世界水日

目的為了喚起公眾的水意識，建立一種更為全面的水資源可持續(xù)利用的體制和相應的運行機制，1993年1月18日，第47屆聯(lián)合國大會根據(jù)聯(lián)合國環(huán)境與發(fā)展大會制定的《21世紀行動議程》中提出的建議，通過了第193號決議，確定自1993年起，將每年的3月22日定為“世界水日”，以推動對水資源進行綜合性統(tǒng)籌規(guī)劃和管理，加強水資源保護，解決日益嚴峻的缺水問題。同時，通過開展廣泛的宣傳教育活動，增強公眾對開發(fā)和保護水資源的意識。讓我們節(jié)約用水，不要讓最后一滴水成為我們的眼淚！確立背景

“世界水日”的確立，是有背景的：一切社會和經(jīng)濟活動都極大地依賴淡水的供應量和質(zhì)量，但人們并未普遍認識到水資源開發(fā)對提高經(jīng)濟生產(chǎn)力、改善社會福利所起的作用；隨著人口增長和經(jīng)濟發(fā)展，許多國家將陷入缺水的困境，經(jīng)濟發(fā)展將受到限制；推動水的保護和持續(xù)性管理需要地方一級、全國一級、地區(qū)間、國際間的公眾意識。

背景資料：世界水日

今年３月２２日是第１9個世界水日。今年世界水日的主題是“城市水資源管理”.水是世界上最寶貴的資源之一。為了讓全世界關(guān)注水問題，１９９３年１月１８日，第４７屆聯(lián)合國大會根據(jù)聯(lián)合國環(huán)境與發(fā)展大會制訂的《２１世紀行動議程》中所提建議，通過了第１９３號決議，確定自當年起將每年的３月２２

日定為世界水日。設立世界水日的目的是為了推動世界各國對水資源進行綜合性統(tǒng)籌規(guī)劃和管理，加強水資源保護，并通過開展廣泛的宣傳教育活動，增強公眾對開發(fā)和保護水資源的意識。

雖然，地球表面三分之二被水覆蓋，水資源總量很大，但其中９７．５％是海水，淡水僅占２．５％，而在這有限的淡水資源中，９０％是人類難以企及的南北兩極冰蓋、冰川、冰雪。此外，還有一定比例的深層地下淡水資源很難被利用。因此，人類目前能夠利用的淡水資源相當有限，只占全球水資源總量的０．２６％。

但是，隨著人口膨脹與工農(nóng)業(yè)生產(chǎn)規(guī)模迅速擴大，不僅全球淡水用量飛速增長，水資源污染也日益嚴重。聯(lián)合國教科文組織曾發(fā)布調(diào)查報告指出，在發(fā)展中國家，約９０％的污水和７０％的工業(yè)廢水未經(jīng)處理就排入河道，這嚴重威脅到飲用水安全及生活用水的供給。據(jù)估計，全球８８％的疾病可歸咎于不安全的用水以及缺乏相關(guān)衛(wèi)生設施。聯(lián)合國秘書長潘基文在今年世界水日的致辭中也指出，因飲用不衛(wèi)生的水而死亡的人數(shù)超過了包括戰(zhàn)爭在內(nèi)等一切形式暴力的死亡人數(shù)。今年聯(lián)合國將世界水日的主題定為“城市水資源管理”，意在強調(diào)水資源質(zhì)量和數(shù)量都面臨威脅，并提醒國際社會，通過對水資源管理過程中日益增多的水質(zhì)量挑戰(zhàn)，提高水對維持健康生態(tài)系統(tǒng)和人類福祉重要性的認識。
