Good Evening.Welcome to the New Year’s Concert.The year 2009 must be an extraordinary year since the beginning of this century, for there are many moments and events worth remembering.The world will remember this year for its strenuous efforts towards economic recovery after the strike of the financial crisis.Europe will remember this year for the “Lisbon Treaty”, its entry into force ushering the European Union into a new phase of development.China will remember this year for the 60th anniversary of the founding of the People’s Republic.We will also remember that China withstands the crisis, meets the challenges, speeds up its economic transformation and pushes forward its economic, political and social reform.Up to date, all our policy measures as response to the crisis have taken good effect, and there is no doubt that China’s economic growth this year will achieve the set target of 8%.China is moving forward steadily along the road of comprehensive, coordinated and sustainable development.對于那些關心和投身中歐關系的人們，我希望大家能夠記住今年中歐關系的幾個突出特點。For those who are devoted to China-EU relations, I hope you will remember this year for the following features of our relationship.第一，面對快速變化的國際形勢，中歐政治互信和戰(zhàn)略合作進一步提高。今年是中歐領導人見面最為頻繁的一年，包括兩次領導人會晤、溫總理訪問歐盟總部、中歐高層經貿對話等。每次會晤，雙方領導人都強調中歐關系的戰(zhàn)略屬性和長遠意義，都高度評價中歐關系發(fā)展對促進各自經濟社會發(fā)展、共同應對全球性挑戰(zhàn)、促進世界和諧和可持續(xù)發(fā)展的重要作用，都為推動中歐關系持續(xù)發(fā)展、提升中歐合作水平提出戰(zhàn)略構想和遠景藍圖。

First, in face of the fast-changing international situation, our political trust and strategic cooperation have been further enhanced.This year records the most frequent meetings between the Chinese and the EU leaders, which include two China-EU summits, visit by Premier Wen Jiabao to the EU headquarters and the China-EU high-level economic and trade dialogue.During each meeting, both sides highlighted the strategic nature and long-term significance of our relationship and spoke highly of its role in promoting each other’s economic and social development and in coping jointly with global challenges.Each time the leaders set out the strategic vision and make blueprint for upbringing our relationship and cooperation.第二，經受金融危機的猛烈沖擊，中歐互利合作的可貴成效進一步顯現。今年中歐貿易額同比雖有所下降，但占中國對外貿易總額的比重與前些年持平，歐盟仍是中國最大貿易伙伴，歐盟對華貿易逆差還呈現縮小趨勢。今年全球投資出現負增長，而歐盟對華投資仍呈旺盛態(tài)勢，前十個月同比實現正增長。中國向歐洲派出10個貿易投資促進團，雙方企業(yè)也在積極挖掘合作潛力，探討合作新機遇和新途徑。

Secondly, in face of the severe impact of the financial crisis, our mutually beneficial cooperation has further demonstrated its value.Although our trade volume somewhat declined compared to last year, its share in China’s total foreign trade has not wavered.The EU remains China’s largest trading partner, and its trade deficit with China is falling.Although global investment suffers negative growth this year, the EU’s investment in China has maintained a strong momentum, registering a positive growth in the first ten months.China has sent ten trade and investment promotion missions to Europe.Both Chinese and European enterprises are exploring new opportunities and new models of cooperation.第三，經過去年突發(fā)的短暫波折，中歐相互認知和相互理解進一步增強。雙方都意識到加深相互了解、支持彼此發(fā)展道路的重要性和緊迫性，今年以來雙方在教育、青年、文化、科技、社會等各領域的交流與對話均邁出新的重要步伐?！皻W羅巴利亞”藝術節(jié)、法蘭克福圖書展等向歐洲公眾打開了展示當代中國的人文畫卷。首次中歐戰(zhàn)略伙伴關系研討會成功在京舉行，為雙方智庫建言獻策提供了有益平臺。

