各位來賓、各位朋友,女士們,先生們:distinguishedguests ,ladies and gentlemen:
我很高興參加博鰲亞洲論壇首次年會。我愿意與大家共同探討新世紀新亞洲區(qū)域合作與發(fā)展的問題
I’m very delighted to attend the first annual congress of the Boao forum in Asia。I'd like to get together with u to discuss the problem of the regional cooperation and development of Asia.亞洲是地球上最大的洲,聚居著世界60%的人口。資源十分豐富,歷史源遠流長,文化博大精深。上個世紀中,亞洲的巨變和崛起,譜寫了亞洲發(fā)展的輝煌篇章,也成為人類社會進步的顯著標志。展望新世紀,曾經(jīng)擁有光輝燦爛歷史的亞洲,必將創(chuàng)造出更加絢麗多彩的文明。
Asia is the biggest continent of the world with its population counting for 60% of the globe.It’s resource is abundant ,history is long and the culture is deep.The great changes and expandingofAsialast centuary has turned glorious pages for its development ,and has become an obvious mark of the progress of the human being.looking forward to the future,with its glorious past ,Asia must continue to create richer and more brilliant culture.近年來,在亞洲國家共同努力下,包容、平等和漸進的地區(qū)合作意識日益增強,開放、健康和互利的合作局面正在形成。亞太經(jīng)合組織不斷發(fā)展,東亞區(qū)域合作方興未艾,“上海合作組織”順利運轉(zhuǎn)。去年11月,我國與東盟國家一致同意今后10年內(nèi)逐步建立中國-東盟自由貿(mào)易區(qū),有關(guān)方面正就啟動談判進行接觸。這些將為亞洲國家和地區(qū)擴大交流、深化合作,提供重要渠道和機制。但是,與歐洲和北美區(qū)域合作相比,亞洲區(qū)域合作相對落后。一段時間以來,許多方面對亞洲區(qū)域合作的發(fā)展方向提出不少獨到見解。這里,我談幾點看法: In recent years ,with concerted efforts of Asian country, a
torlerant ,equal ,and progressing awreness of regional cooperation is
increasing, a situation ofopen healthy and benefiting for each other is taking shape.APEC is stagrringly growing , Regional cooperation of east Asia is in the ascendant.the shanghai organization of cooperation is going well.Last year in November I agreed with EU countries that we’ll build a free-trading zone of China-EU ,gradually , the parties concerned are talking to each other for starting the negotiation , all of those will provide important machnism for Asian countries and regions to intensify cooperation ,increase exchanges.But compare to Europe and north American regional cooperation ,ours fall behind relatively.For recent some time, many thoughts were came up with for the direction of Asia’s regional cooperation ,by the way ,I’d like to express my view:
第一,以經(jīng)濟合作為重點,逐步拓展全方位合作。發(fā)展經(jīng)濟是亞洲各國的首要任務。從實際需要和實踐看,可以把貿(mào)易、交通、農(nóng)業(yè)、信息、能源作為優(yōu)先合作領(lǐng)域,并逐步向其他領(lǐng)域擴展。
First one: make the economic cooperation top priority,further intensify comprehensive cooperation.it’s the first priority for every country to develop
economy.From the actual need and practical perspective, we could take the trade, traffic, agriculture, information,energy as the prior zone of cooperation,Expanding to other areas gradually.第二,立足現(xiàn)有合作渠道,不斷擴大合作范圍。東亞、南亞、西亞和中亞地理上相對獨立,經(jīng)濟發(fā)展各有特色。從便利性和有效性看,應首先加強次區(qū)域合作,在此基礎(chǔ)上,積極探索泛亞合作的途徑。
The second: standing from the present channel, gradually expand
cooperation area.east asia,south asia ,west asia and central asia ,each of them has an independent position in geography, economy develops with their own characters.from the convenience and effectivity, we shuld strengthen sub-region cooperation,based on thatto explore new ways to pan-asia’scooperation.第三,進一步拓展雙邊合作,增強區(qū)域合作的基礎(chǔ)。加強雙邊合作,有利于推動地區(qū)合作的順利發(fā)展。區(qū)域合作也有利于為雙邊開辟更廣闊的空間。兩者可以形成良性互動。
The third one: further intensify two way cooperation, consolidate the
foundation of regional cooperation..it’s benefit to promote the development of regional cooperation to intensify two way trade cooperation.Regional
cooperation is also benefit to open up a broader space for two sides.They can promote each other’s development.第四,實行開放式地區(qū)合作。開放是亞洲文化的傳統(tǒng),合作不可能自我封閉,更不應形成排他性集團。亞洲國家應通過APEC、Asia-和東亞-拉美合作論壇等渠道,進一步加強與各大洲國家的合作。
The fourth: implement an open regional cooperation.It is our tradition to implement reform and opening up.And it can not be done by oneself, also it should not exclude others.Asian countries should further intensify cooperation with countries from other continents through APEC, Asia-Europe meeting and East Asia-Latin America Cooperation Forum
中國是亞洲的一員。二十年來,中國堅定不移地推進改革開放,加速國民經(jīng)濟發(fā)展,促進人民生活改善。隨著新世紀的到來,中國現(xiàn)代化建設(shè)進入了新的階段,國民經(jīng)濟將以每年增長7%以上的速度持續(xù)向前發(fā)展。中國改革開放和現(xiàn)代化建設(shè)的新跨越,不僅將給中國人民帶來巨大福祉,也必將提供無限商機,為亞洲和世界經(jīng)濟合作開辟新的廣闊空間。
China is a member of asia.In the past 20 years, china has unswervingly maintain the policy of reform and opening up to accelerate the development of our economy and improve people’s livelihood.With the coming of the new centuray, the modernization drive has come into a new stage, and national economy will continue to increase by the rate of 7% every year.The new leaping development of china’s reform and opening-up and modernization drive will not only benefit our people tremendously ,but also offer great opportunityto open grand space for the economic cooperation betweenaisaand the world.加入世貿(mào)組織,是中國對外開放的新起點。我們將在更大范圍和更深程度上參與國際經(jīng)濟合作與競爭。中國將進一步向亞洲和世界開放,向各國的企業(yè)家、投資者開放。我們恪守入世承諾,有步驟地擴大開放領(lǐng)域,降低關(guān)稅水平,取消非關(guān)稅壁壘。我們也將不斷完善法治,創(chuàng)造更加公平、透明和可預見的市場環(huán)境。同時,我們還將大力實施“走出去”戰(zhàn)略,鼓勵中國各種所有制企業(yè)走向世界。
