第三篇：認識報關(guān)和報關(guān)員

近年來，報關(guān)這個行業(yè)越來越受到大家的關(guān)注，因此掀起了一場考報關(guān)員資格證的熱潮。這與我國外貿(mào)經(jīng)濟的發(fā)展是密不可分的，簡單的來說就是，我們和外國公司需要相互來往，相互貿(mào)易，互惠共贏。而我們的報關(guān)員就好比是他們交往的紐帶，連接兩頭，使貿(mào)易展開，進而發(fā)展下去。盡管大家熱衷報關(guān)員的考試，可是對報關(guān)這門行業(yè)了解的并不透徹。下面我們一起來認識一下報關(guān)行業(yè)和報關(guān)員。

報關(guān)員是這樣定義的：

報關(guān)員是指通過全國報關(guān)員資格考試，依法取得報關(guān)從業(yè)

資格，并在海關(guān)注冊登記，代表所屬企業(yè)（單位）向海關(guān)辦理進出口貨物報關(guān)納稅等通關(guān)手續(xù)，并依此為職業(yè)的人員。報關(guān)員不是自由職業(yè)者，只能受雇于一個依法向海關(guān)注冊登記的進貨物收發(fā)貨人或者企業(yè)，并代表該企業(yè)向海關(guān)辦理業(yè)務(wù)。我國海關(guān)法律規(guī)定禁止報關(guān)員非法接受他人委托從事業(yè)務(wù)。報關(guān)員必須具備一定的學(xué)識水平和實際業(yè)務(wù)能力，必須熟悉與貨物進有關(guān)的法律、對易、商品，必須精通海關(guān)法律、法規(guī)、規(guī)章并具備辦理業(yè)務(wù)的技能。

報關(guān)員的執(zhí)業(yè)任務(wù)：

1．按照規(guī)定如實申報出口貨物的商品編碼、商品名稱、規(guī)格型號、實際成交價格、原產(chǎn)地及相應(yīng)優(yōu)惠貿(mào)易協(xié)定代碼等報關(guān)單有關(guān)項目，并辦理填制報關(guān)單、提交報關(guān)單證等與申報有關(guān)的事宜；

2.申請辦理繳納稅費和退稅、補稅事宜；

3.申請辦理加工貿(mào)易合同備案（變更）、深加工結(jié)轉(zhuǎn)、外發(fā)加工、內(nèi)銷、放棄核準、余料結(jié)轉(zhuǎn)、核銷及保稅監(jiān)管等事宜；

4.申請辦理進出口貨物減稅、免稅等事宜；

5.協(xié)助海關(guān)辦理進出口貨物的查驗、結(jié)關(guān)等事宜；

6.應(yīng)當(dāng)由報關(guān)員辦理的其他報關(guān)事宜。

報關(guān)員的考試內(nèi)容及科目：

考試主要測試考生從事報關(guān)業(yè)務(wù)必備的知識和技能，考試內(nèi)容包括報關(guān)專業(yè)知識、報關(guān)專業(yè)技能、報關(guān)相關(guān)知識以及與報關(guān)工作相關(guān)的法律、行政法規(guī)和海關(guān)規(guī)章。

一共包含以下三大部分內(nèi)容：.報關(guān)專業(yè)知識：包括報關(guān)概述、報關(guān)與海關(guān)管理、報關(guān)與貿(mào)易管制等;.報關(guān)專業(yè)技能：包括報關(guān)程序、進出口商品歸類、進出口稅費的計算與繳納、報關(guān)單證填制等;.報關(guān)相關(guān)知識：包括國際貿(mào)易知識、世界貿(mào)易組織、英語知識、報關(guān)工作相關(guān)法律法規(guī)等。

報關(guān)員考試報考的條件：

（一）報名參加考試的人員應(yīng)當(dāng)符合下列條件：

1．具有中華人民共和國國籍；

2．年滿18周歲，具有完全民事行為能力；