Thirdly, in face of disturbances that took place last year, our mutual understanding and perception have been further improved.Both sides recognize the importance and urgency to deepen mutual understanding and support each other’s path of development.This year, we have taken new steps to promote exchange and dialogue in education, youth, culture and many other fields.The Europalia-China Art Festival and the Frankfurt Book Fair bring the European people close to contemporary China.The first seminar on China-EU strategic partnership was successfully held in Beijing, which provides a useful platform for the think tanks to present policy suggestions and recommendations.女士們，先生們，Ladies and Gentlemen,明年將是中歐建交35周年，中歐關系面臨新的起點和新的機遇。在后金融危機時代，作為國際體系中兩支重要的建設性力量，中歐有責任、有愿望、有能力構建更加密切、和諧、穩(wěn)固的合作關系，不斷造福中歐雙方人民，共同為世界的和平與繁榮做出貢獻。我們應充滿信心，提升雄心，堅定決心，保持恒心，繼續(xù)推動中歐全面戰(zhàn)略伙伴關系不斷向前發(fā)展。Next year will be the 35th anniversary of China-EU diplomatic relations.It will be a new starting point with plenty of potentials and opportunities.In the post-crisis era, as two important and constructive international forces, China and the EU have the responsibility, willingness and ability to build a close, harmonious, stable and cooperative relationship.This will not only benefit the people of China and the EU, but also contribute to peace and prosperity of the world.We should have confidence, ambition, determination and perseverance to keep on strengthening our comprehensive and strategic partnership.各位尊敬的來賓，你們都是中歐關系的參與者、貢獻者和見證者，為中歐關系的健康穩(wěn)定發(fā)展付出了辛勤的勞動，我謹代表中國駐歐盟使團向大家表示感謝。使團將一如既往地同大家一道，在新的一年里為推動中歐關系邁上新臺階而共同努力。

Good evening!

One week from today, the Chinese people will celebrate the Spring Festival, the New Year’s Day in Chinese calendar, the most important festival of a year.We are biding farewell to the Year of Tiger and welcoming the Year of Rabbit.Tonight, I welcome you to share with us the festive excitement at this New Year Concert.一年之計在于春。春節(jié)是一年的開始，傳遞著春天的信息，也是我們總結過去，規(guī)劃未來的日子。

We Chinese believe that the Spring Festival is the right moment to review the year past and make plans for the year ahead.回首2010年，中國的和平發(fā)展經歷了不平凡的一年。中國戰(zhàn)勝了玉樹地震等自然災害的挑戰(zhàn)，成功舉辦上海世博會和廣州亞運會，全面完成了“十一五”規(guī)劃各項目標，經濟社會發(fā)展取得新的輝煌成就，綜合國力得到進一步提升。

The year 2010 was an eventful year for China’s development.We have successfully held the Shanghai World Expo and Guangzhou Asian Games.We have accomplished all national development targets set in the 11th Five Year Plan.Impressive economic and social progress has further sustained China’s overall strength.People emerged unabated from natural disasters like the Yushu earthquake.回首2010年，中歐關系經歷了成果豐碩的一年。中歐迎來了具有歷史意義的建交35周年。在這一年，中歐政治關系穩(wěn)步發(fā)展。胡錦濤主席、溫家寶總理等多位中國領導人對歐盟及一些成員國進行了成功訪問。巴羅佐主席、布澤克議長、阿什頓高級代表成功訪華。中歐經貿合作再創(chuàng)歷史新高，達到4797億美元。中國以實際行動支持歐洲應對主權債務危機，積極購買希臘、西班牙等國的國債。中歐人文交流成為合作亮點。雙方啟動了青年政策對話，舉行了首次青年領導人峰會和首次中歐文化高峰論壇。

The year 2010 was also a fruitful year for China-EU relations.We celebrated the 35th anniversary of the establishment of diplomatic ties between China and Europe.Our political relations have grown steadily.Chinese leaders including President Hu Jintao and Premier Wen Jiabao have paid successful visits to Europe.From the EU, President Barroso, President Buzek, and High Representative Lady Ashton visited China.In business cooperation, our two-way trade registered a record 480 billion US dollars last year.China purchased government bonds of Greek and Spain, and has taken credible steps to support Europe’s response to the sovereign debt crisis.Last year, we have also launched Youth Policy Dialogue, and held the first China-EU Youth Summit and High-Level Cultural Forum.People-to-people exchange has become the highlight of China-EU cooperation.展望2011年，中國將迎來“十二五”規(guī)劃開局之年。面對復雜多變的國內外經濟環(huán)境，中國政府將采取積極穩(wěn)健、審慎靈活的宏觀經濟政策，加快轉變經濟發(fā)展方式，加快推進經濟結構調整，保持經濟平穩(wěn)較快發(fā)展，促進社會和諧穩(wěn)定。今后5年我們將努力實現經濟平穩(wěn)較快增長、經濟結構明顯改善、居民收入全面提高、社會建設顯著進步、改革開放繼續(xù)推進等5大目標。