It is a new beginning for china’s opening up to join the WTO.We’ll
continue towidely and deeply join the economic cooperation and competition of the globe.We’ll further open up to asia and the world as well as business man and investor from other countries.A promise is a promise, we’ll decrease tariff and clear non-tariff barriers , also we’ll improve our leagal system to create a market environment that is more equal,clear and predictive.At the same time ,we’ll carry out the the strategy of going out, encourage the ownership enterprisesto go out to the world.中國人民熱愛和平,中國的發(fā)展需要和平。中國經(jīng)濟的發(fā)展,不會對任何國家和地區(qū)構(gòu)成威脅。無論現(xiàn)在還是將來,中國始終是維護世界和平、促進共同發(fā)展的重要力量。

Work Hand in Hand to Build a Better Future for Asia in the 21st Century攜手共創(chuàng)新世紀亞洲美好未來
Distinguished Guests,Dear Friends,Ladies and Gentlemen,It gives me great pleasure to attend this First Annual Conference of Boao Forum for Asia.I would like to discuss with you issues concerning Asia's regional cooperation and development in the new century.As the biggest continent on the earth, Asia takes up 60 percent of its population.It has abundant resources, long history and magnificent and exquisite cultures.With its stupendous changes and rise in the last century, Asia wrote a glorious chapter in the annals of its own development and left a brilliant hallmark on the advancement of human society.Looking into the new century, this great continent of many splendid ancient civilizations will surely embrace an even more colorful modern civilization.In recent years, thanks to the joint efforts of Asian countries,there has been a growing awareness of regional cooperation featuring greater tolerance, equality and gradual progress while a situation of open, healthy and mutually beneficial cooperation is taking shape.APEC is making steady progress.The East Asia regional cooperation has gone ahead with full stream and the Shanghai Cooperation Organization is functioning smoothly.Last November, China and the ASEAN members agreed to gradually build a China-ASEAN free trade area in the coming decade, and the various quarters are making contacts for an early launch of negotiations.These developments will provide important channels and mechanisms for wider exchanges and deeper cooperation among Asian countries and regions.However, compared with Europe and North America, Asia's regional
cooperation is still rather backward.We have of late heard quite some insightful views on the orientation of regional cooperation in Asia.Now, I would like to make a few observations.First, we should take economic cooperation as the key focus and develop all-round cooperation in a step-by-step fashion.Economic development is
the primary task of Asian countries.Given our real needs and experience, such areas as trade, communications, agriculture, information and energy can be made priority areas of cooperation which will be gradually enlarged to include other areas.Second, we should build on existing channels of cooperation to steadily broaden the scope of cooperation.As East Asia, South Asia and Central Asia are relatively independent geographically and different in ways of achieving economic development, it would be more advisable just for the sake of convenience and effectiveness to reinforce sub-regional cooperation as the first step and, on the basis, to actively explore the ways of a pan-Asiacooperation.Third, we should further step up bilateral cooperation to consolidate the basis of regional cooperation.A closer cooperation at bilateral level will facilitate the smooth progressof regional cooperation, while regional cooperation will open evenbroader horizon for bilateral cooperation.The two can very well complement each other.Fourth, we should ensure that the regional cooperation is an open one.Openness is in the tradition of Asian cultures.Cooperation by definition must not be self-reclusive or enjoyed only by members of an exclusive group.Instead, Asian countries should further enhance their cooperation with countries of other continents through such channels as APEC, ASEM and East Asia-Latin America Forum.China is an Asian country.Over the past two decades and more, China has achieved rapid economic growth thanks to its unswerving pursuit of the reform and opening up policy, accelerated the development of its national economy, and improved its people's livelihood.In the new century, China's modernization drive has entered a new stage, and its national economy will keep developing at an annual growth rate of more than 7 percent.Such a new leap forward in