第一篇：世界電信日致辭

一百六十年前，塞繆爾?莫爾斯采用一連串簡單的點(diǎn)和線發(fā)出了世界上第一封電報(bào)，人類從此迎來了電信時(shí)代，經(jīng)過不到十年的發(fā)展，電報(bào)就已經(jīng)成為一項(xiàng)日常的公眾服務(wù)。今天信息通信技術(shù)發(fā)展日新月異，越來越多的人意識(shí)到，人們的日常生活離不開使用電視、廣播以及移動(dòng)電話和互聯(lián)網(wǎng)。然而對(duì)于生活在世界上最貧困國家的千百萬人來

說數(shù)字鴻溝仍然存在，他們無法享受到信息通信技術(shù)所帶來的益處。

今年世界電信日的主題是“PromotingGlobalCybersecurity”，中文名稱為“推進(jìn)全球網(wǎng)絡(luò)安全”。這使我們?cè)俅握J(rèn)識(shí)到，信息通信技術(shù)是實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展激起重要的工具。以價(jià)格可以承受的技術(shù)服務(wù)于社區(qū)人們，能夠有效的促進(jìn)社會(huì)和物質(zhì)生活的變革。為使人類戰(zhàn)勝饑餓，保護(hù)環(huán)境，實(shí)現(xiàn)各國政府和首腦在2000年聯(lián)合國千年首腦會(huì)議上一致認(rèn)同的《千年發(fā)展目標(biāo)》，獲取信息和技術(shù)專業(yè)知識(shí)至關(guān)重要。然而，要想充分發(fā)揮信息通信技術(shù)的潛力，我們必須在各國政府、私營部門、民間團(tuán)體和聯(lián)合國系統(tǒng)之間建立全球性伙伴關(guān)系，促進(jìn)人類的共同發(fā)展。

前年12月，在日內(nèi)瓦召開的信息大會(huì)世界峰會(huì)第一階段會(huì)議上，與會(huì)各國領(lǐng)導(dǎo)人就和在全球范圍內(nèi)消除內(nèi)容和基礎(chǔ)設(shè)施方面的數(shù)字鴻溝達(dá)成了共識(shí)，這次會(huì)議是第一次全球性信息社會(huì)峰會(huì)。令我伸手鼓舞的是，峰會(huì)提出了許多創(chuàng)新提議，并作出一定要改善世界上許多人所處不利境況的堅(jiān)定承諾，在此我敦促聯(lián)合國各會(huì)員國和所有其他利益相關(guān)方在籌備明年信息社會(huì)世界峰會(huì)突尼斯階段會(huì)議時(shí)繼續(xù)履行自己的承諾。

藉此世界電信日之際，讓我們堅(jiān)定決心，竭盡全力，邁向真正開放、包容和繁榮的電信時(shí)代。

第二篇：世界電信日

世界電信日的英文是World Telecommunications Day

1969年5月17日，國際電信聯(lián)盟第二十四屆行政理事會(huì)正式通過決議，決定把國際電信聯(lián)盟的成立日——5月17日定為“世界電信日”，并要求各會(huì)員國從1969年起，在每年5月17日開展紀(jì)念動(dòng)。1973年國際電信聯(lián)盟再次通過決議，要求各會(huì)員國繼續(xù)開展各種紀(jì)念活動(dòng)，活動(dòng)方式可以多種多樣。為了使紀(jì)念活動(dòng)更有系統(tǒng)性，每年的世界電信日都有一個(gè)主題。我國每年舉行各種紀(jì)念電信日的活動(dòng)。

2007年：“Connecting the young: the opportunities of ICT”(攜手青年:ICT產(chǎn)業(yè)的機(jī)會(huì))，進(jìn)一步突出年青一代在ICT發(fā)展中的重要性。