This year, 2011, China will begin to implement the 12th Five Year Plan.In the course of next five years, we will commit ourselves to five major development goals, namely stable and steady economic growth, economic structural improvement, comprehensive household revenue increase, social progress, and continued reform and opening up.Against the backdrop of a complicated and volatile international and domestic economic environment, the Chinese government will implement the macroeconomic policy that is active, sound, prudent and flexible.We will accelerate the shift of economic growth pattern, further promote structural adjustment, and maintain stable and steady economic growth in pursuit for social harmony and stability.展望2011年，中歐關系將迎來具有重要意義的一年。世界剛剛邁入21世紀第二個十年，各種全球性挑戰(zhàn)和熱點問題層出不窮。無論是實現各自發(fā)展，應對全球性問題和挑戰(zhàn)，還是維護世界和平、促進共同發(fā)展，中歐均需攜手并肩，同舟共濟。雙方未來發(fā)展需要中歐成為更緊密的戰(zhàn)略伙伴。中國“十二五”規(guī)劃和“歐洲2020戰(zhàn)略”同時啟動。雙方利益更加契合，既為務實合作提供新的機遇，也要求中歐更加緊密合作，深挖合作潛力。

The year 2011 also bears great significance on China-EU relations.In the second decade of the 21st century, it is even more imperative for China and Europe to strengthen our strategic partnership.This partnership is essential for our respective development, and it will contribute an active part to peace, development, and effective response to global challenges and hotspot issues.As Europe begins to ground its 2020 Strategy, we should work more closely to tap the potential of our increased converging interest for new development opportunities.借此機會，我還想特別指出，新的一年，中歐人文合作將成為中歐合作的又一根有力的支柱。兩周前，我們共同見證了中歐青年交流年正式拉開序幕。明年已被確定為中歐文化間對話年。我們相信，通過密切人文交流，中歐關系將得到雙方人民的更多理解和更堅定的支持。

I am particularly pleased to say that people-to-people exchange has become another main pillar of China-EU cooperation in the New Year.Two weeks ago, we have together witnessed the opening of EU-China Year of Youth.And year 2012 has already been designated as the Year of Intercultural Dialogue.We believe that these people-to-people exchanges will help us build more understanding and support for China-EU relations between our two peoples.各位尊敬的來賓，你們都是中歐關系的參與者、貢獻者和見證者，為中歐關系的健康穩(wěn)定發(fā)展付出了辛勤的勞動，我謹代表中國駐歐盟使團向大家表示感謝。使團將一如既往地同大家一道，在新的一年里為推動中歐關系邁上新臺階而共同努力。

Remarks by H.E.Ambassador Song Zhe at the Reception Celebrating the 35th Anniversary of the Establishment of Diplomatic Relations between China and the European Union 尊敬的巴羅佐主席，瓦西里烏委員，萊萬多夫斯基委員，阿爾梅達總司長，女士們，先生們，朋友們： Respected President Barroso，Dear Commissioner Vassiliou and Commissioner Lewandowski, Director-General Almeida, Distinguished Guests, Ladies and Gentlemen, 今天，我們懷著喜悅的心情相聚于此，隆重慶祝中歐建交35周年。首先，我要特別感謝巴羅佐主席撥冗出席今天的慶祝招待會，這再次充分顯示了歐盟對發(fā)展中歐關系的重視。It is a great pleasure to be here on this joyful occasion, celebrating the 35th anniversary of the China-EU diplomatic relations.First of all, I wish to thank President Barroso for joining us this evening as we all know you have a very tight schedule.I want to say that your presence here today again gives full testimony of the great importance the European Union attaches to developing relations with China.35年前的今天，時任歐共體委員會副主席索姆斯訪華，與中方達成了建交共識。自那時以來，中歐各自發(fā)生了巨大變化，中歐關系亦走過了不平凡的歷程，取得了非凡的成就。Thirty-five years ago, then Vice President of the European Commission Baron Christopher Soames paid a visit to China, during which decision was made to establish diplomatic ties between China and the EEC.Since then, significant changes have taken place in both Europe and China, and so has our relations, which has come through an eventful journey and attained extraordinary achievements.這是中歐政治關系不斷走向成熟的35年。特別是近年來，中歐關系成功實現跨越式發(fā)展，相繼邁上建設性伙伴關系、全面伙伴關系和全面戰(zhàn)略伙伴關系三個臺階，建立了領導人會晤、經貿高層對話等重要機制。中歐關系已成為世界上最具影響力的雙邊關系之一。Over these thirty-five years, our political relations have been maturing.Especially in recent years, leapfrog developments in our relations took us three steps forward-from constructive to comprehensive, and then to comprehensive strategic partnership.Today, there are, between us, annual summit, high-level economic and trade dialogue, and many other important political consultation mechanisms.Together we have made our bilateral relationship one of the most influential bilateral relations in the world.這是中歐經貿合作成果不斷豐富的35年。建交之初，雙邊貿易額僅有24億美元，大約相當于目前兩天的貿易額。如今，歐盟已成為中國第一大貿易伙伴、最大進口來源地、出口市場和技術引進來源地。中國則成為歐盟第二大貿易伙伴和增長最快的出口市場。中歐經貿合作為各自的經濟社會發(fā)展作出了重要貢獻。