China's reform, opening up and modernization drive willnot only bring enormous benefits to the Chinese people, but also deliver unlimited business opportunities, ushering in broad prospects for economic cooperation in Asia and around the world.China's accession to the World Trade Organization represents the new starting point for its opening to the outside world.Our participation in worldwide economic cooperation and competition will assume greater scope and depth.China will open its door still wider to the rest of Asia and the world, to entrepreneurs and investors of all countries.We will honor our WTO commitments,opening more areas in a phased manner, lowering our tariffs and removing non-tariff barriers.We will continue to improve our ruleof law , thus bringing about in China a market environment that
isfairer, more transparent and more predictable.In the meantime, wewill energetically carry out our “going global” strategy, encouraging more Chinese firms of multiple ownerships to operate globally.The Chinese people love peace.China's development needs peace.But an economically developed China will pose no threat to any country or region.China is, and will always be, an important force making for world peace and common development.The people in Asia are diligent, talented and persistent in
self-development.These qualities made Asia's magnificent achievements possible and promise an even brighter future for the continent.The Chinese people are ready to work hand in hand with the people in other Asian countries to build a better future for Asia.Enditem
第四篇:博鰲論壇專題
論壇簡介
4月13日下午,在2011年年會前夕,博鰲亞洲論壇召開理事會會議。理事長、日本前首相福田康夫主持會議,副理事長曾培炎等13名理事和理事代表出席,其中包括馬來西亞前總理巴達維、新加坡國務咨政吳作棟、美國前財政部長鮑爾森等知名政治家和企業(yè)家。
周文重秘書長就2010年秘書處工作和2011年規(guī)劃做了報告。理事會對過去一年中秘書處在內(nèi)部建設(shè)、會員服務、學術(shù)研究、擴大影響力方面做出的成績表示贊賞和認可,并批準了論壇2011年工作計劃。據(jù)悉,論壇2011年將在澳大利亞、法國等地相繼舉行資源會議、資本會議等專題會議,是論壇“走出亞洲”的持續(xù)性努力的一部分。
論壇理事、法國前總理拉法蘭因行程原因,未能親自出席理事會會議,但將出席論壇其他活動。
理事會會議結(jié)束后,博鰲亞洲論壇會員大會召開,討論并通過了秘書長報告。會員大會是博鰲亞洲論壇的最高決策機構(gòu)。
論壇宣言
新千年伊始,我們聚首中國海南省博鰲,審視亞洲地區(qū)經(jīng)濟與社會發(fā)展面臨的挑戰(zhàn),認識到在這些問題上熔鑄亞洲觀點的重要性,進一步認識到為增進本地區(qū)的相互依存和經(jīng)濟整合而做出持續(xù)努力的重要性。為此,我們:
注意到亞洲國家經(jīng)濟與社會環(huán)境的不同,經(jīng)濟發(fā)展階段的差異以及文化和傳統(tǒng)的多樣性;
注意到盡管亞洲具有豐富的多樣性,但各國爭取平等和可持續(xù)發(fā)展的目標是一致的,各國都有著共同的前進愿望和決心;
認識到使用新技術(shù),實施外向型戰(zhàn)略,以充分挖掘亞洲巨大的自然和人力資源潛力,是消除貧困、增進繁榮、提高生活質(zhì)量的最佳途徑;
堅信亞洲各國之間的對話、協(xié)調(diào)與合作,將進一步鞏固和深化亞洲內(nèi)部、亞洲與世界其他地區(qū)之間的經(jīng)濟聯(lián)系,增加亞洲內(nèi)部、亞洲與世界其它地區(qū)之間的貿(mào)易和投資。
為此我們鄭重宣示:
依據(jù)中華人民共和國法律建立博鰲亞洲論壇,中國海南省的博鰲是論壇的永久所在地 博鰲亞洲論壇受以下前景、使命和戰(zhàn)略的指導:

為達致以上前景,論壇將努力:

戰(zhàn)略
為完成以上使命,論壇將采行以下戰(zhàn)略:
1.經(jīng)常性地舉辦各種會議,如論壇大會,研討會、座談會和講座,討論貿(mào)易、投資及環(huán)境保護等領(lǐng)域的重大問題。
2.激發(fā)本地區(qū)其他機構(gòu)的主動性,以促進和強化各國政府與商業(yè)團體之間在貿(mào)易和投資領(lǐng)域的伙伴關(guān)系。
3.把握可能影響本地區(qū)經(jīng)濟的全球和地區(qū)性經(jīng)濟發(fā)展趨勢。
4.甄別隨時出現(xiàn)的、可能影響貿(mào)易和金融的各種問題并發(fā)布相關(guān)信息,揭示和彰顯新出現(xiàn)的投資機會。
5.獨立并合作開展有助于實現(xiàn)論壇宗旨的各類研究活動。
6.通過網(wǎng)絡(luò)化的安排,增進本地區(qū)商業(yè)團體間的聯(lián)系。
7.成為一個研究及培訓中心,以增強亞洲商業(yè)團體的管理和科技創(chuàng)新能力。

我們堅信博鰲亞洲論壇將為建設(shè)一個更加繁榮、穩(wěn)定、和諧自處且與世界其他地區(qū)和平共處的新亞洲做出重要的貢獻。

前言
2001年2月27日,來自澳大利亞、孟加拉人民共和國、文萊達魯薩蘭國、柬埔寨王國、中華人民共和國、印度共和國、印度尼西亞共和國、日本國、伊朗伊斯蘭共和國、哈薩克斯坦共和國、吉爾吉斯共和國、老撾人民民主共和國、馬來西亞、蒙古國、緬甸聯(lián)邦、尼泊爾王國、巴基斯坦伊斯蘭共和國、菲律賓共和國、大韓民國、新加坡共和國、斯里蘭卡民主社會主義共和國、塔吉克斯坦共和國、泰王國、土庫曼斯坦、烏茲別克斯坦共和國和越南社會主義共和國等二十六個國家(以下簡稱“26個發(fā)起國”)的代表在中華人民共和國(以下簡稱“中國”)海南省博鰲召開大會,正式宣布成立博鰲亞洲論壇。
本章程根據(jù)《博鰲亞洲論壇宣言》和《博鰲亞洲論壇章程指導原則》確立的精神制訂。
第一章總則
第一條名稱
本組織的名稱為“博鰲亞洲論壇”(以下簡稱“論壇”)(英文名稱為Boao Forum For Asia, 縮寫B(tài)FA)。
第二條性質(zhì)
論壇為非官方、非營利性、定期、定址的國際組織。
第三條宗旨
1、立足亞洲,促進和深化本地區(qū)內(nèi)和本地區(qū)與世界其它地區(qū)間的經(jīng)濟交流、協(xié)調(diào)與合作;
2、為政府、企業(yè)及專家學者等提供一個共商經(jīng)濟、社會、環(huán)境及其他相關(guān)問題的高層對話平臺;
3、通過論壇與政界、商界及學術(shù)界建立的工作網(wǎng)絡(luò)為會員與會員之間、會員與非會員之間日益擴大的經(jīng)濟合作提供服務。
第四條法律管轄
遵守中華人民共和國憲法和法律法規(guī),尊重當?shù)氐纳鐣赖铝曀住?/p>
第五條會址
中國海南博鰲為論壇總部的永久所在地。論壇的注冊地址為中國海南省瓊海市博鰲金海岸大道1號。
第二章業(yè)務范圍
第六條業(yè)務范圍
論壇的業(yè)務范圍包括:
1、召開年會、研討會以及其它學術(shù)討論會,討論亞洲和世界經(jīng)濟與社會發(fā)展,包括金融、貿(mào)易、投資及環(huán)境等領(lǐng)域的重要問題;
2、提出地區(qū)性或全球性的倡議,促進和加強各國政府與商業(yè)實體之間在商貿(mào)和投資方面的合作關(guān)系;
3、跟蹤影響全球和地區(qū)經(jīng)濟的動向;
4、甄別可能影響貿(mào)易、金融和社會發(fā)展的各種問題;搜集和發(fā)布相關(guān)信息,突顯地區(qū)經(jīng)濟合作機會;
5、通過論壇建立的工作網(wǎng)絡(luò),增進區(qū)域內(nèi)外企業(yè)間聯(lián)系;
6、創(chuàng)建和成為具有國際影響力的研究及培訓中心,為商業(yè)團體提供先進的管理經(jīng)驗和技術(shù);
7、獨立或合作開展有助于實現(xiàn)論壇宗旨的會議展覽、信息交流、經(jīng)濟評估、教育培訓、電子商務等各類活動。
第三章會員
第七條會員類別
1、論壇設(shè)正式會員和非正式會員。
發(fā)起會員、榮譽會員、鉆石會員和白金會員為正式會員;普通會員和臨時會員為非正式會員。
2、發(fā)起會員系指26個發(fā)起國按照各國所分配的名額(每個國家2名)派出的、參加論壇所有活動,包括決策過程的前政要、知名人士 和非營利機構(gòu);
3、榮譽會員系指為論壇的創(chuàng)建和發(fā)展作出重要和實質(zhì)性貢獻的個人、企業(yè)和組織;榮譽會員不超過10名;
4、鉆石會員和白金會員系指參加論壇所有活動包括決策過程、且其申請已經(jīng)被批準的個人、企業(yè)和組織;
5、普通會員系指以出席、觀摩論壇年會以及其他活動為目的、且其申請已經(jīng)被批準的個人、企業(yè)和組織。
6、臨時會員系指一次性繳費出席、觀摩論壇年會及其他業(yè)務活動、且其申請已經(jīng)被批準的個人、企業(yè)和組織。
第八條會員條件
1、有加入論壇的意愿;
