全國大學(xué)生英語競賽(National English Contest for College Students,簡稱NECCS)是經(jīng)教育部有關(guān)部門批準(zhǔn)舉辦的全國唯一的大學(xué)英語綜合能力競賽活動。本屆競賽是第十三屆全國大學(xué)生英語競賽。為了保證本屆競賽各項活動規(guī)范有序地開展,特制定本簡章,請各參賽單位嚴(yán)格遵照執(zhí)行。
一、競賽宗旨與目的本競賽旨在配合教育部高等教育教學(xué)水平評估工作,貫徹落實教育部關(guān)于大學(xué)英語教學(xué)改革精神,促進(jìn)大學(xué)生英語水平的全面提高,激發(fā)廣大大學(xué)生學(xué)習(xí)英語的興趣,鼓勵英語學(xué)習(xí)成績優(yōu)秀的大學(xué)生。開展此項競賽活動,有助于全面展示全國各高校大學(xué)英語教學(xué)水平和教學(xué)改革的成果,保證高校教學(xué)水平評估有關(guān)大學(xué)英語教學(xué)的各項指標(biāo)的落實,有助于學(xué)生夯實和擴(kuò)展英語基礎(chǔ)知識和基本技能,全面提高大學(xué)生英語綜合運用能力,推動全國大學(xué)英語教學(xué)上一個新臺階。
二、參賽對象
本競賽分A、B、C、D四個類別,全國各高校的研究生及本、??扑心昙墝W(xué)生均可自愿報名參賽。A類考試適用于研究生參加;B類考試適用于英語專業(yè)本、專科學(xué)生參加;C類考試適用于非英語專業(yè)本科生參加;D類考試適用于體育類和藝術(shù)類本科生和非英語專業(yè)高職高專類學(xué)生參加。本競賽面向大多數(shù)學(xué)生,提倡“重在參與”的奧林匹克精神,堅持自愿報名參加的原則,避免僅僅選拔“尖子”參加競賽,而把大多數(shù)學(xué)生排除在競賽之外的做法。
三、競賽時間和方法
1、初賽程序及方式。初賽定于2011年4月10日(星期日)上午9:00-11:00在全國各地同時舉行。初賽由全國統(tǒng)一命題,包括筆答和聽力兩部分。初賽聽力采取播放錄音的形式。
2、決賽程序及方式。決賽筆試(含聽力)定于2011年5月8日(星期日)上午9:00-11:00在全國各地同時舉行。決賽分兩種方式,各地可任選一種:第一種是只參加筆試(含聽力),第二種是參加筆試(含聽力)和口試。只參加筆試(含聽力)的學(xué)生的決賽成績滿分為150分;既參加筆試(含聽力)又參加口試的學(xué)生滿分是200分,其中筆試分?jǐn)?shù)為150分(含聽力),口試分?jǐn)?shù)為50分。決賽賽題和口試方案、題目由全國競賽組委會統(tǒng)一命制,各省級競賽組委會選擇是否統(tǒng)一參加口試,并決定口試地點、時間、形式等具體事宜。
3、賽場設(shè)置。以省(自治區(qū)、直轄市)為一個賽區(qū),競賽活動在省(自治區(qū)、直轄市)競賽組委會的領(lǐng)導(dǎo)下,初賽由參賽各高校設(shè)賽點組織進(jìn)行,決賽由省(自治區(qū)、直轄市)競賽組委會統(tǒng)一安排考場。所有賽點的標(biāo)準(zhǔn)賽場考生必須為30人;非標(biāo)準(zhǔn)賽場考生必須低于30人。凡是安排超過30人的賽場,視為違反賽規(guī)。
4、聽力測試。所有初、決賽賽點須提前安排和檢查好聽力的設(shè)備和場地。聽力測試必須在規(guī)定時間統(tǒng)一播放,在規(guī)定時間結(jié)束,否則視為違反賽規(guī)。
5、初賽評卷。參加初賽的各高校有初賽的評卷權(quán)。初賽評卷工作需按參考答案和評分標(biāo)準(zhǔn)集中評卷,成績須在一周內(nèi)評出,并務(wù)必通過多種方式及時向參賽學(xué)生公布。
6、決賽評卷。決賽由全國競賽組委會統(tǒng)一組織,以省(自治區(qū)、直轄市)為一個賽區(qū)統(tǒng)一進(jìn)行決賽,統(tǒng)一評卷,以確保決賽成績的權(quán)威性。決賽成績須在決賽結(jié)束后兩周內(nèi)評出,并在上報全國競賽組委會的同時,及時準(zhǔn)確地通知各參賽學(xué)校和參賽師生。