Our economic cooperation and trade has been booming.In 1975, the annual bilateral trade volume between China and the EU was only 2.4 billion US Dollars, roughly equivalent to what we could currently achieve in two days.However, today the EU is China's largest trading partner and export market, as well as the biggest source of import and technology transfer.China is the EU's second largest trading partner and the fastest growing export market.Business cooperation has contributed a great share to our respective economic and social progress.這是中歐人文交流與合作不斷深化的35年。雙方各個領域合作不斷加深，各個層次人員往來頻繁。目前中國在歐盟的留學生接近20萬，歐盟在中國工作的人數超過15萬。近年雙方舉辦的多項大型人文交流活動獲得巨大成功，有力地促進了了中歐人民間的相互了解和友誼。Our people-to-people exchanges have been widening.We are enjoying frequent personnel exchanges at all levels and our cooperation continue to deepen and expand.Nearly 200,000 Chinese students are studying in Europe and more than 150,000 EU citizens are working in China.In recent years, we have also effectively promoted mutual understanding and friendship between our two peoples through a number of major public events of cultural and people-to-people exchanges.這是中歐在國際事務中合作不斷推進的35年。中歐作為長期交流互鑒的兩大古老文明，國際舞臺上兩支重要力量，在攜手應對全球挑戰(zhàn)，促進世界和平與發(fā)展方面理念相通，利益交融。雙方在國際和地區(qū)事務中密切溝通和配合，為推動世界多極化和加強全球治理做出了不懈努力。

Our cooperation in international affairs has been intensifying.Ancient civilizations though we are, China and Europe are taking up roles as major powers today.In the past, we shared with each other evidence of our best practices.Today, we share common interests and similar concepts as we commit ourselves to closer communications and coordination in international and regional affairs for a multipolar world and stronger global governance.上周，巴羅佐主席對中國進行了成功的訪問。這是一次恰逢其時的重要訪問。在中歐建交35周年之際，歐盟一體化進程隨著《里斯本條約》實施而邁向新的階段之時，巴羅佐主席率新一屆歐委會部分委員訪華，并出席上海世博會開幕式，不僅彰顯了歐盟領導人的戰(zhàn)略遠見，也向外界發(fā)出了積極強烈的政治信號。雙方領導人進行了極富建設性的坦誠、深入對話，取得了許多重要共識。雙方均表示將繼續(xù)相互支持彼此發(fā)展道路，堅持從戰(zhàn)略高度與長遠角度看待和發(fā)展中歐關系，加強雙邊合作，深化人文交流，共同應對金融危機、氣候變化、能源安全等全球性挑戰(zhàn)。我堅信，此訪必將成為未來中歐更緊密戰(zhàn)略伙伴關系的一個新起點。Last week, President Barroso paid a successful visit to China.The visit is well-suited on the occasion of the 35th anniversary of our diplomatic ties, when the EU is entering a new stage of development with the implementation of the Lisbon Treaty.The visit of President Barroso and commissioners, and their attendance at the opening ceremony of the Shanghai World Expo not only demonstrated the strategic vision of the EU leadership, but also send out a strong positive political message.Leaders from the two sides had very constructive, open and in-depth dialogues, and reached many important consensus.Both pledged to continue to support each other, committed to viewing and developing China-EU relations from a strategic height and a long-term perspective, strengthen bilateral cooperation, deepen cultural exchanges, and jointly tackle global challenges such as financial crisis, climate change, and energy security.I strongly believe that this visit will certainly serve as a new starting point for our closer strategic partnership in the future.女士們，先生們！Ladies and Gentlemen, 鄧小平先生曾說過：“歐洲和亞洲實際上是一個大陸，你們在西邊，我們在東邊，把我們聯系在一起的因素比人們想象到的要多得多。”中歐關系具有深厚的戰(zhàn)略、政治、經濟和文化基礎，在當今國際形勢繼續(xù)發(fā)生深刻復雜變化以及中歐各自發(fā)展進入關鍵階段的新形勢下，中歐關系完全可以發(fā)展得更好，更加具有活力，更加富有成果。為此我們應：