2、同意遵守論壇章程;
3、在所從事的領(lǐng)域內(nèi)具有一定的影響;
4、愿意履行論壇會員義務。
第九條加入
申請人按照論壇規(guī)定的程序,提交書面申請,由論壇有關(guān)機構(gòu)審核批準。
第十條會員權(quán)利
(一)正式會員享有以下權(quán)利:
1、論壇會員大會發(fā)言權(quán)、表決權(quán)以及理事會理事的選舉權(quán)和被選舉權(quán);
2、對論壇年會及其他活動議題的建議權(quán);
3、參加論壇年會;
4、與政府、商界及學術(shù)界領(lǐng)袖優(yōu)先進行直接交流;
5、獲得論壇提供的信息,并經(jīng)授權(quán),優(yōu)先使用論壇網(wǎng)站的經(jīng)濟信息數(shù)據(jù)庫;
6、通過論壇建立的工作網(wǎng)絡(luò)尋求商機;
7、就“企業(yè)診斷”尋求論壇幫助;
8、委托論壇就其所關(guān)心的問題舉辦專題研討會;
9、委托論壇就其商業(yè)拓展計劃進行市場分析和法律咨詢;
10、委托論壇推薦或培訓人才;
11、優(yōu)先享有論壇舉辦各類活動的承辦權(quán)或贊助權(quán);
12、經(jīng)授權(quán)享有“博鰲亞洲論壇會員”的冠名權(quán);
13.得到具有國際資質(zhì)的審計事務所提交的審計報告;
14、享有博鰲水城給予論壇的各種優(yōu)惠待遇;
15、享有論壇理事會賦予的其它權(quán)利。
但如正式會員要享受
(七)至
(十)條的權(quán)利,博鰲亞洲論壇將收取適當費用。
(二)普通會員享有以下權(quán)利:
1、出席論壇年會;
2、獲得論壇提供的信息,并經(jīng)授權(quán),使用論壇網(wǎng)站的經(jīng)濟信息數(shù)據(jù)庫;
3、通過論壇建立的工作網(wǎng)絡(luò)尋求商機;
4、優(yōu)先參加論壇舉辦的有關(guān)商務活動;
5、委托論壇推薦或培訓人才;
6、享有博鰲水城給予論壇的部分優(yōu)惠待遇;
7、享有論壇理事會賦予的其它權(quán)利。
(三)臨時會員享有以下權(quán)利:
1、一次性出席、觀摩論壇年會或其他活動;
2、享有論壇制定的與當次活動有關(guān)的待遇。
第十一條會員義務
會員義務包括:
1、遵守并執(zhí)行論壇決議;
2、遵守論壇章程及有關(guān)規(guī)定;
3、按時參加會員大會及論壇相關(guān)活動;
4、保護論壇合法利益;
5、依據(jù)論壇有關(guān)規(guī)定交納會員費;
6、向論壇提供真實可靠的資料與信息;
7、論壇理事會規(guī)定的其它相關(guān)義務。
第十二條會員退會
1.會員有權(quán)利退會;
2.會員決定退出論壇時,應提前2個月書面通知論壇秘書長。一旦接到秘書處書面確認,其會員資格即被視為終止。
3.會員退會程序按會員招募細則有關(guān)規(guī)定執(zhí)行。
第十三條會員資格終止
任何會員有違法行為、或與論壇失去聯(lián)系兩年以上,秘書處報經(jīng)理事會同意有權(quán)終止其會員資格,但應事前通知該會員,該會員有權(quán)要求舉行聽證會。
第四章 組織機構(gòu)與官員任免
第十四條組織機構(gòu)
論壇的主要組織機構(gòu)如下:
1、論壇會員大會;
2、理事會;
3、秘書處;
4、研究培訓院;
5、咨詢委員會.第十五條會員大會
(一)會員大會為論壇的最高權(quán)力機構(gòu),每年舉行一次。會員大會由論壇秘書處負責籌備,有關(guān)會議事宜應提前通知所有會員。
(二)因不可抗力未能將召開會議的通知送達某一或某些會員的,或某一或某些會員因故未能參加會員大會,在符合法定人數(shù)的情況
下,不影響會員大會的進程。
(三)會員大會的權(quán)力:
1、審議通過論壇章程或章程修改議案;
2、選舉理事會理事;
3、通過由秘書處提交并經(jīng)理事會審議的工作報告和預算;
4、討論會議議程中規(guī)定的其它事項;
5、討論由正式會員提出的其它書面動議,該動議應由至少四分之一正式會員簽署,并在會前兩個星期提交論壇秘書處。
(四)會員大會決議由參加大會的全體正式會員簡單多數(shù)通過。
(五)會員大會主席由理事長擔任。如果理事長不能出席,應委托副理事長或一位其他理事代替其行使職責。此外,應在正式會員中
產(chǎn)生若干聯(lián)合主席。
第十六條會員大會法定人數(shù)及投票
出席會員大會的法定人數(shù)為全體正式會員人數(shù)的三分之一。
所有正式會員在會員大會或會員大會特別會議上均有投票權(quán)。投票采取舉手表決的方式,或經(jīng)至少三名正式會員或一名理事會成員的要求采取不記名投票的方式進行表決。根據(jù)會員大會所制訂的有關(guān)規(guī)則,允許會員指定代表進行投票。
第十七條會員大會特別會議
在會員大會閉會期間,理事會有權(quán)根據(jù)四分之一以上正式會員的書面提議,召開會員大會特別會議,討論不能延至下屆會員大會處理的有關(guān)緊急事項。
第十八條論壇理事會
1、理事會為會員大會的最高執(zhí)行機構(gòu),向會員大會負責;
2、理事會理事由論壇正式會員在會員大會上以簡單多數(shù)通過方式產(chǎn)生
3、理事會每年舉行一次會議,與會員大會同期在論壇總部所在地舉行。
4、經(jīng)三名以上理事提議,多數(shù)理事同意,理事長可應召開理事會特別會議。
第十九條理事會組成
1、論壇理事會由十五名理事組成,第一屆理事會的任期為5年,此后的理事會每屆任期3年。理事可連選連任,但任期不超過兩屆。理事會的選舉,應考慮保持論壇政策方向和愿景實施的連續(xù)性。
2、十三名理事從各國,特別是亞洲國家中具有影響力的前政要、高級官員、專家學者、企業(yè)界領(lǐng)袖等人士中選出,可連選連任,但
兩屆;
3、論壇秘書長和東道國首席代表為理事會當然理事;
4、理事會組成要注意地理區(qū)域均衡的原則,不得有四位以上理事來自同一國家或經(jīng)濟體
理事會理事人數(shù)經(jīng)會員大會批準后可進行增減。
第二十條理事長和副理事長
1、理事會設(shè)理事長和副理事長;
2、理事長和副理事長由出席理事會會議的三分之二以上理事選舉通過產(chǎn)生,候選人的產(chǎn)生,要注意地理區(qū)域均衡的原則;
3、副理事長由東道國首席代表擔任
4、第一屆理事長及副理事長任期為五年,可連選連任。以后的理事會任期為3年。
5、如若理事長因故無法擔任其職務,副理事長應擔任代理理事長,直至下一次理事會會議;該會議選舉出的理事長之任期應為前任
之任期。
第二十一條論壇理事會的職責
理事會的職責包括:
1、對整個論壇的活動監(jiān)督和管理;
2、審議由秘書處向會員大會提交的論壇工作報告和預算;
3、任命論壇秘書長和副秘書長;
4、審議論壇章程修改議案;
5、批準論壇重大的規(guī)章制度;
6、決定會員大會的召開,并審議通過會員大會議程;
任期不超過理事長余下
7、會員大會授權(quán)的其他職責。
第二十二條理事會決議的產(chǎn)生
除本章程和有關(guān)規(guī)則另有規(guī)定外,理事會決議由出席理事會會議的全體理事以簡單多數(shù)通過并生效。每個理事有一個投票權(quán)。
理事會也可采取非會議形式對論壇重大問題或緊急事項做出決議。
第二十三條 理事長職責
理事長職責應為:
1、主持理事會會議和會員大會;
2、監(jiān)督有助于實現(xiàn)論壇宗旨、促進論壇利益的中、長期計劃和項目的制定;
3、經(jīng)理事會授權(quán),可代表論壇簽署非協(xié)議性的、非約束性的和非行政性的往來文書和函件
4、向會員大會報告理事會的工作;
5、行使理事會賦予的其他職責。
第二十四條 副理事長職責
1、協(xié)助理事長行使職責;
2、在理事長不能履行其職責時,代為行使理事長職責;
3、支持和指導論壇及秘書處的日常事務;
4、行使理事會賦予的其他職責。
第二十五條秘書處
秘書處為論壇常設(shè)執(zhí)行機構(gòu),其職責如下:
1、負責論壇所有會議的籌備
2、執(zhí)行會員大會和理事會的決議;
3、準備論壇工作報告和預算,提交理事會審議;
4、負責論壇資金籌措和運作;
5、負責起草或修改論壇的規(guī)章制度,并報理事會批準;
6、負責會員入會、退會、日常聯(lián)絡(luò)等相關(guān)服務;
7、在研究培訓院的協(xié)助下,組織起草并發(fā)表與論壇業(yè)務相關(guān)的經(jīng)濟預測;待研究培訓院運轉(zhuǎn)正常,這一職能就轉(zhuǎn)移到研究培訓院;
8、在研究培訓院的協(xié)助下,負責為論壇年會、研討會及其它專題會議提供智力資源;待研究培訓院運轉(zhuǎn)正常,這一職能就轉(zhuǎn)移到研
究培訓院;
9、在研究培訓院的協(xié)助下,為會員和其它合作方提供人力資源培訓;待研究培訓院運轉(zhuǎn)正常,這一職能就轉(zhuǎn)移到研究培訓院;
10、在研究培訓院的協(xié)助下,負責建立亞洲地區(qū)乃至全球范圍內(nèi)工作網(wǎng)絡(luò)及信息交流中心;待研究培訓院運轉(zhuǎn)正常,這一職能就轉(zhuǎn)移 到研究培訓院;
11、負責理事會委托的其它事務;
12、協(xié)助理事長履行其職責。
第二十六條秘書長
秘書長為論壇的首席執(zhí)行官并領(lǐng)導秘書處,任期三年,經(jīng)理事會批準可延任,但任期不超過兩任。其職責如下:
1、負責論壇的日常事務,對外代表論壇;
2、負責主持除論壇會員大會及理事會會議之外的論壇所有會議;
3、執(zhí)行理事會批準的規(guī)章制度;
4、聘用、提拔及解聘秘書處職員;
5、提出調(diào)整秘書處職能部門或論壇辦事處的議案,報理事會審議批準;
6、負責執(zhí)行理事會委托或授權(quán)的其它事務。
第二十七條副秘書長
經(jīng)理事會決定,論壇設(shè)副秘書長若干名。副秘書長可由秘書長提名,并由理事會任免。如其他理事提名副秘書長,在提交理事會批準之前,應得到秘書長同意。副秘書長任期三年,經(jīng)理事會批準可延任。
副秘書長職責如下:
1、協(xié)助秘書長處理有關(guān)日常事務;
2、在秘書長無法履行其職責時,代為行使秘書長職責;
3、受秘書長委托或授權(quán)處理其它事務。
第二十八條秘書長、副秘書長職務終止
秘書長和副秘書長在下列情況下終止職務:
1、提前三個月向理事長提出書面辭呈;
2、理事會會議三分之二以上理事通過免職決議,在此情況下,其有權(quán)要求舉行聽證會;
3、無法履行其職務;
4、受到刑事處分。
第二十九條 研究培訓院
研究培訓院是論壇重要的智力支持機構(gòu)。其主要職能包括:在對世界經(jīng)濟研究分析基礎(chǔ)上,提出年會主題和議題;組織起草并發(fā)表與論壇業(yè)務相關(guān)的經(jīng)濟預測;負責為論壇年會、研討會及其它專題會議提供智力資源;為會員和其它合作方提供人力資源培訓;負責建立亞洲地區(qū)乃至全球范圍內(nèi)工作網(wǎng)絡(luò)及信息交流中心;待研究培訓院運轉(zhuǎn)正常,上述職能由秘書處轉(zhuǎn)移到研究培訓院。
