xié)議商談并及早取得成果，更好地維護(hù)兩岸企業(yè)的合法權(quán)益?？傊?，要以落實(shí)框架協(xié)議為主線，著眼于為兩岸經(jīng)濟(jì)合作提供穩(wěn)定的制度保障，最大限度地實(shí)現(xiàn)兩岸資源優(yōu)化配臵，促進(jìn)兩岸經(jīng)濟(jì)共同繁榮發(fā)展。

第二，以推動經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變?yōu)闋恳嵘齼砂督?jīng)濟(jì)合作水平?！笆濉逼陂g，大陸將加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，大力推動經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整，積極促進(jìn)科技進(jìn)步和創(chuàng)新，這將為兩岸經(jīng)濟(jì)合作開創(chuàng)新領(lǐng)域，帶來新機(jī)遇，提供新利基，注入新動力。與此同時，臺灣經(jīng)濟(jì)為實(shí)現(xiàn)調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、強(qiáng)化創(chuàng)新能力、照顧弱勢群體等目標(biāo)，也需要進(jìn)一步加強(qiáng)兩岸經(jīng)濟(jì)關(guān)系。兩岸都高度重視并緊緊抓住這些重大調(diào)整所蘊(yùn)含的商機(jī)，深化合作，統(tǒng)籌布局，就能夠提升兩岸經(jīng)濟(jì)合作水平，優(yōu)化兩岸產(chǎn)業(yè)結(jié)構(gòu)，增強(qiáng)各自的科技創(chuàng)新與轉(zhuǎn)化能力，提高兩岸經(jīng)濟(jì)的核心競爭力，更好地應(yīng)對日趨激烈的國際競爭。

第三，以增進(jìn)兩岸人民福祉為根本，提高兩岸經(jīng)濟(jì)合作惠及普通民眾的實(shí)際效果。古人云：慮于民也深，則謀其始也精。推動兩岸經(jīng)濟(jì)合作，根本目的是為了增進(jìn)兩岸同胞的民生福祉。我們迄今實(shí)施的各項(xiàng)政策和措施，都是面向所有臺灣同胞尤其是基層民眾的。當(dāng)前，推動兩岸經(jīng)濟(jì)合作的成果惠及更廣大的普通民眾，是一項(xiàng)十分緊要的任務(wù)。兩岸雙方都應(yīng)為此采取切實(shí)措施，身體力行。兩岸應(yīng)積極促成大陸居民赴臺個人游試點(diǎn)，爭取在今年６月底之前辦成這件好事。兩岸還應(yīng)高度重視并不斷加強(qiáng)中小企業(yè)合作，進(jìn)一步在融資、稅收、科技成果轉(zhuǎn)化等方面提供更多支持，鼓勵和協(xié)助他們加快轉(zhuǎn)型升級、拓展更大市場，獲得更好發(fā)展，充分發(fā)揮其增加就業(yè)、提高收入、改善民生的重要作用。最近，臺灣方面提出開展兩岸核電安全合作，大陸愿予積極支持。希望雙方盡快就此開始商談，抓緊達(dá)成協(xié)議，以維護(hù)兩岸同胞的健康福祉。總之，我們將在推動兩岸關(guān)系和平發(fā)展中繼續(xù)貫徹以人為本的精神，繼續(xù)為最廣大的臺灣同胞辦實(shí)事、辦好事。第四，以確保兩岸關(guān)系和平發(fā)展大局為重點(diǎn)，維護(hù)兩岸經(jīng)濟(jì)合作必要的良好環(huán)境。兩岸發(fā)展經(jīng)濟(jì)，推進(jìn)經(jīng)濟(jì)合作，落實(shí)經(jīng)濟(jì)合作框架協(xié)議，和平穩(wěn)定的環(huán)境至關(guān)重要。２００８年５月以來，兩岸交流合作、協(xié)商談判之所以能夠不斷取得突破性進(jìn)展，關(guān)鍵在于臺灣局勢發(fā)生重大的積極變化，兩岸關(guān)系發(fā)展出現(xiàn)難得的歷史機(jī)遇，兩岸雙方在反對“臺獨(dú)”、堅(jiān)持“九二共識”的共同政治基礎(chǔ)上建立了互信，形成了良性互動的局面。事實(shí)證明，有了反對“臺獨(dú)”、堅(jiān)持“九二共識”這一兩岸關(guān)系和平發(fā)展的共同政治基礎(chǔ)，兩岸雙方就能夠擱臵爭議，求同存異，營造出有利于交流合作、協(xié)商談判的良好環(huán)境。兩岸同胞都應(yīng)自覺珍惜兩岸關(guān)系和平發(fā)展的機(jī)遇，鞏固兩岸關(guān)系和平發(fā)展的政治基礎(chǔ)，維護(hù)兩岸關(guān)系和平發(fā)展的大局。

需要強(qiáng)調(diào)的是，兩岸關(guān)系和平發(fā)展，不但要厚植共同的經(jīng)濟(jì)利益，而且要加強(qiáng)中華文化的精神紐帶，增強(qiáng)休戚與共的中華民族認(rèn)同。前些日子，吳伯雄主席有段話講得好。他說，兩岸之間有兩座大橋，第一座是經(jīng)濟(jì)合作，第二座是文化交流，經(jīng)濟(jì)合作是手?jǐn)y手的工作，文化交流是心連心的工作，兩者缺一不可。在兩岸經(jīng)濟(jì)合作已經(jīng)取得豐碩成果的今天，兩岸文化教育交流也應(yīng)當(dāng)獲得進(jìn)一步的繁榮，使經(jīng)濟(jì)