第三篇：電信日致辭

在我們生活的這個(gè)時(shí)代，人與人之間的通信是實(shí)現(xiàn)發(fā)展與和平共處這一共同目標(biāo)的不可或缺的手段。信息和通信技術(shù)方面的創(chuàng)新使得我們溝通彼此的能力不斷加速擴(kuò)展。我們應(yīng)責(zé)無旁貸地在各自的工作中駕馭這些技術(shù)的潛力，讓所有人都能從教育、醫(yī)療、貿(mào)易和環(huán)境保護(hù)之中受益。今年電信日的主題為“創(chuàng)建公平的信息社會(huì)：行動(dòng)起來”，它號(hào)召我們將2003年信

息社會(huì)高峰會(huì)議第一階段會(huì)議通過的遠(yuǎn)景規(guī)劃付諸實(shí)施。我懇請(qǐng)會(huì)員國和所有其他相關(guān)各方重申其對(duì)此進(jìn)程所做的承諾，派出最高級(jí)別的官員出席將于今年十一月在突尼斯再度召開的高峰會(huì)議。

建設(shè)一個(gè)公平且便利的信息社會(huì)的工作，離不開以xiexiebang.com等國際組織的支持為后盾的政府、民間團(tuán)體和企業(yè)界開展合作而形成的優(yōu)勢(shì)。今年的電信日適逢國際電信聯(lián)盟成立第140周年，讓我們立下消除技術(shù)差距、促進(jìn)四海連通的誓言。攜手并肩，我們有能力創(chuàng)建一個(gè)澤被全人類的、名符其實(shí)的全球信息社會(huì)。

In today's world, telecommunications are more than just a basic service – they are a means to promote development, improve society and save lives.This will be all the more true in the world of tomorrow.在當(dāng)今世界，電信不僅僅是一項(xiàng)基本服務(wù)，而是一種促進(jìn)發(fā)展、改進(jìn)社會(huì)和拯救生命的手段。未來的世界將更是如此。

The importance of telecommunications was on display in the wake of the earthquake which devastated Haiti earlier this year.Communications technologies were used to coordinate aid, optimize resources and provide desperately sought information about the victims.The International Telecommunications Union(ITU)and its commercial partners contributed scores of satellite terminals and helped to provide wireless communications to help disaster relief and clean-up efforts.在今年初發(fā)生了摧毀海地的地震之后，電信的重要性體現(xiàn)出來。通信技術(shù)被用來協(xié)調(diào)援助、優(yōu)化資源和提供迫切需要的傷之人員的信息。國際電信聯(lián)盟及其商業(yè)伙伴捐贈(zèng)了數(shù)十部衛(wèi)星終端，并幫助提供無線通信服務(wù)，以協(xié)助救災(zāi)和清理工作。

ICTs are constantly reshaping the way the world communicates while creating opportunities for a better life through long-term, sustainable development, not least among the most disadvantaged sections of our society.信息通信技術(shù)（ICT）不斷改變著世界上人們交流的方式。與此同時(shí)，長期、可持續(xù)的ICT發(fā)展亦為人民，尤其是我們社會(huì)中的最弱勢(shì)群體，創(chuàng)造著過上更好生活的機(jī)遇。

This year, as we celebrate ITU’s 146th anniversary, we focus our attention on the world’s rural communities in our quest to connect the remotest corners to the benefits of ICTs.今年國際電聯(lián)146周年的慶典活動(dòng)將關(guān)注全球的農(nóng)村社區(qū)，以體現(xiàn)我們?yōu)槭故澜缱钇h(yuǎn)角落的人們享受到ICT的福祉所做出的努力。

Today, ICTs are the powerhouses of the global economy and offer real solutions towards generating sustainable economic growth and prosperity.ICTs also act as catalysts in accelerating progress towards meeting the Millennium Development Goals.如今，ICT大力推動(dòng)著全球經(jīng)濟(jì)發(fā)展，為實(shí)現(xiàn)可持續(xù)的經(jīng)濟(jì)增長和繁榮提供了現(xiàn)實(shí)的解決方案。ICT還是加速實(shí)現(xiàn)千年發(fā)展目標(biāo)的催化劑。