研究培訓院院長通過公開招聘后,由秘書長提名,理事會任命。
第三十條咨詢委員會
1、論壇設(shè)咨詢委員會,委員會成員11名,由理事會從曾經(jīng)擔任過理事并對論壇工作做出過積極貢獻的人士以及其他各界知名人士中
選舉產(chǎn)生。咨詢委員會從其成員選舉產(chǎn)生一名主席并視情選舉產(chǎn)生若干副主席。咨詢委員會成員任期3年,可連任,但不得超過兩 屆;
2、咨詢委員會在論壇年會期間舉行會議,或不定期就與論壇事務相關(guān)的重大問題提出咨詢和意見;
3、咨詢委員會成員不領(lǐng)取薪酬,但因履行職能所產(chǎn)生的費用,根據(jù)秘書處相關(guān)規(guī)定,由論壇支付。
4、咨詢委員會成員每年應邀作為嘉賓參加年會。
第五章資產(chǎn)管理和使用
第三十一條論壇經(jīng)費來源
1、會員費;
2、參會費;
3、捐款;
4、政府資助;
5、在論壇業(yè)務范圍內(nèi)開展活動或服務的收入;
6、論壇資金的利息;
7、其他合法收入。
第三十二條經(jīng)費的使用
論壇所有的經(jīng)費應用于實現(xiàn)論壇宗旨,且在本章程及其相關(guān)細則規(guī)定的范圍內(nèi)使用。
第三十三條財務管理
遵守國際公認的會計準則及東道國財務法規(guī),確保所有會計資料合法、真實和完整。
每年應由具有國際認證資格的會計師事務所對論壇的帳目進行審計。
論壇正式職員保險、福利及其它待遇,可參照東道國相關(guān)行政法規(guī)。
第六章章程的修改
第三十四條章程修改程序
1、章程修正案應由秘書處提交給理事會審議,并由會員大會批準;
2、章程修正案在會員大會通過后生效。
第七章論壇解散
第三十五條解散程序
論壇的解散應按照以下程序進行:
1、論壇解散議案在經(jīng)理事會審議后,提交論壇會員大會;
2、會員大會根據(jù)上述議案,做出解散論壇的決議;
3、解散論壇的決議須通知東道國注冊機關(guān)。
論壇在解散之前,應根據(jù)國際慣例和東道國法律法規(guī)設(shè)立清算委員會,對論壇資產(chǎn)及債務進行清理。
論壇資產(chǎn)在償付債務和按有關(guān)規(guī)定退還會員費后,如有剩余,則應在注冊機關(guān)的監(jiān)督下,捐予或用于發(fā)展與本論壇宗旨相關(guān)的事業(yè)。
第八章附則
第三十六條章程細則
本章程未盡事宜在相關(guān)細則中加以規(guī)定;該細則經(jīng)理事會批準后生效。
第三十七條語言
本論壇的正式語言為英文和中文。
第三十八條解釋
本章程的解釋權(quán)屬論壇理事會。
第三十九條生效
本章程自2010年 4月8日在中華人民共和國海南省博鰲召開的論壇會員大會上通過生效 論壇歷史
近半個世紀以來,亞洲各國通過自身努力,在經(jīng)濟與社會發(fā)展方面取得了顯著成就,在國際和地區(qū)事務中的影響力日益上升。特別是近二、三十年來,亞洲經(jīng)濟總體發(fā)展迅速,東亞經(jīng)濟實現(xiàn)了騰飛,創(chuàng)造了令世人矚目的“東亞奇跡”,并成為世紀最具經(jīng)濟發(fā)展活力的地區(qū)之一。雖然在世紀之末,遭受金融危機的重創(chuàng),但經(jīng)過自我調(diào)整與改革,亞洲經(jīng)濟已迅速復蘇。
由于亞洲大多數(shù)國家現(xiàn)已實行開放政策,彼此間的貿(mào)易和投資聯(lián)系日益密切,雙邊、區(qū)域、次區(qū)域以及跨區(qū)域的合作逐步展開;各國間工商、金融、科技、交通、文化等領(lǐng)域的合作與交流不斷增加;東亞地區(qū)合作(10+3)已進入實質(zhì)性階段;東盟內(nèi)部經(jīng)濟一體化、瀾滄江-湄公河流域合作、圖們江流域合作等次區(qū)域合作正在進行;亞太經(jīng)濟組織、亞歐會議、東亞-拉美論壇等跨區(qū)域合作也在向前推進??梢灶A言,亞洲經(jīng)濟發(fā)展與合作的前景十分廣闊。
跨入新世紀,在經(jīng)濟全球化和區(qū)域化不斷發(fā)展,歐洲經(jīng)濟一體化進程日趨加快、北美自由貿(mào)易區(qū)進一步發(fā)展的新形勢下,亞洲各國正面臨巨大的機遇,也面臨許多可以預見和難以預見的嚴峻挑戰(zhàn),一方面要求亞洲國家加強與世界其它地區(qū)的合作,同時也要求增進亞洲國家之間的交流與合作。如何應付全球化對本地區(qū)國家?guī)淼奶魬?zhàn),保持本地區(qū)經(jīng)濟的健康發(fā)展,加強相互間的協(xié)調(diào)與合作已成為亞洲各國面臨的共同課題。
亞洲國家和地區(qū)雖然已經(jīng)參與了APEC、PECC等跨區(qū)域國際會議組織,但就整個亞洲區(qū)域而言,目前仍缺乏一個真正由亞洲人主導,從亞洲的利益和觀點出發(fā),專門討論亞洲事務,旨在增進亞洲各國之間、亞洲各國與世界其它地區(qū)之間交流與合作的論壇組織。鑒此,1998年9月,澳大利亞前總理霍克、日本前首相細川護熙和菲律賓前總統(tǒng)拉莫斯倡議成立一個類似達沃斯“世界經(jīng)濟論壇”的“亞洲論壇”。
亞洲論壇的概念一經(jīng)推出即獲得了有關(guān)各國的一致認同。1999年10月8日,中華人民共和國副主席胡錦濤閣下在北京會見了專程為“亞洲論壇”來華的拉莫斯閣下和霍克閣下。胡錦濤閣下在認真聽取兩位政要有關(guān)“論壇”構(gòu)想的介紹后,表示中國政府一貫重視和支持多層次、多渠道、多形式的地區(qū)合作與對話,認為論壇的成立有利于本地區(qū)國家間增進了解、擴大信任和加強合作。中方將對“論壇”的設(shè)想進行認真研究和積極考慮,并盡力提供支持和合作。同時,胡錦濤副主席還強調(diào),中國也希望進一步了解其它國家的反應,因為論壇的建立必須得到有關(guān)國家政府的重視、理解和支持。此后,亞洲有關(guān)國家的政府均對成立“亞洲論壇”作出了積極反應
在此背景下,博鰲亞洲論壇成立大會于2001年2月26-27日在中國海南博鰲舉行。包括日本前首相中曾根、菲律賓前總統(tǒng)拉莫斯、澳大利亞前總理霍克、哈薩克前總理捷列先科、蒙古前總統(tǒng)奧其爾巴特等26個國家前政要出席了大會。此外,中國國家主席江澤民、馬來西亞總理馬哈迪爾、尼泊爾前國王比蘭德拉、越南國家副總理阮孟琴等作為特邀嘉賓出席了成立大會并發(fā)表的重要講話。大會宣布博鰲亞洲論壇正式成立,通過了《博鰲亞洲論壇宣言》、《博鰲亞洲論壇章程指導原則》等綱領(lǐng)性文件,取得圓滿成功并受到了國際社會的廣泛關(guān)注。

Wakefield High School Arlington, Virginia 12:06 P.M.EDT THE PRESIDENT: Hello, everybody!Thank you.Thank you.Thank you, everybody.All right, everybody go ahead and have a seat.How is everybody doing today?(Applause.)How about Tim Spicer?(Applause.)I am here with students at Wakefield High School in Arlington, Virginia.And we've got students tuning in from all across America, from kindergarten through 12th grade.And I am just so glad that all could join us today.And I want to thank Wakefield for being such an outstanding host.Give yourselves a big round of applause.(Applause.)I know that for many of you, today is the first day of school.And for those of you in kindergarten, or starting middle or high school, it's your first day in a new school, so it's understandable if you're a little nervous.I imagine there are some seniors out there who are feeling pretty good right now--(applause)--with just one more year to go.And no matter what grade you're in, some of you are probably wishing it were still summer and you could've stayed in bed just a little bit longer this morning.I know that feeling.When I was young, my family lived overseas.I lived in Indonesia for a few years.And my mother, she didn't have the money to send me where all the American kids went to school, but she thought it was important for me to keep up with an American education.So she decided to teach me extra lessons herself, Monday through Friday.But because she had to go to work, the only time she could do it was at 4:30 in the morning.Now, as you might imagine, I wasn't too happy about getting up that early.And a lot of times, I'd fall asleep right there at the kitchen table.But whenever I'd complain, my mother would just give me one of those looks and she'd say, “This is no picnic for me either, buster.”