7、初、決賽成績公布和查詢。①初賽成績在其所在的參賽學(xué)校查詢。②決賽成績在各省(自治區(qū)、直轄市)競賽組委會查詢;全國競賽組委會辦公室還將在中國英語外語教學(xué)研究網(wǎng)(.cn)上公布榮獲全國特等獎學(xué)生的名單。
四、命題范圍和競賽題型
1、命題范圍: 各類考試的初賽和決賽賽題的命題將依據(jù)《非英語專業(yè)研究生英語教學(xué)大綱》、《高等學(xué)校英語專業(yè)英語教學(xué)大綱》、《大學(xué)英語課程要求(試行)》、《高職高專教育英語課程教學(xué)基本要求》等文件,并借鑒國內(nèi)外最新的測試?yán)碚摵兔}技術(shù)、方法,既要參考現(xiàn)行各種大學(xué)英語主要教材,又不依據(jù)任何一種教材; 既要貼近當(dāng)代大學(xué)生的學(xué)習(xí)和生活,又要有利于檢測出參賽大學(xué)生的實際英語水平。本競賽的初、決賽賽題注意信度和效度,內(nèi)容上體現(xiàn)真實性、實用性、交流性和時代性。
2、競賽題型: 初、決賽筆試滿分均為150分(主觀題占90分,客觀題占60分),其中聽力均為30分。決賽口試滿分為50分。本賽題既考查大學(xué)生的英語基礎(chǔ)知識和基本技能,又側(cè)重考查大學(xué)生的英語綜合運用
能力、閱讀能力和智力水平。本次競賽將借鑒國內(nèi)外英語測試新題型及測試方法,在保持題型相對穩(wěn)定性和連續(xù)性的基礎(chǔ)上有所創(chuàng)新。競賽內(nèi)容將進(jìn)一步加強(qiáng)英語“雙基”考查力度,并加強(qiáng)考查“能力”的取向,完善初、決賽聽力測試和決賽口試,加大語篇層次上語言運用能力的考查,同時將設(shè)計一些考查智力和綜合運用英語能力的賽題,以增加賽題的區(qū)分度。
為使廣大師生熟悉本競賽的題型和內(nèi)容,在競賽中取得好成績,全國競賽組委會辦公室將于賽前一個月將樣題公布在《英語輔導(dǎo)報》高職高專版、《英語輔導(dǎo)報》大學(xué)英語四級版、《考試與評價》大學(xué)英語四級考試版和《大學(xué)英語教學(xué)》等媒體上。樣題中的命題范圍、題型、題量、分值安排、難易度及水平度與正式競賽賽題基本一致,供廣大參賽師生參考。
五、獎勵辦法
1、獎勵等級:本次競賽四個類別均設(shè)四個獎勵等級:特等獎、一等獎、二等獎和三等獎。二等獎和三等獎通過初賽產(chǎn)生。特等獎和一等獎通過決賽產(chǎn)生,由省(自治區(qū)、直轄市)競賽組織機(jī)構(gòu)根據(jù)決賽成績確定??偒@獎比率為參加初賽人數(shù)的51‰,特等獎獲獎比率為1‰,一等獎獲獎比率為5‰,二等獎獲獎比率為15‰,三等獎獲獎比率為30‰,參賽人數(shù)不足167人,但不低于100人的學(xué)??梢杂幸幻麑W(xué)生參加決賽。另設(shè)優(yōu)秀組織獎,頒發(fā)給競賽組織工作成績突出的?。ㄗ灾螀^(qū)、直轄市)競賽組委會、各級競賽組織單位和個人,由全國競賽組委會統(tǒng)一評選和頒獎。

4、系列活動:2011年暑期舉辦2011年全國大學(xué)生英語競賽(NECCS)全國總決賽暨2011年全國大學(xué)生英語夏令營,主要活動內(nèi)容包括第十二屆全國大學(xué)生英語演講賽、第十二屆全國大學(xué)生英語辯論賽和第五屆全國大學(xué)生英語風(fēng)采大賽等活動,獲特等獎的大學(xué)生均有資格和機(jī)會參加。全國總決賽暨夏令營的部分優(yōu)秀選手將有機(jī)會被選派出國參加國際大學(xué)生英語競賽和訪學(xué)活動。
六、報名方法和競賽經(jīng)費
1、報名工作:以?。ㄗ灾螀^(qū)、直轄市)為單位統(tǒng)一組織報名。各省(自治區(qū)、直轄市)大學(xué)外語教學(xué)研究會和各高校要根據(jù)上級競賽組委會的統(tǒng)一安排,宣傳競賽的宗旨和意義,組織學(xué)生自愿報名參加競賽。全國競賽組委會希望各?。ㄗ灾螀^(qū)、直轄市)大學(xué)外語教學(xué)研究會和各高校積極宣傳和組織本次競賽。