In the rural context, ICTs provide enhanced opportunities to generate income and combat poverty, hunger, ill health and illiteracy.ICTs and related e-applications are key instruments in improving governance and rural services, such as providing community health care, safe drinking water and sanitation, education, food and shelter;improving maternal health and reducing child mortality;empowering women and the more vulnerable members of society;and ensuring environmental sustainability.在農(nóng)村，ICT為增加收入和戰(zhàn)勝貧困、饑餓、疾病和文盲提供了機(jī)遇。ICT及相關(guān)電子應(yīng)用是完善管理和提供農(nóng)村服務(wù)的重要工具，這些服務(wù)包括提供社區(qū)醫(yī)保、安全飲水與衛(wèi)生服務(wù)、教育、食品和居所；提高產(chǎn)婦健康水平并降低兒童死亡率；賦予婦女和社會(huì)較弱勢(shì)群體各種能力；確保環(huán)境的可持續(xù)性。

Half the world’s population — nearly 3.5 billion people — resides in rural districts and far flung communities, representing the poorer, less educated, and more deprived cousins of the world’s urban citizens.Among them are as many as 1.4 billion of the world’s extremely poor people, who are also among the least connected to the benefits of ICTs.We cannot allow this situation to continue.It is time for global action to connect rural communities to the opportunities offered by ICTs.全球半數(shù)人口（近35億人）居住在農(nóng)村地區(qū)和偏遠(yuǎn)社區(qū)，他們是全球城市居民的同胞，但往往比城市居民貧窮，教育水平低、生活條件差。他們當(dāng)中有多達(dá)14億人是世界上最貧困且極少受益于ICT的人口。我們不能允許這種狀況持續(xù)下去。現(xiàn)在是開展全球行動(dòng)，讓農(nóng)村社區(qū)迎來ICT提供的機(jī)遇的時(shí)候了。

ITU is committed to connecting the world and to ensuring that the benefits of ICTs reach the

remotest corners as well as the most vulnerable communities.I am proud to say that our work at ITU in developing the standards for ICTs, managing vital spectrum and orbital resources, mobilizing the necessary technical, human and financial resources, and strengthening emergency response in the aftermath of devastating natural disasters has met with unprecedented success as we enter the second decade of this millennium.國際電聯(lián)致力于連通世界，致力于確保最邊遠(yuǎn)地區(qū)和最弱勢(shì)群體亦能受益于ICT。在我們跨入本世紀(jì)第二個(gè)十年之際，我可以自豪地說，國際電聯(lián)在所開展的ICT標(biāo)準(zhǔn)制定、關(guān)鍵的頻譜和軌道資源管理、必要的技術(shù)、人力和財(cái)力資源籌措以及加強(qiáng)毀滅性自然災(zāi)害發(fā)生后的應(yīng)急反應(yīng)機(jī)制等方面，均取得了前所未有的成果。

Although mobile penetration has spread rapidly with over 5.3 billion subscribers worldwide, the thrust now is to drive content through enhanced broadband access aimed at establishing the information and communication highways — networks that will feed both rural communities and urban centres with the means to meet their development goals and aspirations.ITU’s leadership role in the Broadband Commission for Digital Development is aimed at increasing the roll out of this state-of-the-art technology to firmly establish a universally accessible knowledge-based information society.移動(dòng)業(yè)務(wù)發(fā)展迅猛，全球用戶已突破53億，目前的工作重點(diǎn)是通過強(qiáng)化寬帶接入推進(jìn)內(nèi)容的發(fā)展，從而建成信息通信高速公路---即，建成能夠利用各種手段，使農(nóng)村社區(qū)和城市均能實(shí)現(xiàn)其發(fā)展目標(biāo)與抱負(fù)的網(wǎng)絡(luò)。國際電聯(lián)在寬帶數(shù)字發(fā)展委員會(huì)中發(fā)揮的領(lǐng)導(dǎo)作用就是，大力推廣此類最先進(jìn)的技術(shù)，為一個(gè)面向大眾的知識(shí)型信息社會(huì)奠定堅(jiān)實(shí)基礎(chǔ)。