(Laughter.)So I know that some of you are still adjusting to being back at school.But I'm here today because I have something important to discuss with you.I'm here because I want to talk with you about your education and what's expected of all of you in this new school year.Now, I've given a lot of speeches about education.And I've talked about responsibility a lot.I've talked about teachers' responsibility for inspiring students and pushing you to learn.I've talked about your parents' responsibility for making sure you stay on track, and you get your homework done, and don't spend every waking hour in front of the TV or with the Xbox.I've talked a lot about your government's responsibility for setting high standards, and supporting teachers and principals, and turning around schools that aren't working, where students aren't getting the opportunities that they deserve.But at the end of the day, we can have the most dedicated teachers, the most supportive parents, the best schools in the world--and none of it will make a difference, none of it will matter unless all of you fulfill your responsibilities, unless you show up to those schools, unless you pay attention to those teachers, unless you listen to your parents and grandparents and other adults and put in the hard work it takes to succeed.That's what I want to focus on today: the responsibility each of you has for your education.I want to start with the responsibility you have to yourself.Every single one of you has something that you're good at.Every single one of you has something to offer.And you have a responsibility to yourself to discover what that is.That's the opportunity an education can provide.Maybe you could be a great writer--maybe even good enough to write a book or articles in a newspaper--but you might not know it until you write that English paper--that English class paper that's assigned to you.Maybe you could be an innovator or an inventor--maybe even good enough to come up with the next iPhone or the new medicine or vaccine--but you might not know it until you do your project for your science class.Maybe you could be a mayor or a senator or a Supreme Court justice--but you might not know that until you join student government or the debate team.And no matter what you want to do with your life, I guarantee that you'll need an education to do it.You want to be a doctor, or a teacher, or a police officer? You want to be a nurse or an architect, a lawyer or a member of our military? You're going to need a good education for every single one of those careers.You cannot drop out of school and just drop into a good job.You've got to train for it and work for it and learn for it.And this isn't just important for your own life and your own future.What you make of your education will decide nothing less than the future of this country.The future of America depends on you.What you're learning in school today will determine whether we as a nation can meet our greatest challenges in the future.You'll need the knowledge and problem-solving skills you learn in science and math to cure diseases like cancer and AIDS, and to develop new energy technologies and protect our environment.You'll need the insights and critical-thinking skills you gain in history and social studies to fight poverty and homelessness, crime and discrimination, and make our nation more fair and more free.You'll need the creativity and ingenuity you develop in all your classes to build new companies that will create new jobs and boost our economy.We need every single one of you to develop your talents and your skills and your intellect so you can help us old folks solve our most difficult problems.If you don't do that--if you quit on school--you're not just quitting on yourself, you're quitting on your country.Now, I know it's not always easy to do well in school.I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork.I get it.I know what it's like.My father left my family when I was two years old, and I was raised by a single mom who had to work and who struggled at times to pay the bills and wasn't always able to give us the things that other kids had.There were times when I missed having a father in my life.There were times when I was lonely and I felt like I didn't fit in.So I wasn't always as focused as I should have been on school, and I did some things I'm not proud of, and I got in more trouble than I should have.And my life could have easily taken a turn for the worse.But I was--I was lucky.I got a lot of second chances, and I had the opportunity to go to college and law school and follow my dreams.My wife, our First Lady Michelle Obama, she has a similar story.Neither of her parents had gone to college, and they didn't have a lot of money.But they worked hard, and she worked