Mr.Deng Xiaoping used to remark and I quote, “Europe and Asia are in fact on a same continent.You sit in the west, and we are by the east.There are far more things that connect us than we could ever imagine”, unquote.Given our profound strategic, political, economic, and cultural ties, as well as the complex changes in the international environment, I see no reason that we could not get to a better place for our bilateral ties of greater vitality and achievement as we go through the important period of our respective development.In this connection, we should live up to the following goals.—堅持中歐關系的連續(xù)性，始終從戰(zhàn)略高度和長遠角度把握中歐關系，以更廣闊的全球視野和與時俱進的思維方式，審視和處理雙邊關系。

We should commit ourselves to the continued development of our relations from an overarching and strategic angle with global vision and a new manner of thinking.—堅持中歐關系的穩(wěn)定性，始終相互尊重，平等相待，加強相互理解、信任和支持，求同存異，重視并妥善處理彼此重大利益和關切。

We should commit ourselves to the steady development of our relations by respecting each other, treating each other as equals, giving each other stronger support, and by increasing mutual understanding and trust.We need to seek common ground while putting aside differences, and properly accommodate each other's major interests and concerns.—堅持中歐關系的戰(zhàn)略性，始終堅持互利共贏，共同發(fā)展，合作應對各種全球性問題和挑戰(zhàn)，促進世界的和平、穩(wěn)定與發(fā)展。

Distinguished Guests and Friends,Ladies and Gentlemen,首先，熱烈歡迎并感謝各位出席中華人民共和國建國60周年國慶招待會。

Welcome to our national day celebration.First of all, I wish to take this opportunity to express my sincere thanks to you for your presence.建國60年，特別是改革開放30年以來，中國發(fā)生了翻天覆地的變化，政治、經濟、社會、文化等各領域取得了巨大成就。中國經濟持續(xù)、快速發(fā)展，綜合國力不斷增強，人民生活水平顯著改善，國際地位日益提高。60年來，中國從一個貧窮的國家發(fā)展成為世界第三大經濟體。中華民族巍然屹立在世界東方。

This year marks the 60th Anniversary of the founding of the People's Republic of China.Over the past 60 years, particularly, since the adoption of the reform and opening-up policy in 1978, great changes have been taking place in China.Remarkable achievements have been made in the

political, economic, social and cultural fields.China has succeeded in obtaining a sustained and rapid economic growth, marked increase in the overall national strength, steady improvement of the living standards and constant betterment of its international standing.In the past 60 years, New China has gone from having poor economic foundation to being the world's third-largest economy.The Chinese nation is now standing firm in the East.同時，中國仍是一個發(fā)展中國家，人均國內生產總值仍排在世界100位之后。城鄉(xiāng)、區(qū)域、經濟社會發(fā)展不平衡，面臨的困難還很多，改革發(fā)展任重道遠。

Meanwhile, China remains the biggest developing country in the world.China still lags behind more than 100 countries in terms of per capita GDP.Given the disparity between the urban, rural areas and among different regions as well as the imbalances in economic and social development, China still faces many difficulties.The task of reform and development is arduous and the road ahead is long.女士們，先生們，Ladies and Gentlemen,60年來，新中國外交經受住國際風云變幻的嚴峻考驗，取得舉世矚目的成就。中國同世界各國的友好合作全面發(fā)展，建交國已由新中國成立初期的 18個增加到現在的171個。中國積極參與多邊外交各個領域的活動，共參加130多個政府間國際組織，締結300多項多邊條約。中國積極參與國際社會應對各種全球性問題的協(xié)調與合作，推動重大國際和地區(qū)熱點問題的妥善解決，為推進世界和平與發(fā)展的崇高事業(yè)作出了積極貢獻。

The Chinese diplomacy has withstood the severe tests of fluctuating international situation and achieved world-acclaimed results over the past 60 years.China has strengthened friendly cooperation with all the other countries in the world comprehensively, and the number of countries with diplomatic relations with China has increased from 18 when the PRC was just founded to 171 today.China has participated actively in the activities of various fields of multilateral diplomacy, altogether joined over 130 inter-governmental international organizations and concluded more than 300 multilateral treaties.We have taken an active part in the international efforts to address global issues and worked vigorously for the proper settlement of hotspot issues, making positive contributions to the cause of promoting peace and development in the world.改革開放30年來，中國同世界的關系發(fā)生了歷史性變化，中國的前途命運日益緊密地同世界的前途命運聯系在一起。不管國際風云如何變幻，中國都將高舉和