合作、文教交流協(xié)調(diào)發(fā)展、相得益彰。我們要不失時機(jī)地深化兩岸文教交流，形成全方位、多層次、機(jī)制化的合作格局，進(jìn)一步密切兩岸民眾感情，使“兩岸同胞一家人”的觀念深入人心。只有這樣，兩岸關(guān)系發(fā)展的基礎(chǔ)才能更加牢固，動力才能更加持久。青年人朝氣蓬勃，充滿活力，應(yīng)當(dāng)走在兩岸交流合作的前列，相互學(xué)習(xí)，相互借鑒，共同推進(jìn)中華文化的繼承與創(chuàng)新，不斷增強(qiáng)對中華民族的認(rèn)同，成為推動兩岸關(guān)系和平發(fā)展的有生力量。

各位嘉賓、各位朋友！

今年是辛亥革命１００周年，海內(nèi)外中華兒女正在以各種方式隆重紀(jì)念這一歷史性大事。辛亥革命結(jié)束了統(tǒng)治中國幾千年的君主專制制度，打開了中國進(jìn)步的閘門，譜寫了古老中國發(fā)奮圖強(qiáng)的嶄新篇章，樹立起中國人民改變自身命運(yùn)的歷史豐碑。孫中山先生畢生致力于實(shí)現(xiàn)民族振興、國家統(tǒng)一的崇高精神，至今仍激勵著海內(nèi)外中華兒女為之奮斗。今天，中華民族正呈現(xiàn)出前所未有的勃勃生機(jī)，展現(xiàn)出光明燦爛的發(fā)展前景。我衷心希望，兩岸同胞抓住難得的歷史機(jī)遇，攜手并進(jìn)，不斷開創(chuàng)兩岸關(guān)系和平發(fā)展新局面，共同為實(shí)現(xiàn)中華民族的偉大復(fù)興而不懈奮斗！

在全縣上下熱烈慶祝中國共產(chǎn)黨九十華誕，認(rèn)真貫徹胡錦濤總書記七一講話精神、全面落實(shí)新的縣委、縣政府提出的實(shí)施“三大戰(zhàn)略”，建設(shè)“三大基地”，推進(jìn)“三個發(fā)展”的滾滾熱潮中，我們滿懷豪情地迎來了第八十四個建軍節(jié)和曲沃縣第七屆全民健身月。今晚，我們在這里隆重舉辦“曲沃縣第七屆健身月”開幕式暨第十二屆慶八一“三星杯”籃球比賽。縣四大班子的相關(guān)領(lǐng)導(dǎo)在百忙之中親臨開幕式現(xiàn)場進(jìn)行指導(dǎo)觀摩，讓我們用熱烈的掌聲對他們表示歡迎和衷心的感謝！

近年來，縣體育系統(tǒng)的全體干部員工在縣委、縣政府的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，在縣人大、縣政協(xié)的關(guān)心支持下，大力發(fā)展全民健身事業(yè)，廣泛開展全民健身運(yùn)動，使全縣人民的健康水平有了普遍的大幅提高，為縣域經(jīng)濟(jì)社會的又好又快發(fā)展起到了積極的促進(jìn)推動作用。特別是今年舉辦的“第七屆全民健身月”更是得到了新一屆縣委、縣政府的高度重視。本屆全民健身月活動，在時間、規(guī)模、內(nèi)容及形式上又有了新的創(chuàng)新和新的突破。同時，我們采取各級黨委、政府正確引導(dǎo)、下鄉(xiāng)入企廣泛宣傳發(fā)動、科學(xué)部署狠抓落實(shí)的有效舉措，得到了三星公司、曲沃中學(xué)、供電支公司、公安局、環(huán)衛(wèi)園林中心及社會團(tuán)體和廣大群眾的大力支持和積極參與。值此，我謹(jǐn)代表曲沃縣第七屆全民健身月活動組委會向各友情單位和各參賽代表隊(duì)表示深切的敬意和特別的感謝！

本屆全民健身月活動從今晚開始，將歷時一個月，來自全縣各單位、各鄉(xiāng)鎮(zhèn)、各學(xué)校、各社會團(tuán)體的300余名運(yùn)動員，將進(jìn)行籃球、乒乓球、中國象棋、少兒圍棋、體育舞蹈、自行車騎游、老年門球、健身秧歌8個項(xiàng)目的比賽。

大家上午好!今天,我們迎著煦暖的陽光,帶著運(yùn)動健兒的喜悅,迎來了棗莊中心校第七屆趣味運(yùn)動會。首先,我謹(jǐn)代表學(xué)校及本次運(yùn)動會組委會,向運(yùn)動會的如期舉行表示熱烈的祝賀！向籌備這次盛會的全體人員表示衷心的感謝！向參加運(yùn)動會的全體運(yùn)動員、教練員、裁判員表示誠摯的慰問！

體育工作是國家教育方針的重要組成部分，也是學(xué)校精神文明建設(shè)的重要內(nèi)容。發(fā)展體育運(yùn)動，增強(qiáng)人民體質(zhì)，是中華民族屹立于世界之林的重要保證。對于弘揚(yáng)奧運(yùn)精神，提高學(xué)校師生員工的整體素質(zhì)，推動學(xué)校各項(xiàng)工作的開展，都有著十分重要的意義。