hard, so that she could go to the best schools in this country.Some of you might not have those advantages.Maybe you don't have adults in your life who give you the support that you need.Maybe someone in your family has lost their job and there's not enough money to go around.Maybe you live in a neighborhood where you don't feel safe, or have friends who are pressuring you to do things you know aren't right.But at the end of the day, the circumstances of your life--what you look like, where you come from, how much money you have, what you've got going on at home--none of that is an excuse for neglecting your homework or having a bad attitude in school.That's no excuse for talking back to your teacher, or cutting class, or dropping out of school.There is no excuse for not trying.Where you are right now doesn't have to determine where you'll end up.No one's written your destiny for you, because here in America, you write your own destiny.You make your own future.That's what young people like you are doing every day, all across America.Young people like Jazmin Perez, from Roma, Texas.Jazmin didn't speak English when she first started school.Neither of her parents had gone to college.But she worked hard, earned good grades, and got a scholarship to Brown University--is now in graduate school, studying public health, on her way to becoming Dr.Jazmin Perez.I'm thinking about Andoni Schultz, from Los Altos, California, who's fought brain cancer since he was three.He's had to endure all sorts of treatments and surgeries, one of which affected his memory, so it took him much longer--hundreds of extra hours--to do his schoolwork.But he never fell behind.He's headed to college this fall.And then there's Shantell Steve, from my hometown of Chicago, Illinois.Even when bouncing from foster home to foster home in the toughest neighborhoods in the city, she managed to get a job at a local health care center, start a program to keep young people out of gangs, and she's on track to graduate high school with honors and go on to college.And Jazmin, Andoni, and Shantell aren't any different from any of you.They face challenges in their lives just like you do.In some cases they've got it a lot worse off than many of you.But they refused to give up.They chose to take responsibility for their lives, for their education, and set goals for themselves.And I expect all of you to do the same.That's why today I'm calling on each of you to set your own goals for your education--and do everything you can to meet them.Your goal can be something as simple as doing all your homework, paying attention in class, or spending some time each day reading a book.Maybe you'll decide to get involved in an extracurricular activity, or volunteer in your community.Maybe you'll decide to stand up for kids who are being teased or bullied because of who they are or how they look, because you believe, like I do, that all young people deserve a safe environment to study and learn.Maybe you'll decide to take better care of yourself so you can be more ready to learn.And along those lines, by the way, I hope all of you are washing your hands a lot, and that you stay home from school when you don't feel well, so we can keep people from getting the flu this fall and winter.But whatever you resolve to do, I want you to commit to it.I want you to really work at it.I know that sometimes you get that sense from TV that you can be rich and successful without any hard work--that your ticket to success is through rapping or basketball or being a reality TV star.Chances are you're not going to be any of those things.The truth is, being successful is hard.You won't love every subject that you study.You won't click with every teacher that you have.Not every homework assignment will seem completely relevant to your life right at this minute.And you won't necessarily succeed at everything the first time you try.That's okay.Some of the most successful people in the world are the ones who've had the most failures.J.K.Rowling's--who wrote Harry Potter--her first Harry Potter book was rejected 12 times before it was finally published.Michael Jordan was cut from his high school basketball team.He lost hundreds of games and missed thousands of shots during his career.But he once said, “I have failed over and over and over again in my life.And that's why I succeed.” These people succeeded because they understood that you can't let your failures define you--you have to let your failures teach you.You have to let them show you what to do differently the next time.So if you get into trouble, that doesn't mean you're a troublemaker, it means you need to try harder to act right.If you get a bad grade, that doesn't mean you're stupid, it just means you need to