2、競賽經(jīng)費:經(jīng)研究決定,本次競賽全部收費每人不得超過30.00元,其中?。ㄗ灾螀^(qū)、直轄市)統(tǒng)一參賽的各院校自留20.00元,用于組織、宣傳、報名、初賽和初賽閱卷等;參賽學(xué)校向省(自治區(qū)、直轄市)競賽組委會上繳10.00元,?。ㄗ灾螀^(qū)、直轄市)競賽組委會自留6.50元,用于初、決賽宣傳、組織工作和決賽評卷、頒獎等工作,其余3.50元由省(自治區(qū)、直轄市)組委會上繳至全國競賽組委會辦公室,用于競賽的組織、宣傳、賽題命制及聽力光盤(磁帶)制作及發(fā)放、表彰獎勵和全國總決賽暨夏令營活動。全國大學(xué)生英語競賽組織委員會

全國大學(xué)生英語競賽
B類 英語專業(yè)本科生 競賽時間
1.初賽時間及形式:初賽定于2012年4月8日(星期日)上午9:00—11:00在全國各地同時舉行。初賽賽題包括筆答和聽力兩部分。初賽聽力采取播放錄音的形式。
2.決賽時間及形式:決賽筆試(含聽力)定于2012年5月13日(星期日)上午9:00—11:00在全國各地同時舉行。決賽分兩種方式,各地可任選一種:第一種是只參加筆試(含聽力),第二種是參加筆試(含聽力)和口試。只參加筆試(含聽力)的學(xué)生的決賽成績滿分為150分;既參加筆試(含聽力)又參加口試的學(xué)生滿分是200分,其中筆試分?jǐn)?shù)為150分(含聽力),口試分?jǐn)?shù)為50分。決賽賽題和口試方案、題目由全國競賽組委會統(tǒng)一命制。各省級競賽組委會選擇是否統(tǒng)一參加口試,并決定口試地點、時間、形式等具體事宜。
操作細(xì)則
1.賽場設(shè)置:以?。ㄗ灾螀^(qū)、直轄市)為一個賽區(qū),競賽活動在?。ㄗ灾螀^(qū)、直轄市)競賽組委會的領(lǐng)導(dǎo)下,初賽由各參賽高校設(shè)賽點組織進(jìn)行,決賽由省(自治區(qū)、直轄市)競賽組委會統(tǒng)一安排考場。所有賽點的標(biāo)準(zhǔn)賽場考生必須為30人;非標(biāo)準(zhǔn)賽場考生必須低于30人。凡是安排超過30人的賽場,視為違反賽規(guī)。
2.聽力測試:所有初、決賽賽點須提前安排和檢查好聽力設(shè)備和場地。聽力測試必須在規(guī)定時間統(tǒng)一播放,在規(guī)定時間結(jié)束,否則視為違反賽規(guī)。自2011年起,全國大學(xué)生英語競賽初、決賽聽力部分將采用光盤播放的形式,光盤配發(fā)比例為100:1(參賽人數(shù):光盤數(shù))。若確因特殊情況無法使用光盤播放聽力的參賽單位,在向?。ㄗ灾螀^(qū)、直轄市)組委會提交的報名表中要特別標(biāo)注使用聽力磁帶,磁帶的配發(fā)比例仍為30:1(參賽人數(shù):磁帶數(shù)),未特殊標(biāo)注者將統(tǒng)一發(fā)放光盤。同時,為做好保密工作,防止聽力泄題,聽力光盤將設(shè)置打開密碼,由全國競賽組委會于考前一周電話通知各省(自治區(qū)、直轄市)競賽組委會主要負(fù)責(zé)人,由該主要負(fù)責(zé)人通知所在?。ㄗ灾螀^(qū)、直轄市)各參賽單位負(fù)責(zé)人。
3.賽區(qū)巡視:各?。ㄗ灾螀^(qū)、直轄市)競賽組委會須派特派員(巡視員)檢查和巡視初賽賽場及評卷工作;決賽工作由?。ㄗ灾螀^(qū)、直轄市)競賽組委會統(tǒng)一安排。
后續(xù)活動
本競賽每年都會舉行后續(xù)活動,即全國大學(xué)生英語夏令營活動。營員從獲特等獎的學(xué)生中擇優(yōu)產(chǎn)生。在夏令營活動期間,營員們將接受封閉式的英語強(qiáng)化訓(xùn)練,并參加豐富多彩的活動,包括全國大學(xué)生英語演講賽、全國大學(xué)生英語辯論賽、英語學(xué)習(xí)經(jīng)驗交流、旅游觀光、英語聯(lián)歡會等活動。其中,全國大學(xué)生英語辯論賽和全國大學(xué)生英語演講賽是整個夏令營的“重頭戲”。在全國大學(xué)生英語辯論賽和全國大學(xué)生英語演講賽中的優(yōu)秀選手將參加由中央電視臺和教育部聯(lián)合舉辦的CCTV杯全國大學(xué)生英語辯論賽,部分優(yōu)秀選手將被選派出國參加國際大學(xué)生英語競賽和夏令營活動。