spend more time studying.No one's born being good at all things.You become good at things through hard work.You're not a varsity athlete the first time you play a new sport.You don't hit every note the first time you sing a song.You've got to practice.The same principle applies to your schoolwork.You might have to do a math problem a few times before you get it right.You might have to read something a few times before you understand it.You definitely have to do a few drafts of a paper before it's good enough to hand in.Don't be afraid to ask questions.Don't be afraid to ask for help when you need it.I do that every day.Asking for help isn't a sign of weakness, it's a sign of strength because it shows you have the courage to admit when you don't know something, and that then allows you to learn something new.So find an adult that you trust--a parent, a grandparent or teacher, a coach or a counselor--and ask them to help you stay on track to meet your goals.And even when you're struggling, even when you're discouraged, and you feel like other people have given up on you, don't ever give up on yourself, because when you give up on yourself, you give up on your country.The story of America isn't about people who quit when things got tough.It's about people who kept going, who tried harder, who loved their country too much to do anything less than their best.It's the story of students who sat where you sit 250 years ago, and went on to wage a revolution and they founded this nation.Young people.Students who sat where you sit 75 years ago who overcame a Depression and won a world war;who fought for civil rights and put a man on the moon.Students who sat where you sit 20 years ago who founded Google and Twitter and Facebook and changed the way we communicate with each other.So today, I want to ask all of you, what's your contribution going to be? What problems are you going to solve? What discoveries will you make? What will a President who comes here in 20 or 50 or 100 years say about what all of you did for this country? Now, your families, your teachers, and I are doing everything we can to make sure you have the education you need to answer these questions.I'm working hard to fix up your classrooms and get you the books and the equipment and the computers you need to learn.But you've got to do your part, too.So I expect all of you to get serious this year.I expect you to put your best effort into everything you do.I expect great things from each of you.So don't let us down.Don't let your family down or your country down.Most of all, don't let yourself down.Make us all proud.Thank you very much, everybody.God bless you.God bless America.Thank you.(Applause.)END 12:22 P.M.EDT
Anderson, thank you very much.I think most Americans understand that our country today faces a series of unprecedented crises.The middle class of this country for the last 40 years has been disappearing.Millions of Americans are working longer hours for lower wages.And yet almost all of the new income and wealth being created is going to the top one percent.As a result of this disastrous Citizens United Supreme Court decision, our campaign system is corrupt and is undermining American democracy.Millionaires and billionaires are pouring out of unbelievable money into the political process in order to fund PACs and to elect candidates who represent their interests, not the interests of the working people.Today, the scientific community is virtually unanimous that the climate change is real, it is caused by human activity.And we have a moral responsibility to transform our energy system away from fossil fuel to energy efficiency and sustainable energy and leave a habitable planet for our children and our grandchildren.Today in America we have more people in jail than any other country on earth.African-American youth unemployment is 51 percent.Hispanic youth unemployment is 36 percent.It seems to me that instead of building more jails and providing more incarceration, maybe-just maybe-we should be putting money into education and jobs for our kids.What this campaign is about is to mobilize our people to take back our government from a handful of billionaires and create a vibrant democracy.We know we can and should have.Thank you.Global Citizen I want to introduce you an amazing woman and her name is Davinia.Davinia was born in Jamaica, emigrated to the US at the age of 18 and now she lives just outside of the Washington DC.She is not a high-powedr political staffer, nor is a lobbyist.She probably tells you she’s quite unremarkable.But she’s having the most inredible impact.What’s incredible about Davinia is that she is willing to spend every single week focusing on people not her, people not her in her neighborhood.
